NYPD sued for patrols in apt. buildings The New York Civil Liberties Union, along with a dozen tenants, sued the NYPD Wednesday for patrolling inside apartment buildings, saying residents are routinely stopped while simply going to check their mail. Nearly every day police “unlawfully” stop and ques-
tion residents of apartment buildings enrolled in a program called Operation Clean Halls, according to the lawsuit. “Taking out the garbage, checking the mail or, yes, even going out for a pack of Skittles, can result in you being thrown against the wall
for police questioning,” said Donna Lieberman, the NYCLU’s executive director. The lawsuit comes as national attention is focused on the racially charged case of an unarmed black Florida teenager shot dead by a neighborhood watch volunteer. Trayvon Martin, 17, was killed

Both the New York City and New York state health departments banned the sale of synthetic marijuana Thursday. The city Health Department issued an order, effective immediately, to get the drug off shelves and warned that all sales and distribution must “cease immediately.” “Because they are sold in stores, people may believe they are safe,” said city Health Commissioner Dr. Thomas Farley, referring to the small packets of the drug. “We are ... telling everyone in New York City to never use them.” Synthetic marijuana, which is manufactured by chemists in underground labs, is commonly sold as incense or potpourri. The drug looks similar to pot and is smoked the same way. It can be found on corner stores and in smoke shops citywide, sold under brand names such as “Mr. Nice Guy,” “Spice,” “Galaxy Gold,” and “K2.”

The drug has been available in New York City for about three years now. But, while growing in popularity, fake pot has been linked to in-
creased heart rate, seizures, loss of consciousness and even death. One Staten Island mother told the New York Daily News her 29-year-old son
wound up in a psychiatric hospital after he became addicted to the drug. That’s because synthetic marijuana is not pot, explain health experts. “Synthetic cannabinoids are made in a lab that have one effect in common with marijuana but potentially many other different effects,” said Dr. Robert Hoffman, director of the city’s Poison Control Center. “They are sold as herbal products, giving users a perception of safety. But, in fact, they are toxic drugs sprayed on plant leaves.” Anyone caught hawking the drug will be subject to fines. There is currently statewide legislation pending in Albany that would make selling it a criminal offense. That proposal, however, has yet to become law. CARLY BALDWIN

Calls about health effects from the use of synthetic marijuana to New York City’s Poison Control Center have increased in recent years: 4 calls were made about the drug in 2010. 71 calls were made in 2011. In some cases, symptoms have been minor, including shortness of breath, dizziness and vomiting. But other calls have been much more frightening, where callers report high blood pressure, hallucinations and seizures.

Wall Street banker tries to get stabbing case tossed in court Cabbie: Morgan Stanley exec stabbed me, yelled slurs Banker says he thought he was being abducted A top banker at Morgan Stanley accused of stabbing a New York cab driver over a fare asked a Connecticut judge to dismiss the case Wednesday in a Stamford court. A lawyer for the banker, William Bryan Jennings, said the cabbie contradicted himself in statements to the police. Jennings, 45, is accused of attacking the driver, Mohamed Ammar, on Dec. 22 with a 2.5inch blade and using racial slurs after a 40-mile ride from New York to the banker’s home in Darien, Conn. Ammar, 44, a native of
Egypt and a U.S. citizen, said Jennings called him an expletive and said, “I’m going to kill you. You should go back to your country,” according to the police report. Jennings said Ammar told police the night of the incident that it occurred in or near the driveway of Jennings’s $3.4 million home, and that he drove away with Jennings in the car and was then able to dial 911, according to the filing. A week later, the driver said the stabbing happened after he had driven off to find police and that they
were on Route 1 in Darien, according to Jennings’s filing. “These locations are at least a mile apart,” according to the filing. Jennings faces assault and hate-crime charges, which each bring a maximum sentence of five years in prison. He’s also charged with not paying the fare. He pleaded not guilty on March 9, saying he never threatened to kill Ammar or told him to go back to his country. He has been put on leave from Morgan Stanley. A pre-trial hearing is set for April 12. BLOOMBERG
A high-ranking Morgan Stanley banker accused of stabbing a cabbie in a fight over a fare has been put on leave from the firm.
Dispute began over taxi fare Jennings flagged Ammar down in front of Ink48, a hotel on Manhattan’s West Side, sometime before 11 p.m. after the banker said his car service didn’t appear, according to the police report. The taxi driver told police he and Jennings had agreed on a $204 price for the lengthy trip. He also said that
before they left for Connecticut, he showed Jennings the NYC Taxi & Limousine Commission’s rate book listing the fare at $204. The banker said he didn’t discuss the fare and he assumed the cost would be $125 to $150, which is what Morgan Stanley’s car service charged, according to police. He had never taken a yellow cab home before, he said. After demanding $294 Ammar “unlawfully
restrained” Jennings by driving away with him in the car, to the point the banker feared he was being taken back to New York City, he claims. Jennings said he never stabbed Ammar, and that the cabbie cut his hand while trying to grab his pen knife. Jennings said he showed the knife to Ammar after he feared he was being kidnapped, and that Ammar grabbed it and then claimed he was cut. BLOOMBERG

Some on the left point out that government already forces citizens to buy all sorts of things, like military weaponry, highways and programs like Medicare and Social Security. And that broccoli is completely different from health insurance, since Congress can, under the necessary and proper clause, force citizens to engage in commerce in order to fix a national hazard. The right sees any such mandate as an overreach of federal powers.
Much of the right-wing celebration this week revolved around harsh questions the court’s conservative justices aimed at the government over the law’s individual mandate, which forces most people to buy insurance. These justices, who outnumber the more liberal judges 5 to 4 and therefore have the power to squash the law on their own, strongly questioned whether the government’s ability to force compulsory coverage would have a “limiting principle.”

Did you hear that the Supreme Court found Obamacare unconstitutional this week? Well, it didn’t. Not yet, at least. The truth is, nobody really knows how the court will rule. But that hasn’t stopped plenty of people from declaring the law’s individual mandate dead on arrival. We’re going to try and cut through some of the bluster and wishful thinking to explain the facts of this very complex political issue.
What are federal powers?
The Constitution sets out certain enumerated powers to the government — things the feds can legally do. If it’s not in there, they can’t do it.
Um, OK, but what’s that mean?
Basically, the justices want to determine what sorts of limits the government has under the Obama administration’s interpretation of the law. Specifically they wondered: If the federal government can force everyone to buy insurance, what’s to stop them from, say, mak-

Obama, maybe, but that’s a hard sell: It’s tough to argue that the president could benefit from the court declaring his signature legislative achievement a violation of the country’s founding document. It would certainly be, as Republican Gov. Bob McDonnell of Virginia has put it, “a tremendous validation.” On the other hand, there may still be good news for liberals: If the nation loses Obama’s health care solution, we’ll just need to find a new one — and single-payer, which the left has always preferred, is clearly constitutional. US autism rates reach new height About one in 88 children in the United States has autism or a related disorder — the highest estimate to date, U.S. health experts said on Thursday. The estimate from the Centers for Disease Control and Prevention represents an increase of 25 percent since the last analysis, in 2006, and double the reported rate in 2002. Household income grew at a faster pace in the fourth quarter than previously thought as the jobs market strengthened, a development that could underpin consumer spending. The Commerce Department said on Thursday real disposable income rose to a seasonally adjusted annual rate of $11.73 trillion, $10.6 billion more than previously estimated. While its final estimate left growth in gross domestic product at an unrevised 3 percent pace last quarter, when measured from the income side, the economy expanded at a solid 4.4 percent rate — the quickest since the first quarter of 2010. Economists said the strong rise in gross domestic income, which followed a 2.6 percent advance in the third quarter, reflected stepped-up hiring. REUTERS

Oh God, another ‘Titans’ Sam Worthington isn’t afraid to express how he feels about “Clash of the Titans”: “I’ve been in the 3-D movie that was the most revered and the most slighted,” he says, referencing his monster hit, “Avatar,” and the original “Titans” film, which now has a sequel. Worthington returns in “Wrath of the Titans” as Perseus, out to save his dad Zeus (Liam Neeson) from the evil Hades (Ralph Fiennes) and the god of war Ares (Edgar Ramirez). Worthington assures us, despite being a “p—y actor,” this new film is better than the first. Why are people still into the Greek gods today?
I just feel that they deal with big themes like destiny and responsibility that are still relevant to us today. That’s why you go with these mythological tales or Shakespeare that have survived, because we find relevance in them in our own society. Did you sustain any injuries on set?
I don’t like talking about that. I’ve got mates that play rugby, so they think I’m a p—y actor, so I don’t ever talk up what happens to me. A couple of bruises, but that’s the nature of this type of film. That’s just by investing yourself in these weird action scenes where you are fighting a guy in a green suit. Do you think 3-D is

Jim Lahey has some pretty strong feelings about the runof-the-mill slice of pizza. “It’s all horrific dogs—. Shameful. Horrifically dumbed down, horrifically unhealthy,” says the owner of New York’s popular Sullivan Street Bakery and Co. pizza restaurant. “All the pizzerias all over the country are supplied by this mass supply chain which I call ‘the pizza industrial complex.’ And it’s all canned and processed sauces, mass-manufactured cheese — and that is the golden standard globally for what pizza is. And I think that’s what ruins food.” His solution starts at home. Lahey took his famous and simple no-knead bread-making
Why pizza? “I love the format,” says Lahey. “I love making food with bread. I like the idea that the bread is the plate, you know? The flat bread is in a way a canvas and your ingredients represent the palette, the color.”

It’s part of our culture. I think there’s a place for things to eat on the quick,” says Lahey. “But, if you can make a better [product] at home than you can buy, then perhaps [it will force restaurants] to step up their game and try to make a better product.” TINA CHADHA

Margherita Pie Pizza dough recipe Makes four balls of dough, enough for four pizzas Ingredients 500 grams (17 ½ ounces or about 3 ¾ cups) all-purpose flour, plus more for shaping the dough 1 gram (1/4 teaspoon) active dry yeast 16 grams (2 teaspoons) fine sea salt 350 grams (1 ½ cups) water Directions 1. In a medium bowl, thoroughly blend the flour, yeast and salt. Add the water and,
with a wooden spoon or your hands, mix thoroughly. 2. Cover the bowl with plastic wrap or a kitchen towel and allow it to rise at room temperature (about 72°F) for 18 hours or until it has more than doubled. It will take longer in a chilly room and less time in a very warm one. 3. Flour a work surface and scrape out the dough. Divide it into four equal parts and shape them: For each portion, start with the right side of the dough and pull it toward the center; then do the same with the left, then the top, then the bottom. (The order doesn’t actually matter; what you want is four folds.) Shape each por-
tion into a round and turn it seam-side down. Mold the dough into a neat circular mound. The mounds should not be sticky; if they are, dust with more flour. 4. If you don’t intend to use the dough right away, wrap the balls individually in plastic and refrigerate for up to three days. Return to room temperature by leaving them out on the counter, covered in a damp cloth, for two to three hours before needed. Note: Don’t freeze the dough, but you can store it in the refrigerator, wrapped in plastic, for up to three days. When you’re set to use it, you have your own ready-made dough.

an electric oven), until the top is bubbling and the crust is nicely charred — but not burnt.

Using the peel, transfer the pizza to a tray or serving platter. Sprinkle the parmigiano-reggiano and salt evenly over the pizza. Distribute the basil on top. Slice and serve immediately.

For the first time in recent history, Lindsay Lohan is not on probation, in jail or falling out of a car. At a hearing Thursday afternoon, Judge Stephanie Sautner — who has, historically, not been a fan of Lohan or her courtroom circus — ended the actress’ formal probation after agreeing that her community service was successfully completed. In return, Lohan is required to obey all laws — even the annoying ones that we nonfamous people abide by — for two and a half years. “I know it’s kind of hard when people are following you all over the place, but that’s the life you chose,” said Sautner. “I’m not going to give a lecture, because you know what you need to do. From Chekhov to sci-fi, anything goes ‘Restless Eye’ brings a movie theater touch to the dance floor What you can expect runs the gamut IAN DOUGLAS
“Restless Eye,” David Neumann’s new, hour-long work, feels cinematic — and that’s no accident. He’s acted in films, notably those of Hal Hartley, for years. The New York Live Arts stage is huge, big enough for three or four things to happen side by side, and Neumann’s cast of five shares it with a piano swathed in plastic and a tall white structure designed by Gordon Landenberger that looks like a kid’s drawing of a house. It serves as a screen for diverse, complex video projections by Tei Blow. A white dropcloth at the back serves as verandah and picnic blanket. The actor/dancers pass microphones back and forth to declaim re-circulating fragments of text by Sibyl Kempson, and they wear special headsets designed to let their brain waves control the lighting (otherwise designed by Christine Shallenberg). The recorded voices of astronauts, a sudden thunderstorm and equations from physics wash across the stage, creating a Dada fusion of Chekhov, the natural world and the outer reaches of space. Before Wednesday night’s game, Ewing, an assistant with the Magic, wasn’t shy in saying he’d love to be coach of the Knicks should the team not retain interim coach Mike Woodson. “I’d be interested in any job, but this is home, naturally,” Ewing told ESPN. “I still have my place [in New Jersey], and I’d love to interview for any job, here or anywhere.” Ewing has only been interviewed for a head job once, despite now serving as an assistant in Washington, Houston and Orlando for a combined eight seasons. “I think I’ve paid my dues,” he said. “I’ve been an assistant coach for eight, going on nine years, and I’d love to have an opportunity to get an interview.” METRO

Long before Linsanity and the melodrama of Mike D’Antoni, the Knicks were feeling confident they had found a future star in rookie Iman Shumpert. Now, three months later, there is a definite feeling of deja vu. Shumpert is again the talk of the Knicks, specifically his defense, which was already good and is now becoming great. “I loved it,” center Tyson Chandler, himself known for his defensive mentality, said about Shumpert after the team’s impressive dismantling of the Magic on Wednesday night. “I told him that we need him to play like that the rest of the year. He completely changed the game. When he gets into guards like that, he takes them out of the game.” It didn’t hurt that Shumpert also contributed a career-high 25 points. But it was the defense he played on Jameer Nelson and Jason Richardson that garnered much of the attention postgame. “He was phenomenal on

Maybe it will be due to injury, or maybe it will be because the normal closer gets rocked for a week straight. The bottom line is fantasy owners put more emphasis on the closer’s role than managers. Also, you don’t have to be Sandy Koufax to be able to get three outs consistently. We’ve seen mediocre, or even bad pitchers, rack up 30 to 40 saves in any given season. Here are some candidates to acquire saves cheaply this season:
Coors light Rafael Betancourt is coming at a major discount because he pitches in Colorado and he’s never been a full-time closer before. Of course, he also has a career 3.18 ERA and 1.08 WHIP. Most importantly, he has absolutely no competition behind him for the job.
The handcuff Javy Guerra is the Dodgers’ unquestioned closer. However, setup man Kenley Jansen has the better stuff. We can draft both because Jansen will still be a fantasy asset even if he’s not getting saves.

Snee said it was “something that had to be done,” but that he didn’t plan on missing any of the team’s offseason workouts or minicamps.
