Mosque developer accused of neglect It’s not just the five civil suits pending against him, which Metro revealed last week. Sharif El-Gamal, developer of Park51, the controversial mosque two blocks from Ground Zero, also has nearly 400 open violations on a building his company
owns at West 151st Street, according to the New York Post. El-Gamal also owes the city over $60,000 in unpaid fees, fines and taxes on the uptown property. Tenants say the 14-unit building is infested with rats and cockroachs. They
also told the Post that landlord El-Gamal has ignored their complaints, ranging from a bathroom ceiling collapse to a lack of heat. The news comes on top of a claim from Con Edison that El-Gamal owes them $1.7 million in back rent for 51 Park Place, where he
wants to expand the mosque and Islamic community center. El-Gamal is due in court this Thursday for the uptown building violations. If he doesn’t show up, he reportedly risks being sent to jail.

As New York City’s protesters enjoy gourmet dinners, down blankets and a flatscreen TV, their counterparts in other cities are left shivering — and envious. Occupy Wall Street’s New York encampment has amassed nearly half a million dollars since they first started, according to Brooklynite Pete Dutro, 36, of the organization’s finance committee. But New York protesters haven’t shared one cent with other Occupy camps set up across the nation. “We could definitely use [New York’s funds],” Vernon Johnson, a volunteer at Occupy Philly, said yesterday. “What’s the point of collecting money if you’re not releasing it to the people you’re trying to help?” “We need money bad,” agreed fellow Philadelphia protester Kate Corbett. Occupy Philly has raised $10,000. Most of New York’s money comes from individual donors, who give an average of $50 each, Dutro surmised. So far, the Wall Street camp has spent about $66,000 of that money on computers, credit card processing fees, food and medical supplies, he said. “Most of the money is still in the bank,” said Wylie Stecklow, 40, the finance group’s attorney.

Horton was shot as she picked up her kids from elementary school and tried to shield a group of children from gunfire that broke out. Cops seek pervert stalking Queens ‘The Laurelton rapist’ attacked five since September Follows women walking alone at night, say police DCPI
Police are looking for a man who sexually assaulted five women in eastern Queens over the past month. The suspect, nicknamed by residents as “the Laurelton rapist,” strikes in the Queens Village, Laurelton and Springfield Gardens neighborhoods. He targets women walking alone at night. His most recent attack was Sunday, Oct. 16. He followed a 24-year-old woman walking on Conduit Avenue at about 7 p.m. and then hit her in the back of the head, police said, causing her to fall to the ground. He then sexually assaulted her.

The attacks began on Sept. 22, officials said. That night, just after 1 a.m., he followed a 44-year-old woman as she entered her home in Queens Village, and then he grabbed and sexually assaulted her. A few weeks later, on Oct. 7, he struck again. He
grabbed and sexually assaulted a woman as she entered her Queens Village apartment building. Two days later, at 1 a.m. on Oct. 9, police say the same man approached a woman on 145th Road. He pushed her to the ground, said cops, punched her several times in the face and tried to rape her. He fled the scene after a neighbor heard his victim’s cries for help. Then, just days later, he struck again, said police, sexually assaulting a 23year-old woman walking alone on 226th Street at South Conduit Avenue. CARLY BALDWIN

Cooperation needed for drug war? One of the most prominent fighters in the war on drugs is calling for the world to get tougher. President of Colombia Juan Manuel Santos wants world leaders to take a much stronger, more coordinated approach in dealing with trafficking narcotics and the use of hard drugs such as cocaine and heroin. In an exclusive one-to-one interview with Metro, Mr. Santos says legalizing softer drugs such as cannabis could be a way forward, if done globally. “The world needs to discuss new approaches,” Santos says. “We are basically still thinking within the same framework as we
have done for the last 40 years.” Colombia’s war on drug cartels has made huge progress over the past 20 years. The killing of notorious drug baron Pablo Escobar in 1993 and then the arrest and conviction in 2006 of the Rodriguez Orejuela brothers, founders of the Cali Cartel, did much to dismantle the powerful cartels and spark the decline of drug-related violence that had plagued the country. Officials fear that as many as 1,000 people were killed yesterday when a powerful earthquake hit southeast Turkey, destroying dozens of buildings and trapping some victims alive under rubble. As night fell, survivors and emergency workers battled to pull people out of the debris in the city of Van and town of Ercis, where a student dormitory collapsed. Residents in Van joined in a frantic search, using hands and shovels and working under floodlights and flashlights, hearing voices of survivors crying for help under mounds of shattered concrete in pitch darkness and bitter cold.
“We heard cries and groaning from underneath the debris, we are waiting for the rescue teams to arrive,” Halil Celik told Reuters as he stood beside the ruins of
building that had collapsed before his eyes. “All of a sudden, a quake tore down the building in front of me. All the bystanders, we all ran to the building and rescued two injured people from the ruins.” At another site, three teenagers may still be trapped under a collapsed building. People clambered over the masonry, shouting: “Is there anyone there?” Turkey’s Kandilli Observatory and Earthquake Research Institute said the magnitude 7.2 earthquake was three miles deep. Interpol and Sigur Ros renaissance There was a saying about the Velvet Underground that while not everybody bought their album, everybody who did buy it started a band. The same may not quite hold true for the Icelandic band Sigur Ros, but it certainly did seem like a lot of acts were channeling that ethereal ahhh-ing. These sounds came from Weekend, who combine Sigur Ros-isms with driving rock

arrangements. The Minnesota band Polica also summoned the angelic Norse sound while adding a touch of autotune and a two-drum assault. The trio Active Child combine their take on the Germanic sound with harps and R&B. Yes, harps and R&B! Another interesting influence seemed to be Interpol. When that band hit the scene in 2002, every music journo labeled them Joy Division sycophants. But now, young bands like Wild Palms and The Denzels are taking a page out of their more recent predecessor’s playbook with reverbheavy, jangly guitars and occasional outbursts of wild emotion.

Our faves As for our favorite acts of the music-filled weekend, it’s a threeway tie between GIVERS, Totally Enormous Extinct Dinosaurs and the aforementioned Wild Palms.
GIVERS’ sheer energy is a true joy. Tiffany Lamson wails on the drums in between playing ukulele, glockenspiel and singing her heart out. All bands with a second drummer in the front of the stage should have to be as good as she is. Totally Enormous Extinct Dinosaurs is the stage name of British house DJ Orlando Higginbottom, who wore a bodacious stegosaurus getup with neon dorsal spikes bouncing to his driving beats. He owned the stage, looping fuzzedout vocals and jumping back and forth between laptop, keyboard and samplers.

Le Bon finds himself in the ordinary world Though Simon Le Bon sings that “wild boys never lose it,” the Duran Duran singer experienced a huge physical setback when he blew out his voice during a concert earlier this summer. “I really did lose my top range — a whole octave of my range — for about two months,” he says. “The doctors were never able to give me a definitive diagnosis of what had occurred.” Le Bon went on vocal rest and worked with his bandmates to rejigger their set so that when the singer was ready to perform again, the songs would ramp up from mellower material into the frenetic tunes for which

I got my first article published when I was 10, in the community newspaper. When I realized I was getting paid for it, I knew it was the career for me. I just wanted to support myself doing something I loved. When did you discover the magazine industry?

However, a new study shows that spending time on Facebook might not be the culprit for suffering GPAs — but that depends on what exactly you’re doing on Facebook. This study looked specifically at what students were doing on Facebook. The three most popular activities were viewing photos, commenting on content and checking to see what someone was up to. Reynol Junco, a professor at Lockhaven University and the study’s author,
found that while some activities on Facebook may negatively impact grades (including the site’s chat option and posting status updates), others — such as sharing links and information — have the opposite effect. Ultimately, the study found that Facebook can be as much of an intellectual tool as it is a means for keeping in touch. Junco suggests professors seize the opportunity to engage students academically through Facebook by using it to communicate about course

Rhode Island gives hope to immigration advocates

By allowing undocumented immigrants to pay in-state college tuition rates, the state has made a loud statement in a national debate On Sept. 27, the Rhode Island Board of Governors for Higher Education voted unanimously to allow undocumented immigrants to pay in-state tuition rates if they graduate from a R.I. high school. Combined with a similar decision last year by the California Supreme Court, the R.I. policy has bolstered the spirits of immigrant advocates on college campuses as they anxiously await similar decisive moments in states like Colorado and
Iowa. “The [U.S.] Supreme Court has already ruled that you can’t hold children accountable for breaking immigration laws when it comes to education,” says Ryan Gildersleeve, director of the Center for K-16 Education Policy and Research at the University of Texas. “So to treat them as criminals instead of students because they reached this arbitrary age of 18 doesn’t make a lot of common sense for anybody.”
In Rhode Island, all of these students would be eligible to pay in-state college tuition rates after graduating from high school.
According to the Pew Hispanic Center, somewhere between 65,000 and 85,000 undocumented students graduate from U.S. high schools every year. “When I traveled to Rhode Island, I tried to im-
press upon them that they had already invested in the schooling of these children,” says Dr. William Perez, who recently spoke at Brown University about his latest book, “Undocumented Latino College Stu-

A nationwide conversation Advocates for immigrant students are quick to point out research by Stella Flores and Michael Olivas in the Journal of Higher Education. Both have published studies showing that extending in-state tuition to undocumented students vastly increases their college participation, without a negative impact on local tax bases. “This is part of growing nationwide conversation,” says Gildersleeve. “It’s very clear that increasing educational opportunities in communities leads to lower rates of poverty in those communities, lower crime rates, stronger economies, public health and participation in democratic institutions.”
