He said the Philippines is the only member country in the Association of Southeast Asian Nations (ASEAN) that does not have a national ID system. The BSP chief said the BSP is ready to recognize the national ID once it is put in place to replace all other IDs currently required from bank customers. There are various ID cards issued to state workers including the Unified MultiPurpose ID (UMID) issued to members of the Social Security System (SSS), Government Service Insurance System (GSIS), Philippine Health Insurance Corp. (PhilHealth) and the home Development Mutual Fund (Pag-IBIG Fund). “It will solve or it will address many issues such as money laundering compliance. National ID rollout seen early May

he government is hoping to roll out the national ID system using biometrics of all citizens and resident aliens in the Philippines as early as May. Bangko Sentral ng Pilipinas Gov. Nestor Espenilla Jr. said the launch of the national ID system supports the central bank’s aspiration for a more digital economy. “Our great expectation is that we will have finally a proper national ID law as early as next month,” he said. Espenilla pointed out the BSP has been a major partner in promoting the adoption of “what we call a foundational biometric ID system.” The Senate approved on third and final reading the bill, “An Act establishing the Philippine Identification System” last month. The House of Representatives approved the same measure in September last year. “There’s a meeting of the minds between the two houses. And we expect the bicameral conference committee to happen next month. The bill has also been certified as urgent,” he added. The difficult life of OFW Moms By Limary Ng If you will ask children all over the world who is the superhero in their life, most of them will most probably say it’s their Mom. Most of us Pinoys have often heard that our mom is the ‘Ilaw ng Tahanan’, which is really true as our Moms are the ones who guide our way, make our life easier, help us get back up when we make wrong decisions or simply just lost and do not know how to decide on a conflicting situations. But aside from that role, Moms nowadays not only have to take care of their children from the comfort of their home, most of them do not have a choice but leave their children to work abroad to provide a better life for them. Life as an OFW is not all bed of roses, but it gets more difficult when you are apart from your love ones, what more if you are a mom with little children who you won’t be able to see and take care of everyday. OFW moms not only have to fight tiredness, loneliness or homesickness, they most especially have to fight sadness of being away from their children. Being a mom is a noble job, yes it’s a job. Taking care of someone is a job, and we have to love them for that because they do their job without asking for anything in return. I believe that they only ask of in return is for their children to grow up as responsible persons, and this is the best thing we can do to repay their sacrifices for us. As a child of an OFW parents, we need to always remember the hardships they endure to give us a better life. Let us be thankful that our Mothers’ love is indeed unconditional.

DFA requires prepayment for passport, renewal applications

T

he Department of Foreign Affairs (DFA) will live test its e-payment system in its Aseana site on April 14, 2018, a development seen to make passport processes faster and more convenient. In an advisory, the agency said starting April 14, all passport application and renewal appointments at the DFA-Aseana site will require pre-payment via its Passport e-payment facility. The e-payment system allows passport applicants to pay the processing fee through banks and other platforms, Foreign Affairs Secretary Alan Peter Cayetano said earlier. “When you enter your details sa appointment system, you would be made to pay,” Assistant Secretary Frank Cimafranca of the Office of Consular Affairs told ABS-CBN News. “Bago tatanggapin ‘yung application mo you will have to pay upfront. So you cannot avail of the appointment unless you pay,” the official explained further. Cimafranca said this system is expected to prevent fixers from reserving slots and selling them to passport applicants. It is also seen to improve showup rates. The DFA said this live testing is in preparation for the official launch of the passport e-payment system. The agency this year began releasing passports with 10 years of validity. The DFA secretary has promised that passport application processing will be faster and smoother by June this year.

Philippines unveils deliverables for ‘soft opening’ of Boracay

T

he government has unveiled its list of deliverables within the 6-month closure of Boracay, giving a clearer picture of what the island’s locals and tourists should expect by the end of the shutdown. Interior Assistant Secretary Epimaco Densing said Boracay may be opened earlier than the 6-month schedule if the following goals are met: 1. CLEAN WATER DISCHARGE Densing said that by July, there should be 30 consecutive days of clean water discharge into the sea which should meet the standards set by the Department of Environment and Natural Resources. The government has blamed untreated wastewater for the sorry state of Boracay’s seawater. For years, Boracay’s turquoise waters have been afflicted by slimy and dark green algae. Scientists attribute the algal bloom to the direct discharge of untreated wastewater into the sea. 2. ZERO SOLID WASTE There should also be no solid waste being brought to mainland Malay’s sanitary landfill, Densing said, as the government urged business establishments to practice proper waste segregation. The municipal government said the current daily average volume of waste generated in the island is 78.10 tons, about a third of which are residual and transported to mainland Malay on a daily basis. Non-biodegradable wastes are managed at the materials recovery facilities in barangays Manoc-Manoc and Balabag in the island. 3. Galaxy Entertainment’s Philippines partner denies Boracay casino scrapped

T

he local partner of Chinese casino operator Galaxy Entertainment Group denied that they have abandoned plans to build an integrated casino and resort in Boracay. Leisure & Resorts World Corporation on April 17, said it continues to be in talks with Galaxy Entertainment. This is in response to the pronouncement made by Tourism Assistant Secretary Frederick Alegre that Boracay Philippines Resort and Leisure Corporation (BPRLC) – the joint venture of Galaxy Entertainment and Leisure & Resorts World – is now looking for another venue for its planned $500-million, 23-hectare integrated resort and casino. BPRLC on March 21 bagged a provisional gaming license from the Philippine Amusement and Gaming Corporation (Pagcor) – just a few days before President Rodrigo Duterte

ordered the 6-month closure of the island starting April 26. “Both parties have not reached any final decision regarding its planned Boracay resort project. Following protocol, no change in plans or project location would be made without prior consultation and agreement with Pagcor,” Leisure & Resorts World said in a statement. “Contrary to claims that Galaxy has abandoned its planned Boracay project, no such announcement has been made nor communicated with Pagcor,” the listed firm added. This comes a week after Malacañang said, “no casinos in Boracay, period.” On August 3, 2017, AB Leisure Global Incorporated, a subsidiary of Leisure & Resorts World, formally applied for a license to operate a casino in Boracay. It was in December 2017 when Galaxy Entertainment chairman

and founder Lui Che Woo paid a courtesy call on Duterte to discuss his firm’s plan of investing as much as $500 million for a “low-rise, eco-friendly resort development” in Boracay. A deed of assignment between AB Leisure Global and BPRLC was then signed last January 9. On January 13, Pagcor stopped accepting and evaluating applications, after Duterte

imposed a moratorium on new casinos. Months after, Leisure & Resorts World bought a 23-hectare land in Boracay for the casino-resort. NEWS Duterte orders PNP to arrest peddlers of fake meds

P

resident Rodrigo Duterte has ordered the Philippine National Police to arrest those behind the spread of fake medicines in the market, his chief legal counsel Salvador Panelo said. Duterte issued the order after the Food and Drug Administration warned the public about the proliferation of fake 500 mg Paracetamol Biogesic in the market. Panelo said Duterte wants those behind the counterfeiting of medicines to be charged with economic sabotage, noting a 2011 study that drugs and medicines account for 46 percent of total medical out-of-pocket expenses of Philippine households. “Substandard and falsified medicines have become a global pandemic, impacting the safety of patients around the world,” he said. “The purchase and use of the fake medicines, including fake paracetamol, poses potential danger and injury to consumers.” Panelo said the filing of economic sabotage charges is in order because of the potentially huge revenue losses for the government. He said the spread of fake drugs undermines the national economy and also threatens national security by endangering the health of a vast majority of the people.

Grab owes customers P1.8 billion – lawmaker

T

he Land Transportation Franchising and Regulatory Board (LTFRB) was urged to look into the fees that transport network service provider Grab is charging thousands of riders. In making the appeal, Rep. Jericho Nograles of party-list group Puwersa ng Bayaning Atleta accused Grab of illegally charging P2 per minute of travel, aside from legal fees approved by the LTFRB. He said a response from Grab to his query showed that last Jan. 22, his total fare of P404.98 for his trip from Makati to the House of Representatives in Quezon City included P118 for the 59-minute travel time, or P2 per minute. “Grab charges P2 per minute illegally. They’re not allowed to charge that. The LTFRB has not allowed them to charge a per-minute fee,” he added. Nograles pointed out that Grab should collect only the flag down rate of P40 and the additional P10 to P14 per kilometer of distance traveled. “Obviously, Grab doesn’t want us to know that we are being charged extra and that is against the law. That is against the provisions of our existing consumer laws particularly Republic Act 7394 or the Consumer Act of the Philippines,” Nograles pointed out. “Providers of goods and services are required by law not just to issue official receipts but also a detailed breakdown of what were paid for.” Nograles urged the LTFRB to direct Grab to return to their riders the P2 it has collected for the past five months. He estimated total collections to be about P1.8 billion.

5 Philippine cities among 10 safest in Southeast Asia

A

report released recently by collaborative online database Numbeo showed Valenzuela City, Davao, Makati, Baguio and Cebu among the top 10 safest cities in the region. Numbeo is an online database that provides information about the living conditions in countries around the world. Singapore was named the safest city with 16.23 percent crime and 83.77 percent safety rates. Valenzuela City is next with 25.21 percent and 74.79 percent crime and safety rates, espectively. Ranked third is Chiang Mai in Thailand, in fourth place is Davao with 28.79 percent and 71.21 percent crime and safety rates, respectively. Makati came in fifth with 39.56 and 60.44 percent. The Philippines’ summer capital, Baguio City, was in sixth place with 40.57 and 59.43 percent, followed by Bali in Indonesia. Cebu ranked eighth with 44.28 and 55.72 percent; Penang in Malaysia landed in ninth place, followed by Bangkok in Thailand. Numbeo said the data is based on a survey conducted on netizens who visited its website www.numbeo.com. It said that questions for these surveys are similar to those asked in several scientific and government surveys. Numbeo said that surveys are filtered to eliminate potential spam, like people entering a large amount of data which are differentiated from the median value. Numbeo’s reports were either cited or used as a source in some major publications around the world such as Forbes, Business Insider, Time, The Economist, BBC, The New York Times, China Daily and The Telegraph.

It looks like we’re finally getting a subway

T

he much-anticipated Mega Manila Subway project, which claims a travel time of 31 minutes from Quezon City to Taguig, is now one step closer to reality. Officials from the Philippine and Japanese governments formally signed the first tranche of the Official Development Assistance (ODA) loan for the P355.6 billion project. The first tranche covers ¥104.530 billion, or roughly $935 million. It carries a 0.10% per annum interest rate for non-consulting services, and a 0.01% per annum rate for consulting services. The loan will be repaid within 40 years with a 12-year grace period. Representing the Philippines during the signing were Finance secretary Carlos Dominguez III, Budget and Management secretary Benjamin Diokno, and Transportation undersecretary for railways TJ Batan. “Previously thought by many to be impossible, today’s milestone in realizing the Philippines’ first subway project is a testament to the adage that bold problems require bold solutions, and that bold solutions require bold and visionary leaders to deliver,” said Transportation undersecretary Batan. This is certainly good news for the commuters out there. The subway will stretch 30km, with 14 stations between Mindanao Avenue and NAIA, with an optional 5km extension and two additional stations to connect to LRT 1. The Department of Transportation estimates it will be able to service 370,000 passengers daily.

Why the Philippine FDA issued an alert vs some K-beauty products

T

he Philippine Food and Drug Administration (FDA) has warned against the distribution and use of “banned” cosmetics from South Korea. What triggered the advisory? No less than a ban and recall from the Ministry of Food and Drug Safety of South Korea. The Philippine FDA, citing its South Korean counterpart, said the products contained “dangerous levels of antimony.” Among the products affected were from Aritaum, Etude House, Homme, Skinfood, 3CE and Makeheal Antimony, the FDA said, is a “heavy metal found naturally in the environment which has been proven to cause adverse health effects in humans.” Exposure to toxic amounts can lead to skin irritation, headaches, nausea, vomiting, insomnia, and abdominal pain, among others. The FDA said that if you encounter these symptoms, you should head to a nearby clinic. “Anyone who has bought the aforementioned cosmetic products, either from international travel or social media sites illegally offering them for sale, you are highly advised to immediately stop using them and throw them away,” the FDA said.

MECO has collaborated with Litratista, an association of Filipino photographers based in Taiwan for this photo competition. According to MECO, the photo contest aims to (1) promote tourist destinations and activities in the Philippines and (2) celebrate the value of Filipino dedication and hard work in Taiwan’s culture and economy. MECO said that the judging will be based on originality, composition, technical excellence, artistic merit and relevance to the themes. MOFA made the statement in response to the U.S. Department of State’s 2017 Human Rights Reports released a day earlier, in which the one for Taiwan pointed out concerns about the working conditions of migrant workers in Taiwan. According to the report, “the approximately 600,000 foreign workers, primarily from Indonesia, Vietnam, the Philippines and Thailand, were vulnerable to exploitation.” In response, MOFA spokesman Andrew Lee told CNA that relevant government agencies will work to enact laws, strengthen the execution of laws and use awareness campaigns to protect the rights of people living in the country. Furthermore, MOFA hopes to elevate its cooperation with the U.S. on issues of global human rights, given the two countries’ shared values of democracy and human rights, Lee continued. Meanwhile, the Ministry of Labor (MOL) also responded that same day, saying that the same labor laws govern both domestic and

foreign workers in Taiwan, so there should be no discrepancy in the way the two groups are treated. The MOL has set up a comprehensive system for the protection of foreign workers’ rights, including a “1955” toll-free multilingual hotline, with services in Chinese, English, Thai, Indonesian and Vietnamese, for workers to call in complaints about labor law violations. As it strives to make more improvements, the MOL is also looking at a leave plan that will allow workers, such as caregivers who work in people’s homes, to receive more time off, which will benefit both them and the people they take care of. This is not the first time that Taiwan’s issues with migrant workers’ rights has been brought up by someone outside the country. Last month, the Environmental Justice Foundation, a United Kingdom-based nonprofit organization, called on Taiwan to step up its fight against human trafficking at sea and provide greater protection to migrant fishermen employed on Taiwanese vessels. It posted a video online titled “Exploitation and Lawlessness: The Dark Side of Taiwan’s Fishing Fleet,” in which it exposed the exploitation suffered by migrant workers on Taiwan-owned fishing boats. Taiwan to rate foreign worker brokerages

T

he annual review of foreign worker brokerages will rate more than 1,000 companies beginning April 23, the Central News Agency reported. The existence and especially the fees charged by migrant worker brokerage agencies have often been targeted by critics as exploitation, with demands for their abolition gaining ground. In this year’s review beginning Monday, the Ministry of Labor will look at 1,471 companies and publish the results of the work on its website on October 31, CNA reported.

The agencies will receive points out of 100 based on items such as general service, management and handling of labor law violations According to the scores, they will be divided into A-grade brokerages, for 90 points or more, B-grade for 70 to 89 points, and C-grade for those agencies receiving fewer than 70 points, CNA reported. In the review covering 2016, the A category included 487 brokerages, the B class 773 and the C group 73 agencies. Most foreign workers in Taiwan come from Southeast Asian countries such as Indonesia, Vietnam and the Philippines.

fter holding a series of direct hiring interviews and orientations in Davao City of the Philippines in November 2017, the first of its kind by a Taiwanese company on the southern island of Mindanao, I-Mei Foods Company embarked on its second recruiting trip to the Philippines on April 13, 2018, and will hold recruiting events in Davao City and Manila. The company will offer residents on the southern islands a friendly working environment in accordance with Tsai Ingwen’s “New Southbound Policy,” and assist in Philippine President Duterte’s efforts at narrowing urban-rural income disparity. A mass hiring event was held in Davao City this past weekend, which drew huge numbers of job seekers who are keen to join Taiwan’s leading food company and its biggest bread provider. During the orientation, the

recruitment team played a short video filmed by the company which showed interviews with the first group of direct-hire Filipino workers from Davao City. In the video, Filipino employees working in different departments at the company’s Nankan plant in Taoyuan City expressed their gratitude for the direct hiring program, especially to Davao Mayor Sara Duterte for giving them this wonderful opportunity, and the president of MECO, the POEA Manila and POEA Mindanao who made their dreams possible. Most of the applicants expressed their excitement after watching the video and said they are eager to join the I-mei company. According to the company, more than 300 job applications have been received in Davao and 800 in Manila, two times higher than the number of applicants last year.

Duterte will no longer sign EO on contractualization —DOLE

resident Rodrigo Duterte will no longer sign an executive order (EO) on contractualization, Labor Secretary Silvestre Bello III announced. Bello said in a press briefing at the Department of Labor and Employment (DOLE) that the President will instead certify as a priority bill a pending bill in the Senate on the security of tenure. He said the three drafts of the EO made it to the Office of the President and were studied by the Office of the Executive Secretary. The EO and the Senate bill, he said, are reinforcements of DOLE Department Order 174, which he said can address the issue of unlawful contractualization “if there is an effective and honest-to-goodness implementation” of the order. “One version—it says they must be recognized as regular employees of the hiring company, and the other one says they should be recognized as regular employees of the service contractor,” presidential spokesperson Harry Roque said at a news conference in Malacañang, referring to the drafts of the EO received by the President. “In any case what’s important is: This is not the endo the President promised to end because ‘yung 555 is not provided in the EO. 555 is not legitimized by the EO. It remains prohibited,” he said. Roque also said the President “goes by the decision” of his Cabinet members when it comes to running the affairs of their respective departments. “You know that. He was very clear on Boracay issue. He promised he will implement the recommendation of his Cabinet members. He did so,” Roque said.

The Palace official added he will check if a certification of the Senate bill as urgent “will come out very soon.” “The position of Secretary Bello now is it is better to leave the matter of endo to Congress. And I’ve also been informed by the Department of Trade and Industry that actually the President has already complied with his election promise to do away with 555 endo,” Roque said, stressing that DOLE has increased its number of labor inspectors from 200 to 500 tasked to do a crackdown on those resorting to endo. Duterte was supposed to meet with labor groups on Monday regarding the proposed EO but it did not push through. ‘Dramatic issuance’ on May 1 In spite of this, Bello said workers should watch out for Duterte’s speech on Labor Day for a possible “dramatic issuance.” “Your guess is as good as mine,” Bello said. “We should expect something from the President.” He then reassured labor groups that DOLE is not holding back on its enforcement of rules on contractualization. “Hindi po kami nag-aalanganin pagdating sa enforcement,” Bello said. Several labor groups threatened to hold nationwide protests on May 1 in case the EO does not get signed. Job fairs will be held across the country on May 1. The main location for the festivities will be in Cebu, where Duterte is expected to make his annual Labor Day speech. he Ninoy Aquino International Airport (NAIA) is now prepared to entertain the expected influx of passengers for the summer season, the Manila International Airport Authority (MIAA) said. MIAA General Manager Ed Monreal said he has ordered local airlines to fast-track processing of passengers, and the installation of more airconditioning units. “With this development, passengers can be assured of a convenient and relaxing atmosphere while waiting for their flights this summer season,” he said. “I call local carriers plying domestic routes to make sure that we do not create long lines in our check-in counters due to shortage of people or delayed opening of their counters,” he added. Facebook blocks pro-Duterte websites suspected of spreading fake news

F

acebook has started blocking some pro-Duterte websites that are suspected of peddling fake news, as the world’s largest social network intensifies fact-checking efforts to weed out misleading content and false information. According to Facebook, users are prevented from sharing content from the websites for not following the social network’s “community standards” and for being “unsafe.” Facebook has been battling widespread alarm amid issues on the company’s efforts to protect users’ data, as well as accusations that the platform was used as a tool to influence elections and imperil democracies through the spread of false and divisive news. Bloomberg last year reported that the social media giant’s “political team” allegedly trained the camp of President Rodrigo Duterte on how to maximize the platform for campaign. Among the first and the notable fake new propagated during Duterte’s campaign was the supposed badge of support given by Pope Francis to the firebrand leader, whose almost two decade mayoral stint in Davao City was marred by alleged human rights abuses. But Malacañang had maintained that it would have been “foolhardy” for any political candidate not to tap Facebook as a campaign tool. The proliferation of fake news in the Philippines has prompted lawmakers to hold congressional probes into the matter. Meanwhile, some officials of the current administration are being accused of spreading disinformation online, including Presidential Communications Operations Office Assistant Secretary Mocha Uson, who runs a pro-Duterte Facebook page with more than five million followers. Despite conducting public hearings in aid of legislation, Sen. Grace Poe, chair of the Senate Committee on Public Information and Mass Media, said Congress “cannot legislate thought control.”

Philippines among countries with highest adolescent birth rate

T

he Philippines is among the countries in Southeast Asia with the highest adolescent birth rate, experts said. In a statement, experts from United Nations agencies International Planned Parenthood Federation and Plan International and some civil society organizations said that while adolescent birth rates have declined globally, they remained generally stagnant or has been increasing in Southeast Asia. At the recent meet in Bangkok on child marriage, early unions and teen pregnancy in the region, it was shown that the average adolescent birth rate in the region is 47 births per 1,000 females aged 15 to 19 – higher than the average of 35 in South Asia and close to the global average of 50. The highest adolescent birth rates at the country level were seen in Lao PDR (94), Cambodia (57), Thailand (50), Indonesia (48) and Philippines (47). It was also shown that despite declines in recent decades, the prevalence rates of child marriage and early union remain high in Southeast Asia. Björn Andersson, UN Population Fund regional director for Asia and the Pacific, said adolescents in Southeast Asia enter early in marriages and unions for a range of reasons and in widely varying circumstances.

DOH official to parents: Boost Dengvaxia kids’ immune system

A

n official of the Department of Health (DOH) has said parents should boost the immune system of their children who have been given the controversial Dengvaxia vaccine. Dr. Eduardo Janairo, DOH regional director in Calabarzon, issued the statement as he told parents during a Dengvaxia forum held in Imus, Cavite that the department has yet to conclude its investigations into the deaths of children who have been given the controversial dengue vaccine manufactured by Sanofi Pasteur. “While waiting for results, as parents, we have to do something to boost our children’s immune system by giving them immunity-boosting phytonutrients such as vitamin C, fruits and vegetables, including adequate sleep,” Janairo said. He said that although dengue kits distributed by the DOH come with Vitamin C and multivatiamins, parents should make sure that their vaccinated children should have “wellbalanced meals and sufficient fluid intakes like water, soup and juices.” The DOH said at least 830,000 public schoolchildren were vaccinated with Dengvaxia. It added that Calabarzon is the second region with the most number of schoolchildren vaccinated with Dengvaxia following the National Capital Region. The DOH said a total of 2,674 schools in Calabarzon participated in the government’s dengue vaccination program, which was rolled out in April 2016. It said a total of 158,520 children in the region received the first dose; 129,176 received the second dose; and 112,659 completed the third dose while a total of 4,261 children were administered with Dengvaxia in community-based vaccinations. Meanwhile, the DOH said a total of 5,310 dengue cases have been recorded in Calabarzon from January 1 to March 31 this year and the most number of cases or a total of 1,937 with 34 deaths were recorded in Cavite.

Ang malimit na ginagamit na talinhaga sa budhi ay ang “tinig ng kalooban” o “ilaw ng kalooban.” ANG BUDHI (konsyensiya) ay kamalayang moral tungkol sa kung ano ang tama at mali. Ito ay kapasidad na ibinigay ng Diyos sa tao nuong una pa. Nagkaroon ang tao ng kamalayan sa tama at mali matapos ipagutos ng Diyos na huwag kanin ang prutas sa gitna ng hardin. Tinukso sila ng Diablo at pinili nilang suwayin ang utos ng Diyos. Kaya mula ng bumagsak ang tao sa kasalanan, namalayan nilang nagkasala sila sa Diyos at inusig ng budhi(Gen. 3: 1-10). Tao lamang ang binigyan ng budhi. Lahat ng tao ay may budhi. Walang ano mang uri ng hayop ang pinagkalooban nito. Kaya hindi ka makakakita ng Tigre o Leon na matapos patayin ang kapwa hayop ay sinumbatan ng budhi. Ang budhi ang nagsasabi kung ang inisip, sinabi, o ginawi ay ayon sa tama o mali. Inuusig ng budhi kung mali ang inisip, sinalita o ginawi at masaya naman kung ayon sa tama ang mga ito. Ganito ang sabi ng Biblia, “Ipinapakita nila na nakasulat sa kanilang mga puso ang gawa ng kautusan. Nagpapatotoo rin ang kanilang budhi at sa bawat isa ang kanilang isipan ang umuusig o kaya ay nagtatanggol sa kanila” (Roma 2:14-15). Mamalayan ang presensiya ng budhi kapag nanumbat ito. Gaya ng mga Hudyo na babatuhin sana ang babaing nahuli sa pangangalunya. Ngunit nang sabihin ni Jesus na ang sino mang hindi nagkakasala ay siyang unang bumato. Sila na nakarinig nito ay sinumbatan ng kanilang mga budhi....( John 8:9). Subalit huwag natin akalain na ang sariling budhi ang final authority sa ethical na ugali o moral na asal. Bakit? Sapagkat may ilang klase o uri ng budhi ayon kay Apostol Pablo. MANHID NA BUDHI. Sinabi ng Biblia, “Ang mga taong ito ay nagsasalita ng kasinungalingan na may pagpapaimbabaw. Ang kanilang budhi ay pinaso” (1 Timothy 4 :2-5 ). Ang ibig sabihin ng pinaso na budhi ay salat sa katotohanan ang konsiyensya. Nawala ang kapasidad sa katotohanan. Naging insensitive na. Wala ng sense kung ano ang tama o mali. Patay na ang budhi. Hindi na gumagana. Walang muwang at pakiramdam sa mga tutuong aral ng Diyos.

Uri ng budhi

Ang ganitong budhi ayon sa Biblia ay galing sa demonyo. Ang halimbawa ng taong may ganitong budhi ay pagbabawal sa mga tao na mag-asawa o pagbabawal sa ilang uri ng pagkain samantalang Diyos ang nagtayo ng institusyon ng pag-aasawa at nagkaloob ng pagkain sa tao. Ginawa ng Diyos ang lalaki at babae upang maging isa, magbunga ng mga supling at mamuhay ayon sa patakaran ng Diyos. Oo, may mga taong sadyang ayaw mag-asawa at ipinasa Diyos na nila ang buhay, ngunit hindi nila hinihikayat ang iba na maging kagaya nila. Ang ilang mga relihiyoso na manhid ang budhi sa katotohanan ay sina Caiaphas at Anas, mga mataas na saserdote ( pari) nuon. Tama sa kanilang budhi ang ipapatay si Jesus na napatunayan sa harap ni Pilato na walang kasalanan. Alam ni Pontius Pilato na inggit lamang ang dahilan ng kanilang desisyon. Ngunit sa kabila naman na alam ni Pilato ang katotohanan ay nagpadala rin ito at pinaburan ang maling petisyon ng mga Hudyo. Naghugas pa kuno ng kamay. Sa panahon ngayon, maraming relihiyon na manhid ang konsiyensya. Halimbawa, ikinakasal ang mga lalaki sa kapwa lalaki at babae sa kapwa babae sa kabila na ito ay taliwas sa turo ng Diyos. Itinatalaga pa sa mataas na tungkulin pang-simbahan ang mga nagladlad nang tutuo nilang pagkatao bilang bading o gay. Itinatago o kinukunsinti nila ang mga nagkasalang pastor o pari imbes ipailalim sa hustisya o alisin sa silbisyo kung napatunayang taliwas sa turo ng Diyos ang mga ginawa. NADUNGISANG BUDHI. Sinabi sa Biblia, “Sa taong malinis, ang lahat ng mga bagay ay malinis. Ngunit sa lahat ng nadungisan at hindi sumasampalataya ay walang bagay na malinis. Subalit ang kanilang pag-iisip at budhi ay nadungisan” (Titus 1:15-16). Paano nahahayag ang nadungisang budhi? Simple. Sinasabi nila na kilala nila ang Diyos, ngunit kaiba naman ang kanilang ginagawa sa buhay. Nagsisimba nga ngunit pagdating ng Lunes hanggang Sabado, iba’t-ibang milagro ang ginagawi. Lahat ng salita ay may P#@#*#. Malalaswang panoorin ang kinahihiligan. Kinahuhumalingan ang hindi naman niya asawa. Nagsisinungaling at dinadaya ang tutuong asawa. Pakitang tao, mayabang at masama ang iniisip sa kapwa. Ugali ang magsinungaling, magpalusot at manirang puri sa kapwa. O kaya, sinasamba ang salapi kay sa Diyos. Para sa kanila, hindi masama ang mga iginagawi bagaman nakakasira sa sarili, pamilya, katrabaho at iba pang taong apektado. Ito nga ang dahilan kung bakit nasasabi natin sa mga taong nakagawa ng bagay na masama, “ano kayang klaseng budhi meron ang taong iyan?” Nasasabi natin ito sa mga politikong kasamang na-akusa sa Pork Barrel Scam, mga Pulis na nangongotong, o mga korap na nagpapahirap sa bayan. Sa tutuo lang, ang mga taong ito ay mayroong din budhi, subalit madungis (filthy) nga lang. Ikaw at ako man ay may bahid ng dungis ang budhi kung talagang susuriin bagaman hindi tayo nakagawa ng grabeng krimen. Nagkakasala rin tayo sa isip, salita at sa gawa gaya ng inggit, kayabangan, tsismis, pangaalipusta, pag-iimbot, paglapastangan sa karapatan ng iba, pangmamaliit sa kapwa at iba pa. Nag-chi-cheer pa sa ibang pagkakataon kapag pabor sa sariling interes ang ginawi ng nanamantala. Lumalabas na kunsintidor pa ang budhi sa maling ginawa ng iba dahil nakikinabang sila sa gawang masama nito. May mga taong kinukunsinti ang masamang gawa ng kanilang magulang, asawa, kamaganak o kaibigan. Nagiging bulag-bulagan na

lamang at tanggi ng ipaglaban ang tama o panindigan ang tama. Nadungisan na nga ang budhi. MABUTING BUDHI. Layon ng Diyos na magkaroon ang lahat ng tao ng mabuti at dalisay na budhi. Ito ang sinabi ng Biblia, “Ngunit ang layunin ng utos na ito ay pagibig na mula sa isang pusong dalisay, isang mabuting budhi at walang pakunwaring pananampalataya” (1 Timothy 1:5). Hindi kayang linisin ng tao ang sarili niyang budhi. Hindi rin malilinis ang budhi sa pagsali sa rituwal na relihiyon (Hebreo 9:9; 10:2). Hindi rin malilinis at maitutuwid ng tao ang budhi sa pamamagitan ng edukasyon. Maraming mataas ang pinag-aralan subalit palpak pa rin. ilang example ay si Jeffrey Skilling, Harvard MBA graduate,1979 at naging financial consultant ng malaking kompanya sa Amerika. Ang krimen na nagawa ay malawakang pandaraya at pakikipagsabwatan na pinangunahan niya. Si Lyle Menendez, Princeton University, 1989, mayaman. Ang kasalanan ay pinatay ang kaniyang magulang sa pamamagitan ng shotgun. Si Amy Bishop (babae), Harvard Ph.D. graduate sa Genetics, 1993. Ang krimen, nakapatay nang tatlo at sugatan ang tatlo pang miembro ng faculty sa Alabama sa kanyang pamamaril. Maliwanag na depektibo ang budhi ng tao at hindi malilinis ng relihiyon o mataas na edukasyon. Ano ang tutuong makalilinis sa budhi ng tao kung gayon? Lumapit na may pagkumbaba sa Diyos Ama at manalig na dugo lamang ni Cristo ang maglilinis ng manhid o nadungisang

budhi. Ganito ang sabi ng Biblia, “higit ang nagagawa ng dugo ni Cristo! Sa pamamagitan ng walang hanggang Espiritu, inialay niya sa Diyos ang kanyang sarili bilang handog na walang kapintasan. Ang kanyang dugo ang lumilinis sa ating mga budhi sa mga gawang walang kabuluhan upang tayo’y makapaglingkod sa Diyos na buháy” (Hebreo 9:14; 10:22-23). Lumapit sa Diyos na may tutuong pagsisisi at pananalig na si Jesus ang nagbayad ng ating kasalanan at maglilinis ng iyong budhi sa pamamagitan ng kanyang pagkamatay, pagkalibing at pagkabuhay na muli ngayon na din. Kapag ginawa mo iyon, papatnubayan ka ng Banal na Espirito itatag at palakasin sa katotohanan ang iyong budhi. Ganito ang pahayag ni Jesus, “ Ngunit pagdating ng Espiritu ng katotohanan, papatnubayan niya kayo sa buong katotohanan....Pararangalan niya ako sapagkat tatanggapin ng Espiritu mula sa akin ang ipahahayag niya sa inyo....” (Juan 16:1315). “Gayundin naman, tinutulungan tayo ng Espiritu sa ating kahinaan sapagkat hindi tayo marunong manalangin nang nararapat, kaya’t ang Espiritu ang namamagitan para sa atin, at dumaraing sa paraang hindi natin kayang sambitin. At ang Diyos na siyang nakakasaliksik sa puso ng tao, ang siyang nakakaalam kung ano ang kalooban ng Espiritu, sapagkat ang Espiritu ang namamagitan para sa atin, ayon sa kalooban ng Diyos” (Roma 8:26-27). Anong klaseng budhi mayroon ka ngayon? Manhid? Nadungisan? O Mabuti at pinadalisay ni Jesus at ng Banal na Espiritu?

A card equipped with EMV technology has a computer chip (that looks like a SIM card) embedded on its front side. Why Upgrade to an EMV Card? “My old card works just fine. Why do I need to replace it?” You probably wondered when you received a message from your bank asking you to have your magnetic stripe card replaced. EMV debit, prepaid, and credit cards offer greater security features than traditional magnetic stripe cards. Their microchip contains encrypted cardholder’s data that are almost impossible to copy or fake. Traditional magnetic stripe cards are prone to ATM fraud because they contain unchanging information, which hackers can easily steal using skimming devices. In contrast, EMV chip cards generate a unique code for every transaction that cannot be reused. Even if scammers steal chip information from EMV cards, they won’t be able to use the data again for fraudulent activities. In the United States, EMV technology adoption has led to fewer cases of banking

fraud. Visa recently reported that counterfeit fraud dropped by 66% in June 2017 compared to two years ago, as the number of EMV chip cards increased by 190%. Locally, the Credit Card Association of the Philippines (CCAP) noted fewer incidents of skimming and fraud as a result of more stringent regulations such as the Philippines’ shift to the EMV standard. What Happens if You Don’t Convert to EMV? Your old ATM or debit card will be deactivated if you fail to claim your EMV card on the deadline set by your bank for non-EMV card replacement. That means you can’t use it anymore to withdraw money from ATMs, pay for your purchases at point-of-sale (POS) terminals, and do online shopping. In short, your magnetic stripe card will no longer be accepted for any transaction. You can still access your account through online and mobile banking, though. Also, you can make over-the-counter transactions at any branch of your bank, but these come with certain fees. Until When Do Banks Replace Non-EMV Cards? Most banks in the Philippines have already phased out non-EMV cards since 2017 until early this year. However, clients of these banks can still have their old cards replaced by visiting their branch of account. On the other hand, several banks are changing old ATM and debit cards to EMV cards as of this writing. AUB and BDO customers can request for their new EMV cards until January 30 and January 31, respectively. UnionBank recently extended its

deadline for EMV card replacements to March 31. BPI is currently processing their EMV cards, starting with Metro Manila and gradually into provincial branches as well.

How to Get a New EMV Card Here are the simple steps to replacing your non-EMV card with a new one: Go to your branch of account (Some banks such as Maybank, Metrobank, and RCBC allow claiming of EMV cards at any branch.) Present at least one valid ID. Your bank may also require you to surrender your old card. Wait for the bank to issue your EMV card. You may get it on the same day or several banking days after. Once you receive your new card, the bank will automatically deactivate your old card. Activate your EMV card immediately. You can’t use the card until you’ve activated it. Follow the bank’s instructions for your card activation. Banks advise their clients to personally claim the replacement ATM or debit card at their branch of account. However, your bank may let you request for card pick-up at your preferred branch if your original branch’s location is too far from your home or office. If your ATM card is linked to a payroll account, you don’t need to go to the bank. Coordinate directly with your HR department regarding your new EMV card. OFWs can assign an authorized representative to take care of their nonEMV card replacement. It may also refer potential marketing networks that can help sustain a business. OWWA members can apply for Balik Pinas! Balik Hanapbuhay! at the nearest OWWA regional office, through the OWWA website, or via phone call (8917601 up to 24, local 5217, 833-6992, or 09175908654). Overseas Filipino Workers – Enterprise Development and Loan Program You can get an OWWA business loan through one of the agency’s partner banks (Land Bank and DBP). If you’re still working abroad, your legal spouse, parent (aged 60 below), or child (aged 18 above) can file an application on your behalf. This OWWA loan program offers a low annual interest rate of 7.5% that’s fixed for the entire loan duration. This secured loan can be repaid either for up to one year or seven years. For single proprietorship, the loan amount ranges from PHP 100,000 to PHP 2 million. If you’re applying as a part of a group (partnership, cooperative, or corporation), you can borrow up to PHP 5 million. To apply for the loan, submit your business plan to the nearest OWWA regional office. You’ll be required to attend the entrepreneurship development training on what you need to know about starting and sustaining a business.

They also enjoy higher tax exemption of up to 5% on their PERA investment. Investing in PERA is a good way to prepare for your retirement in the Philippines, as the funds are invested in a variety of financial vehicles: bonds, mutual funds, UITFs, and stocks. As of this writing, only BDO and BPI are accredited by the Bangko Sentral ng Pilipinas to provide and administer PERA investments. 6 tips for achieving summer-ready skin

A

s the weather slowly slips from cool nights into sweltering summer days, it’s getting even more tempting to hit the beach, work on our tans, and enjoy the sun. But before we lay those towels over beach chairs or start inflating those fun pool floats, there are a few things to cross off our to-do lists before, during, and after we expose our skin to the sun. Exfoliate — Scrub off old, dead skin cells to reveal brighter skin by exfoliating once or twice a week. Exfoliating also prevents ingrown hairs from all the waxing and shaving you might be doing this summer. The key is not to overdo it – you don’t want to end up hurting yourself from too rough an exfoliator or do it so often that you’re stripping away natural oils and not giving your skin enough time to heal. Opt for a loofah, a sponge, exfoliating gloves, or even a washcloth to exfoliate your body, and a scrub (like Skinfood’s famous Black Sugar Mask Wash Off) for your face.

Hair removal — In an age where women are reclaiming their bodies, it’s entirely up to you whether or not you want to leave your legs, underarms, or bikini line au naturel. But if you do choose to get rid of your body hair, know that you have numerous choices. Shaving is quick and painless, but waxing will give you longer-lasting results. Sugaring, which is similar to waxing but instead uses sugar suspended in a gel or paste, is another option and is reportedly less painful than waxing. Depilatory creams dissolve hair and are available in drugstores and supermarkets. For more permanent, though more costly, hair removal, laser hair-removal is also an option.

Moisturize — Moisturizing is a must for all skin types, regardless of whether it’s summertime or winter. Kiehl’s and Clinique produce excellent moisturizers with a cult-like following, while Physiogel or Avene are great drugstore finds. Choose whichever one suits your skin type and lifestyle. Slather on the SPF — Regardless of whether or not you want to achieve a summer tan, sunscreen is a must! Not only does it prevent sunburn, but it also prevents sun damage – which results in dry, wrinkled, discolored, and leathery skin, according to Cleveland Clinic – and skin cancer. Stay hydrated — No matter how much work you put in on the outside, your body will look and feel better if you treat the inside well, too. Aside from maintaining a healthy diet, drinking an average of 8 8-ounce glasses of water everyday can help with ridding your body of toxins and keeping your skin feeling less dry, tight, or flaky. Don’t believe us? Take it from Kris Aquino, who says she drinks 5 liters of water a day. Take supplements — Sometimes, no matter how well we eat and how well take care of our skin, our bodies need a little extra boost. Aside from vitamis A, D, C, and E – each of which help fight acne, minimize dark spots, create collagen, and promotes cell turnover – look into fish oil, which is full of amino-3 fatty acids, or zinc, which reduces inflammation. As with anything to do with nutrition though, do consult with a doctor before you take any supplements.

Makakatulong din aniya kung hindi magpapatalo sa stress. “Tuwing gigising ka sa umaga, kailangan mayroong kang paniniwala na magagawa mo yung binabalak mo sa buong maghapon, at hindi ka papatalo sa mga challenges ng maghapon na ‘yon,” ayon sa doktor. Bukod sa tamang pag-iisip at paniniwala, maaari rin aniyang maiwasan ang mabilis na pagtanda sa pamamagitan ng pagkain nang tama. “Kung maaari, iwasan natin ang mga quick meals na may preservatives, ‘yung mga quick food, including sa pagdepende sa mga fastfood,” payo ni Aligui. Makakatulong din aniya ang pagbabaon ng natural na pagkain sa opisina. Kung nagkakaedad na, dapat aniya ay bawasan na ang pagkain ng mga red meat, gaya ng baboy o baka.

“Hindi naman masama ang meat, kailangan natin ‘yan sa ating katawan, pero kailangan, sa ating pag-eedad, nag-umpisa na tayo sa 30 years old halimbawa, kailangan nagda-diet na tayo nang kaunti pagdating sa mga red meat,” ani Aligui. Paliwanag ng doktor, nagdudulot ng free radicals ang pagkain ng karne na nagpapabilis naman sa pagtanda ng katawan. Payo ni Aligui, kumain ng mga gulay at prutas na mayaman sa vitamins at antioxidants, tulad ng mangosteen, guyabano, malunggay, at luyang dilaw. Para naman mas maging epektibo ang pagpapabagal sa pagtanda, dapat aniya ay magkasabay ang tamang pag-iisip at tamang pagkain. “Hindi pwedeng pagkain lamang, kailangan meron tayong kontrol sa biofeedback, emotional response sa stress,” ayon kay Aligui. —ABS-CBN

Working holiday visa might be offered to help ease agricultural labor shortage

A

working holiday program is to be offered to young people from Southeast Asian nations to ease a labor shortage in the agricultural sector, the Council of Agriculture (COA) said. Vietnam, Indonesia, the Philippines and Thailand would be the first nations targeted by the program, the council said, adding that as the Vietnamese government is optimistic about the program, it expects collaborations to begin later this year. The council is set to invite officials from the Ministry of Foreign Affairs, the Ministry of the Interior and the Ministry of Labor to discuss the plan, it said. The foreign ministry has signed working holiday programs with 15 nations, including New Zealand, Australia, Singapore, Japan

and South Korea, but people from developed countries are less likely to visit Taiwan on a working holiday, council Deputy Minister Chen Chi-chung said. Given that there are many Southeast Asian people married to Taiwanese or who already work in Taiwan, the council wants to prioritize agreements with Vietnam, Indonesia, the Philippines and Thailand first, he added. The working holiday program is to be open to applicants aged 20 to 45 for at least 180 days, which can be extended for one or two years, the council said. Following the council’s preliminary planning, the foreign ministry will negotiate details with other nations, the council said. However, visitors from Vietnam,

Indonesia, the Philippines and Thailand are considered at higher risk of overstaying their visas, council Personnel Office Executive Secretary Tsai Pei-chun said. The council is to consider granting visas to those who have family in Taiwan first and allow them to apply for visa extensions, she said. Given that the majority of the nation’s foreign spouses are Vietnamese, the program would offer about 300 places to Vietnamese, the council said, adding that the program would allow a maximum of 1,000 people from Vietnam, Indonesia, the Philippines and Thailand. How a Filipino from Capiz became top foreign cadet

E

ven as a child, Capiz native Kennon Jan Aguilar knew he was going to serve in the Philippine Army. He came from a line of military men. His father served in the Armed Forces of the Philippines, and his grandfather was in the Philippine Constabulary. So when time came for him to choose a career, he joined the Philippine Military Academy without hesitation. Aguilar’s talent and passion for military service was eminent. In 2013, he was among the few chosen in his class to join the Foreign Service Academy Program, where promising students are sent to different military schools abroad. The screening process was hard, Aguilar said. Only the top 50 of each class were picked for the initial screening. These 50 cadets then took another set of examinations that tested not only their academic proficiency, but also their physical and practical capabilities. Aguilar was one of 5 cadets chosen to be sent to different military schools in South Korea. Their goal was simple: represent the country well, learn another culture, and be the best cadet they can be. Unlike the PMA’s tri-service curriculum, aspiring cadets in Korea already have to choose among different military schools specialized for the training of soldiers for the army, air force, or navy. Aguilar joined the Korea Air Force Academy. It’s no secret that studying in a military school, no matter what country, is difficult. But it’s even harder for foreign students like Aguilar who have to deal with the language barrier. The whole curriculum was in Korean, and very few spoke English

in their class. Aguilar had to spend almost a year studying the language at the Korean Defense Language Institute before starting his courses in military science and systems engineering. Good thing Aguilar was able to adapt quickly, and even made friends with his Korean schoolmates. He said adaptability,

after all, is a trait Filipinos are known for. Then of course, there’s the tough military grind. Military education puts great emphasis on discipline and hardwork, so Aguilar and his classmates’ schedules are packed with activities designed to train them holistically as soldiers. His days start early in the morning with a road run, and their classes begin by 8 am. By 4 pm, they dedicate a whole hour for athletics and club activities. They then have to study again from 7 to 9 pm. Alon e and surrounded by foreigners, homesickness would kick in every now and then. Often, Aguilar would miss his family back home and long for conversations in Filipino. At times like this, Aguilar was glad there are many other kababayans (countrymen) living and working in South Korea. On his free days and during holidays, he spent time with Filipinos who welcomed him to their homes. “Nakatulong sila maease yung homesickness ko. Nakaka-miss naman po talagang magsalita in your own langauage, at makipagbiruan kasama ang ibang mga Pinoy,” he said. (They helped ease my homesickness. I missed speaking our own language, making jokes with fellow Filipinos.) It didn’t take long for Aguilar to shine in his new school again. On his third year, he was given the Honorable Cadet Award for his good character. He also represented his school for a student research competition, where he won second best presentation, beating 20 other presenters from different schools in South Korea. His thesis proposed a solution for Metro Manila’s traffic problem using intelligent transport systems. By March this year, Aguilar graduated

he phenomenon of deskilling of Overseas Foreign Workers has become very widespread in the Philippines, as many Filipino workers return to the country less skilled after being assigned simple tasks abroad. However, when given a skilled position provided with training, the condition could be changed, and the life story of Jerlinda, the chief of the aquaculture section of the Bureau of Fisheries and Aquatic Resources (BFAR), is the best example. Jerlinda Ancheta Cruz worked in the production line quality control department at the I-Mei Foods Co. plant in the Taoyuan City area of Nankan 18 years ago. She could never imagine that the working experience she gained at I-Mei could bring her the life-changing opportunity of becoming the director of BFAR. Jerlinda first came to Taiwan and

worked at I-Mei foods 18 years ago in order to support her sister and brother finishing college. After working in Taiwan for five years, she realized she had reached the age to get married, so she and her boyfriend, who also worked in the same company as chief cook, moved back to the Philippines in 1999. “I could only say I met my significant other at the right place and the right time,” she said with all smiles, “and I feel really grateful because everything I have today was from the foundation given by I-Mei.” After going back to the Philippines, she started working at the BFAR and spent five years to get her Master of Science degree, and was promoted to her current position. She is now the biologist, seaweed Action Officer, and chief of the aquaculture section of the Bureau of Fisheries and Aquatic Resources (BFAR) and fully funded by the

government for her doctoral degree, with a promotion likely to director of the Bureau. Besides the doctoral degree, she also needs to obtain a Professional Regulation Commission (PRC) certificate of the Philippines to get the promotion, and the Bureau requested her to provide a proof that she had working experience in a company the process fishery products to be eligible for it. She immediately remembered that I-Mei Foods processed squid balls, fish balls and jelly ace which was made of seaweeds when she worked at the Nankan plant in 1994. She booked the flight to Taiwan right away then showed up at the Taoyuan Nankan plant all of a sudden, and surprised all her old colleagues. All the staff are happy for her and feel aspired after hearing her story. Jerlinda took a walk accompanied by her old friends at the plant, and remember

from the academy and was awarded as their class’ top foreign cadet. Among the 142 graduates, he was also one of 5 cadets named as most outstanding cadet officers. Aguilar was the only foreigner to receive this award. It was an amazing feat. Aguilar, after all, just graduated with flying colors from one of the military schools of South Korea, a country known for its superior military strength. How did he do it? Countless sleepless nights, and the thought that he’s representing the country. “You need to prove yourself, because you’re a visitor. You need to perform much better, dahil pinadala ka ng ibang bansa (because they sent you to another country),” he said. Now that his stint in South Korea is over, Aguilar is back to serve the Philippines again – this time, as a regular officer for the Philippine Air Force. He brings with him the knowledge and technical expertise he learned studying in South Korea, where a dozen of our own fighter jets came from. “In the Philippines, in PMA, we’re not allowed to fly until after graduation. But here, we already have experience flying while we’re still cadets. So upon graduation, we already have basic knowledge on flying,” Aguilar explained when asked about the major difference between studying here in the Philippines and South Korea, On deciding where to go next, Aguilar follows one guiding principle: “Think of all the ways, the things that you can impart to the institution, instead of your own career.” It’s something he learned from his father, who showed him there is no greater honor than to live a life of service to the country. — Rappler.com

he National Immigration Agency (NIA) will actively track down illegal brokers and employers while helping out unaccounted-for foreign workers, DirectorGeneral Jeff Yang told the Chinese-language Liberty Times. Most foreign laborers in Taiwan hail from Southeast Asian countries, and are sometimes victimized by labor brokerage agencies

demanding high fees or by employers exploiting their position, reports said. In an interview published, Yang said an estimated 25,000 Vietnamese citizens had become unaccounted for, while 23,000 Indonesians were in the same situation. Those laborers might fall prey to people smuggling operators or could be controlled by drugs and drawn into organized crime,

he said. The workers could also be exploited and forced into prostitution, Yang told the Liberty Times. The NIA might be tracking down unaccounted-for workers, but it also saw itself as their protector, preventing them from falling into the hands of unscrupulous people, Yang said. He added the NIA would set up a social safety network with close links to local communities, and use those connections

to venture outside and seek out potential victims of exploitation. Since last year, the NIA changed its priority to identifying illegal labor brokers and illegal employers as its prime targets. For 2018, the agency under the Ministry of Interior would reach out to foreign laborers at their favorite locations, Yang told the Liberty Times.

One in eleven HIV patients an OFW: DOH

A

t least one in 11 HIV (human immunodeficiency virus) or Acquired Immune Deficiency Syndrome (AIDS) patient is an overseas Filipino worker (OFW), data from the Department of Health’s National HIV/AIDS Registry showed. Rep. Aniceto Bertiz III (PL, ACTS-OFW) said OFWs now comprise 11 percent or 5,537 of the 52,280 cases listed in the DOH’s statistics covering January 1984 to February 2018. “This is very unfortunate, because if we look at the median age of these OFWs – at 32 to 34 years old – they are actually at the top of their lives in terms of potential workforce productivity,” Bertiz said in a statement. Bertiz noted that in the first two months of this year alone, 140 OFWs – 129 males and

11 females – were newly diagnosed as HIV positive. He said almost all OFWs in the registry acquired the infection via sexual contact and 86 percent, or 4,763, were male. Bertiz said OFWs are susceptible to HIV infection “because they are exposed to foreign cultures that usually encourage high-risk behavior, including casual sex.” He also said Filipino sailors are especially vulnerable at their foreign ports of call after spending lengthy periods at sea. “And they have the money to pay for readily available commercial or transactional sex services in foreign ports,” he said. While he does not have the exact figures as to how many OFWs are actually dying as a result of HIV/AIDS complications, Bertiz

noted that 2,511 deaths have been reported so far. In 2017 alone, he said an average of 41 Filipinos died every month due to HIV/AIDS. Rep. Harlin Neil Abayon III (PL, Aangat Tayo) said 814 OFWs tested positive for HIV last year. Abayon said the Overseas Workers Welfare Administration (OWWA) “needs more tools and projects to combat loneliness and promote safe sex practices among OFWs especially male OFWs.” Rep. Bernadette Herrera-Dy (PL, Bagong Henerasyon) called on the Senate to expedite the passage of the new law on the government’s anti-HIV/AIDS program. “The House has approved its bill on the matter. It would really help if the Senate version makes progress. Perhaps the DOH

can ask the Senate committee on health how the process can be expedited. Perhaps some senators have specific concerns the DOH can clarify,” she said. Herrera-Dy said the government also has to be more aggressive in the implementation of the DOH’s HIV-AIDS interventions and of the Reproductive Health Law. “We need these programs to connect with Filipinos families, especially the children, teenagers, and young adults. HIVAIDS is clearly and squarely a public health issue. It requires a compassionate approach to HIV patients and to people at high risk of getting HIV because of sharing of needles and unsafe practices during transactional sex, male-to-male sex,” she said. —Malaya

group of OFWs has warned their fellow OFWs against joining an “online paluwagan” scheme after they themselves became victims of what they described as a “scam.” Lured by the possibility of earning more, Marvin Nival, who works in a supermarket in Dammam, Saudi Arabia, said he invested P5,500 to a company called Coin Global hoping he could earn enough for his planned vacation to the Philippines. Nival, 25, said the “online paluwagan” was started on November 18, 2017 by a certain Jayson Villanueva, who supposedly told them the business’ sources of funds were trading and mining. “The mechanics of this business is as simple as invest and earn within a 7-day time frame. When you invest P500, for example, you will get a 50% ROI [return of investment],” he said. He said the “online paluwagan” or “onpal” has more than 3,000 members, not all of them
