1.0 | INTRODUCTION This document and the accompanying drawings, with which this document should be read, have been prepared for the purposes of an outline planning application submission to Christchurch Borough Council in order to establish the principle of redeveloping the Hoburne Farm Caravan Park site to create 10 residential dwellings. This outline submission will describe the existing site and its environs, its constraints and opportunities, the design principles behind the proposals and how they respect and enhance the site and its existing character. While the proposals set out and describe the possible external facade materials and the potential aesthetic considered to be appropriate for the proposed dwellings, the main purpose of this application is to establish the principles of developing 10 dwelling units on this site of the sizes and heights proposed.

2.0 | BACKGROUND 2.1

The application site is a roughly rectangular piece of land located on Hoburne Lane / Smugglers Lane North in Christchurch. It is situated at the northern corner of the Hoburne Caravan Park, adjacent to the park’s tennis courts and leisure facilities. The site is bound by Hoburne Lane and Smugglers Lane North to the north; Hoburne Caravan Park to the west and to the south; and low-rise, residential flats to the east.

2.2 Access The site currently comprise two vehicular and one pedestrian access route, all of which are accessed from the north via Hoburne Lane.

Existing Buildings

The existing buildings on the site comprise 4 barns, a storage shed and a continuous row of six single garages. Apart from the garages, which appear to be a newer, single-skinned, concrete construction with a flat roof and painted metal roller door, the rest of the existing buildings all appear to be farm-style barn buildings with traditional red brick facade, dark grey roof tiles and painted timber doors and window frames.

3.0 | PROPOSED DEVELOPMENT 3.2 Use The existing buildings on site including the garages are predominantly being used for storage of material and parts for maintenance work at Hoburne Caravan Park. The proposal is to convert the grounds into a residential site hosting 10-dwelling units with associated parking, service and amenity space. Barns 1, 2 and 4 are to be retained for their character and importance to the site, whilst other existing structures of no symbolic or aesthetic value such as the garages and sheds are to be demolished.

3.0 | PROPOSED DEVELOPMENT 3.3 Amount Existing buildings Based on drawings by Brunel Surveys Ltd footprints of existing buildings on site are as follows: Barn 1: 186 sqm Barn 2: 69 sqm Barn 3: 126 sqm Barn 4: 136 sqm Garages: 94 sqm Sheds: 89 sqm Total existing building footprint = 701 sqm The approximate total GIA of existing buildings comes to 575 sqm. Proposed buildings Footprints of proposed buildings are as follows: Units 1 and 2: 140 sqm Units 3 to 5: 130 sqm Unit 6: 53 sqm Unit 7 (Barn 4): 136 sqm Units 8 and 9 (Barn 1): 186 sqm Unit 10 (Barn 2): 69 sqm Total proposed building footprint = 714 sqm The approximate total GIA of proposed buildings comes to 915 sqm.

3.0 | PROPOSED DEVELOPMENT 3.4 Layout The site is characterised by its farm-style architecture and the horse-shoe shaped Barn 1 and Barn 2, and Barn 4 are the dominant features of the site, which are to be retained and converted into three 2-bed flats and one 4-bed house, respectively. Additionally, three 2-storey dwellings of similar footprint are to replace the demolished buildings and arranged with a 21m overlooking distance and back-to-back gardens. A total of 20 car parking spaces are provided and appointed as follows: Units 1 and 2: Units 3 to 5: Unit 6: Unit 7: Units 8 to 10:

As Fig 06 shows, a 6m easement is provided for surface water sewer crossing the site.

3.0 | PROPOSED DEVELOPMENT 3.5 Refuse As Fig 06 shows, Units 8, 9 and 10 are flats and will have a shared bin store, which will also be the refuse collection point accessed via the gate between Unit 8 and Unit 7. Units 1 to 7 will store their bins at the rear of their gardens and on collection days, bring their refuse to the shared collection point highlighted in pink.

3.0 | PROPOSED DEVELOPMENT 3.6 Scale Existing buildings Barn 1, Barn 2 and Barn 4 will be retained and refurbished. Their roof levels to remain as existing. The new dwellings are designed in a contemporary barn style similar to the existing barn buildings. We feel that the proposed units will provide a sympathetic addition to the site.

3.0 | PROPOSED DEVELOPMENT 3.7 Appearance Proposed dwellings are to demonstrate an architectural language in keeping with the existing farm-style character of the site, with a more modern interpretation for the three new builds. Some aspirational images considered during the design process can been seen here. Brick, timber (composite) and slate will be the predominant building materials. Architectural details inlcude floating roof, aluminium shadow gap detail and black “picture-frame” windows. Fig 13

4.0 | SUMMARY The proposals being submitted for approval are the result of careful analysis of the site and surrounding context,. We have explored various possible options, considered the economic viability and the visual and physical impact on the existing street front. We believe that the change in use and quality of proposed residential development will: • • •

fit in better within the wider residential environment significantly improve the current appearance and use of the site whilst respecting and enhacing the existing barn buildings increase and enhance the character and provision of residential dwellings on the local area

We therefore ask that these proposals are approved so that the application site may be regenerated and improved to provide a more positive visual and functional contribution to the surrounding area.
