OFWs ask SC to stop mandatory SSS contributions for them
S
ome Overseas Filipino workers (OFWs) asked the Supreme Court to nullify the provision in the Social Security Act of 2018 (Republic Act No. 11199) that makes it mandatory for them to give contributions to the Social Security System (SSS). In a 36-page petition, nine OFWs — led by Feliza Benitez, who chairs the Filipino Migrant Workers Union; Migrante International; and former Bayan Muna partylist Rep. Neri Colmenares — urged the high court to issue a restraining order against the implementation of the provision while the case is pending. Under the law, land-based OFWs are classified as “self-employed workers” and are
therefore mandated to shell out the monthly SSS contribution. Petitioners say the law is unconstitutional because of its discriminatory nature. “Land-based OFWs are being required to be compulsory members to the SSS with the status of a self-employed person paying both the employee and employer shares,” the petitioners said. Under the law, without a bilateral agreement between the Philippines and the host country, land-based OFWs classified as self-employed will be required to pay both the employer and the employee contribution of to P2,400 a month, while sea-based OFWs have to pay up to P 800 a month. For seafarers, it is the local manning agency that is regarded as the employer. Even with a bilateral agreement,
petitioners said, there would be no guarantee that the employers outside Philippine jurisdiction could be compelled to shell out for the SSS contribution of their employees. They also called the implementing rules and regulations “oppressive” and a violation of the Migrant Workers and Overseas Filipino Act because, instead of exempting OFWs from paying additional fees, the new law provides additional financial burden to OFWs. “This is especially oppressive to simple and struggling OFWs who usually had to borrow money and be already buried in debt in order to pay for the many requirements for OFW employment even prior to commencing employment abroad,” the petitioners added. Named respondents in the petition are
the SSS, the Department of Foreign Affairs, the Department of Labor and Employment, and the Philippine Overseas Employment Administration. According to the SSS, less than 600,000 of the three million OFWs are currently registered as SSS members. Malacañang previously said the Social Security Act would give compulsory SSS coverage to land and sea-based OFWs. With this, it is expected that the number of OFWs covered by SSS would increase to around 2.5 million. It will also give the SSS Commission more authority to decide on the monthly contribution of members, allowing the Commission to increase it after an actuarial survey.President Rodrigo Duterte signed the Social Security Act last February. —Inquirer

At imbes na kumain ka ng matatamis, why not try eating anti-inflammatory foods? “It will help for you to eat yung mga high in anti-inflammatory na mga pagkain,” ang advice ni Dr. Flores. “So kunwari mga garlic, turmeric, ganoon. ‘Tapos low fat, low salt.” Kailangan din ng low-sodium diet kaya iwasan muna ang maaalat na pagkain. DFA opens authentication center in Cebu

The opening of Cebu’s authentication center comes on the heels of the country’s accession this year to the Apostille Convention, which shortens the authentication process for applicants and does away with the issuance of certificates with a “red ribbon” as proof of authentication. An apostille is a certificate that authenticates the origin of a public document. It is issued by a country that is party to the Apostille Convention to be used in another country which is also a party to the Convention. After authentication or apostillization by the DFA, there is no more need for authentication by the Foreign embassies or consulates except for countries that have not acceded to the Convention and countries that objected to the Philippine accession. Ex-OFWs find working with PHL gov’t desirable hile working abroad has been deemed by many Filipinos as something to be aspired for, a number of former OFWs have found working in Philippine government as a viable option for employment. “I am happy where I am now . . . earning an income from the government and close to my family,” Marilou Arcillas, 57, shared in an email interview on September 11. She worked as a quality assurance secretary at the Bechtel-Technip in AbuDhabi from 1994 to 1998. “I have a free board and transportation allowance during that time [and] a good interpersonal relationship with my supervisors and co-employees in that company,” she added. But Arcillas decided to come back home to her family. “I preferred to come back to my former office upon realizing that my children, who were ages 3 and 5, and were under the care

of my mother then, need me.” She also observed that working abroad has trade-offs. “Some of my friends in Abu Dhabi who have been there for 15 to 20 years were not able to save for their retirement. Most of them are supporting their family in the Philippines and the remittances they are sending were not enough for their loved ones’ expenses.” Arcillas’ monthly salary when she began working in the government was 14 times lower than what she used to receive while abroad. With the plan of the Department of Budget and Management (DBM) to propose a new round of salary hikes for government workers now though, the chief administrative assistant officer of the human resources development and records section of the Ecosystems Research and Development Bureau of the Department of Environment and Natural Resources (DENR) could receive more than her
current monthly salary of P41,140. “I am looking forward to the new salary standardization. I am happy and contented with my earnings. With my age, I have already sent my two children in college—both of them have a job now. We live in our own modest house, we have appliances, a motorcycle for our mobilization, and paminsan-minsan ay nakakakain sa mga restaurants. OWWA opens online rebate portal for OFWs
O
verseas Filipino Workers (OFWs) will now be able to check their eligibility for the rebate program of the Overseas Workers Welfare Administration (OWWA) through its newly launched online portal. The OWWA Rebate Portal allows qualified member-OFWs to set an appointment to the nearest OWWA office that will process their benefit. Those who have been members for at least 10 years with five or more contributions as of December 31, 2017 and who have not availed of any program or benefit from OWWA are qualified to get rebates. The beneficiary of a deceased OFW who would have qualified are also eligible to get the rebate. Once an appointment has been set through the online portal, a code will be sent to the member via SMS. The member will present this code on the date of their appointment. Verification of documentary requirements at the OWWA office will follow and the rebate will be deposited to the bank account of the beneficiary. Qualified OFWs may claim rebates ranging from P941.25 to P13,177.50, depending on the number of their contributions. “The amount of the rebate can also be donated by the beneficiaries to the Tuloy-Aral Project (TAP) of OWWA to help send kids of less fortunate OFWs to school. It can also be used as payment for the renewal of OWWA membership for OFWs who still have active employment contract abroad,” the OWWA said. The Rebate Program was implemented in compliance with the OWWA Act which provides for the granting of rebates to its long-time members. OWWA earmarked P1 billion from its fund for the rebate program which is seen to benefit 556,000 OFWs. —GMA News
ROTC to give Filipino sailors edge in global market —ACTS-OFW
T
he ACTS-OFW Coalition of Organizations believes that the mandatory Reserve Officers Training Corps (ROTC) program for senior high school students will allow future Filipino sailors to have an edge in the global market for ship officers. In a statement, ACTS-OFW chairman and former party-list representative John Bertiz III said that international shipping companies prefer merchant mariners who have basic military training. “If we produce Bachelor of Science in Marine Transportation and Bachelor of Science in Marine Engineering graduates who underwent the ROTC course when they were in senior high school, they will surely be highly favored by shipping firms around the world,” Bertiz said. During his fourth State of the Nation Address (SONA), President Rodrigo Duterte urged Congress to pass a measure reviving the ROTC program in public and private senior high schools. The President, in his SONA, also called for the return of basic military schooling. “Very important. Alam mo ‘pag mag giyera-giyera, 10 out of 10 hindi marunong maghawak ng baril to defend even his father and mother and brothers and sisters,” Duterte said. “Itong mga bata ngayon, they are bereft of the patriotism and the love of country. Balik sila dito (ROTC). I think military training will be good for everybody,” he added. Citing a report from the London-based International Chamber of Shipping, Bertiz said the Philippines is currently the world’s second-largest supplier of licensed ship officers after China. The country is also the largest supplier of unlicensed ship ratings or non-officer crew, ahead of China, he added. Philippine psychologists give advice in dealing with depression among OFWs

oncerned about the recent spate of suicides and accidents involving overseas Filipino workers due to depression, psychologists and counselors in the country have given some advice on what could be done to combat the psychological condition. Depression has been found to be high among OFWs. It affected one OFW in Hong
Kong who cut off his private part. Another one in Saudi Arabia died from stroke after being retrenched and became jobless. Also, an OFW in Bahrain tried to take her life several times due to depression. “There are many ways OFWs can overcome depression: Communicate constantly with family and friends in the

Juan Carlos Reyes Antonio, a licensed pharmacist, was caught in possession of suspected marijuana and ecstasy tablets along with other drug paraphernalia inside a hotel in Pasig City around 2:30 AM on (September 19). The illegal drugs were valued at P483,000. Meanwhile, another suspect Nilo Manipon Ramirez Jr., a registered nurse, was nabbed at around 4:20AM along Kamuning Road in Quezon City. Ramirez was caught in possession of P142,000-worth of suspected shabu and drug paraphernalia. Antonio bought his

hen you leave the Philippines to work overseas, you probably have set your objectives already. Earn bigger wages, save most of them and return home may be one of them. But in reality, working overseas is more likely to be complicated than what we initially imagined. There are many distractions that dissuade us from pursuing our goals. Many overseas Filipino workers spent many years working abroad yet they found themselves almost empty handed and unable to figure out why they were unable to save by the time they decided to go back to the Philippines. Remember that a high paying job does not guarantee savings, if you are not diligent in doing so. Or if unfortunate things happen (you figure in an accident or get sick, you get duped, you get laid off from work, etc). A successful OFW sounds very subjective. But for the sake of this article, let’s say a successful OFW is one who is able to provide the needs of his/her family along with sustainable source of livelihood long after he/ she decides to go back home for good. Therefore, if you don’t want to take the same route as these ill-fated OFWs and instead be successful, the following tips may be helpful to you. Apply the job without spending a fortune. It is not practical to spend a fortune to land an overseas job, no matter how high-paying it promises. Many Filipinos take the radical route of selling farming lands, houses and other family properties to pay for placement fee for a job that pays only a fraction of that amount.
While you successfully get the job, your family’s livelihood or convenience is compromised, putting you in a bind to contribute a significant amount of your earnings on a regular basis. The fact that you are receiving much higher salary abroad than what you did back in the Philippines is a big temptation to spend more. After all, you have the money to spend, right? You might say you deserve a new car or a fine piece of luxury jewelry after all the hard work. That’s not a problem only if you already managed to save a reasonable amount on a regular basis. That amount may be from 5% to 15% of your monthly income. Many Filipinos want a taste of luxury even for a short while, only to regret what they did. You can be like them, but make sure you put money into the piggy bank first. Become an investor. Investing in farmland, house for rent or lots is a wise investment with guaranteed yields better than passenger jeepneys or sari sari store because they require a bit less maintenance and whose value doesn’t depreciate as much as others. As a matter of fact, real estate property value increases over time. If farmland or piece of real estate is a bit expensive, you may try other investment vehicles such as the stock market or life insurance with cash value. Invest in retirement savings plan, educational plan or life insurance. Even when you’re working abroad, be diligent in contributions to SSS, Pag-Ibig Fund
and educational fund for children or future children as well as health and life insurance to safeguard financial security during challenging times. Educate your family members on spending your remittance. Don’t make your beneficiaries think making money abroad is an easy task. Instill in them the value of saving and less reliance on your money remittance (or balikbayan boxes). By doing so, family members are motivated to help stretch the budget and save whatever you send instead of immediately seeking help from you for additional monetary help. Don’t pretend to be a millionaire when you’re not. Sometimes, neighbors have this mentality that if you are on vacation, you are poised to give away stashes of money or bags of chocolates. And many OFWs oblige to avoid being maligned as too prudent and don’t know how to share. Sharing what you have is a good gesture but it does not need to be too extravagant that it’s like starting from scratch when you return to work abroad. What about if your company suddenly shuts down or have to let go of people (you included) due to financial difficulties? Or you got sick and unable to go back to work? These neighbors are unlikely to offer you help. Think of a good investment while you’re abroad. If you are business-minded you can think of ways to establish business in your home town. Internet cafe for computer-literate family members, eatery for cooking mothers
and siblings or a business center offering photocopying, typing, and book binding near a school. Don’t invest on a business you have no idea how it’s run. You better save your money in a bank than get involved in a highly risky business venture. Think of acquiring new skills. Acquiring new skill can be accomplished through short-term courses such as dressmaking or cooking courses. Or maybe enroll in a distance learning institute. Other skills are not necessarily for livelihood but are good to have, such as guitar or karate lessons. Being an OFW should not limit you to be part of working class only. It’s still part of living your life, of which we constantly seek self-improvement. Set short-term, middle-term and longterm plans. By planning on a short- (within the year), medium- (2-4 years) and long-term (5 years or more) plans, we are more focused on what we can accomplish on a daily basis. Do I want to own a new house within two years? Do I want to go back home in five years? Can I establish my own business before I reach the age of 40? Draft your own plans first and you’ll be able to steer towards a clearer direction. Conclusion These are practical tips that are not hard to do. hether you’re living on your own for the first time, or have just begun earning your own income, creating your first-ever budget pushes you to learn about financial literacy, responsibility, and how to temper the tendency for excess. Planning your budget for the first time? Here are a few things you ought to know: Popular Budgeting Strategies Budgeting Strategy #1: Proportional Budgeting The idea behind this simple budgeting technique is to split your expenses into three major categories: needs, wants, and savings. Your “needs” include all of your fundamental costs of living like basic food, basic utilities, taxes (if handled by yourself), transportation, rent, and insurance. Your “wants” include everything that goes beyond your basic needs like additional food (for eating out or high-quality ingredients and snacks), a gym membership, entertainment packages (Netflix, cable, and game credits), and so on. The most common type of proportional budgeting is the 50/30/20 Rule where you spend 50% on needs, 30% on wants, and 20% on savings. But all that proportional budgeting entails is to split your money in a clear and concise way among the three categories. This means that you can play around with the percentages, depending on factors like income and dependents. Budgeting Strategy #2: Envelope System This is an old-school approach and is a
solely cash-based budget. You determine your monthly expenses in different categories and place the budget per category in different envelopes or in one filing envelope with several compartments. Example: If your take-home salary (after taxes and benefits) is P18,000. With the envelope system, you have to withdraw your expenses budget from your ATM, set categories (i.e. rent, food, toiletries, mobile bills, utilities, etc), and then separate the set amounts per category in their own envelopes or envelope compartments. While this sounds straightforward, there is a slight learning curve, most especially when you purchase several items from different categories in one store. In addition, this system would take a lot of time, effort, and discipline so it may not be the most efficient method. On the plus side, this system places a tangible limit to your spending as you can only spend cash you have on-hand. Budgeting Strategy #3: Two Account System The concept of this system is to separate your expenses and savings into separate accounts as soon as you receive your pay. The first step in this system is to open another bank account. After activating your second account, decide on which will hold your savings and which will hold your expenses. Typically the account which yields higher annual interest becomes the savings account, and the one with lower annual
interest becomes the expenses account. Once your set budgets are separated into their respective accounts, the only rule in this system is that you can’t touch the money in your savings account, with the exception of family or medical emergencies. After paying your bills, be sure that you don’t dip into your savings and only spend your cash-on-hand!
Budgeting Tips 1. Determine Your Financial “Why” Most people have a set financial goal in mind before they set a budget. Do you want to retire by 40 or pay off an existing loan in X years? Do you want to save up for your own house? Whatever it is, dig deep and determine why you want to set a budget and what your financial goals are. Determine Your Four Pillars For you to create a budget and save you have to determine your: Assets and savings (how much you currently have) Income and allowances (including freelance work) Debts (how much you owe, if any) Expenses (how much you spend monthly, including extras) Once you’ve determined these, you can create a budget that truly fits your needs and lifestyle. 3. Compare Expenses And Savings Against Your Financial Goal
Let’s say your goal is to have Php 1 million in your savings account in the next 5 years. If you currently have Php 300,000 in your account and are able to save P10,000 a month, will you reach your goal? Not quite. If you follow this strictly, you may be a little under P100,000 short (considering interests). While this is still an admirable feat, you then have to decide whether your goal is realistic and achievable within your set parameters. 4. Adjust Accordingly If your current spending habits and savings don’t match your financial goals, you will have to adjust something somewhere along the way. This time keeping your financial goal in mind, revisit your four pillars, and then you can decide on what and how to adjust things like the amount you put into your savings, whether or not you should be cutting down your monthly expenses, or even whether you should increase your income with freelance work or a business venture. 5. Be Kind To Yourself Your first time budgeting would require multiple changes and adjustments. You probably won’t get it perfectly or even right for the first few times — so be kind to yourself. Your budget will constantly evolve depending on your circumstances. Achieving financial goals in their set time-limit is incredible. Starting this September, with a limit of a maximum of 45 participants for each time slot, six time slots with guided tours per day are available for visitors. The guided tour has been fully booked immediately after the news was released. This landmark hotel was established more than 60 years ago by Soong Mei-ling (蔣宋美齡), also known as Madame Chiang Kai-shek (蔣介石). Before it became a hotel, the building was used for hosting diplomats and envoys from other countries. As an emergency precaution, two secret underground passages were built with one on the east and another on the west side of the building for fast evacuation. The eastern passage leads to 823 Artillery Battle Memorial Park (北安公園), and the western one leads to Jiantan Park (劍潭公園). The Grand Hotel said that they’ve opened up the 85-meter passage on the west side for visitors. Besides the 74-step stairs, the underground tunnel was the world’s longest secret passage slide. The slide was originally designed for carrying objects and visitors are prohibited from riding the slide. They were only

In order to encourage more international tourists to visit Taiwan for sightseeing, particularly attractions in central and southern Taiwan, the Tourism Bureau has joined with the Taiwan High Speed Rail Corporation (THSRC) in launching the “two tickets for the price of one” incentive program. The discounts, which kicked in on Monday (Sept. 16) and last until Jan. 20 of next year, are available to tourists traveling in groups who hold a visa for a “short term” stay (less than 180 days), reported UDN. The discounts are available to adult tourists traveling together on the same train. The free ticket is only offered to those traveling to Taichung, Changhua, Yunlin,
Chiayi, Tainan, or Zuoying (Kaohsiung), according to the report. Last year, the Tourism Bureau offered the “Travel in a Pair, One Person Travels Free” discount program from Nov. 27, 2018 to Jan. 31, 2019 to encourage tourists to enjoy sites in central and southern Taiwan. Examples of attractions the bureau promoted during the program included the 2018 Taichung World Flora Exposition, National Taichung Theater, National Kaohsiung Center for the Arts (Weiwuying), and 30th Taiwan Lantern Festival. n estimated 180,000 people would benefit from the loosening of regulations governing applications for subsidized respite care services when their regular foreign caregivers take time off, the Ministry of Health and Welfare said. Under the new regulations, Taiwanese who have hired foreign caregivers to take care of family members with a severe disability would be eligible for such services. A maximum of 21 days of subsidized respite care would be allowed annually. The ministry said that it would soon make a public announcement detailing the date on which the new rules go into effect. At present, only family members of disabled people who have limited support, such as those who live alone or are older than 70 and have gone through a 30-day waiting period without care, are eligible to apply for subsidized respite care when their foreign caregivers take leave. The regulations were changed because severely disabled individuals need care

Filipino migrant worker in Taiwan organized a music concert Sunday (Sept. 15) in Taoyuan to help raise funds to meet the medical bills of his son, who is battling cancer in the Philippines. Choi Mallari, a 27-year old migrant worker from the province of Pampanga in the Philippines, told CNA that with the help of the Filipino community, he had organized the concert because he needed to find 100,000 pesos (US$1,924) each month for the treatment of his son. “I found out last December that my 7-year-old son had leukemia, and in January he started chemotherapy treatment that would last three years,” Mallari said. “He is now eight months into the treatment, so he has another two years and four months to go.” In an effort to raise funds to pay for the chemotherapy, Mallari began selling T-shirts with the word “Lifesavers” printed on them, which indicated that the buyers were helping to save the life of his son Gabriel. At the suggestion of his friends, Mallari said, his next step was to organize the concert, which was held at the Southern Taoyuan Youth Activity Center. Admission to the concert was NT$50 (US$1.62), while the “Lifesaver” T-shirts were being sold at the venue at NT$400 each. About 200 people

Taiwan’s HSR to be extended to Pingtung

remier Su Tseng-chang (蘇貞昌) on (Sept. 10) announced government plans to extend Taiwan’s High-Speed Rail (HSR) line to Pingtung, thereby completing a ring of rail networks around the island. During a visit to Pingtung today, Su announced several new transportation projects, including the extension of the HSR line to Pingtung, reported CNA. This new line, combined with the existing HSR line in western Taiwan and rapid express trains in the east would complete a ring of rail networks around the island. Minister of Transportation and Communications Lin Chia-lung (林佳龍) said that whether it is the southern or northern extension of high-speed railway, or the western HSR and the eastern express railway, forming a railway network around the island is the ultimate goal of national policy. Based on plans by the Railway Bureau, there are four routes being considered for the extension of HSR to Pingtung, two of which would be on elevated tracks from Yanchao and Zuoying. The two other routes would be extended through Kaohsiung and would be underground. The elevated train route would run from Zuoying and head south, first arriving at Kaohsiung International Airport. It would then head east and arrive at Pingtung’s Chaozhou Township, reported CNA. The underground route would run from Zuoying and would follow Taiwan Railways Administration (TRA) corridors. It would first go south before heading east to Pingtung’s Liukuaicuo Railway Station, according to the report. In response to
Su’s announcement, Kuomintang (KMT) lawmaker Huang Chao-shun (黃昭順) on Facebook said that among the four routes being considered, she strongly advocates the one "going through Kaohsiung Main Station to Pingtung" to penetrate through the city's urban areas. She said this would create a multi-station network in southern Taiwan and enhance the transportation efficiency of Kaohsiung. Huang said that having the three railway stations Zuoying, Kaohsiung, and Pingtung connected in the south would be the same way Banqiao, Taipei, and Nangang are connected in greater Taipei. However, she questioned whether the Democratic Progressive Party (DPP) had taken advantage of the new project to “block Han” and skip urban Kaohsiung by opting for the direct Zuoying to Pingtung route. In response to some who questioned if the HSR extension to Pingtung was timed to win votes during the election, Su said, “This is demeaning to President Tsai and the Premier of the Cabinet, and is demeaning to the people of Pingtung and Taiwan,” reported CNA. He said the plan is not just a temporary gesture for the elections, but is meant for the coming centuries in Taiwan. Philippine court finds 8 Coast Guard men guilty in 2013 incident

local court has found eight Philippine Coast Guard personnel guilty in the death of a Taiwanese fisherman in 2013, an incident that strained ties between Manila and Taipei. They were found guilty of homicide and handed prison sentences of between eight and 14 years. They were each also ordered to pay 50,000 pesos (S$1,320) as civil indemnity and another 50,000 pesos as moral damages. The Coast Guard said the eight men aboard a surveillance ship acted in selfdefence on May 9, 2013, when they chased and opened fire at the 50-tonne Taiwanese fishing boat Kuang Ta Hsing No. 28 in waters 170 nautical miles off the southernmost tip of Taiwan. It said the boat tried to ram the Coast Guard vessel, but investigators did not find
any sign of a collision. The 50-minute incident happened in waters where the Philippines and Taiwan have overlapping claims. The boat had three Taiwanese and an Indonesian on board. One of them, Mr Huang Shih-cheng, 65, the captain’s father, was hit by a bullet in the neck and succumbed to the wound later. The Taiwanese crew insisted that their fishing boat “came under attack” and was fired on without provocation. Investigators discovered that the boat had at least 59 bullet holes, mostly on the deck, and that the bullets had come from assault rifles. Filipino child leader from Donsol, Sorsogon in the Philippines arrived in Geneva, Switzerland to represent children in the Philippines and around the world at the UN event commemorating the 30th anniversary of the United Nations Convention on the Rights of the Child (UNCRC). Zcyrel Barola, 17, is among the three child advisors chosen to speak and present at the UN event. The Filipino teen arrives in Geneva with Educo Philippines, her supporting organization, to join two other child delegates from Mexico and Canada. “I feel happy working with kids just like myself. It’s been my dream to represent children not only in the Philippines [but also across the globe] in an international platform. There is fulfillment and satisfaction when
you are part of something really big,” said Zcyrel, who has been working with Educo Philippines on child-friendly local governance projects in the Bicol Region. She also serves as the President of the Donsol Children’s Federation. The event gathers various UN agencies, states and national human rights institutions, professionals working on children’s rights and children themselves will reflect on the implementation and achievements of the Convention in the past 30 years. The UNCRC is the world’s most widely ratified human rights treaty in history. It marked the global recognition and commitment to respect, fulfill and protect children’s rights. In the Philippines, it is the benchmark in developing child rights-based plans and policies for Filipino children.
In early 2019, Child Rights Connect and UNICEF announced a call for applications to its network organizations in search of child leaders who will support the development of a child-friendly version of the UNCRC. Child Rights Connect coordinated consultation meetings from February to July with child advisors selected from nine countries. For Zcyrel, creating a UNCRC version for children is crucial. “Adults made this (the Convention). The words are for adults. I think Conventions about and for children should be understood by the children themselves,” she said. “I want children to read the UNCRC and realize that this is for them. n September 18, KfW Stiftung presents the biodiversity award KfW Bernhard Grzimek Prize and 50,000 euros in prize money to the superintendent of the Marine Protected Area “Tubbataha Reefs Natural Park,” a Unesco World Heritage Site in the Philippines. Angelique Songco’s exemplary work succeeds in protecting the reef ’s extraordinary biodiversity while also meeting the needs of the local population and tourists. With more than 360 coral species, 600 fish species, eight marine mammals and around100 seabird species, as well as many different algae and seaweeds, Tubbataha Reef is one of the most biodiverse places on earth. Mainly thanks to the dedication of the award winner, this extraordinary natural treasure did not suffer the same fate as many other overfished and dying coral reefs, but has been preserved to the present day.

FDA issues sanitary napkin alert

he Food and Drug Administration (FDA) has issued a “public health warning” against false and misleading claims of panty liner and sanitary napkin brands that using their products may cure various diseases. In an advisory, FDA interim chief Rolando Enrique Domingo said the public should be vigilant against “false, deceptive and misleading claims” of some feminine product brands. Contrary to the promotional stunts of manufacturers and sellers, Domingo said these products cannot relieve tension, reduce irritation, release negative ions and prevent or cure diseases like urinary tract infection, myoma, vaginal odor and hormonal imbalance, among others. “While as general rule, panty liners/sanitary napkins are not required to seek proper authorization from the FDA, panty liners/sanitary napkins with health claims require such authorization,” he added. Domingo warned that the sale and marketing of unregistered products constitute violation of the Food and Drug Administration Act of 2009. “False, deceptive and misleading advertisement” of these products is also tantamount to violating the Consumer Act of the Philippines of 1992. “The public is thus advised to be vigilant and observe precautionary measures in purchasing unregistered panty liners/sanitary napkins with health claims, false, deceptive and misleading health claims,” the advisory read.
Polio re-emerges in the Philippines after nearly two decades

he Philippines has reported its first case of polio in almost two decades, prompting health authorities to declare an epidemic and mount a mass immunization drive. A three-year-old girl from the southern province of Lanao del Sur was the first confirmed polio case in the Philippines since 2000, when the Southeast Asian nation was declared free from the infectious disease, the Health Department said in a statement. Poliovirus, which causes the crippling and potentially fatal disease, has also been detected in water samples from Manila and Davao. The government will launch a mass oral polio vaccination drive for children under 5 years old starting next month. “Aside from immunization, we remind the public to practice good hygiene,” said Health Secretary Francisco Duque, warning that polio spreads rapidly either through direct contact or food and water contamination. Text messages show transaction over prison credits: NBI probe

wo prison officers appeared to have transacted with the common-law wife of an inmate for his early release, an examination into their mobile phones showed, as senators sought to tighten the noose around officials tagged in the alleged sale of good conduct credits. Witness Yolanda Camilon exchanged text messages with Veronica Buño and Benilda Bansil of the Bureau of Corrections on Feb. 21 this year, the National Bureau of Investigation told a Senate inquiry. Camilon earlier claimed she was asked P50,000 to shorten the prison term of her common-law husband. She allegedly transacted with Buño, Bansil, and documents section chief Ramoncito Roque, as shown by text messages and phone conversations earlier cited in the Senate hearing. “Kung magmamatigas si Ma’am Buño, willing ako maglie detector test,” Camilon told senators. Kung nais mo talagang makalagan sa galit sa sarili gawa ng mga nagawa o hindi nagawa, tanggapin at sampalatayanan ang sinabi ni Apostol Pablo sa Roma 3:23-24, “Sapagkat ang lahat ay nagkasala, at walang sinumang nakaabot sa kaluwalhatian ng Diyos. Ngunit dahil sa kanyang kagandahang-loob na walang bayad niyang ibinigay, sila ay itinuring na matuwid sa pamamagitan ni Cristo Jesus na siyang nagpapalaya sa kanila.” Bago mo sobrang gulpihin at pahirapan ang sarili sa yong mga kasalanan o pagkakamali, alalahanin na ang bawat tao ay may kasalanan o makasalanan. Hindi ka nag-iisa. Subalit hindi makakabuti at makakatulong na lubos padagan sa ating kahihiyan nagawa o hindi nagawa. Tantuhin na ang kahihiyan nararanasan sa pagkakamali ay hindi galing sa Diyos. Ang galing sa Diyos ay lungkot tungkol sa nagawa o hindi mo nagawa. Ano ang ibig sabihin? Ganito ang sabi ni Apostol Pablo sa 2 Corinto 7:10, “Sapagkat ang kalungkutang buhat sa Diyos ay nagbubunga ng pagsisisi at pagbabago tungo sa kaligtasan. Ngunit ang kalungkutang dulot ng mundo ay humahantong sa kamatayan.” Kaya nga ang una mong tutukan ay ang kalungkutan galing sa Diyos sapagkat ang bunga nito ay pagsisisi na nagbubunga ng pagbabago at kaligtasan. Ang makamundong kalungkutan ay nagbubulid na makagawa ka ng ikasasama mo lamang. Gagawin mo ang lahat makalimot o maiwaksi lamang ang hapdi dulot ng mga ala-ala ng mga iyon. Ang iba ay nag-lalasing, nag-duduroga, nagwawala, o inaabala ang sarili, huwag lamang ma-alala ang mga nagawang bagay na ikinagagalit sa sarili subalit mananatiling bigo. Ang nararapat na gawin ay dalhin mo ang mga maling desisyon, pagkakamali, o kasalanan
nagawa sa Diyos. Buburahin o aalisin ng Diyos ang tinik ng kasalanan o maling nagawa sa iyong kaluluwa at konsiyensya. Hindi mo kayang burahin ang mga iyon sa iyong kakayanan sa pamamagitan ng pagwawaksi o pagkalimot lamang. Mananatiling nakabaon iyan sa iyong konsiyensiya. May kapangyarihan ang Diyos na burahin ang mga kasalanan mo at eksaktong gagawin ng Diyos kung hihingi ka ng tawad sa Kanya. Oo, hindi mo malilimutan at mananatili ang mga ala-ala ng mga iyon ngunit wala na ang tinik at hapdi dulot ng mga iyon. Hayaan mo na ang mga ala-ala ng nagawa at hindi nagawa ay dalhin ka sa pagsisisi. Ang biyaya ng Diyos ay tutuong bubunot ng tinik ng mga iyon at papalitan niya ng lubos na kapayapaan sa iyong puso, isipan, konsiyensya at kaluluwa. Heto ang ikalawang katotohanan, Ikalawa: Ang Biyaya ng Diyos ang magpapasiya ng iyong pagkatao Tinawag ni Jesus ang kaaway ng ating kaluluwa na “Ama ng kasinungalingan.” Nais ng kaaway na iyon na pasiyahan at tutuong sirain ang iyong pagkatao. Subalit kung aakapin mo ang biyaya na ini-aalok sa atin ni Jesu Cristo, magbabago ang iyong pagkataosa ikabubuti mo. Ganito ang sabi ni Apostol Pablo sa Efeso 1:3-5, “Purihin ang Diyos at Ama ng ating Panginoong Jesu-Cristo! Pinagkalooban niya tayo ng lahat ng pagpapalang espirituwal na nagmumula sa langit dahil sa ating pakikipagisa kay Cristo. Bago pa likhain ang sanlibutan ay pinili na niya tayo upang maging kanya sa pamamagitan ng ating pakikipag-isa kay Cristo at upang tayo’y maging banal at walang kapintasan sa harap niya. Dahil sa pag-ibig ng Diyos, pinili niya tayo upang maging anak niya sa pamamagitan ni Jesu-Cristo, ayon sa kanyang layunin at kalooban.” Ang ating (identity) pagkakilanlan o pagkatao ay hindi nakatayo sa kung ano ang ating nagawa o hindi nagawa, kundi duon sa ginawa na ng Diyos. Kung ikaw ay sumasampalataya at sumusunod kay Jesu Cristo, ikaw ay inampon na ng Diyos. Ang

isang batang inampon ay binibigyan ng bagong pangalan, legal na estado, at bagong pamilya. Halimbawa, kung ikaw ay inampon ng pamilya ng mga Dela Cruz, ang pangalan mo ay itutulad sa apelyido nila. Hindi mo na dadalhin pa ang iyong dating apelyido. Pagaari ka na ng mga Dela Cruz. Kapamilya ka na nila at dahil ito ay itinala sa legal na papeles, ang iyong dating pamilya ay inalisan na ng karapatan bawiin ka pa. Uuwi ka na sa iyong bagong tahanan. Gayun din naman, kapag nanalig ka kay Jesus na iyong Panginoon at Tagapagligtas, ikaw ay binigyan ng bagong pangalan. Inampon ka na ng Diyos at sa pamilya ka na ng Diyos kasama. Uuwi ka na sa tahanan ng Diyos sa langit. Wala nang kapangyarihan si Satanas na angkinin ka pa. Inalisan na si Satanas ng karapatan sa iyong buhay nang ikaw ay pa-ampon sa Diyos sa pananalig kay Jesus. Ikaw ay anak na ng Diyos at inalis na rin ang lahat ng kapintasan mo. Wala na ang dating madungis na record mo. Oo hindi mo na mababago ang nakaraan. Ang mga nagawa mo at hindi mo nagawa. Ngunit ang biyaya ng Diyos ay nagsasabi na burado na ang mga iyon at ang iyong pagkatao ay binago na kay Jesu Cristo. Tanging ala-ala na lamang ng mga iyon ang matutunghayan, ngunit wala na ang tinik at hapdi nang mga bagay na iyon sapagkat inalis na ng Diyos ang pangil ng mga iyon. Ang mag papasiya ng iyong pagkatao at patutunguhan mula ngayon ay ang plano at direksyon ng Diyos para sa iyo. Ito ay gawa ng iyong pagsuko at pagpapasakop ng iyong buhay sa Diyos kay Jesu Cristo. Sinabi ng Biblia, “Kaya’t kung nakipag-isa na kay Cristo ang isang tao, isa na siyang bagong nilalang. Wala na ang dati niyang pagkatao, sa halip, ito’y napalitan na ng bago (2 Cor. 5:17).” O, galit ka pa ba sa sarili o hindi na? Magdiwang ka na sa bago mong buhay sa ilalim ng kapangyarihan ng Diyos! PH’s Dengue cases now at 250,000 and expected to rise during ‘Ber months
T
he dengue epidemic is far from over. According to the latest data from the Department of Health (DOH), cases have gone up to almost 250,000 nationwide with more than 1,000 individuals dying from dengue. This is a 109-percent increase from 2018. Of all reported cases, 25% are children ages 5 to 9 years old. Thirty-nine percent of all recorded deaths also belong to this age range, according to Inquirer.net. “The number of cases being reported on a weekly basis had decreased, but 10 regions remain above the epidemic threshold,” DOH Undersecretary Eric Domingo said during the DOH Media Forum, September 10, 2019. These regions include the National Capital Region, CALABARZON (Cavite, Laguna, Batangas, Rizal, and Quezon), MIMAROPA (Mindoro, Marinduque, Romblon, and Palawan), Bicol, Western Visayas, Eastern Visayas, Zamboanga Peninsula, Northern Mindanao, Soccsksargen (South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos), and the Bangsamoro Autonomous Region in Muslim Mindanao. Western Visayas records the highest number of dengue cases with 42,694 and 186 deaths. Other regions with an alarming number of cases include CALABARZON with
35,136 cases and 112 deaths; Northern Mindanao with 18,799 cases and 69 deaths; the Zamboanga Peninsula with 17,529 cases and 93 deaths; and Eastern Visayas with 17,107 cases and 52 deaths.
Dengue expected to spike during ‘ber’ months
In previous years, dengue was considered a seasonal occurrence. However, cases are being reported every month of the year. “All year round meron tayong dengue,” said Dr. Carmina Delos Reyes, a pediatrician and infectious disease specialist at the Smart Parenting Convention in 2017. At the DOH Media Forum, Domingo says more cases are to be expected in the following months as dengue “peaks during the ‘ber’ months” or the rainy season. He is appealing to local officials to cooperate with health authorities in the fight against the mosquito-borne disease.
“If a community is aggressive and active [in fighting dengue], it’s control of the spread of the disease is more efficient,” he said. He adds, “What we need is [for the effort] to go down to the barangay level. It also needs to be done daily. We understand that sometimes it may be tiring but the threat of dengue is continuous. We ask for a little more effort because as we can see there are still a lot of cases.”
Concerned parents getting Dengvaxia vaccine outside the country
In light of the national dengue epidemic, the government expressed its openness to make the Dengvaxia vaccine available in the country again, if there is enough specific proof that it will be beneficial to the Filipino public. However, on August 22, the DOH denied the appeal of Sanofi Pasteur to lift the Dengvaxia ban in the country after it failed to submit documents that would prove the vaccine was safe and effective for public use. Because of the ban, worried parents have resorted to sending their kids to Southeast Asian countries like Singapore where the vaccine is available. According to an Inquirer.net report, they spend more than Php9,800 for the test that checks if their child had a prior infection (and
subsequently, a candidate for the vaccine) plus the first dose of the vaccine. Dengvaxia requires three doses. “We are now helping Filipinos who can afford it to get their dengue vaccines in Singapore,” Minguita Padilla, a co-convener for the Doctors for Truth and Public Welfare, told Inquirer.net. “Imagine that? But those who cannot afford to travel to Singapore are deprived of the choice and the chance of getting a vaccine that gives 93-percent protection.”
Protect your family against dengue
According to a joint statement by the Philippine Pediatric Society (PPS) and the Pediatric Infectious Disease Society of the Philippines (PIDSP), vaccination is not yet recommended as part of the response to the current outbreak. The vaccine “is for future protection for those who were diagnosed or have been known to have dengue or tested positive for dengue antibody,” said PPS President Dr. Salvacion Gatchalian. “With the availability of the vaccine, parents and patients will be informed of the benefits and risks, and an informed decision can be made and that its administration be an informed choice.” DENGUE Continued on Page 18

Migrant workers, employers promote friendship

undreds of migrant workers along with their employers and brokers gathered Sunday (Sept. 1) at an annual talent competition in Taoyuan to promote friendship and talent through music and dance. Over 300 people from various companies and manpower agencies cheered and shouted for their favorite groups as they competed in the categories of singing, instrumental, and dance in the finals of the 2019 Taoyuan Foreign Workers Talent Contest in the northern city. Lin Yu-ju (林育如), deputy manager of Goldhome International Manpower and Management Co. Ltd., told CNA that her company supports their migrant workers expressing their talent by helping them register for the competition, in addition to offering assistance with organizing their practices sessions. “We encourage our migrant workers to take part in this competition because it provides a stage for them to express

The acid splattered her legs, causing burns that resulted in her death later in the day at Taipei Veterans General Hospital, where she had been transferred from a hospital in Miaoli, the report added. But as pointed out by Fidel Macauyag, director of the Philippine Overseas Labor Office in Taiwan, the company did not provide Tagubasi and her co-workers with full-body protection from hydrofluoric acid, a highly toxic chemical, and were not given adequate safety training. He also revealed that, as told to him by other workers, the factory did not even have the chemicals on hand to neutralize the chemical in case of an accident. Hydrofluoric acid, also known as hydrogen fluoride, is a highly corrosive agent that is used in industrial applications such as in electronics manufacturing. he Department of Tourism (DOT) is lauding the inclusion of Vigan City in Ilocos Sur in CNN Travel’s list of 13 of Asia’s most picturesque towns. “The City of Vigan’s heritage, the Hispanic architecture and the food make it a picture-perfect site and deserving of the spot in the CNN list,” Tourism Secretary Bernadette Romulo-Puyat said. CNN described Vigan as “one of the best places to experience Spanish colonial-era architecture in Asia.” “The CNN citation of the City of Vigan means that sustainable tourism is not just about environmental protection but also the preservation of the country’s history and culture,” Puyat said. Established by the Spanish in 1572, Vigan is among the World Heritage Cities of the United Nations Educational, Scientific and Cultural Organization (UNESCO). “Travelers will find the vast majority of the colonial buildings around the central square, Plaza Salcedo, including the white and yellow St. Paul’s Cathedral. The beautiful Baroque structure was first built in 1641 and

PH’s Masungi Georeserve receives UNWTO recognition

he Masungi Georeserve in Rizal province has received an international recognition for its sustainable tourism practices at the annual World Tourism Organization (UNWTO) Awards in Saint Petersburg, Russia on (Sept. 12). Masungi Georeserve was nominated last year as a global finalist for the UNWTO Awards for Enterprises, the flagship awards of the global tourism sector, along with two other finalists from Italy and India. The three were chosen among around 190 applications from 71 countries that vied in the three awards categories: Public Policy and Governance, Enterprises, and Non-Governmental Organizations. The 2019 UNWTO Awards for Enterprises eventually went to Community Impact by V Resorts, V Resorts (under the aegis of Bliss Inns Pvt. Ltd.), India. “When we first started geotourism at Masungi, we hoped that guests would see something special in it like we did. Fast forward to today, the project is receiving its third international nod from no less than the United Nations World Tourism Organization (UNWTO),” the Masungi Georeserve said in a statement.
“Our wish came true, for the world to see something special in a piece of rock that was abandoned many years ago, and for the world to come together to protect it,” it added. The destination, known for its sprawling limestone landscape and trails perched on towering trees, is located at Kilometer 47, Marcos Highway in the town of Baras, Rizal. For over a decade, the Masungi Georeserve Foundation has sustained and increased measures to protect the 2,700 hectares of vulnerable land, often targeted as a site for quarry and illegal logging. Although challenges persist in its conservation efforts, the foundation said the UN recognition strengthens their resolve to further protect the destination. “We will not, as we have not, shy away from facing the complex challenges in conservation and innovation in the Philippine setting. On behalf of the Masungi family, thank you for supporting us in your own different ways,” it said. Early this year, the conservation area was also nominated for the World Travel & Tourism Council’s Destination Stewardship Award. —PNA

Para sa itinuturing “gay icon” na si Ricky, dapat umanong sa palikuran ng mga lalaki umihi ang mga may “nota,” at sa pambabae naman ang mga may “kipay.” “Kung ikaw ay may nota, sa lalaki ka. Kung ikaw ay may kipay, sa babae ka. Finish. Nirerespeto kita bilang tao, nirerespeto kita bilang bading, pero lumugar tayo sa tamang lugar,” paliwanag niya. “Ang bakla ay bakla.
