DFA eyes online passport renewal – via selfies – by 2019

he Department of Foreign Affairs (DFA) said it is considering a system that will allow Filipinos to renew their passports online, with the help of selfies, by 2019. Foreign Secretary Alan Peter Cayetano mentioned this in a hearing at the House of Representatives on Tuesday, March 6, about the delays in the passport application system. Explaining this proposed technology, Cayetano said: “’Yung cellphone ‘nyo, kukunan lang ng picture ‘yung passport, and then magse-selfie ka. ‘Yung face mo iko-
compare sa passport, then we can mail you the passport already.” (Using your cellphone, you’ll have to take a photo of your passport, then take a selfie. Your face will be compared to the one on your passport, then we can mail you the passport already.) “We’re preparing the technology. We think next year will be the first time,” he said in a mix of English and Filipino. Cayetano said the DFA cannot implement this yet because the former supplier, François
Oberthur, turned over “obsolete” and “corrupted” data to the DFA. This required the DFA “to take the biometrics all over again.” “Once we have the biometrics, people can choose not to show up at our offices, and we can do the renewal online,” Cayetano said. He added that the DFA has employed other measures, such as removing 1,200 appointment slots previously reserved for travel agencies, to address passport delays. According to Cayetano, the DFA is facing an unprecedented demand for passports.

Govt can’t stop Pinoys from working abroad —POEA
T
he Philippine Overseas Employment Administration cannot stop Filipinos from working abroad, despite government efforts at discouraging them, POEA administrator Bernard Olalia said. In a report on “Dobol B sa News TV” Olalia said that all the government could do is make sure there are laws in place to protect the Filipino overseas contract workers in their respective countries of destination. “Hindi rin natin mape-prevent sila dahil nga, sabi ko nga, it’s an opportunity for them. But we make sure yoong kanilang full protection,” he said. The POEA aims to send Filipinos only to countries with existing bilateral labor agreements with the Philippines. “The thrust of our government is to deploy workers kung saan meron tayong bilateral labor agreements of any mutual understanding, so that we assure the protection of our workers,” said Olalia. Foreign affairs and labor officials are negotiating with Kuwait for a bilateral agreement that will ensure the safety of overseas workers following the discovery of domestic worker Joanna Demafelis inside a freezer, and the scores of deaths of Filipinos in the Gulf state, particularly in 2016 and 2017. LIST: Universities and colleges with free tuition starting 2018
he free tuition law signed by President Rodrigo Duterte covers a total of 112 state universities and colleges nationwide. The Universal Access to Quality Tertiary Education Act, which Congress ratified in May and transmitted to the Office of the President on July 5, gives full tuition subsidy for students in State Universities and Colleges (SUCs), local universities and colleges, and state-run technical-vocational schools. According to the Department of Budget and Management’s list, however, there are eight SUCs in Metro Manila, 49 in the rest of Luzon, 26 in Visayas, and 31 in Mindanao. The list brings the total number of SUCs to 114, as there are three entries for Mindanao State University (MSU)—including the MSU Iligan Institute of Technology and the MSU Tawi-Tawi College of Technology and Oceanography. Students benefiting from free tuition must render school services - CHEd

tudents who avail of free tuition must render services to be determined by their universities, the Commission on Higher Education (CHEd) announced. “They are now being paid for by taxpayers’ money and it is their responsibility to give back to their community or give back to the nation,” CHEd Officer-in-Charge Prospero De Vera III said. When asked about the type of service that must be rendered, De Vera cited library assistance as an example, but clarified it is up to the schools to decide. He also assured the work would not be tedious or get in the way of academic requirements.
“It’s not something that will be overwhelming or people should be afraid of,” he said. The return service system was provided under the Implementing Rules and Regulations of the Universal Access to Quality Tertiary Education Act, or Republic Act 10931, which will be implemented this coming school year. The rules assure Filipino undergraduates attending state universities, colleges, and CHEd-recognized local universities and colleges are waived of tuition and school fees as long as: They pass or meet the admission and retention policies of the institution; They have no previous undergraduate
degree; and They are not overstaying. CHEd will also cover entrance exam fees for applicants to the schools covered by the law. Students who also qualify as coming from the “poorest of the poor” can also apply for additional subsidy, whether they are studying in public or private schools. RA 10931 also provides for free technical and vocational education for those who do not wish to go to college. However, De Vera reminded that although tuition to the schools would be free, admission would still be stringent. “We are telling them to maintain and be
strict about their admission and retention requirements. RA 10131 should not be used as a license to accept everyone that applies because if they do that, you compromise quality,” said De Vera. Nonetheless, he believed the P40 billion allotted for free tuition in the next school year would be a big held for students across the country. “Because the biggest obstacle to access in higher education -- which is cost -- is now borne by government, there is now no reason why our students coming from poorer households... will not anymore dream they can go to college,” he said. — CNN Philippines

etained Senator Leila de Lima has been named as among Southeast Asia’s “power women” by foreign news website Asian Correspondent. In a statement, De Lima’s office said she was included in the list of Power Women of Southeast Asia, “who continue to inspire people by fighting for their causes and making a difference.” De Lima, who had authored bills and resolutions in the Senate advocating women’s rights, is currently detained in a policde camp for her alleged involvement in drug trading activities in the New Bilibid Prison while she was secretary of the Department of Justice during the time of former President Benigno Aquino III.
She is accused of receiving money from suspected drug lords, allegedly for her campaign kitty in the May 2016 elections. The Asian Correspondent cited De Lima as the “flag-bearer for human rights in the Philippines and beyond.” “A fierce critic of the Philippines’ President Rodrigo Duterte’s war on drugs, she has been praised for her continuous fight for the rule of law and dignity of individuals by Liberal International, a global federation of liberal political parties,” the website site. It also cited De Lima’s Prize for Freedom Award from the Liberal International. Asian Correspondent also cited De Lima’s inclusion in the list of the Foreign Policy’s 2016 Leading Global Thinkers and

ICC: PH withdrawal has ‘no impact’ on proceedings vs Duterte
D
ays after President Rodrigo Duterte announced the Philippines would pull out from the Rome Statute, the International Criminal Court (ICC) said the country’s withdrawal would not affect its ongoing preliminary examination on the administration’s bloody war on drugs. The ICC also reminded the Philippine government that its adherence to the system of the Rome Statute, the court’s founding treaty, was “essential to international rule of law.” The ICC cited the recent pretrial chamber decision authorizing the opening of
an investigation on the alleged crimes against humanity committed in the East African state of Burundi. The decision states that the Court retains its jurisdiction over crimes committed during the time in which the state was party to the Rome Statute. The ICC said that the United Nations Secretary General formally received the Philippines’ written notification of withdrawal from the Rome Statute on Saturday, March 17. The United Nations formally notified the ICC on Monday (March 19) night. The withdrawal will take effect a year
after the UN Secretary General’s receipt of the notice, as stated under Sec. 127 of the statute, contrary to the “immediate” pullout that Duterte wants. While it regrets the recent development, the ICC said that the withdrawal remains a “sovereign decision.” “The Court regrets this development and encourages the Philippines to remain part of the ICC family,” it added. Duterte announced the Philippines’ withdrawal from the ICC amid the court’s ongoing preliminary examination on his brutal campaign against illegal drugs believed
to have taken thousands of lives of suspected drug criminals since July 2016. everal hundred migrants staged dancing performances in Taipei on March 11 to raise awareness of the injustices encountered by female migrant workers, joining the annual “One Billion Rising” global campaign aimed at spurring action to end violence against women. Flash mob participants echoed this year’s theme — Solidarity Against the Exploitation of Women — by appealing to Taiwan’s government to provide legal protections for female migrant workers, most of whom are caregivers or domestic helpers not covered by the provisions of Taiwan’s labor laws. DOJ subpoenas Aquino over Dengvaxia fiasco
he Department of Justice has issued a subpoena against former President Benigno Aquino III, former Budget Secretary Butch Abad and former Health Secretary Janette Garin over the dengue vaccine mess. DOT eyes Boracay shutdown between June and September
N
o tourists will be able to visit Boracay during a shutdown later this year, which may be set between June and September. Tourism Undersecretary Ricky Alegre on Tuesday said the date range was recommended by tour operators and hotels because it was the lean season. “We’ve seen the data — (visits) really [go] down. In fact, it’s less foreign tourists during that time,” said Alegre. A more exact date is expected to be announced after the declaration of state of calamity in Boracay, which is scheduled to happen “before or after” Holy Week, or the last week of March. However, a shutdown for tourist bookings and hotels was “definite” and would push through, said Alegre. He, however, added the planned 60-day period is not enough. Officials are in talks with airlines and hotels to waive rebooking charges or provide refunds for those who wish to cancel or move their trips. The shutdown is intended for uninterrupted clean-up and rehabilitation efforts on the island. This follows an ultimatum set by
President Rodrigo Duterte, who gave Cabinet and local officials six months to clean up what he called a “cesspool” or he would permanently close Boracay. “Within that six-month period, we hope to have a time where we can do it faster. We’re hoping the stakeholders will understand this,” said Alegre. The confirmation of the shutdown comes just ahead of an expected meeting of the inter-agency task force for Boracay on Thursday. The attendees include officials from
the Departments of Environment and Natural Resources, Interior and Local Government, Justice, and Tourism. The meeting is expected to cover a new plan for the island, as planned by architect and urban planner Felino Palafox Jr. The new plan will address the sewage problem, as the undersecretary said only 47 percent of 1,900 business establishments were connected to the sewage treatment plan. As of March 2, the Interior Department said more than 800 establishments have committed violations since 2001.
Alegre also disclosed that Environment Secretary Roy Cimatu wanted to demolish structures on forestlands and wetlands — possibly including the mall. “He said in our meeting, we want to reclaim the forest land and the wetland,” said Alegre. “If you are constructed on forest land, they will demolish you. If you are constructed on wet land, they will demolish you.” He added they were looking to dismantle structures between roads and the beach water. “We’re sorry, but if you’re within that limit, you have to cut it. We’ll have to take it out,” said Alegre. “Besides, who gave the permit? Wala namang title iyon [Those don’t have titles].” Alegre appealed to tourists, particularly local travelers, to set their sights on alternative destinations. “If you can rebook it to Bohol, Cebu, Siargao or Camiguin, why not? There’s all these beaches from Bataan all the way to Pagudpud,” said Alegre. Legalizing divorce in the Philippines: What you need to know

arch 19 marked a monumental day for advocates of divorce. In a vote of 134-57, the lower house of Congress approved on third and final reading House Bill 7303 or “An Act Instituting Absolute Divorce and Dissolution of Marriage in the Philippines.” Seen as a “pro-women legislation,” the bill aims to legalize divorce in the Philippines—the only other country aside from the Vatican City where it is illegal to do so. The proposed measure pushed by progressive party-lists in Congress also saw support from two unlikely allies: opposition lawmaker Rep. Edcel Lagman (Albay), the main sponsor of the bill, and House Speaker Pantaleon Alvarez, one of its co-authors. Here’s what you need to know about moves to legalize divorce in the Philippines. What options are available for Filipinos who want to get out of marriage? Currently, the only legal recourse available to Filipinos who want to exit a failed union is through an annulment or a petition for legal separation. These two options have different grounds and end results. Under the Family Code of the Philippines, a marriage may be annulled if any of the following grounds exist: lack of parental consent, psychological incapacity, fraud, marriage by force or intimidation, inability to consummate the marriage and if one party has contracted a sexually-transmissible disease. The 1987 Family Code was introduced under the presidency of Corazon Aquino. Those seeking annulment must undergo a mental exam, testify in court and sometimes even claim they or their spouse entered the union while afflicted by a psychological disorder. The process can cost at least P250,000 and take anywhere from one to 10 years given the congestion in Philippine court dockets. Meanwhile, a petition for legal separation requires any of the following grounds: repeated physical abuse from partner, coercion to change religious or political affiliation, attempt of respondent to corrupt petitioner or their child to
engage in prostitution, respondent meted with imprisonment of more than 6 years, drug addiction of spouse, lesbianism or homosexuality, bigamous marriage, sexual infidelity or perversion, attempt against the life of spouse and abandonment without justifiable cause for more than a year. If the petition is granted, the couple may live separately from each other. The conjugal partnership is also dissolved, but the marriage bonds are still in effect. Annulment also allows remarriage but legal separation does not. Why is there no divorce law in the Philippines? Across the globe, the Philippines and the Vatican are the only states without divorce but allow the annulment of marriages. The Vatican is an independent state headed by the pope, who also heads the Catholic Church. The Philippines, meanwhile, is a predominantly Catholic country. Majority of couples also opt to marry in church. A week before the Divorce Bill got the approval of the lower house, the Catholic Bishops’ Conference of the Philippines issued a statement calling for “more reasoned debates on the issue.” The CBCP warned that lawmakers packaged divorce as an “easy option,” which may result in marriages and families breaking up more easily. “We merely ask that they consider the possibility that divorce, while it may indeed provide quick legal remedies for some seemingly ‘failed marriages,’ might end up destroying even those marriages that could have been saved by dialogues or the intervention of family, friends, pastors and counselors,” Archbishop Romulo Valles, president of the CBCP, said. The CBCP, however, cannot participate in the bill’s interpellations. Some also raised the separation of the Church and State as enshrined in the 1987 Constitution. Gabriela Women’s Party Rep. Emmi de Jesus in a statement after the bill hurdled the lower house reiterated calls for its legalization.

Muslims in the Philippines, however, are not covered by the ban on divorce. Presidential Decree No. 1083, signed by the late strongman Ferdinand Marcos Sr., provides that a couple married under the Muslim laws “have the right to divorce.” What are the pertinent details of HB 7303? House Bill 7303 aims to make divorce more accessible to a wider range of couples seeking liberty from irreparable marriage. It provides that the “State shall assure that the court proceedings for the grant of absolute divorce shall be affordable and inexpensive, particularly for court assisted litigants and petitioners.” The proposed measure also pushes for a pro-women legislation as the bill notes that in most cases of irreparable marriages it is the wife who is entitled to liberation from an abusive relationship. The status of the children of divorced couples also takes precedence. A joint petition for divorce should include a plan for parenthood that details support, parental authority, custody and living arrangements of the common children. For the legitimate and adopted children of divorced spouses, they will retain their legal status after the petition for divorce is granted. A child born or conceived within 300
days after filing for divorce is also considered a legitimate child, except when the basis for divorce is marital infidelity of the wife. The bill also proposes that divorced spouses shall have the right to remarry. It also prioritizes filing of Filipinos working abroad. One of the grounds under the proposed bill is when “one of the spouses undergoes a gender reassignment surgery.” Other grounds include: lreasons stated under legal separation and annulment under the Family Code lseparation of spouses for at least five years llegal separation by judicial decree for at least two years lpsychological incapacity lirreconcilable marital differences The bill also seeks to penalize a spouse found guilty of coercing his or her partner into marriage. The respondent will face imprisonment of five years and a fine of P200,000. So what’s next for the divorce bill? The Senate is due to receive the bill approved by the lower house. But it is expected to face a tougher passage there with several senators publicly stating their opposition. Senate President Aquilino “Koko” Pimentel III, a party-mate of President Rodrigo Duterte, had earlier said that he is more inclined to add more grounds for annulment than push for divorce. Should the two chambers of Congress approve the same version of the bill, it would be elevated to Malacañang for the signature of the president. Duterte, however, might veto a Congress-approved divorce bill as he has been vocal of his disapproval of it. During the March 2016 presidential debates, Duterte has thumbed down divorce. Hours before the voting at the lower house, presidential spokesperson Harry Roque reiterated Duterte’s stance against it. Dala ng pagmamahal, pinaghirapan niyang madala sa Estados Unidos ang panganay niyang anak, kasama ang asawa’t anak nito. Isang Linggo bago pa bawian ng buhay si mommy Elsa, nabisita ko siya sa imbitasyon ng anak na si Annie sa ospital. Nalaman ko na may ilang panahon na napa-ilalim sa Dialysis si Elsa at nagkaroon nang maraming komplikasyon. Tinataya na hindi na maglalaon ang buhay ni mommy Elsa. Gusto ni Annie na bago man pumanaw si mommy Elsa ay magkaroon ang kanyang inay ng insurance policy sa langit. Insurance policy sa langit? Saan nakakakuha nito? Pwede bang malaman kung sino ang lalapitan at paano magkaroon ng insurance policy sa langit? LUMAPIT KAY JESUS. SI Jesus ang tanging ahente ng Langit. Maraming peke na ahente sa lupa. Marahil nadaya na kayo ng mga pekeng recruiters o kaya ang mga kakilala ninyong nadenggoy na. Maraming pekeng Santo. Mga Santo Santito, yun pala demonyito. Kailangan mong maglagay daw para makapasok sa langit. Kailangan mo daw ng kumadre at kumpadreng malakas sa langit para bigyan ka ng passes. Huwag nang padaya pa. Oo, May mga tutuong Santo, ngunit hindi naman sila autorisadong maglakad ng insurance policy mo sa langit. Inatasan silang mangaral at ituro kung sino ang autorisadong ahente. Kaya huwag nang padaya pa. Sinabi ng Banal na Kasulatan, iisang pangalan lamang ang lalapitan upang makamtan ang insurance policy na valid at reliable sa langit. Ganito ang nasususulat, “Sa kanya (Jesus) lamang matatagpuan ang kaligtasan, sapagkat walang ibang pangalan sa buong daigdig na ibinigay ng Diyos sa mga tao upang tayo ay maligtas” (Gawa 4:12). Heto ang sabi ng tutuong ahente mismo na si Jesus ng langit, “Ako ang daan, ang katotohanan, at ang buhay. Walang makakapunta sa Ama kundi sa pamamagitan ko”(Juan 14:6). Sino ba ang iyong ahente sa langit? Kanino ka ba lumalapit upang makakuha ng tutuong insurance policy sa langit? Tangging iisa lamang ang lehitimo at autorisadong ahente ng langit-Jesu Cristo. Siya ang tawagan at lapitan mo! Sino na ba ang mga nakatanggap ng libreng insurance policy ng langit? Isang kriminal. Nanawagan ang kriminal na nakapako kasama ni Jesus nang ganito, “Jesus, alalahanin mo ako kapag naghahari ka na.” Sumagot si Jesus, “Sinasabi ko sa iyo, isasama kita ngayon sa Paraiso.” Aba, hindi pa patay ang kriminal na iyon ay nakamtan niya ang libreng insurance policy sa langit. Paano nangyari iyon kamo? Hindi ba’t kriminal iyon? Samakatuwid ba, kapag kriminal ka at nanalig ka kay Jesus ay tanggap ka sa langit? Pansinin ang usapan ng dalawang kriminal. “ Tinuya rin siya (Jesus) ng isa sa mga salaring nakapako sa tabi niya, “Hindi ba ikaw ang Cristo? Iligtas mo ang iyong sarili at pati na rin kami.”Ngunit pinagsabihan naman ito ng kanyang kasama, “Wala ka na bang takot sa Diyos? Ikaw ay pinaparusahan ding tulad niya!
Tama lamang na tayo’y parusahan nang ganito dahil sa ating mga ginawa; ngunit ang taong ito’y walang ginawang masama.” Samakatuwid, tutuong inamin ng kriminal na nanawagan kay Jesus ang kanyang pagka makasalanan at ang kaparusahan angkop. Nanalig siya kung sino si Jesus. Ano ang ibig sabihin? Lahat nga tayo ay makasalanan (Roma 3:23). Subalit ang tutuong uma-amin, nagsisi, nagpakumbaba sa Diyos at nanalig kay Jesus ng buong puso ang siyang patatawarin at tatanggap ng insurance policy sa langit (Mga Gawa 2:37-38). Isang dating mang-uusig ni Jesus . Pinatotoo ni Saulo, ang dating mag-uusig nang mga alagad ni Jesus, “Inusig ko at ipinapatay ang mga sumusunod sa Daang ito. Ipinagapos ko sila’t ipinabilanggo, maging lalaki o maging babae. Makakapagpatotoo tungkol dito ang pinakapunong pari at ang buong kapulungan ng mga matatandang pinuno ng bayan. Binigyan pa nga nila ako ng mga sulat para sa mga Judio sa Damasco, kaya’t pumunta ako roon upang dakpin ang mga kaanib ng Daang ito at dalhin sila dito sa Jerusalem nang nakagapos upang parusahan.”Nang malapit na ako sa Damasco, magtatanghaling-tapat noon, may biglang kumislap sa aking paligid na isang matinding liwanag mula sa langit. Bumagsak ako sa lupa at narinig ko ang isang tinig na nagsalita sa akin, ‘Saulo, Saulo! Bakit mo ako inuusig?’ Ako’y sumagot, ‘Sino po kayo, Panginoon?’ ‘Ako ang iyong pinag-uusig na si Jesus na taga-Nazaret,’ tugon ng tinig. Nakita ng mga kasama ko ang liwanag, ngunit hindi nila narinig ang tinig na nagsasalita sa akin. ‘Ano po ang gagawin ko, Panginoon?’ tanong ko. At tumugon ang Panginoon, ‘Tumayo ka at pumunta sa Damasco. Sasabihin sa iyo roon ang lahat ng itinakda na dapat mong gawin.’ (Gawa 22:4-10). Kung isa kang rebelde at umuusig sa mga sumusunod kay Jesus gaya ni Saulo, puede ka rin tumanggap ng insurance policy kung tutuong kikilala ka at mananawagan ka sa Panginoong Jesus gaya ni Saulo. Isang babaing inaalihan ng demonyo. Ang, “babaing pinagaling niya sa masasamang espiritu at sa kanilang mga karamdaman: si Maria na tinatawag na Magdalena (mula sa kanya’y pitong demonyo ang pinalayas)” (Lucas 8:2). Ito ang babaing naiwan sa libingan at nakatayong umiiyak sa labas ng libingan. Siya rin ang nakakita ng dalawang anghel na nakadamit ng puti at nakaupo sa pinaglagyan ng bangkay ni Jesus. Sa puntong iyon tinanong ng mga Anghel si Maria, “Babae, bakit ka umiiyak?” Sumagot siya, “Kinuha nila ang aking Panginoon at hindi ko alam kung saan siya inilagay.”Pagkasabi nito’y napalingon siya at nakita niya si Jesus na nakatayo roon, ngunit hindi niya nakilalang si Jesus iyon. Tinanong siya ni Jesus, “Babae, bakit ka umiiyak? Sino ang hinahanap mo?”Akala ni Maria, ang kausap niya’y ang hardinero kaya’t sinabi niya, “Ginoo, kung kayo po ang kumuha sa kanya, pakituro nga po ninyo sa akin kung saan ninyo siya inilagay at kukunin ko.” “Maria!” sabi ni Jesus. Humarap siya at kanyang sinabi sa wikang Hebreo, “Raboni!” na ang ibig sabihi’y “Guro.” Sabi ni Jesus, “Huwag mo akong hawakan sapagkat hindi pa ako nakakapunta sa Ama. Sa halip, pumunta ka sa aking mga kapatid at sabihin mo sa kanila na aakyat ako sa aking Ama at inyong Ama, sa aking Diyos at inyong Diyos” (Juan 20). Isa lamang siya sa marami na pinalaya sa kapangyarihan ng mga masamang espirito at nakatanggap ng insurance policy sa langit gawa ng kanyang pananalig kay Jesus. Ano mang demonyo ang umaapi sa iyo a nagpapahirap, puede kang palayain ni Jesus! Nakakarinig ka ba ng tinig? Bumubulong sa iyo? O napapaligiran ng taong may toxic spirits. Malamang masamang espirito iyan. Humingi ka ng tulong kay Jesus ngayon din. Palalayasin ni Jesus iyan. Isang alagad na mapagduda. Nang ipinahayag ng ibang alagad na nagpakita si Jesus nuong wala pa siya, Sumagot si Tomas, “Hindi
ako maniniwala hangga’t hindi ko nakikita ang mga butas ng mga pako sa kanyang mga kamay, at hangga’t hindi ko nailalagay ang aking daliri sa mga iyon at nahahawakan ang kanyang tagiliran.”Makalipas ang isang linggo, muling nagkatipon sa loob ng bahay ang mga alagad at kasama nila si Tomas. Nakasara ang mga pinto, ngunit pumasok si Jesus at tumayo sa kalagitnaan nila. Sinabi niya, “Sumainyo ang kapayapaan!” At sinabi niya kay Tomas, “Ilagay mo ang iyong daliri dito at tingnan mo ang aking mga kamay. Ilagay mo ang iyong kamay sa aking tagiliran. Huwag ka nang mag-alinlangan pa, sa halip ay maniwala ka.” Sumagot si Tomas, “Panginoon ko at Diyos ko!”Sinabi sa kanya ni Jesus, “Naniniwala ka na ba dahil nakita mo ako? Pinagpala silang hindi nakakita gayunma’y naniniwala” (Juan 20:25b29). Kaibigan, kung nagdududa ka, hindi mo kailangan makita si Jesus upang makatanggap ng insurance policy. Sumampalataya ka na nabuhay mag-uli si Jesus upang magkaroon ng insurance policy sa langit. Si mommy Elsa. Naseguro ni mommy Elsa na tumanggap rin siya ng insurance policy sa langit bago bawian ng buhay. Ito ay hindi dahil ulirang ina siya, mabait, mapagmahal. Alam ni mommy hindi iyon ang nagbayad ng insurance policy niya sa langit. Aminado siya na makasalanan pa rin siya gaya mo at gaya ko (Roma 3:23). Inamin niya na ang ginawa ni Jesus sa krus ang nagbigay ng kaseguruhan niya sa langit. Ang sakripisyo ni Jesus ang nagbayad ng kanyang kasalanan. Nanalig si mommy Elsa kay Jesus. Walang naglakad na kumpadre at Kumadre para makakuha siya ng insurance. Diretso siyang nanalig sa ahente ng Diyos, ang sariling Bugtong na Anak-Jesu Cristo. Ikaw, puede rin tumangap ng insurance
policy sa langit. Sinabi ni Jesus, “Ako ang muling pagkabuhay at ang buhay. Ang sinumang sumasampalataya sa akin, kahit mamatay ay muling mabubuhay; at sinumang nabubuhay at sumasampalataya sa akin ay hindi mamamatay kailanman. Naniniwala ka ba sa sinabi ko?”( Juan 11:25-26). Mga buhay lamang ang puedeng manalig. Ang patay ay hindi na puedeng mag desisyon. Samakatuwid, ang sino mang buhay pa na mananalig kay Jesus, mamatay man ay sineseguro ni Jesus na muling bubuhayin. Kaya,ano man ang iyong background, masama man ang pagkatao mo, relihiyoso, presidente, homeless, janitor, executive, contract worker, mahirap, hiwalay sa asawa, teenager, inaalihan ng demonyo, pusakal na magnanakaw, sugapa sa bawal na gamot, puede kang makakuha ng insurance policy. Kailangan lamang pa-register ka ngayon. Walang bayad ito, walang lagay na kailangan, walang kumadre at kumpadre na kailangan. Paano ang gagawin? Magpakumbaba ka lamang sa harapan ng Diyos, humingi ng tawad, at mataimtim na manalig kay Jesus Cristo. Bayad na ni Jesus ang pagkaka-utang mo at buhay niya ang ibinayad. Manalig ka ngayon din bago pa mahuli ang lahat. Gaya ng sinabi, buhay lamang ang puedeng magpa-register. Hndi na puede kung patay ka na. Hindi mo alam kung kailan ka mamamatay. Manalangin ka ng ganito, “O Diyos sa langit, buong puso akong humihingi ng tawad sa aking kasalanan. Tinatanggap ko ang libreng insurance policy na iyong ipinagkakaloob sa mga nananalig sa iyong Anak na si Jesus (Juan 1:12). Ako ay nananalig sa iyo Jesu Cristo na aking Tagapagligtas at ngayon Panginoon ng aking buhay. MIAA to ban abusive taxis in airport

Filipina was appointed Resident Coordinator for the United Nations for Cambodia, the highest post in the UN System in the Southeast Asian nation. Pauline Tamesis will oversee more than 20 UN specialized agencies, programs, and funds in Cambodia. Before her appointment, she served as a UN Development Programme (UNDP) Country Office Support Chief and Country Director of the UNDP Office in Bangladesh. Tamesis holds a Master of Business Administration degree from Georgetown University (USA) and a Bachelor’s degree in Management Economics from the Ateneo de Manila University. At a welcome dinner in her honor, Philippine Ambassador to Cambodia Christopher Montero said her appointment is a “a source of pride for the Philippines and the Filipino community in Cambodia.” “I am confident that she will be able to discharge her important duties with the same professionalism and excellence that Filipinos are known for,” Montero said.

anila International Airport Authority (MIAA) General Manager Ed Monreal said he might no longer allow white taxi queues at the Ninoy Aquino International Airport (NAIA) if he still receives reports about abusive and overcharging taxi drivers. Monreal made rounds at the taxi queues in the different terminals of NAIA, following recent circulation of videos of abusive taxi drivers online. According to MIAA, the latest video was uploaded last week by video blogger Haley Dasovich. The authority added that another video, which was uploaded in 2016, has been circulating online recently. The MIAA GM emphasized that allowing white taxis in NAIA was due to the public’s clamor for more transportation options. But he warned that if incidents of abuse and overcharging would continue, he would not hesitate to end the white taxis’
operation in NAIA as soon as possible. If this happens, white taxis would no longer be allowed to queue and pick up passengers from all the four terminals of NAIA. In August 2017, MIAA and the Land Transportation Franchising and Regulatory Board (LTFRB) jointly announced that higher penalties would be imposed on abusive taxi drivers and “colorum” (without franchise) vehicle operators, at NAIA. The move was due to the huge number of violators reported to MIAA then. Monreal earlier described the PHP1,000 violation fee for vehicle operators as “too small”, since they could easily recover the amount from passengers. As such, he said overcharging taxi drivers and other violators could expect PHP120,000PHP200,000 fee for each violation they make. Based on MIAA’s records, 86 white taxis have been impounded since August 2017. These taxis were brought to the
temporary impounding site located in the old Nayong Pilipino compound. Among the violations of the impounded taxi drivers were expired Certificate of Public Convenience and no Certificate of Public Convenience, MIAA cited. Monreal appealed to the taxi drivers to help the government in improving the country’s image, noting that a foreigner’s impression of the Philippines starts from the airport where the visitor landed. “Let us help in improving the country’s image. Please do not take advantage of our passengers,” he remarked. Meanwhile, Monreal reiterated that passengers should not hesitate in reporting abusive incidents. Every taxi rider in NAIA is given a dispatch slip that contains numbers, where to report incidents of abuse or overcharging. What is Intermittent Fasting?
ast year, the Ketogenic diet swept most everybody off their feet — and their weighing scales — thanks to the quick weight loss it promised.But the question of its sustainability remained unanswered and so health buffs and dieters have turned their attention to…intermittent fasting or IF. Let’s get it out of the way: IF is not a diet program. “Kapuso Mo, Jessica Soho” clarified it’s actually an eating schedule. Your day will be divided into two parts: fasting and feasting. The fasting part of your day will have to be longer than the feasting to allow your body to digest the food and use the stored fats as source of energy — essentially, you’re getting your body to reach the stage of ketosis, much like the aim of the keto diet. You can eat whatever you please during the feasting period, but during fasting, you can’t have anything except water, black coffee or tea. This is why IF is not recommended for everybody. There are many ways to adhere to this schedule, with the most basic being the “16-8”: you fast for 16 hours and feast for 8 hours. From 16-8, people bring it up to 20-4: fast for 20, feast for 4. There’s also the 5-2 method, wherein practitioners eat normally for five days, and then fast for two days. “Alternate fasting” will have you fasting every other day. The “Warrior Diet” entails you fast all through day time, and feast at night. Those who have been on IF for a much long time have tried the OMAD or One Meal A Day. Apart from being much more sustainable than keto, IF can help you live longer – at least according to a few studies from Japan. It’s almost like a

cleanse, or a reset for the body, because food intake is lessened and IF taps into the stored fats. “Kapuso Mo Jessica Soho” featured IF practitioners who’ve lost a lot of weight. Taipei and New Taipei offer unlimited monthly rides for MRT, city buses
O
n March 12, the mayors of Taipei and New Taipei City met to make a joint announcement that the cities would begin offering an option for unlimited rides on the MRT, city buses, and Youbikes, making traveling around northern Taiwan even more convenient for locals and visitors. The new option, which will offer unlimited rides within a thirty day period will go into effect on April 16. The cost is NT$ 1,280 (US$ 44), and with the travel pass, travelers can make unlimited use of transportation systems in the two cities. Before April 16 arrives, residents can use a regular Yoyo Travel Card or Debit card to pre-purchase the unlimited monthly rides pass, provided their card will remain valid for at least 60 days. They can use the value-added machines, or go to the service desk to purchase the pass in advance, and then on April 16, they can begin using the unlimited pass. Currently, if a resident takes an MRT line its full distance back and forth every day, they would pay NT$ 65 for each leg of the day’s travel. Even with an 80 percent discount of some Yoyo cards, the daily fee would still be NT$ 104 for a round trip. An entire month of 22 work days would cost

Taiwanese boss indicted for not giving Indonesian worker time off, back pay
A
Taiwanese employer based in Taichung has been charged for the Human Trafficking Prevention Act for not providing her Indonesian employee with adequate time off and the minimum wage required by law, reported CNA. According to the indictment, the employer, a women surnamed Lee required her Indonesian employee to not only work overtime in his factory, but also to do household chores. She both failed to give her adequate days off and also pay her less than the minimum salary required by law. Lee, required her employee, a 64-yearold woman identified as Linda, to work every Monday through Friday for 11.5 hours, Saturdays for eight hours and Sundays for 8.5 hours. Every Saturday and Sunday, she was asked to help with packaging products, and also wash dishes, clean and even go to Lee’s home to wash clothes, clean her car and sweep, among other housework. In not allowing Linda to have any days off, Lee violated the Labor Standards Act, which requires one mandatory day off and one flexible day off for every seven days of work. Lee also did not pay Linda for her overtime worked, also in violation of the labor law. If Linda refused to work on what should be her days off or requested back pay, Lee would hit her or intimidate her by saying things like “If you act up again, I’ll beat you,” or “If you don’t clean it right, I’ll hit you.” Out of fear, Linda was forced to work overtime and do housework. From the time she was hired on Nov. 21, 2016 to the day she quit on Feb. 24 2017, Linda claims that she is owed NT$50,372 in back pay. In desperation, Linda contacted authorities through the 1955 24hour hotline for foreign workers. When she was questioned by police, Lee denied the charges and said that Linda had never worked more than eight hours each day and she had Saturdays and Sundays off. Lee also denied that she made Linda clean or do other household chores, nor did she admit beating or intimidating her. However, prosecutors found that over the course of the three months Linda worked, she had only two nights off, and her total salary for that period was only NT$32,752, far below the monthly minimum wage of NT$21,009. —Taiwan News

5 ways an OFW can prepare for medical emergencies in the family
W
orking abroad away from one’s family is tough as it is for any Overseas Filipino Worker (OFW). It gets more painful when a family member back home gets sick. It feels really bad to be miles away. While stressful situations like this are sudden and unexpected, you can at least do something ahead of time to avoid financial disasters caused by the expensive hospital and medical bills. Be proactive rather than reactive— prepare for any family medical emergency as early as now. Here are five ways to handle unforeseen health problems in the family before they happen.
1. Keep Your PhilHealth Membership and Contributions Updated OFW Philhealth If you’re a PhilHealth member who has recently started working overseas, you need to update your Member Data Record (MDR) so that it reflects your new status as an OFW. This also ensures that all your qualified dependents will receive the same PhilHealth benefits as you do. Who are Qualified Dependents of an OFW? Updating your PhilHealth membership records also enables you to add more dependents (without having to pay additional contributions), such as when you have a newborn in the family. PhilHealth allows OFWs to enroll the following as qualified dependents: lNon-PhilHealth member, legal spouse (a common-law partner can’t qualify as a dependent.) lUnmarried and unemployed children below 21 years old, whether legitimate or illegitimate lChildren aged 21 and above with congenital disability Foster child lNon-PhilHealth member parents aged 60 and above lParents with permanent disability All your qualified dependents can avail of a separate PhilHealth coverage of up to 45 days every year. How to Update Your Member Data Record Fill out the PhilHealth Member Registration Form (PMRF). Submit the accomplished PMRF along with applicable supporting documents (e.g., birth certificate, marriage certificate, medical certificate, etc.) to ofp@philhealth.gov.ph or the nearest PhilHealth office. Wait for PhilHealth’s email containing a copy of your updated MDR. If you don’t
receive it, email your full name and birth date to ofp@philhealth.gov.ph to request a copy. Do You Regularly Pay Your PhilHealth Contribution? So that your dependents can avail of PhilHealth coverage, also make sure that your premium contribution is up to date. PhilHealth requires land-based OFWs to pay an annual contribution of at least PHP 2,400 for a one-year coverage validity. You can pay yours two to five years in advance for a hasslefree benefit availment for your loved ones. Sea-based OFWs, on the other hand, must follow the contribution schedule for employees and other members under the Formal Economy. How to Avail of PhilHealth Benefits When one of your dependents is confined in a PhilHealth-accredited hospital, the PhilHealth benefits are automatically deducted from the hospital bill. These requirements must be submitted within 60 days from the date of discharge: Accomplished PhilHealth Claim Form 1 with signature of the OFW-member or immediate family member Photocopy of MDR (If the patient isn’t declared as a dependent in the MDR, submit the latest receipt and other supporting documents.) If you are a member, secure a PhilHealth ID for quicker availment of benefits.
2. Get a Life Insurance Plan A medical emergency in the family can easily wipe out a year’s worth of savings in just a few months. Yes, PhilHealth benefits certainly help but they have their limitations—you can’t rely only on PhilHealth to cover all health care fees, especially when your dependent is admitted to a private hospital. Not to mention that it takes up to 60 days for PhilHealth to process claim reimbursements. This is why you need to get your own life insurance before you leave the country to work abroad. A life insurance plan works like a financial safety net when someone in the family gets hospitalized due to illness or accident. OFWs who want to enjoy the benefits of an insurance while growing the money they pay for premiums can opt for a variable unit-linked (VUL) insurance policy. A VUL is essentially a life insurance with an investment component, so it’s a financial protection and wealth-building product in one. 3. Get a Prepaid Health Card for Each Family Member hospitalization expenses
A comprehensive health insurance plan for each member of the family is ideal to protect your loved ones from the financial setbacks of unexpected hospitalization and medical fees. However, if a full-service health insurance seems too expensive for you, consider the more affordable alternative: prepaid health cards. A single-use health card—priced from PHP 500 to over PHP 10,000—comes very useful during medical emergencies, as it can be easily bought and registered online. Another advantage to using a prepaid health card is the flexibility to choose one based on the individual needs of your family. Most health cards in the Philippines can be used for emergency care for critical illnesses or accidents, hospitalization (including medicines and treatments during confinement), or preventive care (including outpatient consultations). 4. Build a Family Emergency Fund Does your family set aside a portion of your remittances for an emergency fund? If not, it’s time to talk to them about the importance of saving for a rainy day. When a family member falls ill, it helps to have a backup fund in case your PhilHealth and other insurance benefits can’t fully cover the medical expenses. Agree on how much your family will set aside regularly for the emergency fund. Keep a separate savings or checking account for this fund so that it’s spent only when it’s needed. Enroll the account in online banking and link it to the other account where your family deposits your remittances. This way, you can automatically transfer funds to your family emergency fund account.
5. Apply for an OFW Personal Loan In case you and your family are still short of cash to pay for medical bills, you can get additional and immediate funding from a personal loan. Three personal loans in the Philippines cater specifically to OFWs: BDO Kabayan Personal Loan, BPI Personal Loan, and SSS Salary Loan. BDO Kabayan Personal Loan Loanable amount: PHP 10,000 to PHP 500,000 Loan terms: 6, 12, 18, 24, and 36 months Interest rate: 17.06% to 17.08% (secured loan) or 39.43% to 41.71% (unsecured loan) How to apply for a BDO Personal Loan: — Submit an accomplished loan application form to the nearest BDO branch.
— Only the OFW can apply for the Kabayan Personal Loan. However, those applying for a secured loan with a joint account as the collateral, the appointed beneficiary (BDO co-accountholder) can apply as the principal borrower. BPI Personal Loan Loanable amount: Up to PHP 300,000 (for seafarers) / PHP 20,000 to PHP 1 million (for land-based OFWs) Loan terms: 1 month less employment contract (for seafarers) / 12, 18, 24, 30, and 36 months (for land-based OFWs) Interest rate: 29.52% to 31.32% (for seafarers) / 25.03% to 25.74% (for landbased OFWs) How to apply for a BPI Personal Loan: Fill out the online application form. Take a photo of your supporting documents: two valid government IDs and latest, valid POEA contract or employment contract with boarding date Email the images to personal_loan@bpi.com. ph. Wait for BPI’s email confirming receipt of your loan application.
SSS Salary Loan Loanable amount: One or two months’ worth of salary Loan terms: 24 months Interest rate: 10% How to apply for an SSS Salary Loan: OFW-members can conveniently file their SSS loan application online via the My.SSS web facility. OFWs may also apply for a salary loan at the SSS Foreign Representative Office in their country of employment. If there’s no SSS office in the location, an OFW can authorize a family member to submit the loan application on his or her behalf at any SSS branch. Taiwan to launch online realtime multi-language travel assistance
T
he Tourism Bureau said that it is working with a private company to launch a mobile app next month, featuring realtime interaction between foreign tourists and an online travel assistant who can speak their language. The app, called TourTalk, will provide real people who can communicate with tourists online during their stay in Taiwan, giving them language assistance, making travel recommendations and fixing
problems. The service also extends two months prior to their arrival and one month after their departure, via text, so that users can book itineraries beforehand and even find lost items during their trip. The price for the total package is tentatively set at around NT$600 (US$20), during which real-person interaction will be valid for five days after it is activated when the tourist arrives in Taiwan. “The service will first be offered
in Japanese, Korean and English,” said Yeh Wen-chien, director of the bureau’s Information Management Office. The service will require buyers to purchase a code online and set their travel dates, and use the code to redeem a cellphone sim card at Chunghwa Telecom Co. stores in Taiwan to be activated on their cellphone. More detailed information will be put on the bureau’s official website in the near future, Yeh said.

Veteran actor Bernardo Bernardo dies at 73
Pumanaw na ang beteranong stage-movie actor na si Bernardo Bernardo. Sa pamamagitan ng Facebook, ipinaalam ng pamangkin ni Bernardo na si Susan Vecina Santos ang pagpanaw ng aktor Huwebes ng umaga, Marso 8. Si Bernardo ay nagdiwang ng kanyang ika-73 kaarawan noong Enero. Noon ding Enero, hiniling ni Bernardo sa kanyang mga kaibigang ipagdasal siya dahil sa natuklasang tumor sa pancreas. Bunsod nito, nagsagawa ng fundraising ang kanyang mga kaibigan upang makatulong sa medical expenses ng maysakit na aktor. Bilang isang aktor, hindi malilimutan ang naging pagganap ni Bernardo sa 1980 film na City After Dark na nagpanalo sa kanya bilang Best Actor sa Gawad Urian. Sa TV naman, tumatak sa mga manonood ang kanyang role bilang Steve Carpio sa ABS-CBN sitcom na Home Along Da Riles, na umere mula 1992 hanggang 2003 at pinagbidahan ng yumao na ring Comedy King na si Dolphy. Huling napanood si Bernardo sa 2017 Metro Manila Film Festival official entry na Ang Larawan.
