MAYOR’S MESSAGE Dear Merriam Residents,
It strikes me how easy it is to look around at our many collective successes and be thankful. This year, with the opening of Hobby Lobby and surrounding businesses, Merriam Village is soon to be completely built out. The TIF District at Merriam Town Center will soon be dissolved and the property taxes on those businesses will begin to flow to the City, County and schools. In addition, the City Council approved a 2016 Budget that holds the property tax rate steady for the seventh year in a row while still increasing funding for capital infrastructure improvements. It’s clear that things in Merriam are more than “Just Right.” However, when talking about our shared successes, it is important that we not forget that it is really our diverse neighborhoods and engaged residents that truly make our community strong. As your Mayor, I have had the great pleasure of witnessing the variety of ways that residents can work together to achieve common goals in their neighborhoods. Strong neighborhoods can increase the sense of safety, create a shared sense of responsibility to keep the neighborhood beautiful and vibrant, and create a cohesive voice to share the collective thoughts of the neighborhood with city officials. For those reasons, I am proud to share with you that in the months to come we will be starting to proactively seek out neighborhood leaders to discuss how the City can most appropriately work with its neighborhoods. We will explore ways in which to best preserve and enhance our diverse neighborhoods; empower residents to make positive contributions to their community; and bring government closer to the people, ensuring it is responsive to all residents’ needs. How this occurs and the different forms it may take within each neighborhood will likely be as unique and varied as the neighborhoods themselves. Merriam Budget Receives Prestigious Award The City of Merriam’s 2015 Budget Book received the “Distinguished Budget Presentation Award” from the Government Finance Officers Association. This award is the highest form of recognition in governmental budgeting. To receive the award, the City must satisfy nationally recognized guidelines for effective budget presentation. There are over 39,000 general purpose local governments in the United States and only 1,500 receive this award. This is Merriam’s twenty-sixth consecutive award. The award reflects the commitment of Merriam’s governing body and staff to meeting the highest principles of governmental budgeting. Kesone Bouvilom has been the Administrative Assistant at the front desk of City Hall for the past sixteen years. Some of her regular tasks include issuing permits, occupational and pet licenses, collecting fees and payment for permits, and handling city insurance billings. In addition to providing residents the assistance they need, Kesone is also a valuable resource to other Merriam employees. She negotiates much of the internal purchasing, maintains many of the city lists and databases, and helps facilitate many of the employee gatherings. Her duties also include assistance within the Human Resources Department where she is responsible for job postings, assisting with applicants and newly hired employees, and maintaining the list for annual employee reviews. Previously employed in the property & casualty field, Kesone initially started as a part-time employee to stay at home with her newborn. After two years, Kesone was promoted to her current full-time position and has been providing great customer service ever since! What is the biggest misconception people have about your job?
Some people think we are here just to find something wrong with them or their property or we are just here to get their money. All people have to obey the City Code and ordinances and we don’t just single out individuals. Why did you choose to work for the city?
My father worked for the government in Laos before we came to America. At the time I was still living with my
parents in Merriam and wanted to set a good example for my younger siblings. I just wanted to get into a field in the city I live and help the citizens. What is the most rewarding about your job; what makes it worthwhile?
When a citizen comes in unhappy and either I can help them myself or direct them to the right place so they hopefully can have a better day. I always try to make people leave happy.

What do flooded creek beds, trashcans, maintaining property values and new commercial developments have in common? They are all issues that unite neighbors and have led people in Merriam to form neighborhood associations. Add to that list code enforcement and crime prevention, and an even wider collection of common neighborhood issues is seen. Of course, don't forget some people just want to join together for awesome neighborhood picnics, block parties and barbecues.

The City of Merriam has multiple neighborhood associations where neighbors can come together and share ideas for improving the community. The City has always encouraged each neighborhood to form an association and establish contacts with our City officials. In addition to being a tool to better serve neighborhood needs, these associations are vital to improving dialog among neighbors and giving elected officials the opportunity to hear more about all parts of the City.
You can play an active part in shaping your neighborhood, and your city, by becoming active in your local neighborhood association. If your neighborhood doesn't have an association, call around or knock on doors to see if people are interested in forming one. It may seem overwhelming at first, but if you talk to groups that have already done it, you can learn the ropes.

The Christmas shopping season is upon us. We all know that part of the joy of the holiday season is shopping at area businesses to find that perfect gift for your loved ones. Unfortunately, it is also the time of the year that criminals are going to try to target you. Here are some safety tips to keep in mind as you shop this holiday season.

The public / private partnership that helped create Merriam Town Center is an absolute success that continues even today. The majority of the original tenants still remain, each has grown into great corporate partners with our community, and their contributions to the local economy continue to be strong. Since March 2000, the City has collected over $19 million in City sales taxes from the Merriam Town Center shops, an average of $1.2 million per year for the last 15 years.

NerdWallet crunched the data to compare 46 cities with a population of 5,000 or more and communities of greater than 500 businesses. The City of Merriam, Kansas took home the #1 ranking which measured business climate and local economic health using key metrics from the U.S. Census Bureau. Occupational License Renewal Reminder Occupational licenses are issued by the city for the privilege of operating a business within Merriam. Anyone providing merchandise or services to the public, even through a oneperson company or home based business, must obtain a city license to operate. Occupational license fees vary depending on the nature of the business and must be renewed by January 1st of each year. Failure to renew an occupational license subjects the owner to delinquent fees. For more information on obtaining or renewing your businesses’ occupational license, contact the Community Development Department at 913.322.5520. City ordinance requires that all cats and dogs over the age of 6 months must be licensed. Licensing of your pets can protect them should they get lost. In 2015, there were over 645 pets registered in the City of Merriam. Pet licenses are available for terms of one to three years and renew on January 1st. Multi-year licenses provide a significant discount for those pets with multi-year vaccinations. A late fee penalty of $2 per month will be added to all delinquent pet licensing fees for failure to renew by January 15th. Owners must present proof of their pet’s valid rabies vaccination along with their completed form to obtain a tag from City Hall. Pet licensing can be completed by mail, phone, or in-person at City Hall.

Yes, any dog not leashed or under the control of its owner by an electronic training collar is considered to be running at large, which is a violation of the law.

All animals picked up by the Merriam Community Services Officers are transported to the Lost Pet Center. I found a stray animal, who do I call? If the animal has a Merriam Pet License you may call Merriam City Hall to locate its owner. Otherwise call the Merriam Police Department at 913.322.5560. Does Merriam have a “pooper scooper” law? Yes, allowing your pet to defecate upon any public or private property other than your own without immediate removal is considered a nuisance. What are the licensing requirements for my pet? Registration form, proof of current rabies vaccination and payment of the proper fee is all that is required to license your pet. Where do I go to license my pet? Animal Advice for the Cold Winter Months & Holiday Season Winter is a difficult time for pets. Outdoor animals need extra care in order to cope with the cold weather. Special attention should also be paid to older animals, young puppies and animals with short coats. It is important for pets to be properly nourished during the winter months. Outdoor animals require about 25% more food during the winter than during warmer months. The increase in food is necessary to generate enough heat for the body to stay warm. Talk to your veterinarian about your pets needs. Outdoor animals cannot eat snow for a source of water. Clean, fresh water must be provided several times each day. If the weather is cold, please check your pet’s water for ice formation. Pets require adequate shelter during the cold weather. Outdoor dogs should have an insulated dog house that is protected from the wind. The dog house should not be too large and the opening should face south or southeast. Indoor pets should be provided with a warm, dry area free from drafts. Provide bedding off cold floors, and if possible, should be washed regularly to prevent fleas from finding their way indoors. Occasionally, an animal is accidentally left outdoors for an extended period of time. As a result, frostbite may occur. The most common areas for frostbite are the tips of ears, paw pads, and the tip of the tail. The frostbite area should be bathed in warm water (not hot) then the animal should be taken to a vet for further treatment. During the cold weather, cats and kittens like to nap in warm places, this can include car engines! When the car is started, the cat risks severe injuries from the fan belt or blades. Before starting a car, knock on the hood or raise it in order to conduct a safety check. Antifreeze is extremely toxic if ingested by animals. The sweet taste is often appealing to cats and dogs. Very small amounts can kill your pet. If a cat walks through it and then licks its paws, that is enough to be very harmful. The damage is done by chemicals crystallizing in the kidneys, so symptoms may not show up for a few days, and by then, may be too late. Any antifreeze that is spilled should be cleaned up immediately. Holiday paraphernalia (electric cords, tinsel, glass ornaments, candles, spray-on snow, etc.) can be dangerous to your pet. Cover up or hide electric cords and never let your pet chew on them. Many plants, including Christmas rose, holly, and mistletoe, are toxic to your pets. Keep them out of your pets reach. Kindness is the best care for animals during the winter months. For more information on pet care, consult your veterinarian.
City of Merriam Franchise Fee Rebate Program Starting February 1, 2016, the City of Merriam will accept applications for the Franchise Fee Rebate Program. This program provides Merriam families, whose income fall within the limits established by HUD, the opportunity to apply for a refund of the franchise fees paid on electricity, gas and telephone bills during 2015. Franchise fees collected from utility companies are refunded to eligible low-to-moderate income households. This fee rebate program is a city-funded project, implemented by Mayor Sissom and the Merriam City Council. This year will mark the 34th year this program has been offered to Merriam residents. Those wishing to participate should contact the Community Development Department at 913.322.5520 between 8:00am and 4:30pm, Monday through Friday, to request an application form. Applications must be accompanied by all 2015 gas, electric and telephone invoices, along with proof of income for all household members. For proof of income, residents can provide their 2015 W-2, income tax forms, or social security papers as well as all 1099’s, Interest, Pensions, Annuities, and Dividend Statements. When winter weather strikes, the Public Works Department is put on alert. During each winter event, two five-man crews remove snow and ice from 123 lane miles of roadway. City workers apply approximately fifty tons of material with each sweep through the city. To accomplish this feat, city staff uses five full size dump trucks and a heavy loader to handle the salt and sand needed to clear Merriam’s roads.

Merriam Snow Removal Program
During normal working hours, salting begins as soon as freezing precipitation occurs. After normal working hours and on weekends, an hour is necessary to assemble crews and begin work. Plowing of the main streets and emergency routes begins as soon as there is a plowable snow depth on the street surfaces and traffic conditions permit. Once plowing begins, the routes will be plowed continuously until the snowfall lets up and there isn’t enough snow left on the pavement to make plowing effective. Our staff takes pride in providing the best snow removal of any of the surrounding cities. We want to continue to maintain that reputation. Snow Plow Mapping Coming Soon Starting this winter, snow removal in Merriam will include a new added feature—GPS. Earlier this spring, the city contracted with Location Technologies, Inc. to provide tracking software for twenty-eight city vehicles, including the snow plows and street sweeper. With this enhancement in place, administrators and vehicle dispatch will be able to see the entire fleet online and the status of their operations in real-time. This includes current information on driver speed, route-choice, and if the sweeper brush or snow blade are up or down. An added enhancement will be the ability to share some of this information with the public via the city's website. The online feature will include a map overlay that shows all snow routes in different colors. The color of each route will transition through a series of colors based on how long ago the street had been plowed. For example, when a road segment is treated or plowed it turns to green, after eight
hours it changes to yellow and then after sixteen hours it changes to red. If at any time the segment is re-treated or plowed the segment resets to green and the process begins again. With this enhancement, snowplow drivers can be dispatched where needed, using resources more efficiently, and saving on fuel. According to citizen satisfaction surveys, snow removal consistently rates one of the highest levels of satisfaction of all city services. During winter, we often hear comments that residents know they have crossed into, or out of, Merriam based on the condition of the streets they are driving. Merriam will continue to utilize new technologies to gain better efficiency in the delivery of first-class services to all Merriam residents.
Holiday Tree Disposal Schedule The City of Merriam will conduct the annual tree pickup to assist citizens and businesses in disposal of holiday trees. There will be a one-time pickup in your area as scheduled below. Holiday trees are to be placed curbside by 7:00am on the scheduled day of pickup. Should snowfall occur, the alternative dates for the pickup will be January 11–15 (based on the same day schedule as above). Merriam Parks, Recreation, and Community Center Foundation “ Sharing in Your Community’ s Future”
Established in 1988 as a means to provide support for Merriam recreation facilities, programs, and parks, the Foundation has provided over $170,000 in support to the Parks and Recreation Department. The largest fund raising campaign is the Flags4Freedom event, held during the week of July 4. The Foundation is a tremendous support of the arts in Merriam donating a piece of artwork annually from the Heartland Artist Exhibition that becomes part of the permanent collection hanging at the Irene B. French Community Center. Recent assistance includes scholarship assistance for Merriam Parks and Recreation programs and memberships, sponsorship of Summer Sundays in Merriam, new benches for Chatlain Park and assistance in renovation/expansion of the Tim Murphy Art Gallery. Open Gym Regularly scheduled open gym times are set aside each week depending upon gym availability. A schedule is posted weekly listing available times for each age group. Weekly schedules are available at the front desk, online at www.merriam.org/park (Community Center tab/Open Gym), or by calling 913.322.5550. To participate, all non-member individuals entering the gymnasium must pay the daily admission fee. Youth or adult teams may not utilize open gym times to conduct practices, but may rent the gym by following rental policies. $3 // person Daily Fee

Facility users are expected to respect community center property and fellow users. Destruction of property, profanity and abusive behavior will not be tolerated. Violators will be asked to leave the facility, and repeat offenders will have their privileges permanently revoked. The use of tobacco products is prohibited in the community center and within 10 feet of the entrances. The community center is not staffed to provide individual child supervision. Please do not drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in or attend adult fitness classes.
ID Card Admission Policy:
Fitness center patrons must furnish a photo ID card with proof of residence. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Refund/ Cancellation/ Transfer Policy
The City of Merriam Parks and Recreation Department prides itself in providing first class recreational opportunities to the citizens of Merriam. Although patrons have the desire to attend all sessions for programs for which they are registered, there may be circumstances that prevent them from completing the program. Recognizing the need to provide assistance with these situations, programs, memberships and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center. All refunds are processed Monday–Friday, 8am –5pm. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the Irene B. French Community Center front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, unless less than $10. Please allow up to three weeks for payment. Refunds less than $10 will be reimbursed with cash and will require the signature of the person eligible for the refund. Administration reserves the right to review and alter policy as needed. Notification of change will be provided in writing on the website and posted at the Irene B. French Community Center front desk of any modifications to the policy.

Farmers' Market Vendor Profile The Merriam Farmers’ Market is entering its 16th season of operation at the Merriam Marketplace this spring. As with all programs, the success is in large part due to the farmers and vendors that provide quality produce and wears for shoppers. One of the farmers that shoppers have seen for several years is Laura Bailey. She and her husband, Scott Bailey, own and operate “Bailey’s Orchard” in Edgerton, Kansas. Staff recently visited with Laura to find what sparked her interest in farming. 1. What do you like about farming?
I love the satisfaction you get from the entire process. From planting a seed, watching it grow, blooming and producing the fruit. You then get to eat and share the fruits of your labor. 2. Why do you farm?
I grew up on a farm. I have been picking green beans and tomatoes for as long as I can remember. When I was old enough to drive, my dad would load up the truck and my little brother and I would sit on street corners selling sweet corn for $1 a dozen. Farming is in my blood. Not long after my husband Scott and I got married, we planted a few peach trees. We planted more varieties over the next few years. One day we realized that we had way too many peaches! My dad told me that we should sell them at a farmers’ market. We started small and have expanded and grown each year. After 10 years as Bailey's

Orchard, my husband and I both have a Saturday market we attend along with a Wednesday market. This was my 6th year at the Merriam Farmers’ Market, and I plan on returning next year. 3. What do you do when you are not farming?
When we are not farming, we are always planning for the next year. At the end of October, our markets are over and we start to clean up the fields and figure out where to rotate our crops for next year. By January, we need to have all our seeds ordered. February is the time we start pruning our 50 peach trees. April is time to start seeds in the green house, so the plants will be ready in May. May through September is planting and harvesting. Then we come back to October and it’s time to start all over again. Farming is something that Scott and I do on the side. My full time job is working at USD 231. Luckily, I’m off June

and July and can concentrate on the farm. Scott works full time in a Logistics warehouse and he is also a backup truck driver. We have 2 girls, Megan, 21, and Morgan, 18. They grew up helping us at Market. 4. What advice would you give to someone interested in being involved with a farmers’ market?
I love farmers’ markets! A farmers’ market is a wonderful place to sell your produce, baked goods or jewelry. Be truthful and let customers know where your product comes from. People do not like to be lied to and they come to a farmers’ market thinking that everything is grown or made by that vendor. Take time and get to know your customers. I may not remember everyone’s name, but I love to get to know and talk with my customers. It makes everything more personal.

Challenger Sport Mini Kickers
Stagebound
Let your inner light shine! A musical theatre program designed to bring out the performer in all students. The real show comes together for ACT I, ACT II and ACT III on Saturday, May 7 with the Showcase Performance.
Start your preschooler out on the right foot with soccer. Mini Kickers is an exciting program that teaches basic soccer skills while developing strength, balance and listening skills. The Mini Kickers curriculum was devised by soccer experts, child development professionals and is instructed by professional British soccer coaches. ACT I and ACT II This class combines students in 1st thru 8th grade but focuses individually on each child’s growth. Come join us for this hour long, non-stop class full of entertainment fun. Students will work on dances from musical theatre shows, sing songs and work on their acting technique.
Ki-Aikido
Our 1st-4th graders focus on the early development of the creative learning structure. Improvisational games are used to develop the child’s imagination and creativity. All aspects of this class allow the children to grow in self confidence and will provide a strong base in acting technique.
Aikido is a martial art that has its roots in samurai teachings. The correct application of Aikido techniques requires using the attacker’s energy and strength to our advantage, thus requiring very little physical strength. Ki-Aikido has a strong emphasis on the mental aspects of self defense. Students will practice relaxation in times of stress and noncompetitive outcomes of conflicts learning at their own pace, in a supportive environment. All students will be considered beginners and will advance per recommendation of instructor.
Our 5th-8th graders are challenged to focus on more refined acting techniques building on the blocks established in Act 1. This is a great development tool for students preparing for summer theatre or as they move into Junior High School musicals and plays. Students begin to focus on monologue work, character development, performance technique and much more. ACT III Time to shine! Act III is for high school students that have the acting bug! This class is for the seasoned performer wanting to gain that edge in their performance technique, as well as for students just beginning to explore the joys of theatre. Students delve into making choices, creating more developed characters and reaching new heights in their performance technique. All these help grow the student as a triple threat performer. Students will also work on audition technique. For those looking to continue with a theatre degree in college this class is perfect. (7th & 8th grade by invitation only)

Whether you are a seasoned runner or just starting out, the Winter/Spring Merriam Minions challenge focuses on building up to run in the annual Merriam Turkey Creek Festival 5k on Saturday, May 21. Ageless Yoga
Flexercise
Yoga, more than any other exercise, can be tailored to fit seniors. Often this age group suffers from multiple conditions such as high blood pressure, arthritis and poor sleep. Yoga has shown to help alleviate these conditions by combining poses with relaxation and breathing techniques to improve overall health.
This exercise program emphasizes safe and beneficial movements and routines that will increase your flexibility, strength and endurance. Donations are accepted at each class. Registration is not required.

Brown Memorial Park— 5040 BOOKER DRIVE —named for Esther E. Brown, the local resident who organized citizen support for the 1949 Webb v. School District 90 case. The Webb case helped set the background for the 1954 Brown v. the Board of Education lawsuit that ultimately serves as one of the most recognizable historic victories in the country’s civil rights movement. This park features a playground and swings replaced in 2014, ancillary picnic areas, a walking trail, basketball goal, tennis court and passive green space. Planned for 2016 the tennis courts will be replaced with a picnic shelter.
Campbell Park— 9674 W. 61ST STREET—features a playground that was replaced in 2013, swings in 2011 and provides an access point to the Turkey Creek Streamway Trail. Tucked away at the end of 61st Street this park is a perfect picnic spot!
Merriam Marketplace— 5740 MERRIAM DRIVE — the showcase of this area features a 10,000 square foot covered pavilion, home of the Merriam Farmers’ Market, the annual Turkey Creek Car and Motorcycle Show, and Summer Sundays in Merriam. This is also an access point to Werner Park and Turkey Creek Streamway Trail. Quail Creek Park—7024 GRANDVIEW AVENUE — named for the creek that meanders along the park boundaries, this beautiful park feature passive areas, paved walking path, picnic area, playground and swings.
Chatlain Park— 6300 CARTER AVENUE —named for
John Chatlain who served as a Merriam City Council member for 31 years, it is one of Merriam’s most active parks. This park features an access point to the Turkey Creek Streamway Trail, a picnic shelter available for rent, a Berliner playground replaced in 2015, swings and ancillary picnic spaces.

6304 E. FRONTAGE ROAD —features two historic exhibits depicting the history of Merriam. The first is a walking path with 12 markers from pre-settlement to current day. The second, indoor exhibit, celebrates David Gee Campbell, the original developer of “Campbellton” known today as Merriam. The plaza also boasts an original bronze sculpture, “The Bear Pit”, by local artist Kwan Wu. Turkey Creek Streamway Park Trail—Approximately 4 miles of paved, multi-use trail running from 75th Street to Antioch Rd. The trail route follows the path of Turkey Creek and passes through wooded areas, a butterfly garden, the AT&T pocket park and several larger neighborhood parks. Paved parking and access points provided at 75th Street entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park. Waterfall Park— 5191 MERRIAM
DRIVE —named for its most prominent natural feature, this 15-acre park, under development as funding becomes available, features an access point to the Turkey Creek Streamway Trail and four multi-use practice fields available by reservation.

Vavra Park— 6114 SLATER STREET—features a playground that was replaced in 2012, swings replaced in 2015, a walking path, picnic shelter, restroom and decorative landscaped waterfall feature. In addition, the Merriam Aquatic Center is located in the north end of this park.
Werner Park— 5750 MERRIAM DRIVE —crossing the bridge at the Merriam Marketplace provides access to this two-acre park named for former Merriam City Council Member Roger Werner, whose family donated the park land. This park is nestled along the Turkey Creek Streamway Trail.
