Got a case of the munchies? Authorities are investigating a hit-and-run involving a food truck on Temple's campus yesterday. A Nissan rammed the student-run U Got Munchies truck at 13th and Norris streets, then sped away. A worker reportedly suffered minor burns after being splashed with fryer oil as a result of the crash.

City, protesters in odd alliance Members of Occupy Philadelphia met with the city, including Mayor Michael Nutter, yesterday afternoon to discuss plans. “The meeting was to work together to be peaceful, have everything go really well, be orderly and lawful,” said Managing Director Rich Negrin. He said protesters assured him their intent was not to distract or disrupt people’s lives and that they would secure all the proper permits before erecting tents. “We will do everything we can to maintain some normality in the city,” said Police Commissioner Charles Ramsey, who said that police overtime will most likely be needed and costs will increase in proportion to the protest’s duration. Downsized paid sick leave back in Council

RIKARD LARMA/METRO

After Nutter veto, bill now targets city-contracted or city-subsidized businesses Nutter administration still disagrees adamantly with bill City Council's Commerce and Economic Development Committee approved a bill sponsored by Councilman Wilson Goode, Jr. yesterday that requires citysupported employers to offer paid sick leave despite testimony from the Nutter administration opposing the measure.

Along with municipal agencies, the bill applies to recipients of city leases and concessions — such as new companies that take advantage of tax breaks and other city economic development initiatives. It's harmful to Philadelphia job creation because of its economic impact.” Dubow said that the bill would serve as one more impediment to attracting development to a city already viewed as having a hostile business climate. “The administration's testimony was very generalized and simply mirrored the position of the Chamber of Commerce,” said Goode, adding that no one was able to provide concrete statistics showing how the initiative would hinder development. Goode says Nutter officials “have done no due diligence regarding whether the bill has a negative impact.”

Today’s agenda Some notable bills on City Council's final passage agenda for its general meeting tomorrow include: Councilmen Darrell Clarke, Frank DiCicco and Jim Kenney's controversial satellite legislation, which would ban homeowners and some tenants from putting satellite dishes on the front of homes when an alternative location is available and if the mov-

Months of work for Norristown line

CENTER CITY. The Philadel-

Rain-ravaged high-speed line still needs millions in repairs SEPTA general manager issued Web apology SEPTA said yesterday it will likely take two more months to complete repairs on the Norristown High Speed Line, which has had service restrictions since flooding in early September. The record rainfall in August combined with Tropical Storm Lee weakened the soil on part of the line, which runs between 69th Street Terminal in Upper Darby to Norristown. Boarding between Radnor and Bryn Mawr has been restricted to the outbound platform for both directions, causing delays and crowded trains for thousands of passengers. A $2.3 million contract has been awarded to Allan

A. Meyers Inc., a Worcester firm, to install a retaining wall with deep foundations for the 40-foot-high embankment, officials said. Service should not be disrupted during construction, and General Manager Joseph Casey issued a written apology to riders on the agency’s website.

“This is a very difficult location and a very complex project that we’re pushing forward very quickly,” SEPTA’s chief engineer Jeff Knueppel explained yesterday. “We understand the inconvenience to our riders, and we’re doing everything we can to get this fixed quickly.” Knueppel said the repair is complicated by the fact that workers have to build an access road to the site and that the damage is right near a PECO power line. He said the rest of the line has been inspected and deemed safe. SOLOMON D. LEACH sleach@metro.us

Newest Dem proposal: Tax the rich to pay bill

News in brief

ALEX WONG/GETTY IMAGES

U.S. millionaires would be hit with a new 5 percent surtax to pay for President Barack Obama’s $447 billion jobs program under a new funding plan unveiled yesterday by his fellow Democrats in the Senate. Senate Democratic Leader Harry Reid said he aims to hold votes within days on Obama’s proposal, which Republicans have denounced as a political gimmick that they will block. The anticipated gridlock would underscore the inability of Congress to address the country’s 9.1 percent unemployment rate. The weak economy will be the key issue in the 2012 congressional and presidential elections. Under the proposal, the surtax would apply to all income over $1 million, including capital gains and dividends. It would take effect on January 1, 2012. While Republicans have denounced tax hikes as a nonstarter, saying they

Valentino To the uninitiated, Paris Fashion Week can look like a blur of complex clothes that only make sense in fashion magazines. But the Valentino show was one of those rare moments that can appeal to just about anyone, from the most commercial red carpetlovers to the most advanced avant-garde types. (Witness the front row, which included mainstream celebs Jessica Biel and Ciara along with insider “It” girl Alexa Chung). According to the press notes, designers Grazia Chiuri and Pierpaolo Piccioli wanted to create an “expression of pure aesthetic pleasure.” And they succeeded. The collection was all eye candy — 55 pretty looks centered around lace, which was used in kneelength cotton shift dresses; leather, halter-neck frocks; billowing button-down blouse and dramatic gowns.

But these women in shades of lemon drop, cotton candy and baby blue were anything but saccharine, flashing the tiniest decorated briefs under their lady-like coats. The collection seemed to be the exclamation point on the soft and sweet moment that has emerged from Paris, with other houses such as Givenchy and Chanel showing subversive takes on staples of feminine dressing.

ell-O shots — much like their corrupted dessert cousins, special brownies — usually only surface on college campuses. But Rachel Federman suspects that the kitschy cocktails still have a place in your sticky little heart. Her new book, “Jiggle Shots,” features 75 playful recipes — from almost-sophisticated bellinis and mimosas to drunken Gummy Bears suspended in grain alcohol. But before you start slurping, consider a utensil this time around. “I always thought the whole idea was to scrunch the cup and gracefully pop a Jell-O shot into your mouth while winking at some intriguing stranger across the room,” says Federman. “But it’s really too much for one bite, and the whole fun is how good they taste, so I recommend a spoon.” MONICA WEYMOUTH

The previous five pinch-hit homers in Phillies postseason history: Eric Bruntlett, 2008 World Series; Matt Stairs, 2008 NLCS; George Vukovich, 1981 NLDS; Bake McBride, 1978 NLCS; Jerry Martin 1978 NLCS.

Feeling squirrelly? With the score 3-2 in favor of St. Louis, a squirrel, the same kind of critter who dashed across the field Tuesday, made its return in the fifth inning, racing from the first-base dugout and running past home plate while Roy Oswalt delivered a pitch to Skip Schumaker. Oswalt raised his hands in protest that the pitch should have been called a strike as the squirrel darted into the stands looking for a peanut vendor. BRUCE WELLS

Jackson was in trouble early, after Jimmy Rollins led off with a double that Jon Jay appeared to lose in the sun. Chase Utley’s triple made it 1-0 before there was an out on the board. Hunter Pence singled Utley home, but that

though second-base umpire Chad Fairchild appeared to have missed the call. Coincidence or not, it sent the Phillies into an offensive funk, similar to the one they faced in the final seven innings of Game 2 and the first six of Game 3. Jackson retired 17 of the next 20 batters he faced before Arthur Rhodes replaced him in the seventh. The Phillies scored a run in the eighth and had a runner on second with one out, but Pence grounded out and Howard struck out swinging on three pitches.

Oswalt, who had never lost in 10 postseason starts, allowed a run in the first inning and two runs in the fourth to hand the Cardinals a 3-2 lead. Oswalt walked Lance Berkman and hit Matt Holliday with a pitch, before Freese doubled into the left-field corner to score both runners. Freese got to Oswalt one more time in the sixth, when he crushed a tworun, home run to center field to make it 5-2.

against the Cardinals. St. Louis will counter with its own ace, Chris Carpenter. “That would be the experience of a lifetime for any of us,” Cards skipper Tony La Russa said. The Cards got to Halladay early in Game 1, before the reigning NL Cy Young

winner settled in and retired 21 straight batters. He’s 3-1 with a 2.70 ERA in four career playoff starts, including a no-hitter. Carpenter, who is 5-2 (3.38) in 10 playoff starts, was teammates with Halladay in Toronto for two seasons (1998-99). METRO

Empty slate as new-look Flyers start 2011 season The name tags seem to be working. If the preseason is any indication what to expect from the Flyers once the games start for real, then this might really work. Not only will program

sales be brisk, but all the new guys wearing those orange-and-black jerseys — speedy wingers Jakub Voracek and Wayne Simmonds, explosive rookies Sean Couturier and Matt Read, dynamic goaltender Ilya Bryzgalov — might actually fill them better than the ones who have left. And that doesn’t even include the most intriguing

new piece of all — longtime nemesis turned Philly cult hero, Jaromir Jagr. “We’re still a new team with a different look from last year,’’ said leading-scorer Claude Giroux (76 points). “Right now, we’re playing well and working hard. I think if we keep working hard like that all season it’s going to be a pretty good start.

But it’s not the start that Flyers’ fans really care about. It’s the finish. Peter Laviolette’s team has fallen to the eventual Cup champions in the past two seasons, leading the organization to make wholesale changes. Add that to a sturdy defense led by new captain Chris Pronger and Kimmo Timonen — along with holdover forwards

Flyers opener

Questions to ponder as season begins ...

1

What is left in Jagr’s tank? Back in the NHL for the first time since 2008, 39-year-old Jaromir Jagr has been a preseason sensation, scoring four goals in three games. When it counts, though, Jagr cautions not to expect too much. But it’s hard

not to believe he’s going to make a huge difference on the power play and also be valuable in shootouts, where the Flyers have traditionally struggled. Plus, he knows what it takes to win.

2

Will the old blue line hold up? Chris Pronger’s voice may now carry more weight in the locker room as captain, but if he can’t make his presence felt on the ice, the Flyers are a lot more vulnerable. Kimmo Timonen (36) played every game, but clearly labored in the postseason trying to pick up the slack for Pronger’s absence. While the rest of the D — Braydon Coburn, Andres Meszaros, Matt Carle and

THURSDAY, OCTOBER 6, 2011

newcomer Andreas Lilja — is solid, they still need the old guard to do their thing.

3

Is Bryzgalov the missing link? The Flyers are banking nine years and $51 million that Ilya Bryzgalov is the answer to their ongoing goal-tending prayers. After watching Tim Thomas almost single-handedly lead the Bruins to the Cup, they’ve vowed to never again leave the position undermanned. For his part, the personable Russian import has warmed to the occasion, saying all the right

21

things. Now there’s another question: Can Bryzgalov stop the puck when the playoffs heat up?

4

Can the kids handle the load? One of the reasons the Flyers traded Mike Richards and Jeff Carter was to get younger. But can Brayden Schenn, who won’t start the season with the team, No. 1 draft pick Sean Couturier and/or preseason standout Matt Read make a difference now? The Flyers don’t want to put undue pressure on any of them, but all those deals removed more than 100 goals from the lineup. Somebody needs to help fill that void. JON MARKS

It wasn’t enough that the Flyers were swept out of the second round of the playoffs by the Boston Bruins, and then had to sit around and watch them win the Stanley Cup. Now they have to be in the house when Boston raises its championship banner tonight to start the season. Obviously, that’s

not sitting well. “When the NHL schedule came out, I was obviously not too happy about it,” said Claude Giroux (76 points), who will probably be on a line with newcomer Jaromir Jagr. “But hopefully it can be motivation for the boys. I don’t want to watch it, especially when they kicked us out. I

don’t want to see another team raise that banner.” From Boston, the Flyers head North to face the New Jersey Devils on Saturday. Then, the Flyers return home to take on the team the Bruins beat to clinch the Cup — the Vancouver Canucks — in the home opener next Wednesday.
