bill exempting the dependents of Overseas Filipino Workers from paying travel tax has been filed at the House of Representatives.

House Bill 8196, introduced by Bulacan Rep. Jose Antonio R. Sy-Alvarado, will cover dependents of either married or solo parents working overseas. Passengers leaving the country are charged P1,620 travel tax for economy and business class seats, regardless of the place where the air ticket was issued, as provided in Presidential Decree 1183. The rate increases to P2,700 for first class tickets.

At present, migrant workers are exempted from paying travel tax, documentary stamp tax and airport fees.

If enacted, the bill will change Section 35 of the Migrant Workers and Overseas Filipinos Act of 1995, as amended, by including in the exemption the dependents of OFWs. The proposed changes focus on Sections 3 and 35 which cover the legal definition of OFW dependents, and the terms of eligibility for the tax exemption,

As per House Bill 6138, Section 3’s definition of “dependents” will not only be limited to the spouse and children of a married OFW, but will also be extended to the children of a single OFW parent. In the same way, the proposed coverage of Section 35 will not only apply to migrant workers or OFWs, but also to their dependents.

The proposed house bill aims to bring equal government recognition to single OFW parents in the same way married OFWs are acknowledged by the government.

Mr. Sy-Alvarado filed the measure in consideration of the economic contributions of OFWs. “The total remittances of our beloved overseas workers amount to billions of dollars which in return contributes to a positive impact on the country’s earnings and foreign exchange rate,” he said in the explanatory note.

The bill intends to “alleviate their sacrifices to their respective families and recognize their valuable role,” he added.

Southeast Asian tourists expected to surpass Chinese visitors this year

S

ince taking office, and as part of its New Southbound Policy, the administration of President Tsai Ing-wen has been loudly banging the drum to attract tourists from other countries, to counteract the loss of tourism revenue caused by an exodus of Chinese tourists. The latest statistics show that the strategy is bearing fruit, with 1,211,900 tourists from Southeast Asian countries traveling to Taiwan in the first half of this year, snapping at the heels of the 1,313,400 Chinese tourists that visited over the same period. Additionally, the number of Southeast Asian tourists visiting Taiwan grew by more than 17.49 percent on last year, compared with only a 3.83 rise in the number of Chinese tourists. Industry projections show that if the current growth rate of Southeast Asian tourists continues into the second half of this year, the annual figure will exceed the number of Chinese tourists for the first time since Taiwan opened up its market to Chinese tourists.

According to data compiled by the Tourism Bureau, while the number of Southeast Asian tourists continued to steadily grow in the first half of this year, tourism from the Philippines and Vietnam grew the most, increasing by 60.5 and 39.07 percent, respectively.

Yu attributes the dramatic increase in tourism from the Philippines to the nation’s rapid economic growth, which has lead to increased disposable income and gradually stabilized incomes, causing Filipino tourist numbers to increase faster than from any other country. Yu adds that the majority of Filipino tourists travel as families and in inter-generational groups, while the adoption rate of mobile technology in the Philippines is relatively high, so that when traveling to tourist spots, Filipino tourists generally check-in, “like” and share on Facebook or Instagram. According to Yu, feedback from friends and family and opinions posted on social media tend to influence people’s travel plans.

Job losses ‘very minimal’ under Trabaho bill – DOF

T

he Department of Finance (DOF) allayed fears there would be job losses under the Tax Reform for Attracting Better and Higher Quality Opportunities (Trabaho) bill.

Finance Undersecretary Karl Kendrick Chua said on August 22, that while some jobs may be cut from some sectors, employment in other sectors would experience growth due to lower corporate income taxes.

He added that some 97,000 small and medium enterprises (SMEs) would get more cash due to lowered taxes and could expand their businesses, thus generating more jobs.

income taxes down to 20% and remove redundant fiscal incentives.

Chua also said the bill features some P500 million of adjustment funds per year, part of which can be used for cash grants just in case some workers get laid off. An additional P500 million would be allocated for skills upgrading.

He clarified that these provisions are only “precautionary” and do not mean that the economic team is anticipating massive job losses.

The DOF initially proposed that the measure be revenue-neutral, but its current form now entails a loss of some P62 billion yearly. The agency originally aimed to seek P26 billion in savings before corporate taxes are cut.

House approves 100-day maternity leave bill

T

he House of Representatives on (August 28) approved a bill lengthening maternity leave from the current 60 days to 100, with pay. Under Bill 4113, pregnant female workers in the government and the private sector are entitled to a 100-day maternity leave, whether married or unmarried and whether the child delivery is normal or through caesarian section or there was a miscarriage.

In the case of a private sector employee, the bill requires her to notify her employer and the Social Security System of the probable date of her childbirth. She must have paid contributions to the SSS for three months in the 12-month period before delivery so she could avail herself of maternity benefits. An employee whose employment is terminated would still be entitled to maternity leave if childbirth or miscarriage takes place not more than 15 days after termination.

Employers would be prohibited from demoting or decreasing the pay of a female worker on maternity leave. The bill mandates the Department of Labor and Employment, Civil Service Commission and SSS to issue implementing rules and regulations. The proposed measure would amend pertinent statutes on maternity leave. Bill 4113 is a consolidation of 15 related measures. Their authors include Majority Leader Rolando Andaya Jr. and Reps. Winnie Castelo of Quezon City, Gus Tambunting of ParaĂąaque, Maximo Rodriguez Jr. of Cagayan de Oro City and the Makabayan bloc of leftist party-list.

6 NEWS Mocha Uson, Drew Olivar criticized for sign-language video residential Communications Group Assistant Secretary Margaux “Mocha” Uson and blogger Andrew “Drew” Olivar have once again drawn criticism for a video they posted online, this latest one featuring Olivar pretending to be a hearing-speech impaired person.

In the September 14 video-post on the “Mocha Uson Blog” Facebook account, Olivar could be seen flailing his arms around in pretend sign language. He could also be heard making squeaking sounds, all to the merriment of someone off-camera. Netizens, as well as nongovernmental organization PWD Philippines, found Olivar’s miming of an impaired person to be insulting and offensive. PWD Philippines, in a post on its Facebook account, pointed out that mocking people with disabilities was against the law - Section 39 ng RA 9442, specifically.

The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) added that most of these cyclones during the last quarter of the year are likely to make landfall. “Normally when it’s northeast monsoon season, storms make landfall,” said weather forecaster Jun Galang. The northeast monsoon or “amihan” is the weather system usually associated with cool winds during holiday season.

Predicting the intensity of the storms during this period is difficult but Galang said these are usually compact in size and much stronger. Based on Pagasa’s tropical cyclone outlook, storms usually hit Luzon, Visayas and Northern Mindanao during the latter part of the year. Typhoon “Ompong” (international name: Mangkhut) was the strongest cyclone to hit the country this year, which left at least 60 people dead after striking northern Philippines. The next tropical cyclone to hit the country would be locally named “Paeng.”

P2P bus operator opens Ortigas-Naia route; fare P70

P

remium bus operator UBE Express launched on Sept. 17 a new pointto-point (P2P) route linking Ninoy Aquino International Airport (Naia) passenger terminals to Robinsons Galleria on Ortigas Avenue, Quezon City.

The latest P2P initiative — among the solutions aimed at easing road congestion through the use of mass transit options — will charge passengers an initial fare of P70 for a one-way trip. The service, which runs from 6 a.m. to 9 p.m., will link the mall with all four Naia terminals. Garrie David, president of UBE Express, described Robinsons Galleria as a strategic site given its central location.

“We want to provide an easier way for people to get to and from the airport and [reduce] the number of vehicles on the road,” David said. Commuters can book seats on UBE Express’ website or its Android phoneonly mobile app, which was also launched on (Sept. 17). UBE Express uses brand-new Euro 5 buses that can accommodate almost 40

passengers each. Equipped with closed-circuit television cameras and Wi-Fi, each vehicle has a low-floor entry designed to accommodate people with disabilities.Owned by businessman Alberto Lina, it formally started its service two years ago. It now operates a fleet of almost 60 buses and serves about 30,000 passengers daily, David said. Last month, UBE Express also started offering trips to the four Naia terminals from Araneta Center bus station in Cubao, Quezon City. The bus fare is P100 per passenger. The P2P system, which is costlier than an average bus trip but promises more amenities and faster travel time, was also intended to reduce vehicles on the roads.

Based on six roundtrips daily, the Robinsons Galleria-Naia service is equivalent to 135 full-capacity cars out of Edsa every day, said Darwin Renolayan, special projects director at Robinsons Malls.

UBE Express’ other routes from Naia serve Manila, Makati and Entertainment City.

Philippines eyes scrapping of old jeepneys by 2020 n line with its public utility vehicles modernization program, the Philippine government will require the junking of 170,000 old jeepney units through accredited scrapping companies by 2020, a transportation official said. Transportation Assistant Secretary Mark de Leon said an old jeepney unit may fetch P20,000 to P30,000, an amount which can augment the P80,000 government subsidy for the purchase of a brand new environmentally compliant vehicle worth about P1.8 million. “Kailangan nating tanggalin yun sa kalsada. Some jeepney driver groups have branded the program as anti-poor, as they wonder where they will get the money to pay for the million-peso worth vehicle. De Leon said one solution to this is the formation of cooperatives. He said cooperatives will make the financial burden easier and shorten the working hours of jeepney drivers, who will no longer have to work under a boundary system. De Leon said a rationalization of routes will also lessen the modern jeepney units plying the road by 20 to 30 percent.

Ang malaking benepisyo ng Jubilee ay ang lupa at tao ay makapagpapahinga. Ang Jubilee ay isang magandang pigura ng Bagong Tipan sa pagtutubos at kapatawaran. Si Jesu Cristo ang manunubos na pumarito upang palayain ang mga alipin o naalipin at ang mga preso ng kasalanan (Romans 8:2; Galatians 5:1; 3:22). Ang utang ng kasalanan sa Diyos ay binayaran sa krus sa pamamagitan ng pagkamatay ni Jesus para sa sangkatauhan (Colossians 2:13-14), at ang tao ay pinatawad na sa pagkakautang magpakailanman! Hindi na tayo alipin ng kasalanan sa ginawang pagpapalaya sa atin ni Cristo. Makapapasok na tayo sa kapahingan ng Diyos at tigil na sa sariling pagsisikap na matanggap ng Diyos sa pamamagitan ng ating gawa (Hebrews 4:9-10).

Palalayain ang lahat ng naapi, nagdurusa, nabibigatan kung sila ay lalapit at mananawagan kay Jesu Cristo. Dadanas sila ng tutuong “Jubilee!”

Nais mo bang maranasan ang tunay na kalayaan sa pagkakabihag mo sa ano man uri ng kasalanan? Nagdurusa ka ba sa bisyo? Sa pagkamakalaman? Sa pagiging gahaman sa ano mang bagay? Sa pagpapagal? Sa mga sakit?

Higit pa sa Double Ten ang iyong sasapitin kung aanyayahan mo si Jesu Cristo ngayon din pumasok sa iyong puso at buhay. Dadanas ka ng tutuong kapahingahan (Jubilee)! Hala, anyayahan mo na si Jesu Cristo ngayon na.

Duterte complains of high airfares, food prices

P

resident Duterte yesterday complained about high airfares in the country days after the Civil Aeronautics Board (CAB) approved the reimposition of fuel surcharges because of rising oil prices in the global market.

Duterte brought up the high airfares during a meeting with Cabinet members and local officials on the effects of Typhoon Ompong in Tuguegarao. “By the way, the airfare, is it controlled by airlines? Are we controlling it? Which is which?” the President said. Transportation Secretary Arthur Tugade replied that the airfares are determined by the CAB. Duterte, who travels to Davao City during weekends, complained that airfares have become very costly. Tugade explained that the Philippines does not have its own fuel and has to import from other countries.

Energy Secretary Alfonso Cusi said about 50 percent of the Philippines’ energy needs is dependent on oil while the rest are from renewable and indigenous sources.

“We import oil so we are working on projects in the Philippine Rise and the West Philippine Sea for our oil sufficiency,” Cusi said. Tugade said he has been crafting a matrix that would compare air fare charges with oil prices. “We want it to be axiomatic. If the oil prices drop and you do not lower fares, you can be subjected to sanctions or penalty,” the transportation chief said. Last week, the CAB approved the imposition of fuel surcharges, an act that was disallowed three years ago.

Because of the resolution, passengers of one-way domestic flights may have to pay P34 to P769 while passengers bound for other countries may have to pay P163 to P9,860 more, depending on the destination and jet fuel costs. We also talk to shipping companies, if it is possible to impose special tariffs on perishable goods instead of tariffs dictated by the market. This can help reduce the costs of transporting goods which in turn will help lower prices in the market,” Tugade said.

Duterte then asked officials to continue searching for means to reduce the prices of food in the market.

‘Suspend TRAIN’

The Freedom from Debt Coalition has called

for the suspension of Republic Act 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) law amid its “snowballing impact” on the prices of basic commodities and services.

FDC president Rene Ofreneo cited the “glaring effects of TRAIN on the economy,” with inflation breaching a nine-year high of 6.4 percent in August and the surge in the prices of basic food items, including rice.

“Why does the Duterte administration and its economic managers still consider the TRAIN law to be an indisputable success despite three quarters of proof that only its suspension can benefit the Filipino people,” Ofreneo said in a statement. Ofreneo hit the administration’s economic managers, who he said should not escape accountability for their “extreme incompetence or outright callousness.” He slammed the “band-aid measures” that the administration is looking to take, such as the Rice Tarrification law, or cut in tariffs for imported food items, instead of confronting the link of TRAIN and inflation.

He added that these counter-inflationary measures that the government is looking at will only worsen the country’s vulnerability to supply shocks in the long run.

“These counter-inflationary policy directions… reveal that our economic managers and legislators continue to treat inflation as a short-term problem with emergency palliatives,” he added.

The FDC said the government should instead activate the potential of the local economy, such as buying stocks of the National Food Authority from local palay farmers instead of importing. —Philstar

he Philippine Trade and Investment Center in Taipei (PTIC-Taipei), the Commercial Affairs Section of the Manila Economic and Cultural Office in Taiwan, has set up a booth at SEMICON Taiwan 2018, in an effort to encourage Taiwanese and Philippine electronics firms to work more closely and further maximize global supply chain opportunities, according to the investment center. SEMICON Taiwan 2018, the premier event in Taiwan for microelectronics manufacturing, kicked off (Sept. 5) at Taipei Nangang Exhibition Center until (Sept.7). PTIC-Taipei said that the Philippine Electronics and Semiconductors Delegation plans to position the Philippines as Taiwan’s gateway for electronics industry expansion to target markets within the ASEAN countries in line with Taiwan’s New Southbound Policy. At the same time, they aim to promote closer collaboration between Philippine and Taiwanese electronics firms to maximize the opportunities in the global supply chain. The delegation represents several companies with diverse expertise to promote integrated circuit design and electronic design services in the Philippines. These companies also provides services in areas of design, assembly and testing. Taiwan to review visa-free treatment for New Southbound countries

meeting is to be convened Friday to review the visa free policy for a number of countries covered by the New Southbound Policy (NSP), an Executive Yuan official said . Minister without Portfolio Chang Jing-sen (張景森) said the meeting will also discuss whether to offer visa-free treatment to more countries and related issues including crime prevention. There have been notable increases in the number of visitors from Thailand, Brunei and the Philippines since visa-free treatment was granted, Chang said. Taiwan introduced visa-free treatment for Thai and Bruneian nationals on a trial basis in August 2016 and extended it last year to July 31, 2018, while the visa-free trial program for the Philippines began on Nov. 1 last year and ran through July 31. Taiwan then further extended visa-free privileges to the three Southeast Asian nations for a further year until July 31, 2019. According to Taiwan’s Tourism Bureau statistics, visitor arrivals from Thailand, the Philippines and Brunei were 124,409, 139,217 and 3,032, respectively in 2015, prior to the granting of visa-free privileges. Visitor arrivals increased dramatically to 292,534 and 290,784 from Thailand and the Philippines in 2017 when both countries enjoyed visa-free treatment, the statistics showed. However, arrivals from Brunei increased to 4,609 in 2016, but dropped to 2,230 in 2017, the statistics showed.

With regards to countries covered by the NSP that have not yet received visa exemptions from Taiwan, including India, Indonesia, Vietnam and Myanmar, Chang said the meeting will discuss whether to include these countries in the visa-free program to promote tourism. However, the countries to be given visa-free treatment will depend of the assessment by national security and related agencies, Chang added. The key goals of the NSP is to foster links between Taiwan and the members of the Association of Southeast Asian Nations (ASEAN) and South Asia as well as New Zealand and Australia, in the areas of economic and trade relations, science, technology and culture.

Tigerair Taiwan to begin Taoyuan-Cebu, Philippines flights in Dec.

T

igerair Taiwan announced today that the airline will begin direct flights between Taoyuan Airport and Mactan-Cebu International Airport, Philippines on Dec. 1. The new Cebu route is Tigerair Taiwan’s first service to the Philippines, and second to Southeast Asia. MactanCebu International Airport will open its brand new Terminal 2 earlier this year, and will service 12.5 million passengers per year. Tigerair Taiwan joins Eva Air and AirAsia in direct flights between Taiwan and Mactan-Cebu airport. The new flight route will operate four times per week, departing from Taoyuan airport at 10.35 p.m. on Tuesday, Thursday, Saturday, and Sunday. The return flight from Mactan-Cebu airport will depart at 2.30 a.m. every Monday, Wednesday, Friday, and Sunday. To celebrate the new route, Tigerair Taiwan will have a brief sale on Sept. 17-18, where a one-way untaxed ticket will cost NT$1,099 (US$35.74). Conditions and restrictions apply.

Taiwan mulls loosening of regulations on respite care: MOHW

A

s many as 28,000 households could benefit from the proposed loosening of regulations governing applications for respite care services when their regular foreign caregivers take time off, according to the Ministry of Health and Welfare (MOHW). MOHW Long-term Care Services Division official Chou Tao-chun said the rule change, which could be adopted as soon as November, will allow those who qualify to apply for a maximum of 21 days of respite care annually without having to go through a 30 day waiting period without care, which is the current situation. If implemented, the provision will initially focus on applicants who are severely disabled with limited support such as individuals who live alone or are aged over 75, Chou said. According to the plan, low-income households will be fully subsidized for respite care services, while middle-low-income and general households will be required to pay five and 16 percent of costs, respectively. At present, the plan still needs to undergo administrative review, but could be implemented as soon as November, Chou reiterated.

Taiwan rises to No.9 on global list of healthcare efficiency

T

he quality of Taiwan’s health services has moved up from 12th to ninth place this year, according to an annual global healthcare efficiency list drawn up by Bloomberg. The index considers factors such as the cost of medical care, life expectancy, and the size and gross domestic product of the country under study. The Taiwanese had an average life expectancy of 79.7 years and spent US$1,401 (NT$43,000) on medical care, the report found. While Taiwan enjoyed the lowest cost out of the top-10 countries and territories in the most recent index, Hong Kong came out as No.1 at least part due to residents’ life expectancy of 84.3 years.

Singapore finished at No.2, the European nations of Spain and Italy were listed as No.3 and No.4 respectively, while another Asian country, South Korea, rounded out the top-five. Israel, Japan and Australia also finished ahead of Taiwan, while China dropped to No.20, finishing level with Mexico even though its health care was cheaper than the Latin American country, Bloomberg's index showed.

Taiwan ranked 1st in world for quality of life: survey

aiwan has been ranked 1st in quality of life and the 2nd best place for expats overall in InterNations’ Expat Insider report for 2018

In the report’s Quality of Life index released (Sept. 6), Taiwan reclaimed its throne from 2016 at 1st place. Taiwan is rated especially high for its affordable health care at 96 percent and personal safety at 98 percent.

Taiwan’s “affordable, multi-faceted healthcare system” greatly impressed expats from the U.S. as well as many other countries, according to the report.

Under the major categories listed for quality of life, Taiwan was ranked 3rd for personal happiness, 5th for travel and transport and 5th for health and well-being.

Overall, Taiwan was listed as being among the 3 expat destinations that were “breakout stars” in this year’s report, just behind Bahrain and ahead of Ecuador. After a 4th place finish in 2017, Taiwan is back among the top 3 with a 2nd place standing out of 68 destinations in this year’s list.

InterNations said Taiwan led all countries for its quality of life with a “staggering” 96 percent of respondents giving its affordable healthcare high marks. An even higher 97 percent said they were satisfied with Taiwan’s transportation infrastructure.

Taiwan has also climbed from 12th in 2017 to 2nd this year in the Working Abroad Index. Over 76 percent rated job security favorably, 76 percent reported a high level of job satisfaction, and 73 percent gave Taiwan a

positive rating for work-balance.

Expats in Taiwan surveyed also reported much less time at work per week (39.9 hours) than their global peers (44.0 hours).

Although incomes are reported to be lower in Taiwan, with 70 percent reporting a gross household income of less than US$50,000, 79 percent say that they are “generally satisfied with their financial situation.”

Taiwan also received high marks for friendliness (3rd) and ease of finding friends (8th). However, a whopping 58 percent find learning the local language to be hard.

Given the language barrier, 27 percent say they find living in Taiwan difficult without a grasp of the local language.

The language barrier also translates into only 28 percent of parents sending their children to local schools, while 30 percent choose international schools and 24 percent pick private schools. As for home schooling, 8 pe​rcent chose this option, twice the global average.

Men and woman both rate Taiwan highly favorably, with the country taking 3rd place among women and 4th among men.

In terms of availability of eduction, Taiwan ranks in the middle of the pack at 21st out of 50 and 23rd for affordability of education and healthcare. Taiwan ranks 10th for the level of happiness expats report for their family well-being.

The survey base for the report consists of 18,135 expatriates, representing 178 nationalities living in 187 countries or territories across the globe. —Taiwan News

t least 350,000 students are at risk of losing their state-funded scholarships next year, Commissioner Prospero de Vera III of the Commission on Higher Education said.

De Vera said this is because the Department of Budget and Management reduced the allocation for CHED’s Tulong Dunong program, a needs-based scholarship for students, from P4.19 billion this year to P1.19 billion in 2019 or a 251 percent decrease.

Under the Tulong Dunong program, each student enrolled in either a public or private university as recommended by the local government and local officials will be granted P12,000 worth of financial assistance in a year.

“More or less, the number of students affected is 350,000. That (reduction) is okay as far as [scholars from] public universities is concerned [because of the Free College Education law], but as for those enrolled in private universities, then there is no more subsidy going to them,” de Vera said.

He then noted that CHED is hopeful that the affected beneficiaries of Tulong Dunong program will find refuge in the P16 billion worth of Tertiary Education System (TES) program which provides assistance not only in terms of tuition and other school fees but also of living allowance and school supplies such as books, among others.

The students eligible for TES program are: those enrolled in 112 SUCs, 78-CHED recognized LCUs and quality-assured programs in private higher educational institutions in the first semester of academic year 2018 to 2019;

the children of households belonging to Conditional Cash Transfer Program; those residing and staying in private higher educational institutions in cities and municipalities where there is no existing SUC or LCUs; and

those with certificate of indigency.

The TES program provides a government subsidy of P40,000 a year to each scholar enrolled in a public university and P60,000 a year to each scholar studying in a private school.

De Vera, however, admitted that the TES program cannot accommodate all Tulong Dunong beneficiaries since the TES only offers 300,000 slots.

“A lot of students will fight for their slot in such situation. Remember, the beneficiaries of Tulong Dunong may not be under the poorest [segment] unlike those under CCT, but many of them are in a situation wherein their only shot at having college education is being under the scholarship,” de Vera added.

A

fter being hit by a storm, flood, earthquake, or any natural disaster, all you want to do is get things back to normal. It entails so many expenses: the leaky ceiling needs to be fixed, your flooded car needs repair, you need to make up for the lost income after many absences from work, and so on.

This is where a calamity loan from government agencies like the SSS and PagIBIG Fund comes useful.

However, unlike other government-issued loans, SSS and Pag-IBIG calamity loans are special types of loans that can’t be availed anytime and anywhere. They’re released only to members in areas declared under the State of Calamity within a limited period.

Still, it’s worth trying to request financial assistance from these government agencies.

Astrid Tuminez is making waves online for her multilingual welcome speech to students at the Utah Valley University (UVU).

The two-minute video is uploaded on the Facebook account of UVU, and has already generated almost 280,000 views since it was uploaded last September 17. Speaking in Spanish, the woman first introduces herself as Astrid Tuminez, president of the university.

Then she shifts to English and then to Ilonggo, a native dialect in the Philippines.Astrid then explains her humble beginnings in her home country. She explains that she was born and grew up in a village in Pali, Tigbauan, in Iloilo City. As a young girl, she said that her mother took her and her siblings and lived in the city, in the squatters’ area in Iloilo.

Shifting to her native language, the university president related how she went to school. She said that Catholic nuns visited their home and invited her and her siblings to study for free, at the Colegio del Sagrado Corazon de Jesus.

Since she had no money during break time, Astrid recounted that she would usually go to the library and spend her free time reading books.

She said this was how she improved herself and acquired knowledge.

15,000 health workers to lose jobs, Senators decry DOH budget cut

A

budget cut in the Health Department in 2019 could lead to massive job losses among health workers, but some senators say they will not allow it.

Department of Health (DOH) Secretary Francisco Duque said around 15,012 health workers may lose their jobs after the Budget Department slashed the DOH deployment program to rural communities by ₱8 billion.

The DOH has an actual budget of ₱107.3 billion this year, but the Budget Department is allotting only 71 billion pesos for the department next year.

The cut includes funds for the DOH’s Health Human Resources Deployment (HRRD) program, which sends around 26,000 health professionals to rural and poor communities. The HRRD’s budget of ₱9.6 billion was reduced to ₱1.2 billion.

“In this budget we are reducing, we are letting go, or inaalis natin mga [we are removing around] 15,000 nurses at [and] health personnel. Hindi po ito tama [this is not right],” Senator Frank Drilon said.

Senator Grace Poe decried the budget cut saying it will cripple health services.

“It is as if a fiscal tourniquet was applied on the DOH, constricting the flow of funds, which is the lifeblood of its programs,” Poe said.

Drilon and Senator Risa Hontiveros vowed to lobby for increases in the Health Department’s budget. Hontiveros asked Duque to submit a list of “priority among priorities” to the Senate, while Drilon said he would block the DOH’s 2019 budget if the Budget Department does not increase it.

Hontiveros said amid the crisis of inflation and the aftermath of a powerful typhoon, it is imperative that they prioritize the health of Filipinos.

“Endo” or “end of contract” is a form of contractualization where workers are hired for not more than five months.

The Filipino-American model went on to enumerate colleagues who were instrumental in “making my dream come true.”

Merritt has long set her sights on participating in the iconic Victoria’s Secret Fashion Show, which has featured the likes of Tyra Banks, Gisele Bündchen, Rosie Huntington-Whiteley, Miranda Kerr, Heidi Klum, and Adriana Lima.

Merritt moved to the US to pursue her modeling career full time, but only after she graduated with an AB Communications degree from Ateneo de Manila University in 2017.

he Philippine’s Zara Carbonell was crowned the inaugural winner of Miss Tourism Worldwide, a pageant that promotes “tourism and cultural exchange.” The pageant, however, is more than just glamour as her bejewelled crown comes with carrying the weight of the world.

As the first-ever winner, the 25-year-old is now the official ambassador of tourism for all the countries across the globe. As the title holder, Carbonell noted she is responsible with tasks such as “promoting underrated places and protecting those already popular.”

“I’ve always believed that the beauty in tourism isn’t in being a stranger in a foreign land but instead finding home in all the places you’re at and this is definitely something I’d want to share,” she said.

Despite being designated with an overwhelming responsibility, the crowned queen is quick to include the Philippines in her plans.

“This platform puts me in a good place to position the Philippines as the jewel that it is. I will help iron out misconceptions, and promoting the off beaten track places in our country,” Carbonell explained. Carbonell is not new to the industry.

Before her historic win, the aspiring queen had already endured some hits and, of course, misses.

“The journey into pageantry was very eventful for me I had to take so much losses before getting to this win. My greatest takeaway would be that the process is far greater than the outcome because it’s what hones you, holds you, and heals you,” Carbonell recalled. She started her career pageantry at an early age in 2010, at her high school alma mater, Colegio San Agustin. Although she did not bring home the crown, she continued to enter bigger competitions.

Carbonell competed in Miss Earth in 2011, and Bb. Unibersidad in 2012, where she bagged the titles Miss Teenager Universe-Philippines and World University-Philippines. In 2017, Carbonell joined Miss World and was awarded 2nd princess.

UST Singers becomes 1st Pinoy choir to perform at Spain’s Basilica de Sagrada Familia

he multi-award winning chorale University of Santo Tomas Singers became the first Filipino choir to perform at the historic Basilica de Sagrada Familia in Barcelona, Spain this August.

The UST Singers performed at the historical basilica designed by worldrenowned architect, Antoni Gaudí, as part of the choir’s 34th international concert tour. The choir, founded in 1992, also opened the 64th edition of Certamen Internacional de Habaneras y Polifonia in Torrevieja, Spain, a competition the choir took top prizes from in 2010.

Winners of photo contest to promote Philippines in Taiwan announced

T

he Manila Economic and Cultural Office (MECO) recently announced the winners of photo contest held to promote the Philippines and celebrate Filipino workers in Taiwan.

The first place winner was a photo taken on a beach where Typhoon Yolanda struck the Philippines in 2013. Captured by 55-year-old photographer Antonio Corado, the beautiful view from inside the cave offers a strong contrast with the devastation seen in the area when Yolanda struck.

The cave is in the Eastern Samar area which faces the Pacific Ocean. Corado also took third place for his photograph of a blooming rose cabbage garden in the mountains of Atok in Benguet Province.

Ruwen Verdaguer, from Imus, Cavite, took second place for his photo of the Basco Lighthouse in the Naidi Hills on the island of Batanes, complete with shimmering stars

in the background. Verdaguer also tied for the Best Adventure Photo Award with July C. Balboza for his photo of a torpedo boat in the rapids of the Ulot River, also located in Eastern Samar.

Balboza’s photo showed tourists riding all-terrain vehicles (ATVs) in the foothills of Mt. Mayon in Albay. The winner of the Best Camera Phone Photo Award was Angel Mendoza, for his view of Kayangan Cove in Coron, Palawan.

The contest, which was organized by MECO and Litrasta, an association of Filipino photographers in Taiwan, ran from March 30 to May 30 and was intended to promote tourist destinations and activities in the Philippines, as well as celebrate the hard work and dedication of Filipino workers in Taiwan.

The competition was open to both amateur and professional photographers who could submit photos either of beautiful scenery

of the Philippines or depicting the lives of Filipinos in Taiwan.

A panel of judges selected the top 50 photographs, and from that list three overall top prizes were awarded, along with five special category prizes. The photos were judged on originality, composition, technical excellence, artistic merit and subject matter relevance to one of the two main themes.

The top three awards were the Grand Prize, 1st Runner Up and 2nd Runner, and included cash prizes of NT$15,000,

Pinoy photog wins int’l award for drug war photos

A

Filipino photographer’s work in documenting the Philippine government’s bloody war on drugs has earned him accolade overseas for its stark depiction of the operations’ costs.

Ezra Acayan received the 2018 Award for Achievement from the Ian Parry Scholarship for the report “Duterte’s War on Drugs Is Not Over.”

The collection captures the grief of families left behind by victims of the government’s violent crackdown on illegal drugs, which has caught the attention of the International Criminal Court and the United Nations.

In an Instagram post, Acayan said he “cannot find the words to express how deeply humbled and grateful I am to be chosen for this year’s Ian Parry Scholarship.”

“Working on this story non-stop for the past two years has not only taught

me so many things, it has also changed me as a person and has firmly defined my convictions and reasons for being a photographer,” he said as he dedicated his award to his “brothers and sisters in the nightshift,” among others.

According to the site, “[T]his photo reportage hopes to illuminate both

the violent acts carried out in the Philippines as well as the questionable methods of Duterte and the police.”

This was not the first award received by Acayan for his reportage, as he was named Photographer of the Year at the International Photography Awards in 2017 and was formerly part of the team that won the Human Rights Press Awards.

Acayan began shooting professionally at age 17 and had his work featured in Time, the New York Times, Le Monde, the Guardian, the Wall Street Journal, the Washington Post, and in exhibits held in France, Sarajevo and Switzerland.

With the theme of “World as Image” this year, the Ian Parry Scholarship will feature Acayan’s work with several others at More London Riverside, outside City Hall, for the entire month of October. —GMA News

octor Susan Mercado, Special Envoy of the President on Global Health Initiatives, was named one of the 100 Most Influential Filipina Women in the World (Global FWN100 Award™) for 2018 by the non-profit Filipina Women’s Network (FWN). “We warmly congratulate Dr. Mercado on this singular achievement. This adds yet another feather to her cap,” Foreign Affairs Secretary Alan Peter Cayetano said in a statement on (Sept 15).

Mercado received the award on (Sept.

14) at the Gala Awards Ceremony of the 15th Filipina Leadership Global Summit in London. She was honored under the Innovator and Thought Leader award category for being a Filipina leader who

broke “new ground in the global workplace, or have improved the lives of others by helping develop a product or service in various fields.”

A former Undersecretary and Chief of Staff of the Philippine Department of Health (DOH), Mercado led the response to noncommunicable diseases in her 15 years with the World Health Organization (WHO).

Mercado was also shortlisted for the position of WHO Regional Director for the Western Pacific in August. FWN is a San Francisco-based non-profit professional organization for women with Filipino heritage. The Global FWN100 Award aims to recognize “100 women of Philippine ancestry who are changing the face of
