City to ban outdoor feeding of homeless in parks starting next month Mayor says it’s about health and dignity, but many are skeptical RIKARD LARMA/METRO
Starting next month, it will be illegal to feed homeless people in city parks, under a controversial plan announced by Mayor Michael Nutter yesterday. Nutter said the plan is intended to increase the health, safety and dignity of the city’s most vulnerable population. Once the new regulation takes effect, groups who feed the homeless outside will be permitted to do so outside City Hall, but they must register. Violators will be given two warnings and fined $150 for a third infraction. “Providing to those who are hungry must not be about opening the car trunk, handing out a bunch of sandwiches, and then driving off into the dark and rainy night,” Nutter said. While some homeless advocates voiced support for the plan, others say it will further harm the indigent and push them into the shadows. “You have to put new systems in place,” said Christine Vaganos, a Drexel grad student who has volunteered at city shelters. “I don’t believe they have the capacity for every homeless person.” William Wascon has been sleeping out near LOVE Park since losing his apartment recently. He decried the way

Museum and Rodin Museum on the Parkway later this year. “We have wrestled with this for some years and it just so happens it’s not linked to the opening of a particular place on the Parkway,” Nutter’s spokesman Mark McDonald said.
Outdoor feeding applies to the distribution of free food to groups of three or more people. It does not include food distributed with the authorization of the managing director’s office, the Department of Parks and Recreation or sponsored by a city
agency. Those interested in feeding at the City Hall site must submit an application to the city health department to receive an outdoor feeding certificate. The City Hall site will have water for handwashing and
portable bathrooms. No schedule for feeding has been set. The administration and stakeholders are developing a plan to encourage all those who are hungry and outdoor feeders to move indoors.

If Santorum made it to the general
election, 44 percent said they would vote for Santorum versus 45 percent for Obama. In other possible November matchups, Obama tops Romney 46 to 40 percent. Strange bedfellows? PETA and LFL Members of the Lingerie Football League’s Philadelphia Passion strutted their stuff outside The Gallery at Market East yesterday. But rather than rallying for a game, they tackled a different issue: animal cruelty. “PETA teamed up with the football league for a campaign to expose cruelty on fur farms,” Katie Arth of PETA said. “Most people have no idea animals are beaten to death, have their necks broken. ... This is a fun way to put out the information to the public.” PETA is teaming up with the Lingerie Football League in cities across the continent and has already staged similar demonstrations in Chicago, Seattle and Toronto. The campaign has also featured male
athletes in pro sports. A crowd of fans and curious onlookers gathered yesterday at Ninth and Market streets as the athletes waved signs and chanted in their team uniforms — bras and boy shorts. Many were impressed by the display of support, but a few of the bystanders felt the demonstration wasn’t driving the message home. “It’s a little distracting from the cause of killing animals,” Raymond Zigler said as he watched the girls. “They’re dressed skimpy — practically nude — and that sends more of an X-rated message as opposed to the one related to animal cruelty.”

Four people have been charged with beating a woman and setting her on fire after luring her to the city through a chat room, according to the Philadelphia district attorney's office. In yet another sign of the growing dominance of the digital publishing market, the oldest English-language encyclopedia still in print is moving solely into the digital age. The Encyclopaedia Britannica, which has been in continuous print since it was first published in Edinburgh, Scotland, in 1768, said it will end publication of its printed editions and continue with digital versions available online. The flagship, 32-volume printed edition, available every two years, was sold for $1,400. An online subscription costs around $70 per year and the company recently launched a set of apps ranging between $1.99 and $4.99 per month. The company said it will keep selling print editions until the current stock of around 4,000 sets ran out.

he results of Tuesday’s Deep South primary contests in Mississippi and Alabama confirm what many political analysts had probably already assumed: It’s going to be a long, nasty election season, folks. Rick Santorum emerged a surprise victor in mainland competitions on Tuesday, winning both Southern states despite organizational and monetary disadvantages compared with front-runner Mitt Romney. But the victories, while nice, ultimately proved hollow: Proportional delegate allocation (in which the three top contenders, having ended the close night mere percentage points apart, will each receive a similar share of the spoils), combined with Romney wins in two low-profile

@METROPOLITIK races in Hawaii and American Samoa, conspired to crown the more moderate contender the true winner of the day. Romney scooped up the most (estimated) delegates of the night, muddling the Santorum surge and reinforcing the mathematical reality that his substantial (estimated) delegate lead will line the path to his nomination. Then there’s Newt Gingrich, whose second-place finishes on Tuesday invalidate his so-called Southern strategy, predicated on the historian’s ability to sweep the more con-
servative U.S. states. The feisty former Georgia congressman failed to deliver wins in the region presumed to be most receptive to his patented big ideas — like moon colonization and helping poor children by giving them jobs cleaning schools. Regardless, Gingrich reiterated his intentions to stay in the race all the way, posing a serious threat to Santorum’s prospects, which fare much better given a one-onone battle with Romney.

K, but where does that leave us? Well, the same place we were before, mostly. Despite his losses Tuesday, Romney’s math argument, while not exactly inspirational, does hold a certain unassailable logic: Unless something big happens to change the race’s dynamics — like, for instance, Gingrich deciding to suck it up and drop out — it remains unlike-
ly for Santorum to top Romney in delegates. And, again, the name of the game is 1,144; any candidate that reaches this number of delegates will automatically be declared the Republican presidential nominee. Estimates put Romney way out in front. There’s another possibility, though less remote. If none of the candidates hits the magic 1,144 number, the nomination will go to a brokered convention, where party leaders will be forced to decide the nominee themselves. This is the outcome Gingrich favors. “I believe that after the primaries are over it will be obvious the so-called front-runner in fact didn’t get there, and from that point we will be in a whole different conversation,” Gingrich said in defeat. Lohan in trouble with the law again It’s been, what? A hot minute since Lindsay Lohan hasn’t been in trouble with the law? Her days-long winning streak is seemingly coming to an end after allegedly hitting a man with her brand new black Porsche and fleeing the scene in Hollywood late Tuesday night, according to TMZ. Lohan was reportedly trying to execute a three-point turn and avoid paparazzi while leaving a nightclub when her car made contact with the manager of a nearby hookah lounge. The manager, whose knee was supposedly grazed, initially said he was fine and didn’t need medical attention, according to paparazzi on the scene. But when he was informed that Lohan was behind the wheel, he reportedly began complaining about being injured. The man was taken to the emergency room and is said to be considering hiring a lawyer and pressing charges. Police sources tell the website that they will open a hit-and-run investigation if the man decides to press charges.
Barrymore is acting pregnant Drew Barrymore hasn’t responded to rumors that she and fiance Will Kopelman are expecting a child — but she’s not doing anything to dispel them. In fact, showing up at a lunch meeting at a restaurant carrying her own box of Saltine crackers — a morning sickness-combating staple — as Barrymore did this week probably doesn’t help prove pregnancy-watchers wrong. The Kasabian singer is a superstar in his home country, but in Austin, Texas, at the SXSW Music Conference, he is afforded the luxury of anonymity. Plopping down on a couch in the lobby of the Radisson Hotel, he wonders aloud if American popular music will ever experience another British invasion. “This obsession about breaking in America isn’t really happening anymore for English bands,” he says, scratching his unshaven neck. “It’s kind of gone, isn’t it?” But not for Kasabian. With their September-released “Velociraptor!”, the band is touring the U.S. for the first time in five years. “You can get carried away

I don’t know.”

Cole, 29, was selected in the fifth round back in 2005. They are
now signed through 2016 and 2017, respectively. On Tuesday, the Eagles agreed on a threeyear extension with tackle Todd Herremans, a fourth round pick in 2005. In other words, as NFL free agency rolls on, the Eagles seem content with their current roster. “We really feel that we don’t need any extra pieces brought to us in free agency,� Herremans said. “We feel that the team we have in the locker room can make a great run and go to the Super Bowl next year.�

Cole shot down rumors the team was trying to reverse the opinion that they didn’t sign their homegrown stars to bigtime contracts. “I don’t have that consensus,� Cole said. “They’re going to do what’s best for the team and what’s best for the franchise.� Then, some four hours later, the news broke that DeSean Jackson had signed a five-year deal worth an estimated $51

The Eagles have jumped into free agency with a unique approach. They are signing their own guys first. It’s a change of philosophy from the free agent spending spree the team went on last offseason. “We thought there were opportunities there to get some
players that can make a difference at key positions in free agency, but really what we want to do is draft and re-sign our own,” GM Howie Roseman said last month. Todd Herremans, Trent Cole and DeSean Jackson are all locked up for the long haul. Still, there are a few other players the franchise would be wise to throw money at. After the above deals, the Eagles saved an estimated $6.6 million in cap room, according to eaglescap.com, and have $21.9 million in space.

2. Evan Mathis The seven-year vet burst out of nowhere and took over as the starting left guard in 2011. He doesn’t get the accolades that linemates Todd Herremans and Jason Peters do, but he was every bit as effective and allowed zero sacks. It’s a surprise the Birds allowed him to get to
free agency — Mathis is considered as one of the top three guards available — especially after the way Howard Mudd’s line jelled with his addition.
3. Jeremy Maclin OK, this one isn’t a slam dunk. Maclin was a first-round pick, so he’ll be competitively compensated through 2013, when he could earn $3 million. However, if the goal is to keep the current nucleus together, then go ahead and rip up that rookie deal and avoid another DeSean situation in two years. Maclin was on pace for his best year in 2011 before a midseason injury. MIKE GREGER
