The city is touting itself as a world-class destination for art lovers with a new marketing campaign ahead of the opening of the Barnes Foundation Museum on the Benjamin Franklin Parkway. The campaign, called “With Art Philadelphia,” will launch in March prior to the Barnes’ anticipated May opening. The $2-million, two-year initiative will highlight the city’s renowned museums and performing arts venues. “The first two audiences that we will be going after are ‘culture vultures’ and a group

called ‘urb pros,’ or urban professionals,” Meryl Levitz, head of the Greater Philadelphia Tourism Marketing Corp., told KYW Newsradio.
The campaign will feature ads, a new website, social media and a series of events. Officials called it a first-of-itskind partnership between several organizations and cultural institutions, including the Pennsylvania Horticultural Society, the Philadelphia Convention and Visitors Bureau and Parkway Council Foundation. U.S. Customs and Border Protection drug-sniffing dogs found 130 pounds of cocaine worth about $4 million inside three unattended duffle bags at the Philadelphia International Airport. JUNIATA. Police took an alleged shooter into custody less than an hour after the third victim in Tuesday night’s quadruple shooting died. Dante Lugo, 14, who was shot in the back of the head and remained on life support through Wednesday, died around 9 p.m. Wednesday night. A U.S. Marshals Fugitive Task Force arrested his alleged killer, Axel Barreto, 30, at a Bensalem motel shortly before 10 p.m. and turned him over to police. He was charged Thursday morning with three counts of murder and related offenses. Barreto is accused of firing into a car packed with seven teenage boys. METRO

Welfare reform in Pa. begins to mixed reviews Philadelphia will soon see sweeping statewide changes to the welfare program, with asset limits imposed on those who want food stamps and mandatory drug testing required for participation in some welfare programs. “We certainly do live in difficult times, but it’s also difficult times for state and federal governments,� Department of Public Welfare spokeswoman Anne Bale said. The drug testing requirement signed into law by Gov. Tom Corbett last summer means testing randomly for 20 percent of all drug felons who want public welfare assistance. Additionally, a state Department of Public Welfare cost-reduction initiative will deny food stamps to those with a certain amount of assets, such as bank accounts and some homes and vehicles.
“It’s a throwback to the old days when they had the poor laws and the idea was if you were poor, you must have something morally wrong with you. It’s the opinion of the extreme right, who happen to have power right now in the state.� CITY CONTROLLER ALAN BUTKOVITZ
The two plans stem from a similar sentiment. “The way they are related is that taxpayers want us to and the government can no longer afford to have a wide variety of people on these programs,� Bale said. “Many of these issues are decisions made by taxpayers — we hear from them constantly.� A city anti-poverty advocate disputed that notion, however, and said the more stringent qualifications could end up costing taxpayers. “The cost of hunger is $167.5 billion per year and Pennsylvania is in the top five states. If anything, they ought to be investing more in the food stamp program,� said Mariana Chilton, director of Drexel University’s Center for Hunger Free Communities. Assets counted include cash, checking and savings accounts, stocks, bonds and saving certificates and personal property. The drug-testing requirement of drug felons is only currently in Schuylkill County, but officials hopes to expand it statewide May 1. The law mandates that at least 20 percent receiving cash assistance be tested.

How does “Contraband,” the new Mark Wahlberg smuggling movie, feel about smuggling? Well, it’s hard to tell. Smugglers are bad guys, especially when they’re smuggling drugs, but if they’re smuggling drugs to save their family then that’s OK. Using the profits from smuggling for your own ends is wrong and you shouldn’t do it, unless you use those profits to buy a house. All this cognitive dissonance is hardly unique to “Contraband,” but it’s a mark of the film’s roteness that these questions are the only thoughts the film inspires in its two-hour runtime.

that she makes one of Britain’s most controversial prime ministers completely sympathetic. But let’s face it, she could play Hitler and we’d all be crying for poor Adolf at the end. Known for her economic austerity measures and stance against trade unions in the 1980s, Margaret
Thatcher has just as many fans as detractors today. But what Streep and director Phyllida Lloyd present is a woman whose admirable determination transcends her own somewhat mixed political legacy. Even if Margaret Thatcher isn’t perfect, we at least know that Meryl Streep is. METRO/HP

What is the basis for all these claims that Ron Paul wants to expand our civil liberties? He wants to strip away power from the fed over our private lives and instead give that power (and then some) to the states. For the fans investigating the Wings for the first time, they really have to understand that there’s nine teams in NLL. And the best teams, players and coaches in the world are on those nine teams. If you put that in perspective, you got the best of the best. What are your expectations this season?
Well, we’ve been in the basement the last couple of years, but we added 18 new players last year and eight more this year. We realigned our coaching staff and made significant changes to address the fact we

with the mix of Canadian and American ballplayers. We have the highest number of U.S. ballplayers on any NLL team.
Do you set any goals before the season starts?
Our ultimate goal is to host playoff games. Reunite old Wings fans with the Wings and introduce new fans to the Wings. That, and having character guys. If you’re winning and doing good things in the community, the fans are going to jump on board, especially
hockey. It’s a battle, there are only two sports where you are allowed to fight: hockey and indoor lacrosse. I mean, it’s actually legal. And any time you get guys with weapons in their hands — in this case, a stick — they’re going to go at it. MIKE GREGER
