TIM KLEMPA | PRINCIPAL
WHO WE ARE
Tim Klempa is a Principal of Charm City Development Company and Greater Baltimore Construction Services, LLC. Mr. Klempa has a long, well rounded background in real estate. His experience includes multifamily property management, leasing, and brokerage, and construction.

In the recent past, Mr. Klempa worked at Permira Realty, LLC a subsidiary of the Poverni Sheikh Group, a multifaceted development firm where Mr. Klempa was able to learn a great deal about commercial real estate transactions as well as the multifamily development process. Prior to Poverni/Sheikh Mr. Klempa was in the property management field with Maryland Management Company whom owned and operated roughly 10,000 apartment units throughout greater Baltimore. Mr. Klempa was involved with the operation of properties ranging in size from 100 – 450 units, and the management of 3-12 employees at a single location. After just 15 months with the company Mr. Klempa was put in charge of their premier property, Thames Point Apartments, a 125unit apartment building with a 50 boat slip marina, in Historic Fells Point. The time Mr. Klempa spent with Maryland Management allowed him to gain a great deal of hands on knowledge regarding property and employee management as well as understanding of the corporate infrastructure of a world class management operation with 500+ employees. For the past couple of years Mr. Klempa has focused on growing his development activities and handles all aspects of the development cycle from underwriting, to fundraising and property acquisition, to engaging the team of tax credit consultants, architects, zoning consultants, general and sub-contractors, leasing the property upon completion and ongoing property management. Mr. Klempa holds a B.S. from West Virginia University and a Maryland & Massachusetts real estate license, an MHIC license, and is certified to work on lead containing properties.

PATRICK GRACE | PRINCIPAL Patrick Grace has been involved in the real estate industry for 15+ years and has been the owner of Trademark Properties since 2005. The company provides a spectrum of real estate services to investors, including sourcing, analyzing, developing, constructing, and managing properties. Their primary focus has been the rehabilitation of historic properties into multifamily or mixed-use, while securing federal and local tax credits. The company has successfully completed over 40 projects and provides property management services for the projects it develops. They are heavily invested in the Baltimore market, and currently have 59 new units under construction in the city. Their projects support the company’s long-term commitment to providing affordable luxury housing to the Baltimore community, while restoring the historic architecture that makes the city unique. Mr. Grace received his bachelor’s degree from James Madison University and MBA from Georgetown University.
SEAN SIGMON | ASSET MANAGER Sean Sigmon joined Charm City Development, LLC in 2018 after graduating from the University of Maryland at College Park. Sean holds a bachelor’s degree in Economics and minored in both Real Estate Development and Public Policy. While in college, Sean interned with Morgan Properties where he gained valuable experience in the Real Estate industry and as a Property Manager. As our Asset Manager, Sean takes pride in making sure each property maximizes in potential and return on investment. Sean takes the lead in directing all property marketing, leasing, maitenance up-keep, and resident relations to protect the Asset of the investor and to add value to that asset.

THOMAS JACOBI INVESTOR REL ATIONS Thomas Jacobi is the head of investor relations for Charm City Development Company. He joined the company in 2017 when it was formed after the merging of two development companies with proven track records of success. Thomas is an experienced and successful entrepreneur and real estate investor who has an appreciation for Baltimore’s rich history, cultural offerings, and accessibility. He believes in Baltimore’s tremendous potential and has been investing in the city for many years. Thomas is a principal equity investor in many Charm City projects and he heads up the formation of equity capital pools which are paired with debt and tax credit partners for investment in future adaptive reuse developments. A seasoned film professional, Thomas also runs Jacobi Films Inc., an international film production company that works with firms such as National Geographic, Discovery and Netflix. He holds a degree in theater engineering.

7 WEST MULBERRY STREET “The Old Cathedral School”, this property was America’s first Catholic School. Located directly across from the historic Basilica, it was vacant and neglected prior to our purchase in 2015. The historic architecture has been restored and the property now contains 10 large apartments and a ground floor office. The property was recently featured on several episodes of the Ellen DeGeneres Show.
“THE TOTMAN BUILDING” 208 E REDWOOD STREET The original Baltimore Stock Exchange Building, the property was completely destroyed in the Great Baltimore Fire of 1904, and rebuilt in 1906. It was vacant for several years prior to our purchase and is now a 26 unit, fully occupied mixed use building in the heart of the business district. The property was delivered in late 2017 and features complete restoration of the remaining historic architecture.
108 W. SARATOGA STREET A vacant rooming house acquired April of 2017. The property had sat derelict for years and was picked up at value. The property was delivered November 2018 and has 7 apartments and 1 office suite. Federal, Chap, and Façade tax credits were obtained.

106 W. SARATOGA STREET Renovation is underway on this 9 unit historic rehabilitation in the central business district. Construction is scheduled to start May 2019 and we will be pursuing Federal, Facade, and local Chap tax abatements.
2121 SAINT PAUL STREET A 3-unit property in the Old Goucher Neighborhood that was purchased as a distressed asset via auction. 2121 had a mostly cosmetic renovation of kitchens, baths, flooring, and minor layout alterations. It features granite countertops, stainless steel appliances, original hardwood throughout, off street parking and roughly 1,000-1,200 square foot units. It was delivered in November 2016.
1724 SAINT PAUL STREET A 4-unit property in the Station North Arts and Entertainment District that was completely gut renovated into new luxury apartments with granite counters, stainless steel appliances, hardwood floors, high end tile bathrooms, and parking. The Federal Historic rehabilitation tax credits and the Chap Tax credit were pursued as part of this project. It was completed September 2017.
