PPA showing off its softer, gentler side Agency announces online initiative to let customers voice complaints, get general information Tickets still painful, but at least you can vent RIKARD LARMA/METRO
The social media initiative comes a week after the PPA announced the promotion of Sue Cornell to customer service director, the hiring of Dr. David Hall to conduct sensitivity training, and specialized ticket dispute training for its parking enforcement officers. The agency has also contracted with ChatterBlast Media, a Philadelphia-based social media consulting firm, to develop social media strategies, customer service initiatives and online communications plans. Eagles QB accused of club assault A Dallas strip club employee filed suit against Eagles backup QB Vince Young on Tuesday claiming the former University of Texas star slugged him during a visit in June 2010. Young did not speak with the media yesterday ahead of Sunday’s game against the rival Cowboys.
Push for customer service
The PPA writes an estimated 1.7 million tickets a year for parking violations. Last year, it gave nearly $100 million to the city, state and Philadelphia School District.

The Philadelphia Parking Authority is undergoing a serious makeover — to its public image. The quasi-government agency that everyone loves to hate announced a social media initiative yesterday with Facebook and Twitter aimed at providing better customer service and responding to complaints. “When PPA started this it was just very, very clear that, despite what everyone thinks, PPA does want POST YOUR COMMENTS: WWW.METRO.US/PHL
to solve the problems. They don’t want people to hate them or cursing out broken kiosks,” said Evan Urbania, of ChatterBlast Media, the firm contracted by PPA to provide social media consulting. But is it possible to like the people who birthed a reality show about giving you tickets and towing your car? “It’s certainly a great challenge in this city,” Urbania, a city resident, admitted. “If it’s one person at a time [whose] problem gets solved, it’s going to change the way people interact with us.”

Before you get excited about posting your nightmare, people won’t be able to simply spew hate on the

Facebook page. Users can respond to things PPA posts on its wall or voice complaints in the support
The social media sword works both ways. There are several anti-PPA groups already on Facebook, including Citizens vs the PPA, which is liked by more than 350 users. PPA’s official page had about 50 ‘likes’ yesterday evening. Urbania said he expects PPA to receive some venom. “I still think you’ll see a lot of angry people expressing
their concerns, but we’re trying to channel that,” he said. “I’d rather them yell at a Facebook page than an enforcement officer.” The Facebook page provides links for customers to pay tickets, dispute violations and read about parking regulations. It will also feature information about holiday parking discounts, weather-related parking alerts and residential parking issues.
WYNNEFIELD. A young woman is hospitalized after the family’s dog bit off her ear yesterday morning. The victim, 19, had a seizure at her home on the 5200 block of Arlington
Street, which triggered the pitbull to attack her around 10:40 a.m. and rip off her ear. Officers were able to retrieve the ear, put it on ice and take it to the Hospital
section, but the content will be monitored for profanity or personal attacks. For those actually trying to resolve an issue, Urbania said customers should receive a response within one business day. Whether the customer service initiative will defuse any PPA hatred remains to be seen. “I highly doubt people will become ‘friends’ of the PPA,” said Langhorne resident Christopher Patchet. “They might just do it as a joke.” SOLOMON D. What do a roast chicken vendor in Ann Arbor, a zoo in Florida and Kensington's commercial corridor have in common? The use of a custom-designed personal cargo trike created by Stephen Haley's Kensington shop, Haley Tricycles. The vehicles are comprised of three wheels and a seat attached to a large box from which you can sell food, collect animal droppings or pick up trash. “A person can cover more ground and work an entire day without stopping. Insurance and gas are also cheaper than with anything else,” said Henry Pyatt of the New Kensington Community Development
Corporation, which commissioned the trike after receiving an $80,000 grant from the Commerce Department to clean the neighborhood corridor for a year. The three-gear trash-collecting tricycle, which hit the street last week, can carry up to 400 pounds and is equipped with separate bins for refuse and recycling, as well as graffiticleaning supplies. “It gives people a little more dignity than walking and pulling a trash can around the city all day,” Pyatt said. of securities fraud and one count of conspiracy, the Manhattan federal courtroom was silent but for the sound of Gupta slowly leafing through a copy of the 21-page indictment. It was his first opportunity since he surrendered to FBI
agents yesterday morning to read the allegations against him. His defense lawyer entered a plea of not guilty on charges tied to what prosecutors say were Gupta’s leaks of Goldman and Procter & Gamble secrets to Rajaratnam in 2008 and 2009. U.S. District Judge Jed Rakoff set a trial date of April 9, 2012, as Gupta sat calmly with his arms folded. Two weeks ago, Galleon Group founder Rajaratnam, 54, was sentenced to 11 years in prison — the longest sentence ever in an insider-trading case — for his conviction in May on 14 criminal counts. Freddie Mac CEO to resign
WASHINGTON. Freddie Mac’s chief executive, Charles E. “Ed” Haldeman Jr., will step down by the end of the year, the regulator of the company said yesterday. The Federal Housing Finance Agency, which also oversees Fannie Mae, said it will work with the board at Freddie Mac on developing a succession plan to fill the position. FHFA Acting Director Edward DeMarco said in a statement that Haldeman will remain on board at Freddie Mac until a new CEO is hired. Freddie Mac and Fannie Mae have absorbed about $141 billion in taxpayer funds to stay afloat since being taken over by the government in 2008 during the subprime lending collapse. REUTERS

99% problems: Being rich ain’t 1 “It is one thing for successful entrepreneurs to attain great riches, another for poorly performing company bosses to award themselves large payouts.” BOWLER
The growing gap is even more staggering when seen in comparison to national earnings: The bottom 80 percent has seen its share of total income decline. Only top earners have experienced gains.
One culprit for the growing wealth disparity is the rise of globalization, according to John Bowler, director of country risk service with the Economist Intelligence Unit. As large corporations have reaped exponential profits, they have increasingly sent jobs to other countries. “Even some policymakers who would traditionally be in the free trade camp are now questioning the benefits of globalization to the middle- and lower-income U.S. households,” Bowler said. New report may help explain what Occupy protesters are so upset about Recession doesn’t hit the richest Wondering where the American dream has gone? According to a report by the non-partisan Congressional Budget Office, it has trickled steadily up. According to the CBO, the income of the richest 1 percent of Americans has jumped by 275 percent over the past 30 years. The bottom 20 percent, meanwhile, has seen a total increase of just 18 percent. MEXICAN REALITY: Being a police officer in Monterrey has become a risky business This year so far, 100 of the city’s officers have been murdered Pay the cartel bribe or pay with your life Metro reporter delves into the corrupt world Being a cop in Monterrey is considered a high-risk profession. The police in the capital of Mexico’s northeastern state of Nuevo Leon receive constant death threats from drug gang members and then do battle with them on the streets. Some are forced to extort money from citizens to make up for their meager wages. Others receive payments from traffickers and become cartel informants. If a cop doesn’t comply with warring narcotic cartels, he might become targeted and “removed.” So far this year, 100 law enforcers have been killed

by either gunfire or grenade explosions. At 7 p.m., we join a squadron in a local police station in downtown Monterrey. The team of three men and a woman begin patrolling Vista Hermosa, the Jewish quarter of the city, until 7:00 a.m. At the doors to a convenience
store, the guards stand on duty while eating some snacks. They carry high-caliber weapons and are protected by bulletproof vests. They move around in an amped-up pickup truck. Drinking on the street, grand and petty theft, damage to personal and commercial property and carrying weapons are the most common crimes in one night. On a quiet night, this station receives up to seven complaints of grand theft auto. Back at the convenience store, we notice that the law enforcement officials are calm and chat among themselves. And yet, clien-
tele to the convenience store look restless and agitated by the presence of the police, undoubtedly due to the bad image they have earned over the years — either because they are easy targets for criminals to shoot at or because they are easy pawns for drug traffickers to exploit and use. Homero Guillermo Salcido Trevino, head of intelligence for Nuevo Leon state, was not so lucky. Last February, his body was found in a truck that caught fire in the center of Monterrey after he was kidnapped by two fellow officers. “For a relative of a police officer, every day is al-

Janis Winehouse (center), the mother of Amy Winehouse, leaves the inquest into her daughter’s death at St. Pancras Coroners Court yesterday in London.
Inquest: Alcohol killed Amy Winehouse It wasn’t drugs that killed Amy Winehouse. It was tons and tons of booze. It was announced yesterday by a legal inquest looking into the death of the “Back in Black” singer that she had more than five times the legal driving limit of alcohol in her blood when she died on July 23 at age 27, Reuters reports. Her death was deemed “death by misadventure” by British coroner Suzanne Greenaway, who explained that the singer died because of excessive drinking, according to the Evening Standard. “She had consumed sufficient alcohol,” Greenaway says, “and

While Kardashian, 31, juggles her reality shows and multiple moneymaking ventures, Humphries 26, is unemployed thanks to the NBA lockout — and partying up a storm on his wife’s dime, per the magazine. The pressure is apparently mounting and the two had a huge fight days before her Oct. 21 birthday. “They had it out!” a family friend says. “She told

THE ARCHIVES FOR LESS How does the Versace for H&M collection stack up against the real thing? We compare the retail line with the runway originals
I
t’s hard to believe that collaborations between designers and mass market brands can still generate the level of excitement that Donatella Versace’s new collection for H&M has. Each launch is another opportunity to snag walletfriendly versions of a runway look you couldn’t afford to buy. But shoppers want dresses that scream designer, not chintzy knockoff. Frankly, there haven’t been a whole lot of high-low collaborations that have struck the right balance. So we decided to compare H&M’s latest with a few standouts from the Versace archives.
1
Donatella replaces the original’s Greek key pattern — a trademark of the Versace house that appears on other items in the H&M collection — with graphic hearts. The problem: the hand-drawn love symbols cheapen the look. But the patterned fringing and cut-out shoulders are just right.
3
These tropical trousers will make a colorful alternative to the festive cocktail dress for your office holiday party. That said, the H&M incarnation out-Versace’s the original pants in loudness, even if they are missing the little baroque trim at the hem.
4
On paper, the two are nearly identical. The flashy buckle and gilt waistband are there. But here’s hoping the H&M belt won’t turn silver after a few too many wears.

The H&M line feels more like new Versace than old. It does a great job of recreating the brand’s money-is-noobject look by steering clear of fancy fabrics that are impossible to re-do on the cheap and sticking with the fun details that make the garments stand out in the first place. That said, maybe just avoid buying the “gold” accessories.

During the winter months, many homeowners are always looking for ways to stay warm, while keeping the heating bill low. The HeatSeeker vehicle is equipped to take up to 1,000 thermal images every hour and operates at nighttime when heating systems are likely to be in use. Bartos recommends a few easy tips to save on your energy bills. “[We suggest] insulating your attic, air seal gaps and cracks in the attic and basement, change all of your light bulbs from incandescent to LEDs and sidewall insulation,” he said.

Pointers to keep the cold out While current temperatures are still bearable, now is really the time to start preparing your home for the upcoming winter months. Start out by checking the insulation in your home, especially between heated and unheated areas. “Insulation is the single most important energy conservation measure. He says that when an entrepreneur with a good business can’t get a loan to expand and hire more people, we shouldn’t blame the banks that refuse to make the loan — no, he says, blame the people that the entrepreneur can’t afford to hire. The spreading fire of justice RE: “PROTESTERS LIGHTING A FIRE”: The OWS protestors
have already lit themselves on fire. And they are spreading like wildfire across our angry nation, spreading outward
ROBERT W. DENNEN, VIA E-MAIL
OWS is truly democratic Some U.S. citizens don’t seem to understand the true meaning of freedom of speech. In my country (Ethiopia), to go out en mass and occupy a street is a dream that has yet to be realized. If I were an American, even though I may disagree with their message, I would still support Occupy protesters in principle, for they are practicing their democratic rights boldly and
Scorpio Oct. 24-Nov. 22. Don’t put yourself down or be sarcastic if your companions have far better ideas than what you can come up with. Be supportive of anything superior. Sagittarius Nov. 23-Dec. 21. Let bygones be bygones. Don’t let a past grievance or misunderstanding continue to disrupt how you would normally treat another. Begin fresh. Capricorn Dec. 22-Jan. 19. You can’t rely on outside circumstances to improve your lot in life; you can only bank on yourself. Be enterprising and industrious. Aquarius Jan. 20-Feb. 19. Smart people perceive their duties as opportunities to get ahead, not dull obligations. What might appear to be burdens to some could be scads of lucky breaks in enterprising hands. Pisces Feb. 20-March 20. There is a time to push and shove, and a time to hang fire and fall back. A smart person knows the difference. If you’re aggressive when you should be diplomatic, you’ll lose out. Aries March 21-April 19. If you have an idea to change something for the better that shouldn’t be too difficult to implement, by all means give it a try. If it’s a problem, forget it.

Corporations don’t play fair People are finally starting to come together over an issue that has caused the greatest economic disparity between the wealthy and the rest of us. For too long, the wealthy have bought off our politicians, changed the rules of the game and used our commons for their own personal wealth — while a media controlled by corporate interests spreads propaganda.

It may be regrettable, but don’t hesitate to withdraw your support from an associate who you feel is handling a joint matter in a way that could discredit him or her, as well as you. Include others in your thinking, and watch how everything changes Cancer June 21-July 22. To your credit, you rarely hesitate to help out wherever and whenever you can. Today, however, make sure you don’t volunteer to take on a job that’s more than you can handle. Leo July 23-Aug. 22. A cheesesteak ban paying dividends for one Eagle
GETTY IMAGES
Graham adjusting to new diet after injury packed on pounds Defensive end practices, hoping to play soon Two months on crutches can really force a hulking defensive end to change his eating habits. Especially when his favorite food is a Philly cheesesteak. Brandon Graham packed on nearly 15 pounds while rehabbing from knee surgery. The second-year pro was basically immobile from late December to February. “I had to hurry up and get that off,” Graham said. Now, Graham is down to a svelte 270 pounds. Which is two pounds off his listed weight of 268. “Ten more [pounds] and I’ll be good,” Graham said. For a while, teammates
were jabbing him about his increased waist size, saying he might need to convert to defensive tackle. So, Graham decided to switch up his diet, choosing to cook more instead of eating at his favorite hang: Jim’s Steaks on South Street. “I had to stop that. I don’t eat them no more right now,” said Graham, before adding, “I’ll eat a half and try and save it.” Graham has downgraded his daily servings from two to three plates per meal to about one-and-ahalf. He also credited substituting turkey meat for beef in his spaghetti sauce.
Free!
“It took a little minute, because it was hard for me to stick to the diet,” Graham said. “Using the sauna and stuff like that helped.” Graham was in pads for the first time yesterday since getting injured last December. He hopes to be ready for Sunday’s game, but he’s not getting ahead of himself. “Just go out there and go hard, get in the best shape you can as fast as you can,” Graham said. “One day at a time … take it until Sunday, when I find out if I’m playing.” MIKE GREGER

Fantasy football pickups of the week

Roy Helu, RB, WAS — Tim Hightower is done for the year and Ryan Torain is Mr. Glass. Helu has the one-cut skill set to excel in Washington. Antonio Brown, WR, PIT — Hines Ward may sit because of an ankle sprain this week. But Brown will eventually
pass the veteran anyway thanks to superior speed and explosion.

Examining the experts Site gathers predictions, rankings from fantasy football professionals Mines data for accuracy rankings Started by ex-Hotwire executive GETTY IMAGES

Michael Bush, RB, OAK — We don’t know the exact severity of Darren McFadden’s foot issue, but we do know that Bush is a beast when given the opportunity. A quality stash regardless.
The word “expert” gets thrown around often these days. Hopefully, your doctor really is an expert. The person taking care of your finances better have some level of expertise. But is there such a thing as a fantasy expert? According to data compiled by the guys at FantasyPros.com, the answer is yes. Co-founder David Kim started gathering data from various fantasy writers back in 2009. Right now, he’s tracking the weekly rankings for 70plus experts — including
everyone from big shots like ESPN’s Matthew Berry to the Net’s smaller fries. And what he’s found is that the same names keep popping up at the top of his accuracy rankings. “If you look at the top guys in 2009 and how they’ve done in 2010 and
2011 leaders 1. Pat Fitzmaurice ProFootballWeekly 2. Scott Pianowski Yahoo 3. John Paulsen The Fantasy Shrink
Does Matthew Berry really know what he’s talking about?
2011, there is surprising consistency among the top guys,” Kim said. “And to be honest with you, there’s also consistency year-to-year with the bottom guys.” The idea behind FantasyPros was spawned by Kim, a decadelong fantasy player that was curious if the Internet advice he was getting was actually legit. The former Hotwire.com VP hopes to one day put his current consulting firm on the back burner and focus on FantasyPros full time. His site is already processing a million predictions a year. “There’s a huge sentiment that the experts don’t know what they’re talking about, yet everybody is looking for fantasy advice. So why not rate them and figure out whether they’re accurate or not,” Kim said. ADAM LEVITAN alevitan@metro.us

Run, Cowboys, run Eagles expect Dallas to test run defense Murray called ‘hard runner, explosive guy’ Big test Sunday For the first five weeks of the season, teams ran at will against the Eagles. In fact, the Bills even joked about it after racking up 143 total rushing yards. Then, something funny happened. The defense made some adjustments and limited the Washington Redskins to just 42 yards on the ground. Did the Eagles fix that porous run defense? It’s hard to make a convincing argument they did, with just one week of evidence.
(After all, they still rank 23rd in the NFL against the run). And with Cowboys rookie sensation DeMarco Murray coming to town, the Eagles are expecting another big test. “I wouldn’t doubt it. I mean they got a pretty good offensive line, a good running back, so why wouldn’t they [run at us]?” said Mike Patterson. “I’m sure other teams are going to want to see more than just one game.” If Patterson can’t slow
Murray down at the line of scrimmage, it’ll be up to the linebackers to stop him before he reaches the secondary. “The main thing you want to do, no matter what team you’re playing, is stop the run,” said Jamar Chaney. “If you can’t stop the run, it’s hard. They got two ways to go, they got play-action and then they can run the ball.” MIKE GREGER
Murray rushed for 253 yards last week.

The World Series has been postponed due to rain. Sound familiar, Phillies fans? Well, it should. This postponement marks the first Series rainout since 2008, when Game 5 was suspended in the sixth inning. Two days later, play resumed and the Phils won the championship. The bad weather could be a blessing in disguise for St. Louis. With an extra day, the Cardinals could turn to ace Chris Carpenter in a possible Game 7. But, Tony La Russa wasn’t ready to reveal his hand. “It doesn't do anything because we don’t know how Game 6 is going to go, La Russa said yesterday. “I think we're going to — if Bob Gibson is there, we’ll send Bob. Rangers manager Ron

Washington already stated that Matt Harrison would go for him in a Game 7. As for Game 6, the matchup will pit Jaime Garcia, for St. Louis, against the Rangers’ Colby Lewis. Both managers agreed with the decision to postpone Game 6. “We certainly don’t want to be out there playing in bad weather and we certainly don’t want to be starting and stopping, Washington said. La Russa said he would use the extra day off to see the movie, “Moneyball. “I think Brad Pitt is a great actor, he said. METRO
