Under the measure, residents and groups could be fined for feeding people in city parks. They would instead be forced to take their programs indoors or on private property. Another alternative would allow groups to serve meals on the City Hall apron for the next year, but they would to receive approval from two city departments. The Nutter administration said the regulation is aimed at addressing health concerns and providing dignity to the homeless. Opponents claim the move would only further harm an already vulnerable population. "We all know that it sounds good, but it's just not realistic," City Councilwoman Jannie Blackwell told the city's Health Board. "We're not going to resolve the problem

Federal prosecutors in Colorado allege that a Philadelphia man provided money to a designated terrorist organization, the Department of Justice announced. Bakhtiyor Jumaev, 45, was taken into custody this morning by members of the Philadelphia FBI Joint Terrorism Task Force. He is charged by in the District of Colorado with one count of conspiracy to provide material support to a Designated Foreign Terrorism Organization — specifically, the Islamic Jihad Union, which is based in Uzbekistan. Authorities have been investigating Jumaev and his associate, Jamshid Muhtorov,

who was arrested in January 2012 on similar charges. Jumaev and Muhtorov allegedly pledged support for the IJU and Jumaev allegedly sent funds to Muhtorov, specifically intended for the IJU. The IJU is an extremist organization that is said to be responsible for a number of attacks and bombings, including attacks against Coalition forces in Afghanistan. The U.S. Secretary of State has designated the IJU as a Foreign Terrorist Organization. Jumaev was arraigned in U.S. District Court in Philadelphia. He faces a detention hearing on March 20 and will remain in custody until then. If convicted, Jumaev faces up to 15 years in prison.

GREEN DRAIN IN PA. BUDGET Gov. Tom Corbett’s proposed budget would further weaken Pennsylvania’s Department of Environmental Protection and drain funds from valuable environmental programs.

he governor’s proposed fiscal year 2012-13 budget would cut an additional $10.5 million dollars from the DEP general fund appropriation, reducing it to $124 million. The DEP state appropriation was cut $10 million last year, and its state appropriation has been reduced by $65 million since 2006. The Department cannot perform its mission reasonably with a budget below $170 million, according to former DEP secretary John Hanger. There has been about a 10 percent cut in DEP personnel since 2006. Non-union staff has not received a salary increase in Quoted four years. The governor would take $38.5 million from the Keystone fund in the Department of Conservation and Natural Resources budget. This program supports Community parks and recreation, land trust projects and state park and forest rehabilitation. The DCNR has estimated about a billion dollar backlog in state park and forest infrastructure projects. Corbett has proposed cuts to the DEP and these environmental programs while refusing to consider logical funding sources for them. The owners of the Philadelphia Inquirer and Daily News have announced 19 layoffs in the editorial department after 21 employees accepted buyouts, reports said. Philadelphia Media Network, which owns the two papers and Philly.com, informed editorial staff of the planned cuts last month. They have

been in secret talks with potential buyers to take over control of the company, but no sale has been finalized. The union that represents the affected workers said it will challenge the layoffs because there is no basis, according to reports. In a statement, the union said, “Perhaps instead of killing stories he didn’t like

about the sale of the company and trying to be seen as some sort of digital visionary ... [PMN CEO Greg] Osberg should be focused on properly staffing the newspapers in a manner that will allow more copies to be sold.” The layoffs are expected to take effect at the end of the month. METRO/SDL

Obama hit by health insurance ‘T-word’

To be, or not to be, a tax? That is the question in this month’s U.S. Supreme Court case testing the validity of President Barack Obama’s controversial healthcare system overhaul. At issue is the money that Americans will have to pay starting in 2014 to the Internal Revenue Service if they fail to obtain medical insurance. During his 2008 campaign, Obama promised not to raise taxes on families earning less than $250,000. That’s the same income bracket where a lot of people lack health insurance. So, as president, Obama and

his aides studiously avoided using the “T-word” as they worked to persuade Congress to pass the healthcare overhaul. Instead, they called it a “penalty.” Now enacted, the law refers to a “penalty” that must be paid if a taxpayer fails to get coverage. Health and Human Services Secretary Kathleen Sebelius said at a recent congressional hearing that the payment “operates the same way a tax would operate, but it is not, per se, a tax.” Just last month, acting White House budget director Jeffrey Zients said in a hearing that it was not a tax. Ford Motor Co. has been sued for allegedly selling trucks over a 10-year period that had defective fuel tank linings and for hiding the problem from consumers even as it warned dealers. s the Republican party waging a “War on Women,� and if so, are they winning it? The answers to these questions depend on whether you perceive the nasty legislative battle over the Obama administration’s health care mandate as one over religious liberty or women’s reproductive health. Leading Republican presidential candidates Mitt Romney and Rick Santorum say the president is trampling religious freedom by forcing employers to comply with a national health care law requiring insurers to provide contraceptive services for women. A Bloomberg poll released Wednesday reports that 62 percent of respondents think otherwise. (The poll also indicated that Democrats aren’t actually benefiting from the debate.)

o just what are Republican legislators doing? Following the failure to pass the controversial Blunt Amendment — which would have allowed employers to opt out of providing contraception coverage if it violated their beliefs, like, for instance, devout mysoginists — national lawmakers largely abandoned the issue, if not the rhetoric. But at least nine Republican-led states aren’t ready to move on, proposing to expand contraception exemptions or moving symbolic condemnations of the law. In Arizona, lawmakers take their support of religious liberty a step further than others, working to legalize firing workers over birth control use. What began with fallout over the Komen foundation’s now-rescinded decision to unfund Planned Parenthood and led to the Virginia invasive ultrasound bill (imposing barriers on a woman’s choice to

abort) segued effortlessly into the character assassination of Sandra Fluke — which has now devolved into attacks over the student activist’s “rich socialist boyfriend� and a vacation that apparently included some alcohol consumption. Then on Thursday, the story grew to envelop a Senate fight over the Violence Against Women Act, which provides funding to investigate domestic violence, passed with bipartisan consensus in 1994. Conservative activist Phyllis Schlafly says the law led to “divorce, breakup of marriage and hatred of men.� Republican Sen. Lisa Murkowski cautioned her party that it was “at risk of being successfully painted as anti-woman,� The New York Times reported.

hichever side you sit on, it’s hard not to connect the dots here. Republi-

cans accuse Democrats of political point-scoring; Senate Minority Leader Mitch McConnell said Dems were “manufacturing fights� over the Women Act. (Murkowski doesn’t see it that way. “This is too important an issue for women and men and families that we not address it,� she said.) McConnell’s argument isn’t, of course, unimaginable — U.S. politics seem to be a noholds-barred arena. But, in response, why are Republican legislators playing into this narrative? Maybe it’s because, despite public outrage, they think they’re the ones winning all the points. Ramesh Ponnuru of the National Review certainly thinks so: “The issue is likely to help Republicans in the fall, if they can keep their wits about them,� he writes. Boss by Southwest In a disarmingly funny and candid keynote address on Thursday, Bruce Springsteen talked about the state of modern music and shared a heartfelt history of his own journey. For more than an hour, he detailed personal politics, imparted words of wisdom for young musicians, discussed a host of artists across all genres that he felt indebted to (from the Sex Pistols to Elvis) and even revealed that he still plays guitar in the mirror. “Don’t you?” he asked the amused crowd of 3,000. “C’mon! You’ve gotta check out your moves!”

Jimmy Cliff One of reggae’s founding fathers seemed to be challenging himself to tone down his set on Wednesday night. Accompanied by only an acoustic guitarist and a drummer, the singer wore a simple red shirt and backwards baseball cap, and for much of the set, strummed a right-handed acoustic guitar that looked enormous on him in the lefthanded position. Though the arrangement was basic, Cliff’s performance was anything but. The 63-year-old Jamaican’s high, elastic voice still sounds so sweet and strong. His set was filled with songs that spanned his career and almost served as a testament that his catalog should be required listening for any self-respecting songwriter. When he belted out “Many Rivers to Cross,” it was a true moment of transcendence; when he updated his anti-war song, “Vietnam,” by changing

Bands with buzz The long lines for shows at SXSW can be a good resource for what to see next. And with many bands performing multiple times, you can always find out what’s worth the wait. Here are the ones who have been earning enough rave reviews that I’m going to try to check them out this weekend: Santigold, Alabama Shakes, I Am Oak, Henry Clay People, John Fullbright, Capsula, The Ettes, Dent May and JD McPherson.

the chorus to “Afghanistan,” it was a poignant reminder that although the place where we’re fighting is different, the situation remains the same. The only complaint with this set was that he finished on a song called “One More,” where he engaged the audience in a frenzied call-and-response that continued after he left the stage. With a title like “One More” and that kind of reaction from the crowd, one would think it was an obvious reason to come back for an encore. But no such luck.

Cotton Jones Mostly centered around the warm voice of singer Michael Nau, Cotton Jones is a six-piece from Maryland. From the stage of a bar called Swan Dive, Nau announced at one point that the band had a few more songs left. But after turning in a performance of “Somehow to Keep It Going” from the band’s 2010

Fiona Apple Kicking off NPR’s showcase, Fiona Apple made it easy to forget this was the same musician who had an infamous onstage meltdown in 2005. Vacillating between a low croon and a hoarse primal scream, she spent most of the set hunched forward with her arms at her side, as if she were possessed by her songs. soft-to-loud dynamic shifts that Apple’s songs demand. There were even a few times when the band wandered into jam-band territory. But where that can sometimes feel frivolous, when anchored by a truly commanding singer like Apple, it works. She ended the set with a seething rendition of her 1996 breakout hit, “Criminal.” If Apple truly did “need to be redeemed,” she certainly was on this night. album, “Tall Hours in the Glowstream,” he must have realized that it wouldn’t be possible to top it, so he said, “I guess that was our last song.” Instead of feeling like a bow of defeat or an excuse of time constraints, it felt like an acknowledgment that magic had happened in the way the sing-along chorus of “Come on, baby let the river roll” resounded.

When jazz classics meet the turntables On most nights, Rumor and Chris’ Jazz Cafe seem much farther apart than the block that separates them. At one, sweatdrenched crowds dance to electronic beats; at the other, diners quietly appreciate classic acoustic jazz sounds. On Friday, however, the two will be connected by blood, as Rumor hosts the hometown debut of DJ/producer Des McMahon, whose father, Alan McMahon, has booked the music at Chris’ for more than 15 years. “I sometimes forget how

much my dad has influenced me in doing this,� says Des, currently in his last semester at American University in Washington, D.C. “I’m just realizing recently how the stuff he pushed into my ears as a kid is starting to catch up to me now.� The most vivid example is his recent single “Urban Chords,� which features longtime Chris’ regular Tony Miceli playing vibraphone over a McMahon-created beat. “I listen to computer-processed music

Comfortably fun Brit Floyd may be the purest tribute band on the planet. The group, who re-create the music and live experience of Pink Floyd, broke off from another group of people playing the same songs that called themselves Australian Pink Floyd. This seems like an uncanny echo of the split between Floyd founder Roger Waters and the rest of the members who carried on without him. “I suppose it would be the logical thing to think that we’ve taken the tribute idea to its extreme and paid tribute to the actual politics of Pink Floyd itself,” jokes musical director Damian Darlington. But unlike the original Floyd, Darlington says the division wasn’t bitter. “There’s no feuding,” he says. “People want to go in different directions, so myself and all the other guys in Brit Floyd who have been doing all the tours in North

The inclusion of Luna and Bernal — two of Mexico’s biggest stars — is a treat, and newcomer Rodriguez is spot-on in this setting, considering her background is in Spanish-language soaps. Though this isn’t on par with Ferrell classics like “Anchorman” and “Old School,” it has its funny moments. Weekend recipe Guinness Marinade Corned Beef, Champ Potato & Cabbage Ingredients 3 lbs. of corned beef soaked in pint Guinness overnight 1 onion, chopped 5 cloves 3 bay leaves 9-10 black peppercorns 1 head of Savoy cabbage peeled potatoes, however many you see fit 5 oz. butter 1 ¾ cup cream 3 sliced spring onion

Public spaces, intimate loneliness When Genne Murphy moved back to Philadelphia, she gave herself a weekly assignment to write short plays inspired by oft-overlooked public spaces. “I was using it as a way to interact with the city and to remind myself that there are stories literally around every corner,� she says. “I was obsessed with the lonely places of Philadelphia — places that spoke to me when I was in them.� As the pages mounted, she

discovered a common thread to many of the characters: loss and addiction. By 2009 her first full-length play, “Hope Street and Other Lonely Places,� was born, featuring five lost souls culled from countless hours of inventing characters to weave into complex, urban, lonely landscapes. Azuka Theatre snatched the script up in short order, and the play will begin previews this weekend, marking Murphy’s first professional production.

Jermaine Jones: ‘You’re fired!’ Here’s the thing: You can get away with a few little white lies on your résumé if you’re applying to, say, a remote Applebee’s in some God-forsaken strip mall off the interstate. But when you are auditioning for one of the most powerful brands in the entire universe, a brand that has billions of dollars at their disposal to make sure nothing happens to tarnish their reputation, you should probably be up front with anything that might bite you on the butt later. It seems “American Idol” contestant Jermaine Jones didn’t get this memo. The top 12 finalist was disqualified from the show after the pow-

ers-that-be learned he’d kept his criminal background under wraps, having four outstanding arrest warrants in his home state of New Jersey and a history of using multiple fake names with cops. And so executive producers Nigel Lythgoe and Ken Warwick fired him on national TV Wednesday night, Donald Trumpstyle. However, the drama leading up to the evening (blogs have been buzzing with the Jones news since The Smoking Gun uncovered his unsavory past) did nothing to boost the show’s ratings. In fact, viewership was down 5 percent from last week.

New Orleans police have issued a warrant for Russell Brand in connection with an incident during which Brand reportedly hurled a paparazzo’s iPhone into an office window, according to TMZ. The warrant is for simple criminal damage to property, a misdemeanor. The website previously reported that immediately following the incident on Monday, reps for Brand contacted the law office involved and said Brand would pay for the damage to the window. And while Brand has made no official comment on the incident, he did make light of it on Twitter, posting, “Since Steve Jobs died I cannot bear to see anyone use an iphone irreverently, what I did was a tribute to his memory.”

A fifth consecutive trip to the NCAA tournament obviously means a lot to the entire Temple program. For fifth-year senior Michael Eric, it means everything. It means he’ll be extending his career, something he wasn’t always sure would happen. “Man, I’m excited to be playing, really excited,” Eric said with a grin last Sunday, right after Temple was selected as a No. 5 seed in this year’s NCAA tournament. “With the injuries I’ve had, I’ve learned to take nothing for granted. I’m ready for the tournament. Let’s go.” Eric fractured his right patella last season and missed last year’s tournament. Eric reinjured the same patella on Nov. 25 and wound up missing 13 games. The 6foot-11 center is averaging 9.1 points, 8.8 rebounds and 2.0 blocked shots per game — and his rebounding would have ranked second in the entire Atlantic 10, if not for the 13 games he missed. Numbers aside, he’s just thrilled to be playing. “When you have something taken away from you, it’s rough,” said Eric, who has earned his bachelor’s degree in
