UP Manila academic employees’ union slam Ramon Tulfo

aculty members and professional staff of the University of the Philippines (UP) in Manila slammed radio broadcaster and columnist Ramon Tulfo for his “abusive and atrocious behavior” at the Philippine General Hospital (PGH).

The All UP Academic Employees UnionManila Chapter, which includes PGH doctors and consultants, issued the statement on August 17, a day after the incident involving Tulfo. “The All UP Academic Employees Union-Manila Chapter, representing the faculty and the research, extension, and professional staff (REPS) of the University of the Philippines in Manila, including the resident physicians and consultants of the Philippine General Hospital, strongly condemns the abusive and atrocious behavior exhibited by Mr Ramon Tulfo at the PGH Emergency Room yesterday, August 16,” the statement read.

It urged the PGH administration and the UP Manila leadership “to take direct and formal action against Mr Tulfo regarding the matter.” “These two institutions have the legal and moral mandate to protect those under the purview of their responsibility, be they health personnel, students, or patients,” it said.

Incident In a Facebook post, Tulfo posted a video of his “PGH experience,” which has over 460,000 views as of posting. He brought a 6-year-old girl to the PGH emergency room after his driver accidentally bumped her as their vehicle navigated a congested street in Navotas that day.

Tulfo’s staff took a video of the broadcaster with the minor, who sustained minor injuries, and her mother at the ER desk.

The video also showed the ER doctor manning the desk. “The ER doctor, Jay Guerrero, did not want to give the child first aid treatment, saying he didn’t want it recorded on video.

No amount of pleading from me to attend to the young patient would budge the good doctor,” Tulfo said in his post. Tulfo could be overheard hurling expletives at the doctor as the broadcaster demanded to have the child checked first. The mother was seen trying to stop Tulfo, and commented that her daughter was getting scared. “The actions of Mr Tulfo are not only grossly irresponsible, but also patently endanger the lives of other patients under the care of the PGH ER staff. Furthermore, Mr Tulfo’s video clearly violates the fundamental rights of both the PGH personnel and the patients,” they added.Tulfo himself said in Filipino in the comments thread in his Facebook post that the child “did not obtain serious injury other than scratches.”

No to doctor-shaming The union also condemned “attempts at doctor shaming instigated by Mr Tulfo through various platforms on social media.”

“We enjoin the Filipino people to continue working with their healthcare providers to attain the services they require, and to remain vigilant against crass opportunists who will do everything to deflect accountability from their own misdeeds,” it added.

The union also enjoined the PGH and UP Manila administrations to give assistance to the young patient and her family.

“As a minor, the patient has been subjected to undue duress brought about by

Mr Tulfo’s video and she and her family may require further help in the future,” it said.

The union added: “We continue to support all of the health personnel, staff, and students working in PGH, as they remain steadfast in their unwavering service to the poor despite the very far-from-ideal working conditions afforded by the Philippine healthcare system.”

Netizens weigh in Some netizens supported Tulfo and lamented the services of government hospitals, in general, but others called him out for disregarding the necessary steps in emergency consultations in a public hospital always packed with patients. “Paperworks and interviews are part and parcel of the whole process, especially considering it’s a public hospital.

DOLE warns vs. fake POEA certification

modus of withdrawing escrow deposits of recruitment agencies using falsified “certificate of no pending appealed case” was uncovered by the Department of Labor and Employment.

This prompted Secretary Silvestre Bello III to immediately issue a public warning. “We are informing the public that a falsified “Certification of No Pending Appealed POEA case” allegedly issued by the Department of Labor and Employment Legal Service has been circulating and is being used by unknown individuals in withdrawing escrow deposits of certain recruitment agencies. We advise the public to be more prudent and cautious in dealing

with persons or entities involved in this reported fraudulent activity,” Bello said.

DOLE separately received letters from at least two overseas recruitment agencies inquiring about the authenticity of a certification allegedly issued by DOLE Legal Service and was purportedly used to withdraw an escrow deposit.

A thorough investigation revealed that the said certification was found to be bogus and was never issued by DOLE Legal Service and that the supposed signatory of the document is no longer connected with the labor department.

The Philippine Overseas Employment Administration (POEA) mandates that a

recruitment agency shall set-up an escrow account to cover possible future liabilities arising from claims of overseas contract workers due to employment contract violations. The release of escrow which is deposited in a POEA-accredited bank is ordered by either the POEA or the National Labor Relations Commission (NLRC).

A DOLE-issued certification of “no pending POEA case on appeal” is a requirement to withdraw escrow deposits by recruitment agencies. Bello is enjoining the public to call 527-3000 local 610 if they had been victimized by the bogus certification or have lead to the culprits of the said fake document. (DOLE)

It was in February 2015 when the previous administration imposed a refund of the terminal fee. Since then, according to MIAA, the terminal fee collected has reached to half a billion pesos. However, only half of the said amount was refunded to OFWs. Monreal assured the public that the collected fee remains intact in the NAIA’s general fund and will not be used in any anomalous transaction.

MIAA begins refund of terminal fee to OFWs

verseas Filipino Workers (OFW) now have the chance to refund the P550 terminal fee that was incorporated in their plane tickets at the office of Manila International Airport Authority (MIAA) in Pasay City. The refund, which covers OFW travels from August 2012 to April 2018, is in line with the agreement signed in March 2017 by the Department of Transportation and 40 airline companies operating at Ninoy Aquino International Airport (NAIA).The agreement emphasized exemptions of OFWs in paying the terminal fee in recognition of their sacrifices and contributions to the improvement of the country’s economy through dollar remittances. Refund is available for OFWs at the lobby of MIAA office from Mondays to Fridays, from 8:00 a.m. to 5:00 p.m., except

OFWs can now rate recruiters online

O

verseas Filipino Workers (OFWs) can now rate their recruitment agencies through an online platform.

The International Trade Union Confederation (ITUC), in partnership with the International Labor Organization (ILO) Fair Recruitment, developed the Migrant Recruitment Advisor where OFWs can write a review and share their experiences under a certain recruitment agency.

Similar to travel site TripAdvisor, OFWs can look for their agencies and rate it with stars – 5 stars as the highest. Reviews cover recruitment fees, pre-departure orientation, and the employment contract.

It features recruitment agencies accredited by the Philippine Overseas Employment Administration (POEA). (READ: What you need to know about overseas Filipino workers) The platform also has relevant links on law and policies in the Philippines that users can read to learn more about their rights.

Currently, the site is available in English and Filipino. Soon it will be available in other languages as well. Aside from the Philippines, the site also features agencies in Nepal, Indonesia, Qatar, Saudi Arabia, Hong Kong, Malaysia, and Singapore among others. T

he Department of Labor and Employment (DOLE) needs P2 billion additional budget for the repatriation of distressed overseas Filipino workers (OFWs). “I made an appeal for additional funding because we never know when we will need to repatriate our OFWs and we cannot always rely on the generosity of host country,” Labor Secretary Silvestre Bello said over the weekend. In the past, the governments of Saudi Arabia and Kuwait agreed to shoulder the cost of repatriation of distressed OFWs. Bello said DOLE asked for a P17-billion budget for next year, but Congress only granted P13 billio to the department. Most of DOLE’s annual budget, Bello said, goes to various programs and services for OFWs. Based on DOLE’s data, 22,000 distressed OFWs in the Middle East countries were repatriated since 2016. DOLE also established 18 one-stop service centers integrating all frontline services of key government agencies for OFWs. To strengthen the protection of OFWs, DOLE forged bilateral labor agreements with the Kingdom of Saudi Arabia and several other countries.

Ben Tulfo not off the hook in P60-M DoT ad issue — Roque

ith television host Ben Tulfo’s refusal to return the P60 million earned from tourism ads, Presidential spokesman Harry Roque said that the brother of former Tourism secretary Wanda Tulfo-Teo would have to face legal action for it. Tulfo is insisting that the money was paid by the Department of Tourism (DOT) for services rendered by his TV outfit Bitag Media Unlimited.

Subsequently, the presidential spokesman said that the legal process would have run its course on the controversy. “(Para) sa akin nakakalungkot iyan, dahil yung pangakong ibabalik ay galing kay Ben at kay Wanda Tulfo,” Roque said over dzRH Monday morning. “Kung sila ay hindi susunod sa sarili nilang deklarasyon, okay lang iyon. PCOO to officials, employees: Behave in social media

he Presidential Communications Operations Office (PCOO) has issued a memorandum reminding its officials and employees to be mindful of their posts on social media. “The undersigned would like to remind you along with all officials and employees, of our role in creating a positive impact towards gender issues and portrayal of women in the media since we play a crucial role in raising public awareness and shape public opinion,” said PCOO undersecretary Lorraine Badoy. Badoy, who also chairs PCOO’s gender and development committee, added officials and employees of the office must therefore be “mindful of the content you post or share on your personal social media accounts, as well as other publications and press releases your office may publish.”

The memorandum was not directed at any specific official, but Badoy issued it after PCOO assistant secretary Mocha Uson drew flak over her “pepedederalismo” video. Uson’s video, which shows blogger Drew Olivar cheering for federalism using references to female body parts while doing a lewd dance, drew widespread flak from lawmakers, members of the consultative committee that drafted the proposed amendments to the 1987 Constitution, and social media users. President Rodrigo Duterte, meanwhile, seemed “cool” about the video but stressed that information dissemination on federalism must be done in a serious matter, according to Presidential Spokesperson Harry Roque.

Uson and Olivar have defended the video, saying there was no malice and public funds were not used to make it.

Duterte vows clean 2019 polls

resident Rodrigo Duterte vowed that the upcoming 2019 mid-term elections will be clean.

“In this election, I commit to the Filipino people that this will be a clean election,” Duterte said in a speech in Davao City. “I will tell Comelec (Commission on Elections), deputize me personally. There will be voting, and the votes will be counted correctly.” The Philippines adopted automated elections in 2010, after years of manual polls which were fraught with allegations of cheating. The President said he would also make sure that all corners of the country will be properly secured during the polls, as he asked communist rebels to stop from collecting “taxes” at election season. “Don’t terrorize. I will also tell the [military] and police not to interfere,” the President said. “No one can bring guns, except maybe the police.

The army is prohibited from joining sorties. Checkpoints will be established,” he said. The President said he would also make sure that the so-called Alunan doctrine, which limits the number of armed guards of politicians, will be strictly enforced during the elections.

ormer Tourism Secretary Wanda Teo has denied treating Duty Free Philippines as her personal shopping mall and hoarding P2.5-million worth of luxury items from the store. MMDA’s explanation of the 5-minute illegal parking rule

A

viral video of a public prosecutor involved in an illegal parking incident has been making the rounds of social media lately. In it, the female driver argues with Metropolitan Manila Development Authority (MMDA) personnel with regard to a supposed 5-minute rule.

MMDA General Manager Jojo Garcia clarified the 5-minute rule in a press conference. “Iyong 5-minute rule, pinagbigyan na nga natin sila. Dapat ‘pag illegal parking, tow kaagad iyan,” he said.

“Kapag dating nila, 5 minutes pagdating

ng MMDA, hindi 5 minutes nang malaman mo... pagdating sa area niyan, bubusina iyan, ooras ng 5 minutes. Kapag ‘di dumating ang driver, ito-tow na iyan. Kapag dumating naman, kailangan tiketan mo kasi illegal parking. Hindi ibig sabihin 5 minute-rule ‘pag dumating ka, hindi ka na titiketan kasi bawal ‘yong ginawa niya,” he said.

(That 5-minute rule is a consideration given to motorists. In truth, any instance of illegal parking should be towed right away.

Once MMDA arrive at an area and spot an illegally parked car, they will blow their

horn and the 5-minutes starts counting down, not from the time that you discover your infraction. If they don’t arrive within 5-minutes, they will be towed. If they do arrive, they will still be given a ticket as the parking is still illegal.)

It is upon this basis that the MMDA insists she had misunderstood the five-minute rule.

In the case of the erring prosecutor, she had arrived within the 5-minutes of the MMDA’s arrival, thus avoiding the cost and inconvenience of being towed. However, because the vehicle had been parked illegally,

she still had to be issued a ticket, which requires the driver to present his or her license. This was no doubt exacerbated by the fact that she refused to surrender her license.

The MMDA also alleges that the vehicle in question was in violation of color coding and that she had hit an enforcer on a motorcycle in her attempt to escape being towed or issued a ticket.

Garcia also addressed the public clamor against the new rule and the Senate resolution urging traffic regulators to “suspend the measure immediately.”

“We respect the wisdom of our senators,” he said. The MMDA official said, however, that Metro Manila mayors have the final say on calls to suspend the ban.

“Ang MMDA po ay walang power na ihinto [ito] dahil ito ay [Metro Manila Council] resolution na binubuo ng mayors. Ang makakapagpatigil at makakapagbago nito ay MMC rin, hindi MMDA,” Garcia said.

(MMDA has no power to stop [the ban] because it is a Metro Manila Council resolution which was crafted by the mayors.

Only the MMC can suspend this measure, not MMDA.)

Garcia reiterated that they only want to promote carpooling along the major thoroughfare. He also agreed with the observation that the new rule was only a “Band-aid” measure but added that traffic congestions on EDSA would improve with the completion of the government’s major road infrastructure projects.

On August 7, the MMC approved the measure to reduce traffic congestion in the capital region. Senators lauded the suspension of of the full implementation of the rule and said this would give Metro Manila authorities a chance to reconsider the measure.

“That policy needs further study and public consultations must be made, which the MMDA and the Metro Manila authorities had failed to do in the first place,” Senate Minority Leader Franklin Drilon said in a statement.

Senator Grace Poe, chair of the Senate committee on public services, said the MMDA should now “go back to the drawing board to think hard what can be done to solve our traffic woes.”

“Policies should always be practical, implementable and in line with public interest. The MMDA should think hard, so there will be more ‘hits’ than ‘misses’ in its campaigns,” Poe said.

“Probably, we don’t need new policies, just strict implementation of existing laws and regulations. Mag-public consultation muna kayo (Hold a public consultation first),” she added.

In 2017, there were 367,738 vehicles that ply EDSA daily, 60% to 70% of which are single-occupancy vehicles. MMDA argue that the policy will reduce total vehicles in EDSA by 40% during rush hours. — Rappler

Ban on driver-only cars suspended

mid public clamor against the rule, the Metropolitan Manila Development Authority (MMDA) on August 17, said it has suspended the full implementation of the driver-only car ban on EDSA during rush hour, which was supposed to begin on August 23.

MMDA General Manager Jojo Garcia said in a news briefing the MMDA will just continue with the dry run of the new policy until the Metro Manila Council, which approved the rule, convenes and discusses the matter.

“We will not push through with the full implementation of the measure on August 23. We will continue the dry run until the MMC convenes again,” Garcia said in a mix of English and Filipino.

Lack of day off for migrants is ‘denial of human rights’: scholar

enying migrant caregivers one day off a week is a violation of basic human rights and labor rights, for which the culture of the destination country is partly to blame and “that needs to be reformed,” a visiting Filipino scholar said in Taipei.

One reason why migrant caregivers are not entitled to a day off by right in many countries is that those societies “consider it a privilege, not a right,” Jorge Villamor Tigno, professor of political science at the University of the Philippines Diliman, said at an international workshop on strategies to combat human trafficking.

Migrants working as domestic helpers deserve a minimum of one day’s rest every seven days, said Tigno, who also serves as secretary-general of the Philippine Migration Research Network, a Filipino network focused on migrants rights, “but in many countries, people don’t value their work very much.”

The recent case of Sondos Alqattan, a Kuwaiti social media star, objecting to new laws giving Filipino workers one day off per week and preventing employers from confiscating their passports, reflects a common attitude in many destination countries, he said.

Taiwan, but he observed that Taiwan “has improved a lot” in terms f the public attitude toward migrant workers.

It takes a combination of different programs to facilitate such a change in public mentality, including in school teachers and the government bureaucracy, Tigno said.

Taiwan is the seventh largest destination for Overseas Filipino Workers (OFWs), accounting for 5 percent in 2016, according to Tigno.

According to Taiwan’s labor rights organizations, 60 percent of migrant caregivers in Taiwan do not have a fixed one day off a week; while most of those who do are given a rest period of no longer than 12 hours, or just five or six hours in some cases.

The international standard of 24 hours of uninterrupted rest every 7 days is a right migrant domestic caretakers in Hong Kong are entitled to, said Jade Anderson, research director of Justice Center in Hong Kong.

“I am just starting to learn about the situation in Taiwan. In some respects, there is much less regulation around working conditions,” she said when commenting on the lack of legal protections in Taiwan.

In her presentation, Anderson shared the findings of a study conducted in 2016 that covered more than 1,000 migrant domestic

Ismail Situmeang, chief executive of the Indonesia Fishermen Foundation, shared harrowing stories of Indonesian crew members being physically abused or forfeiting their salaries working for Taiwanese, Chinese and South Korea, fishing companies.

Taiwan’s laws in fisheries fall short of the standards under the International Labor Organization’s (ILO’s) Work in Fishing Convention in 10 key areas, he noted, calling for the ratification of the convention to make it easier to prevent crew members from being forced by brokers into debt bondage.

The recent case of a Taiwanese vessel being detained in South Africa for violating the ILO’s basic standards of decent work in the fishing industry demonstrated the urgent need to ratify the convention, he added.

With all due respect sa mga tradisyon na ito ng Buddhismo, ano naman ang sinasabi ng Biblia (Salita ng Diyos) tungkol sa bagay na ito?

Mayroon nga bang mga multong nakawala at gumagala sa lupa? Sa Biblia, o Salita ng Diyos, kung ang pinatutungkulan ay mga "nilalang na mga spirito," ang sagot ay mayroon. Kung ang tinutukoy ay spirito ng mga taong namatay na, ang sagot ay "wala" o hindi tutuo." Maliwanag ang turo ng Biblia tungkol sa mga "nilalang na spirito." Dalawang klase ito, masama at mabuting spirito. Ito ay ang mga spirito ng anghel o demonyo. Ang mga mabuting anghel ay mga spirito na tapat na nagsisilbi sa Diyos.

Matuwid, mabuti at banal sila at ginagamit ng Diyos na mensahero. Ang mga demonyo ay mga nalaglag na dating mga anghel. Mga nag-rebelde sa Diyos at lumalaban sa Diyos.

Ito ay masama, mandaraya, at nakakapanira.

Ayon sa Biblia (2 Corinthians 11:14-15), nagbabalatkayo ang mga demonyo na “angels of light” at “servants of righteousness.” Lumilitaw sila bilang “multo” at nagkukunwang mga taong namatay na. Mayroon silang kakayahan gayahin ang mga itsura ng mga namatay na.

Subalit maliwanag ang turo ng Biblia na hindi mangyayari na ang namatay na tao ay lumagi pa sa lupa at magparamdam sa mga taong buhay. Ayon sa pahayag ng Biblia, Hebrews 9:27, "Itinakda sa mga tao na minsan lamang mamatay at pagkatapos ay ang paghuhukom."

Iyan ang mangyayari sa kaluluwa at spirito ng tao kapag namatay. Sila ay kaagad huhukuman.

Matapos hukuman ay tutungo sa langit ang nanalig kay Jesu Kristo bago namatay (2 Corinthians 5:6-8; Philippians 1:23) at sa impierno naman ang namatay na hindi nanalig kay Jesus (Matthew 25:46; Luke 16:22-24).

Walang lugar sa gitna. Walang posibilidad na manatili sa lupa o bumalik pa ang spirito ng namatay na tao at gumala pa sa lupa.

Ano naman yung mga nakikitang multo daw o nararanasang mga spirito na gumagala sa mga liblib na lugar, haunted houses, lumang gusali o sementeryo? Ang

pinakamalapit na ehemplo na ipinahayag sa Biblia ng "haunting"ay matatagpuan sa Biblia (Mark 5:1-20). Ayon sa pahayag nito, isang pulutong ng mga demonyo ang inari (possessed) ang isang lalaki at ginamit upang manirahan sa isang libingan sa Gedara, Israel. Ngunit walang multo na sangkot dito. Ito ay kaso ng isang normal na tao na kinontrol ng mga demonyo upang takutin ang mga mamayan sa lugar na iyon. Ayon kay Jesus, ang misyon ng mga demonyo ay pumatay, magnakaw at manira (Juan 10:10). Gagawin nila ang lahat upang linlangin ang mga tao at ilayo sila sa Diyos. Iyan ang paliwanag sa mga " multo" nararanasan sa ngayon. Ano man ang tawag, multo, kapre, mananaggal, aswang, goblins, kung mayroon tutuong nararanasang mga pangyayari na masasamang gawa ng spirito, walang iba ang may gawa niyan kundi mga demonyo.

Eh ano naman iyong mabubuti o positibong gawain kung saan tinutulungan ng "mabuting spirito" gaya ng mga faith healers, psychics, manghuhula, shammans, mediums, spirit of the glass o kumakausap sa mga patay? Hindi ba nakakatulong ang mga iyon? Ayon sa mga ito, natatawag nila ang mga namatay upang makakuha ng impormasyon na makakatulong sa mga problema ng nabubuhay. Pakatandaan, ang layunin ng demonyo ay mandaya. Ginagamit ang mga psychic, manghuhula at iba pa upang ilayo ang mga tao sa Diyos. Bilib ang mga psychics at manghuhula na akala nila, mabuting spirito ang may dala sa kanila.

Iyon ay palatandaan na nalinlang sila nang mga demonyo. Ignorante kasi sila sa mga pahayag ng Biblia o Salita ng Diyos tungkol sa mga bagay na iyan. Akala nila dala, sila ng mabuting spirito o Diyos. Gumagamit pa nga sila ng krusipiho at mga anting-anting o agimat at binubulungan pa nga daw sila ng "spirito." Ang demonyo ay gustong gusto magbigay ng tutuong impormasyon, ngunit ang motibo ay upang iligaw, ipahamak at sirain ang tao at ilayo sa mga katotohanan pahayag ng Diyos. Heto ang pahayag at babala ng Diyos sa Israel ng idala sila sa lupang

pangako, “Kapag kayo'y naroon na sa lupaing ibibigay sa inyo ni Yahweh, huwag kayong gagaya sa kasuklam-suklam na gawain ng mga tao roon. Sinuman sa inyo'y huwag magsusunog ng kanyang anak bilang handog.

Huwag kayong manghuhula, huwag gagawin ang ginagawa ng mga mangkukulam, ng mga mananawas, at ng mga sumasangguni sa mga espiritu ng namatay. Sinumang gumawa ng alinman sa mga ito ay kasusuklaman ni Yahweh na inyong Diyos. Pakatatandaan ninyo na iyan ang dahilan kaya niya itataboy ang mga nakatira sa lupaing pupuntahan ninyo. Lubos kayong maging tapat sa Diyos ninyong si Yahweh. Ang mga bansang inyong sasakupin ay sumusunod sa mga manghuhula at mga naniniwala sa mga agimat. Subalit ang mga ito ay ipinagbabawal sa inyo ng Diyos ninyong si Yahweh."-Deuteronomo 18:9-14 Ang pagunahing utos ng Diyos, " Ibigin mo si Yahweh na iyong Diyos nang buong puso, buong kaluluwa at buong lakas. Ang mga utos niya'y itanim ninyo sa inyong puso.

Ituro ninyo ito sa inyong mga anak; pagaralan ninyo ito sa inyong tahanan, sa inyong paglalakbay, sa inyong pagtulog sa gabi, at sa inyong pagbangon sa umaga (Deuteronomo 6:5-70)." Mga kaibigan, basahin at pagaralan ang mga sinabi ng Diyos mula sa Biblia upang maiwasang malinlang ng demonyo. Huwag palinlang sa "multo." Ang multo ay mga demonyo na nagbabalatkayo lamang. Kailangan mong magsisi kung ikaw ay napasama sa mga gumagawa ng kinasusuklaman ng Makapangyarihan Diyos.

Pasakop at sumunod kay Jesus Cristo. Tawagin ang pangalan ni Jesu Cristo kapag tinatakot ka ng mga "multo" upang palayasin niya ang masasamang spirito (demonyo) na nais kang takutin at ilayo sa Diyos. Ganito ang layon ni Jesus Cristo para sa iyong buhay, "Naparito ako upang ang mga tupa ay magkaroon ng buhay, buhay na masaganang lubos (Juan 10:10). Hindi katatakutan. Saan ka pa?

DOF admits it did not compute indirect effect of TRAIN on inflation

T

he Department of Finance admitted Thursday it has yet to compute the indirect effect of the Tax Acceleration for Inclusion and Reform (TRAIN) law on inflation, which Senator Paolo Benigno Aquino IV sees as the reason economic managers do not think of the inflationary burden on the poor.

During the Senate hearing on the implications of the TRAIN law, Bangko Sentral ng Pilipinas Deputy Governor Diwa Gunigundo said only 0.7 percentage points or 12.2 percent of the 5.7 July inflation rate can be attributed to the direct effect of the tax reform law.

Aquino asked if the indirect effect of the law was included in the computation and assumption on inflation.

“Many of us were saying that is the direct effect, ang pagtaas ng pump price, pero baka hindi pa nakikita ‘yung epekto niyan sa pagkain, goods in the market.

So when you were initially pushing for

TRAIN 1, was that considered, kasama ba sa computation n’yo ‘yung indirect effect?” the senator said. Finance Assistant Secretary Antonio Joselito Lambino II said the computation presented by the finance officials were based on the direct effect and pegged it at the initial assumption of inflation at 0.4 percent.

Aquino said it’s time for the economic managers to take into consideration the indirect effect of the law.

“There are times na ‘yung indirect effects are larger than the direct, because ‘yung indirect can go exponentially in all products and again this was largely discussed, napag-usapan ito many times during the hearings privately, publicly, on the record, off the record,” he said.

“Marami talagang mga produkto, kundi man lahat ng produkto, ang maapektuhan pag tumataas ang diesel at gasoline. I think that is a very key assumption that was, maybe, not shared enough with the Senate

panel when we were discussing the law,” he added. The senator said the economic managers must look at both the direct and indirect effects of a law.

“Hindi pwede na ‘yung direct effect lang ang tinitignan. Maybe this is also the reason why we are always coming to disagreements, because the common experience for people—it seems to be— more than 0.4 percent and now we have 0.7, and now we are saying hindi naman pala kasama ‘yung indirect effect,” he said.

“Maybe we are coming closer to a better number which is closer to the experience of Filipinos, malapit sa karanasan ng mga tao na parang biglaan talaga itong pagtaas na ito,” he said.

Gunigundo insisted that TRAIN is not the main factor in the increase in commodity prices. “Nagkataon na may TRAIN, plus high oil prices, plus weather. ‘Yun ang driver ngayon ng inflation,” he said.

Aquino said the economic managers

should now consider suspending the implementation of the excise tax on fuel to address higher oil prices.

“Kapag mataas ang inflation, i-suspend ang excise tax, kapag stable na baka pwede nang ipabalik. Currently na nasa $73 per barrel and ang expectation it will breach $80 or above. It is really the best time to suspend excise tax on fuel,” he said.

Lambino said it would be better to have rice tariffication than suspend the excise tax on fuel. “The tariffication bill will lower the price of rice for everybody as opposed to suspension of excise tax which will disproportionately benefit the rich,” the Financial said.

Seventy percent of petroleum products are consumed by the top 20 percent of the population and 50 percent of petroleum products are consumed by the top 10 percent of the population, Lambino noted.

DOST to launch assistance package for OFWs

T

he Department of Science and Technology (DOST) is developing a package assistance for the overseas Filipino workers (OFWs), who plan to put up a technology-based enterprise, and those who might need technical assistance, Department of Science and Technology (DOST) Secretary Fortunato Dela Peña told the Philippine News Agency (PNA).

“We just had a meeting regarding this (assistance) this afternoon, and we came up with three plans,” he shared.

First, the DOST will create and disseminate brochures to the OFWs. These brochures will contain the DOST’s services

that they can avail of in case they want to put up a business, or if they want a retraining.

“We will provide them with orientation, depending on their decision if they would like to put up a technology-based enterprise.

We will brief them first, then there might be a need to tour some of them in our facilities,” he continued. Once an OFW has decided, the DOST will offer them technical assistance and training related to agricultural enterprise and manufacturing. Dela Peña explained that the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), a DOST-attached agency, could help the OFWs on businesses

related to livestock and aquaculture.

Another DOST-attached agency, the Industrial Technology Development Institute (ITDI), can help in food processing and other manufacturing technologies, he added.

“PCIEERD (Philippine Council for Industry, Energy and Emerging Technology Research and Development) also offers assistance to start-ups. For returning OFWs, meanwhile, who already have a business here might apply for the SETUP (Small Enterprises Technology Upgrading Program),” he added. SETUP is DOST’s program to assist the micro, small, and medium enterprises (MSMEs), helping

them improve their productivity and competitiveness by providing them a loan that is payable in three years. But they must be at least three years in the business before they can apply for the SETUP program. Dela Peña said the DOST also plans to put up OFW desks to help OFW professionals or groups market their products or services. “There are OFWs and OFW groups working in science and engineering. We will help them market their services, and provide them with technical assistance they need,” he said. The DOST chief said he gave his team the end of August as deadline for this planned OFW assistance.

Joel Baculado, 47 years old, used to work in Saudi Arabia but returned home in 2016 when his contract ended with a construction firm. “I worked as a wheel loader in Saudi but when my contract ended, I returned here,” he said in an interview.

Baculado, who is applying as a heavy equipment operator, said he is hoping that his vast experience abroad in the construction industry would help land him a job here.

Excessive gadget use, reading increase risk of myopia in children

hildren who love to read or who use gadgets excessively have an increased risk of developing myopia, a report by Raffy Tima on Balitanghali said.

Citing the national blindness survey by the Philippine Eye Research Institute, the report said that one out of 10 kindergarten pupils have myopia and Health Undersecretary Eric Domingo said that this is an alarming statistic.

(such as soy products and lentils) reduces the risk of mortality, Seidelmann and her team found. The optimal balance of food groups for longevity remains hotly debated.

Many studies have concluded that eating carbohydrates in moderation -- 45 to 55 percent of total calorie intake -- is best, but others report improved short-term, cardiometabolic health with high-protein, high-fat diets. Measures of metabolic health include blood pressure, good and bad cholesterol, and blood sugar levels.

“Those that favored plant-derived protein

Seidelmann and colleagues poured over the medical histories of nearly 15,500 men and women who were 45-64 when they enrolled -- between 1987 and 1989 -- in a health survey spread across four locations in the United States. Participants filled out detailed questionnaires about their dietary habits -what foods, how much, how often, etc.

Over a 25-year follow up period, more than 6,000 of the men and women died.

Meat-heavy low-carb diets can ‘shorten lifespan’ – study

iddle-aged people who get roughly half their daily calories from carbohydrates live several years longer on average than those with meatheavy low-carb diets, researchers reported.

The findings, published in The Lancet medical journal, challenge a trend in Europe and North America toward so-called Paleo diets that shun carbohydrates in favor of animal protein and fat.

Proponents of these “Stone Age” diets argue that the rapid shift 10,000 years ago -- with the advent of agriculture -- to grains, dairy and legumes has not allowed the human body enough time to adapt to these high-carb foods.

Pinoy kids stamp class in 2018 World Mathematics Invitational

oreans witnessed Pinoy Power up close when 111 Filipino students brought home 21 gold medals, 41 silvers, 35 bronzes and 14 merit awards during the 2018 World Mathematics Invitational (WMI).

The competition was held in South Korea from July 13 to 17, 2018. The prestigious Yonsei University was the venue of the competition, while the awards ceremony was held at the majestic Grand Peace Hall of Kyung Hee University, and was attended by Consul General Christian De Jesus of the Philippine Embassy in South Korea.

Now on its 6th year, WMI is the first international competition founded by Taiwan and the competition (finals) is held in different countries every year.

WMI founder and executive chairman Tsai Kun Lung said that a total of 1,100 students Member of the Philippine team who won gold medals in the 2018 World Mathematics from 20 countries participated this year. And for that, consistent hard work is necessary. My advice to other students is to choose what you love to do, focus, work hard and have fun!”

Bronze medallist, Alison Chloe Tan (Grade 12, Ateneo de Manila Senior High School), says that this is her last year to join international math competitions because she will already be in college next year. Having represented the country 6 times in the past, Tan says, “There is so much sacrifice on the part of the student and the parents. Plane fare and accommodation are expensive. I had to miss school for this competition, but not everyone has the opportunity to represent the country. Cebuana actress Natileigh Sitoy stars in Japanese film based on manga

inay Beauty lead star Chai Fonacier takes to Twitter to announce good news about her friend Natileigh Sitoy.

Chai is proud to say that Natileigh, an actress hailing from Cebu, is “the first Pinay to star in a titular role in a [Japanese] film.”

Natileigh Sitoy co-stars in the Japanese film “I Love Irene” which is based on the manga “Itoshi No Irene (Irene of Love)”.

Sitoy, a Cebuana actress, stars opposite Ken Yasuda in the film about a man, Iwao Shishido, who is in his 40s and has never known love. One day, he suddenly leaves his poor mountain village to look for a bride. He returns home weeks later during his father’s funeral with a Filipino woman, shocking his small village.

Director and writer Keisuke Yoshida held auditions in the Philippines where Sitoy was eventually cast, reported Anime News Network last June. Natiliegh is most known for her roles in indie films.

She has also done television projects for GMA Network. Early this month, Natileigh flew to Tokyo, Japan to do promotional rounds for Itoshi no Irene.

Sitoy has starred in the award-winning 2016 film “Lily” and the comedy “Pinay Beauty (She’s No White)” which is showing in this year’s Pista ng Pelikulang Pilipino.

aiwan Education Fair kicked off in the Philippines, attracting thousands of Filipino youth and parents to explore the quality tertiary education Taiwan has to offer. A total of 24 leading universities from Taiwan were participating in the two-day education fair at SM Megamall, in the city of Mandaluyong in the Greater Manila Area.

It will move to Batangas State University of Luzon Island on Aug. 22.

The education fair was the first to be held in the Philippines since the partnership was forged between Taiwan’s National Sun Yat-sen University and Filipino Trinity University of Asia in September 2017 under which they set up an office in each other’s campus to promote exchanges.

As Taiwan has increased the level of internationalization in its higher education

and enjoyed close ties with the Philippines economically, it has a good chance of bringing in more students from the Philippines, said Kuo Chih-wen (郭志文), who is in charge of international exchange program of National Sun Yat-sen University.

Kuo doubles as head of the school’s office in Trinity University of Asia, known as “Taiwan Education Center,” one of eight such institutions Taiwan has established also in United States, Japan, Indonesia, Vietnam, Thailand, Malaysia, and Mongolia, to promote bilateral education exchanges with these counties. According to Taiwan’s Ministry of Education, the number of international students studying in colleges or universities in Taiwan stood at 117,970 last year, 856 of whom from the Philippines, an increase of 159 from 2016.

MECO launches app, MECOnnect to help Pinoys, Taiwanese: envoy

T

he Philippines de facto embassy in Taiwan has recently launched a new mobile application and a Meconnect service to offer better services to Taiwanese and take care of the Filipinos in the country, the country’s top envoy told CNA. Angelito Banayo said the recently launched app, titled “MECO Ph,” available in Google Play and Apple Store, is a mini version of the recently overhauled website of the Manila Economic and Cultural Office (MECO), which represents Philippine interests in Taiwan in the absence of official diplomatic

ties. Banayo, the MECO chairman, said his office also launched the so-called MECOnnect in May, which is an outreach program that seeks closer ties and instant communication with overseas Filipino workers (OFWs).

Explaining how the program works, Banayo said his office gives OFWs a hotline number to connect to the office, which also allows MECO staff to visit their residences and workplaces. “We want to be able to identify all Philippine people in Taiwan and collect their cell phone numbers so that we are connected to them,” he said.

MECO came up with the idea after one Filipino was among the 17 people killed in the Feb. 6 magnitude 6.4 earthquake in Hualien. The sole Filipino victim was Melody Albano Castro, a 28-year-old caregiver. “In the February earthquake, it took us more than 24 hours to find out that a Filipino was one of the victims, so we want to get immediate knowledge through texts or mobile services if there are any problems with Filipinos,” he noted.

MECOnnect was proven to work during a factory fire in Taoyuan two months ago,

according to the MECO head.

“We were able to get a video of the fire in real time to find out there were Filipinos there, and no Filipinos were injured. These things happen every now and then, and if we are able to connect to them via mobile phones, we can respond faster to their problems,” Banayo said.

According to MECO, there are 640,000 foreign contract workers in Taiwan. Of this number, 147,000 are Filipinos, according to the latest count.

Taipei helps foreign caretakers by offering onsite training sessions

he Foreign and Disabled Labor Office (FDLO) of Taipei City Government is now offering on site trainings to help caretakers provide better care, according to a FDLO news release on July 20. The agency said that families who employ foreign caretakers are welcome to apply for the program. The program will be carried out by professional teams consisting of home care nurses, care instructors, and bilingual interpreters. After making an assessment of the needs of the subject of care, a team will visit the workplace of the foreign caretaker to give one-onone instruction sessions. The FDLO said that lessons will include patient care skills such as oral hygiene and cleaning; turning and back tapping; shifting patient’s lying positions, and simple mobility exercise. According to the agency, there are currently 43,337 foreign caretakers working in Taipei City. Taoyuan to offer SE Asian language classes for 2nd generation immigrants

T

he Taoyuan New Immigrants Culture Center will open Southeast Asian language classes to provide second generation immigrants an opportunity learn the language and explore the cultures of their parents’ home country, starting in September. Regulated by Ministry of Education, the classes will run for two months and will include courses in Chinese, Vietnamese, Thai, Indonesian, and Burmese. The class will be divided into primary and advanced classes and are free of charge. While the courses start in September, registration has already begun.

The classes will be held at Jong Jen Elementary School and the New Immigrants Culture Center in Taoyuan. In addition to the language classes, there will be some activities held including Southeast Asian food DIY, in order for children to understand the food and culture of their parents. The number of new immigrants in Taiwan has surpassed 500,000, making them the fifth largest ethnic group in Taiwan. In Taoyuan, there are more than 57,000 new immigrants, with the majority coming from China, Vietnam, and Indonesia. Meanwhile, the number of second generation immigrants attending primary and secondary schools in Taiwan exceeds 20,000.

Taiwan considers unemployment benefits for foreigners with APRC

F

oreigners holding an Alien Permanent Resident Certificate (APRC) might be considered for unemployment payments and other social benefits, the Liberty Times reported.

Government departments including the Ministry of Labor and the National Development Council were discussing proposals to apply employment insurance to the foreign residents under the government’s current economic migrant policies. If the proposals were approved, it would mean the APRC holders might benefit from a range of social welfare policies, including unemployment and children’s pay and professional training subsidies, according to the Liberty Times. Employees who have to leave their job outside of their own volition should be able to apply for unemployment benefits if they had been covered by employment insurance by their employer, the Ministry of Labor reportedly said. APRC holders should be regarded as “nearly citizens” and therefore be covered by the same range of social programs, ministry officials reportedly said. The government is currently trying to attract more foreign professionals, midlevel technical staff and investors in order to offset the negative consequences of an ageing population and a shrinking workforce.

Taoyuan airport to launch baggage drop-off service in October

aoyuan International Airport will soon launch time-saving baggage drop-off services that have proven popular around the world, an executive at Taoyuan International Airport Corp.

(TIAC) said. There will be a total of 13 baggage drop-off kiosks installed in the second terminal of Taiwan’s main gateway, said TIAC President Hsiao Ting-ko. From early October to the end of the year, the machines will operate continuously to offer passengers more convenient services. Sun Hung-pin, head of the company’s maintenance department, told CNA that the baggage drop-off system can help travelers cut short waiting times at check-in counters. With the automatic luggage system and an online check-in system at the airport that already exists, travelers can complete the check-in procedure about four hours before their flight takes off, giving them “more time to spend at the VIP lounge or duty-free stores,” Sun said. Taiwan-based China Airlines, Mandarin Airlines, EVA Airways and Uni Air, as well as foreign airlines Cathay Pacific Airways and AirAsia have signed up to participate in the baggage drop-off system so far, Sun added. Sun said the airport company may increase baggage drop-off kiosks at Terminal 2 depending on demand, and will also assess the feasibility of installing such equipment at the older Terminal 1. As for Terminal 3, which is under construction, the baggage drop-off system will be part of the terminal’s standard equipment, he said. Outside the airport, the baggage drop-off service is already available on the Taoyuan airport mass rapid transit line but limited to six kiosks at Taipei Main Station.

For some patients in fatal fire, migrants are lifesavers

itting at the bedside of her elderly mother, a weeping woman surnamed Hsieh (謝) offered profuse thanks to Supraph, an Indonesian caregiver, for saving her bedridden mother trapped in a deadly fire at a hospital in New Taipei early Monday (August 13).

“My mother would not have survived the fire had it not been for Adi,” Hsieh told CNA in the hospital’s emergency room, referring to Supraph who has taken care of Hsieh’s

92-year-old mother since January.

The fire that reportedly broke out at around 4:30 a.m. in the seventh floor longterm care ward in the Xinzhuang, New Taipei, branch of Taipei Hospital has left nine people dead and 16 injured -- 10 with serious injuries and six with minor injuries.

Winners of Taiwan Literature Awards for Migrants announced

The fifth Taiwan Literature Awards for Migrants were announced, with eight migrant workers from the Philippines, Indonesia and Vietnam depicting such themes in their works as longing for family, stories of migration and how they observe their host societies.

The eight winning pieces were chosen from among a total of 553 entries, of which 230 were written in Tagalog, 165 in Indonesian, 92 in Vietnamese and 66 in Thai, said Chang Cheng, owner of the Southeast Asian bookstore Brilliant Time.

Chang, who initiated the awards in 2014, said that this year’s competition has received the highest number of submissions because eligibility for entry was expanded to include immigrants and migrant workers in Hong Kong, Macau, Singapore and Malaysia, in addition to Taiwan.

Laso Abdi, an Indonesian caregiver in Taiwan, won the top prize for her story Tentang Cinta (About Love), which details the love she bestows upon the kids she looks after for her employer and her own children back home, said Lan Pei-chia, of the fiveperson jury.

The story delves into a transference of love from the author’s children to the kids she takes care of and her struggle of being caught in between the two loves, said Lan, a professor of sociology at National Taiwan University whose studies focus on migration.

An additional junior panel composed of three teenagers aged between 15 and 20 also chose Tentang Cinta as one of the three winners of the Teen Choice Award.

The awards will be presented to Laso Abdi and seven other winners, including three Filipinos, two other Indonesians, and two Vietnamese, at a ceremony scheduled for Sept. 30 in Taipei. The winning submissions will be published in a collection in November.

The winners were selected based on two panel reviews -- a Southeast Asian panel fluent in the four featured languages and a Taiwanese panel that read translations of a shortlist of 40 candidates chosen by the first panel, Chang said.

Hou Chi-jan, a Taiwanese director and a member of the jury, said that each of the 40 pieces of writing has enabled him to look at the world through different lenses.

Sometimes when he raised his head to look around while reading the writings when he was traveling around Taipei by bus or MRT, Hou said he would wonder: “Don’t we live in the same city? “It’s very important that we learn to see things from other people’s perspectives,” he said.

A sum of NT$320,000 (US$10,332) was provided for the awards by several sponsors, including Pegatron Electronics Co. and the Ministry of Culture, according to the organizers. —Focus Taiwan

Police raid bar co-owned by Rico Blanco for allegedly selling party drugs
