Well it's budget time again in Merriam. As your Mayor, I am happy to report that the City is alive and doing very well. We have several months of IKEA receipts and with all the other fine businesses in town, we will see another year of no new city taxes. There is even talk of lowering taxes by our elected officials. The debate is over timing.

Is now the time, or do we take this opportunity to conduct an assessment of our needs here in the city?

Last winter, city staff was ordered to conduct a number of inspections and evaluations to check the status of some of our aging city facilities. We have been aware for some time that major repairs are lurking with our municipal pool. It is over 40 years old and a decision is fast approaching on the future of that facility. The same goes with our community center. We have spent a lot of money in the past few years to keep the doors open. Leaky roof structures, expensive plumbing repairs and other problems have prompted the city to hire experts to give the whole building a good going over. This will help us decide where to go next. We have also conducted a professional survey of city residents to get their input on city needs and direction for the future. All of this information will be needed to help City Council decide how best to use the money we have available. Look for more on this in the weeks and months to come.

I am also happy to report that we continue to be very pleased with our new partnership with the City of Overland Park. They have taken over the operation of the Fire Department and have continued service in the manner that Merriam residents have come to expect. This merger/contract arrangement is very unique among neighboring municipalities in this region and it is a rare occasion where all parties involved – the City of Merriam, the City of Overland Park, and even the Merriam firefighters themselves, all have experienced benefits in the process. We believe that the cooperation and hard work by all involved is an example of good progressive fiscal governance.

In conclusion, enjoy your summer season. There is always something good going on in Merriam this time of year.

Orange Barrel Updates Construction season begins!

With the return of warmer weather, orange barrels will soon be popping up as capital improvement projects around the city get underway.

Plans and specifications are being finalized for the Meyer Creek Improvement Project (impacting 70th Street between Switzer Road and Farley Avenue). The preliminary recommendation is to widen the size of an existing concrete lined channel to improve drainage. A request for proposals was posted in late January and construction is expected to begin in March or April.

Work on the Residential Street Group IV and 55th Street Drainage / Safety Improvements Project will continue this spring. This project includes the conversion of ditch section streets to curb/gutter with improved drainage, new sidewalks and decorative street lighting.

Garner and 54th streets last fall, with only minor repairs remaining.

Ross Davis is a mechanic in Merriam’s Public Works Department. He has been with the city for over 15 years, having started as a seasonal maintenance worker during his summer breaks at college.

In addition to providing maintenance and repair on all of the city’s vehicles and mechanical equipment, Ross is our go-to-guy for outfitting and installation of all the gear needed to turn bare-bones factory vehicles into fully equipped patrol cars, fire trucks, or public safety vehicles.

1. Tell us about your current position:

It’s my job to ensure that city vehicles and equipment are ready to use when they are needed. I work on a variety of equipment and can go from repairing a lawnmower to a police car to a fire truck—all in the same day.

2. What is most rewarding about your job; what makes it worthwhile?

Putting together a vehicle for the police, fire or public works department and then seeing it in use on the streets is one of the most rewarding parts of my job.

3. List three misconceptions that people often have about you/your job:

1. All you need is a hammer, screwdriver and a wrench to work on a vehicle—With new technology in vehicles, I typically start by plugging in a laptop before opening the hood.

2. Mechanics just change parts until they fix the problem—Most of my time is spent diagnosing and testing parts to identify the problem.

3. You enjoy getting grease and dirt on your hands and clothes—I wouldn’t say I enjoy getting my hands dirty, but it is a necessary part of the job.

Community Recycling Event This year the City of Merriam is partnering with the City of Shawnee to bring you a fantastic recycling opportunity just in time for spring cleaning!

When: Saturday, April 18th - 8:00am–11:00am Where: Splash Cove Parking Lot (58th and King) What: Four recycling events, one convenient location ELECTRONICS RECYCLING Looking for a place to take your outdated electronics?

We have the answer! We are working with Vintage Tech to host a consumer electronics recycling event. Consumer electronics can be conveniently dropped off for recycling— the only items that have a cost for collection are televisions ($10).

COMMUNITY SHREDDING Tax season has arrived and there’s no better time than the present to clean out your personal files. We are working with PRO-SHRED for this community shredding event. Shredding is free to the public; however, there is a suggested donation of $5 per regular file box and $10 per large file box. Donations will help off-set costs of the event and the remaining donations will go to the Merriam Parks, Recreation, and Community Center Foundation and Shawnee Mayor’s Christmas Tree Fund.

BIKE COLLECTION Have your kids outgrown their bikes? Do you have a bike that you never ride? Bring them to the event. The city will work to refurbish and redistribute the bikes through various community service organizations.

LATEX PAINT COLLECTION We are working with Johnson County Household Hazardous Waste to collect unneeded latex paint. Latex paint will only be taken from households. No commercial institutions' paint will be accepted. Oil-based paint, aerosols, paint thinners, stains, and other household hazardous items will not be collected. To dispose of those items, please contact Johnson County Health and Environment at 913.715.6900.

Merriam’s Spring Large Item Pick-up is Scheduled for April 20–24

Twice a year, the city conducts a large item clean-up campaign for the residents of Merriam. The Merriam Public Works Department is responsible for this campaign, which occurs annually during the third full week of April and October.

The city’s spring pick-up will occur April 20-24, 2015. There are restrictions on the materials the city will accept. For a schedule of the spring pick-up and list of acceptable items, please visit www.merriam.org, or call the Merriam Public Works Department at 913.322.5570.

KNOW YOUR CODES Spring/Summer Property Maintenance Reminders With warm weather and sunny days come the fun of travel, outdoor activities, and yard work. The City of Merriam would like to remind residents about city ordinances that relate to spring and summer maintenance.

WEED AND LAWN MAINTENANCE The City of Merriam asks residents to help maintain the beauty of our community through wellkept lawns. This means that weeds and grass may not exceed a height of 10 inches. The chore of mowing and trimming grass is significantly easier when the grass is short. Watch the weather and maintain a mowing/trimming schedule.

CODES CORNER

If a neighboring yard’s lawn exceeds 10 inches in height, residents may contact the Community Development Department at 913.322.5520 with the address of the property. A code inspector will visit the property to confirm the violation and notify the homeowner that the lawn needs to be cut to an acceptable length.

Residents are also reminded that it is unlawful to blow or sweep grass clippings and other yard waste into city streets or storm drains. This practice can clog the storm drain, block storm water inlet grates and pipes downstream, and cause storm water to back up into the street, creating flooding conditions. Instead, direct grass clippings back onto your yard where they will add nutrients to your soil and reduce the need for fertilizers. It’s a win, win!

SOLID WASTE SCREENING All solid waste and recycling containers must be stored inside a structure or placed behind the front building line and screened from view. The screening of these containers improves the neighborhood appearance and increases the City of Merriam’s visual appeal. Additionally, solid waste and recyclable containers may be placed curbside for pick-up no more than 18-hours prior to, and removed 18-hours following collection. Should a resident fail to properly store or screen trash and recyclable containers, citations may be issued resulting in a possible fine.

RECREATIONAL VEHICLES, TRAILERS, CAMPERS AND BOATS Boats, RVs, trailers and campers may be parked/stored on your property if they are placed behind the front building line and not within 7 feet of the side property line. They must be located on an approved hard surface (asphalt or concrete) as required for off-street parking.

In the case of a corner lot, other requirements must be met. Please call the Community Development Department at 913.322.5520 for specifics.

OTHER HELPFUL INFORMATION Many common summer building projects require permits from the city. Some of these include decks, driveways, fences, pools, and sheds. You can obtain these permits from the Community Development Department at City Hall (9001 W. 62nd Street). It is illegal to post signs on trees, telephone poles, and street lights.

Signs are also not allowed on public property or right-of-ways.

“ Signs, signs, everywhere there’s signs...” or so the song goes. All around the

metro, cities like Merriam regulate signage to keep that from becoming true.

From retail to real estate, politics to lost pets—signs can be found in every neighborhood and commercial district.

We agree signs are important—they let us know where to go and what’s going on. But unrestricted use and placement can cause visual distraction to motorists and takes away from the natural beauty of our community.

HIGHLIGHTS New program offers help to parents with autistic children According to the Centers for Disease Control and Prevention, 1 in 68 children are diagnosed with autism spectrum disorders in the United States. Of these children, nearly half will wander, or elope, from safe environments.

Children with autism go missing under a variety of circumstances. This might include running off from adults at school or in the community, leaving the classroom without permission, or leaving the house when the family is not looking. More than one-third of autistic children who wander have limited verbal capacity or are considered non-verbal. They may not be able to communicate where they want to go; they just go.

Finding and safely recovering a missing child with autism presents unique and difficult challenges for families, law enforcement, first responders and search teams. Autistic children are extremely attracted to water and high-traffic areas such as roadways and highways. This makes wandering a potentially dangerous behavior.

In 2014, the Merriam Police Department was awarded a Justice Assistance Grant (JAG) for the creation of a new program. Those funds will be used to purchase Kidsport GPS tracking bracelets for Merriam families with autistic children who are likely to wander.

If a child wearing the device wanders away, an alert will immediately be sent to family or caregivers notifing them their loved one has gone outside of his or her designated area. The monitoring company can track the child using GPS (Global Positioning System) and dispatch emergency responders to the child’s location.

The tracking devices are available on a completely voluntary basis, no one is required to use them for their children. If parents or caregivers feel the device would be beneficial and keep their chidren safe, there is now funding available to purchase these devices.

New Eye on Crime In 2010, the Merriam Police Department purchased a small number of body-worn cameras for officers to use in the field; however they did not have enough to equip each individual officer.

Cameras were shared between officers on duty and footage was downloaded between each shift. This caused excessive wear and tear on the equipment and prevented all officers from using a camera 100% of the time.

Thanks to grant funding, personal body-worn cameras are now standard equipment for all Merriam officers, including detectives and community service officers. A $25,000 Edward Byrne Memorial Justice Assistance Grant funded the purchase of 33 LE3 Vievu body cameras, at no cost to the Merriam Police Department.

About the same size as a small cell phone, the cameras can be clipped on a uniform pocket or lapel. Sliding open a small door on the front reveals a lens and automatically starts recording video and sound. The video is sent to a secure database where the footage cannot be changed.

Personal body-worn cameras are now standard equipment for all Merriam officers.

“Each officer must have the camera on during every interaction with citizens, demanding accountability on both ends,� says Chief Mike Daniels.

The technology provides value by enhancing officer safety, reducing liability, assisting with prosecution and case resolution, and further promotes professionalism and accountability in the department.

Building the 2016 Budget

Over the past months, the City of Merriam has seen a significant increase in the amount of commercial development taking place.

Merriam’s budget is much more than an accounting document—it is a management and planning tool. It serves as an outline for how the city should best use its resources. Each year, elected officials make decisions regarding which services, programs, and other expenditure priorities should be included and how to best utilize its pool of resources to perform necessary city functions.

Here is a look at some of the projects currently in planning or under construction in Merriam:

• Construction of a new 55,000 square

foot Hobby Lobby store is currently underway at I-35 and Johnson Drive (across from IKEA). While a planned opening date had not been set at the time of publication, the store is expected to open spring/summer 2015.

The citizens of Merriam, the Mayor, City Council, and City departments all play a significant role in the formation of the budget. To decide which programs and issues are of the highest priority to citizens, it is important for residents to play an active role in the budget process. Citizens are encouraged to provide their input and suggestions through multiple forums including:

• An outparcel building located between Hobby Lobby and QuikTrip on Johnson Drive is also under development. Mattress Firm plans to occupy the northern portion of the retail building and a Jimmy John’s restaurant will occupy the southern portion.

Held annually on the third Saturday in May, Merriam's Turkey Creek Festival is a celebration of Merriam's heritage featuring an arts and crafts show, 5K run/walk, concerts, free kids activities, concessions and more!

The Turkey Creek Festival is an annual tradition in Merriam, celebrating 30 years in 2015! Begin the day with a 5K run/walk through historic downtown Merriam. Events kick off at 7:30am in Antioch Park with the Lions Club Pancake Breakfast. Pre-sale tickets for the breakfast are available at the Irene B. French Community Center beginning in mid-April for $5 or the day of the event at Shelter 1 at Antioch Park. Additional festival activities start at 10:00am throughout the park.

Volunteers

The day is filled with activities for the whole family! Children can explore the petting zoo, ride a pony, play in the inflatable bounce house or enjoy a train ride along the trails of Antioch Park. Leave with a wood project created with the help of experts from Home Depot or a balloon creation by DJ the Balloon Man. New to the festival this year will be StoneLion Puppets, a roving puppet studio with fan-friendly puppets like Karma the Elephant!

Arts & Crafts Show Registration

Take the family for a ride on the water—Johnson County Kiwanis sponsor the paddle boats on Antioch Park lake. The fee to ride is $5 per boat. Enjoy a variety of concessions and listen to music by "Southern Vixen" and "Twice on Sunday." Don’t forget about the arts and crafts vendors on site with a variety of merchandise available to purchase.

Facility users are expected to respect community center property and fellow users. Destruction of property, profanity, and abusive behavior will not be tolerated.

Violators will be asked to leave the facility, and repeat offenders will have their privileges permanently revoked.

The use of tobacco products is prohibited in the community center and within 10 feet of the entrances.

The community center is not staffed to provide individual child supervision. Please do not drop children off and leave them unattended. Children 8 and under must be accompanied by a person age 14 or older. No child, under the age of 16, is allowed to participate in or attend adult fitness classes.

Open Gym:

Additional times will be set weekly based on availability.

ID Card Admission Policy:

Fitness center patrons must furnish photo ID card with proof of residence. If no ID is available we can provide ID cards with proper documentation for $5. Residency information must be updated annually.

Facility Rentals:

Community center rooms are available for rent based on availability. Room sizes can accommodate groups ranging from 10 to 250 people. Call 913.322.5550 for availability and pricing information.

Program Instructors Needed:

Turn your hobby or skill into a part-time job by teaching a class at the Community Center. Contact Sara Thompson at 913.322.5550 to discuss your idea for a new program!

Flags4Freedom

Saturday, June 27–Saturday, July 4 Merriam will host the annual “ Flags4Freedom” event June 27 - July 4.

Downtown Merriam and surrounding areas will transform into perfect rows of patriotic pride as Flags4Freedom organizers place over 1,300 United States flags at the Merriam Marketplace, Irene B. French Community Center and along Merriam and Johnson Drive. Everyone is invited to stop by during the week of July 4th to view an astonishing display of patriotism and community pride.

Visitors won’t want to miss the free concerts on Sunday, June 28 at 3:00pm and Saturday, July 4 at 2:00pm at the Merriam Marketplace. Bring a lawn chair, these events are FREE and all are invited to attend.

Flags may be sponsored to honor active military, veterans, friends and loved ones by purchasing a dedication ribbon for $15 each. All proceeds from the event will benefit the Merriam Parks, Recreation, and Community Center Foundation.

Shirley Hudson is an active member of Merriam and the surrounding community. She coordinates volunteers for Merriam’s annual Flags4Freedom event, National Family Volunteer Day of Service and the Neighbor Helping Neighbor programs. As the Public Affairs Service Specialist for her church, Shirley has helped coordinate blood drives for the Community Blood Center, collected coats and handmade items for the Johnson County Christmas Bureau, organized food drives for the Johnson County Northeast Multi-Service Center Food Pantry, and assembled volunteers to "I’ve come to realize that, help decorate sacks and make valentines for the Johnson County Human Services given the opportunity, Meals on Wheels that are delivered out of the Irene B. 1. Tell us about an experience you had while volunteering that made you realize you were making a difference.

2. What advice would you give someone who is on the fence about volunteering?

I’ve had several experiences while volunteering that have helped me realize the importance of community service.

One of those experiences occurred while volunteering for Neighbor Helping Neighbor. We were doing yard work for an elderly resident in Merriam and several teenage girls were volunteering with their families. The girls had never met before that day, but as they began raking and pulling weeds, they started talking and laughing like they had always known each other. They were not only making a difference in the community by cleaning this yard, they made a difference in their own lives as they were brought together through service.

If you are not sure if volunteering is for you, I suggest that you give it a try. The experience can be very rewarding.

Besides the obvious benefit of helping others, volunteering strengthens the individual as they give of themselves; it strengthens families that serve together; and it strengthens us as a society as we work together for a common cause and the betterment of our community.

Another Neighbor Helping Neighbor example was when we were painting the home of another elderly Merriam resident.

As we were working, a woman and her grandson stopped by and asked if they could volunteer. We welcomed their help that day, and they ended up coming back every Saturday until the project was finished. I’ve come to realize that, given the opportunity, everyone wants to help their neighbor.

3. What do you do when you are not volunteering?

When I am not involved in service, I am at home with my husband. We have lived in the area for 45 years. We have 4 grown children and 8 wonderful grandchildren. In my free time I enjoy sewing, crocheting, jewelry making, reading and learning new skills. I’m grateful for the opportunities to serve others and have enjoyed meeting the wonderful residents and community leaders in Merriam.

Parent/Child

Classes are held in the zero depth entry pool and are designed for children 6 months to 3 years of age and their parents to familiarize and orient young children to the water. Parents will also learn valuable water safety information to keep little ones safe.

Preschool Aquatics

Classes are held in the zero depth entry pool and are designed for children 4 and 5 years of age to promote fundamental water safety and aquatic skills for children who do not need assistance in the water by an adult.

Level 1 – Introduction to Water Skills

Class is held in the 3–foot deep area of the pool and is recommended for children 6 years of age. Students will learn basic personal water safety information and elementary aquatic skills to help them feel comfortable in the water. No skill pre-requisites for this class.

Level 2 – Fundamental Aquatic Skills

Skill pre–requisites for this class involve the child being able to comfortably put their face into water. Students will learn fundamental aquatic skills. Skills taught include: floating without support and recover to vertical, foundation for future strokes, and stepping or jumping into the water. This level marks the beginning of true swimming skills.

Level 3 – Stroke Development

Skill pre–requisites for this class involve the child being able to jump into the water unassisted. Students will learn front crawl, elementary backstroke, survival float, scissor kick, dolphin kick, headfirst entry into water from seated position and fundamentals of treading water.

Level 4 – Stroke Improvement

Skill pre–requisite for this class involve the child being able to comfortably tread water for 2 minutes. Students will improve their skills and increase endurance by swimming basic strokes of front crawl and elementary backstroke for greater distance. Students learn the arm movements with scissor kick for sidestroke, the back crawl, breast–stroke, butterfly basics, basics of turning at a wall and diving from standing is introduced.

Private Lessons

One–on–one lessons are perfect for those that desire individual attention or an adult wanting to learn to swim. Classes are 30 minutes in length and will be developed to meet your needs.

Ki Society Aikido

Okinawan Karate

Aikido is a defensive Japanese martial art focused on removing the aggression from situations. The power of Aikido comes from centering, relaxing and extending “Ki” energy rather than physical size and strength.

Karate is primarily a striking art, with punching, kicking, knee/elbow strikes, and open handed techniques with linear crisp movements. There are also various blocking techniques like parries and takedowns taught as well.

Congregate Meals Monday-Friday

Participate in the Johnson County Nutrition Program Neighborhood Center at the Irene B. French Community Center.

This noon meal program is offered on weekdays; home delivered meals are available for anyone who is unable to come to the meal site.

Shout it out BINGO! We play 15 games with monthly themes, four square, blackout, and more.

Join us the 2nd Thursday of the month to share bingo stories and make new friends. Each player receives three cards. Prizes are gift cards and consumables.

Wednesdays // 1:00pm // FREE Comedy, Drama, Suspense, Fantasy, Mystery . . . we show them all. Join your friends for a movie matinée each Wednesday. Schedules are available at the front office and highlighted in the bi-monthly “Boomer Buzz” newsletter. We take requests for future films, and always have a joke to start the movie day.

Pickleball combines skills used in playing tennis, badminton and ping pong. It is a fun, easy to learn game that provides a new way to be active and get some exercise. Equipment available.

This exercise program emphasizes safe and beneficial movements and routines that will increase your flexibility, strength and endurance. Donations are accepted at each class. Registration is not required.

Park Hours are from Sunrise to Sunset Daily

Brown Memorial Park— 5040 BOOKER DRIVE —named for Esther E. Brown, the local resident who organized citizen support for the 1949 Webb v. School District 90 case. The Webb case helped set the background for the 1954 Brown v. the Board of Education lawsuit that ultimately serves as one of the most recognizable historic victories in the country’s civil rights movement. This park features a playground and swings replaced in 2014, a walking trail, basketball goal, tennis court and passive green space.

Campbell Park— 9674 W. 61ST STREET—features

a playground that was replaced in 2013, swings in 2011 and provides an access point to the Turkey Creek Streamway Trail. Tucked away at the end of 61st Street this park is a perfect picnic spot!

Merriam Marketplace— 5740 MERRIAM DRIVE — the showcase of this area features a 10,000 square foot covered pavilion, home of the Merriam Farmers’ Market and the annual Turkey Creek Car and Motorcycle Show. This is also an access point to Werner Park and Turkey Creek Streamway Trail.

Quail Creek Park—7024 GRANDVIEW AVENUE — named for the creek that meanders along the park boundaries, this beautiful park feature passive areas, paved walking path, picnic area, playground and swings.

Chatlain Park— 6300 CARTER AVENUE —named for

John Chatlain who served as a Merriam City Council member for 31 years, it is one of Merriam’s most active parks. This park features an access point to the Turkey Creek Streamway Trail, a picnic shelter available for rent, a playground scheduled to be replaced in 2015 and swings.

The first is a walking path with 12 markers from pre-settlement to current day. The second, indoor exhibit, celebrates David Gee Campbell, the original developer of “Campbellton” known today as Merriam. The plaza also boasts an original bronze sculpture, “The Bear Pit”, by local artist Kwan Wu. The site offers helpful travel and tourism information to the region and meeting space for up to 50 people.

Turkey Creek Streamway Park Trail—Approximately

4 miles of paved, multi-use trail running from 75th Street to Antioch Rd. The trail route follows the path of Turkey Creek and passes through wooded areas, a butterfly garden, and several parks. Paved parking and access points provided at 75th Street entrance, Chatlain Park, Campbell Park, Merriam Marketplace, Werner Park, and Waterfall Park.
