For the second consecutive year, Boston recorded the lowest number of fire deaths for large U.S. cities, the Boston Fire Department said yesterday.

The governor discussed the state’s new transportation plan with Metro yesterday:

If new revenue is not found, MassDOT said as much as $40 million in service may be cut from the MBTA.

Fees to register and inspect your vehicle and secure a license could double in some instances.

State officials yesterday laid out a long-term transportation overhaul that would cost $1.02 billion per year over the next decade.

The plan would not only fund the current system, but invest in new growth and end the practice of borrowing to pay for banal operations, like mowing the lawn along I-93.

However it also warns that without new revenue, the MBTA would need to cut service and “significantly increase fares” next year.

The report recommends possible revenue sources, like an increase in the gas tax, payroll tax, sales tax or income tax; a new green fee on vehicle registrations; a vehicle miles traveled tax; regular and modest fare, fee and toll increases; and new tolling mechanisms.

“I think they can if they’re willing to pay for it, and we’re willing to show that there is a sensible and fair way to pay for it.

We didn’t get here overnight.

We’ve been doing short term patches, plugs and gimmicks that put off the day of reckoning, and we can’t put it off anymore.”

The plan calls for “regular and modest” fare, fee and toll increases. It’s no secret motorists and public transit customers seem fed up with fees as it is. Do you think they’ll back more increases?

“I think they’ll get behind them if we show it actually makes a difference in the service. ...

We’ve gotten a lot of feedback from people saying, ‘Man, I wish I could get a subway or a

bus at 2 a.m. on a Saturday night after a time out with my pals.’ People said they would be willing to pay for that, but in order for people to want that we’ve got to make sure the trains come on time, that they’re properly lit, comfortable and safe. Not just a question of extending the schedule, it’s about how we make the customer experience more positive.”

The completion of the South Coast Rail Line to connect Boston to Fall River and New Bedford — why now?

“To me, the notion that the fourth- and fifth-largest cities in the Commonwealth would be cut off economically and socially seems unfair. When you consider the job and educational opportunities in the Greater Boston area, and the housing opportunities in the South Coast area, it’s just crazy not to have these two linked.”

When do you think we can see that happen?

“We’ve done a bunch already.

In the news Charges formally dropped against Aaron Swartz The federal charges that could have put a 26-year-old Internet sharing activist behind bars for up to 35 years were formally dropped yesterday.

The office for U.S. Attorney for Massachusetts Carmen Ortiz filed a request for dismissal yesterday that dropped the charges against Aaron Swartz. Those charges included wire fraud and computer fraud.

The one-page dismissal cites Swartz's death as the reason for the case being dropped. Swartz hanged himself in his Brooklyn, N.Y., apartment on Friday.

A statement posted online by his family and partner partially blamed U.S. prosecutors and MIT for his death.

Swartz co-founded Demand Progress, a political action committee that campaigns on various online and privacy issues, and helped create the Internet program RSS. His lawyer told the Globe that prosecutors had offered him a plea bargain of six months in jail but that he and Swartz rejected the offer.

Swartz's trial was set for April.

Man allegedly racks up bill at strip club, fails to pay BOSTON. A Somerville man was

arrested after he allegedly failed to pay his bill at a Boston strip club.

Charles Dirac, 27, was arrested early yesterday, according to the Suffolk district attorney's office. He was charged with larceny but pleaded not guilty. He was released on his own recognizance. Dirac allegedly refused to pay his $770 bill that he racked up at Centerfolds.

A man working for a program that aims to reduce violence among young people and help youth in the cityâ&#x20AC;&#x2122;s neighborhoods was arrested after police reportedly found him with a gun, drugs and a prostitute.

Marcus Merritt, 35, of Dorchester, pleaded not guilty yesterday to the charges against him, according to the Suffolk district attorneyâ&#x20AC;&#x2122;s office. He was ordered held on $35,000 cash bail.

Police were responding to a call when they noticed a car parked on Auriga Street left running with its lights on just before 5 a.m. Saturday. When officers spoke to the woman in the car, she â&#x20AC;&#x153;made statements relative to prostitution,â&#x20AC;? according to the district attorneyâ&#x20AC;&#x2122;s office.

During their investigation, police said they recovered an unregistered firearm from Merrittâ&#x20AC;&#x2122;s waistband and cocaine from the carâ&#x20AC;&#x2122;s center console.

Boston nightlife lovers Andrew Melchiorri and Chris Haddad have a pretty sweet gig — constantly perusing bars for fun things to do.

In August, the childhood friends launched MassNightly, a mobile app that lets users search for events and special offers — such as menu specials, music, trivia and karaoke — at bars and restaurants statewide.

“We bug the hell out of every bar in Massachusetts,” said MassNightly CEO Melchiorri as he sipped on a beer at The Point on Hanover Street.

“We genuinely believe that hand-to-hand is the best way to promote the app.”

It is not uncommon for the 24-year-old to randomly approach customers there to promote the free app, sometimes coaxing them with a grab bag of goodies, like scratch tickets.

Massnightly.com was launched in 2010, but it received little traction, according to Melchiorri. “It’s crazy having the same product on a mobile phone. Now, people actually use it — it’s night and day. Everything is going mobile.” The pair calls the app’s statewide scope its selling point — almost 300 venues post specials and events.

“We’d be lying if we said we didn’t get shut down every now and then,” said Haddad, 22. “Surprisingly, women tend to be nicer. Maybe they’re relieved that we’re promoting and app, and for once they’re not being hit on.”

MassNightly has seen more

than 3,000 downloads since August, but the entrepreneurs said they hope to up that number by tapping into an obvious market — college students.

“A 20-year-old turns 21 really fast,” said Haddad. “It’s definitely on our agenda to reach students. Boston is a college town. Every corner you turn, there’s something to do. You can’t go wrong.”

Kevin Callahan, manager of The Point signed on to MassNightly shortly after its launch.

The barkeeper said he uses the app not only to upload events at The Point, but also to find what’s brewing on his night off.

“You just have to go to this app and you see exactly what’s going on: karaoke, cheap beer, wings. Boom, you know where your night’s going to be.”

Slot machines by end of year?

MASSACHUSETTS. The state’s first slot parlor could open by the end of the year.

The state Gaming Commission said that it anticipates the first slots parlor license to be awarded by the end of this year. Officials also anticipate that the first resort casino license will be awarded before Feb. 26, 2014.

The deadline to submit an application and $400,000 fee for an expanded gaming license is today at 5 p.m.

As of yesterday MGM Springfield, Penn National Gaming, Inc., Hard Rock MA and Mohegan Sun are interested in competing in Western Massachusetts for one of three resort casino licenses.

Obama warns on debt ceiling President Barack Obama yesterday rejected any negotiation with Republicans over the most pressing U.S. fiscal issue, refusing to trade cuts in government spending in exchange for raising the borrowing limit.

“If the goal is to make sure that we are being responsible about our debt and our deficit — if that’s the conversation we’re having, I’m happy to have that conversation,” Obama said. “What I will not do is to have that negotiation with a gun at the head of the American people,” he told a news conference.

First, the show’s creator, Dan Harmon, left last spring in a less-thanamicable split with the network. Then the show was

s the editor of GalleyCat, the go-to online source for all book news, Jason Boog lives and breathes the publishing industry. He was kind enough to share what and how you’ll be reading in 2013 (besides your daily Metro, of course).

The self-publishing revolution/evolution continues “There’s still this revolution away from mainstream publishers — but because self-publishing is so popular, it’s evolving,” says Boog, noting that with so many people entering the self-publishing marketplace at once, it’s difficult to get discovered. “Writers have to be very careful,” he cautions.

“It’s even easier to drop into obscurity and not be heard from again.” Because writers need help standing out, a new industry is cropping up to market them. “We see a lot of people selling services, ‘How to market your book’ and things like that.

You can see companies charging anywhere from $2,000 to $25,000 for marketing packages. As an aspiring writer, you have to be careful and make sure you stay within your budget.”

Big publishing houses are working with small-time writers “Publishers are seeing what’s going on with self-published writers,” he notes. “They’re tapping into this new class of amateur writers who are really churning out a lot of material right now.” Boog points to the “Fifty Shades of Grey” phenomenon. “E.L. James was a very successful selfpublished writer; she sold hundreds of thousands of copies on her own. But when she had the additional platform from her mainstream publisher, it helped her amplify her reach to that insane level we saw her hit.”

The blog that Boog edits, GalleyCat, started compiling self-publishing best-seller lists.

The genres that always top their lists? Romance and erotica. But Boog says that thrillers and a new genre called New Adult are the industry’s hot upstarts. “New Adult books are positioned in-between adult fiction readers and Young Adult readers,” he says. “New Adult tells the stories of people who are entering adulthood, who have just left their teenage years and are still struggling to become adults.

This is going to become very popular.”

More consolidation “In 2012, we saw Penguin and Random House merge; as long as that passes regulatory muster, we’re going to see major, earthshaking changes in 2013,” says Boog. “Layoffs always come with these changes and we’re going to see a leaner, more compact publishing industry.” Boog says digital books are the major player behind this shift. “With e-books, you just don’t make the same profit that you would on a hardcover book. Publishers are facing a lot of challenges right now with pricing and making a profit.”

accident on my block. On Friday at 6:40 p.m., a man and his dog were hit by a RAV 4.

Well, I knew this man as Joe and his dog Sandy for about six years, although I never knew his last name.

Joe’s dog, a golden Lab retriever, was killed — and Joe, who is 87, suffered two broken legs and a broken pelvis and was sent to Long Island Jewish Medical Center that night. I would talk to him as I walked my Jack Russell terrier. I found Joe very friendly and his dog Sandy as well.

He would tell me that he served in WWII and was a tailor. He now has lost his best pal and meanwhile he lost his wife of many years a few months ago. I feel a man and his dog have a very important bond that cannot be separated. I feel that rainy night, Sandy may have saved his life because there was such a bond between the two of them. I hope Joe recovers and my prayers go out to him and his family at this sad time.

Reid points to this “most underrated scenic drive” as a must in 2013. “If you keep going past Yosemite, on the scenic U.S. Route 395 you’ll hit all of these bizarre little tourist destinations, from abandoned gold rush towns to Mono Lake, which looks like something out of a dinosaur movie.”

Other attractions include Devils Postpile National monument and hot springs. “You’re not going to find these things elsewhere, so if you want to get away from the crowds this is where to go.”

Slovenia “A less expensive way to experience Europe is through Slovenia,” says Reid. “A lot of people go to Venice, but three hours from Venice is Slovenia, which is a great destination in its own right. There’s great hiking, Venetian Gothic towns with

Reid says Louisville is “No. 1 with an exclamation point” for a must-see in 2013. “They are really reinventing themselves,” he notes. “It’s almost the new Portland.” High praise, right? Reid says musthits are their Bourbon Trail and New Louisville, which features converted warehouses used as local breweries, antique shops and the city’s coolest restaurants.

The first weekend in May, the Kentucky Derby has everyone raising their mint juleps. “Go for an extended weekend,” advises Reid. “You’ll be surprised by what you’ll find.”

This the Lonely Planet’s top country in all of the Americas this year, says Reid. “People just think of the Galapagos when they think of Ecuador, but the country is really growing as an attraction.”

I can’t even describe how beautiful it is.”

Small classes led by faculty who are distinguished clinicians, consultants, educators, researchers, and community leaders make the Simmons experience rigorous, personal, and practical. Teaching at Simmons are Fulbright and Hartford scholars, two past presidents of the Massachusetts chapter of the National Association of Social Workers, and one past national NASW president.

Faculty research and scholarly interests span a broad array of issues: domestic violence, health care disparities, trauma, HIV/ AIDS, child welfare, social work leadership, gerontology, evidence-based practice, ethics, genetics and immigration.

The M.S.W. degree prepares students for professional work in a range of settings, including health care, schools, community agencies, as well as private practice. “I had an incredible experience at Simmons…the education and mentoring I received helped me to develop my social work identity.” said Cecily Donegan a 2009 Simmons’ graduate and a clinical social worker at Boston’s Children’s Hospital emergency department.

Simmons is highly regarded for its approach to fieldwork, which allows in-depth work with clients and agencies. In the classroom, as well as through field placements, Simmons emphasizes advanced clinical practice skills as well as client advocacy and social justice.

Students may concentrate in one of four areas of clinical specialization: adult mental health and substance abuse, health and aging, children and families and trauma and interpersonal violence. Student may also specialize by enrolling in the M.S.W. Urban Leadership Certificate Program which prepares students for leadership roles in agencies and community organizations. Students also have the option to apply in for the dual M.S.W./MBA degree or the coordinated degree in social work and public health.

Certificate of Advanced Graduate Study in Human Resource Management With the BLS predicting that the human resource management field will experience a 13 percent increase in the number of jobs available by 2020, NECB developed the Certificate of Advanced Graduate Study in

Human Resource Management. This program is intended for business professionals who already have three to five years of progressive management experience and a graduate degree. It’s all happening for the Nuggets. A slow start to this season had some people writing them off, but Denver has won five in a row and eight of 10 games.

The Warriors aren’t quite living up to their name as of late, dropping a home game to Memphis and one on the road in Denver. Things don’t get easier, as they host Miami on Wednesday.

THUNDER (29-8)

The true sign of a great team is when they can pull out the ugly wins. An 87-83 win over the Trail Blazers on Sunday certainly qualifies. This Oklahoma City team is proving why it captured the Western Conference crown last season and why they're favorites to return to the NBA Finals this year.

L.A.’s loss to the Magic marked the first time since 2006 that a team ended a 10-plusgame losing streak by defeating the team with the best record in the NBA entering that day. The Clips are allowed a stinker once in a while (wow, times have changed).

Tough stretch of games this week for the Spurs as they host Memphis and Golden State then hit the road to Atlanta.

Their 12-game home winning streak is on the line. Manu Ginobili (strained hamstring) won’t be of any assistance, however.

Since starting the year 18-5, the Knicks are just 6-8 in their last 14 games. They get a much-needed three-day break before Thursday's game in Detroit — then another three-day break.

HEAT (24-11)

Miami had lost three of its last five games going into Monday night’s game in Utah.

With teams like Indiana, Brooklyn and even the Celtics improving, they’ll need to snap out of their mini-funk if they want to remain at the top of the Eastern Conference standings.

Memphis was rolling (wins over Golden State and San Antonio last week) before being blown out in Dallas by 21 points. They continue to be involved in trade rumors (Rudy Gay) despite owning one of the best records in the NBA.

The Nets own the longest winning streak in the NBA, at six games. While most of the East has hit a rut, Brooklyn has found its stride again. An upcoming home-and-home series with Atlanta this week, followed by a trip across town to play the Knicks, will tell a lot.

Indy responded nicely after dropping one in Boston, winning the next four, including victories over the Heat and Knicks. But a hot Brooklyn team put them back in the loss column, and now they're looking up at them in the rankings.

The door had been left open for the Hawks to move in on the Heat in the Southeast Division, but Atlanta found a way to lose to the two worst teams in the East.

Don’t look now, but the Celtics appear to be in one of those grooves they find after Christmas. Winners of five in a row going into Monday night, Boston is climbing quickly.

The Celtics snapped James Harden's 25-point streak at 14 games (he scored 24), but that’s the least of Houston’s problems. They also lost to the lowly New Orleans Hornets and Philadelphia 76ers.

After topping the Knicks at Madison Square Garden on Friday, the Bulls returned home the next day and were burned badly by the Suns, 97-81. It's that type of blowout loss that makes you think twice about including this team with the real contenders.

Nice win over the Bulls and the hot Raptors (that sounds weird), but they can’t figure out Detroit, who they lost to for the second time in the last two weeks.

Winners in five of their last seven games, the Jazz have floated around .500 all season and will most likely continue to. But do they have enough to make the playoffs out West?

The Raptors are 10-4 in their last 14 games. They lost a lot of close games earlier this season, so it’s nice to see them coming out on top now.

PURPOSE: The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed Bridge Replacement, L-08-014, Whitney Street over the Monoosnoc Brook project. All views and comments made at the hearing will be reviewed and considered to the maximum extent possible.

PROPOSAL: The proposed project consists of replacing the existing structure with a single span superstructure with a span length of approximately 73 feet. The proposed bridge shall have a curb-curb width of 32 feet and two 6.5 foot sidewalks.

Bicycle accommodations consisting of usable shoulders have been provided in accordance with applicable design guides.

A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The city of Leominster, Massachusetts is responsible for acquiring all needed rights in private or public lands.

MassDOT’s policy concerning land acquisitions will be discussed at this hearing.

Written views received by MassDOT subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project.

A project handout will be made available on the MassDOT website listed below.

Written statements and other exhibits in place of, or in addition to, oral statements made at the Public Hearing regarding the proposed undertaking are to be submitted to Thomas F. Broderick, P.E., Chief Engineer, MassDOT, 10 Park Plaza, Boston, MA 02116, Attention.: Project Management, Project File No. 603514.

Such submissions will also be accepted at the hearing. Mailed statements and exhibits intended for inclusion in the public hearing transcript must be postmarked within ten (10) business days of this Public Hearing.
