voted Thursday to adopt a simpler redistricting map negotiated by Councilmen Jim Kenney and Frank DiCicco. Councilmen Brian O’Neill and Jack Kelly were the only members to vote nay. The agreement meant a mere one-day delay in Council members’ paychecks, as their charter dictates they could not be paid until the map was finished. The plan would condense the 7th District. It now goes to Mayor Michael Nutter’s desk for his signature.
Lewis off ballot again A federal opinion issued Thursday removed former Olympian Carl Lewis from the ballot for New Jersey state Senate. A threejudge appeals panel reaffirmed the district court order against Lewis that he does not meet the four-year residency requirement. METRO

Councilwoman Blondell Reynolds Brown introduced a bill on behalf of Mayor Michael Nutter’s administration Thursday that would significantly tighten curfew laws. “What we’re doing is changing behavior,” said Nutter spokesman Mark McDonald. “I think the hope is that parents are getting the message and taking more direct control of their children.” The bill divides minors into three age groups, reduces times and makes them uniform across the entire week and the entire city. The curfew will be ex-
tended an extra hour in the summer and is intended to be permanent. “Since there’s never enough money for afterschool programs for all students, we need to put other controls on them,” Reynolds Brown said. The bill holds parents more accountable, increasing the violation fine and making those whose children commit criminal acts liable to the victim. McDonald said that it could be passed in as few as two weeks, depending on how quickly Council schedules hearings. “Our wish is that they move

Dwight Evans’ efforts to steer the charter operator selection for Martin Luther King High School, according to a report released Thursday by the city’s chief integrity officer. The fact-finding report was commissioned by Mayor Michael Nutter based on published reports that backroom politics caused Mosaica Turnaround Partners to back out of operating the school on March 17, the day after it was unanimously selected by the SRC. It concludes that

Archie, who resigned this week, arranged private meetings between Evans and former Superintendent Arlene Ackerman and the SRC; but both rebuffed Evans’ requests, the report says. Evans declined an interview for the report, but issued a statement Thursday saying, “In public and in private meetings, I made clear my intent to make Martin Luther King Jr. High School the best in the nation.” Archie did not return calls for comment. THE RISE OF THE ROBOTS I met the future a few days ago. He was in a lab at Virginia Tech, 18 inches tall, had a nice smile, and he beat me at soccer. He also never complains; works 24 hours a day; demands no retirement, health benefits or promotions; will never unionize; and doesn’t talk back. When a colleague knocked him down, he did not rush off to HR. He stood back up and returned to work.

nd we wonder why, in the midst of a staggering economy, businesses keep handing our jobs over to robots. How many jobs? That’s a sticky question. People in the robot business tell you that their mechanized minions are snapping up mainly the three D’s: jobs that are dull, dirty and dangerous. President Obama is strongly pro-robot. Earlier this year he went to Carnegie Mellon to talk up the idea that advanced robots, even if they take jobs in the short term, can make us more globally competitive and create much more work for humans in the long run. It’s a hard case for even his foes in Congress to counter. Arguing against automation makes you look like a fuddy-duddy at best, a Luddite at worst. But I don’t know. As I watched my little soccer playing pal at that university lab, I kept thinking, is there anything these things can’t do? And what will be left for us? Children who are heavier than their peers at ages 4 and 5 are more likely to struggle in their relationships with other kids several years later, an Australian study suggests. After following more than 3,300 children for about four years, researchers found that the heavy kids were up to 20 percent more likely at age 8 or 9 to be described by their parents as having social difficulties and by teachers as having emotional problems. “It’s interesting that we’re seeing these problems at an early age,” said Christina Calamaro, a pro-

The Pan Am stewardess The opportunities afforded a Pan Am stewardess were rare for the 1960s, but not without old-fashioned contradictions. “It was a coveted position at the time for young women,” says series creator Jack Orman. “They needed to be college educated. They needed to speak several
languages. They were really pioneers in a lot of ways. So the idea that they have to be subjected to girdle checks and weigh-ins, I think adds a certain realism — but also an interesting, dramatic twist to the show.”

“Abduction� is supposed to offer a breakout role for “Twilight� third wheel, Taylor Lautner. It was his chance to prove he’s not only an actor who can headline a film, but also an action star. Unfortunately, he picked a project that is poorly written, lazily executed and often unintentionally funny. Lautner is a high school student whose work on a class project about missing persons leads him to a website featuring a photo of a familiar face: his own.

Soon, a chain of events unfolds that leaves him and the girl next door (Lily Collins) on the run. In theory, “Abduction� should be a terse thriller — an adolescent “Bourne Identity� — but instead, it’s a teen angst film, which honestly may be what they were going for. It should be exciting, really, given the source material: British ex-military officer Ranulph Fiennes’ supposedly true account of the SAS’s dirty dealings in the Middle East in the 1980s. Stay with us now: The film follows a mercenary (Jason Statham) whose mentor (Robert De Niro) gets him tied up with
an Omani oil magnate who wants three retired British soldiers killed because their covert meddling caused the deaths of his sons. But wait, there’s more. Another retired British soldier (Clive Owen) is tasked by a shadowy secret society to keep the targets alive. It’s ... yeah. Some late-in-the-game fight choreography — including Statham working his way out of a room while tied to a chair — is fun, but not enough to save the film. “Killer Elite� is weighed

The movie moves at about half the speed of “The Social Network” but that’s OK — we’re not dealing with the fast-moving world of cyberspace here but the more relaxed pace of America’s favorite pastime. The night before, he had been partying with the staff of the Harvard Lampoon. “Oh my gosh, one of the best nights of my entire life,” he says. “It was very inspirational, because a lot of the great comedy writers of our time and before passed through there and were a part of that organization.” These days, Hill is thriving. The recently slimmed-down actor is starring in his first dramatic role, playing opposite Brad Pitt in the film adaptation of Michael Lewis’

I completely understand people’s interest in it. I went to a nutritionist. I wanted to be healthier. It’s really as simple as that. Creamy mushroom soup with blue cheese toasts
one to two minutes. Add garlic, thyme leaves and mushrooms. Cook, stirring occasionally, until mushrooms are shrunken and nearly covered in liquid, about 20 minutes. Add broth or water and cook until flavors have melded, about 30 minutes. Process soup in a blender until smooth

(you may have to do this in batches), then return to the pot over low heat. Add cream and bring to a simmer. Add lemon juice and season to taste with salt and freshly ground black pepper. Heat the broiler, top baguette slices with 1 to 2 teaspoons blue cheese each, and place them

Changing with the ‘Seasons’ Philly folk singer Meg Baird has a new solo album of original material ‘I’m not hiding it anymore,’ she says
Meg Baird knows how to spend a snow day.
In the early 20th century, Isaac Garfield Greer was one of the leading performers and researchers of American folk music. Today, many of his recordings are meticulously archived at the Smithsonian. His great-greatgranddaughter is Meg Baird, co-founder of Espers — the little Philly indie
band with quite a big national following. Underneath Espers’ British-infused psychedelic soundscapes, there is the unmistakable influence of I.G. Greer and the American folk tradition. And with Espers currently on hiatus, that tradition is rising to the surface of Meg Baird’s music. Her first solo album, “Dear Companion,” almost entirely featured traditional folk music. Her latest, “Seasons on Earth,” was officially released this week. The new tracks are still influenced by the strictures of traditional folk melodies, but this time nearly all of them are Baird originals. “I don’t know if I would say I’m more confident as a songwriter,” she explains while on break from her day job at the Wagner Free Institute of Science. “Just maybe willing to be more exposed about it. I’m not hiding it anymore.” Baird moved to Philly over a decade ago after studying English literature

Screening at Philly F/M, the Alice Donut doc’s name says it all Other festival highlights After 25 years as a band, there was nothing that the members of Alice Donut could say about the experience that could surprise each other. “We spent so much time in the van together that eventually the only thing that changed was descriptions of our bowel movements and dreams,” says drummer Stephen Moses. “That’s basically it.” For fans and the uninitiated, “Freaks In Love” relates the band’s history through interviews and a wealth of archival concert footage dating back to their early days at legendary CBGBs. n a few months, the baby on the cover or Nirvana’s “Nevermind” album will be old enough to drink. Although two decades have passed since it came out, no single album has shaken up the music industry and popular culture since. On Tuesday, Universal Music Enterprises is releasing 20th anniversary reissues, such as a special 4CD/1-DVD edition. Here we look back with some of the people who were close to the epicenter of the alternanation revolution — and those on the outskirts with curious reactions.

And if it is indeed true that an innocent man has been killed, that also means a guilty murderer walks free.

So, was there really ever any doubt about him returning to the field this week against the Giants, just one week after sustaining a slight concussion? Vick was a full participant in Thursday’s practice, as he threw passes to assistant coaches and jogged around with teammates. The Eagles announced that Vick was evaluated and cleared by an independent neurosurgeon, allowing him to return to football activities. However, coach Andy Reid wouldn’t say whether Vick will start Sunday’s game. Vick didn’t meet with the media and headed right for the trainer’s room following practice. His teammates said the quarterback looked fine. “He made all of the right throws and he looked like himself," receiver Jere-

Unequaled Technologies said Vick was refitting his helmet with Kevlar padding to help deal with post-concussive blows to the head, according to ESPN’s Sal Paolantonio. Part of the deal Vick, a spokesman for Unequaled Technologies, wore a Kevlar vest that the company designed for him last year when he suffered a rib injury.

Shonn Greene’s breakout was going to happen last year. Nope. It was surely going to be this year, right? Wrong again. Greene is averaging just 2.9 yards per carry even though teams aren’t stacking the box. He doesn’t play on passing downs, is a poor receiver out of the backfield and isn’t showing any burst. With the
Jets’ offensive line already underperforming and getting ready to play without C Nick Mangold (ankle), it won’t get any better.
Roll up the Blount LeGarrette Blount is a lot like Greene. He’s not that athletic, so he struggles as a receiver and in space. When the Bucs are behind, Earnest Graham is usually their primary back. Now is a perfect time to sell Blount, who scored two touchdowns in Week 2.
Pushed up Hillis The most appealing part of Peyton Hillis’s fantasy game are his monster workloads. It’s also a curse. By touching the ball 25 to 30 times a game, he gets worn down. Hillis is getting just 3.4 YPC this year after sinking to 3.9 over the final eight games of last year. And now his coach is saying that he wants to get Montario Hardesty more involved.

The NBA lockout won’t stop some of the game’s brightest stars from descending upon the Palestra on Sunday for “The Battle of I-95.” The game, a matchup between Team Philly and Team Melo, will tip off at 6 p.m. and be streamed live on SI.com. The headliners for Team Melo include LeBron James, Carmelo Anthony, Kevin Durant and Chris Paul. Team Philly includes Hakim Warrick, Tyreke Evans, Kyle Lowry,
John Salmons, Lou Williams and Jason Thompson. Former Sixer Allen Iverson will not play, as previously rumored. “My Philadelphia All-Stars look forward to getting on the court and proving to Melo and the people of Baltimore/D.C. that the best ballers come out of Philly,” Warrick said. “Melo told me he was bring-

Phillies looking for some momentum If the Phillies are going to surpass that franchiserecord 101 win total, they’ll need to get four more victories by next Wednesday (Sept. 28). Entering Thursday night’s game, the club was riding a season-high, fivegame losing streak and stuck on 98 wins. Skipper Charlie Manuel is walking a fine between resting players and closing out the regular season. “We definitely need to have our team ready and I plan on our team being ready,” Manuel said. The Phillies, of course, are chasing history as they try to match or top the franchise record of 101
