MAYOR’S MESSAGE Dear Merriam Residents,

Greetings again from your Mayor! I hope you all had a safe and fun summer. We have completed the 2016 city budget and some exciting projects are in the planning stages for next year. As this message is being written, the financial state of the city is very strong and a lot of work is being done to maintain or even reduce the city share of your property taxes. But, even though we are bringing in sales tax at a record pace, we have some serious financial decisions to make soon. Detailed professional studies were recently conducted concerning the infrastructure of the Merriam Aquatic Center and the Irene B. French Community Center. Due to their age, there are substantial problems at both sites that will require a lot of work to fix. With the Aquatic Center we are at a point where we must seriously look at a complete replacement. Don’t worry, the pool is a very important asset to the city, so it will be either fixed or replaced. The same is true with the Community Center. We sometimes forget the Community Center was built in sections with large parts of the building over 100 years old. Like the pool, it too is showing its age and needs immediate attention. The City Council is busy looking at all our options with both facilities so we make the right decisions and spend our tax monies wisely. Last spring, the city received the results of the most recent Citizen Satisfaction Survey. The survey was completed by over 525 households from all parts of the city. The City Council and our city staff are always anxious to see survey ratings so we get an idea of what kind of job we are doing in the governance of your city. I am proud to announce that, when compared to similar national and local surveys, Merriam scored very high. After the last survey was completed in 2012, the City Council took steps to improve in several areas where low satisfaction was indicated. One of the more important areas was that of “city image.” Well, those steps must have worked as our “city image” has significantly improved according to the most recent survey. Finally, I would like to publically thank former councilmembers Chad Rowe, John Canterbury, Pam Bertoncin and Todd Boyer for their excellent service on the City Council. Much of the success the city has seen these past years is due to their dedication and hard work. While I will deeply miss these councilmembers, I feel the city is very fortunate to have great new additions to the City Council. The new councilmembers include Robert Weems, Scott Diebold, Bob Pape and Cheryl Moore. I look forward to working with the new City Council and know they will bring fresh ideas to future Council meetings. Have a wonderful fall season. Sincerely,

HIGHLIGHTS What is a City?

One thing we often don’t think about is “What is a city?” and “Why do we have one?” The main reason for the existence of cities is to accomplish things together that we cannot accomplish individually. Those things that are more properly done by the individual should be left to the individual, such as care for private real estate and personal property amenities, so long as that does not interfere with the rights of others. But it is not feasible for an individual alone to protect their home from fire and crime, to pave the street in front of their house, to provide safe drinking water and sewage disposal when living in close proximity with others. Swimming pools, parks and other recreational facilities are not economical for every individual to provide for themselves. We should remember that all persons residing in Merriam are the “City” and the city is a reflection of our common degree of concern for ourselves.

Jaime Brokaw has been Community Services Officer (CSO) for the Merriam Police Department for six years. Her duties are primarily related to animal control but also include the duties of court bailiff. In addition to these duties, Jaime also assists the records clerks in the Police Department and is training to be a Property Clerk that oversees the receipt, storage, issuance and/or disposal of property and evidence acquired by the Police Department. What are a few misconceptions people have about your job?

I just catch animals and write tickets—I’m here to protect animals and people, too. Animals can’t talk so I use my skills and experience to try and speak for the animals. I try to help people learn how to properly care for their animals and understand the importance of having proper vaccinations. Ultimately, the most important thing I do is help animals and educate their owners, not write citations. Another misconception many people believe is feral cats are the same as domestic cats. Feral cats are wild animals like raccoons and opossums. They live in sewers and creeks, carry diseases and hunt for their food. People

believe they are lost or abandoned when most are actually born in the wild. When people put out food for them it doesn’t help, it makes them stay around, get comfortable and reproduce. Feral cats can also attract larger predators like foxes and coyotes. What is most rewarding about your job; what makes it worthwhile?

Reconnecting lost animals with their owners. If an animal is properly tagged and I pick it up, it’s much easier to call the owner and drop the pet off at home instead of at the shelter. The look on some families’ faces when I return their lost animal is what makes it worthwhile.


The results of Merriam’s 2015 Community Survey were recently presented to the City Council. Merriam’s ratings surpassed national perceptions in 29 of 31 measured areas. The City of Merriam also scored higher than average in 31 of 32 areas of service delivery compared to other communities in the Kansas City area.

Community Survey reveals Merriam is more than “Just Right”

Merriam contracted with ETC Institute of Olathe, which uses its Direction Finder® product to conduct citywide surveys of residents in metropolitan Kansas City and across the nation. According to ETC, it surveys over 300 cities of various sizes across the nation. Merriam conducted its first Direction Finder® survey in 2006 with a follow-up survey administered in 2012. The City uses these surveys to assess citizen satisfaction with the delivery of major city services and to help determine priorities for the community as part of the City’s on-going planning process. A total of 530 residents completed the survey, which exceeded the goal of 400 returned surveys to yield a 95% level of confidence in the results. Some of the major findings include: OVERALL PERCEPTION OF MERRIAM Most of the residents surveyed who had an opinion were satisfied with the overall quality of City services (88%), the quality of life in the City (87%), the overall image of the City (73%) and the overall value received for City tax dollars and fees (74%). The value received for City tax dollars and fees (74%), was considerably higher than the national average (48%) and the Kansas City Metro average (44%). The survey also revealed a significant increase in satisfaction with the quality of leadership from the elected officials and the effectiveness of the City Manager and appointed staff. RECREATION FACILITIES Ninety-one percent (91%) of those surveyed indicated it is important for the City to continue supporting a Community Center, and 88% believe it is important to continue supporting a municipal pool. Two-thirds (66%) of those surveyed feel the City should contemplate significant upgrades or potential replacements of the pool and community center. The highest levels of satisfaction with public safety, parks and recreation, and city maintenance services based on the combined percentage of “very satisfied” and “satisfied” responses among residents who had an opinion were: PUBLIC SAFETY

The citizen survey also revealed the quality of the City’s customer service has increased since 2006 in all four of four areas assessed with significant increases in three of the four measured areas. Citywide the areas of greatest satisfaction with residents continue to be the quality of police and fire protection; the maintenance of city parks; and snow removal on major city streets. Areas of least satisfaction included enforcing maintenance of rental and residential properties, enforcing clean-up of litter and debris, and the fitness center at the Community Center. “The survey tells a really positive story,” reports Chris Engel, Assistant City Administrator. “The high levels of satisfaction with overall city services, value received for the tax dollar and overall image of the city are important indicators the accumulated efforts of the governing body and staff are being recognized and positively acknowledged by residents. A key objective moving forward will be to maintain those high levels of service while focusing on areas that may require additional attention. What to do with Fallen Leaves Cooler weather and the changing of the seasons mean the falling of leaves and fall yard work. Most residents spend some time in the fall raking fallen leaves. To help keep our community looking its best during this time, here are some important reminders about the way residents store and dispose of yard waste.

your trash provider, bags of yard waste should be treated the same as your normal household trash. Trash bags and containers may be stored outside if located behind the front building line of the property. The bags may be placed in front of the house for collection on your regular trash collection day.

• The City of Merriam does allow yard waste to be burned.

However, a burn permit is required. Burn permits may be obtained from the Overland Park Fire Department. The fire department will let you know the rules and in what atmospheric conditions you can safely burn. To apply for a burn permit please visit our website at www.merriam.org.

Large Item Pickup The City of Merriam will conduct the fall clean-up campaign during the week of October 19 through 23, 2015. Large items such as furniture, appliances, carpets/rugs, and miscellaneous large items are to be put curbside on the scheduled pickup day. A one-time pickup in scheduled areas will occur as outlined below. Residents must have their items curbside before 7:00 AM the day of their pickup. Residents should not load items into truck beds, trailers or inside containers they wish to keep. MONDAY: North of 75th St. and south of 67th; East of Switzer and west of Antioch. TUESDAY: North of 67th and south of Johnson Dr.; East of Switzer and west of Antioch. WEDNESDAY: North of 67th and south of 54th Terr.; East of Antioch and west of Lowell THURSDAY: North of Johnson Dr. and south of 53rd; West of Antioch and east of Switzer. FRIDAY: North of 53rd and south of 47th; West of Antioch and east of Switzer. These items will NOT be picked up:

• Routine trash (goes to local trash service) • Concrete, asphalt, cinder blocks, or rocks • Landscaping timber/railroad ties • Tree branches, brush, firewood, leaves & yard waste • Roofing materials/shingles, lumber, sheet rock, and other building materials • Paint cans, chemicals, tires, motor oil, brake fluid, gas/gas tanks, diesel fuel, pesticides,

and other household hazardous waste (for assistance with these items, call the Johnson County Hazardous Waste Collection, 913-715-6900)

Senior citizen and residents with disabilities, can call the Public Works Department at 913.322.5570 to be placed on a list of citizens needing assistance in removal of large items from the home or yard. With the start of school fast approaching, now is a good time to stress the importance of crosswalk safety within our community. Crosswalks are commonly found near business areas and schools. Crosswalks are also strategically located throughout other areas of Merriam, often at busy intersections, and are intended to improve pedestrian safety if used properly. FOR DRIVERS: • The driver of a vehicle is required to yield to pedestrians entering or crossing the roadway within a crosswalk.

• Drivers are prohibited from stopping their vehicle on a

crosswalk, which would interfere with a pedestrian’s use of the crosswalk.

• Drivers are required to comply with the directions of

uniformed school crossing guards, which are assigned to locations near local elementary schools.

During this ten week academy, participants will learn about search and seizure, domestic violence, court procedures, firearms training, traffic enforcement, DUI investigation, use of force, defense tactics and many other law enforcement topics. They will also attend a firearms range and Taser demonstration along with tours of the Johnson County Jail, Dispatch Center and Crime Lab. Participants will get an up close look at police work and the Merriam Police Department.

National Night Out is an annual community building event that promotes police and community relationships. On March 23, 2015, Merriam City Council voted to revise the screening requirements for solid waste and recycling containers.

Smoke Alarms: The Cheapest Insurance You Can Buy Did you know that 3 out of 5 home fire deaths happen in homes with no working smoke alarms?

Solid waste and recycling containers may be placed curbside for pick-up no more than 18 hours prior to collection. Containers must be moved from the curb to storage within 18 hours of collection.

When there is a fire, smoke spreads fast and exits can quickly become blocked. You need smoke alarms to give you early warning...when seconds count! Install smoke alarms on every level of your home, in every bedroom, and outside each sleeping area.

**** UPDATE **** If containers are stored outside, they must 1 be placed behind the front building line OR 2 be screened from view from the street ( public right-of-ways, except alleyways).

Test your smoke alarms monthly by pressing the test button. Replace smoke alarm batteries every year. Replace all smoke alarms (including hard-wired alarms) every 10 years or sooner if they don’t respond properly when tested. Specialized smoke alarms are available for residents who are deaf or hard of hearing. These alarms use strobe lights and bed shakers to awaken a person. Starting in 2015, Merriam began contracting with the Overland Park Fire Department to provide fire coverage for the City of Merriam. The arrangement saves both cities money and improves the level of service by adding Advanced Life Support (ALS) Fire Response to northern Overland Park and Merriam. As part of the arrangement, all Merriam firefighters joined the ranks of Overland Park Fire. The Overland Park Fire Department is honored to serve the residents of Merriam and takes seriously the trust you place in our organization. Are You at Risk of Falling? Merriam residents will be able to attend a 14-hour fall protection program, called Stepping On, in the coming months. The program will be delivered by the Overland Park Fire Department and Johnson County Med-Act. The program runs 7 weeks, meeting once a week for two hours.

Did You Know...

The Popular Annual Financial Report (PAFR) is intended to inform citizens about the City’s financial activity in a simple, easy-toread format. The Report contains answers to questions like “Sales Tax—How much is it and who receives it?” and “Employees— How many people work for the City?” Check out the City’s 2014 Popular Annual Financial Report by visiting www.merriam.org/Finance.

The course is designed for adults that have fallen in the past year, have a high risk for falling, have a fear of falling, walk with a cane indoors or out, use a walker (for outdoor use only), are cognitively intact, live in their own home or other independent facility and are able to speak conversational English. The course topics include falls/risks, strength & balance exercises, home hazards, safe footwear, vision and falls, safety in public places, community mobility, coping after a fall, and understanding how to initiate a medication review. The course is designed to improve self confidence, decision making and change behavior. Guest speakers will include a physical therapist, pharmacist, audiologist, and optometrist. The program includes a consult to assist with follow through of fall prevention strategies and activities. There will be a small fee to cover student materials and equipment for the course. Open Gym Regularly scheduled open gym times are set aside each week depending upon gym availability. A schedule is posted weekly listing available times for each age group. Weekly schedules are available at the front desk, online at www.merriam.org/park (Community Center tab/Open Gym), or by calling 913.322.5550. To participate, all non-member individuals entering the gymnasium must pay the daily admission fee. Youth or adult teams may not utilize open gym times to conduct practices, but may rent the gym by following rental policies. $3 // person Daily Fee


Facility users are expected to respect community center property and fellow users. Destruction of property, profanity and abusive behavior will not be tolerated. Violators will be asked to leave the facility, and repeat offenders will have their privileges permanently revoked. The use of tobacco products is prohibited in the community center and within 10 feet of the entrances. The community center is not staffed to provide individual child supervision. Please do not drop children off and leave them unattended. Children 8 and under must be accompanied by a person age 14 or older. No child, under the age of 16, is allowed to participate in or attend adult fitness classes.

Open Gym:

Additional times will be set weekly based on availability.

ID Card Admission Policy:

Fitness center patrons must furnish photo ID card with proof of residence. If no ID is available we can provide ID cards with proper documentation for $5. Residency information must be updated annually.

Facility Rentals:

Community center rooms are available for rent based on availability. Room sizes can accommodate groups ranging from 10 to 250 people. Call 913.322.5550 for availability and pricing information.

Refund/ Cancellation/ Transfer Policy

The City of Merriam Parks and Recreation Department prides itself in providing first class recreational opportunities to the citizens of Merriam. Although patrons have the desire to attend all sessions for programs for which they are registered, there may be circumstances that prevent them from completing the program. Recognizing the need to provide assistance with these situations, programs, memberships and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center. All refunds are processed Monday–Friday, 8am –5pm. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the Irene B. French Community Center front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, unless less than $10. Please allow up to three weeks for payment. Refunds less than $10 will be reimbursed through petty cash and will require the signature of the person eligible for the refund. Frank Dover ........................................................................................................................ Frank Dover has been involved in the Merriam community for almost 40 years. A native of Weston, Missouri, Frank moved to the Kansas City area after graduating from Central Missouri State University, finally settling in Merriam with his wife, Alice, in 1978. He is currently on the board of the Merriam Parks, Recreation, and Community Center Foundation, assists with the Flags 4 Freedom display and is a longtime member of the Merriam – Shawnee Noon Lions Club. Frank was also involved for almost ten years with the Boy Scouts, receiving the “Outstanding Cubmaster” award for "When you live in a community and the entire Santa Fe District for his work during his sons' scouting years. Frank retired five years ago after 39 years with Capitol Federal you volunteer, you meet and work Bank as a Vice President and branch manager of their Nieman Road with some of the nicest people you location. We recently sat down with Frank to discuss his thoughts on would ever want to know." Merriam and his service to the community. What do you like about Merriam?

In Johnson County, you go from one city to another and don’t know you’ve left or entered another city. Merriam has its own personality, it’s more like the small town I came from and I love. It has a history and sense of identity; we are not part of one big city called “Shawnee Mission.” I enjoy the Streamway Trail Park and the quality of city services, especially the great snow removal. When you are out driving after a snowstorm, you know when you aren’t in Merriam anymore. I also enjoy Merriam’s ability to attract businesses like the Hendrick Automotive Group and IKEA. There must be something special about Merriam other than our location to attract those businesses. Why do you volunteer?

I don’t really look at what I do as volunteerism. It’s often just something that needs to be done and somebody asks for help. As a boy in Weston, MO, I used to ride along and help my grandfather, who was the local civil

defense director, volunteer fire chief, and on the city council. If people needed help with something, you helped. When my oldest boy started cub scouts they were looking for volunteers. I ended up being Committee Chairman and then Cubmaster. While working at Capitol Federal I was asked to join the Merriam–Shawnee Noon Lions Club, then the Merriam Parks, Recreation, and Community Center Foundation and now the Flags4Freedom group. I think sometimes people don’t know help is needed but they would be willing if asked. I’ve always been asked and figured somebody has to do it—it might as well be me.

Florida to California. In addition, we have three kids and six grandkids ranging from eighteen to two years old to keep us busy. What advice would you give the next generation about volunteering?

Volunteering is not just you doing something for somebody else. When you live in a community and you volunteer, you meet and work with some of the nicest people you would ever want to know. When you are involved, it’s often with a lot of the same people and then it’s just like working with a bunch of friends. I think that’s where you benefit.

I notice the schools try and get young people involved by giving them service hours and that worries me a little bit. When these kids are older are they Travel. We enjoy going on cruises with going to look at doing volunteer friends and neighbors. We have been work differently? Will they view it as to the Caribbean twice; we also once something they were made to do, took a cruise to Hawaii and a cruise to more like a job, or will they look at Alaska – both in a span of six months. We volunteering as something useful they are currently planning a cruise through really want to do. I hope it’s something the Panama Canal that will take us from they really want to do. What do you do when you are not volunteering?

...................................................................... Visit our newly renovated fitness center located on the 1st floor of the Irene B. French Community Center. With a relaxed and friendly environment and no contracts our fitness center is an ideal place for your workout. In 2012, Merriam Parks and Recreation staff proposed the renovation of the 400 square foot fitness center at the Irene B. French Community Center as a three year project. The proposed space, located on the first floor, contained 1,200 square feet with a view of Merriam Drive and was used as a meeting room.

Phase one began in 2013, converting the “Campbell Room” by removing the existing carpet and installing a 100 percent vulcanized rubber flooring. The flooring provides a durable, non-porous, slip-resistant, anti-microbial / anti-fungal surface that is easy to clean. The walls were painted a bright blue, green and grey with two 50” flat screen televisions installed.

Cardiovascular

In early December, staff and several regular fitness center members spent a day traveling to five different facilities within the metro area to evaluate and assess the strength equipment proposed during the bid process. With the recommendation of this group of individuals and Park Board, City Council approved the purchase of ten new pieces of equipment. The Hammer Strength equipment installed in mid March included: dual adjustable pulley, seated leg curl, chest press, seated row, seated leg press, pectoral fly / rear deltoid, smith machine, fixed pull down, adjustable bench and 3-tier dumbbell rack.

DAILY PASS FEE:

The final phase of the renovation will be completed in 2016 with the installation of new cardio equipment possibly with personal entertainment centers on each piece. We encourage everyone to take the opportunity to stop in and try out the new space!

Knee High Netters

Volleyball is fun at any age. Netters is designed for youth first thru third grades to learn about the fundamentals of volleyball. Okinawan Karate

Karate is primarily a striking art, with punching, kicking, knee/elbow strikes, and open handed techniques with linear crisp movements. There are also various blocking techniques like parries and takedowns taught as well. Youth class time will focus on learning the basics through games and exercises. Teen class will focus on improved discipline, fitness and character development.

Stagebound

Let your inner light shine! A musical theatre program designed to bring out the performer in all students. Classes culminate in a performance on December 6. ACT I and ACT II This class combines students in 1st thru 8th grade but focuses individually on each child’s growth. Come join us for this hour long, non-stop class full of entertainment fun. Students will work on dances from musical theatre shows, sing songs and work on their acting technique. Our 1st-4th graders focus on the early development of the creative learning structure. Improvisational games are used to develop the child’s imagination and creativity. All aspects of this class allow the children to grow in self confidence and will provide a strong base in acting technique. Our 5th-8th graders are challenged to focus on more refined acting techniques building on the blocks established in Act 1. This is a great development tool for students preparing for summer theatre or as they move into Junior High School musicals and plays. Students begin to focus on monologue work, character development, performance technique and much more. ACT III Time to Shine! Act III is for high school students that have the acting bug! This class is for the seasoned performer wanting to gain that edge in their performance technique, as well as for students just beginning to explore the joys of theatre. Students delve into making choices, creating more developed characters and reaching new heights in their performance technique. All these help grow the student as a triple threat performer. Brown Memorial Park— 5040 BOOKER DRIVE —named for Esther E. Brown, the local resident who organized citizen support for the 1949 Webb v. School District 90 case. Campbell Park— 9674 W. 61ST STREET—features a playground that was replaced in 2013, swings in 2011 and provides an access point to the Turkey Creek Streamway Trail. Tucked away at the end of 61st Street this park is a perfect picnic spot!

Merriam Marketplace— 5740 MERRIAM DRIVE — the showcase of this area features a 10,000 square foot covered pavilion, home of the Merriam Farmers’ Market and the annual Turkey Creek Car and Motorcycle Show. This is also an access point to Werner Park and Turkey Creek Streamway Trail. Quail Creek Park—7024 GRANDVIEW AVENUE — named for the creek that meanders along the park boundaries, this beautiful park feature passive areas, paved walking path, picnic area, playground and swings.

Chatlain Park— 6300 CARTER AVENUE —named for

John Chatlain who served as a Merriam City Council member for 31 years, it is one of Merriam’s most active parks. This park features an access point to the Turkey Creek Streamway Trail, a picnic shelter available for rent, a playground scheduled to be replaced in 2015 and swings.

6304 E. FRONTAGE ROAD —features two historic exhibits depicting the history of Merriam. The first is a walking path with 12 markers from pre-settlement to current day. The second, indoor exhibit, celebrates David Gee Campbell, the original developer of “Campbellton” known today as Merriam. The plaza also boasts an original bronze sculpture, “The Bear Pit”, by local artist Kwan Wu. Turkey Creek Streamway Park Trail—Approximately

4 miles of paved, multi-use trail running from 75th Street to Antioch Rd. The trail route follows the path of Turkey Creek and passes through wooded areas, a butterfly garden, the AT&T pocket park and several larger neighborhood parks. Paved parking and access points provided at 75th Street entrance, Chatlain Park, Campbell Park, Merriam Marketplace, Werner Park, and Waterfall Park. Waterfall Park— 5191 MERRIAM DRIVE — named for its most prominent natural feature, this 15-acre park, under development as funding becomes available, features an access point to the Turkey Creek Streamway Trail and four multi-use practice fields available by reservation.

Vavra Park— 6114 SLATER STREET—features a playground that was replaced in 2012, swings scheduled for replacement in 2015, a walking path, picnic shelter, restroom, and decorative landscaped waterfall feature. In addition, the Merriam Aquatic Center is located in the north end of this park.

Werner Park— 5750 MERRIAM DRIVE —crossing the bridge at the Merriam Marketplace provides access to this two acre park named for former Merriam City Council Member Roger Werner, whose family donated the park land. This park is nestled along the Turkey Creek Streamway Trail.
