Bidders with $70M can now get in on action for Phily’s second casino State gaming officials accepting bids, lawmakers yet to weigh in Let the scramble begin for Philadelphia’s second gaming hall.

The state gaming board announced yesterday that it would begin accepting applications for the license which it yanked from the stalled Foxwoods project in December 2010. State lawmakers had discussed allowing the license to be rebid statewide, but no action has been taken.

The board’s decision does not rule out a possible change by legislators, but will at least start the process. A number of high-profile suitors are expected to apply, including developer Bart Blatstein, Parkway Corp.

President Robert Zuritsky and real estate magnate Don Peebles. Business mogul Donald Trump applied for a license during the first bidding in 2006, but it is unclear if he plans to submit another application.

Mayor Michael Nutter, who initially opposed casinos but was one of many elected officials who lobbied to keep the second license in Philadelphia, applauded the decision, arguing that it would provide muchneeded revenue for schools and create thousands of jobs.

Police have arrested a man for allegedly driving erratically, then threatening another motorist with a crossbow during a road rage outburst.

According to investigators, officers responded to a ShopRite parking lot at Frankford Avenue and Knorr Street in Mayfair for a report of a person with a weapon around 6:30 p.m. Tuesday.

They arrested Kenneth Butterworth, 44, of the 3400 block of Friendship Street a short time later.

A man told them that while he was driving west on Harbison Avenue, he saw a man, later identified as Butterworth, at the wheel of a Dodge Stratus that was weaving in and out of traffic.

The man said he changed lanes to the left of the Dodge, passed it and changed back to the right lane in front of the car.

The victim told investigators that Butterworth then changed to the left lane, pulled up beside him and pointed a crossbow at him from his window. The man

called 911 and followed the Dodge to the parking lot, where he said Butterworth again pointed the crossbow at him. He fled the area.

Police recovered the weapon, which they said was loaded with one arrow.

Butterworth is charged with assault, reckless endangerment and possession of an instrument of crime, according to court documents. He was arraigned and bail was set at $35,000.

Butterworth was sentenced in 2006 to six to 23 months in prison and one year’s probation after pleading guilty to theft, court documents show. He was sentenced again in 2007 and 2009, each time to nine to 23 months in jail, for violating his probation on that charge.

According to a Facebook page purporting to belong to the suspect, his interests include tactical shooting, hiking and camping, blowgun shooting, fishing and archery.

The law was due to take effect on June 1 but the judge has asked that it not be enforced until the court rules on the ban.

The law banning the feeding of homeless people on city parkland was debated all week, with well-known figures like Mayor Michael Nutter and Sister Mary Scullion of Project H.O.M.E. testifying.

SOUTH PHILADELPHIA. Police released surveillance video yesterday of three men who allegedly stole a 68-year-old city man’s identity and used it to open multiple fake credit card accounts between January and May. Investigators are looking for the suspects, who they say used the accounts to make purchases at Home Depot, Target and Macy’s totaling over $100,000.

One suspect is described as a five-foot-ten, 190-pound black man between 40 and 50 years old with a beard and glasses. The second is of an unknown race and was last seen wearing a tan hat and glasses, while the third is an Asian man with black hair. In the video, the men can be seen leaving Home Depot after one alleged fraudulent purchase in a white pickup truck with a ladder rack. They appear to be traveling with a small child. METRO

two-year-old was injured Tuesday night in a double shooting that also left a man in critical condition.

Police said the unidentified man, 19, was walking with the baby girl on the 2500 block of North 29th Street when gunfire erupted.

An elderly, bedridden woman was viciously assaulted during a home invasion robbery in the Rhawnhurst section early yesterday, police said.

The victim, 86, told investigators that she was sleeping in her residence at the Meadowview Apartments on the 8100 block of Algon Avenue when, shortly before 1:30 a.m., she was awakened by an unknown man at her bedside.

While the woman was unable to describe her attacker, she told police she

heard him say “money.”

When she began to scream, he beat her.

The victim is receiving treatment at Frankford Hospital-Torresdale for a fractured orbital socket and cheek lacerations. Authorities said she is in stable condition.

Reacting to the upcoming release, Paterno’s family released a statement that read in part: “Unfortunately, recent events have raised questions about the fairness and confidentiality of the investigative process.”

The probe had been marked by “a virtual torrent of leaks,” with the release of “select emails intended to smear Joe Paterno and other former Penn State officials,” the family said in a statement.

An email, written by Curley and provided to CNN, appeared to suggest that Paterno had urged his colleagues not to report the incident to Sandusky’s charity or to the Department of Public Welfare.

An investigation into Penn State University’s role in the Jerry Sandusky child sex abuse scandal will be published today, though after leaked emails during the past month, the family of late football coach Joe Paterno has already questioned its fairness and confidentiality.

The head of the eightmonth probe, former FBI Director Louis Freeh, said the report would be published online at 9 a.m. this morning and he will hold a news briefing at 10 a.m. in Philadelphia.

Pennsylvania State University’s trustees hired Freeh and his law firm to investigate the school’s handling of explosive allegations involving Sandusky, a former assistant coach in the high-powered football program, and university officials.

Sandusky, 68, was convicted last month of 45 counts of child molestation involving 10 boys.

The charges involving Sandusky prompted the firing in November of university President Graham Spanier and head coach Paterno, who won more games than any other major college football coach. Paterno died of lung cancer in January at age 85.

President Barack Obama’s slim lead over Republican rival Mitt Romney in the White House race is fueled by a broad marriage gap, with Obama enjoying a big advantage among single voters — particularly women, a Quinnipiac University poll found yesterday.

Obama leads among single voters by 54 percent to 34 percent, while married voters back Romney 51 percent to 38 percent, the poll found.

Obama has a huge advantage with single women, 60 percent to 31 percent, while Romney leads among married women 49 percent to 42 percent. Romney leads by 19 percentage points among married men, and Obama leads by 9 points among single men.

This is to Daniel Green: With all of your wisdom, I hope you also realize that there is a generation of 20somethings drowning in tens of thousands of dollars of crippling student loan debt and that higher education isn’t always an option. The fans started lining up around 9 a.m. yesterday at Modell’s on Cottman Avenue.

They were there to see Mike Vick introduce his new clothing line. Even though they were instructed that Vick wouldn’t be posing for photos, they couldn’t resist.

They shouted.

They screamed. They pleaded. And when a store representative pointed to the woman who bought the first T-shirt off the rack, Vick immediately pulled her aside for an intimate photo op.

“I love you, Mike,” she shouted.

“I love you, too,” Vick shouted back.

Vick was there to showcase his V7 signature collection, a sports apparel line that was conceived and designed by the Eagles quarterback. The full V7 line — which is being sold exclusively at Modell’s — will be unveiled July 22 on the store’s website, with a fall collection due out in November.

Part of the sales will benefit the Boys & Girls Club of Philadelphia.

“I don’t want to reveal too much,” Vick said. “The most important thing right now is to get this out there to my fans and, as time goes on, I’m going to continue to keep my eyes on the prize, which is having success on the football field. I think that correlates to my off-the-field success — just for my legacy, for my brand. I think this is an awesome op-

I’m extremely proud of him.
