The Philadelphia Police Department has neighbors on alert after they received three reports of suspects impersonating utility workers to gain access to victims’ homes. In one of the incidents, a man and a woman identified themselves as city workers to a homeowner on the 300 block of Ritner Street and said they needed to check for faulty outlets. Once inside, they stole $1,000 in cash.

In wake of voter ID suits, how hard is it to get ID? Obtaining a state-issued ID requires documentation, time, money, transportation and knowledge of how, or ability to, navigate several government systems The Pennsylvania chapters of the American Civil Liberties Union and the NAACP posted nearly identical statements on their respective websites announcing that they are looking for plaintiffs in preparation for a legal challenge of the state voter ID law’s constitutionality. Gov. Tom Corbett signed the law last month, making Pennsylvania the 16th state to require photo identification in order to cast a ballot. Critics say this will disproportionately affect the elderly, disabled, minorities and the poor — many who have traditionally voted Democrat — in a year when a Democratic president is seeking re-election. Two state representatives from Philadelphia yesterday announced a bill to repeal the law. What's the big deal about

First, you have to physically show up at a PennDOT office. Once there, you must present your social security card plus either a birth certificate, certificate of U.S. citizenship or a passport. You say you don't have any of those documents? That's where it gets hairy. You'll have to get a birth certificate through the Division of Vital Records, which requires a paystub, tax form or lease. And if you work under the table or not at all, live in a

boarding house or don't have a home, well, you're kind of screwed. If you were lucky enough to get through step one (yes, step one), now you need a Social Security card. That requires proof of citizenship and/or age, which you just got in the form of your birth certificate. It also requires proof of identity. Which brings us back to the government ID issue which, remember, you still don't have. The Social Security Administration may accept military and employee IDs, school IDs and records, health insurance cards and medical records. Cynical poll-watchers will point to depressing numbers for the upcoming April 24 primary in Pennsylvania — the state Santorum represented in Congress until 2006 — as a simple reason for his departure. A loss in his “home state” would have dealt the Santorum brand an embarrassing blow, especially after the 18point defeat he suffered just six years ago, the largest losing margin of an incumbent senator for some 30 years. As it stands, the surprisingly successful campaign could give the candidate the chance of another presidential run in 2016. The Romney campaign had already committed to throwing $2.9 million into the Pennsylvania race and ending Santorum once and for all. Adding insult, the ad assault was going to aim squarely at his Senate loss. “We fired him as senator, why promote him to president?” one ad asked.

f course, there remain three total candidates in the Republican race: Former House Speaker Newt Gingrich has vowed to stay in all the way to the convention, and Rep. Ron Paul has yet to repudiate his mysterious caucus strategy. Then there’s Romney, still as ever the likely nominee. There are some (see: us) who say the conservative crusader never stood a real chance at the highest office in the nation. But for all of Santorum’s detractors (see again: us) it’s hard to deny the campaign’s accomplishments. What began as a shoestring effort launched out of a borrowed pickup truck emerged as a real candidacy capable of moving issues starkly rightward. And though he’s officially out, his impact persists. Behind the longest siege

Bombings were a daily occurrence for years.

The Siege of Sarajevo — which began April 5, 1992, and ended effectively in February 1996 — turned the Bosnian city into the longest continuous urban battlefield in modern history. In a city of roughly 500,000 in 1992, more than 12,000 people died, including about 1,500 children, according to the United Nations. It began when an army of Serbs began attacking the city following the independence of Bosnia and Herzegovina.

Rikard Larma has a laid-back, affable approach to life, despite working for nearly four decades in the fast-paced world of journalism. That ease is his work’s saving grace, what’s kept him in the business so long — through his early years as a celebrity and sports shooter to his shrapnel-marked years as war photojournalist to his current work in Philadelphia. Larma, 58, was a successful photographer when war roared into his city. But the Siege of Sarajevo, which began 20 years ago last Thursday, transformed him from a locally respected photographer into an Associated Press photojournalist whose pictures would grace the cover of The New York Times and Newsweek.

He returned last week to reminisce with fellow journalists who lived and worked through the siege that lasted almost four years from April 5, 1992, to early 1996. He shared some of his most poignant photos before departing for his native land. (He proudly became an American citizen last year.) “The line I’m holding and telling when I did exhibitions of these same pictures in the past, it was that I want to show them and [have those people in them] not be forgotten,” Larma said. Twenty years later, on the precipice of that return to Sarajevo, he seemed a reluctant historian of the time leading up to the war that he says began over disputes related to the small na-

Did Lisa Rinna make a career misstep? It Depends! Maybe you’ve seen Lisa Rinna star in a new Depend adult diapers commercial. But in case you haven’t, here’s the recap: The 48-year-old is filmed wearing a skintight black dress on the red carpet — but, surprise! She’s also wearing Depend’s new Silhouette for Women line underneath that dress. “I am wearing an evening gown, for God’s sake!” she says in the commercial. “And you can’t tell I have it on. Check out the boo-tay!” She then commands her poor husband Harry Hamlin to touch her tush to check it out for himself. Surprising? Yes. t may seem harsh to refer to your main character as a b—. But there’s really no other way to describe opportunist Chloe (Krysten Ritter) in the new ABC sitcom “Don’t Trust the B— in Apartment 23.” With the self-professed “morals of a pirate,” Chloe is an unaffected schemer whose only loyalties lie with her close friends. “If Holly Golightly and Satan had a child, it would be my character,” admits Ritter. James Van Der Beek, who plays Chloe’s best friend James Van Der Beek in a gleeful sendup of the “Dawson’s Creek” star, has a slightly different view: “[She’s] the love child of Lucille Ball and Sid Vicious,” he says. No matter her mythical parentage, Chloe tiptoes the line between bad and just plain awful — in the pilot, she robs her sweet, new-to-New-York roommate, June (Dreama Walker) — which means the balance between audiences loving or loathing Ms. B is even more precarious. But Ritter rationalizes that Chloe’s actions, despite how outlandish they seem, aren’t always selfish. (Wait till you see how Chloe suggests June dump her boyfriend in tonight’s pre-

And Martin Scorsese’s “Hugo,” an homage of sorts to silent film innovator Georges Méliès, took home its share of statues as well. But there has also been an increasing number of young composers who are creating new live scores for classic silent movies in order to revive them for contemporary audiences. I haven’t gotten any details. I spoke with the people of that institution. They gave me a call and told me to mark it on the calendar, to be there. As far as the details of what’s going to happen, I haven’t received any sort of itinerary or schedule. It’s something I’m just trying not to think about until it gets closer. It’s not that I don’t appreciate it. It’s a great thing, and it’s great for all the people who supported the band over the years.

Weren’t you and Izzy kind of like ships passing in the night?

I understand that you’re still friends with everybody who has been in the band through the years, is that right?

Oh yeah. That was on my jacket.

Friendly, I’d say. I haven’t talked to a couple of the guys at all since they left. But Duff [McKagan, original bassist] got up and jammed with us in Seattle and Vancouver last year. His band, Loaded, opened up for us, which was fantastic. Izzy [Stradlin, an original guitarist] came and did a few shows with us and sat in, in 2010, which was cool.

Yes I did. I’m on the pinball machine, and I can’t remember what it was that triggers it, but you can get the “Dizzy ball,� and it starts going crazy and you can score a whole bunch of points. I think it was patterned after me after too many vodkas or something.

No, we played together. When I actually joined the band, it was still the original five guys. With Steven [Adler, original drummer], we recorded “Civil War,� and then I didn’t see him again, and then we had a new drummer. But Izzy toured with us right up to when the “Use Your Illusion� albums came out. I just remember the video that featured a sign that said, “Where’s Izzy?� And you’ve been immortalized, by making it onto the Guns N’ Roses pinball machine as well ...

risis management pro Olivia Pope is the textbook Shonda Rhimes heroine: smart, driven and a complete mess in her personal life. Exchange the power suit for scrubs, and Olivia would fit in perfectly in either of Rhimes’ other shows, “Grey’s Anatomy” or “Private Practice.” Strong but flawed is what the writer does best, though she had a little help conceptualizing her protagonist for the new ABC drama “Scandal” — Olivia is based on real-life crisis manager Judy Smith, the founder of a highpowered strategic and crisis communications firm who also served as an assistant U.S. attorney and president George H.W. Bush’s deputy press secretary. “The world that I live in is very high-stakes. It’s very fastpaced,” Smith says matter-offactly. “And what [Shonda and her team has] done is a terrific job at dramatizing that in a very unique setting.” The setting is Washington, D.C., “the nexus of power for so many different industries and so many different fields,” says actress Kerry Washington, who plays Olivia with equal fierceness and vulnerability. A few days ago, I was walking around the George Eastman Mansion in Rochester, N.Y., blissfully unaware that Facebook was preparing to buy Instagram for $1 billon. I loved the tour. Eastman and his company, Kodak, turned early photography — an incredibly a cumbersome and rarified process in the mid-1800s — into a portable, easy-to-repeat consumer obsession. Today, the obsession continues — but largely without Kodak, which is now mired in bankruptcy. In its place is, I guess, Instagram, the $1 billion baby. I still haven’t decided if I’m happy that Facebook bought the digital photography app and social network. I am an Instagram user. I think I first noticed it when I saw some shared images on Twitter that reminded me of old Instamatic photos. That was clearly the appeal of

Instagram: the ability to take everyday digital images from your iPhone (now Android, too!) or photo library and apply a filter that made the picture look like it was taken by a camera that Kodak made more than 50 years ago. There would be no Insta-

Clearly, the easy-to-use, lowcost and very portable camera influenced the Instagram team. Too bad Kodak couldn’t have seen as far ahead as Eastman once was. Maybe it could’ve come up with the idea of Instagram. That’s a fantasy. The reality, though, is that Facebook and Instagram probably do owe Kodak something. Without Kodak, there would be no Instagram — and I bet Facebook would be a much duller place, too.

The 10-year, $225million Joey Votto extension in Cincinnati was even more stunning. No one wants to say it, so I will. There’s a significant chance that Hamels is leaving after this season. Despite what all the voices are saying,

the logic just seems to be making a stronger case for his departure.

ole Hamels is a West Coast kid if ever there was one. He grew up in San Diego, his parents still live there, his wife was a star on “Survivor,” his first two public appearances after the 2008 World Series were on “The David Letterman Show” and “Dancing With the Stars,” and, well, look at him. Does he look like one of us? The Padres could never raise enough money to lure Hamels back, but the Dodgers are another story. Magic Johnson and his partners just paid $2.15 billion for the Los Angeles franchise. Is anyone dumb enough to think they would balk at $175 million, or even $200 million, to bring Hamels home? The Phillies have already cost themselves a fortune by waiting this long to lock up their most valuable commodity. They low-balled him last winter with a five-year, $85-million offer that matched Jered Weaver’s hometowndiscount deal with the Angels. Now it’s going to cost them double that, at least, to keep him. With every day that passes, the price goes up for Cole Hamels. Whatever it takes, the Phillies have to pay it. Crosby Hey, I’m the last one to complain about a corporate world of broadcasting that has made me financially comfortable after a quartercentury of public babble, but the sublime really is be-

coming the ridiculous these days, isn’t it? Was NBC upset about the sexist “skirt” line or the “punk” reference, or maybe the suggestion that Crosby had suffered “35 or 36 concussions.” What was the problem, exactly? The problem was that Milbury made someone in power angry. My best guess is that it was the Penguins, as sanctimonious a collection of sports bureaucrats as exists in sports. When the Penguins screamed at one of the upwardly mobile office politicians at NBC, it was time to flex some corporate muscle. Two days after that controversy, Rangers coach John Tortorella called the Penguins “one of the most arrogant organizations in the league” and portrayed Crosby and star teammate Evgeni Malkin as “whiners.”

First things first. Roy Halladay is the best artist on the pitching mound since Greg Maddux, but this first-inning issue is getting ridiculous, isn’t it? I know I’m nitpicking here, but how can a perfectionist like him continue to struggle with this one tiny aspect of the game. Come on, Roy. Fix it.

The Birds made the right move with Bell, for once.

The Bell curve It took only one week for the Eagles to replace irreplaceable Jason Peters with Demetress Bell, a young offensive tackle with a fascinating past and a promising future. For once, the Birds made a move that the city can embrace. Bravo. Usually, it takes months (or years) for the Eagles to acknowledge a major void. Heck, it took a decade for Andy Reid to address his vacuum at linebacker. But this time the Birds swooped in and plucked Bell from a bevy of suitors. He is not Peters, but he’s not bad. Keep in mind that Bell

played no high-school football at all and then missed the entire 2008 season serving as an apprentice to Peters in Buffalo. He is a perfect young student for legendary line coach Howard Mudd. What Bell lacks most is experience. When I talked to him last week on WIP, Bell said he chose the Eagles because of the opportunity to work with Mudd and confide in Peters, and because Philadelphia is a long, long way from Buffalo in intensity. He wants to be challenged. Philly should help there. So what has he already learned about being an Eagle? “Everybody tells me the same thing: Win. You’ve got to win.” Sounds like he’s a fast learner.

Max Talbot, then a Penguin, put his right index finger to his lips on his way to the penalty box as if to quiet the Flyers fans that seconds before were cheering the beating that Dan Carcillo had just served up. In Pittsburgh, it’s known as “The Shhhhh.” The Flyers were up 3-0 in Game 6 and down 3-2 in the quarterfinals to Pittsburgh. At 4:21 of the second period, Talbot singlehandedly turned the series around. The very next shift, the Penguins started a brigade of five unanswered goals — one on an empty net — and ended the Flyers’ season. “We came back,” Talbot recalled. “We were lucky enough to come back. We scored big goals and we won the series. It became a special moment. It’s gonna stick with me and it’s great because we were able to win the Cup after this.” That signature gesture is just one of the reasons the Flyers-Penguins rivalry has been so heated recently. The Penguins have taken the last two of the five playoff series these teams have played, and the Flyers want revenge. “You always hate teams that are good, that play you

The NHL broke new ground by doubling the size of the league and adding six new franchises for the 1967-68 season. Two of those teams — the Flyers and Penguins — are still around. While the cross-state rivals didn’t cross paths in the postseason until 1989, the Flyers and Penguins have been frequent combatants since. “The fans always remind us how they hate the Penguins, and I’m not a big fan of them, either,” said Claude Giroux. Talbot silences Philly, 2009 Having battled back from a 3-0 hole to win the next two games, then surge to a 3-0 lead in Game 6, the Flyers had all the momentum. That’s when Pittsburgh’s Max Talbot — after losing a fight to Dan Carcillo — held his finger to his mouth to quiet the Philly fans. More than that, it inspired his teammates as they went on to score five unanswered goals and clinch the series.

It’s all about the hangers “The least expensive thing you can do to get your closet organized and cleaned up is to buy all the same style and color hanger,� says Fascitelli, who prefers using a neutral color. For her

To fold or to hang? The general rule is “hang everything you can,� says Fascitelli. If you don’t have too much space on your closet rod, the items she specifically feels should be hung are coats, pants, dresses, suits, tailored shirts, silk blouses and gowns. The best items to fold and store on a shelf or in a drawer are T-shirts, sweaters, gym clothes, jeans and delicates — such as beaded and cashmere pieces. www.archipelago-usa.com
