9 regions to get pay hike

M

inimum wage earners in nine regions will get a salary increase, the Department of Labor and Employment (DOLE) announced. The wage boards in Cagayan Valley, Calabarzon, Western Visayas, Central Visayas, Eastern Visayas, Zamboanga peninsula, Davao, Soccksargen and the Autonomous Region in Muslim Mindanao recently approved salary increases ranging from P9 to P56 per day, Labor Secretary Silvestre Bello said. Workers in Zamboanga peninsula will get the highest increase at P56.43 while Calabarzon workers will get only P9.45. The average pay hike is P20. “The need of the workers and the capacity of the employers to pay as well as the economic conditions in the regions were among the factors considered in approving the new wage orders,” Labor Undersecretary Ciriaco Lagunzad said. Lagunzad said the wage boards in Bicol and the Cordillera Autonomous Region are also expected to approve salary increases not later than August. “The remaining six regions whose wage orders have yet to reach their anniversary dates are assessing the socio-economic condition in their respective areas through consultations,” Lagunzad added.

App lets kids given Dengvaxia shots report symptoms

hrough a mobile application, parents of children vaccinated with Dengvaxia may now easily report if they notice symptoms of illness. “In essence, the Dengvaxia [mobile application] is an online, digital and real-time monitoring of the status of the children na navaccinate ng Dengvaxia,” said Department of Education Undersecretary Alain Del Pascua at the app’s launch on Tuesday (July 17). number of cases,” DOH chief Francisco Duque said. Data from DOH showed that around 891,000 children—aged nine and above— from public schools in Metro Manila, Central Luzon, Calabarzon, and Cebu were vaccinated with Dengvaxia since the department’s immunization program was launched in April 2016. The Health department stopped the program in December last year after Sanofi Pasteur issued an advisory that Dengvaxia should not be given to people who have not been afflicted by dengue. —GMA News

Concerns about their low monthly salary and overtime pay prompted some BI employees to skip work last year, resulting in long queues at the Ninoy Aquino International Airport. The controversy started after President Duterte vetoed a provision in the 2017 budget allowing BI to use express lane fees to pay for the overtime hours rendered by its personnel and the salary of contractual workers. In his veto message for this year’s budget,

Duterte announced that he would back the creation of a trust fund from express lane fees and charges collected by the BI for the salaries and overtime work of its employees. Memorandum Order No. 24 enumerated the guidelines for the establishment of the trust fund. Under the memorandum, express lane fees and charges collected by the BI shall be deposited in a special trust fund account with a government bank. The collection will comprise the Express Lane Fund (ELF). More than half or 64 percent of the ELF will be used to augment the salaries of BI’s organic personnel who render service beyond regular office hours. A quarter or 25 percent of the fund will be used to pay for the salaries of BI’s contractual personnel while 11 percent will be remitted to the National Treasury as income of the general fund.

Medialdea also noted that the 2018 budget entitles immigration organic personnel to augmentation of salaries if they render overtime services. An immigration administrative order issued this year, meanwhile, provides that the monthly augmentation pay of organic personnel who render services beyond office hours shall be determined based on the designation of personnel, the amount of monthly ELF collections and the total number of organic personnel. The memorandum also called for the immediate release of the augmentation pay for entitled organic personnel covering the months of January to May this year. The payment augmentation scheme will be implemented until the end of the year or until the passage of the proposed Immigration Modernization Law, which would increase the base pay rates of BI personnel. —Philstar

Malacañang raises pay of immigration staff

A

dmitting that the basic monthly pay of immigration employees is “extremely low,” Malacañang has issued a memorandum augmenting their pay to ensure efficient and unhampered delivery of services. The augmentation pay of immigration personnel is contained in Memorandum Order No. 24 signed by Executive Secretary Salvador Medialdea last July 13. In the order, Medialdea noted that the Philippine Immigration Act has not been updated since it was passed in 1940. As a result, the compensation system of immigration personnel has not been upgraded. “The basic monthly pay of Bureau of Immigration (BI) employees has remained extremely low in spite of the nature of their work, thereby leading to a large number of resignations and causing prejudice to the efficient delivery

OFWs have 5 years to get airport terminal fee refund

O

verseas Filipino workers and other special category passengers have five years to collect unrefunded passenger service fees, officials said. According Jess Martinez, head of the media affairs of the Manila International Airport Authority (MIAA), passengers, particularly of the carrier, Cebu Pacific, can at any time collect their “unrefunded� Passenger Service Charge (PSC), more commonly known as terminal fee. The PSC was first integrated into airline tickets for domestic flights on August 1, 2012 while international PSC integration followed on February 1, 2015. On March 2017, MIAA general manager Ed Monreal announced that terminal fees for overseas Filipino workers and certain other special category passengers such as diplomats and athletes would formally be waived as part of efforts to streamline airport charges that had been debated as early as three years ago. The MIAA started collecting an integrated airport terminal fee amounting to P550 (Dh37.82) in 2014. However, OFW groups such as the #NoTo550 Coalition opposed the move and cited the Migrant Workers’ Act of 1995 that directs that the fee should be waived upon presenting an overseas employment certificate (OEC). ith the help of bloggers, the Subic Bay Metropolitan Authority (SBMA) and the Department of Tourism (DOT) Region III are eyeing Chinese Taipei nationals to become the number one tourists to visit this premier Freeport and Central Luzon. In a day tour of the Subic Bay Freeport, well-known Taiwanese bloggers were assisted by the DOT Region 3 and the SBMA on Friday, giving them a glimpse of the many tourist spots here. SBMA Chairman Atty. Wilma T. Eisma welcomed these bloggers before boarding a yacht for a bay cruise here. “We have been blessed with many tourist attractions in Subic Bay Freeport, we are adamant of pushing the numbers of tourist arrival in the Freeport, and we want to use every possible means to entice tourists. And having bloggers experiencing firsthand the many tourism attractions here, we hope that they would convey the message to their fellow Chinese Taipei nationals,” Eisma said. The visitors were accompanied by Region III Tourism Officer Marilou Pangilinan, who met them at the Clark International Airport with the first Taipei to Clark flight of AirAsia Philippines. The group first started their tour at the Subic Bay Exhibition and Convention Center (SBECC) where they met with the SBMA tourism officials. The group then went to Zoobic Safari where they had a close encounter with tigers. After their tiger tour, the group went to

Ocean Adventure Marine Theme Park to visit the marine animals that reside there. The bloggers were awed at the sea lions’ enclosure as the animals gracefully swam inside their pool. The group had an encounter with four bottlenose dolphins and viewed the feeding of blacktip reef sharks, including some of the small marine creatures that can only be found in the bottom of the sea. The bloggers were treated to a sumptuous lunch at the Acea Subic Bay Resort. The area, known for holding international triathlon events, provided the bloggers a tour of the area. The tour included the viewing of luxurious rooms, pristine beach, a restaurant and beautiful swimming pools. To cap the visit, the bloggers also treated to a bay cruise by The Lighthouse Marina Resort Marketing Director Zed Avecilla. The bloggers visited the mangrove forest, the Ilanin area, a view of the Grande Island, and The Lighthouse Marina Resort on board a yacht. Pangilinan said that Chinese Taipei tourists have often used Clark Airport as their entry point to the Philippines, frequenting areas such as Bohol, Palawan, Cebu and Benguet, but with little or no knowledge of Central Luzon’s tourist spots. She hopes that through these bloggers, tourists who are looking for new areas would consider Subic Bay Freeport Zone as one of their stops during their stay in the country. n Japan, Europe, and even southeast Asian countries like Thailand and Singapore, you could easily journey through their cities and at the same time do some sightseeing without even getting off the train. In the Philippines, while train windows only offer a view of tall buildings and residential areas, still there are a number of monuments, parks, and historical buildings that travelers can look at while in-transit. This is specifically true for the oldest train line in the country which traverses through parts of Quezon City, Caloocan, Manila, Pasay, and Parañaque. The Light Rail Transit Line 1 trip is particularly teeming with sights to marvel at specifically in Manila area. What more if travelers got off the train and took a walking tour of its tourist spots? This is where the Light Rail Manila Corporation (LRMC)’s newest project come in. The project called Ikot Manila aims to reintroduce the city of Manila to locals and foreigners alike through walking tours. In coordination with local tour operators like Carlos Celdran who leads the Intramuros tours, Ivan Man Dy of Old Manila Walks, and Tralulu which specializes in Binondo food tours, tourists can take a stroll around Manila’s historical and cultural sites without the hassle of traffic. The Department of Tourism Secretary Berna Romulo Puyat even tried out the route herself riding the LRT-1 to tour places like the National Museum, Intramuros, some old churches, and a few food establishments in

Binondo. In a Facebook post, LRMC’s Head of Corporate Communications Rochelle Gamboa said that the project is a perfect tie-up with LRT-1 “because tourism is inevitably linked to transport.” “Trains connect the most number of people to cultural, architectural and gastronomic capitals on the fastest land travel possible–giving tourists more time to experience the vibe and explore the uniqueness of the cities’ attractions,” Gamboa said. Starting July 27, travelers can opt for guided or unguided tours of the city through the train line which runs from Roosevelt to Baclaran. Tourists can also choose from four main tour categories: Glorious Architecture featuring a few stops to old churches peppered around Manila; Museum and Arts which includes a tour of the National Museum and other galleries; Bargains and Bites which will take tourists to some of Manila busiest shopping and dining places in Baclaran and Binondo; and Nature and Nurture that will walk locals and foreigners through some of Manila’s public parks and monuments. A Filipina just became a ‘Chopped’ champion

n June 19, a Filipina won in Chopped, a reality-based cooking show hosted by Ted Allen. Joyce Anne Bucad of Cavite bested three other competitors to become the Chopped champion for its Doughnut Dash episode of the show’s 38th season. “Never have I ever thought of myself joining a cooking competition on TV, but I’m sure glad I did,” the 34-year-old Assistant Pastry Chef at Mandalay Bay in Las Vegas told GMA Lifestyle on Facebook messenger. “I wanted to win so bad,” she added. Each episode features four chefs competing against each other in a threeround contest to get them to cook a full threecourse meal: a round for appetizers, another for the main course, and finally dessert. For every round, one competitor gets booted out until a winner emerges to claim the prize of $10,000. In the first round, Joyce Anne made an entrance, creating a dish that was heavily inspired by her Filipino heritage. She used the doughnut as crouton to the chinese celery and

arugula salad with mostarda glazed corned beef. “During one of the interviews, I was asked about my flavor profile. I said that Filipino food is sweet, sour and salty and so I draw inspiration on all those flavors to create the dish I was making for the appetizer round.” In the main course round, she made bison tostadas with rainbow carrot slaw, and

Revised federal charter lets President Duterte step down before his term ends

T

he Consultative Committee (ConCom) tasked to review the 1987 Constitution finally gave in to President Rodrigo Duterte. Under the final draft of the proposed federal charter released (July 17), Duterte will step down to give way to an elected Transition President after the new constitution is ratified. The President had asked the 22-member panel to include this provision ending his term, after he rejected an earlier draft which had him leading the Federal Transition Commission. Section 3, Article XXII of the revised draft states that “Within six (6) months from ratification of the Constitution, the President

shall call for an election for the Transition President and Vice-President in tandem... Congress shall, by law, provide for the conduct of the election and appropriate funds for the purpose.” The two elected transition leaders must complete their mandate on June 30, 2022 and would be ineligible to run for any public office in the elections that year. The draft charter also bans Duterte from running for re-election in the May 2022 national polls, but allows Vice President Leni Robredo to vie for public office. This is contained in Section 2, Article XXII which states that “The incumbent President is prohibited from running as President in the 2022 elections under the Constitution.”

Earlier, Presidential Spokesperson Harry Roque reiterated the President’s promise to step down from his post in 2019 if the proposed federal charter was approved by then. Under the present Constitution, the President serves for six years with no reelection, while the proposed charter gives the chief executive a term of four years with one chance for reelection. The shift to a federal form of government was among Duterte’s campaign promises, aimed at providing more autonomy and faster development in the regions. he Bureau of Immigration (BI) on (July 19) launched its Electronic Gate System (E-Gate) project which aims to improve the processing time of international passengers and to lessen long queues at the Ninoy Aquino International Airport (NAIA). Immigration Commissioner Jaime Morente said the Bureau expects to cut the processing time of passengers from the present 45 seconds to just 8 to 15 seconds. Morente said the project will also enhance the BI’s ability to detect passengers with derogatory records, including wanted fugitives and those who are in the immigration blacklist, watch list and hold

Nag-enjoy kami sa pamamasyal sa iba’t ibang lugar at muli namin napasiyalan ang Taipei 101. Ang Taipei 101 ay popular na gusali sa Taipei at sa buong mundo bilang ikatlo sa pinakamataas. Mahusay ang pagkakatayo nito gamit ang pinakabagong pamamaraan ng pagtatayo ng gusali kung kaya’t sa kabila ng hamon ng lindol at masamang panahon, nananatili itong nakatayo. Naihambing ko tuloy ang pagbubuo ng tahanan sa pagtatayo ng Taipei 101. Maraming tao ang hindi gumagamit ng tamang pundasyon sa pagtatayo ng kanilang tahanan kaya madaling nabubuwal sa hamon ng buhay. Ano ang kailangan para makabuo ng segurado at matatag na tahanan? Ang Diyos ang gumawa ng tao kaya ipinahayag na rin niya ang tamang pundasyon sa pagtatayo ng tahanan kung isasagawa. Heto ang mga pundasyon na kailangan ng tahanan ayon sa Biblia, PAG-IBIG. Ang unang mahalagang pundasyon na kailangan ay ang Pag-ibig. Hindi lamang basta pag-ibig galing sa tao. Marupok at makasarili ang pag-ibig ng tao. Ang pag-ibig na galing sa Diyos ang kailangan. “For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life” (John 3:16). Si Jesus ang pag-ibig ng Diyos. Ang pag-ibig niya ang nagbunsod para iligtas at hanguin ang tao sa kasalanan na nagpaparupok sa tao. Ang sino man nanalig kay Jesus ay napasakanya na ang kaligtasan sa kapahamakan at kapangyarihang umibig mula sa Diyos. Ano ba ang kalikasan ng pag-ibig ng Diyos? Ito ay matiyaga at mabait. Ito ay hindi naiinggit, hindi nagmamapuri o nagmamataas. Hindi nag-uugali ng di-nararapat. Hindi ito naghahangad ng sariling kapakinabangan. Hindi madaling magalit at mag-isip ng masama. Hindi ito nagagalak sa kalikuan kundi nagagalak sa katotohanan. (1 Corinthian 13:4-6). Ang pag-ibig ni Cristo ang pundasyon na kailangan sa pagbubuo ng tahanan. Kailangan lamang na tanggapin mo ang pag-ibig ni Cristo sa iyong puso upang masimulan ang pagtatayo ng pundasyon sa tahanan. LAKAS NG LOOB. Sinong mag-aakala na si Robin Williams, ang tanyag na Hollywood actor na nagpapasaya sa lahat ay nagbigti sa sarili dahil sa depression at addiction? O si Anthony Bourdain na isang batikang CNN cook/ reporter ay magbigti rin? O si Kate Spade na isang kilalang bag designer ay magpakamatay din? Kailangan ng tatay, nanay, mga anak ang lakas ng loob sa pagbubuo ng tahanan. Lakas ng loob ang kailangan upang maharap ang mga hamon sa pamilya, trabaho at komunidad. Kaya nga pinalakas ng Diyos ang loob ni Josue para itatag ang bayan ng Israel sa lupang pangako. “Have I not commanded you? Be strong and courageous. Do not be frightened, and do not be dismayed, for the Lord your God is with you wherever you go” (Joshua 1:9). Nangako ang Diyos na sasamahan sa buhay kung susunod sa Kanya. Nuoong August 12, 2014, na-ireport na isang Pinay na OFW ang nag-hubad ng damit at nagsisisigaw sa isang public square sa Hongkong. Obviously, nasiraan ng bait gawa marahil ng sobrang bigat na dala sa buhay at

kawalan ng nagpapalakas ng loob niya. Kaya nga hinihimok ni Jesus na lumapit sa kanya ang mga nabibigatan, “Come to me, all you who are weary and burdened, and I will give you rest” (Matthew 11:28). Hindi ugma na pagtawanan ang mga taong nabibigatan sa buhay kundi ilapit sila kay Jesus upang mapalakas ang loob at makayanan ang bigat sa buhay. Kailangan ng tao at pamilya ang lakas sa loob galing sa Diyos. Ikaw, saan mo kinukuha ang lakas ng loob? RESPETO. Ang paggalang ay nawawala na sa bokabularyo ng maraming tao sa ngayon. Iniutos ng Diyos “You shall not take the name of the Lord your God in vain, for the Lord will not hold him guiltless who takes his name in vain ” (Exodo 20:7). Ang ibig sabihin ng “vain” ay walang laman, kasinungalingan, walang pahalaga, o walang dahilan paggamit sa pangalan ng Diyos (Mark Driscoll). Marami ang nagsisimba ngunit ang lumalabas sa bibig ay F%$#@ at sa isip ay marumi at ang mga ginagawa ay labag sa Diyos. Ang pagsambit ng pangalan ng Diyos sa pang-araw-araw na karaniwang usapan na wala naman ibig sabihin gaya ng (OMG) ”Oh, my God!” o “Peksman, cross my heart” ay kamanhidan ng budhi. Ang utos ng Biblia na, ‘Honor your father and your mother” (Deuteronomy 5:16) ay malimit na ring wina-walang bahala. Sinasagot, pinagdadabogan at pinagsasalitaan ng masama ang mga magulang at matatanda. Gayon na rin ang asal sa kapwa sa kabila ng sinabi ng Biblia, “Show proper respect to everyone…” ( 1 Peters 2:17). Ang iginagalang na lamang ng iba ay ang may kapangyarihan at may ibibigay sa kanila. Kailangang itaguyod ang tutuong paggalang sa Diyos sa isip, salita at gawa. Gayun din sa magulang, mga anak at kapwa saan man tahanan. RESPONSIBILIDAD. Binigyan ng Diyos ang bawat tao ng kakayanan, talino, kapabilidad upang maging responsable sa buhay (Romans 12). Una, para panagutan ang sariling buhay sa Diyos. Sinabi sa Biblia, “For each will have to bear his own load” (Galatians 6:5). Ikalawa, sinabi ng Biblia, “But if anyone does not provide for his relatives, and especially for members of his household, he has denied the faith and is worse than an unbeliever” (1 Timothy 5:8). Ibig sabihin ang ama at ina ng tahanan ay may sagutin sa pangangailangan ng kanilang mga anak at kailangang gampanan nila ito. Ikatlo, responsabilidad sa iglesya at bayan (Roma 12). Dapat lamang na gampanan ng bawat tao ang kanilang pananagutan sa iglesya at bayan. Ang mga kaloob na hindi ginagamit ayon sa layunin ng Diyos ay kasalanan. Hindi maitatag ang tahanan kung irresponsable sa buhay. PANALANGIN. Sinabi ng Biblia, “If my people who are called by my name humble themselves, and pray and seek my face and turn from their wicked ways, then I will hear from heaven and will forgive their sin and heal their land ” (2 Chronicles 7:14). Kundisyon ng Diyos na magpakumbaba ang tao at tumalikod sa masamang asal at gawa at dumulog sa Diyos sa pananalangin upang mapatawad at gamutin ang mga hinanaing ng pamilya at bayan. Hindi maitataguyod ang tahanan o bayan kung rebelde o ayaw manawagan sa Diyos. Gaya ng Taipei 101, binigyan ka ng Diyos ng mga pundasyon sa pagtatag g iyong tahanan, nasasa iyo kung isasabuhay mo ito. Ang tagumpay ng iyong tahanan ay nakasalalay sa mga pundasyon na ito. Maitataguyod ang tahanan at bayan kung ipatutupad ang mga pundasyon sa pagtatayo ng tahanan na kaloob ng Diyos sa buhay. Newsbits Solon: OFW ID supposed to be free but DOLE charging P720

A

party-list lawmaker accused the Department of Labor and Employment (DOLE) of using the OFW ID as a cash cow. Interviewed on Dobol B sa News TV, ACTS-OFW party-list Aniceto Bertiz III said DOLE has been charging P720 per OFW ID or the iDOLE. “This ID should be free,” he said, adding it was their group which donated the OFW cards as an expression of gratitude to President Rodrigo Duterte. He also said the ID was useless as it is “not a functional card.” “Dagdag basura lang sa wallet,” Bertiz said. In a separate interview, Bello said he put the OFW ID project on hold after learning that some personalities inside and outside of DOLE wanted to “earn” from it. “Merong nag-alok ng pera para diyan. Pinaghahatian. Sabi ko alam mo, itong iDOLE Card para sa OFW, dapat walang gastos ang gobyerno at dapat walang gastos ang OFW. Kaya kung ganyan ang plano niyo, mabuti pa scrap natin. DOLE to regularize 300,000 contractual workers in 2018

he Department of Labor and Employment (DOLE) is eyeing to regularize 300,000 contractual employees this year, Secretary Silvestre Bello III said Wednesday. “We intend to regularize another 300,000 within the year,” Bello told Radyo Inquirer. He boasted that under his term, DOLE has already regularized around 317,000 contractual workers. “Sa totoo lang ‘yan ay number one achievement ng ating Pangulo in terms of his program against contractualization,” he said. (To be honest, that’s number one achievement of President [Rodrigo Duterte] in terms of his program against contractualization.) DOLE under Bello has been calling out companies that allegedly violate the labor code on regularization. Of late, Bello directed the Philippine Long Distance Telephone Co. (PLDT) to regularize more than 7,000 workers. PLDT said it plans to ask its workers to re-apply before becoming regular employees, a move that Bello also criticized.

New HIV cases almost hit 1,000 per month

F

or three succeeding months, the number of new HIV/AIDS cases hit almost 1,000 a month, the latest report of the Department of Health (DOH) showed yesterday. Based on the HIV/AIDS registry prepared by the DOH-Epidemiology Bureau, a total of 950 new cases of HIV/AIDS were documented in May. Prior to this, there were 914 and 924 cases recorded in March and April, respectively. Last January and February, the DOH had monitored 1,021 and 871 cases, respectively. Transmitted Infection Prevention and Control Program Gerard Belimac said there was really a rising trend of the epidemic in the country. However, he noted the increasing awareness about testing and treatment hubs of the DOH is also contributing to the figures. Belimac added that to curb the epidemic, the DOH has been promoting the so-called test and treat strategy wherein the release of the test results is shortened and those who turned positive are immediately referred for consultation and treatment. The registry further showed the 950 cases in May had brought to 55,282 the total number of cases recorded since January 1984. Of this, 166 were already AIDS at the time of reporting. But out of the 950 cases, five were pregnant women. Three of them were from Region 7 while Metro Manila and Region 4-A had one case each.

Borrowers won’t lose homes — Pag-IBIG

H

ome Development Mutual Fund (HDMF), more popularly known as Pag-IBIG Fund, clarified that contrary to reports, 22,000 housing loan borrowers will not lose their homes after a report of the Commission on Audit showed that contracts to sell (CTS) have yet to be converted to real estate mortgage (REM). “The management of Pag-IBIG Fund has put safeguards in place to ensure that the home loan borrower’s rights are always protected. This is primordial as we implement the housing sector’s initiatives and President Duterte’s directive to prioritize the delivery of reliable government services,” said Secretary Eduardo del Rosario, concurrent chairman of the Housing and Urban Development Coordinating Council and Pag-IBIG Fund board of trustees. Pag-IBIG Fund chief executive officer Acmad Rizaldy Moti noted that the non-conversion of CTS to REM is unrelated to the risk of losing houses. “Borrowers have no reason to worry because regardless of the conversion status of their properties, the only way they face the risk of losing their homes is if they are not paying their monthly obligations,” Moti said. Moti added that, to safeguard the borrower, the CTS is assigned to Pag-IBIG and annotated in the title as proof that the borrower purchased the property. “Pag-IBIG can sanction developers who fail to meet the conversion timeline (and) Pag-IBIG can do the conversion by using the retention fee deducted from the developer to make sure that these titles will be transferred under the names of the borrowers,” Moti explained.

Binay wants Boracay visitor capacity discussed before its reopening

en. Nancy Binay pressed officials to determine the carrying capacity of Boracay before reopening the world-famous island to visitors. The final study on Boracay’s carrying capacity is set to come out in August, according to Local Government Undersecretary Epimaco Densing. “When the study comes out, and it shows that only X number could be accommodated, we should follow and only allow that number to come to Boracay,” Binay told reporters. Initial studies showed that the number of people in Boracay at any given time was more than what the island could carry. Bighani Manipula, officer in charge of the Ecosystems Research and Development Bureau, said a study conducted earlier this year showed that Boracay’s average carrying capacity was 11,222. Densing said an earlier study also showed that Boracay had a carrying capacity of 35,000. During peak season, this reaches 110,000, he said. Binay said Secretary Roy Cimatu of the Department of Environment and Natural Resources would have to decide to whom they would open the island. “Open for everybody? Open for the domestic market only? Or open only for Aklan residents?” she said. “What are the parameters of its opening?” According to Binay, a major problem has been the lack of communication between the government and those affected by the closure of the island. “So sana, after this hearing, they should start talking,” she said.

Pinays warned of ‘marriage-for-job’ scam in China

T

he Philippine Overseas Employment Administration (POEA) has cautioned the public from unscrupulous individuals who entice Filipino women into marrying Chinese nationals in exchange for employment in China and other financial benefits. Citing information from the Department of Foreign Affairs (DFA), the POEA said five Filipino women were stranded in Tongxu, Henan province and have requested repatriation assistance from the government. They were allegedly recruited by two Chinese nationals with a promise of employment in China. The Chinese nationals were identified as Song Gang and Li Chunrong, also known as Steven Lee, who is reportedly married to one Violeta Aquino, a Filipino national from Urbiztondo, Pangasinan. One of the victims said that Lee and his wife arranged her marriage to a Chinese national named Wei Qi Lai, who was then staying in Pangasinan as a tourist. She claimed that they promised to give her family a dowry of P140,000 after their marriage and when she gets her Chinese visa, but her family only received P100,000

after deducting expenses for the wedding reception and processing of her travel documents. They were married in Pangasinan on September 11, 2017 and she left for China on a tourist visa with her husband on November 13, 2017. The couple then stayed with Lai’s family in Zhangzhou. The DFA’s Office of the Undersecretary for Migrant Workers’ Affairs said that although the five women are legally married to their Chinese spouses and are in possession of valid residence permits, the spouses did not allow them to find work in China. Additionally, the victims found out that their spouses do not have the financial capability to support their respective family in the Philippines, contrary to what was promised by their recruiters. One victim complained that her husband confiscated her passport and physically and sexually abused her. She escaped from her husband’s home on April 23, 2018. The DFA has recorded 23 Filipino women who married Chinese nationals for job opportunities in China. —GMA News

This nationwide singing competition is open to amateur singers, 16 years old and above, who are OFWs and their immediate family members. How to continue your Pag-IBIG, PhilHealth, and SSS contribution payments as a voluntary member Did you resign from your job to become a full-time freelancer or OFW? Paying your Pag-IBIG, PhilHealth, and SSS contributions is no longer your former employer’s responsibility—you have to do it on your own now. It’s important to continue your contribution payments with these government offices as a voluntary member. You can avail of a personal loan or housing loan, as well as benefits (such as sickness, maternity, and retirement benefits) and health insurance, only if you meet the required minimum number of contributions. Here are the things you need to do if you’re already a member of Pag-IBIG, PhilHealth, and SSS, and want to keep on paying your contributions.

How to update your Pag-IBIG, PhilHealth, and SSS Membership Records

Before you can start remitting your contributions as an individual paying member, you need to update your membership status first with Pag-IBIG, PhilHealth, and SSS from employed to self-employed or OFW. It involves going to each of the government agency’s branch and filling out a form. You may be also required to present supporting documents.

Steps to Changing Your Pag-IBIG Membership Information

 Download and fill out the Pag-IBIG Member’s Data Form (MDF). Under “Membership Category,” mark the appropriate status (Overseas Filipino Worker [OFW] or Self-Employed).  Submit the accomplished MDF together with your supporting documents to the Marketing Division of a Pag-IBIG branch.  Get a Payment Order Form and proceed to the Cash Division to pay your Pag-IBIG contribution.

Pag-IBIG Requirements for Changing Membership to Self-Employed:

Present your original UMID card as well. For OFWs:  Download and fill out three copies of the Contributions Payment Return (SSS Form RS-5).  Under “Type of Payor,” put a check mark next to “Overseas Filipino Worker.” Submit the accomplished forms to an SSS branch together with your SSS contribution payment for the applicable month or quarter. Your SSS membership status will be changed to OFW upon posting of your payment.

 Download the PhilHealth Member Registration Form (PMRF). On the upper right corner of the PMRF, put a check mark next to “For Updating.”  Fill out the form. Under “Membership Category” and “Informal Economy,” choose the appropriate response.

Pag-IBIG Contribution Rates

The minimum monthly savings or contribution for all Pag-IBIG members, including freelancers and OFWs, is PHP 200. You may increase your monthly payments to maximize your Pag-IBIG benefits.

 Freelancers earning PHP 25,000 or less monthly: PHP 200 per month or PHP 2,400 per year  Freelancers earning more than PHP 25,000 monthly: PHP 300 per month or PHP 3,600 per year  Land-based OFWs: Minimum of PHP 2,400 per year (can be paid in advance for two to

five years)  Seafarers: Same salary-based premium contribution rate as employed PhilHealth members (Those earning PHP 40,000 and above monthly pay a PHP 1,100 monthly contribution.)

SSS Contribution Rates

Whether you’re a self-employed or an OFW-member, your SSS contribution rate is 11% of your monthly salary credit, which is based on the monthly income you declared when you updated your SSS membership records. The minimum SSS monthly contribution for freelancers with a monthly income of PHP 1,000 to PHP 1,249.99 is PHP 110. Those earning PHP 15,750 and above monthly pay the maximum contribution of PHP 1,760. For OFWs, the minimum monthly salary credit is at PHP 5,000, so the minimum SSS contribution is PHP 550. OFWs earning PHP 15,750 or higher per month pay the maximum contribution of PHP 1,760.

Where to pay your Pag-IBIG, PhilHealth, and SSS Contributions

For real-time posting of your contributions, pay them directly to any branch of Pag-IBIG, PhilHealth, and SSS. A more convenient option is to pay through one of their accredited bills payment centers or collecting agents. Posting of payments made through these channels may take up to three days. Pag-IBIG, PhilHealth, and SSS contribution payments are accepted at all Bayad Center outlets, SM bills payment counters, and Robinsons Business Centers. Paying via GCash is also easy, but it accepts only SSS and Pag-IBIG contribution remittances. OFWs can pay over-the-counter at I-Remit and Ventaja International branches abroad. Both accept payments for Pag-IBIG, PhilHealth, and SSS contributions.

Pag-IBIG Contribution Payment Facilities

Freelancers and OFWs may remit Pag-IBIG contributions using their Mastercard or Visa credit cards. Just go to the Pag-IBIG Online Payment Facility to make a credit card payment. OFWs may remit their contributions abroad through AUB and PNB branches in their country of employment.

PhilHealth Contribution Payment Facilities

You can pay your contributions in any of the PhilHealth-accredited collecting agents in the Philippines or abroad. Alternatively, OFWs may pay contributions at the PhilHealth counter at the One-Stop Service Center for OFWs (OSSCO) on the ground floor of the Philippine Overseas Employment Administration (POEA) office in Ortigas Ave. cor. EDSA, Mandaluyong City.

SSS Contribution Payment Facilities

To ensure timely payments of your SSS contributions, you may enroll in the auto-debit arrangement system of any SSS partner bank: BDO, BPI, DBP, First Consolidated Bank, Metrobank, PNB, PSBank, UCPB OFWs may assign a family member or any representative to pay their SSS contribution on their behalf at any accredited payment centers in the Philippines.

When are the Contribution Payments Due?

Pay your contributions to Pag-IBIG, PhilHealth, and SSS on or before the due dates so that you can easily avail of the benefits and loans from these agencies anytime.

Pag-IBIG Contribution Payment Deadlines

You may remit your Pag-IBIG contributions every month or every quarter. The deadline for monthly payments is on the 10th day of the following month. For example, if you’re paying for July, your due date is August 10. As for quarterly payments, remit on or before the 10th day of the first month of the next quarter. For OFW Members: OFWs can pay their SSS contributions for a given year any time within that year. If you’re paying for October to December, your due date is on January 31 of the following year. For Self-Employed Members: Voluntary members of SSS may remit contributions every month or quarter. The due dates are based on the last digit of their SSS number. 1 or 2: 10th day of the month following the applicable month or quarter 3 or 4: 15th day of the month following the applicable month or quarter 5 or 6: 20th day of the month following the applicable month or quarter 7 or 8: 25th day of the month following the applicable month or quarter 9 or 0: Last day of the month following the applicable month or quarter For example, if your SSS number ends in 1, your July payment is due on August 10. How to prevent infectious diseases during the rainy season As Philippines enter into the wet season, floodings have been pretty usual occurrence as well, let’s keep our families in the Philippines safe and informed: Prevention is better than cure. As the rain persists throughout the month of July, there are certain infections that the body is more prone to.In an interview with DZMM, infectious disease specialist Dr. Carmenchu EchiverriVillavicencio said that certain waterborne diseases such as leptospirosis, a bacterial infection caused by contact with rodent urine, is more prevalent during the rainy season. Villavicencio said those who have open wounds on their feet are more prone to leptospirosis. She added that when going through flooded areas people have to make sure that they have footwear on. To prevent skin diseases, people have to take a bath right away after wading through a flood. This does not necessarily mean that one is “clear” of leptospirosis; Dr. Villavicencio said that it is better to be checked by a doctor who would be the one to affirm if in fact one is clear of leptospirosis or if one is in need of prophylaxis. For pregnant women and children, “May mga alternative medicines na puwedeng ibigay ang doctor para rin ma-prevent ‘yung leptospirosis,” she added. Symptoms for waterborne diseases

such as leptospirosis are fever, muscle pain (in the calf area), red eyes, headaches, chills, nausea, diarrhea, and abdominal pain. Since its outbreak, a total of 1,030 cases of leptospirosis between January 1 and June 9, 2018 has been recorded. Of that number, 99 people have died from leptospirosis this year, according to the DOH. “Take prophylaxis to prevent leptospirosis if you waded in floods risk of death is very high if you get complications of kidney and lung failure and bleeding. Go to your barangay health centers or to DOH hospitals to get free prophylaxis,” Dr. Romina Danguilan, deputy executive director of the National Kidney Transplant Institute (NKTI), said. Leptospirosis: What you need to know Leptospirosis is an infection caused by Leptospira bacteria. Entry of the Leptospira bacteria through wounds in contact with flood waters, vegetation, moist soil contaminated with the urine of infected animals, especially rats. Symptoms appear between 7 to 10 days after infection. PREVENTION & CONTROL  Avoid swimming or wading in potentially contaminated water or flood water  Use of proper protection like boots and gloves when work requires exposure to contaminated water  Drain potentially contaminated water when possible

 Control rats in the household by using rat traps or rat poison, and maintaining cleanliness in the house. Leptospirosis, a bacterial infection caused by contact with rodent urine, has killed 99 people across the country this year, according to the Department of Health (DOH). It recorded a total of 1,030 cases of leptospirosis between January 1 and June 9, 2018, or 41% of the total number of leptospirosis cases in 2017 pegged at 2,495.

Skin diseases and dengue are also common during persistent monsoon rains. The skin is the biggest barrier to infection and the risk to infection is greater if one has open wounds. The most common skin disease is the fungal infection. “Ang fungi kasi gusto n’ya ‘yung moist na area so better make sure na palaging dry ang paa para hindi ka maging prone to fungal infection, at the same time there is an anti-fungal na we can prescribe for that, you just have to go see your doctor para sila ‘yung magbigay sa inyo,” Villavicencio said. “Err on the safe side and check with the doctor,’ she added. Preventive measures from waterborne diseases Being at risk of waterborne diseases such as leptospirosis does not mean it cannot be prevented. Here are some preventive

tips Dr. Villavicencio suggested that would protect the body from waterborne diseases. 1. Full Rest When asked how to prevent such diseases from happening, Villavicencio said that “full rest” is still what the body primarily needs. “One is para maiwasan ang kahit anong infection, mas maganda siyempre na we have full rest, so bawal magpuyat,” she said. 2. Healthy Diet The doctor stressed that if one is eating lots of vegetables and fruits and drinking ample amount of water, supplements are no longer needed. 3. Hand Hygiene “Hand hygiene” is also important. “[Kapag] hindi available palagi [ang] source of water and soap, okay lang naman kung alcohol or alcogel. It’s very handy and mura,” Villavicencio said. She also made it clear that the body’s immune system is “not necessarily” affected by rainwater. “May mga ibang illnesses lang na mas madaling ma-transmit kung moist lang yung environment, but in essence kung maulanan ka it won’t make you prone to illnesses.” 4. President Duterte SONA 2018 highlights

resident Rodrigo Roa Duterte delivered on Monday, July 23, 2018 his third State of the Nation Address (SONA) in front of around 3,000 lawmakers and guests at the Batasan Pambansa in Quezon City. SONA 2018 broke tradition of highlighting the previous year accomplishments but instead the ironfist leader addressed as a “father of the Filipinos” and focused on desire for genuine and meaningful change for the people. The key policies, programs and initiatives of the government were discussed separately in the successful run of three-part series pre-SONA 2018 Forum. SONA 2018 was delayed by an hour as advice of who will be seated beside President Duterte was not immediately finalized after Pampanga Rep. Gloria Macapagal Arroyo sworn as the new House Speaker. Migrant workers demand right to join referendum

everal dozen migrant workers from the Philippines and Indonesia demanded on (July 15) that they be allowed to join a signature drive for a labor law referendum, saying that labor rights are for all workers irrespective of nationality. “Foreign workers have the same rights as local workers because workers’ rights are human rights,” Gilda Banugan, chairperson of Migrante International’s Taiwan Chapter, said at the rally staged by the Taiwan International Workers’ Association (TIWA) outside Taipei Main Station. The protesters demanded that the government recognize the validity of migrant worker signatures on a petition

for a referendum that would repeal a set of amendments to the Labor Standards Act, which took effect March 1. The referendum would be held in tandem with November’s local elections. The amendments were passed to allow more flexibility in scheduling overtime, but many labor groups objected to revisions that created the possibility of 12 continuous days of work and only eight hours of rest between two shifts. The revisions also raised the cap on overtime to 54 hours per month, up from 46 hours before it was amended, but kept the limit at 138 hours every three months. Migrant workers working in factories

MECO laments Philippines’ listing as second most hated country

any Taiwanese and Filipino netizens alike are perplexed by the results of a survey by the Taiwan Public Opinion Foundation released on June 17, which listed the Philippines as the second-most-hated country by Taiwanese respondents. The poll, released by the nongovernmental and non-profit institute, revealed that Taiwanese respondents most hate North Korea at 70.9 percent, followed by the Philippines (52.9 percent), China (43.9 percent), South Korea (33.8 percent) and Russia (29.7 percent). The country that Taiwanese like the most is Singapore at 88.2 percent, followed by Japan (84.5 percent), Canada (82.3 percent), the European Union (74.8 percent) and the United States (70.6 percent) rounding out the top five. What is concerning to the 150,000 Filipinos working in Taiwan is that the Philippines was second only to North Korea in terms of most hated nations, a majority at 52.9 percent dislike the Philippines and they hated the country even more than China, despite its constant bullying. In response to the results of the survey, the Manila Economic and Cultural Office (MECO), the Philippines’ de facto embassy in Taiwan, on June 29 issued a statement that it lamented the outcome, but that it would continue to strive to promote cooperation between Manila and Taipei, reported ABS-CBN News. In the statement, MECO Chairman Angelito Banayo said: “While the result of the survey is truly lamentable, we will continue to strive in our efforts to promote cooperation between the Philippines and Taiwan.” Banayo said that his government would like to get the bottom of why so many respondents had a negative impression of Taiwan’s close neighbor. MECO would also like to know the demographics

of the survey’s respondents and the exact wording of the questions, according to Banayo. Despite the negative outcome of the survey, the Taiwanese government 11 days later announced that it was extending visafree entry to Filipinos for another year. Many netizens have been perplexed by the outcome as there have been no recent major conflicts between the two nations for a number of years. The only recent clash that many netizens and outlets such as ABS-CBN News have cited as a possibility was the May 2013 Guang Da Xing No. 28 incident, in which a 65-year-old Taiwanese fisherman Hung Shih-cheng was killed by Philippine Coast Guard (PCG) officers when they opened fire on their vessel off Batanes. The shooting took place 180 nautical miles southeast of the southernmost tip of Taiwan, a location that is east of several inhabited Philippine islands and much closer to the Philippines than to Taiwan. But the location is where Taiwan and the Philippines exclusive economic zones overlap and like many jurisdictions around the world, Taiwan and the Philippines have not negotiated clear boundaries for that region. In March of this year, the Philippines announced that it will start building a marine base on its northern most uninhabited island Mavulis, which is the closest island to Taiwan, in order to boost its defense strategy and to deter illegal fishing from its waters. In a speech delivered in September of last year, Philippine President Rodrigo Duterte listed Taiwan as a country where many of his country’s illegal drugs are coming from, riling some in Taiwan for exaggerating Taiwan’s role in the drug trade, while leaving out major players such as China. —Taiwan News

Applying to hire foreign workers to go fully online: Taiwan MOL The Ministry of Labor (MOL) announced (July 13) that it plans to only accept online applications from employers to recruit, employ and transfer migrant workers starting in 2019 in a bid to go paper-free. The exact date in 2019 when the move will be put in place has yet to be decided and will be determined in conjunction with relevant laws, the agency said. Chiu Yueh-yun, the head of the MOL’s Workforce Development Agency CrossBorder Workforce Affairs Center, said in an interview that 89 percent of applications were already being done online as of May 2018.

With the online service already being used in such a high number of cases, it made sense to accept only online applications for permits to recruit, employ and transfer migrant workers starting next year, Chiu said. The online application website can be found at https://fwapply.wda.gov.tw Employers can use the save function in the system to save details they enter for up to seven days, Chiu said. When using the online system, applicants need to receive a case receipt number to make sure that the process is carried through successfully, Chiu said.

Taoyuan airport numbers show New Southbound Policy is working

aoyuan International Airport chairman Tseng Ta-jen said the quantity of passengers and freight traveling between Taiwan and Southeast Asia is continuously growing, suggesting the New Southbound Policy is working, at a seminar in Taipei on June 4, reported CNA. Southeast Asian passengers have become one of the most important sources of travelers for Taiwan’s biggest airport, Tseng said. The comments were made during an address at the “The Opportunities and Challenges of International Air Transport in New Southbound Policy” seminar, which saw participation from national and international experts, as well as key stakeholders in Taiwan’s logistics sector. During his address, Tseng said that Taoyuan airport is enjoying strong growth in passengers from Southeast Asia.

In 2017, 10.19 million southeast Asian passengers used the airport, an increase of 16.2 percent from 2016. In the first six months of this year, the number of southeast Asian passengers grew by a further 9.8 percent when compared to the same period last year. Air freight has seen similar growth, with transport to Southeast Asia increasing by around 10 percent last year and 16.7 percent during January-May this year. Tseng pointed out that airport statistics are a good indicator of economic and trade activities, and the statistics are a positive reflection on the New Southbound Policy. Taiwan extends visa-free entry for Philippines, Thailand, Brunei

he trial visa-free travel program for visitors to Taiwan from the Philippines, Thailand and Brunei will be extended for another year, local media reported (June 27). The program for all three countries will be extended to July 31 next year, the Central News Agency quoted Chang Ching-sen, a minister without portfolio, as saying. Taiwan began a trial one-year visa-free travel regime for visitors from Thailand and Brunei in August 2016 and extended it once before. Philippine tourists were added to the program last November for an initial ninemonth trial period. With the new extensions, the number of days travelers from Thailand and Brunei will be able to visit Taiwan visa-free will be reduced from 30 days to 14 days, the same as that of travelers from the Philippines currently. The visa-free program is part of the government’s effort to increase the number of visitors from countries included in its “New Southbound Policy” covering the 10 Southeast Asian countries, six South Asian countries, Australia and New Zealand. The policy is aimed at offsetting a

significant slump in tourists from mainland China since 2016 when President Tsai Yingwen of the independence-leaning Democratic Progressive Party took office. Beijing suspended official contacts with her government, ending the cross-strait rapprochement that flourished under her predecessor Ma Ying-jeou of the Nationalist Party (KMT). Mainland China has displaced Japan as the largest source of visitors to Taiwan in 2010. Since Taiwan relaxed visa rules for the 18 “Southbound” countries in August 2016, the number of visitors from those countries has increased significantly. Statistics show that about 290,000 visitors came from the Philippines last year, up from 172,000 the previous year. The number of visitors from Thailand last year was more than 292,000, up from 195,000 the previous year. Malaysians and Singaporeans already enjoy full-fledged 30-day visa-free entry to Taiwan, while New Zealanders enjoy full-fledged 90-day visa-free entry and Australians enjoy the same on a trial basis until Dec. 31. —Kyodo News

Gov’t to start direct recruitment of contract workers in 2020

remier Lai Ching-te has decided that in two years’ time, the government will no longer go through brokers to hire contract workers but instead will allow all its central agencies to recruit such workers directly, Cabinet spokesperson Kolas Yotaka said (July 18). Kolas said the decision to roll out that policy in 2020 was made to better protect the rights and interests of government contract workers, who are usually employed

in areas such as forestry management and protection, forestry survey, lab testing and experimentation, national park patrols, and cultural site maintenance. Currently, 80 percent of government contract workers are under the direct supervision of government agencies, while the division of labor and assignment of responsibility are managed by labor brokers and government agencies, according to Kolas. To ensure workers’ rights and interests,

Teen netizen’s mom dismayed by Ellen

ismayado pa rin si Myra Santos sa kawalan ng pagsisisi ng sexy actress na si Ellen Adarna matapos nitong akusahan ng paparrazi ang menor de edad na anak ng una. Deniece Cornejo rape charges against Vhong Navarro junked by DOJ

uluyan nang ibinasura ng Department of Justice (DOJ) ang mga kasong rape na isinampa ng modelong si Deniece Cornejo laban sa TV host-actor na si Vhong Navarro. Base sa desisyon ng DOJ, hindi nila pinayagan ang apela ni Deniece na baligtarin ang naging review resolution ng DOJ Prosecutor’s General noong September 6, 2017. Matatandaang binaligtad ng DOJ prosecutors ang naunang rekomendasyon ng korte na kasuhan ng panggagahasa ang Its’ Showtime host. Noon pang April, 30, 2018 inilabas ng DOJ ang desisyon tungkol sa kasong ito, ngunit nito lamang Huwebes, July 12, nakakuha ng kopya ang ABS-CBN News. Base sa 20-pahinang desisyon ng DOJ, walang matibay na ebidensiya ang kampo ni Deniece upang sampahan ng kasong rape si Vhong. Nakasaad sa desisyon, “[There is] no sufficient evidence to warrant indictment for rape and attempted rape, there is no compulsion to indict him accordingly.” Dagdag pa ng DOJ resolution, “[Cornejo] suffers from a very serious credibility issue [due to] major inconsistencies” sa kanyang tatlong pahinang complaint affidavits. Inihabla ni Deniece si Vhong ng kasong panggagahasa noong January 2014. Sa kanyang unang affidavit, sinabi niyang walang rape na nangyari.
