Navy in tugboat crew rescue
Sailors from the UK Royal Navy saved five people from drowning when their tugboat sank in choppy waters in the Caribbean.
HMS Medway, which is permanently in the region, responded to an SOS on January 6 from the tug’s crew, who had taken refuge on the sand the tug was towing when it began to flood. The five crew were unhurt, but shaken, and taken to the British overseas territory of Anguilla.
Philippines opens to foreign firms
The Philippines has changed laws forbidding foreign firms to own offshore renewables projects in a move that could have vast potential for European companies with experience in the sector. Exploration, development and use of solar, wind, hydro and ocean or tidal energy sources can now be 100% controlled by overseas firms, to ‘increase the speed of the Philippines’ transition to renewable energy sources’.
Pioneering Spirit HVDC installation
An HVDC platform will be installed in 2026 by using Allseas’ Pioneering Spirit vessel to put the Boreas HVDC converter station in place off the UK’s Norfolk coast, the site of Vattenfall’s 1,400MW wind farm. Allseas is also bidding to install the neighbouring Vanguard wind farm with another two HVDC platforms, with topside weights of 10,00011,000 tonnes.
Pioneering Spirit is the largest offshore construction vessel in the world, capable of lifting topsides weighing 48,000t and jackets of 20,000t.
RECORD 160 TONNES COCAINE SEIZED AT PORTS
Record amounts of cocaine were seized at the ports of Rotterdam and Antwerp last year, both countries admitted at a joint press conference this month.
Customs officers were working together more closely than ever to intercept drug trafficking, they said.
”International drug trafficking and related criminal organisations regularly choose the ports of Rotterdam and Antwerp for their illegal activities,” they said. ”Both ports are in the centre of northwestern Europe and also have a long tradition with South American transport lines due to their international appeal.”
Most of the white powder was picked up in Antwerp, where 110 tonnes were confiscated.
”The consequences of this criminal drug trade extend far beyond ports,” said Aukje de Vries, state secretary for Allocations and Customs, The Netherlands. ”Criminals are becoming increasingly ruthless and the consequences, such as street shootings and murders, are
being felt in both countries. It is very important that our countries show solidarity in the fight against subversion.”
More than 100 new staff will be employed in Antwerp to try to bring the trade to a standstill, with new scanning equipment deployed to all high-risk containers. In the Netherlands, articifical intelligence, chemical detection and other technical investments will be made.
”The exchange of information and expertise is the beating heart of our cooperation,” said Vincent Van Peteghem, Deputy Prime Minister and Minister of Finance
in Belgium. ”These new findings show that together we can tackle international drug trafficking. The fight against drugs is a constant priority for Customs.”
Christmas was a busy period, and between Christmas Eve and January 4, cocaine weighing 4.7 tonnes and worth more than €350 million was seized at Rotterdam, Dutch media reported.
Thirty-four people, including a 16-year-old boy, were arrested, the Dutch News said.
MARINE PILOT DIES IN TRAGIC TRANSFER ACCIDENT
A maritime pilot has died during a transfer to a large ocean-going vessel in the UK’s Humber Estuary, the UK Maritime Pilots Association (UKMPA) has reported.
Francesco Galia was transferring from a pilot transfer boat to the larger vessel when the accident occurred, although the UKMPA says the exact cause ‘is as yet unknown and will take some time to be fully understood’.
Galia had been passionate about the maritime industry, the UKMPA said, and had been due to retire shortly after two decades as a pilot and many years before that in the sector.
The Marine Accident Investigation Branch has opened a full investigation and will report in due course.
”This tragedy highlights the risks and challenges faced by maritime pilots every day,” said the UKMPA. ”They are responsible for safely navigating ships in and out of ports and harbours, often
under complex and hazardous conditions, transferring from one vessel to another by nothing more than a rope ladder. This is always a risky procedure.
”The movement of the pilot boat bringing the pilot alongside, the ship’s motion and the
potential for equipment failure requires precise timing and coordination of the ship, the pilot vessel and the exact judgement of the pilot as they step from one moving platform to another moving platform, often in pitch darkness in the dead of night.”
80 BOATS DESTROYED BY FIRE ON COSTA DEL SOL
Fire blazed through a marina at Marbella, the largest town on Spain’s famous Costa del Sol, on January 11, destroying about 80 boats and jet skis.
Reports said some of the boats being stored in a facility at the La Bajadilla fishing port, owned by Marina Marbella, were worth millions of euros.
Around 30 firefighters and a dozen fire engines attended the blaze, which according to Marbella Town Council was fuelled by plastic and fuel
at the facility, although the actual cause is still not known.
One firefighter was slightly injured and treated at the scene.
Town Mayor Angleles Munoz, said the fire was quickly isolated and prevented from spreading to neighbouring buildings.
He confirmed that around 80 boats, including recreational and larger vessels, and jet skis had been stored at the facility.
Chief firefighter Medardo Tudela said the building had collapsed.

Høglund Norwegian shipping and investment firm Eitzen has taken a majority share in maritime automation and energy solutions firm Høglund, the firm announced on January 18. Høglund’s systems are installed on more than 600 ships worldwide, it claims, and Eitzen’s investment ‘reinforces its longterm commitment to sustainable shipping to focus on future-oriented ship technology as a driver for change in the industry’, it said in a statement.
SURVEY REVEALS MARINERS’ DIGITAL FEARS
A recent survey across all commercial marine sectors has found a surprising reluctance to get on board with the latest digital technologies.
According to findings in the Debunking the Mythical Beasts of Maritime Digital Transformation report by technology giant Wärtsilä, almost half of those asked admitted having ‘a volatile attitude towards technology’, and more than a third said they were ‘actively resistant to change’.
”The report also reveals that as many as 18% do not think the industry is unified in its understanding of digitalisation and why it is needed,” said Michael Christiansen, Vice President, Smart Vessel, Wärtsilä. “This report makes clear that the industry agrees that digitalisation is essential to the future of shipping. but little tangible progress has been made to date because of wildly different and vague interpretations of what digitisation actually means.
”What’s interesting is that our report draws striking parallels between the fears and misunderstandings that gave rise to vivid stories of famous mythological sea monsters that
live on in folklore today and highlights the apprehension that many modern-day maritime professionals feel towards the largely unchartered ocean of digital transformation.”
The research found that more than two thirds of industry professionals believed the ability to digitalise existing infrastructure and retrofit vessels was challenging, and more than half agreed that the time and cost implications involved with digital transformation projects were too high. On top of that, 63% believed there was a lack of skills and knowledge among seafarers to fulfil the requirements of new technologies.
The survey was carried out over the EMEA, Americas and APAC
regions across all sectors including ports, ferries, merchant and cruise shipping among others. All levels of seniority were quizzed.
“Like the sea, digital transformation is a great unifier,” said Christiansen.
“We are all in the same boat. Real progress will only happen when we collectively abandon the idea of digital transformation as all or nothing. We need to work together to build an ecosystem where digital technologies on board a ship talk to those in offices on shore. This is how, as an industry, we can reframe the route to digitalisation and turn threats into opportunities.”
‘WORLD FIRST’ 10,000km EXPEDITION LAUNCHED
A ‘world first’ oceanographic expedition covering three continents and eight major bodies of water has been launched by Abu Dhabi’s Environment Agency (EAD).
Scientific research vessel Jaywun, built at the Freire Shipyard in Vigo, Spain, is 47 metres long by 12 metres wide and has six laboratories on board.
The vessel has been fitted with advanced monitoring equipment supplied by the Cyprus Institute, a centre for air pollution and climate change research, and the German Max Planck Institute for Chemistry, which researches chemical processes on Earth.
The parties are working together to monitor air quality and climate change from the
Atlantic Ocean to the Arabian Gulf, covering a distance of more than 10,000 kilometres.
The vessel will cross the Mediterranean Sea, Gulf of Suez, Red Sea, Gulf of Aden, Arabian Sea and Gulf of Oman, ending in the Arabian Gulf and Abu Dhabi waters before the end of the year.
“This remarkable ship measurement expedition is the start of an international collaboration that aims at

It would take a brave person to predict what 2023 will bring, but as commercial marine isn’t short of courage, Maritime Journal asked a few brave souls to look into their crystal balls for the next 12 months.
Top of the agenda for nearly everyone was decarbonisation and sustainability. With pressure mounting on the maritime industry, which is accused of contributing 3% of global greenhouse gases, it’s a subject that can’t be ignored but it’s also an area of opportunity.
The last couple of years have seen record-high inflation, supply chain issues and a dire shortage of crew – all top of’ To Do lists.

centred around customer centricity, sustainability, digitalisation and operational excellence.
"2023 is set to be another year of growth for the workboat industry, but there is political and regulatory concern. The introduction of Workboat Code 3 by the MCA could pose a lot of change, both positively and negatively.
I predict a slow-up of newbuild UK-flagged workboat orders and second-hand market sales, until the code is published, and a desperate need for more seafarers in UK waters will cause a contractual market backlog. This will lead to lots of UK workboats being contracted in 2023 and a correlated raise in charter prices; though with desperate needs come desperate actions and some areas of the industry may take shortcuts to allow more availability.
Don’t over-promise.
The UK’s position on immigration still taunts many operators, with non-UK Seafarers still not able to apply for anything other than a permanent visa to live and work in the UK.
Chartwell Marine, managing director - Andy Page
"2022 was a very interesting year for the UK with lots of UK shipyard vessel deliveries, charging forward with new technologies and providing assurance to investors that the UK is a good place to do business. We are embarking on UK-led product deliveries across the globe in commercial, leisure and offshore in 2023.
Our focus must remain on decarbonisation, but also on product lifecycle and the true GHG cost of each asset delivered. Although new technology and vessels are important, we must also consider re-energising older vessels
GAC Group - vice president for Marine & Energy Erland Ebbersten ‘We are proud of the support we have provided to the burgeoning offshore sector in recent years. While offshore energy projects will continue to grow in number and scope over the near term, developers risk facing shortterm supply shortages of project equipment and labour.
2022 saw our ground-breaking FCS 7011 crew change solution and the first fully electric tug, Sparky, entering operations and winning industry-leading awards. Although some markets are challenging, the general market outlook is good. The broad offering of services, from ship repair to building super yachts and our global reach, will assure Damen will continue to succeed in the maritime domain.
To navigate such supply chain challenges, players in the sector need to carefully plan ahead and seek the right support, particularly since these projects can take several years to materialise. Our role as a provider of integrated services is now even more important as we all work together towards transforming the energy market.

faster, more efficient and cheaper. LEO-based comms systems aren’t widespread in shipping yet, but with ongoing trials, it won’t be long before they become mainstream.
In the shorter term, maritime providers are identifying other solutions to enable digitalisation for operational needs, such as specialised applications optimised for low-bandwidth environments. VSAT and L-band use is being maximised as ship operators and offshore facilities realise that connectivity progress is achieved by utilising digital products for smarter workflow, seamless communications and sustainable, environment-friendly processes.
Grow Maritime - chairwoman Irene Loucaides
"Although supply chain disruptions caused by COVID-19 and geopolitical conflict are easing, the inflation and the impending recession is expected to impact the sector as decreased consumer spending will slow trade down.
Decarbonisation is the word of the hour in shipping as in every industry. IMO’s GHG Strategy and the new strict regulations (EEDI, EEXI and CII) are driving the green transition, but to achieve its ambitious goals, coordinated action by all actors in the sector is needed.
post-Covid our crewing rotas are returning to near normal.
We need Schengen visas for our Indian and Filipino seafarers and it would also make more sense for any Schengen country to be allowed to issue a Schengen visa. These measures would simplify seafarer transits – it must be remembered that our crew are not tourists, they are working and bringing much needed goods into the European Union.
The public and private sector must work together to find the best solutions to the challenges at hand, such as closing the price gap between existing and new fuels, accessibility and availability, to drive it forward. The good news is that shipping can achieve sustainability without sacrificing business success.

"Despite a number of challenges, the 2023 forecast is positive for us. Key words for 2023: energy demand.
We have left an era of quite stable trendlines and a market boost for all segments into more segregated markets. Some markets are still performing very well, others more challenging.
For us 2023 is all about keeping focus on long-term perspectives and continuing our positive development on delivering efficient and quality services to safeguard competitiveness.
We are in this for the long run and have trust in our wellestablished market niches to remain relevant and profitable.

2023 will see greater demand for ship management expertise, particularly as ship owners seek partners to help them meet environmental regulations. I also envisage more consolidation as the big companies continue to benefit from the economy of scale.

GenPro - managing director Maria Theodosiou
"The industry must achieve sustainable continuity in 2023. This is all bound up in people and partnerships. We must continue to care for and develop our teams, and invest in attracting new talent, with new perspectives, to sustain and support our sector. A fresh outlook reflecting current and future global trends and challenges will be essential.
We also need to nurture our partnerships. Long-term, integrated, sustainable, purposeful partnerships are commercially beneficial, lead to price and supply chain stabilisation, allow companies to grow and achieve their strategic goals faster as well as giving a competitive edge.
The trust that develops from these relationships allows for the radical change and decisive action needed for success.
Vikand - CEO and founder Peter Hult
"We believe the commercial maritime industry needs to view crew health and wellbeing as an asset management issue.
While this may seem a little callous, it is simply using the same terminology that an engineer would employ to regularly maintain a vessel’s machinery, avoiding costly breakdowns. The same applies to crew.
VIKAND estimates an average of 10,000 seafarers can’t work due to chronic diseases every year. It is very important for us to retain our experienced seafarers in an industry that has a predicted shortfall of 90,000 crew by 2026. With VIKAND’s chronic diseases programme, we estimate a crew saving of up to 9,500 seafarers a year. Proactive healthcare support also reduces serious onboard medical conditions by 75% and all the associated costs that go with it, like emergency medical evacuations. The industry needs to stop viewing healthcare as a cost but rather as an investment.
Telenor SatelliteCEO Morten Tengs
"Although decarbonisation has been on top of the agenda for some time, shipping still accounts for nearly 3% of all global emissions. We need to see more progress if we are to meet future regulations and ambitions. Fortunately technology is on our side and, backed up with VSAT connectivity for real-time data analysis, it can optimise operations and reduce energy consumption.
Secondly, while maritime has embraced connectivity operationally, there needs to be even more emphasis placed on connectivity for crew welfare. Fewer mistakes occur when crew are happy, leading to a safer working environment and, particularly in times of uncertainty, being connected to the wider world and family onshore is vital.

WINDS OF CHANGE: BMT AT THE FOREFRONT OF NEW DESIGNS
The pressure is on for naval architects to satisfy customer requirements, which are changing rapidly to meet a growing list of restrictions and requirements as well as meet changing demands from the offshore wind industry.
BMT has projects over a fairly even spread of markets, Bissuel says, including ferries, defence and security, but offshore wind is certainly a focus for investment, which the company demonstrated with its 32m crew transfer vessel design that BMT unveiled at the International Workboat Show in November. It features BMT’s Z-Bow hull, which the firm says gives superior seakeeping and crew comfort in the toughest of conditions.
The design also includes BMT’s Active Fender system, which enhances transfer capability in a wider range of sea states, improves safety of technician transfer and reduces the likelihood of damage to the vessel or turbine.
Its size also means the vessel can play an increased role in wind farm construction with a greater cargo deck area for transporting equipment and materials.
“The early wind farm vessels were not much more than small workboats and fishing boats,” says Bissuel. “The requirement for dedicated designs however became quickly apparent and some of the first CTVs to be developed were 15m fast aluminium and GRP vessels.
“From around 2011 we saw vessel size start to increase due to the increasing multi-role requirements. These vessels were no longer just taxis for the technician’s daily commute, they are now also carrying essential spare parts and fuel for the generators.
“The need for operators to reduce their idle time, improve cost efficiency and the emissions has also led to the increase in vessel size, and they are likely to continue to get larger, with alternative propulsion solutions becoming much more common.”
Customer priorities
Bissuel says customers are looking for three main things in their new vessels: emissions reduction; efficiency and safety.
“Our customers are moving towards new alternatives such as LNG, hybrid, methanol or all electric,” he says. “We cultivate a culture of innovation and have proven expertise in integrating all of these, like our MPA Guardian, our latest design for the Marine & Port Authority in Singapore: it is fully hybrid, one of the first of its kind.
“Vessel operators have been hit hard by the rising cost of fuel, so reducing fuel consumption is not only a positive step to protect the environment, it also reduces running costs. We pay a lot of attention to hull design and propulsion, and any other factors that have an impact on fuel consumption. We do a lot of work to understand the operations of our customers, such as specific ferry routes or wind farm maintenance tasks, so that we can optimise the vessel and reduce operating costs such as fuel consumption or crewing costs.
“Providing a safe working environment is always a key
priority for our customers, so we have to make our vessels safe and comfortable. BMT’s vessel hull forms are known for their great seakeeping characteristics, and we also invest in ensuring workflows are optimised and increase safety.”
New designs as rules tighten
As designers and owners are forced to meet new obligations and restrictions in the name of climate change, designers are going to be kept busy.
“Fossil fuels have provided low-cost, high-power density solutions to operators for a long time,” says Bissuel. “Transferring to new low-carbon technologies is forcing the industry to think very differently, both from a vessel construction point of view and an operational point of view.
“Major hurdles will therefore include a regulatory framework for new alternative energy sources such as alternative fuels, port infrastructure to support and supply them, and onboard equipment and technology solutions that implement these energy sources.
“We are fortunate to have one of the largest design portfolios in the world, with a broad range of hull forms, propulsions, vessels sizes and capabilities.”
It’s going to be impossible to stand still where vessel design is concerned, and the future will inevitably hold challenges in meeting new technology demands.
“We never cease to innovate, we are always looking to develop new vessels for what our customers are going to need in the future,” says Bissuel. “We continuously invest in research and development, looking at new types of vessels with a strong focus on reducing carbon emissions.
“BMT prides itself in its vessel design capability, and we also offer key areas of expert consultancy in the environment and climate solutions space, and coastal infrastructure, which are all very relevant in the offshore wind market.”

Diverse Marine and NR Marine Services have teamed up on the construction of a new Diverse Marine 27m crew transfer vessel.
This first-in-class vessel, to be named NR Predator, has taken the traditional catamaran hull and optimised it for reduced fuel consumption and emissions using extensive CFD testing.
An option for a second vessel has been secured as part of the deal. Owen Nutt, director of NR Marine Services, said, “Ordering our first new build with an option for another is a significant milestone for NR Marine Services.
“At present we operate a number of 20m CTV’s and have nurtured strong relationships with our clients, allowing us to take the next step in our business development,”
The ‘hybrid ready’ CTV will have an insulated generator space ready to receive generators and batteries but initially will be conventionally powered with quad Volvo Penta IPS900 engine and drive system, all fitted with IMO Tier III SCR and urea injection exhaust systems.
Ben Colman, director of Diverse Marine, said that the last few years had been a challenge for the maritime supply chain but that the ‘UK is leading the way with innovations that will define the way vessels are built and operated worldwide’.

EXCELLING AT DATA-DRIVEN SHIP DESIGN
Ulstein’s Rotterdam office specialises in designing offshore installation vessels, which are often highly complex and for Ulstein, each new ship design brings new challenges.
“Of course, we feel like fish in water when it comes to large, complex ship designs,” said Bart Daman, manager naval architecture at Ulstein Design & Solutions BV in Rotterdam.
“Now that we are working data-driven, we can get to work even faster than before with the knowledge we already have in-house. It also allows us to start more quickly on complex, new challenges in a project. In the past, when we worked mostly with individual files like any other designer, project preparation was much more labour intensive and more sensitive to error.”
Complex designs
Ulstein has been working with Shipbuilder Software for years and it has provided a lot of peace of mind and convenience in the organisation, according to Daman.
”We store all our design knowledge in Shipbuilder Software, a continuous process in which our most recent acquired insights in ship and system design are stored invariably. Everyone in the organisation can thus access the information relevant to that person in his/her project.”
To this end, each new project is based on the latest knowledge, to which project-specific data is added. As a result, the company-wide shared knowledge level is increasing faster and checking standard data for each project is hardly necessary anymore as this is done during the initial input. All in all, this results in considerable time savings and a very consistent design package.
“We have become much more transparent as well,” Daman said, “both in-house and towards our customers. The entire process of reviewing, commenting and approving of
drawings/documents by the customer runs via Shipbuilder Software.”
For example, clients can see in real-time the status of a change they requested, so it's not necessary to look up an Excel file or drawing in Outlook, as the designer’s response to a proposed change is seen immediately.
Working in a data-driven way also has commercial benefits. “We are now much faster during the tender phase and can start a new project four times faster,” says Daman.
“For any project, we have them ready within a few days. Typically it used to take up to two weeks or sometimes even longer. A huge advantage for our customers. This way of working suits our professional approach, where the customer gets a design of unprecedented high quality.”
In future, Ulstein, in association with Shipbuilder, the company behind Shipbuilder Software, said it will continue to focus on implementing the concept of data-driven working even further in the coming years.
”Not only does this allow our customers to get started faster with the construction of our design, but they can also use it as the basis for consistent document management throughout the life of the ship,” said Daman.

Uncrewed Surface Vessel maker SEA-KIT has started fitting out its first 18m hull in the firm’s new facility, which opened its doors in October and is expected to triple production.
The Essex, UK-based firm says the 18m XL class vessel is destined for geo-intelligence specialist Fugro.
As well as the 18m craft, two 12m X- class essels are in build, and the firm has won patents for both models.
“It is great to go into 2023 with the new facility up and running,” said CEO Ben Simpson. ”With the addition of this building, we have tripled production capacity and expanded our R&D area. It gives us more, much-needed space for the ongoing development of launch and recovery systems for ROVs and AUVs, mast gondolas and sensor deployment systems, as well as enhancing manufacturing efficiencies for multiple USV builds.”
SEA-KIT’s testing and research vessel, Maxlimer, will also be getting prepared soon for another mission following the subsea volcano survey project in To nga that was carried out last summer. ”The industry is collaboratively working towards ambitious net zero emissions targets and uncrewed vessels are already a critical part of our maritime future,” said Simpson.

FET DELIVERS THREE ROVs TO BRAZIL
The 200HP Perry XLX-C work-class ROVs were manufactured in the UK and will be deployed on two of OceanPact’s vessels to help carry out inspection, repairs and maintenance to oil company Petrobras’s oilfields.
”The 3,000m depth rated compact 200HP XLX-C delivers the high performance of a work-class vehicle in a smaller form,” says FET. ”The vehicles benefit from an impressive high flow auxiliary hydraulic circuit combined with a high payload capacity to carry additional tools and sensors.
”Each XLX-C was supplied with an underslung tooling skid
for additional tooling and options fitment, complementing the vehicles’ high performance. A comprehensive supplementary tooling package including torque tools, verification units and fluid injection systems was also provided.”
The ROVs also have heave-compensated Dynacon launch and recovery systems, and surface power and control installations.
”We’re pleased to have been chosen by OceanPact to deliver their first work-class ROV fleet at such a pivotal time as it expands its subsea operations,” said FET commercial manager Simone Pizzolato.
MacArtney fits winch to North Pole vessel
Danish
The Swedish Maritime Administration’s vessel travelled to the North Pole to collect data and samples from the frozen region for use in researching the Arctic ecosystem. MacArtney’s winch, which was developed specifically for the expedition, was used to acquire data from the water column.
The Synoptic Arctic Survey 2021 expedition also took MacArtney Sales Director for Ocean Science, Hans-Jørgen Hansen, with it as a fully-fledged crew member because at the time, Covid was causing mass confusion and delays and the shortness of the post-installation testing
window meant gear had to be installed just six weeks prior to embarkation.
The brevity of the period led the Swedish Maritime Administration to ask of a MacArtney technician could join the ship in case of problems, and Hansen’s knowledge
and background made him an ideal choice.
With deep-sea CTD profiling and water sampling being the primary deployment, the chosen solution was based on a standard winch system and fitted the Swedish Maritime Administration’s applications and operations in the Arctic.
The scope comprised a MERMAC winch integrated into a 20’ container, including a right-angle level wind and a 7,000m fibre optic cable solution with MacArtney’s TrustLink stress termination and a custombuilt NEXUS Multiplexer.
Oden continues to use the customised solution for water column profiling to reveal data from the depths of the ice-covered Arctic Ocean.

TUG DELIVERY ROUND-UP
This month we look at four recent deliveries from European shipyards reflecting a continuing appetite for both fleet renewal and to meet continuing demand for towing services
Many tugs spend their life based in one port or region without venturing much beyond. With tug construction a global industry, delivering the finished product to its owner can be a lengthy affair often riding piggyback on a heavylift cargo vessel, sometimes undertaking the voyage ‘under their own keel’.
24,000km voyage
With the earth’s circumference around 40,000km, the 24,000km delivery voyage for Caraibes Remorquage’s new tug from Piriou’s shipyard in Vietnam to Pointe-à-Pitre in Guadeloupe via Singapore, Ceylon, Suez, Malta and Las Palmas before crossing the Atlantic could probably rightly be considered a useful shakedown voyage.
The tug, named Pointe Vigie 2, is the second OST 30 design vessel entrusted to the French shipbuilder by Caraibes following delivery of Pointe Tali in 2018.
This latest 60tbp addition however is “more powerful and better equipped” than its predecessor, with an aft winch for towing at sea, a crane and firefighting provision. Pointe Vigie 2 will assist container ships on stopovers at Pointe-à-Pitre and carry out tasks at other ports attached to the Grand Port Maritime of Guadeloupe.
Sanmar delivers to SMS
If Turkey’s Sanmar Shipyards had to look for a vote of confidence in its products it needs to look no further than SMS Towage, the UK’s largest independent family towage company. SMS’s first Sanmar-built tug was Scotsman in 2008 and the number delivered to the Hessle-based company has now reached 14 with delivery of Trueman and Kingsman
This latest pair are Robert Allan Ltd (RAL) designed RAmparts 2200 sister vessels, previously operating in Sanmar’s own fleet as Sirapinar XVIII and Sirapinar XV. With vital statistics of 22.4m LOA, 10.84m moulded beam and 4.85m draught, twin Caterpillar 3512C main engines supply 3,000kW in total to Schottel fixed-pitch thrusters with performance figures including 52 tons bollard pull ahead, 49 tons astern and speed 11.5kn.
A firefighting pump, driven through a clutched flexible coupling in front of each main engine, has a capacity of 1,200m3/hr, complimented by a 2.4m3 capacity foam tank. The Registro Italiano Navale classed vessels also have a fuel tank capacity of approximately 72m3
Trueman and Kingsman will join the fleet of a company with an increasing presence in the UK shiphandling towage scene including the River Humber in the Bristol Channel, Belfast, Portsmouth, Teesside and River Tyne.
Damen tugs for Portugal
Damen’s build-for-stock policy has allowed delivery of two of its increasingly popular RSD 2513 (Reversed Stern Drive) tugs Dóris and Tétis to the Portuguese port of Leixões just eight months after the order was secured via a tender process from the port authority of Douro and Leixões.
Around 25 of these ‘next generation’ Damen tugs have now been delivered, providing bow-to-bow, tractor or escort towing from a respectable 70tbp. Features include a ‘Twin Fin’ skeg, enhancing directional stability and providing higher
They also have ‘Damen Triton’, a digitalised remote monitoring platform that collects data from sensors throughout the vessel, providing operational insights to improve efficiency and utilisation. Monitoring Triton Fuel reports allow the operator to see where fuel savings and emission reductions can be achieved. As Triton runs on various data-driven applications independent of supplier, Port of Leixões can use Triton as a digital platform to support vessel operation.
Dóris and Tétis also benefit from Damen’s exhaust aftertreatment system, providing compliance with IMO Tier III emission standards, important with the port’s operations near urban areas.
Oil spill response
Finally, a related news item worthy of mention involves imminent delivery by Singapore’s ASL Shipyard of two highspec RAL-designed oil spill response barges to Western Canada Marine Response Corporation, to be stationed along the south coast of British Columbia.
The 76m long barges can store 3,787m3 of recovered oil and the aft deck has space for spill containment systems including booms stored in containers and associated general equipment.

Windcat Offshore’s recent order for a series of hydrogen-powered Service Operation Vessels from Damen introduces a new design that takes the windfarm maintenance vessel concept to a new level.
Early days of offshore wind with locations close inshore saw the transporting of technicians via crew transfer vessels (CTVs) on a day-work basis, the daily commute to work being typically an hour. Technicians often came from shore-based backgrounds rather than marine, and as windfarms moved further offshore larger CTVs with greater passenger capacities and enhanced crew comfort provisions were introduced.
As transit times increased, the working day became longer and the next stage saw the introduction of Service Operation Vessels – a different concept whereby a large number of technicians would live offshore for a month at a time in high-standard accommodation, their short daily commute via motion-compensated walk-to-work gangways, some designs even with accommodation on the same deck level as the gangway to provide a stepless transfer.
Damen’s “Elevation Series” Commissioning
Service Operation Vessels (CSOVs), designed in cooperation with Windcat and CMB.TECH, are 87m long with accommodation for 120 people in hotel-style accommodation. The decision to power them with hydrogen is another obvious step for the shipping industry’s journey exploring alternative-fuel options to satisfy increasing desires to present a green image.

industry for around 20 years, its in-house designed vessels including Hydrocat, the world’s first hydrogen-powered CTV. This latest development follows four years of market and vessel design evaluation and the Elevation Series will use the same dual-fuel technology as Hydrocat
Windcat Offshore is a sister company, established in 2022 to focus on ownership and operation of the CSOV following the order for two vessels plus options to be built in Vietnam and delivered from 2025.

TIGHT SQUEEZE IN THE SCHEUR CALLS FOR MORE TUGS
The temporary navigation rules, which lasted around a month, were put in place to ensure safe passage for around three hours a day during periods of strong tides while the jack-up crane vessel Neptune was in the Scheur, at times in the middle of the channel carrying out seabed operations associated with construction of the new Maasdelta Tunnel.
The tunnel, under the Scheur and expected to open in 2024, will ease traffic congestion including in the nearby Benelux Tunnel for traffic heading to and from the Maasvlakte container terminals.
As part of the work, DEME’s Neptune was employed to lay tiles on the seabed, each weighing 100 tonnes, as temporary foundations for the tunnel sections that will be later towed to the site and sunk into position. Once the tiles were positioned, a diver conducted an inspection during periods lasting between 15 and 20 minutes, when RPA closed the Scheur fully for shipping.
Excavation of the tunnel trench created what RPA called a ‘nuisance’ transverse current and the contractor had an escort vessel on standby to warn shipping along with a tug in case any assistance was required.
The requirement for seagoing vessels over 140m in length to use a tug concerned passage between kilometre posts 1015 and 1018, where the passageway was narrower because of Neptune, which included being fixed to the seabed in the middle of the Scheur.
The section concerned is a particularly busy part of the route into the Rotterdam port estate, including Botlek, Eemhaven, Schiedam area and Wallhaven up to Rotterdam Cruise Terminal in the heart of the city. Several dozen seagoing vessels and a few hundred inland vessels pass the area daily.
Shipping was asked to take extra care, moderate speed and follow the instructions of RPA’s traffic controllers.
“We are now entering the most exciting phase of the construction of the Maasdelta,” said Pieter Nordbeck from PRA. “All shipping must be regulated to allow safe and smooth passage of the Neptune, which has been firmly fixed to the riverbed by means of legs.”
Traffic was regulated from the Rotterdam Traffic Centre Botlek around 4km upriver. Here, controllers maintained consultation with Neptune’s master, traffic controllers and those on board.
Nordbeck said the jack-up had four different centre positions, which created a short passing route and a long passing route with inland vessels still able to pass along the short route.
This was not possible for seagoing vessels, however, so when Neptune was positioned in the south of the middle, shipping was only allowed to pass to the north. During that time it was one-way traffic only with overtaking prohibited for all shipping.
Tricky but critical engineering
A critical part of the Maasdelta Tunnel will be when the two tunnel sections are immersed. Earlier in 2022, MJ reported on
the float-out of the concrete 180m long, 8m high, 40m wide southern tunnel section from drydock at Damen Verolme Botlek. It was towed by two Boluda Towage tugs to the quay close to the dock, where the northern part of the tunnel, which had followed the same route the day before, was moored.
RPA says the Scheur will be fully closed for shipping when the two tunnel sections are towed the short distance from Damen Verolme to the tunnel site, where they will be immersed into the specially dredged trench in the seabed.
The operation is planned for two whole days, the first starting on Friday 31 March (2023) at 10am and lasting around 24 hours with the second taking place from 10am on Saturday 15 April, again for a period of 24 hours.
It is hoped MJ will be present to witness the operation and the Maasdelta Tunnel itself is due to be completed by 2024.
With around 30,000 seagoing vessels using Rotterdam annually, shiphandling towage services in the port are expected to be extensive.
While the Dutch dominate the river and inland towage scene, their activities in the larger shiphandling tug sector have waned over recent years with a notable presence now of tugs from companies including Spain’s Boluda Towage, Germany’s Fairplay Towage and the latest arrival, MedTug.

The contract, valued at around £200 million (€227 million), has been awarded by the UK Ministry of Defence and will last for 27 months commencing December 2022 with an option to extend for up to six months. The new arrangement follows the ending of a 15-year Private Finance Initiative (PFI) and is with the Royal Navy directly.
Providing support including towage services for any navy can be considered a prestigious contract. Assisting naval vessels at their bases can be of critical importance for a nation’s security, at the same time presenting challenges, for example assisting submarines and their unconventionally-shaped hulls and aircraft carriers with overhanging flight decks, all somewhat different to conventional commercial shiphandling.
Serco has been supporting the Royal Navy for more than 25 years. Its services include assisting movement of Royal Navy vessels at six sites across the UK, including His Majesty’s Naval Bases at Devonport, Portsmouth, Clyde and the BUTEC Ranges in Kyle of Lochalsh as well as overseas.
Range of services
The services extend beyond ship assist provision and include trialling new technology, passenger ferrying, supporting military exercises, and provision and maintenance of buoys and moorings. A team of 650 mariners and engineers provide the services, the company operating and maintaining a

wide-ranging fleet of just under 100 vessels, not restricted to tugs and including utility and crew supply vessels, diving support vessels, tank barges, platform supply ships and pilot vessels.
Serco’s fleet of tugs is an interesting mix of vessels, some UK-built dating back several decades to a previous era when towing provision was managed more directly by the UK Government.
As mentioned, naval tugs have to meet specific requirements and the bulk of the towing fleet is comprised of modern vessels, including ASD and tractor configurations and dominated by Damen-built vessels including ASD 2009s, ASD 2509s and Stan Tug 2608s.
Worthy of mention are the ATD 2909 tractor tugs SD Bountiful, SD Dependable, SD Reliable and SD Resourceful - hulls built by Crist Shipyard Gdansk and completed by Damen Maaskant in 2009/10. Last but by no means least and worthy of mention is the powerful ART 80-32 Rotortug SD Tempest

SALVAGE ROUND-UP
Spanish salvage contractor Ardentia Marine has been the exclusive supplier of emergency response services for Salvamento Maritimo (SASEMAR) since 2009, and working for that organisation Ardentia was tasked recently to rescue the 62-year-old lone skipper of a French sailboat who was trapped in an air bubble after his craft capsized off A Coruña near the Sisargas Islands.
Despite high seas, Ardentia’s divers gained access to the vessel and rescued the sailor, undoubtedly saving his life.
Other work for Ardentia late in 2022 included a complex operation refloating a 50m sailboat in Port of Tarragona, which included removal of bunker fuel and a combination of underwater repairs, airbags and shore cranes.
A wreck removal task involved refloating a catamaran ferry from 30m depth in Cartagena, Ardentia, also supervising the vessel’s scrapping once ashore.
Other salvage and wreck removals included a vessel stranded in Alicante and removal of a vessel in Coma-ruga Spain.
Tsavliris in yacht and bulker recoveries
Piraeus-based Tsavliris is reporting another busy period, including more recoveries of yachts facing problems. When the yacht Zeppelin grounded off Spetses Island, Greece, Tsavliris arranged a crane barge to lift and transport the casualty to a shipyard on the island.
A few days later the motor yacht 007 struck rocks at Kythnos Island and was beached nearby. A salvage master, technicians and divers were mobilised by Tsavliris for inspections and assistance was also provided, removing valuable items from cabins.
At the time of writing a wreck removal tender was being arranged.
Bulk carriers running aground on Argentina’s Parana River are not unusual and Tsavliris was called in recently when the bulker Madrid grounded at km342 while on passage from San Lorenzo, Argentina to Liverpool, UK laden with 25,000t of wheat.
The tugs Ranquel (70tbp) and Brutus (72tbp) were tasked to assist along with a salvage master and the following day the vessel was refloated successfully without lightening and towed to Puerto Ingeniero Buitrago anchorage, where Voyage Data Recorder inspections were carried out according to Port Authority requirements. Two days after the grounding all services were completed and the tugs released.
Salvage of abandoned sinking ship
Salvage teams often board a ship at risk of sinking after the crew have understandably and rightly abandoned it, and such was the case for Smit Salvage when a collision between the Dutch-flagged general cargo vessel Helge and the reefer Wild Cosmos off the Danish coast left the former in a sinking condition through flooding of the engine room and damaged hatch covers and bilge.
The crew were safely evacuated and with a LOF contract agreed, a Smit emergency response team was activated and a salvage team mobilised to Esbjerg. A tug from Smit’s local partner was tasked to assist.
A helicopter lowered the salvage team on board Helge and
a tug established a towage connection with the vessel, which arrived under tow in Esbjerg the following day.
Cargo discharge into other vessels, assisted by Multraship’s Multrasalvor 6, brought hull damage above water level, whereafter the engine room was dewatered and cleaned before Helge was redelivered to its owners.
Two-year battleship move Resolve Marine has dealt with damaged and sunken drilling rigs off Mumbai and Malaysia, but an interesting tasking is where it reports that it was “honoured” to play a role in the operation to move the historic US battleship Texas down the Houston ship canal for drydocking.
Two years of planning went into the operation, with Resolve previously performing an extensive foaming operation of the battleship’s blister tanks with around 25,000 gallons of unexpanded foam applied to more than 40 blister and stern tanks.
When expanded, the foam provided around 2,800 tons of retainable buoyancy, stabilising the vessel and supporting deteriorated shell plating, reducing water ingress dramatically. Resolve provided engineering analysis and recommendations for the tow plan, which was led by Valkor Energy, US Coast Guard, tugs and pilots. Fifty pumps capable of removing 20,000 gallons of water per minute were installed for safety, with Resolve also supplying an onboard damage control and salvage team, including full dive team.
The tow was described as a “resounding success” and there was a personal connection where Joe Farrell, father of Resolve Marine founder Joe Farrell Jr, landed in Normandy in WW2 under the protection of Texas

Sanmar Shipyards has secured orders for three Robert Allan Ltd (RAL) designed battery-powered tugs for operators in Canada and Norway.
All-electric tugs may be suited for specific situations but the possibility of emissions-free operations, which historically has been far from the case, is an attractive proposition, particularly in built-up urban areas. RAL and Sanmar will no doubt see these orders for the ElectRA range as further positive signs for the concept’s prospects.
Two ElectRA 2300-SX variants have been ordered by SAAM Towage Canada for operation in Vancouver British Columbia, specific requirements including a large battery capacity due to short periods between missions, quick recharging capabilities, high bollard pull figure and from a practical angle a tug of compact dimensions due to space between the port’s finger piers.
With battery capacity of 3,616kWh, vessel length 23m and the ability to deliver 70tbp for up to an hour, the model selected was seen as being the optimum solution.
While accommodation is provided for four people, SAAM will typically crew the tugs with just two mariners as typical for its Vancouver operations.

Oslo returning customer
Buksér og Berging is Sanmar’s next ElectRA customer to mention, in this case the slightly smaller ElectRA 2200-SX variant for operation in Port of Oslo.
The client is a returning customer for Sanmar, which has previously delivered seven tugs to the Norwegian tug owner including in 2014/15 the world’s first purely LNG-powered tugs Borgoy and Bokn.
Of interest is RAL’s comment: “Perhaps one of the most exciting features of all is that unlike with a conventional diesel tug, the ElectRA 2300-SX’s performance has the potential to significantly improve over its service life. By leveraging anticipated future improvements in battery density by occasionally refreshing battery cells, ElectRA

8 Chilean salvage provider Ultratug has received a significant boost to its fleet with addition of the AHTS/salvage tug Lenga.
The purchase was agreed back in 2020 and during the pandemic, the crew maintained the vessel in operational condition and it is now based in Punta Arenas, providing logistics support to Antarctic bases and also being available for towage and salvage operations in the region. The 165tbp vessel was built by Fergusson Shipyard in Scotland in 2000 and worked mainly in the North Sea, including for previous owner and fellow ISU member Buksér og Berging as BB Troll.
8 Remontowa Shipbuilding SA’s Gdańsk shipyard has delivered the firefighting vessel Strażak-28 to Szczecin and Świnoujście Seaports Authority SA (ZMPSіŚ).
The multipurpose vessel has been designed to perform firefighting tasks during tanker operations and its capabilities include rescue and operational safety within its areas of operation. It is third in the ZMPSіŚ fleet following numbers ‘24’ and ‘26’, which are based at Szczecin and Świnoujście. Strażak-28 has a length of 29.2m, maximum breadth 10.47m, design draught
3.45m, speed 12kn and bollard pull 45t. The vessel was co-financed by the European Union from the Cohesion Fund under the Operational Programme Infrastructure and Environment.
8 Damen Financial Services has extended its cooperation with NIBC Bank N.V. enabling the Dutch shipbuilder to increase financial facilities for its vessels.
The offshore, harbour and inland sectors are described as “highly competitive” by Damen and its offerings include financial or
operational lease options to allow operators to renew or extend their fleet. Capital investment to acquire new vessels is complicated and the financing is stated as being specifically available for tugs, MultiCat workboats, small ferries and barges, Damen adding that some operators are convinced to choose them thanks to the option of financing through themselves.
8 Svitzer has announced appointments of Kasper Karlsen and Deniz Kirdar True to the roles of Global Chief Operating Officer and Managing Director AMEA region respectively.
Karlsen was previously COO in Europe, including UK Managing Director, following the merger of the UK North and South clusters in June 2022. He held different leadership positions in the A.P. Moller-Maersk group until 2020. True joined Svitzer in 2014 as COO Europe region, including Head of Operational Excellence, before taking up the position of General Manager East Coast (Australia). She has worked in shipping for almost 20 years and has broad managerial experience and a “notable performance track record” across a number of different regions, sector areas and functions.

COLD IRONING CONFIRMED FOR ITALIAN PORTS
With an EU recommendation that ports adopt shore-toship systems becoming binding in 2025, there could be a lot of work ahead for Nidec in this vein.
The whole aim is to cut vessel emissions while in port while maintaining heating and air conditioning and other necessary systems on board.
Works will include moving breakwaters, providing access to railway terminals and restructuring the port moorings as well as the cold ironing.
”Thanks to the innovative electric power supply systems for ships developed by Nidec ASI in Genoa and Savona, it will be possible to reduce emissions and noise pollution with positive impacts on inhabitants and tourists in the areas bordering the two Ligurian ports, which are both inside the cities, while at the same time having minimal impact on the operation of the ports,” says Nidec.
”In Genoa, the project envisages Nidec ASI building six berths which will allow the cruise ships and ferries docked at the port to switch off their on-board generators, connecting to the electricity grid to meet their operational needs. In order to adapt the voltage and frequency of the power supply network to what the ships require, a conversion system consisting of distribution panels, transformers and converters that will allow the ships to be powered simultaneously will be implemented.
”In Savona a cold ironing system similar to that of Genoa will be developed for the cruise port, with a converter which will allow one ship to be powered at a time. For both projects, an automation, monitoring and control system will allow meeting all safety regulations.”
“We are pleased to continue collaborating with the Western Ligurian Sea Port Authority by providing the most advanced technology, thanks to 40 years of experience in the construction of conversion systems,” said Nidec CEO Dominique Llonch.
The two projects will cost in the region of €26 million, Nidec says.
MDL delivers bespoke subsea recovery system
MDL has designed and delivered to Subsea7 a bespoke Aft Recovery System that will be used on multiple vessels in deep water.
The system can be mounted in different locations on vessel sterns so that lazy wave flexibles can be fitted with buoyancy modules.
The device is engineered to be fixed to the deck by way of sea-fastening brackets with a bolted connection for quick release. It can recover a range of product diameters without over bending the flexible or crushing the buoyancy modules.
The inboard angle of the chute arc extends over 90 degrees to facilitate
buoyancy modules manoeuvring without using a crane, and it is designed with a dedicated guide rail to support the modules through recovery.
MDL Aft Chute Assembly
To allow for the suspension of the catenary weight during recovery of a damaged lazy wave, the hang-off clamp is designed to be orientated in a horizontal position.
“I am pleased to see the relationship with Subsea7 continue, from bespoke design and manufacture, to rental of equipment for specific projects, to more recently asset maintenance and engineering services for their global fleet,” said MDL key account manager James Farquhar. “This latest delivery draws a full circle, reflecting the complete integrated services we can provide as a single-source partner to our clients.”
”And we have many other initiatives in the pipeline: we are in fact participating in all the tenders in the Mediterranean area for the development of electrification systems.”

EU ENERGY NETWORK WELCOMES ORBITAL MARINE POWER
The Scottish firm has been developing its tidal energy technology in its O2 project supported by Horizon 2020, and EU-funded programme that spent a budget of nearly €80 billion between 2014 and 2020.
Orbital’s 2MW O2 floating tidal turbine began exporting electricity to the UK grid in July 2021.
“Orbital is one of the pioneers of tidal energy,” said Ocean Energy Europe (OEE) CEO Rémi Gruet. ”They have played a major role in the sector’s progress for many years now, and it is a natural step for them to take on a more prominent role at OEE as they prepare to commercialise their technology.
I look forward to working with Andrew and his team to keep that forward momentum going, and to make a global tidal energy market a reality.”
“We have seen tidal energy brought to commercial readiness and interest grow in the role it can play in secure, sustainable and low carbon energy systems of the future,” said Orbital CEO Andrew Scott. ”As we move into a new, exciting phase of scaling our industry, it will come with new challenges and opportunities - I have no doubt OEE will continue to play a key role in helping deliver success for the sector, and we look forward to supporting that critical effort.”
BV approves high wave offshore solar farm system
Bureau Veritas has given its first Approval in Principle to a high wave offshore solar farm system designed by Oceans of Energy.
The Oceans of Energy’s offshore solar farm system is the world’s first offshore solar farm proven in high waves, operating in the North Sea since 2019.
“Oceans of Energy is very proud to receive this Approval in Principle as we realise it is a testimony of sound engineering, a feasible and sound concept choice,” said Allard van Hoeken, founder and CEO.
“It is of great reassurance to our stakeholders that the design of the floating farm and mooring system have been reviewed and approved by Bureau Veritas.”
The farm currently installed has a size of 0.5MW, but because the system is modular,
scalable to any size. It has a unique design. Rather than heavy structures above sea, which are normally used for offshore technology, the offshore solar farm system is lightweight. It uses the sea surface directly as support, like a waterlily resting on the water surface.
In order to withstand high waves and rough seas, it uses an innovative system
combining rigid and flexible structures that allows it to ride on waves. Such a novel system had not been used before in offshore high wave application, nevertheless, the system has recently entered its fourth year of successful operation in high waves.
Since its deployment, the system has withstood many heavy storms, with waves up to 9.9 metres high. During its development, the system was successfully basin-tested with 13-metre-high waves.
The Approval in Principle includes all aspects and products needed for the production of an Offshore Solar Farm system. This includes Oceans of Energy’s design base, the designed floaters, the mounting of the solar panels, scale model testing reports and mooring system design.

OFFSHORE ‘GAME CHANGER’ SIMULATOR DEVELOPED
The Maritime Simulation Laboratory at the University of Plymouth brings together a network of high-tech components that can be used to run a series of maritime scenarios in real time, researchers say.
At its heart is a Kongsberg K-Sim Dynamic Positioning simulator, which will initially be used to simulate, test and optimise marine operations throughout the lifecycle of floating offshore wind (FLOW) installations.
“This simulator, and the software we have designed for it, is exceptional,” said Dr Adan Lopez-Santander, Lecturer in Navigation and Maritime Science and Maritime Simulation Laboratory lead. ”It gives us the capacity to replicate in real time what is happening anywhere on the ocean and in any given conditions.
”It also enables us to monitor the stresses being placed on individual structures, and how they will affect that structure’s interaction with other devices. In sectors such as offshore renewables and marine autonomy, being able to perform these tests in a virtual environment will be critical to existing and future research and development.”
The simulator creates a space where offshore wind project teams can verify, test and optimise installation and maintenance projects. It could also have applications across the marine and maritime sector, in fields including craft design, marine autonomy, clean maritime, and maritime infrastructure.
The new facility can accurately model any maritime geographical area in the world, including terrain data, tides and currents and a wide range of environmental conditions, such as wind, sea state, precipitation and ice.
It will allow trained technicians to create new craft that appear realistic and exhibit accurate hydrodynamic and aerodynamic functionality. It can also be programmed so that maritime objects – including buoys, cables, anchors and docks – can interact with the simulated environment and with each other.
Numerical models link to R&D
High levels of visibility and integration mean it can evidence numerical models, enabling staff to see the strains and loads being placed on simulated objects by different weather and sea states.
The new simulator will also link to the research and development taking place in the COAST Laboratory, providing academics and industry with a virtual environment in which to test their innovations before they are deployed in its wave tanks.
The new Maritime Simulation Laboratory complements other cutting edge facilities already being used for research, teaching and engagement at the University.
These include a Ship Simulator, which is able to recreate the environment of a maritime vessel navigating the ocean, and the Cyber-SHIP Lab, the UK’s only hardware-based maritime cyber security research and development platform.
“This simulator is a genuine game changer across a number of critically and globally important sectors,” said Professor Kevin Jones, Executive Dean of Science and Engineering at the University of Plymouth. ”We now have unrivalled capabilities to assess how individual devices and collective infrastructure will respond to unique ocean conditions.
”But beyond that, and in tandem with our existing facilities, we have the power to both predict and overcome a number of key challenges facing these sectors. It means that, now more than ever, we can play a crucial role in advancing marine and maritime innovation.”
The Dynamic Positioning simulator has been acquired through the university’s involvement in the Cornwall FLOW Accelerator project. It is led by Celtic Sea Power, and supported by a grant of £4.8m (€5.4m) from the European Regional Development Fund through the Cornwall and Isles of Scilly Growth Programme.

BACK IN THE FOLD: UK RE-ENGAGES WITH EU
Three years after leaving because of Brexit, the UK has re-joined an EU organisation to develop offshore wind in the North Sea
The UK has signed a Memorandum of Understanding with the European Commission and members of the North Sea Energy Cooperation (NSEC) to ‘re-engage’ following the departure of the UK from the EU.
The NSEC, which is comprised of representatives of nine EU countries, is a facilitator for coordinating the development of offshore wind and grids in the North Sea, the Irish Sea and the Celtic Sea.
With the dire energy situation facing all nations, the move is aiming to strengthen energy security and provide affordable energy on the continent.
”To strengthen its energy security and ensure affordable electricity for European families and businesses, EU countries now want 110 GW of offshore wind by 2030,” says the association WindEurope. ”And the UK wants another 50 GW. They are and will remain the leading country in Europe on offshore wind. It’s a no-brainer that the EU and UK collaborate on how they build out and connect their offshore wind farms. Both sides get this and want to collaborate closely. Hence the MoU.”
“As the UK’s offshore wind fleet continues to expand rapidly in the North Sea, opportunities to work even closer with our European colleagues on sharing investments in infrastructure, building more interconnectors and protecting biodiversity will benefit everyone by enabling us to scale up on vital new deployment,” said RenewableUK CEO Dan McGrail. ”This will enable us to boost energy security in the UK and across Europe at a time when we need to move away from expensive imported gas as fast as possible.”
Cordi O’Hara, President of National Grid Ventures, said:
“We warmly welcome the UK re-engaging with NSEC, because we need all North West European countries working together to harness the full clean energy potential of the North Sea.
“We now look forward to working with our partners to develop the next generation of hybrid projects, which will help to accelerate offshore wind while mitigating the impact of infrastructure on coastal communities. But none of us can do this alone, so we must build on the strong platforms we have established to deliver an integrated offshore grid that will maximise benefits for consumers across Europe.”
Portugal enters the floating wind race
Portugal has announced it will set up special offshore zones to unlock the country’s potential for floating wind installations.
The Technological Free Zones were announced at a conference in Lisbon held by WavEC Offshore Renewables, a private, non-profit offshore marine energy research and consultancy association based in Lisbon.
CEO Marco Alves said the zones would ’provide a further springboard for floating wind developers, unlocking pre-consented areas with active grid connections and reduced regulatory processes’.
”This is an exceptionally exciting time for the marine energy space. It was clear from our conference, which centred around offshore wind innovations across Iberia, that floating wind in particular will play a significant role in the future energy
transition. In recognition of this opportunity, Portugal is now planning specially adapted Technological Free Zones to turbo-charge development.”
Portugal joins a small group of countries which have launched similar regimes including Australia, Canada, India, Singapore and the UK.
With national plans to install 10GW of offshore wind capacity by 2030, the measures aim to unlock a massive 131GW offshore wind resources, 90% of which is in deep waters and dependent on floating foundations.
Portugal has already hosted several ocean energy demonstrations, with the WindFloat Atlantic project now powering 60,000 homes. Further plans are afoot with Welsh marine energy developer Marine Power Systems to deploy a unique modular floating offshore wind platform, PelaFlex.
CorPower Ocean’s flagship HiWave-5 wave energy demonstration project is also preparing to launch at the Aguçadoura test site.
Meanwhile, Spain’s recently approved Offshore Wind Roadmap aims to install 3GW by 2030, which is all likely to be floating platforms.

NEW PARTNERSHIP WILL EXPLORE H2 ENGINE
Netherlands-based energy firm Eneco has announced its new partnership with Windcat Workboats will be centred around Windcat’s dual-fuel hydrogen technology as a first step towards using the fuel in future vessels
The first vessel to operate under the partnership, Windcat 32, began work on the first day of this year, 2023.
Windcat managing director Willem van der Well says it was the firm’s hydrogen engine that attracted Eneco to the partnership, since both companies are aiming for emissionsfree operations.
“Windcat 32, the vessel used for this charter, is fuel-efficient and will be used for the safe transport of technicians offshore,” he said. “The vessel will be customised to Eneco’s needs, amongst others by the installation of an IMO Tier III engine. This engine uses a SCR (Selective Catalytic Reduction) system which radically reduces NOx emissions.
“The vessel will operate from IJmuiden and provide access
to Eneco’s offshore wind farms: Prinses Amalia Windpark, Luchterduinen and Hollandse Kust Noord.”
“Windcat will be an important partner in decarbonizing our offshore logistics and delivering on our ambition becoming climate neutral in 2035,” said Eneco lead asset manager Offshore Wind Renzo Schildmeijer.
Boluda expands offering with FSRU services
The first German Floating Storage and Regasification Unit (FSRU) to be used at a floating LNG terminal in Lubmin is being served by Boluda Towage with four powerful tugs.
VB Luca, VB Fritzi, VB Ivy and VB Henny, in a range of 60.2 tonnes up to 79 tonnes with bollard pull and firefighting capabilities, will be also be used tow shuttle tankers in and out of the port, which is too small to accommodate big LNG tankers. A storage tanker will be anchored outside the port and three smaller ones will provide the shuttling operations with Boluda’s tugs to and from the FSRU Neptune
inside the port, intensive simulations for which have already been carried out and approved by the port’s authorities.
An existing gas pipeline at the port, which is being developed by Deutsche ReGas, will allow for a quick connection, Boluda says.
”The presence in the port is a further step towards strengthening and expanding the activities of Boluda Towage Division in northwest Europe and the Baltic Sea region,” the company says.
Deutsche ReGas has said it expects the Lubmin facility to deliver about 4.5 billion m3 of LNG a year.

Chartwell Marine, the cross-industry vessel designer, has won a £320k grant to develop and test the feasibility of a methanol-fuelled vessel design.
The Innovate UK Smart grant will enable Chartwell and consortium partners Boat Electric & Electronics and Engineered Marine Systems to develop the vessel for offshore wind, commercial workboat and leisure.
“We’re grateful to Innovate UK for the opportunity to delve deeper into the feasibility of methanol-based propulsion. As a company, we’ve delivered over 30% of hybrid vessels in the UK offshore wind market, all complete with the latest state of the art electric-diesel hybrid technology.,” said Andy Page, director
and naval architect at Chartwell Marine.
Page said methanol was an opportunity to decarbonise in a maritime industry confronting the debate over fuel alternatives, as it can be produced from biomass and can carry a near-zero carbon footprint.
Whereas ammonia has sparked concerns about its toxicity to wildlife and pure hydrogen presents continued feasibility challenges, methanol can be stored safely and effectively in standard conditions, and spills have little adverse effect on the aquatic environment.
Though half as energy dense as diesel, methanol can take advantage of reforming technology alongside fuel cells to create energy with virtually zero carbon emissions.
8 In applying the technology to Chartwell’s signature multi-hull design, the company aims to open a path to methanol’s feasibility as a marine fuel
Methanol reforming technologies are currently available commercially; however, they have been largely untested in commercial or leisure vessel design.
In applying the technology to a mediumsized vessel with Chartwell’s signature multi-hull design, Page said the company is can use the learning enabled by the grant to open a path to methanol’s feasibility.
”That gives us a great starting point to take methanol forward in a meaningful way and cut through some of the challenges we’ve seen in the development of alternative fuels,,” he said. ”There are still hurdles with: a lack of refuelling infrastructure onshore, weight issues, and fully efficient conversion to energy, to name some.
“But with the right investment and build partners, we can create a proof-of-concept methanol vessel that will be cost effective, well engineered and hydrodynamically optimised for deployment worldwide.”

THIRD ZERO-EMISSION BATTERY ROPAX FERRY FOR NORLED
This last ferry in the series of three identical ferries for Norled, is based on the proprietary design of Sembcorp Marine’s wholly-owned subsidiary LMG Marin.
Torbjorn Bringedal, managing director, LMG Marin, said: “Custom-designed to fulfill Norled’s sustainability, safety and operational requirements, these Ropax ferries will further enhance Norled’s strategic positioning as a leading operator of sustainable ferry services.”
Green features
’Leikanger’ incorporates many environmentally-friendly features. Similar to the sister ferries, it runs on lithium-ion batteries charged by hydro-electric energy power. The vessel is also able to operate in hybrid mode utilising combined battery-diesel power as an alternative.
The vessel is also equipped with capabilities for optimal performance and enhanced energy efficiency, with innovative features such as quick-connection shore charging plugs, auto-mooring and auto-cross capabilities, efficient hull, propulsion and heat recovery systems, as well as minimised hotel and auxiliary load solutions.
It will be deployed on Norled’s shortsea Hella-VangsnesDragsvik connections in Norway, joining the first sister unit Hella, which commenced service in May 2022 and second sister vessel Dragsvik, which started operations in December 2022.
With a service speed of 10 knots, the 82.4-metre long
multi-deck, double-ended ferry has the capacity to carry 300 persons, as well as 80 cars or a combination of up to 10 cars and ten trailer trucks.
These three zero-emission Ropax ferries will further advance Norled’s objective of driving the green shift towards sustainable ferry operations and decarbonisation in the marine industry.
Olympic win for autonomous ferries
Fully electric ferries will transport people and goods around Paris during the Summer Olympics in 2024.
France’s waterways authority has selected three ‘clean autonomous boat’ companies to take control of transport along the River Seine during the summer Olympics in 2024.
Voies Navigables de France (VNF), the public entity responsible for the development and maintenance of the waterways in France, has chosen Roboat, a research project by Massachusetts Institute of Technology (MIT) and AMS Institute; Bluenav, a French electric boat firm; and Hyke, a Norwegian firm featured in Maritime Journal last month.
“The three demonstrator projects we selected all have a point in common, beyond their driving autonomy and carbon-free engine, they carry the ambition to contribute to the objectives of environmental excellence of the Games and to be part of the legacy of 2024,” said VNF CEO Thierry Guimbaud.
The River Seine, he said, would be at the heart of the opening ceremony and the
Games, and it and the city’s canals would be right next to two thirds of the sports venues.
”We are excited to announce that we have been selected by the French government represented by the Minister for Transport, Clement Beaune, to deliver our zeroemission, autonomous transport solution during the 2024 Paris Summer Olympics,” said Jason McFarlane, CTO of Hyke.
Hyke will provide a 15m long ferry with capacity for 50 people; Roboat’s 10m long boat will accommodate 35 people; and Bluenav’s 12m boat will hold 12 people. All boats will be fully electric, with level 4 autonomy - which means no human intervention is required for standard operations.
”River transport offers a major opportunity to respond to the climate and climate challenge,” said VNF. ”It is an alternative to road transport for the mobility of people and goods.”

DAMEN DESIGNS FIRST DREDGER CONCEPT WITH 3D MODEL
Damen’s 3D model-based designs for a dredger have been approved by Bureau Veritas (BV) instead of 2D sketches for the first time
The designs were supported by software from NAPA, the global maritime software provider, and Damen says the process was so successful it is already being applied to designs including a 1,000m3 and 4,000m3 hopper dredger. Using the NAPA software, Damen and BV were able to collaborate throughout the design process, streamlining communication and saving time.
“Critically, 3D MBA also eliminates a major potential source of errors, as Damen no longer needs to translate the 3D models it uses to design vessels into 2D drawings for class approvals, and then back again into 3D to implement the changes,” says Damen.
“We are delighted to deliver this approval for Damen’s 2500 m3 dredger concept, which is the result of our collective
determination to make 3D model-based approvals a reality in our industry,” said Laurent Leblanc, senior vice president Technical & Operations at BV Marine & Offshore. ”This milestone demonstrates the effectiveness and viability of 3D MBA to support closer and more efficient collaboration between designers and our classification surveyors while ensuring that all safety and regulatory standards are met.”
Belgian ports simultaneously dredged
Jan De Nul has sent its two trailing suction hopper dredgers to the ports of Antwerp and Zeebrugge to work on simultaneous dredging projects.
Tristao da Cunha and Sanderus are among its newest generation of ultra-low emissions vessels *ULEvs) Jan De Nul says, thanks to a filter system that reduces exhaust gases and captures nanoparticle emissions.
”The technology complies with the stricter European EURO STAGE V directives regarding emissions on land and waterways,” the company says. ”This makes the vessels the optimal equipment for this dredging project, in which the Flemish Government stipulated that dredging operations must be sustainably executed, with strict criteria on NOx-emissions.”
Jan De Nul says its technology was inspired by the Swiss government, which stipulated that all exhausts in the tunnels going through the Alps must be filtered to a minimum to protect workers in the tunnels.
“The bi-phased filter system on board the
ULEvs does the same thing - it reduces NOx
by means of a catalyser up to 99%, and it filters the emissions of nanoparticles to levels lower than a Euro 6 truck,” the company says.
Because Jan De Nul’s vessels often work in

ports, on rivers and near the coast, emissions inevitably affect people living nearby. For this reason, all new vessels since 2015 have been equipped with this technology.

SURVEY METHODS SYNCHRONISED TO STUDY SOLAR FARM
Switzerland-based high-precision survey equipment manufacturer Topodrone has carried out the synchronisation for Israeli drone provider Erelis in Israel, which was hired to study a reservoir.
Because the surface of the reservoir is covered with solar panels, standard survey methods would not be possible from a boat.
“First, aerial photgrammetry and LiDAR surveys were performed ysing a DJI M300 drone equipped with a Topodrone camera P61 amd a LiDAR hi-res system to determine the location of possible obstacles, and LiDAR scanning provided accurate detection of cables in the water,” said the company.
”Second, an underwater bathymetric survey using a Topodrone Aquamapper mounted to the same drone was conducted, avoiding detected obstacles (cables, solar panels and other objects).”
The results were, as pictured, a georeferenced orthophoto map, a 3D model of the relief and objects, and a 3D model of the bottom of the reservoir complete with contour lines and isobaths.
JFD wins NATO submarine rescue contract
UK-based subsea operations and manufacturing firm JFD has won another contract with NATO for its submarine rescue system support.
JFD, a part of James Fisher and Sons, has been awarded the ‘Third In-Service Support’ (3ISS) contract to continue on a Second In-Service Support contract won in 2015 and due to finish this summer.
The NSRS Authority that awarded the contract represents participant nations UK, France and Norway, and the award ’demonstrates its confidence in JFD’s ability to provide a full and complete in-service support solution’, says JFD.
The 3ISS last for five years from summer 2023 but could be extended to nine years.
”JFD has unrivalled experience with real-life submarine rescue incidents, including locating and identifying the wreckage of KRI
8 To ensure a submarine in distress has the best chance of rescue, the NSRS has to be maintained at a high level of operational readiness at all times and personnel are fully trained - and this is where JFD comes in
Nanggala, and deploying systems in support of the submarine Kursk and AS-28 Priz incidents,” says JFD. ”JFD builds upon the expertise and lessons learned from these incidents to continue to raise the standards for safety in the submarine rescue domain.”
The company has multiple support contracts with around 30 navies, and with this latest contract intends to incorporate digitisation into its solution.

“Our company has been performing drone-based bathymetric surveying services for water reservoirs/basins and coastal waters since 2021,” said Erelis CEO Roman Kirsanov. “The unique ability to use the same UAV with different kinds of equipment, LiDAR systems, a high-resolution camera and Aquamapper makes it possible to unify equipment use, thereby reducing costs and eliminating the need for additional tools.”

Data collected from the world’s most remote seas
Saildrone offers environmentally friendly and cost-effective solutions for capturing air-sea carbon flux data via its fleet of uncrewed vehicles.
Observations of air-sea carbon flux are essential to understanding carbon cycling and predicting future changes to Earth’s climate. Saildrone pushes technical and endurance boundaries to deliver critical data from areas of the ocean where it has traditionally been out of reach or prohibitively expensive to collect—with a fleet of uncrewed surface vehicles (USVs).
As part of the EuroSea project, a multi-national effort to enhance the European ocean observing and forecasting system coordinated by GEOMAR Helmholtz Centre for Ocean Research Kiel, a Saildrone vehicle was deployed on a first-of-its-kind mission to improve both the number and quality of carbon observations in the Tropical Atlantic.
“Our main objective is to better quantify the air-sea gas exchange in the tropical Atlantic; this region is much more under-investigated with regard to carbon than some other areas of the ocean,” said Bjorn Fiedler, a marine chemist at GEOMAR and principal investigator.
The vehicle, SD 1079, was deployed from Newport, RI, in July 2021 and sailed 3,100 nm across the North Atlantic to begin the survey. Research began when it arrived in the vicinity of Cabo Verde. It performed coordinated sampling with an Argo float and the EuroSea team, and then sailed to Joгo Valente Bank for a hydroacoustic subsurvey period in shallower waters to determine the distribution of fish and zooplankton around the remote reef before heading south to sample along the equator.
Data collection was completed in February 2022, and the vehicle began the more than 4,500 nm transit back to the US. SD 1079 was in excellent condition when it was recovered safely in Jacksonville, FL, after a 370-day, 11,910-nautical mile journey.
“This has been a phenomenal mission,” said Richard Jenkins, Saildrone founder and CEO. “Not just by the range and endurance of Saildrone 1079, but by the ability to take these crucial measurements in very remote parts of our oceans.”

Marine digital imaging and software firm Teledyne has expanded its empire with the purchase of Cyprus-based ChartWorld International, which will add a range of cyber security options to its portfolio as well as other navigational tools.
“ChartWorld’s maritime navigation software and hardware tools bridge a product and technology gap between our Teledyne Marine and Raymarine businesses,” said Robert Mehrabian, chairman, president, and CEO. “Furthermore, the acquisition adds to our software capabilities and recurring revenue, while expanding our customer base to include commercial Safety of Life at Sea (SOLAS) class vessels and their commercial fleet operators.”
ChartWorld’s eChart Secure system protects ECDIS and other networks and promises to keep all data exchange safe, controlled and monitored for cyber threats, the company says. The system is delivered on a subscription basis.
ChartWorld also provides digital Electronic Navigational Charts (ENCs) and other geospatial software and services, including digital route appraisal and voyage planning, as well as onshore software for fleet monitoring and risk assessment.
Teledyne will also be picking up ChartWorld’s
affiliates, such as SevenCs, which provides ENC production and distribution software, as well as software development kits for the display of ENCs in accordance with maritime standards to other navigation system OEMs.

International SME finance firm Bibby Financial Services will launch a marine finance business this year, the company has announced.
Vessels with a value of between £1 million (€1,1 million) to £10 million (€11.3 million) will fall under the remit of the new company, which will be led by Paul Ratcliffe, who returns to Bibby 40 years after he first started with the firm.
Paul Ratcliffe Bibby Financial Services
Dan Walker
Ocean Infinity
Ratcliffe will step into the role of managing director on February 1 after leaving Shawbook Bank as directorMarine & Aviation.
“Having spent the first part of my career at Bibby after joining over 40 years ago, this feels like coming home,” said Ratcliffe. ”With global shipping costs high and the move towards decarbonation, businesses in the sector have a series of challenges to overcome. Combining BFS’s financing specialism along with the Group’s shipping heritage will enable us to support those operating within the sector and help them to access the funding they need to grow and thrive.”
Marine robot technology company
Ocean Infinity has appointed Dan Walker as non-executive director.
Walker joins the young firm Ocean Infinity, which specialises in the development and deployment of robotics for large-scale, subsea data acquisition.
Walker has held senior leadership roles across the energy and natural resources industries, including vice president of engineering at BP.
He has post-doctoral research in fluid and structural dynamics at the Massachusetts Institute of Technology under his belt, and is a chartered mechanical engineer and a Fellow of the Institution of Mechanical Engineers.
Walker joins board members Ross Hyett, Oliver Plunkett and Peter Forhaug.
Hans Dieteren has joined the International Marine Contractors Association board.
Dieteren is group director for the Offshore Energy Division and member of the executive committee of Royal Boskalis Westminster, where he is responsible for the offshore heavy lifting, subsea cables and global engineering divisions.
Initially manager for European markets then business unit director for Europe in the dredging division, Dieteren was appointed business unit director for Seabed Intervention in 2017 within the Offshore Division before moving into his current role in 2021.
Thomas Nordberg Swedish Club
He has plenty of experience in marine insurance, having worked at various global offices with leading insurer Gard from 2003, before a short spell at Advokatfirman Morris AB last year.
“We are operating in uncertain times, but The Swedish Club has seen many changes in its 150-year history. We will benefit from this strong platform when moving forward together and facing the challenges and opportunities that the next few years will bring,” he said.
“I feel in many ways that heading up The Swedish Club has been tailor made, because the kind of roles that I have held in the past have been preparing me for this moment. I now hope to be able to transfer some of the experiences and insights that I gained during my career to help move the Club forward.”
The International Foundation for Aids to Navigation (IFAN) has appointed Guy Mason as chairman.
Mason joined the IFAN Board in March this year, having retired from BP at the end of 2020 as senior vice president and global head of shipping. He replaces outgoing chairman Alan Marsh, who steps down after three years in the post and will remain on the board.
He said there were a number of issues on his immediate list of priorities, including identifying ‘really great’ projects that IFAN can support financially that will make a difference to boosting standards of navigational safety at sea.
It will also support the valuable safe navigation service that IFAN subsidiary the Middle East Navigation Aids Service (MENAS) supplies to ship owners and operators in the Middle East Gulf.
“Alan Marsh has been an exemplary Chairman, so I look forward to following in his footsteps and continuing IFAN’s good work to make oceans safer while trying to hold ship owners accountable for the safety of their vessels and crews,” Mason said.
“The vast majority of ship owners and operators happily pay for this important service, where the income we receive pretty much closely matches the cost of maintaining the infrastructure both of the buoys and the DGPS system,” said CEO Peter Stanley.
Thomas Nordberg has officially taken the helm at the international marine insurance firm Swedish Club after four months behind the scenes.
