“What is the sense or logic behind handcuffing and putting this young woman in a jail cell?” Weiss said, pointing out the child already lived in fear of walking alone at night.

“Why did none of the adults with authority simply ask this honors student with no history of trouble why she had pepper spray?”

Through nonpunitive diversionary programs, young people who commit minor offenses are prosecuted, defended and tried by their peers, then sentenced to penalties like restitution, written apologies or community service.

“How I act today is a result

“I’m absolutely positive if the youth got the opportunity I had, the youth court can be a major component in the fight against violence.”

Some Philadelphia public schools still operate the program, but district-wide implementation was axed in 2009 due to a leadership change, one school official said.

Youth courts got smaller, not larger After discussing her positive experiences with youth courts, Department of Human Services Commissioner Anne Marie Ambrose said that she was forced to cut funding to them last year. “I think it gives you some context in very tough economic times, even commissioners who know benefits of the program have to make hard decisions,” she said.

“We’re looking for the quarters in the couch to pay for the dollars we don’t have,” Jones said.

“But when we look at the cost of not doing this ... the malcontent today becomes the defendant who, later in life, we have to deal with for a plethora of costs.”

He said that converting an empty classroom into a mock courtroom could cost up to $30,000.

merger, so the costs — which could total $1 billion — will be shouldered by the schools themselves.

The New Jersey Senate’s Budget and Appropriations Committee voted Monday evening to approve the bill merging the two schools, despite the lack of a clear budget or funding plan. An amendment to the bill will push the merger back to 2013.

Another projected cost is $600 million of debt carried

by the University of Medicine and Dentistry of New Jersey.

Since UMDNJ would become part of Rutgers under Christie’s plan, Rutgers would be responsible for that debt.

Candace Straight of the Rutgers governing board estimates that Rutgers tuition could increase by 15 percent for every $100 million of UMDNJ debt. The full Senate will vote on the bill Thursday; the Assembly also needs to approve it. JUDY WEIGHTMAN

Local glutton ‘El Wingador’ busted in sting The man who put Philadelphia on the map in the world of competitive eating has allegedly been caught up in another compulsive habit: cocaine.

William “Bill” Simmons, 50, who at one point earlier last decade had won three straight Wing Bowls, was pulled over Friday in Harrison Township, N.J., and busted for allegedly possessing a large quantity of powder cocaine, according to a release by the N.J. state police yesterday.

“It is regrettable that Mr. Simmons’ notoriety has taken a negative turn. However, the Gloucester County Prosecutor’s Office works closely with other law enforcement agencies to stop the significant distribution of controlled dangerous substances that is reflected in the charges against him,” Gloucester County Prosecutor Sean F. Dalton said in a statement yesterday.

Police allegedly found

$8,000 in cocaine and $4,000 in cash in Simmons’ car. They also searched two residences related to him, state police said.

Simmons is a five-time champion of Philadelphia’s biggest competitive eating event, the Wing Bowl, which began back in 1993.

Last year, it sold out the Wells Fargo Center with a crowd of about 20,000. When Simmons first won the event in 1999, he took home the crown for devouring 113 wings in the allotted time.

Last year, he placed third in the event won by Japanese competitive eating legend Takeru Kobayashi, who ate 337 wings in 10 minutes. Simmons ate 250.

El Wingador did not respond to an e-mail seeking comment.

University student convicted of bias crimes for using a webcam to spy on his gay roommate’s sexual encounter was released from a New Jersey jail yesterday after serving 20 days

of his 30-day sentence.

Dharun Ravi, 20, looking unshaven, left the Middlesex County jail shortly after 8:30 a.m. accompanied by his attorney. They left from a side exit and avoided a throng of media that was awaiting his release.

Ravi received a 10-day credit for good behavior, allowing him to leave after serving 20 days of his 30day sentence imposed by Judge Glenn Berman.

Jerry Sandusky’s defense attorney Joe Amendola arrived at the Centre County Courthouse yesterday.

Lawyers sought to discredit the prosecution’s case in the Jerry Sandusky child sexual abuse trial yesterday by suggesting investigators had coached testimony from one of the former Penn State assistant football coach’s alleged victims.

Asked as he arrived at court whether he would put Sandusky on the witness stand as the trial entered its final stages, defense attorney Joe Amendola told reporters: “Stay tuned.

Come on, it’s like a soap, you have to wait and see.”

“Is it ‘Days of Our Lives?’” a reporter asked in return, referring to a long-running U.S. daytime television drama.

“I think it’s ‘General Hospital,’” Amendola answered.

Then, a moment later, he quipped, “Actually it could be ‘All My Children.’”

Amendola said previously that Sandusky would testify.

In the courtroom, Amendola took aim at law enforcement officers’ testimony that they had not discussed abuse accounts offered by fellow accusers with other alleged victims in the closely watched case.

Amendola questioned Pennsylvania state trooper Corporal Scott Rossman and retired trooper Joseph Leiter about a taped interview they held with one of the accusers, known in court documents as Victim 4, and his attorney in April 2011.

The interview was played in court and Leiter was heard saying to Victim 4 during a break that investigators had interviewed about nine other potential victims. In some cases “oral sex has taken place by both parties,” which would be considered rape under state law, he said.

Leiter could be heard say-

ing telling the accuser that his story “word for word” followed those of others. “He has taken advantage of you. We need you to tell us what happened,” Leiter is heard saying.

Under cross-examination by a prosecutor, Leiter said he considered the interview technique to be appropriate and never suggested to a victim what he should say.

It was the second day of the defense case after the prosecution rested its case on Monday.

Earlier defense witnesses sought to vouch for Sandusky’s good character. Judge John Cleland told jurors on Monday he expected closing arguments to take place tomorrow.

Two university officials also face charges of perjury and failure to report suspected abuse in an alleged incident involving Sandusky and a boy at a Penn State locker room. REUTERS

“Airports are trying to grow their relationships with the passengers,” notes Rohit Talwar, CEO of forecasting firm Fast Future. “They want to turn themselves into shopping destinations.”

By 2025, airports will indeed offer cosmetic surgery, predicts Talwar. Many are already offering services that have little to do with the lackluster tax-free shops travelers are used to.

“Airports are like medieval cathedrals,” says Richard Nicholls, editorial director at the Future Foundation, a British think tank. “They have

Orly and Charles de Gaulle in Paris offer cooking classes, while Chicago’s O’Hare Airport has a vertical farm that feeds its visitors. Amsterdam’s Schiphol recently unveiled a

“city park” featuring natural light and animal sounds.

Helsinki Airport, for its part, features an @home lounge, made to look like a Finnish home, complete with Finnish design and shelves full of books. Guests can even borrow wool socks.

But transit hubs have no plans to stop there. “Airports are trying to expand their customer base,” explains Talwar.

“Some regional airports will try to restyle themselves as outlets, while other will turn themselves into fashion centers.”

Good-bye dreary waits? “It’s a great idea,” says Nicholls.

“When you’re at an airport, you want to indulge yourself.”

Her sharp observations are sprinkled throughout the couple’s latest film, “Lola Versus,� in which a woman approaching 30 (Greta Gerwig) is suddenly dumped by her fiance and forced to start over in the dating dungeon that is New York City. “Guys are always looking for something better,� Lister-Jones says. “I think a lot of men find validation through how beautiful the woman they can sleep with is, and women find validation more in being loved.

Ensuring Facebook’s community of more than 900 million users abides by the company’s user policies is a task that requires hundreds of employees.

Based in Menlo Park, Calif.; Austin, Texas; Dublin, Ireland and Hyderabad, India, these employees field user reports of inappropriate posts around the clock. Yesterday, Facebook revealed details about how they get the job done.

Reports of inappropriate content, which users can submit with just a couple of clicks, are directed to one of four support teams.

An Abusive Content Team handles spam and sexually explicit content. Meanwhile, a Safety Team handles threats of vandalism, graphic violence, credible threats of violence and illegal drug use. A Hate and Harassment Team handles, well, reports of hate speech and harassment. The team that handles hacked and imposter accounts is called the Access Team.

Keri Gans, R.D., the author of “The Small Change Diet,� stands behind standard reduced-fat cow’s milk. “Milk is still an important component of a healthy diet,� she says. “Cow’s milk has protein, calcium and vitamin D.�

But if cow’s milk isn’t your thing, there are many other options available.

New York-based Rachel Begun — M.S., R.D. and spokesperson for the Academy of Nutrition and Dietetics — breaks down the pros and cons in the milk maze.

Whole or 2 percent milk Advantages: Tasty and creamy.

Disadvantages: High milk fat

content adds calories and saturated fat.

1 percent or fat-free milk Advantages: Even less fat than

2 percent, but with all the same nutrients.

Disadvantages: Those converting from whole or 2 percent milk may have a hard time adjusting to the texture and taste, as it’s less creamy and sweet than whole or 2 percent.

Why do we persist in voting for them?

I am really tired of watching this country’s political leaders behave as if they were major league managers, continually making moves and countermoves in an attempt to defeat the opponent.

Don’t they realize that the point of a baseball game is to win, but the point of government is to help a society prosper? I think we need to make some dramatic moves if we’re ever going to get past this terrible time, and I don’t mean simply voting for the other guys. Party positions have become so inflexible that changing the people in leadership simply prolongs the fight. Political parties need to be eliminated. They have outlived whatever usefulness they ever had.

Freddy Galvis has been suspended by Major League Baseball for 50 games after testing positive for a banned substance.

Galvis, who is on the DL with a pars fracture in his back, said via statement that he is uncertain how the performance enhancer, Clostebol, entered his body. “I cannot understand how even this tiny particle of a banned substance got into my body,� Galvis said. “I have not and never would knowingly use anything illegal to enhance my performance. I have always tried to follow the team’s strength and conditioning methods, listen to the trainers, work out hard and eat right. Unfortunately, the rules are the rules and I will be suspended.�

It’s a shame for the Phillies since the 22-year-old rookie played exceptional defense, filling in for Chase Utley. He was batting .226, with three home runs, 15 doubles and 24 RBIs. “It’s disappointing,� GM Ruben Amaro said. “We fully support the program and the decision. We support the player and want him to get back healthy.�

Good days and bad days. So has been the common refrain from Flyers GM Paul Holmgren when discussing the health of Chris Pronger.

The team captainâ&#x20AC;&#x2122;s career is in jeopardy after suffering from post-concussion syndrome. While the Flyers want to give Pronger all the time he needs, the odds of him returning seem slim. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re still holding out hope that he can [come back], that he starts to get better [and] turns a corner,â&#x20AC;? Holmgren said recently. â&#x20AC;&#x153;I would say right now there havenâ&#x20AC;&#x2122;t been any signs that show us thatâ&#x20AC;&#x2122;s in the near future. But, weâ&#x20AC;&#x2122;ll see how it goes the rest of the summer.â&#x20AC;?

In the meantime, the 37-

year-old has been helping as a sort of talent scout. Pronger is evaluating potential draft picks and free agents. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve kept him involved,â&#x20AC;?

Holmgren said. â&#x20AC;&#x153;Heâ&#x20AC;&#x2122;s watching video of players and he came to our scouting meetings for the first day and listened to what takes place there.â&#x20AC;?

Holmgren added that Pronger still suffers from headaches. Right now, heâ&#x20AC;&#x2122;s visiting his wifeâ&#x20AC;&#x2122;s family in St. Louis. Holmgren denied a report that Pronger was retiring. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s no truth to that,â&#x20AC;? the GM said.

If Pronger canâ&#x20AC;&#x2122;t return, Claude Giroux is expected to be named the new captain.
