Cops cuff Bronx kid A 7-year-old boy was handcuffed by police at P.S. X114 in the Bronx on Dec. 4, according to a $250 million lawsuit filed against the city and the NYPD. Frances Mendez said her son, Wilson Reyes, was “interrogated” for 10 hours by police, the NY Post reported, after being falsely accused of stealing $5 from another child at the school. Another boy has come forward to accuse Reyes of being a violent bully. METRO/DT

The New York Times reported that the commuter train hit a tractor trailer at a railroad crossing yesterday morning and that multiple people were injured. No one was reported killed. Sarau Sierra is still missing in Turkey.

Police are searching for a suspect they think may have murdered a Queens teacher after they met online. David Rangel, 53, was found choked to death and shoved under his couch in his Jackson Heights apartment Sunday, officials said. A police spokesman said cops responded to a 911 call, after a friend checking on him found the door unlocked and ajar. Police found Rangel with trauma to his head as well as blood on the floor and the walls. Councilman Daniel Dromm asked the NYPD yesterday to investigate

the murder as a hate crime. “The horrific crime committed against David Rangel, an openly gay public school teacher who lived in one of the city’s most tolerant communities, is deeply distressing,” Dromm said. Dromm spokesman Alex Florez said Rangel appears to have met someone online. The councilman’s concern is that someone may have targeted him because he is openly gay and that this perhaps led to a potential bias-motivated murder. “Something obviously went terribly wrong there,” Florez said.

Online safety expert Hemu Nigam said that when people sit behind a computer screen, they may wrongly lower their guard. “When you’re going online, it’s very much like you’re going down a New York alley,” he said. “You don’t know where you’re going, you don’t know what might pop up. … Yet when you’re on a computer, you do it without thinking twice.” Alison Bowen

Cuomo threatens to force teacher evaluation deal Gov. Andrew Cuomo said that if the city and the teachers union cannot reach a deal on a teacher evaluation system by Sept. 1, he will propose a law granting the state’s education department to create one, NY1 reports. Cops are searching for a man officials say has been trying to lure children toward his car. Councilwoman Julissa Ferreras said that a man tried to lure a child two times recently in her East Elmhurst community. “He is a predator on the loose and has now tried multiple times to harm young women in our community,” she said. Police said that on Friday around 7 a.m., a

“If you’re connecting with somebody in the online world, unless you are seeing the whites of their eyes, they should be treated as a stranger to you,” Nigam said. Instead, he said, when people talk online, they can feel very comfortable because they are in the safety of their own home. But people should have the opposite reaction. If something seems off, ask for clarification, he advised. “I think your first best friend in all of this is Google,” he said. “You can see if the job they’re talking about actually exists. … If your instincts say there’s something wrong, you’ve got to go with it.” He also suggests a face-to-face chat on the computer or phone. “If the person refuses because they’re giving you examples like, ’My hair doesn’t look good today, I’m just not feeling well,’ your senses should go up,” he said. If you do meet someone, perhaps through an online dating website, make sure it is in a public place, and consider having a friend show up two or three tables down or suggesting a group setting. New FEMA maps double the size of NYC flood zone Updated federal flood maps of the New York City region issued earlier this week by the Federal Emergency Management Agency have enlarged flood zones for many areas. With the new maps, FEMA has placed 35,000 more homes and businesses in flood zones, doubling the present amount, The New York Times reported. Buildings in the new flood zones face flood insurance premiums 25 percent higher than before, but those same structures may be able to reduce rates by raising their elevations, FEMA stated. Buildings damaged by superstorm Sandy now classified in flood zones can be built eight feet above a foundation, four feet higher than previous zoning regulations allowed, FEMA reported. Under the Flood Insurance Reform Act of 2012, FEMA estimated that by building

Approval ratings for New York Gov. Andrew Cuomo have dropped across party lines since passage of strict gun control laws in the state earlier this month, according to a study released by Quinnipiac University. In December, Gov. Cuomo’s approval ratings were at a record-high 74 percent. But by the end of January, after the passage of the new gun laws, his support was down to 59 percent, with a 28-percent disapproval rate. Republican approval for the governor has fallen from 68 percent to 44 percent, with a disapproval rate of 43 percent. The Democratic governor’s approval in his own party also fell from 82 to 74 percent, with disapproval up from 9 percent to 14 percent.

The economy unexpectedly contracted in the fourth quarter, but analysts said there was no reason for panic given that consumer spending and business investment picked up. Gross domestic product fell at a 0.1 percent annual rate, its weakest performance since it emerged from recession in 2009, the Commerce Department said on Wednesday. The best available data suggests that a single owned cat kills between 4 and 18 birds and between 11 and 30 mammals per year. wear protective clothing and “accept that they will face violence.” Volunteers have been beaten and stabbed in their efforts to disrupt attacks. Tahrir Bodyguard was established spontaneously in December by a small group of female friends in response to the growing number of women refusing to attend protests for fear of sexual assault. They established a Twitter account for people to report assaults and were flooded

with messages of support. The group quickly expanded to 300 active volunteers, in alliance with similar groups such as Basma and Operation Anti-Sexual Harassment, and there are signs that such actions are having an impact — despite around 80% of Egyptians believing that assaults are the victim’s fault, according to a recent survey. The group plans to launch courses in self-defense. “It is making a difference because they refer cases to us for psychological and medical help,” said Dr Farah Shash, lead researcher into violence against women at Cairo’s El-Nadeem Center. The former teen heartthrob got into a bit of a mess in Scottsdale, Ariz., on Saturday night after getting into a bar fight with some bouncers. According to the police report, cops were called and London was so nuts and shoving officers that he had to be subdued. But it was in the backseat of the cop car on the way to being booked where it gets sad/bad: En route to the station, London started throwing insults to the cops. “I f—ing love this. The killer inside T here’s a new highconcept split-personality thriller on the block: NBC’s “Do No Harm,” starring Steven Pasquale as the successful neurosurgeon Jason and the destructive psychopath Ian, who takes over Jason’s body between 8:25 p.m. and 8:25 a.m. Of course, it’s not the first show in recent memory to try out the double life concept, including NBC’s “My Own Worst Enemy” in 2008 and “Awake” last year, neither of which made it out to a second season. But the folks behind “Do No Harm” are head-

ing into tonight’s premiere (10 p.m., NBC) with confidence. “I think that ultimately you can only write the show you want to watch, and this was a show that I wanted to see on TV,” says executive producer David Schulner. “But definitely I took lessons from those shows, and I said this is going to be a show you’re going to want to watch every single week. The stuff that Ian does to Jason and Jason will do to Ian, it’s a wild roller-coaster ride, and it’s just thrilling and fun. That’s the big difference between those shows.”

That thrilling fun comes mostly from the ways in which Ian goes wild with Jason’s life while his more mild-mannered counterpart sleeps. “Ian’s a little bit like a cat. The cat wants to play with that mouse. He doesn’t want to kill it, because what fun would that be?” Schulner says. “So Ian’s going to do a lot of stuff to Jason. And then what’s great about Jason is he’s just as smart as Ian is and is sometimes two steps ahead, so there are traps in place.” It’s more than just a game, however, when Ian takes over. “There’s a true danger to him,” Schulner

says. “He’s truly menacing, and that’s why Jason needs to get rid of him.” For Pasquale, that makes for a fascinating acting challenge. But at least he knows both characters’ fates are safe. “Ian’s aware that if he were ever to murder somebody, they would [both] go to jail,” Pasquale says, while stressing: “It really is a very real threat of something going very dark. Whether or not it happens will remain to be seen, but certainly that’s where all of the tension lies.”

Krakowski talks ‘30 Rock’ series finale Star promises the sitcom will go out in true ‘wacky style’ When we met up with Jane Krakowski at a Bank of America event over the holidays, the star — who plays the excitable Jenna Maroney on “30 Rock — had just four days of filming left on the NBC sitcom. She filled us in on those final days on set, and what we can expect from tonight’s series finale.

On saying goodbye: “It’s going to be hard. There’s about 300 people who work on our show, and so to say goodbye to each and every one of

the writers did a great job finishing the characters the way you want them to, and, of course, in true ‘30 Rock’ wacky style. Could her character get any wackier? [Laughs] “I

don’t know if that’s even possible, but I am going to miss playing her. I mean, she’s so over-the-top and high above the line of reality. Every scene we do now, I realize I’m never going to get to play this kind of outthere stuff again. I’m gonna miss it.

Her ďŹ nal table read wasn’t easy: “It was tearful.

Everyone was a little choked up because we actually acknowledge the show within the show ending, so it kind of brought it all home for us. We’d kind of been living like, ‘Yeah, I guess it’s gonna end in a few episodes,’ and suddenly we’re here. But I think

The souvenir she’s keeping “I like to say stealing is a crime and I will not be partaking in any of that. I think Tina’s taking the sign that says ‘The Girlie Show’ before it was ‘TGS’ that Jenna destroyed by throwing something at, so it’s kind of broken and she’s taking it as it is. I don’t know; I’ll certainly take away all my good memories.

Why ending the show is so bittersweet: “I think it’s

a mixed bag of emotions. I’m excited to see what’s next. I’m going to miss everybody terribly. It’s just been such a great group of people, and I think that

The Vaccines can’t solve everything

CHRISTAAN FELBER

What did you expect? Singer Justin Young on how not even his band’s great ‘Come of Age’ album will fix all of the world’s evils

The first refrain a listener will hear on The Vaccines’ sophomore album is Justin Young, singing in a snotty punk voice, “I don’t really care about anybody else when I haven’t got my own life figured out.” This admission seems curious for a band who seem to have found their footing and are arguably living up to their latest album’s title, “The Vaccines Come of Age.” But Young says coming of age is not without its growing pains, and these lyrics ring true for him. “It’s just about being in your 20s, and it’s a very weird time because you’re expected to know who you are and where you want to

go and how you want to get there, and I guess not everybody really does,” he says. “It’s weird, because I have friends who are the same age and some of them are parents, while some of them still live with their parents. And this is the first time in your life where you realize that you

and your friends are at different points on the path.” The path has been a scenic one, if not a bit of a blur, for the past few years for Young and his cohorts, guitarist Freddie Cowan, bassist Arni Arnason and drummer Pete Robertson. A great debut in 2011 (“What Did You Expect from The Vaccines?”) led to the young British band getting on opening slots for big bands, which turned into festival dates, which turned into international headlining shows. Also in there were a handful of high profile collaborations (including ones with members of Franz Ferdinand and The Strokes), a series

of show-postponing throat surgeries for Young (he had a polyp on his vocal cords) and a No. 1 album in England when “Come of Age” came out last fall. “For us, it felt like a more accomplished record,” says Young, “as it perhaps should and would a year and a half later of having been playing together every night.” But even with the band chemistry continuing to ferment, there is still an agitation to these songs that give the album life.

“When you’re a kid and you see these people in these bands, you think they’re these perfect beings beamed down from space,” says Young. “I definitely don’t feel like a different person, but perhaps I’m expected to be. ... I think when you get into your mid-20s, you realize how big and bad the world is and no matter how much you cry over spilled milk, no one is gonna mop it up for you. The world is a cruel place and it’s like realizing that.”

But Young insists these are no spoiled rock star blues he’s experiencing. He says it’s almost the opposite: “We’re incredibly lucky and we’re doing everything we’ve ever wanted to do and we’re happy, but it’s like it doesn’t matter what position you’re put in, it still doesn’t change you as a person. You can only ever find happiness within yourself.”

superstars. Two French looks at American subjects are a 1971 interview with Busby Berkeley that excerpts some of his more astounding chorus-girl fantasy scenes, and “Merce Cunningham: A Legacy of Dance,” which explores the career of the late master choreographer and the fate of his troupe in the years since his death. A real sleeper is Andrew Garrison’s “Trash Dance,” which follows choreographer Allison Orr as she cajoles the sanitation workers of Austin, Texas — and their many fabulous trucks — into rehearsals

and an outdoor performance. It succeeds despite driving rain and adds immeasurably to the workers’ pleasure and pride. Another wonderful doc, “A Girl from Mexico,” recounts the career of Carmen Gutierrez, the first Mexican dancer to perform on Broadway (for Jerome Robbins), who later became a fashion designer in New York. Japanese, Finnish and Spanish dancers are celebrated, along with Paul Taylor and Shirley Clarke. Elizabeth Zimmer

It’s usually a bumpy road Disrespectful behavior that makes you feel devalued requires other considerations. But if it is just a matter of dealing with your differences, despite the few bumps they might generate, it doesn’t have to mean the end of the journey. The goal is not to eradicate the disappointments, but to learn how to handle them, work through them and move on. No partner is perfect, probably not even Ryan, so you want to be equipped to face the let-downs without letting the whole thing fall apart.

rom the outside, Ryan Gosling probably seems like a flawless boyfriend — there’s certainly no denying that he’s a handsome star. But maintaining a relationship, as he and Eva Mendes have done for well over a year, requires so much more than that. We all want the ideal relationship with the best partner, right? In our minds that person is very clear: always thoughtful

When it comes to your partner, many people’s notion is: “If you loved me, you would ... If you loved me, you would be willing to spend Saturday with my parents. Even if the behavior of someone you like proves to be frustrating, you’ll have the good judgment to cope with it philosophically — without damaging the relationship. Pisces Feb. 20-March 20.

Although you’ll have the ability to size up situations accurately, there’s a chance that you will do something that won’t serve your best interest. Use your common sense. Aries March 21-April 19. A well-intentioned friend might try to tell you something for your own good that you won’t take well. Don’t blame the messenger for unpleasant information.

Taurus April 20-May 20. Even if you are luckier than usual in certain material matters, remember: Your good fortune has its limit. Gemini May 21-June 20. If you find yourself dealing with a prima donna in an endeavor that requires team players, it might be smart to call in a replacement. Cancer June 21-July 22. Your chances for achieving an important objective look good, provided you play it cool. If you’re too visible, competitors might shoot you down. Leo July 23-Aug. 22. A social event that you aren’t eager to join could turn out to be enjoyable. The problem won’t be with the affair — it’s likely to be with you. Virgo Aug. 23-Sept. 22.

Gun advocates undermine views

Second Amendment protects right to bear arms

RE: GIVE ME LIBERTY, NOT MORE GOVERNMENT (METRO, JAN. 29) It’s look-

ing like the First Amendment might not be so kind to Second Amendment fanatics like John E. Bevan. The more opportunity people like Mr. Bevan take to express themselves freely about guns and their bizarre conception of liberty, the more they undermine the image of the sane, responsible gun owner that groups like the NRA are trying to promulgate. For Mr. Bevan, and many like him, it is CLEARLY the case that the government is out of control and that they are armed and ready to fight this tyranny that exists strictly in their imaginations. But for the rest of us, their childish comic book fantasy of armed insurrection against Obama’s storm troopers smacks of delusional paranoia and dances close to the line of treason and sedition. And of course, he concludes with the “cold, dead hands” threat. The cold, dead hands, my friend, belong to a classroom full of innocent firstgraders. ROBERT

Yes, the Second Amendment applies to armies and militias for the purpose of defending against invasion and insurrection. However, it also allows individuals to protect themselves against thugs and tyrannical governments. There is no record of the founders viewing a “well regulated Militia” as only state militias, but rather the sum of individuals in a state who choose to create a militia. “The right of the people” in the Constitution is always in reference to individuals, not to some state entity. Trent contends that the limitations of having just two musicians keeps things fun. “Sometimes all of our stuff breaks and all we have is our voices and a shaker.

Sometimes that’s the best part of the show,” he says. This electric looseness Trent describes is what makes the audience sometimes feel like Shovels & Rope are making it up as they go along. And in a sense, they are.

As for their charmingly rough-shod arrangements, immortalized in the lyrics of their stomping barnburner “Birmingham” (where the two sing of “making something out of nothing” with “two old guitars like a shovel and rope”), Hearst demurely says that it was fate, not choice, that led them down the minimalist path. “[The arrangements] had done the trick for us in the bars,” says Hearst. “We try to make the it exciting using whatever our four arms and four legs and voices can do.”

“There’s a lot of thought that goes into [our music] when we are riding around, but we don’t really have a lot of chance to rehearse it until we are on the stage.”

Yeah. I grill a lot. I like to grill fish, actually. I don’t do the same fish all the time, always I try to do something different. I go with something from the day, some random thing.

rench-born Laurent Tourondel knows New Yorkers love steak — but he also knows that’s not the only food they crave. So when he opened his newest restaurant, the buzz-worthy Arlington Club steakhouse, he made sure the menu had a large selection of New Yorkers’ other favorite food: sushi. And the Asian influence doesn’t stop there: He’s also offering dishes like Osaka-style spicy tuna and a Japanese spin on lobster salad, in addition to classic New York sirloins and rib-eye boneins. Fantasy seasons crippled by injuries aren’t limited to football. Our hoops campaigns can be decimated as well.

“It sucks that Avery had to take the hit at them not wanting to play at a high level, but that’s what it looks like to me.”

Owners of Kevin Love and Rajon Rondo already know this. But due to the length of an NBA season, there’s a flip side here. Some players can come back and help us in a big way — as Andrew Bogut is proving:

Saving Sixers Andrew Bynum (knee) has

ditched strip clubs and bowling alleys for on-court work. He’s expected to make his long-awaited debut shortly after the AllStar break. Although he’ll be on plenty of restrictions, Bynum will immediately step in as the East’s best center, will be counted on as the Sixers’ savior and is in a contract year.

Danny Granger’s knee injury cost him most of the season and his role as the Pacers’ go-to guy. Still, he’s one of the league’s premier 3-point shooters and will still give defensive stats. Expect Granger back on the floor in some capacity by early March.

Andrea Bargnani was
