Society Hill choke suspect surrenders Society Hill mugging suspect Willie Wyche, 39, turned himself into police headquarters yesterday afternoon after police identified him from a surveillance video as the man allegedly leaving the scene of one of the attacks and mounted a public cam-
paign for his capture. “Police had been going to his family’s house looking for him, so he knew he was wanted,” said Capt. Sharon Seaborough. “He surrendered to the pressure.” Six women have been similarly assaulted in the
neighborhood since June 25. Though he is a “prime suspect” in all of the incidents, Wyche is only being charged with the July 10 robbery on the 700 block of Lombard Street at this time. Detectives are working to tie him to the other crimes, including the most
recent attack on Sunday near Thomas Jefferson University Hospital. “When you look at the method and the location, it really seems like he did them all, but we have to let the evidence talk,” said Seaborough.

‘Toxic’ reliance on Pa. coal, oil plants State ranked second on list of ‘most toxic’ pollution Study released by advocacy group as fight in Washington for stricter standards grows RIKARD LARMA/METRO
Pennsylvania’s addiction to coal and oil-fired power plants is well documented, but a new analysis released yesterday puts it in a new light as Congress considers stricter standards proposed by the U.S. Environmental Protection Agency. The commonwealth ranks second-highest for toxic air pollution from power plants, according to the analysis from the National Resources Defense Council and Physicians for Social Responsibility, based on 2009 data from the EPA. Medical experts say increased exposure to pollution can lead to medical conditions such as asthma, birth defects and development disorders. “We know very clearly that the toxins pose a health risk,” said Peter Altman, Climate Campaign Director for the NRDC, an international nonprofit. “As a rule, the less of it there is the better.” EPA has proposed revising its public health protections by making its Mercury and Air Toxics standard stricter, but some federal lawmakers have vowed to block the measure. According to NRDC analysis, only Ohio has more industrial toxic air pollution. In 2009, the last full year for which data is available, Pennsylvania produced more than 50 million pounds in industri-

Jail populations smaller, violent crime reduced Win-win situation over past two years New study finds jail population has declined 1,700 in two years Philadelphia’s jail population declined 11 percent from 2009 to 2010, according to a study released yesterday from the Pew Charitable Trusts’ Philadelphia Research Initiative. The report reveals that the average daily population in 2010 was 8,273 — down from 9,321 in 2009. The number dipped as low as 7,700 earlier this year, but rose to 8,048 in June. Experts attribute the reduction to fewer people
being held pretrial and those held for parole and probation violations. The fewer inmates, which depending on who you ask can cost anywhere from $20 to $95 per inmate per day, saved the city prison system $10 million. It also meant $6.4 million over two years less in police overtime and $1 million less for sheriff ’s officer salaries this year. “I would take it as a col-

getting rid of some of them, said William DiMascio, executive director of the Pennsylvania Prison Society. “It points out the move to more alternatives to incarceration. District Attorney Seth Williams said the policy changes have been part of a collaboration across the law enforcement and prison systems in Philadelphia. “Through our efforts to charge only the crimes we
can prove in court, divert small amounts of marijuana cases as well as low-level misdemeanors out of the court system and offer appropriate plea offers on other cases, we have simultaneously reduced the number of cases dismissed and delayed, reduced the size of Philadelphia’s prison population and concentrated our resources on violent crimes and other felonies, Williams said.
“We have simultaneously improved public safety and reduced the size of the county prison population — and proved that the two are not mutually exclusive. WILLIAMS BRIAN X. McCRONE and SOLOMON D. LEACH

British PM regrets hire of journalist Prime Minister David Cameron, defending his integrity to parliament in emergency session yesterday, said he regretted hiring a journalist at the heart of a scandal that has rocked Britain’s press, police and politics. But in hours of stormy questioning he seemed to rally his Conservative Party behind him and stopped short of bowing to demands that he apologize outright for what the Labour leader called a “catastrophic error of judgment” in appointing as his spokesman a former editor of Rupert Murdoch’s News of the World. Only if Andy Coulson, who has since resigned,

Nude images nixed from airport scans, security unit says Don’t get your panties in a bunch Experience at airports soon to involve fewer pictures of private parts MANDEL NGAN/AFP/GETTY IMAGES
New software for screening travelers at U.S. airports will do away with naked images, addressing a major public concern, the Transportation Security Administration said yesterday. After complaints from travelers, the TSA earlier this year began testing at four airports software for the full-body scanners that instead uses a generic body outline and highlights the area where any anomaly is detected, eliminating actual images of passengers. TSA has increasingly relied on the full-body scanners after a Nigerian man allegedly tried to detonate a bomb hidden in his underwear aboard a transatlantic flight in December 2009. The bomb failed to fully explode but set off a rush to upgrade security to detect explosives underneath clothing. Later this year, TSA plans to roll out a pilot program that will allow some frequent fliers at four hub U.S. airports to go through expedited screening, an attempt to shift more toward assessing the risk of the individual flier rather than a one-size-fits-all security model. Reasons to go to the movies this weekend
2
‘Friends With Benefits’ Justin Timberlake and Mila Kunis attempt to make work what absolutely no one else in the history of predictable romcoms has been able to. At least they’ll look hot doing it.
Must-see PARAMOUNT
6
‘Zookeeper’ Fans of Kevin James will likely enjoy his romp around a Boston zoo where talking animals give him dating advice.
3
‘Harry Potter and the Deathly Hallows: Part 2’ You may have heard about this little sleeper hit. The final installment of the franchise pits Potter against his life-long nemesis, the creepily noseless Lord Voldemort.
4
‘Winnie the Pooh’ No 3-D, no computer animation, just a purely delightful little film set in the Hundred Acre Wood.
5
‘Horrible Bosses’ No one likes working for a man eater, a psychopath or a jerk —
but very few of us would actually embark on eliminating said boss. Jason Sudeikis, Charlie Day and Jason Bateman star as three hardworking men who attempt to do just that.
7 ‘Captain America: The First Avenger’
‘Transformers: Dark of the Moon’ Michael Bay has paid for the sins of the last “Transformers” film with this straightened-out sequel, which features fight scenes where you can actually see what’s going on.

‘What’s stayed the same is that we have a good time’ ‘Curb Your Enthusiasm’ is back for its eighth season Star Jeff Garlin dishes about life on and off the set
Matt Lauria guest stars on “Burn Notice.”
I
n between interviews and an acupuncture appointment, Jeff Garlin wasn’t able to tell us too much about the eighth season of “Curb Your Enthusiasm,” on which he plays Larry David’s irritable manager. The 49-year-old actor and comedian did, however, spill some tidbits about starring on the Emmy- and Golden Globe-winning show.
‘Burn Notice’ DRAMA. After playing under “Friday Night Lights” and walking the beat as a rookie cop on “The Chicago Code,” Matt Lauria is now a former Special Forces soldier in need of Michael’s special brand of help. 9 p.m., USA
‘Love Bites’
What can we expect to see this season?
COMEDY. Bed bugs are doing the biting tonight when Jodie and Charlie move in to a new place. 10 p.m., NBC
I hope that people will think it’s funny. I can’t really give anything away. How about your character? Any major upheavals?
‘Futurama’ COMEDY. Leela creates a hit TV show, possibly with the aid of Matt Groening’s head in a jar. 10 p.m., Comedy Central AMBER RAY
There’s actually one big upheaval. There’s one big change for my character early in the season. What’s changed over the past eight seasons, and what has remained the same?

that we improvise, we have a good time and we don’t believe the hype. What’s changed is the shows have become more dense as the years go on. There’s more things going on in each episode. Do you curse as much as your onscreen wife, Susie Essman?
Yes, I actually do curse a lot, more than I’d like. People come up to me on the street and say, “My wife is just like Susie,” and the wife is standing right there, and
they’re proud of it. I’m like, “Are you kidding me?” I hear that you might play Babe Ruth in an upcoming movie. Is that true?
That’s not true. I was offered that role and a friend of mine at the time was directing it. I said, “Sure, I’m interested,” and the money never came together. And also, I’m dropping weight, so if they want me to be Babe Ruth, they had better hurry up. How are you losing weight?
I eat healthy and I exercise. Dieting is a bunch of crap. It’s temporary, and dieting is a struggle, and you just don’t need to do a struggle for something that’s temporary. You need to change your habits. That’s why I don’t eat sugar — I haven’t had in sugar in over two and half years. MEREDITH ENGEL

Slipknot singer’s ‘Deadly’ new book He’s led a wild life as the lead singer of hard rock bands Slipknot and Stone Sour, but Corey Taylor is also surprisingly sensitive. The 37-year-old’s first book, “Seven Deadly Sins” — dedicated to his children, wife and grandmother — is an in-depth argument for the redefinition of sin, meshed with personal stories from his childhood and career. How is your book different from other rock-star books?

versus believing in God and having faith. Like, how can I believe in ghosts when I don’t believe in God? It’s like believing in aliens and not God. ... It’ll probably be a lot more comedy, and some of the chapters will probably be a little darker than “Seven Deadly Sins,” but I’m actually gonna go out and go on different ghost hunts.
Will you write more books?
I wrote it myself — that’s probably a huge difference. A lot of people think that just sitting down with someone who’s punching letters into a computer counts as writing your own book, but I completely disagree. I felt I had a very relevant thing to say and I could use my own life as exam-
Q&A
I’ve actually been talking about a concept for another book; I’m kind of waiting to see how this book does before I start working on it, but I’ve pretty much written the first chapter. What’s it about?

What will you tell your kids if they want to read your book? I guess what I would say to my kids is like, “Look: Don’t miss the point. It’s supposed to be talking about being human, making mistakes and at the end of the day, striving to be a better person. And [it’s about] using these ‘sins’ to whittle away all the clay to get to what’s inside, which is the beautiful sculpture, the beautiful piece of art, the human that you wanna be.”

Overall wins (36 losses) for the Phillies this season. This weekend, the team returns to Citizens Bank Park, where they are 34-15. lins, Braves and Mets. Vance Worley (6-1) dominated for eight innings, as the 23-year-old allowed just one run on four hits while striking out seven
and walking two. Ryan Madson worked a perfect ninth to seal the deal. Worley had a no-hitter going until Geovany Soto singled with one out in the fifth. Michael Martinez continued his torrid stretch, with two hits, two steals and two runs. The Rule 5 pick is hitting .379 with six runs since July 9. Chase Utley added two RBI doubles. The Phillies are off today, before welcoming the San Diego Padres to Citizens Bank Park for a fourgame set. METRO

Phillies beat heat, Cubs to get eighth series win in a row The game-time temperature at Wrigley Field was 97 degrees. But the heat index, along with Jimmy Rollins’ smoking lumber, sure made it feel a lot hotter. Rollins homered from both sides of the plate — a solo shot from the left in the sixth and another from the right in the eighth — as the Phillies beat the Cubs, 9-1. It was the eighth straight series’ win for the team, following victories over the Cardinals, Athletics, Red Sox, Blue Jays, Mar-

Colombian goalkeeper humbled to be All-Star In their expansion season, the goalkeeping was inconsistent. That’s to be expected with young players like Chris Seitz and Brad Knighton. All that changed in the winter when the Union brought in Faryd Mondragon. The 40-year-old Colombian goalkeeper has been more than a stabilizer. He’s been rock solid.

It was fitting when Major League Soccer announced that Mondragon was among 22 MLS AllStars selected to compete against English Premier League club Manchester United on July 27 in the MLS All-Star Game at New York’s Red Bull Arena. Mondragon has posted a 0.84 goals-against average, along with seven shutouts
in 19 games. “I’m obviously very proud, very happy,” said Mondragon. “I have to thank the ownership, front office, technical staff, fans and especially the players who have made my job very, very easy.” Mondragon played in the 1992 Olympics and the ’98 FIFA World Cup. Capped 50 times by Colom-
bia, Mondragon was last in net for the national team when Colombia met the U.S. at PPL Park in 2010. Now, he’s in net for the Eastern Conference-leading Union — and it has been a perfect marriage. “I’m very humbled and proud,” Mondragon said. ANDY JASNER

End in sight: NFL players, owners closer than ever?
GETTY IMAGES
Deal with it Eagles QB Michael Vick picked up his third national endorsement yesterday, agreeing to represent Fuse Science, Inc. and its line of sports nutrition vitamins.
Lockout not over, but expected to end today Two sides working out last few kinks, says ESPN NFLPA president: ‘We’re not tied to timeline’ Tick, tock. Tick, tock. No? Yesterday, the clock appeared to be ticking down on a new collective bargaining agreement and the end of the NFL lockout. Unfortunately, player reps left NFLPA headquarters in Washington, D.C. without a vote. The holdup, according to ESPN, was the lack

of a final document to review. Owners are still scheduled to meet today in At-
lanta and a vote could take place via conference call. According to ESPN, topics for discussion include the CBA, transition rules and a calendar for the start of the 2011 season. NFLPA president Kevin Mawae said that the players aren’t tied to a July 21 deadline. “Our timeline is to get a
deal that’s best for the players — today, tomorrow or whatever it might be,” Mawae said. If the players ratify the deal, with a majority vote, then 24 of the 32 owners must say “yes” for the new CBA to pass. The antitrust lawsuit, pertaining to 10 plaintiffs, isn’t expected to hold up the deal. METRO

The sports world fell in love with Rory McIlroy when he played three brilliant rounds at the Masters and then spectacularly collapsed on Sunday.
T
hen, McIlroy came out and won the US Open ‌ nearly as spectacularly as he failed at Augusta. He was instantly hailed as the “Next Tiger Woods,â€? except more humble. You know that Biggie song, ‘Mo Money, Mo Problems?’ McIlroy’s success led to some issues with his longtime girlfriend, and the two were on and off prior to last week’s British Open. Guess what McIlroy did Sunday after his final round? Reportedly, he took a train to go and meet his rumored new girlfriend, the No. 1 tennis player in the world, Caroline Wozniacki. An intrepid blogger snapped two grainy
photos of McIlroy and Wozniacki at a bar and then in the street, but neither’s camp has confirmed or denied the budding romance. After Greg Norman and Chris Evert, McIlroy and Wozniacki would have to be the second most-famous golf-tennis coupling of all time, right?
Britt-ney Spears? Kenny Britt, the Titans wide receiver who leads the NFL in arrests during the lockout with three, attended a Britney Spears concert Monday in Nashville. For whatever reason, he ended up onstage (Britt and Britney, get it? Ha!), and in an ironic twist, was handcuffed to a pole. Britney wrapped a pink boa around Kenny Britt’s shoulders. If Britt’s looking to rehab his image for whenever his
suspension is lifted, why would he go this route? Certainly the concert will be showed when a Titans game is televised this fall.
Big Ben, boozy reception Ben Roethlisberger is getting
married this weekend in Pittsburgh. Yes, the same Steelers QB who spent the last two summers fending off sexual assault allegations. His new wife will be Ashley Harlan, a 26-year-old who works at a hospital in Pittsburgh. With the NFL lockout set to end, I imagine the party at the reception will get pretty rowdy. Will James Harrison attend — and if so, will he pack heat? Hey Hines Ward, just remember to call a cab.
