Couple left child in heist A jury has found that a Philadelphia couple held up a South Street jewelry store in February 2010, then left their toddler son behind, according to reports. John Benson, 48, and Sheakia Stubbs, 32, stole a tray of rings from Platinum & Ice, then bolted without their 4-year-old.

Auctioning off 1,250 retail liquor licenses would bring in anywhere from $25,000 to $1.25 million, depending on location. Gov. Corbett said the instant revenue of up to $2 billion could go toward a new annual fund for transportation needs.
Pennsylvania is seeing movement in the push for privatization — and it’s now or never, according to the former chairman of the state’s liquor control board. “We have a governor that supports privatization, a minority leader leading the charge and a pro-business Senate,” said former PLCB chair Jonathan Newman, who now owns booze chain Newman Wine & Spirits in 10 other states. “We have one opportunity for privatization to happen where it’s failed under [former governors] Thornburgh and Ridge and if it doesn’t

happen now, I don’t think it’s going to happen for at least another generation.” Newman was at the Wine School in Fairmount yesterday with Rep. Mike Turzai, R-Allegheny, to announce his support of Turzai’s privatization bill. “Jonathan is probably the gold standard in terms of knowing how to bring quality products and services to the consumer while doing it in a responsible manner,” Turzai said. “Nobody has a more detailed understanding, both from public and private sector experience.” The House Liquor Con-

“Pennsylvania is a wealthy, populous state, but it ranks very low in per capita consumption of wine and spirits. Neighboring states ... rank very high and that’s because Pennsylvanians purchase a lot of products out of state.” NEWMAN Turzai hopes to put the bill to a vote in early September. “It’s a monumental challenge, don’t get me wrong, but it’s also timely because of budgetary constraints,” Newman said. “This is a resource where the state can generate revenue, lower taxes and increase the tax base by keeping Pennsylvania shoppers in Pennsylvania instead of turning them into bootleggers by forcing them to go out of state to buy liquor.” ALEX WIGGLESWORTH awigglesworth@metro.us

Parks, nature face ‘largest attack’ Environmentalists descended on Center City office of Sen. Casey to raise concern Congress considering big cuts to EPA, Interior in 2012 fiscal year’s budget Activists from the Sierra Club, the Clean Air Council and Greenpeace did their part yesterday in protest of a bill in Congress that would have broad consequences for the environment. A group biked down the Schuylkill River path, ending their trip at U.S. Sen. Bob Casey Jr.’s Center City office. An appropriations bill for federal agencies like the Environmental Protection Agency would cut funding by as much as 18 percent. “This is the largest attack on air, water, land and wildlife in decades,”
Elizabeth Arnold of Protecting Our Waters won’t be silenced.

William Kramer of the Sierra Club said. “Although polls show most Americans care about the environment and pollution, the elected officials are on the payroll of who will pay their campaign contributions.”
Wearing breathing masks displaying “Brought to you by Big Coal,” they called for Casey to oppose these federal budget provisions. The display was in reference to the proposed changes to the Clean Air Act, which will restrict the EPA’s ability to enforce safeguards on coal ash disposal or control carbon pollution. Casey was not available when the group arrived, and they were informed that he was still “considering” his options. YOTAM DROR

Here’s what Kramer described yesterday as problems with the bill — and what the EPA and other agencies say it will allow: More offshore oil drilling Uranium mining in the Grand Canyon National Wildlife Federation: Provisions have also been included to allow mining on 1 million acres. “The policy riders and extreme cuts in this proposal mark a radical departure from America’s longstanding national commitment to protecting the air we breathe and the water we drink.” More dumping of waste and pesticides into water. EPA: “The Clean Water Act will be weakened against pesticides; the EPA will lose much of [its] ability to regulate toxic substance waste and ... control carbon pollution with court orders. Bail collection nears $1 million in 2011
RIKARD LARMA/METRO
Part of ongoing initiative at city courts to increase bail payments Still just a small fraction of epic amount owed over last 40 years One year after launching a major bail collection initiative, Philadelphia officials now say they are nearing the $1 million mark. The “Stand Up, Pay Up, campaign was one of many announced last year to help the city recoup critical funds. First Judicial District officials hoped to collect as much as $1 billion through mailings, publishing the names of those who owe online and making public service announcements. Between January and June, the city has collected $873,000 — putting it on pace for $1.4 million for the year, ac-

cording to Court Administrator David Wasson. Last year, court officials
estimated that the money could be owed by as many as 200,000 people dating back 40 years for failing to appear in court. The money collected goes the city’s general fund. While $1 million represents less than 1 percent of the city’s budget, Wasson said officials have noticed an overall improvement in bail payment since announcing the effort. The list is still being published online, Wasson said, and the city remains vigilant about going after those who fail to pay or otherwise make payment arrangements.
“We’re getting people to start paying on their judgments quicker. It’s cut down somewhat on the number of people who are failing to appear going forward knowing that there’s some kind of tangible penalty. WASSON

The city has a much closer eye on bail deadbeats than it used to.

Debt plan becomes official WASHINGTON. The Unit-
ed States stepped back from the brink of default yesterday, but congressional approval of a last-gasp deficitcutting plan failed to dispel fears of a credit downgrade and future feuds over taxes and spending. Senate approval on a 74 to 26 vote of the $2.1 trillion deficit-reduction plan drove away the immediate specter of a catastrophic U.S. debt default. President Barack Obama immediately signed the bill into law. REUTERS

Broadband closer to claimed speeds New study shows providers are within 80 percent of advertised speeds Two years ago, only half as fast as what companies were promising Broadband speeds on average are within 80 percent of what major Internet service providers advertise — a big improvement from two years ago, according to a government study. The Federal Communications Commission studied cable, DSL and fiber-to-thehome services at 13 top U.S. broadband providers. The agency found Veri-

sored clinical trials on heart disease often turn to other countries to recruit patients, and a new report questions whether that undermines the evidence they generate and the health of the American clinical trial system. Researchers found that of 24 U.S. taxpayer-funded clinical trials on heart disease in the past decade, 19 included patients from other countries. Across 11 of those studies, international patients accounted for nearly half of participants. That high international involvement raises several concerns, according to Dr. Venu Menon and his colleagues at the Cleveland Clinic in Ohio. One is whether the results of a trial that includes people from other nations — and possibly with varied demographics, lifestyle habits and health care systems — can be reliably applied to the U.S. population. New breads on board at Subway We’ve always enjoyed stopping at Subway for a quick, on-the-go lunch — and now we have even more reasons to love the popular sandwich chain: All of its 6-inch and foot-long breads are now fortified with calcium and vitamin D, giving a 6-inch sandwich the nutritional equivalency of a glass of milk. The move comes on the heels of the chain’s decision to lower the sodium of its Fresh Fit sandwiches by 28 percent and its national menu by 16 percent. We’ll eat to that! MEREDITH ENGEL

The raw food diet brings eating back to basics Benefits and drawbacks of uncooked meals The summer heat may be inspiring you to give your stove a break — but could you give up cooked foods for good? Proponents of the raw food diet say you can and should. The raw food diet comprises unheated foods or foods heated to no more than 115 degrees. Advocates of the diet claim that it wards away cancer, diabetes and other health problems, because powerful enzymes that aid in health are not destroyed through cooking.

You know we love a bizarre arrest story, so here’s one that emerged last week from Las Vegas. Samaki Walker, a former NBA lottery pick who starred at Louisville, was pulled over by police in a routine traffic stop. Then, it gets fun.

But wouldn’t you love to see a time lapse video of the next few hours of Walker in a jail cell, just in case he got high. That sounds like something straight out of, “Super Troopers II, which is due out later this year. Walker, for the record, was selected four spots ahead of Kobe Bryant in the 1996 NBA draft.
Twitter is dangerous We recently alerted you to the budding romance of tennis star Caroline Wozniacki and golfer Rory McIlroy. Well, there’s been a development — sort of. The two have been joking pretty publicly on Twitter. She asks if he needs a tennis coach; he “might know someone
who could help — and I found that odd since ... if they were really dating, why not text or call one another, instead of putting it out there for the thousands of people who follow them via social media? (She has 165,000 followers; he has 563,000.) But here’s where it gets interesting. Some joker noticed the back and forth and decided to include McIlroy’s ex-girlfriend (also on Twitter, of course) in the conversation, saying she wouldn’t be happy with the flirting. Her response? “Bit late for that ... .
Ain’t no party like an SEC party ’cause ...
The Princeton Review put out its annual list of the nation’s “Top 20 Party Schools. While I haven’t picked up a copy of the magazine to break down the criteria, a few things stand out (get out your pad and pen, high schoolers): SEC rules. Not only are they superior at football, but five of the top 20 party schools in the country are in the Southeastern Conference (Georgia 2, Ole Miss 3, Florida 9, LSU 13, South Carolina 20). What does the Princeton Review have against the West Coast? Other than UC-
Santa Barbara and Arizona State, it’s as if they don’t party west of the Mississippi. And no love for the Northeast?
Only Syracuse (12) and Vermont (19) made the list. And I’m not counting Penn State as the Northeast, since it’s closer to Pittsburgh than Philly. – Jason Raj McIntyre covers athletes o the ďŹ eld and runs the popular blog, The Big Lead. Woods enjoys practice round, feeling no pain Tiger Woods is still searching for a full-time caddie. But the good news is that Woods is finally pain-free. “I don’t feel a thing. [My left leg] feels solid, it feels stable, no pain,” Woods told reporters yesterday.
Woods will return to golf this week at the WGCBridgestone Invitational, his first event in three months. Woods said he felt good during nine practice holes. “I still haven’t been in a competitive environment
yet, so that’s a totally different atmosphere,” he said. Woods fired longtime caddie Steve Williams last week. For this week’s tournament, he is using childhood friend Bryon Bell. Woods has no timetable for
naming a permanent replacement. “I’m trying to play this week with [Bryon], and hopefully next week as well, and maybe get myself in the [FedEx Cup] playoffs,” Woods said. REUTERS/METRO

Mwanga knows Union have talent to win daily Former No. 1 overall pick taking over leadership role Club’s leading goal-scorer with Ruiz gone Looking to rebound from last week’s loss In just a season and a half, Danny Mwanga has seen virtually everything. Since the Philadelphia Union selected Mwanga as the No. 1 overall pick — out of Oregon State — at the 2010 MLS SuperDraft, the forward has watched the franchise evolve. Thunder forward fell just 11 points short of the famed park’s all-time scoring record, held by Joe Hammond. “No lie, jus had one of the best times of my life at Rucker park..wow! I love NY...Harlem waddup,” Durant wrote via Twitter. Rucker Park is a Mecca for streetball, and has played host to such NBA stars as Wilt Chamberlain, Kobe Bryant, Allen Iverson and Julius Erving. Last week, Durant said he was “50-50” about playing overseas if the NBA lockout continues. He won the league’s scoring title last season after averaging 27.7 points per game. METRO

hen Guerra and Volchko moved in together earlier this summer, you could say it was a union made in shelter heaven. Their stuff — her painted
door by the famous graffiti artist Neck Face and the Banksy print Volchko scored early in the mega street artist’s career, for example — blended seamlessly together. “We both have a lot of affordable, repurposed, found objects. So it’s either someone else’s memories or our own,” Guerra says of pieces like a workbench once used by Volchko’s grandfather
that they turned into a coffee table. Her own memories surface in the hyper-colorful items from her travels: Bed throws from London’s Brick Lane and Tunisia or an old department store sign from Montreal. “You don’t have to spend a ton to decorate,” she says. ALL PHOTOS: KASHISH DAS SHRESTHA
