JOB CUTS AT SCHOTTEL

Sleipnir record The Sembcorp Marine-built semi-submersible crane vessel, Sleipnir, has set a world record for lifting a 15,300tonne module during the installation of topsides at Noble Energy’s Leviathan field development in the Mediterranean. Owned by Heerema Marine Contractors, Sleipnir is deployed globally for installing and removing jackets, topsides, deep-water foundations, moorings and other offshore structures. The world’s biggest semisubmersible, it has two 10,000-tonne revolving cranes which can lift loads of up to 20,000 tonnes in tandem. No other existing crane vessel has this capability.

DeepOcean Group DeepOcean Group will split DeepOcean UK into two entities, creating DeepOcean Subsea Cables and a new division with a standalone brand for its world leading seabed intervention and trenching business. The split and new brand announcement are scheduled to be finalized within 2019. It will see the existing Cable Lay and Trenching division divided into a seabed intervention unit under a new brand and a subsea cable installation specialist; DeepOcean Subsea Cables.

German azimuthing propulsion systems manufacturer Schottel GmbH has announced a reorganization with 150 jobs to be lost worldwide. Contrary to the recent industry trend, Schottel has been able to gain market share in recent years, and has invested heavily in these years, but the company says it has been defying a market environment weakened by the collapse of offshore business (oil and gas production) for years. The company closed the 2018 financial year with a good result. However, political conflicts in international trade and the associated global uncertainties are causing massive reductions in investments and demand for marine propulsion systems. To ensure that Schottel remains

sustainably successful and to underpin its good competitive position, a comprehensive optimization program has been initiated within the company. This includes both growth initiatives as well as measures for enhancing the efficiency of corporate processes and structures. In connection with the core competence in marine propulsion, opportunities for growth in hybrid technology, in intelligent data collection, diagnosis and assistance systems as well as in digital products have been identified and strategically developed to create additional customer value. The large Schottel installed base that has grown over decades offers promising potential with a focus on the upgrade and modernization market.

The Intergovernmental Panel on Climate Change (IPCC) will consider the Special Report on the Ocean and Cryosphere in a Changing Climate (SROCC) on 20-23 September 2019 during its 51st Session to be held in the Principality of Monaco. The report is due to be launched on 25 September 2019. The Special Report on the Ocean and Cryosphere in a Changing Climate assesses physical processes and impacts

A large number of the job losses will be covered through social plans such as early retirement arrangements. The aim of the measures is to strengthen the company's competitiveness in current challenging market conditions.

IACS Arun Sharma, Executive Chairman of the Indian Register of Shipping (IRClass), has been formally introduced as the new Chairman of the International Association of Classification Societies (IACS). Mr Sharma was elected in a recent Council meeting held in Busan, Korea. In his first speech in the role, Mr Sharma outlined the main challenges faced by the shipping industry, most notably the key environmental regulatory issues including the sulphur cap and the fast paced technological innovations which are radically altering the way shipping companies are interacting with each other.

An Irish port has doubled the size of its customs facilities in preparation for the UK's potential departure from the European Union (EU) with a no-deal Brexit on 31 October. After examination of historical data and several simulation studies, the Port of Cork concluded that if the UK leaves the EU single market and customs union without an agreement it is likely that more intensive checks and declarations will be required. Such an outcome is likely to substantially increase processing times at the border, the port said. Brendan Keating, chief executive of the Port of Cork, commented: “The Port of Cork, including the new Cork Container Terminal, has made extensive preparations to ensure that importers' and exporters' operations from the Port run smoothly when the United Kingdom leaves the European Union. “Larger customs facilities will ensure that we can continue

Kimmo Rauma of Danfoss Editron, the company that helped bring hybridisation to the Estonian Police and Border Guard, is more than happy that the results from its latest installation onboard the 4.3MW Ellen will be openly shared. In fact, he believes it's the only real way forward. He explained that the E-ferry's performance figures will be publicly available, and admitted, “of course there's some nervousness, a question mark over how much you want to show... if you don't achieve the predicted results, that gets noticed”. But he added, “I believe it's far better to be able to investigate how the technology can be improved; without sharing information, you can't do that.” While it “will need some time to prove how well it works”, both he and the company are used to taking the long view. That's been necessary. Back in 2013, electric power trains were on a roll: the offshore oil and gas boom supported a demand for fuel-bill cutting alternatives for a range of industries. But as the oil price plunged, so did the order book. Despite this, he said there were still a few customers who didn't pull out: when he asked why, “they told

me the new, electrical machines were far more productive ... and that was more valuable than the fuel savings”. But another, more personal driver for Rauma has been helping find an answer to those emission black spots that cluster around ports and harbours. It took commitment, as crossing the technology over to the maritime field required a lot of hard work. “Our first, the Estonian coastguard vessel, bore a large part of our learning curve,” he explained. But, he added that the shipyard has considerable influence over the success of any innovation: “You have to realise it'll be new for a large proportion of the people working there: there's no prior training, it all happens during that first project. So you need partners you can trust.” He added though this first build at the Baltic Workboats yard “meant hefty learning on both sides... we now have a really good basis for collaboration”. Certainly, electric and hybrid ferries are gaining ground, even breaking into distant markets. Last year the port city of Kaohsiung in Taiwan launched a refitted ferry which exchanged part of its old power train with a Danfoss permanent magnet solution. It's far

Still, Rauma noted that Ellen goes one stage further as it's fully-electric with no diesel backup, and this once again required breaking new ground. But, he added, despite everything he's in favour of the tried and tested wherever it can be employed, “so, for example, we have used simple, low-cost fuses onboard Ellen, not complex electronic breakers... this is bulletproof technology”.

REAL-TIME 3D MULTI-VIEWPOINT MULTI-SONAR IMAGING CodaOctopus will release a redeveloped fourth generation (4G) of its Underwater Survey Explorer (USE) software in October, with a 4G USE trial version already available, writes Helen Atkinson The established feature-rich software application complements the company's real-time 3D sonars. Designed for a single 3D sonar system configuration, the existing USE offers users a wide array of live imaging, mapping, processing and deliverables capabilities, as well as specialist applications such as the Construction Monitoring System (CMS) edition for breakwater management and block placement. Four years in development, 4G USE has been designed to improve the user-experience with enhanced processing capabilities and a task-oriented workflow. In addition, it has been extended to support multiple sonar devices. Although the beta version doesn't currently have the full complement of features and capabilities of the previous versions of USE, it does offer powerful multi-viewpoint imaging. The ability to view real-time 3D sonar imagery from multiple, independent viewpoints affords much more effective decisionmaking in nearly all applications. Additionally, 4G USE simplifies real-time 3D measurements and patch test and also provides independent data views tailored to each user's requirement. A significant 4G USE advance is the ability to support multiple devices simultaneously, including multiple real-time 3D sonars, multiple integrated pan and tilts (IPT) and multiple merged navigation inputs. It enables users to display these multiple images in one or more consolidated, real-time 3D view(s). This support extends to multiple devices on the same platform, as well as independent platforms such as multiple Autonomous Surface Vehicles (ASV) or a survey vessel and

UKHO helps Kiribati monitor sea level rise The UK Hydrographic Office (UKHO) has supplied the Republic of Kiribati with satellite-derived bathymetry (SDB) to assist the Micronesian island chain monitor sea level rise and erosion and develop plans for future safety of navigation charting surveys. Depth and seabed classification data will help evaluate and mitigate the impact of climate change through the creation of data models to predict the impact of sea level rise and storm surges and the identification of risks such as erosion, wave action and flooding.

DELIVERY AND ORDER ROUND-UP Once again tug delivery and order news provides evidence of an industry flourishing with fleet upgrades and replacements involving eight deliveries and 10 orders to report, says Peter Barker

It would be wrong to consider concerns about container ship operators forging ahead with orders for larger vessels in an already overcrowded market with forecasts of falling rates in the same sense as the current steady stream of tug orders. Tugs traditionally have long lifespans and fleet renewal is a natural occurrence along with the requirement for more power to handle the ever-larger container vessels and increasing demands for greener operations. Ports of Auckland has ambitious goals for zero emissions and provides the most significant news this month with the order of a fully electric 70tbp shiphandling tug from Damen. The model is significant, being the third example of the innovative RSD 2513 (designated RSD-E Tug 2513) and follows the first two Innovation and Multratug 6 operating for Kotug Smit (now Boluda) and Multraship respectively. Tugs & Towing will return to this important news in forthcoming issues. Damen has also reported the signing of two other contracts covering three tugs. Agreement has been reached with Karachi Shipyard & Engineering for a Damen Technical Cooperation Material Package for two ASD Tugs 2009 to be operated by the Pakistan Navy. Damen's Stan Tug 1606 is a popular choice for smaller tug operators and Spanish ferry operator Baleària has taken delivery of an 'E3' version of the 1606 named Rolon Plata II which Damen state is the first Tier III compliant tug to operate in the Mediterranean and Baleària's first Damen-built vessel. Another Mediterranean-based ferry (and tug) operator Moby has held the naming ceremony for one of Damen's latest generation tugs the ASD Tug 2813 Vincenzino O. Another example of growing interest in green options, the tug is prepared for installation of the 'plug and play' Damen SCR NOx Reduction System. Additional and interesting options include: fifi1, oil recovery and salvage notations, the salvage capability enhanced by a stern roller, independent double-drum winch and crane aft. Finally from Damen, Hamburg-based Fairplay Towage Group has taken a new ASD Tug 2411 on long-term bareboat charter from Neue Schlepp Louis Meyer also of Hamburg. Fairplay XV

had the previous name Jan briefly and provides 5,000bhp and 70tbp. It was built at Damen's yard in Guangzhou China and fitted out at Stellendam in the Netherlands to meet German flag requirements, the compact design making it ideal to work in the Kiel Canal locks and narrow harbour basins. Sanmar has interesting news including an order for a 24m, 70tbp Bogacay class tug for Ineos FPS to operate at Hound Point Forties crude oil export terminal in the Firth of Forth in the UK. Targe Towing has managed towing services on behalf of the owners for the past 25 years and on the back of this, immediately ordered an identical tug for its own north east Scottish port operation, joining the Kittiwake another Bogacay class tug operating successfully for Targe. Sanmar highlights how the model features its own considerable input as an experienced operator in its own right, augmented by knowledge gained from nearly 40 examples of this type delivered around the world. In Poland, Remontowa Shipbuilding SA has delivered Mieszko the third of six tugs for the Polish Navy. The ice-class vessels will provide a diverse range of duties including transport of people and supplies, rescue towing and recovery of torpedoes. Finally, Robert Allan Ltd has reported the delivery by Cheoy Lee Shipyards of two of its 80tbp RAstar 3200 class tugs Mai Po and Sung Kong to Hongkong Salvage & Towage along with two pilotage and towing vessels, Jin Gang Lun 31 and 32 to Tianjin Port China. Kotug and Boskalis have successfully concluded the sale of Kotug Smit Towage to Boluda Group following the initial announcement in March this year. The history of harbour towage in Europe is one of the breaking of monopolies, mergers, takeovers and consolidations. In more recent times however towage operators have been affected by consolidation and mergers within the container liner shipping sector, important clients for harbour tug owners. Fewer customers (by numbers) have resulted in tighter margins and towage operators have gone down a similar road. In hindsight perhaps, the joint venture agreement between Kotug and Boskalis (Smit) in 2016 should not have been the surprise it was, making the takeover of Kotug Smit Towage by the Spanish Boluda Group somewhat easier to understand. Boluda will now add 67 vessels to its fleet, increasing its European presence to include: Rotterdam, Terneuzen and Flushing in the Netherlands; Liverpool, London Gateway and Southampton in the UK and Zeebrugge, Ghent and Antwerp in Belgium. In Hamburg and Bremerhaven Boluda Towage will strengthen its position in the German towage sector where it has operated since 2017. The stock acquisition of Kotug Smit Towage is

valued at €300m and the relevant regulatory approvals have now been secured allowing the agreement to be formally signed. The purchase is part of Boluda's expansion plans which have included the acquisition of German towage company URAG in 2017, also companies operating in the Americas, France, west Africa and the Indian Ocean. The wealth of experience behind each of these players is reflected in their origins dating from 1837 for Boluda, 1842 for Smit and 1911 for Kotug and it is important to note that both

Boskalis (owners of Smit) and Kotug are not disappearing from the towage scene. Boskalis provide a wide range of services including offshore and ocean towing and maintains the Smit Salvage brand while Kotug operate highspec tugs in Europe, Russia, Asia, Australia, Africa and the Caribbean. Kotug CEO Ard-Jan Kooren said: “We thank all staff and crew for the professional and pleasant cooperation in the past years. I am confident that with the takeover of Kotug Smit Towage Boluda will adequately respond to the further consolidation of shipping businesses in the European harbour towage industry”.

IMPROVING TUG DESPATCHING

Dutch-owned PortX and Canada's Helm Operations have signed a strategic partnership to bring AI assistance technology to the task of despatching tugs in busy ports. For the world's busiest ports, coordinating the efficient provision of shiphandling tug services is a complex task. Towage providers can be involved in several operations over large port areas at the same time involving all types of ships and objects each with individual requirements. As well as accommodating constantly changing schedules and real-time delays to the actual movements, tug despatchers must consider optimising their fleets based around: crew working hours; environmental conditions; tug types and pilot's preferences; fuel consumption and of course actual vessel availability. Until now, manually calculating these factors in a live environment has been difficult and by using AI, PortX's OptiPort is able to dynamically optimise harbour schedules every three minutes. It is claimed the new AI-assisted harbour tool could save operators more than US$1m per port. The partnership will see PortX combining its AI-based port despatching system, OptiPort with Helm Connect, described as “the world's leading harbour despatching and operations software”. The savings are achieved by reducing fuel consumption and crew overtime while also managing the operation to reduce the chartering

of third-party tugs, factors that allow for a saving of US$200,000 per tug on a yearly basis. Using Helm Connect Jobs, powered by OptiPort's AI engine, users will receive automated suggestions on the best towing vessel, departure time and running speed based on the current schedule. Vincent van Os, managing director of PortX said: “With the integration work that we have done with Helm, implementation of OptiPort can be done extremely quickly, without adding additional hardware on the vessels or the despatch control room. This leads to real cost savings that can improve operators' bottom lines almost immediately upon implementation.”

Prior to it being taken over by Spanish tug owner Boluda, Kotug Smit Towage announced its response to demands for higher powered tugs at the two UK ports. Re-positioning of the ASD 2810 hybrid tug Adventure to Southampton eases the issue of cleaner air in the port city and mirrors Kotug Smit's similar earlier deployment of the hybrid tug RT Evolution to the Thames. Allocation of the Smit Elbe to Liverpool sees this 60tbp tug working alongside sister tugs Smit Donau and Smit Barbados all operating with the same sailing profile.

8 SMS Towage are based in Hull and recently one of its tugs sailed to the Bristol Channel to assist in an operation that takes freight movement from the road to sea. The 40tbp Guardsman, built in Japan in 1991 was deployed to the EDF Energy Hinkley Point site where one of the first in a new generation of nuclear power stations is under construction. Guardsman assisted with the first vessel to berth at Hinckley Point Jetty as aggregates begin to be moved by sea rather than by road. 8 Production of the Mediterranean's first Tier III compliant tug is now underway at Drydocks World. The 27m tractor tug is to be operated by P&O Reyser in the Port of Barcelona and will be in operation before the MARPOL Annex VI regulations come into force mid-2020. Drydocks World's approach is to produce customised solutions to meet the new rules including ballast water management and scrubber system retrofits aimed at pollution reduction, improved personnel working space and noise reduction. 8 A strange coincidence has seen two boyhood friends appointed independently

as executive directors at tug builder Sanmar Shipyards. First meeting while eleven years old both were selected for a training programme in preparation for entrance exams at foreign high schools in Turkey. Kerim Kazgan favoured the American School but went to a French one whilst Hakki Cek who had hoped to attend a French school went to an American establishment. Kerim graduated in Business Administration and travelled to the US while Hakki graduated in Economics and remained in Europe, both working at different companies that were absorbed into Ernst & Young. Fate has now determined that the two can renew their boyhood friendship by joining the Sanmar family.

MERVYN JOHN ‘JACK’ GASTON: 1941-2019 Following the recent passing of MJ’s former Tugs and Towing correspondent we take a more detailed look back at the life of this key contributor to both the magazine and the industry as a whole Mervyn was a qualified engineer and worked for many years for the Ministry of Defence, first in the workshop and then authoring technical manuals and testing equipment at Fort Halstead and Woolwich Arsenal. Mervyn, more often known as Jack by tug crews, owners, and other tug enthusiasts, spent much of his spare time pursuing his passion for photographing tugs and writing about the towage industry, with his first tugs article being published in 1965. He wrote his first book, European Tug Fleets in 1975. He also wrote regularly for various magazines including; Lloyds List, Sea Breezes, Ships Monthly and Maritime Journal. He wrote some major books on the subject including Tugs & Towing, Tugs Today and two editions of The Tug Book. Jack was also a professional photographer, for magazines, tug firms, the coastguard and his own books/articles, working as an advisor and photographic supporter to the industry. He was a regular attendee and also often a speaker at industry shows such as Seawork, Tugnology and ITS, and was awarded the Seawork Lifetime Achievement Award in 2014 for services to the commercial marine industry. Andrew Webster CEO of Mercator Media (Organiser of Seawork and Publisher of Maritime Journal) said: “I would take a long call from Jack about once every six weeks or so. He just wanted to check he was doing a good job (as if in doubt!) and pass on thoughts and ideas. His passion for tugs of all sorts gave him unique access to vessels, builders and owners, just because they wanted to show him what they were doing. He had their respect and interest, and you can't ask for much more.” In his spare time Jack was also an accomplished model boat builder. He built and sailed radio-controlled model tugs for his own pleasure and also involved his grandchildren in his hobby - which even included making a remote controlled model duck nicknamed Desmond. He was also a founder member of the South East Tug Preservation Society. (owners of The Kent and The Fearnought), based in Chatham Historic Dockyard.

Over the past few years he experienced poorer health following a number of health issues, and this led to him reducing both his tug related travels and writing. His last column for Maritime Journal was in 2014 but he retained a keen interest in all things tug related, including reporting from Tugnology for MJ in May 2015.

Jack Gaston: a personal reflection The tug world is mourning the passing of Jack Gaston, a writer with a formidable knowledge of the towing industry and original compiler of this column, writes Peter Barker. I first met Jack some 25 years ago on the East Pier at Ramsgate witnessing the arrival of a Canadian tug/icebreaker. Being a cold and gloomy Sunday winter afternoon we were unsurprisingly the only two there so while I hadn't seen a picture of him before I somehow knew it had to be Jack Gaston. We kept in touch thereafter and as a tug enthusiast would listen with interest to him sharing his knowledge of the industry, I thought I knew just a little about tugs and towing until I met Jack; his knowledge was formidable.

In those days email and the internet were still to bring the changes with news reporting that today sees journalists working mostly from a computer screen. Jack worked in the era of picking up the phone or better still getting in the car or jumping on a plane and talking to people in person, meaning everyone from the engine room to the board room. His contacts book must have been a Who's Who of the global towage and salvage industry. In 1999 I was coxswain/mechanic of the RNLI lifeboat in Margate and we attended the container ship Ever Decent, which suffered a fire following a collision with a cruise ship. Jack was soon on the phone and I was able to

pass regular updates from the front line. Similarly, in 2007 he reported extensively on the salvage of the container ship MSC Napoli on the UK south coast, an indication of the regard in which he was held was the fact that he secured a seat in an official helicopter to overfly and record the scene. I had, meanwhile, started to contribute to MJ, but it was a daunting prospect when five years ago, after deciding to reduce his workload Jack suggested mentioning that I could perhaps take over his Tugs & Towing column. It was indeed an honour to have the opportunity to maintain what was and still is in many respects Jack's column.

SELF-INSTALLED FLOATER FOR OFFSHORE WIND A company with many years' experience in the offshore oil and gas sector is developing an innovative new technology for deep water turbine towers writes Dag Pike The Buoyant Tower Wind (BT Wind) has been designed by Wison Offshore & Marine (WOM) to meet the growing demand for the next generation of cost-effective deepwater offshore wind farm developments. With the rapid maturing of shallowwater wind farms, the renewable energy industry is exploring deep-water wind turbine technology and the BT Wind is a patented system that uses a truss buoyant tower for supporting a large wind turbine. This concept stems from Wison's proprietary Buoyant Tower technology, which has been successfully applied to offshore oil and gas projects for more than 6 years. The buoyant tanks supporting the tower are coupled with the solid ballast at the bottom and provide the Buoyant Tower with permanent stability. The anti-rotation design of the suction can foundation provides further in-place stability and analysis has shown that the tower demonstrates excellent motion performance at greater water depths.

For example, at a water depth of 150m, engineering, procurement and construction of a buoyant tower might cost as much as 50% less of that for a seabed mounted turbine. OFFSHORE WIND PROJECT ENTERS STAGE TWO A programme which aims to reduce consenting risk, project maturation time, cost and the environmental impact of existing and future offshore wind farms has entered its second stage. The Carbon Trust announced the stage two launch of the Offshore Renewable Joint Industry Project (ORJIP) for Offshore Wind. Over the next four years, the programme will provide a framework to identify, develop, initiate and conduct impactful, strategic research and development projects. Jan Matthiesen, director of offshore wind at the Carbon Trust, said: “The Carbon Trust is extremely excited to launch ORJIP Offshore Wind Stage 2, with the backing of key players across the industry. Stage 1 created a solid foundation to build on and we look forward to working with the partners to advance a progressive programme of research to reduce the consenting risk associated with offshore wind development.” BUILDING EVIDENCE BASE Stage two activities will build on the existing evidence base in respect of the overall environmental impact of offshore wind projects. This will also help to better inform consenting authorities and offshore wind farm developers on the environmental risk that is associated with planned and existing offshore wind projects.

ORJIP Offshore Wind was originally launched in 2012. During Stage one, the programme made a significant contribution to the evidence base around the impact of offshore wind on marine life, which has allowed for more informed consenting decisions to be made. Major studies included an investigation into the efficacy of Acoustic Deterrent Devices on different marine mammals and a pioneering two-year study to record and quantify the avoidance behaviour of seabirds around offshore wind farms.

Cable testing keeps wind farm running A high voltage engineering specialist has carried out an innovative cable testing campaign at a Danish offshore wind farm that is a first for the offshore wind industry. EDS HV Group (EDS), part of UK-based James Fisher and Sons plc, carried out Damped AC testing (DAC) for Vattenfall at Horns Rev 1 offshore wind farm after it had experienced network issues. EDS used DAC to collect beneficial partial discharge (PD) and tanδ data to interpret the condition of the array cables and subject the entire array system to a high voltage withstand test. Using Damped AC in accordance with IEC standards, EDS tested all array cables from one single point on the offshore platform.

TUNED MASS DAMPER WEC UNDERGOES TESTING After a number of challenges were overcome, including some extreme weather conditions, the pendulum was set swinging and measured power was produced Simple in design, the AMOG WEC is tuned to maximise the power generated from incoming waves by extracting energy from the motion of its tuned mass damper pendulum structure. Tuned mass dampers (or dynamic vibration absorbers) have been used since the early 1900s to stabilise everything from skyscrapers to electric razors. Now the theory is being tested in the marine environment to see whether their kinetic energy can become a credible power source. Following a 168nm tow from its fabrication site at Mainstay Marine Solutions in Wales, the AMOG WEC was successfully moored off the coast of Falmouth in the UK at the University of Exeter's FaBTest site; a 'nursery' test site for wave energy devices.

UK-based AMOG engineer, Peter Mazurenko, reported that, "while no surprise, it was very encouraging to see the mechanical and electrical design working as intended from the moment the pendulum was released." The 48te device will be closely monitored by the AMOG team of engineers and will undergo an extended testing regime over the course of the northern Autumn. AMOG's CEO, Ben Clark has stated that, “The launch and generation of first power from this device is the culmination of thousands of hours of wave energy research, hydrodynamic analysis, structural design, hull fabrication, and electrical integration work. It is a great credit to all involved and we are looking forward to the execution of the test program and the insights it will bring for the future development of this innovative technology.” With the huge milestone of first power achieved, AMOG would like to take this opportunity to reveal that the WEC Technology Demonstrator vessel has been named the AEP, in honour of AMOG's founder, Professor Andrew E Potts, who passed away unexpectedly in March this year.

MOORING CHAIN LASER INSPECTION According to industry analysts, there are currently 50 floating units in projects under development out to 2022, worldwide, but that number could increase to 300 floating wind turbines by 2025 and over 1,500 by 2030, a fivefold increase

A laser scanning company has been awarded funding for the development of mooring chain laser inspection that could help reduce the cost of floating wind writes Dag Pike. Last October Kraken and Husky collaborated to test Kraken's SeaVision® 3D underwater laser imaging system as a potential inspection tool for mooring chains. This demonstrated that the technology can complete an inspection of a mooring chain and provide all the specifications required by the regulators. Under the new 16 month development project, Kraken will work to address the remaining technology gaps identified. Asset integrity regulations require regular inspections of the mooring chains at defined regions with millimetre accuracy to monitor for signs of wear and verify system integrity. Current practice for mooring chain inspection requires a large support vessel, to deploy a work class ROV equipped with a mechanical calliper to measure link diameter. This process must be repeated several times, sampling several links in each mooring chain and there are concerns about the efficiency and risks involved. Kraken's laser scanning sensor solution

performs contact-less mooring chain inspection from a two-metre stand-off distance and continues to provide the required accuracy. The advantages of this solution are considerable time saving, improved safety and reduced environmental concerns. SeaVision® uses an electro-optical system to obtain the required measurements. It is estimated that the SeaVision® scanner sensor technology will reduce a mooring chain inspection campaign from approximately ten days to two days, which represents a significant improvement in efficiency and cost. A Finnish wave energy developer has received US patent approval for its technology opening up potential for further worldwide patents. Finnish wave energy technology developer, AW-Energy Oy announced the United States Patent and Trademark Office (USPTO) has issued an “approval” for AW-Energy's patent application covering its WaveRoller® technology. A US wind energy company has completed two offshore flights of its in-development energy kite over the North Sea as demand for renewable energy rises. Makani launched the flights from a floating platform with partner Shell at Norway's Metcentre. The first quick flight included a launch, hover away from the perch, and an autonomous landing. The second, longer-duration test, demonstrated robust crosswind flight.

The company said that, once commercialised, Makani's kites can economically access stranded wind resources at sea and have the potential to bring power to hundreds of millions of people living along the world's coastlines where the wind is strong and steady, but the water is too deep to fix wind turbines to the ocean floor.

A UK-based offshore energy support vessel operator has signed a long-term deal to support the construction of Triton Knoll OWF. The contract, which includes options for further vessel charters, will initially see two Seacat Services OESVs - one 26-metre and one 24-metre catamaran operating out of Triton Knoll's new Grimsby construction base, providing specialist crew transfer and logistical support at the 90-turbine, 857MW project off the UK's East Coast. With offshore construction set to commence in Q1 2020, the first of the two vessels will begin preparation works at the project this winter, with the second set to join her in April 2020. Both are set to remain on the project until the end of 2021.

Built at AMC's Shipyard in Cowes, Isle of Wight (UK), and destined for service in South America, the Barracuda Firefighting vessel is the first build of a new generation of Fire-fighting vessels which has been specifically designed and built to undertake multiple roles to meet the risks and hazards of modern-day marine fire-fighting. AMC Founder and Director, Nigel True commented that “the order was a vote of confidence for the UK Marine Industry, the UK economy and emerging export market for Fire-Fighting and multi-role vessels.” The 14m vessel will deliver speeds of up to 32 knots and, with pumps powered by John Deere Marine engines, supply up to 4,500 litres of water per minute from each monitor. The twin John Deere 6090SFM85 inboard engines were supplied by E. P. Barrus Ltd. and have a power rating of 242kW (325hp) at 2100 RPM. The engines are M1 duty rated - the heaviest duty available - and can be used at full wide-open throttle 24 hours a day. “Barracuda has been an interesting and exciting vessel to work with,” commented Sam Pearson, Sales Engineer for John Deere Marine engines at E. P. Barrus Ltd. “Although we have worked on fire-fighting vessels before, this is a first for us in the UK, so it was brilliant to be part of the project and carry out successful sea trials with the Aluminium Marine Consultants team." NEW RANGE AMC has named its new class of vessels the 'FiFi' range, which an abbreviation of 'Fire-fighting'. This state-of-the-art range offers a diverse array of configurations with both mono hull and catamaran; all the vessels have proven sea-keeping abilities with proven hull design with propulsion type to suit the task needs. The vessels have the options of waterjets, conventional propellers, Voith Linear jets and hybrid propulsion, with firefighting performance to meet the risk of the individual operators. This allows the range of vessels to offer highperformance for any marine-based emergencies and which

can be supplied to type and classification approval and to meet NFPA 1925 and DNV Fi Fi regulations. For operator versatility and flexibility, the 16 metre to 23 metre vessels have the option to be supplied with a system of demountable containers, called PODs. The PODs can be built in many configurations from open flatbed to a four-sided container, with canvas sides or multiple doors. The roles that the PODs can carry out can be suited to meet the necessary risk needs assessment and include functionalities such as drone operations, search & rescue and breathing apparatus support.

MEETING REGULATION WITH INNOVATION With the BWMC (Ballast Water Management Convention) standard now extended to cover all vessels, not just newbuilds, Damen Green Solutions has responded with the new InvaSave 300; an external ballast water treatment unit that, in a single pass, removes and eradicates invasive organisms from ballast water discharged from inbound vessels and can also provide ballast water of the same quality to outbound vessels. Certified to IMO-D2 standards, the entire system comes in a fully mobile single 40ft container; ideal for placing on a barge, workboat or trailer for easy movement around a port, harbour or shipyard. Damen says, “The simple solution has significant ramifications for all operational vessels – particularly older builds. The efficiency of InvaSave’s model potentially saves owners months of downtime waiting for a retrofit.” MATCHING GOALS WITH AMBITION New Zealand as a nation is committed to sustainability and Ports of Auckland has taken up the challenge. “We have set ourselves the goal of being zero emission by 2040,” says Tony Gibson, CEO. “To meet this goal, we needed to find a zero-emission option for our tugs.” Ports of Auckland is now set to have the first fully electric ship-handling tug in the world. “When we first looked into buying an electric tug in 2016, there was nothing on the market,” says Allan D’Souza, General Manager for Marine, Engineering and General Wharf Operations. “…. we knew Damen were building hybrid tugs, so Damen was a logical choice for a partner when we wanted to look at the possibility of developing a fully electric model.” Damen sales manager Asia Pacific, Sjoerd de Bruin adds, “…. clean on emissions, but also in its source of power, we are not only building a tug, we are using disruptive technology to help serve the energy transition. This aligns neatly with our mission of reforming the maritime industry.” COMMITMENT BEGINS AT HOME As part of its ongoing commitment to sustainability, Damen Shipyards Group’s latest project will see 42,000 solar panels installed on the rooftops of production facilities at eight Damen shipyards in the Netherlands. Collectively, the panels will cover some 75,000m2 and generate 13% of the energy required by Damen’s annual operations in the country, approximately 12 MW clean electricity per year. Project manager, Gerard Kornet, of Damen explains, “…. we want to ensure the sustainability of the business for the next generation. We have a very strong focus on this and are continually considering initiatives that can contribute to a sustainable maritime industry.” GREEN DISTRIBUTION POTENTIAL Energy Solutions has recently become the exclusive UK distributor for WaterWorld's range of electric inboard motors; designed to replace small diesel engines in boats up to 12 metres, the range is a proven and tested option for fleet operators and owners.

GERMAN SEA RESCUERS BOOK TRAINING SHIP INLAND The German maritime rescue service DGzRS has ordered a designated training ship from an inland yard and says it will be about 22m long and “unique”, reports Tom Todd The DGzRS said construction was starting in autumn at the Schiffswerft Barthel, near Magdeburg on the Elbe and about 250 kms inland. It is the first time the service has used the shipyard, which builds specialist boats, some of them on a regular basis for Germany's Waterways and Shipping Administration (WSV). Traditionally the sea rescue service builds its bigger cruisers at the Fassmer shipyard on the Weser and its smaller ones at Tamsen Maritim in Warnemünde near Rostock in east Germany. Explaining the decision now to go inland to the Schiffswerft Barthel the DGzRS said the yard “has a lot of experience in building boats like this”.

The service said the new training ship is expected to enter service in 2021 but stressed it will not be used for rescue missions. 8 Schiffswerft Barthel on the Elbe joins yards building for the DGzRS

Two diesel-electric multipurpose vessels are being built to help improve operational capabilities in Poland's maritime sector next year. Remontowa Shipbuiding yard in Gdańsk is currently constructing the two 60 by 12.8m vessels, to be delivered to the maritime office in Szczecin in the second quarter of 2020 and the maritime office in Gdynia in the third quarter of 2020. The first hull, with a moulded 4.7m depth, was launched from the shipyard at Gdańsk in July with the second to follow in October. The vessels will be fitted out with three 1359kWe generators, each powered by an IMO Tier III compliant Cummins QSK50 diesel unit

that will turn at 1800 RPM. In addition to servicing Polish navigational aids and ice breaking, the vessels will be equipped for towing ships in emergencies. A major part of their work will comprise of hydrographic research on water quality and depth contours. They will also be fitted with fire monitors for fighting vessel fires. Both vessels will carry the class notification allowing operations to 200 nautical miles offshore. The vessels will replace two 35-year old vessels currently being used by the offices. Funding for the project is being provided by the European Union from the Cohesion Fund.

A new survey vessel with the latest multibeam sonar equipment has begun work on the Forth and Tay estuaries. Forth Ports' 9m long Forth King, a Cheetah Marine GRP catamaran, built on the Isle of Wight, will work alongside the company's existing survey vessel, the Calatria, and will be used to survey water depths within and on the approaches to the company's five ports in the River Forth and at the Port of Dundee on the River Tay. She will also monitor the depth of the shipping channels within both estuaries.

A UK-based shipyard and engineering services company has appointed a new quality assurance manager to forge closer relationships with suppliers and strengthen best practise. Gordon Maxwell, formerly quality manager at Precision Polymer Engineering, will head up a team of 19 at Cammell Laird. He aims to take a more proactive approach to quality assurance as he draws on his experience of working for the likes of television parts manufacturer Philips Components and central heating manufacturer Baxi. “It is about capturing best practice from other industries so that Cammell Laird can become more efficient and continue to lead the way,” said Mr Maxwell.

Two new developments from a Dutch naval architect will make its range of hull resistance reducing foils suitable for a larger number of vessels. The Hull Vane was developed by Dutch naval architect Piet van Oossanen back in 2014 and has been fitted to over 20 vessels so far with a 50% split going to leisure vessels and the other half being fitted to offshore patrol vessels. The Hull Vane is a transverse hydrodynamic lift foil that is attached to the transom of mainly semidisplacement hulls where it serves to improve the efficiency of the hull by adjusting the trim resulting in improved performance and/or reduced fuel consumption as well as providing a more level ride. Now, in an effort to expand the application of the Hull Vane, the company has produced a semi-custom Hull Vane that is designed for application to hulls between 10 and 20 metres. It is made from extruded aluminium and it is aimed at reducing the costs involved for these smaller vessels and to widen the market for the fixed hull vane. Hull Vane uses complex Computational Fluid Dynamics to analyse the water flow past the hull in order to optimise the size and location of the hull vane at the stern. Another exciting development is the Dynamic Hull Vane which is claimed to be able to act as a

40th PILOT BOAT DELIVERED BY EUROPEAN SPECIALIST BUILDER An established European builder of pilot boats has just handed over its 40th pilot boat to be delivered worldwide Safehaven Marine of Cork, Ireland has just delivered one of its Interceptor 48 pilot vessels for the Port of Cromarty Firth in Scotland. Dalmore, is powered by a pair of Volvo D13 engines at a heavy duty rating of 500hp, allowing the vessel an economical continuous operational speed of 25kts. BATTERY FERRY MAKES FIRST COMMERCIAL TRIP The world's largest all-electric ferry, has connected the ports of Søby and Fynshav on the islands of Aerø and Als, in southern Denmark. This revolutionary ship, E-ferry Ellen, capable of carrying approximately 30 vehicles and 200 passengers, is powered by a battery system with an unprecedented capacity of 4.3MWh provided by Leclanché SA one of the world's leading energy storage companies. The motor system was supplied by Danfoss Editron. Participating in this event celebrating the first scheduled ferry service between the two Danish islands were the respective mayors of the two municipalities, Ole Wej Petersen of Aerø and Erik Lauritzen of Søndeborg. E-ferry Ellen is expected to be fully operational within a few weeks. E-ferry is part of the Danish Natura project, which aims to provide environmentally friendly transport for local residents. This project was initiated in 2015 and was funded by the European Union through the Horizon 2020 and Innovation Program. Anil Srivastava, CEO of Leclanché, said : "We are very proud to provide a specifically designed unique lithium-ion battery system to this ferry, the precursor to a new era in the commercial marine sector. With its 4.3MWh capacity, the E-ferry represents a new milestone in commercial marine propulsion. Over one

year, it will prevent the release of 2,000 tons of CO2, 42 tonnes of NOX, 2.5 tons of particulates and 1.4 tons of SO2 into the atmosphere. This project demonstrates that today we can replace fossil fuel thermal drives with clean energy, and thus contribute to the fight against global warming and pollution for the wellbeing of our communities.” The battery system supplied by Leclanché uses high-energy G-NMC lithium-ion cells with unique safety features, including a bi-cellular laminated design and ceramic separators. Leclanché specifically designs and engineers a Class Type Approved and Certified Marine Rack Systems (MRS) including fire prevention and extinguishing systems. The project has received the DNV-GL Type Approval Certificate and the DNV-GL Product Certificate. The Swiss company develops and manufactures its own graphite/NMC (nickel-manganese cobalt lithium oxide) and LTO (titanate lithium oxide) cells. The parallel and redundant battery and powertrain systems make the E-ferry a safe and reliable vessel.

A Danish vessel designer has unveiled a mega RoPax ferry with a powerful ecopropulsion setup including battery power. Knud E. Hansen's 154metre RoPax ferry has a service speed of 25 knots and can operate close to optimum engine load even at slow speeds due to its diesel electric propulsion plant and azimuthing pods. The four engines have a combined power of approximately 48 Megawatts and are fuelled by marine diesel oil (MDO). There are also two tunnel thrusters located at the bow which, combined with the azipods, allow the vessel to move laterally without any forward or aft motion to assist with mooring. The 22.5m multi-purpose workboat Trischen has entered service in the north German state of Schleswig-Holstein, completing a â‚Ź13.5m fleet renewal programme, writes Tom Todd. The renewal, part of an infrastructure programme, has been underway since 2016 and has covered the introduction of three almost identical boats capable of a wide variety of work. The 22.68m hydrographic survey boat Oland went into service in 2016 and the 22.5m tug and survey boat Hooge in 2018. All operate for the LKN.SH - the governmental agency responsible for coastal defence, national parks and marine protection in Schleswig -Holstein, Germany's northernmost state. The region lies between two seas and is prone to flooding. With a 466kms North Sea coastline to the west and a 536kms Baltic coastline to the east, coastal defence is vital. It is the job of the LKN-SH to shore-up sandbanks, check dykes and clear out tidal inlets. “That's why the modernisation of the coastal protection fleet has been particularly importantâ€?, said a state government spokeswoman. River Elbe. It replaces a namesake which has been in coastal and waterway operation for 36 years. Like its predecessor, a main task of the newbuild is coastal protection. Based in Husum, the newbuild is now in service along the area's shallow-water,islanddotted North Sea coast. It is 7.5m wide, draws a maximum 1.05m and has a flat bottom to allow it to sit on the mud. Propulsion is diesel electric. Two Scania DI13 diesels of total 736kW power two electric motors each of 221kW which in turn drive the boat's two propellers. Trischen

also has a bow thruster, a Palfinger offshore crane along with a work boat and modern navigation systems as well as accomodation for three crew. Hendrik Brunckhorst at the LKN.SH told Maritime Journal the new boat had been specially constructed to stir up the seabed so that sediment can be dispersed with the tides maintaining water depths for shipping. It does this using two pumps which inject up to 40,000 litres of water a minute into the seabed using an adjustable tube and water jets. The boat is also used as a tug and to transport coastal defence materials.

NEW ELBE FLOATING DREDGE SHIP IS A “ONE OFF” The new 36m floating dredge Krabbe has gone into service on Germany's River Elbe to help keep the upper reaches of the important waterway clear for shipping to and from the port of Hamburg, writes Tom Todd. The €4.2 million newbuild is operating with the Waterways and Shipping Office (WSA) in Magdeburg after completion by the Genthin facility of SET Schiffswerften, which also operates a yard in nearby Tangermünde. Although it has the same name and much the same job as an older 33.25m WSV boat operating elsewhere, the SET newbuild is nonetheless described by yard officials as a “one off, created by craftsmen” and “worthy of the label made in Genthin”. That's probably because the 9.5m wide Krabbe, which draws just 0.90m empty and 1.25m loaded, is equipped with a 50 ton onboard hydraulic crawler excavator to do the dredging work. The Type R 946 excavator from Liebherr, with 3,000hp capacity is, as one report puts it, “capable of lifting a bit!”. To stay stable during dredging, Krabbe has two hydraulic collapsible legs to hold it on the river bed. The dredger's three-man crew has the basic job of maintaining required water depths along

a more than 200 kms stretch of the Upper Elbe. The task includes the removal of shoals and sand deposits and other obstacles from the shipping lanes. Shallow water is a regular problem on the Elbe as is flooding and particularly on the upper reaches. The newbuild is also being used for on-shore lifting on piers and in locks, weirs and pumping facilities, securing banks and laying gravel, as well as for removing obstacles after accidents and damage caused by flooding. Krabbe is driven by two 294kW Volvo diesels which operate two Schottel rudder propellers each with 360 degree turning capability. This, SET said, made the ship particularly maneuverable, without the need for a classic

rudder system. Two unidentified auxiliary diesels for on-board power supply are also in the engine room. The newbuild also has a urea waste gas treatment system from Fischer Abgastechnik which has co-operated with SET in the production of a number newbuildings. When Krabbe was launched, SET MD Olaf Deter stressed the importance the shipyard placed on scrubber technology for its small cruise and passenger ships.

An Italian design team has developed the EUVES (Efficient Utility Vessel) that is designed to meet the requirements of a number of workboat roles writes Dag Pike. Gloss Design has chosen a catamaran hull for their EUVES 31 and the design is based on a semi-displacement hull that is designed for maximum efficiency in the speed range from 10 to 30 knots which covers most workboat requirements. The 9.5m/31ft catamaran hull can be configured and powered in a variety of ways to suit a variety of purposes, from a hybrid dive boat to a cargo boat or a water taxi for 12 to 20 passengers. A drive-on facility can be incorporated to allow light construction equipment to be carried to remote sites. On the marine side, Gloss Yachts boasts an extremely impressive portfolio, having taken part in the creation of over 25 vessels between 6m and 60m long (20ft - 200ft) and covering everything from fast sport boats to coast patrol boats and ferries. The concept was born mainly as a craft for electric propulsion. The full electric version can accommodate twin electric motors from 15kW to twin 100kW motors. The maximum and cruise speeds obviously depend on which motors have been configured, but the range is from 15kts to 35kts top speed and 12 to 18 knots as a cruising

speed. Alternatively electric outboard motors with powers up to 50kW can be specified. A hybrid version would be fitted with twin 15kW generators to recharge the batteries or they can also act as boosters to increase the available propulsion power. For use where electric propulsion is not required the EUVES can be fitted with two outboards up to 120kW or inboard diesel and petrol engines coupled to stern drives or waterjets.

The deck area between the two hulls can be fitted out in a variety of configuration including a helm console with a canopy that incorporates solar panels. Construction is in composites and it anticipated that the prototype will be available next year. The main application of the electric version will be in harbours where the craft can be recharged at regular intervals.

INDUSTRY’S FIRST AUTONOMOUS SPILL RESPONSE VESSEL A US maritime robotics specialist company has held a successful on-water demonstration of what it claims is the first unmanned and autonomous oil spill response vessel As a part of its cooperative agreement with the U.S. Department of Transportation Maritime Administration (MARAD), Bostonbased Sea Machines Robotics has announced that it has successfully demonstrated its autonomous systems in action on board a Kvichak Marco skimmer boat during events held along the Portland harbour. DEMONSTRATIONS The on-water demonstrations took place aboard the world's first autonomous spill response vessel - a Vigor/Kvichak Marine Industries-built skimmer boat, owned by Marine Spill Response Corp. (MSRC) - before a live audience of MARAD, government, naval, international, environmental and industry representatives. From a shoreside location at Portland Yacht Services, a Sea Machines operator commanded the SM300-equipped skimmer boat to perform the following capabilities: 5 Remote autonomous control from an onshore location or secondary vessel, 5 ENC-based mission planning, 5 Autonomous waypoint tracking, 5 Autonomous grid line tracking, 5 Collaborative autonomy for multi-vessel operations, and 5 Wireless, remote payload control to deploy on-board boom, skimmer belt and other response equipment. Additionally, Sea Machines discussed how to operate the skimmer in an unmanned autonomous mode, which enables operators to respond to spill events 24/7 depending on recovery conditions, even when crews are restricted. These configurations also reduce or eliminate exposure of crewmembers to challenging sea and weather, toxic fumes and other safety hazards.

A wind and solar powered 16-foot catamaran will autonomously perform wind resource assessments for future offshore wind developments. Equinor and Autonomous Marine Systems Inc. (AMS) have partnered on the project to reduce the cost of gathering crucial data for successful development of offshore wind energy projects. After several years of testing, the Datamaran is ready for commercial deployment as an autonomous platform for wind resource assessments When fully operational, this technology will contribute to lowering the price of offshore wind energy to consumers around the world. The rapidly deployable, 16-foot wind and solar powered Datamaran carries a LiDAR (Light Detection and Ranging) to collect data on wind and weather conditions at remote offshore wind lease areas. Over the last 18 months, Equinor and AMS have conducted studies and built prototypes to test the system. These have shown dramatic improvements in lead time, cost and areal coverage versus today's options. Currently, this data is collected by a combination of a large vessel traversing the offshore wind area and a LiDAR system mounted to an anchored, stationary buoy.

IMPROVED DURABILITY FOR WEATHER SENSORS A meteorological equipment specialist is now offering its range of visibility and present weather sensors with the added protection of hard anodising as an option With this additional surface protection, Biral's SWS range can be used in all shoreline and off shore applications, such as at ports and harbours, on lighthouses as well as on marine platforms and meteorological buoys. The SWS range is very competitively priced and the anodised version is offered with a market leading five-year warranty. The SWS-100 and SWS-050 are optimised for use in applications where accurate and reliable visibility measurements are required with the addition of fundamental WMO 4680 precipitation codes. The forward scatter design allows the sensor to be compact whilst the inclusion of serial, analogue and relay outputs makes these sensors easy to interface to any system. The measurement of visibility by forward scatter as used by the SWS-100 and SWS-050 is now widely accepted and seen as having significant advantages over more traditional techniques such as the use of transmissometers or backscatter sensors. The SWS sensors are compact, very easy to install, require little maintenance and have a maximum visibility range of 10m to 75km for the SWS-100 and 10m to 40km for the SWS050. The factory calibration of the SWS sensor family is undertaken in accordance with the recommendations of ICAO 9328 and is fully traceable to a highly respected national weather service transmissometer. Visibility measurements are reported as Meteorological Optical Range (MOR). The reporting of atmospheric Extinction Coefficient (EXCO) can be selected by the user if required. The inclusion of hood heating and advanced self-test features as standard makes the SWS-050 Biral's most cost effective solution for visibility measurement, and window contamination monitoring and compensation ensures the results remain accurate even in challenging conditions.

Present weather reporting in some applications is useful for finding out what is causing the reduction in visibility as this may fundamentally change the action to be taken by the user. The SWS-100 therefore has the ability to identify and report the presence of drizzle, rain and snow precipitation types using WMO Table 4680 codes. Fog, haze, and unidentified precipitation codes are also reported. WASTE LAW AT SEA: IMPORTANT LESSONS UNANSWERED A recent ECJ case ruled that debris from a fire onboard a ship is excluded from international waste rules, but a law firm says it leaves important questions unanswered

FULLY JOURNEY NOT CONSIDERED The ECJ was only asked to consider whether prior notification and consent should have been obtained for the carriage of the fire-debris 'waste' from the place at sea where the fire damage occurred, to Germany. The ECJ was not asked to rule on whether consent was needed for the onwards shipment from Germany to Romania. The ECJ decided that the material was waste at law since clearly the shipowner intended to discard it. It noted that the wording of the exclusion in article 3(1)(b) only specified the place where the waste must be generated not the circumstances in which the waste is generated. The ECJ ruled that the exclusion under article 1(3)(b) applied to the waste that resulted from the fire, so prior notification and consent should not have been required to ship the 'waste' to Germany. Part of its reasoning was that waste arising onboard a ship as a result of an accident is sudden and unforeseeable, and it would be impossible or very difficult for the person responsible to become acquainted quickly enough with the information required to comply with the EU WSR requirements. It would have been less easy to apply this rationale alone to the onwards shipment from Germany to Romania, said Reed Smith. It is notable that the ECJ stressed the suddenness and unforeseeability of the waste generation.

Waste that is generated on board a ship is excluded from Article 3 of the EU Waste Shipments Regulation's notification and consent requirements until it is offloaded for recovery or disposal (article 1(3)(b)), explained Reed Smith, whose authors on this case study were Nick Rock, partner; Adam Hedley, senior associate; Jennifer Travers, associate; and Jake Williams, associate. It stated that the case concerns a container ship towed into German waters following a fire. The plan was for the ship to sail to Romania to discharge the waste, however, German authorities required the shipowner to carry out a notification and consent procedure under the EU WSR in respect of the scrap metal and fire-extinguishing water mixed with sludge and cargo residues on the ship. The shipowner challenged the decision in order to try to recover damages for the costs and delay this caused.

If, as the ECJ also found, article 3(1)(b) is entirely nonprescriptive as to how the waste is generated as long as it is generated onboard, this reference to the unforeseeability of the waste generation is arguably superfluous, said Reed Smith, It pointed out that this introduces uncertainty for the future as to whether suddenness and unforeseeability are actually relevant tests at all and, if they are, whether they are satisfied in other cases. The ECJ advocate-general stated that had the onwards shipment of the waste needed to be ruled upon, he would have decided that the strict wording of the article 1(3)(b) exclusion would also have meant that prior informed consent was not needed to that further shipment under the EU WSR. Reed Smith said the ECJ advocate-general's opinion seemed to be that this conclusion was dictated by the wording of the exclusion (and the specific reference to no offloading) even though, clearly, most of the rationale for the ECJ's narrower ruling would not apply to the second leg of the waste's journey (the emergency was by then over, there was more time to become acquainted with and follow applicable rules, etc.).

SECOND-STATION-CAPABLE FIXED VHF UNITS Building on the success of the GX1700E, VHF marine radio manufacturer Standard Horizon has announced two new models The GX1800GPS/E and GX1850GPS/E carry all the popular features of the GX1700E as well as a re-designed front panel for ease of use and updated high resolution display. The GX1800GPS/E supports the NMEA 0183 protocol, which continues to be widely used, the GX1850GPS/E additionally carries the new and faster NMEA 2000 protocol. Both of these NMEA interfaces allow full connectivity with GPS and DSC data between compatible devices. To aid with use in the dark, both models feature a new selectable night- mode display on the 66mm x 36mm backlit dot matrix screen. The level of illumination can be changed to a soft muted white with the text in easy-to-read large black letters.

When using its built-in GPS, the Explorer series becomes a versatile navigation station, providing position information (latitude & longitude) and an electronic compass display. OIL SPILL INNOVATION... FROM THE DESERT Oil spills can be disastrous, but as one pollution response operator put it “you're damned if you do, damned if you don't” when it comes to using dispersants So, the search has long been on for something that's lower in toxicity than those currently on the market. According to chemical engineer Norma Alcantar from the University of South Florida, the gluey centre of prickly pear cacti might be the answer. She told MJ that it was just an offbeat idea at first but when the extract was shaken in a test tube with a sample of crude oil, “within 15 to 20 seconds, the oil had disappeared entirely”.

Alcantar pointed to a known industry standard, Corexit EC9500A, which creates bubbles measuring between 50 to 75 microns “whereas the mucilage's are 7 to 50 microns: it really over-performs here”, she added. Likewise, while toxicity tests on commercial dispersants such as Corexit demonstrate complete mortality of daphnia magna plankton at 34 mg/l within 48 hours, plankton exposed to concentrations up to 1,000 mg/l cactus mucilage (twenty times that Corexit concentration) show a survival rate of 100% over the same time period; “That's low enough to allow it to be

A European port has launched a challenge to find the ideal solution for plastic pellet pollution. The Port of Antwerp has issued the "Plastic Challenge" with a prize of €10,000 for the most creative, promising and feasible idea that will tackle legacy pollution from the use of plastic pellets. The river Scheldt continuously brings down floating litter which due to tidal action tends to be deposited on a stretch of foreshore known as the Galgeschoor. This nature conservation site within the port area is affected by legacy pollution in the form of plastic pellets that are spilled during handling on land or onboard ships. Over time they have accumulated and become trapped in vegetation or mud

adjoining the foreshore, making them difficult to find and remove. In addition to the fact that the area is kept in constant motion by the tides, the challenge is also made more complex by the need to protect

the unique flora and many species of birds. The port is already tackling the problem at source. In October 2017, it teamed up with the entire plastics industry to introduce the "Operation Clean Sweep" charter with the objective of zero pellet loss. The participating companies strive to reduce pellet loss to the absolute minimum. Weekly monitoring activities give a better picture of the places where plastic pellets tend to escape, thus enabling the problem to be dealt with at source. While implementation of the plan helped reduce plastic levels from current activities, it also served to highlight legacy pollution. The deadline for proposal submissions is 30 September.

MONSTER LOAD-OUT COMMENCES IN BELGIAN WATERS Offshore construction activities have started on the largest offshore wind farm ever built in the Belgian North Sea SeaMade and DEME have announced that the DP2 offshore installation vessel Innovation has started with the first load out of the first three of the 58 wind turbine foundations and transition pieces for offshore installation, as support structure of the 8.4MW turbines. These foundations are the first to be hammered into the seabed for the SeaMade offshore wind farm. In addition, two foundations and transition pieces supporting the two substations will be installed in the coming months. The Innovation is sailing out of the Maasvlakte 2 harbour area in the port of Rotterdam to the SeaMade concession areas for installation in the North Sea. The SeaMade project is the eighth and largest offshore wind turbine park in Belgium. The substation topsides and inter-array cables will be installed in spring of 2020 and the towers and nacelles will be mounted onto the foundations in the summer of 2020. SeaMade combines 2 offshore wind farms Seastar (252MW) and Mermaid (235MW) in the Belgian North Sea, 40-50 km from Ostend, encompassing 58 8.4MW turbines. With a total aggregate capacity of 487MW, it is the largest wind farm ever built in Belgium and the Belgian North Sea. From 2020, SeaMade will supply renewable energy for 500,000 households, providing a reduction of more than 600,000 tons of CO2 emissions.

TURBINES In the concession zone of Mermaid and Seastar, 58 Siemens Gamesa wind turbines type SG-8.0-167 will be installed, with a Power Boost up to 8.4MW. The turbines are supported by a tower structure with a total length of approximately 90m and a bottom diameter of 6.0m, equally connected via a bolted flange connection to the transition piece.

EXPORT CABLE Both wind farms will be connected through two 220-245 kV XLPE 800mm² Aluminium submarine high voltage cables to the Belgian Modular Offshore Grid. The so-called export cables have a combined length of around 28km, and a cable diameter of around 247mm weighing approximately 96.4 kg per running metre and are designed and manufactured by Hellenic Cables. The installation activities will be done by DEME's cable laying vessel Living Stone.

PROJECT PARTICULARS The monopile foundations range up to 80m with an average weight of nearly 1000t and an outer diameter of 8.0m. Connection to the transition pieces takes place via a pretensioned bolted flange connection. The steel foundations are protected against corrosion via a combination of ICCP (impressed current cathodic protection), coatings and corrosion allowance, subject to the different zones. Single layer scour protection has been installed at each individual monopile location. The 33kV inter-array cable is designed and supplied by JDR 56 | SEPTEMBER 2019

SUBSTATIONS Each of the Project's two wind farms, Mermaid and Seastar, will have its own offshore substation, which will collect electricity produced, convert it from 33kV to 220kV and export it into the Offshore Grid operated by Elia System Operator NV, the Transmission System Operator. Capitalizing on a successful collaboration on numerous previous offshore wind farms, ENGIE Fabricom, Tractebel, Smulders and Geosea will be responsible for the full EPCI of the substations, including engineering, procurement, construction, transport, installation and commissioning. SeaMade NV, is a cooperation between: Otary RS NV - (70%), Engie NV - (17.5%) and Eneco Wind Belgium SA - (12.5%). The total investment is said to be €1,3 billion.
