private security firms. Williams said those personnel aren’t held to the same training standards as sheriff’s deputies.

“I want to say on the record if you do not hire additional deputies, you’ll be opening up a courthouse next June with untrained professionals,” he said.

Her trip home yesterday was also delayed.

But the experience has not deterred Yu from run-

“I intend to run in the Broad Street Race in Philadelphia in three weeks,” she said. “I would run another Boston Marathon.”

Yu, who has done work with intergroup conflict at schools while with the Philadelphia Commission on Human Relations, found her life’s work clashing with her personal experience.

“Professionally, I was glad that Obama waited to declare the bombing incident an act of terrorism,” she said. “Seeing it up close, there was no doubt it was an act of terrorism.”

Councilman Curtis Jones Jr. said during a budget hearing yesterday he will urge the transportation chair to investigate filing a class-action lawsuit against Amtrak for what he said is the transportation company’s failure to maintain the 302 bridges it owns in Philadelphia.

“We had recent incident at 52nd and

Jefferson where a plate weighing 25 pounds fell from the bridge and dented a car that had a woman and child in it,” he said, adding it’s his sixth budget session and he’s seen no significant investments.

“Hope springs eternal,” he said. “But a lawsuit gives people movement.”

Former PSU student jumps to death from apartment Joshua A. Zornberg, 24, a former Penn State student, jumped out of a sixth-floor window of a campus apartment building and fell to his death, authorities said.

said Zornberg was pronounced dead in the middle of East College Avenue around 1 a.m.

Tuesday outside of the University Gateside apartments.

Surveillance footage shows Zornberg run down a hallway and dive out the window. It is not yet known if the jump was intentional.

The investigation into who is behind Monday’s Boston Marathon bombings is in its beginning stages.

Investigators said two bombs that tore through the crowd at the Boston Marathon finish line Monday may have been fashioned out of shrapnel-filled pressure cookers that were transported in black nylon backpacks.

Boston doctors treating the wounded told reporters that several of the victims were maimed by what appeared to be pieces of plastic and metal. The fragments were removed during surgery and turned over to authorities.

Federal Bureau of Investigation Special Agent Richard DesLauriers, who is heading up the investigation, said the pressure cooker bombs may have also contained ball bearings and nails.

As of yesterday evening, no one had taken responsibility for the bombings, and investigators had made no arrests in connection with the attack, which killed three people and injured more than 170.

The explosions happened around 2:50 p.m.

Monday near the finish line of the Boston Marathon, on Boylston Street.

Authorities said they had received more than 2,000 tips as of noon yesterday, many of which were reviewed by 5 p.m.

“The investigation in its infancy. We will thoroughly review each and every piece of evidence,” DesLaurier said, also pleading with the public to provide more information.

seen or heard suspicious activity, including someone carrying a dark, heavy bag near the site of the blasts before the explosions.

DesLaurier asked people to inform investigators if they heard any noises similar to an explosion in the days before the attack, as they may indicate a practice blast, and also if anyone overheard discussions a possible attack on the Boston Marathon.

“The range of suspects and motives remains wide open. We’re asking for tips from anyone who may target the event,” he said.

Forensic experts are reconstructing the suspected explosive devices at an FBI lab in Virginia to determine its components.

More information is expected during a media briefing this afternoon, but in the meantime DesLaurier asked the public to “remain alert.”

Boston Mayor Thomas M. Menino joined officials at the briefing yesterday, commending civilians and emergency respondents for their assistance.

“We are Boston. We are one community and we will not let terror take us over,” he said.

Campbell’s mother, Patty, tearfully remembered her daughter on the porch of their Park Street home last night.

“We are heartbroken at the death of our daughter,” she said. “She was a wonderful person.

Everyone that knew her loved her. She had a heart of gold. She was always smiling.”

Following Monday’s

blasts, Campbell reportedly received news that Krystle had been injured but was all right.

She was later notified that Krystle’s identity had been mixed up with her friend’s.

Boston University last night confirmed that the third person killed in the bombings was a BU graduate student but did not release the name of the student, pending permission from the family.

Devices. Bombs made from pressure cookers FBI officials said yesterday the bombs that killed three and wounded 176 may have been fashioned out of pressure cookers packed with shards of metal, nails, ball bearings and other shrapnel-type material.

Following the announcement, media reports started showing up shedding light on pressure cooker bombs, which

are made from a common kitchen appliance and seem to be a favorite within in terrorist circles.

In 2004, the Department of Homeland Security issued an alert to federal and state security officials, calling the conversion of pressure cookers into IEDs “a technique commonly taught in Afghan terrorist training camps.”

A pressure cooker is an

airtight utensil for quick cooking or preserving foods by means of hightemperature steam under pressure, like a rice cooker.

According DHS, these bombs are typically made by placing TNT or other explosives in a pressure cooker and attaching a blasting cap at the top of the pressure cooker. Instructions to make bombs out of pressure cookers

were published two years ago in Inspire, an online magazine tied to al-Qaeda and the late U.S.-born cleric Anwar al-Awlaki, USA Today reported yesterday.

Investigators said yesterday they were analyzing the explosive devices at an FBI lab in Virginia, but did not say what explosive material set off the bomb.

Task force: Torture at Gitmo ‘indisputable’ Prison. Obama banned abusive interrogation techniques when he took office in 2009.

An independent task force issued a damning review of Bush-era interrogation practices on Tuesday, saying the highest U.S. officials bore ultimate responsibility for the “indisputable” use of torture, and it urged President Barack Obama to close the Guantanamo detention camp by the end of 2014.

In one of the most comprehensive studies of U.S. treatment of terrorism suspects, the panel concluded that never before had there been “the kind of considered and detailed discussions that occurred after 9/11 directly involving a

president and his top advisers on the wisdom, propriety and legality of inflicting pain and torment on some detainees in our custody.”

“It is indisputable that the United States engaged in the practice of torture,” the 11-member task force, assembled by the nonpartisan Constitution Project think tank, said in their 577-page report.

The scathing critique of methods used under the Republican administration of former President George W. Bush also sharpened the focus on the plight of inmates at Guantanamo, which Bush opened and his Democratic successor has failed to close.

Obama banned abusive interrogation techniques when he took office, but the widely condemned military prison has remained an object of condemnation by human rights advocates.

A powerful earthquake struck a border area of southeast Iran yesterday, killing at least 35 people in neighboring Pakistan, destroying hundreds of houses and shaking buildings as far away as India and Gulf Arab states.

Communications with the sparsely populated desert and mountain region were largely cut off, making it difficult to assess Iranian casualties.

But an Iranian provincial governor later said there were no reports of deaths there so far.

“Our staff were in a meeting and we felt the

ground shake,” Saleh Mangi, program unit manager for Plan International in the Pakistani town of Thatta, was quoted as saying by the British office of the children’s charity.

“It was horrible; we felt the movement in the chairs and even the cupboards were shaking. This is the strongest quake I have felt since the 1980s.”

Pakistani officials said at least 30 people were killed and 150 injured in the town of Mashkeel in the southwestern Pakistani province of Baluchistan, which borders Iran.

Mohammed Ashraf, head of a health center in Mashkeel, said several hundred houses in the town had caved in.

Three women and two children were also killed when their mud house collapsed in the Baluchistan district of Panjgur.

Finding the Joy in solitude Cabin fever. The Joy Formidable turned a canceled gig up north into a majestic album.

Normally, a canceled gig is a big setback for a touring band. For the Joy Formidable, however, one particular ditched show turned into creative gold. Dial back to Thanksgiving 2011: The British rock band’s U.S. tour for their debut, “The Big Roar,” was headed to Portland, Maine. Then the venue abruptly closed, canceling what was the last show before a week off.

What to do? Head home early for a rest, or travel deeper into Maine? They chose the latter.

“We’d been writing on the road,” says singer/ guitarist Ritzy Bryan. “It’s difficult to track on buses and in hotel rooms. There’s only a certain amount of charm that having back-

It was written in London, one of the first new songs after their debut, and it’s the link between the nascent band and what is now a seasoned trio. “‘Wolf’s Law’ was a big part of making this record, almost too big,” says Bryan.

“We needed to include it, but we always felt that it belonged on its own because it was conceived almost as an art piece. It needs a space on its own.”

Bryan recalls those three weeks in the dead of winter in Maine and laughs: “To the locals, it was quite a mild winter, which we were completely bewildered by. We were scooping up 9 feet of snow in the backyard. But it was perfect. There’s an extra level of serenity that befell the cabin from having that much snow.”

My job involves pep rallies. I announce college games. But at 348 pounds, I didn’t have much pep – just high blood pressure, headaches and sleepless nights. Luckily, my wife introduced me to Jefferson, where I had my bariatric surgery.

Books. ‘Captain Underpants’ tops the list of library complaints Subversive toilet humor proved more offensive to Americans than bondage and eroticism last year, according to a list of most challenged books in U.S. libraries that saw complaints about “Captain Underpants” outweigh those for “Fifty Shades of Grey.”

The American Library Association said Dav Pilkey’s “Captain Underpants” series for children, which features characters like Professor Poopypants and Wedgie Woman, topped its 2012 list of books that Americans asked to be removed from libraries because of content that they considered inappropriate.

The “Captain Underpants” series of 10 books has appeared on the annual list three times since 2002, but has never previously reached the No. 1 spot, the ALA said on

Monday.

“Fifty Shades of Grey,” the best-selling sadomasochistic tale of college students and a businessman by British author E.L. James, debuted on the list in fourth place after the erotic trilogy sold 70 million copies around the world in the past two years.

The ALA said its office for intellectual freedom received a total of 464 reports in 2012 on attempts to remove books from public and school libraries or school curricula.

That was an increase from the 326 attempts recorded in 2011.

The ALA defines such “challenges” as formal written complaints to a library or school requesting that a book or other material be restricted or removed.

Other books making the list included “And Tango Makes Three,” a children’s tale about two male penguins who adopt an egg together, and Khaled Hosseini’s Afghanistan-based bestseller “The Kite Runner.”

Dancing awkwardly with Ira Glass

The NPR host teams up with a dance troupe for this Annenberg premiere. “Honestly,� says Ira Glass, “the most important thing to say is we know that this is ridiculous.� The host of public radio’s “This American Life� has teamed with choreographer Monica Bill Barnes to create “One Radio Host Two Dancers,� a piece that attempts to combine radio stories and dance. “We know these

things don’t go together. It shouldn’t work at all, and yet it weirdly works.�

The two met when Barnes was a judge for a “Dancing With the Stars� parody in New York in which Glass was one of the celebrity dancers. Barnes’ company was later invited to perform on a filmed episode of “This American Life� that was screened in movie theaters last May. “People loved the dancers,�

Despite the fact that he’s reluctantly learned a few steps for these performances, Ira Glass admits to not being much of a dance fanatic. “I’m a normal American,� he says. “I almost never go to see dance. I’ve probably seen more than most people because I see like two a year, and that’s only because I’ve met a bunch which they’ll premiere this weekend at the Annenberg Center. “From the first time I saw Monica perform, I was struck at how the sensibility of her company felt exactly like the sensibility of the radio show,� Glass says. “There are these weird, awkward, very real-feeling moments.� “I feel like we’re both really interested in humanizing common experiences,�

Barnes says. “I’m seldom drawn to creating dances that ask the audience to be in great admiration of us. Usually they’re seeing us stumble or attempt something just beyond our reach, and Ira gives voice

of dancers.� “Most Americans only go to see dance when their own child is in it.

So I feel like I’m squarely in the mainstream of America, where you go to a dance performance when you know one of the performers,� he adds. “It just happens to be that the ones I know are adults and not little kids.� to some of the things that I’m using as metaphors.�

The main challenge, Barnes says, has been finding a way to make the pairing of stories and dance complement one another. “We’re walking an interesting line between literal and abstract. We want to avoid handing the audience too much information, and create something like Ira does with his show, where he offers you intriguing pieces but doesn’t always sew it all together.

The listener has a role in making the meaning.�

Bruce Graham is one of the first nationally recognized playwrights to make his home in Philadelphia. He won the 2011 Jeff Award

(Chicago’s version of the Tony) for “The Outgoing Tide,” which starred John Mahoney as a retired man struggling with dementia.

For years, Bruce Graham wanted to write a play based on his cousin’s car repair shop. But he had to get hoppin’ mad first, before he found a story amidst the grease, metal and profanity.

“I would hang around the garage, meet the guys from the neighborhood. We would just sit there and laugh our asses off. The whole time I’m thinking, ‘Oh my God, what great characters.’

wanted to use the set for, the play just wrote itself,” says Graham. “Anger seems to inspire my plays, especially the funny ones.

And, to me, the average lower middle class and middle class people in this country are getting royally screwed. When I was growing up [in Philly] your dad worked at Boeing, GE, Westinghouse, or

the Navy Yard. … That’s just not here anymore, and people are peeved by that.”

“North of the Boulevard” begins previews this week at Theatre Exile’s Studio X in South Philly. Directed by Matt Pfeiffer, the play features longtime Philly actor Scott Greer as a mechanic presented with a getjust-enough-richer-quick scheme.

“It’s ‘Can I get north of the [Roosevelt] Boulevard?’ It’s not like you’re trying to get to nirvana or something,” says Graham. “It’s just like, ‘I want to get three miles away from here to a better school district for my kids, which is a pretty realistic goal in life, I think.”

An appropriate venue

Originally scheduled to debut in a Center City venue, “Boulevard” was moved to due to a scheduling conflict.

As luck would have it, Theatre Exile’s South Philly rehearsal space is a converted auto repair garage. Awardwinning set designer Matt Saunders was brought in to reconvert the space into a garage again and expand the seating capacity of the venue.

Just how much should you eat?

Diet. The answers might surprise you. A nutritionist weighs in on basics of portion control.

When it comes to maintaining a healthy weight, how much we eat is as important as what is on the plate. Unless you carry around a scale or measuring cup, portion size can

get out of control. “The eye easily gets tricked. Most people need a serving size reality check,� says Nicolette M. Pace, R.D., the founder of NutriSource Inc., which specializes in nutrition-based disease prevention and treatment.

We asked Pace for some easy visual identifiers for common foods that we often oversize.

Chips

It is perfectly reasonable to enjoy a beer with a burger or a glass of wine to wind down after a long day; it’s even OK to get drunk on daiquiris during your Caribbean vacation.

The amount of alcohol is not the determining factor. “I only had one drink,” is not a valid excuse if your personality or judgment is affected in a way that makes you belligerent or unreliable.

If you’ve ever wondered if you drink too much, or a loved one or colleague has suggested as much, you likely have an alcohol-related problem that should be addressed.

There are a number of resources available if you need help. A good place to start is with your primary care physician or a mental health professional who may assess your individual circumstances and make recommendations for moderating alcohol intake or abstaining from alcohol altogether. Support from family and friends is also important, and organizations such a Al-Anon or Alcoholics Anonymous may be an option if you have an ongoing identified alcohol addiction.

Tips on shopping vintage Shopping. Here’s expert advice from the organizer of the Manhattan Vintage Clothing Show.

There’s something about summer months that make us want to comb through vintage stalls in outdoor markets and road-trip to estate sales. But racks filled with varying eras, styles and colors can be a confusing mess. We asked David Ornstein, vintage expert and organizer of the Manhattan Vintage Show — taking place this Friday and Saturday in NYC — along with Ashley Abtahie, from Amarcord Vintage Fashion, for their tips on scoring one-of-akind treasures.

Try things on: “The first thing when you are fresh to the vintage shopping scene is to be open to trying on several silhouettes and eras until you find the styles that best suit your figure and personal aesthetic,� says Abtahie.

Ornstein adds, “In the 1940s, things were very tailored and fit certain bodies better. In the 1930s, clothing was cut on the bias, and the ’50s are the beginning of very practical

pers, covered buttons and silk linings — those are all good indicators of finerquality vintage.� Abtahie says examining pieces will also help you identify a fake. “Nowadays fakes are often accompanied with authenticity cards, so we can’t rely on that,� she says. “I would also suggest asking questions to the seller about where the product was sourced to get a better idea.�

Start at the source: “Estate sales are great places to look,� says Ornstein. “Most vintage clothing dealers buy their clothing at the source — that means out of the house from the people that originally owned them. There are sites such as www.estatesales.net that tell people where those sales are.�

But if you’re thinking of hitting up estate sales, be prepared to skip brunch. “With vintage, everything is one-of-a kind, so if you’re serious, get online early,� says Ornstein. We’re looking at silks, wool and cotton,� says Ornstein. “Look for construction clues like hand sewing, metal zip-

BOSTON, PAPELBON PLAYING GAME OF ‘WHAT IF’ AND ‘WHY’ It’s nearly impossible to cover marathons or any type of road race as a sports writer. There are thousands upon thousands of men and women barreling in, one after the other after the other after the other across the finish line.

Trying to find that certain runner who has a local tie, that certain someone who would make for a great local story out of a sea of humanity or trying to fight off a big wig, contractually tied TV reporter for an interview with the actual winners of the race for just one, out-of-breath and usually incoherent quote is typically a venture doomed for failure.

That was my reasoning for staying away from the Boston Marathon finish line Monday. Today, I’m thanking God that I’m so damn cynical (and/or lazy).

When a tragedy occurs like the one that hit Boston Monday, a million “what-ifs� and “whys� race through your head.

One of the whys that I struggled with was, “Why does sports even matter anymore?�

Yes, we will read and hear a million stories over the next few weeks about how sports is a “nice release� for everyone in Boston. That’s true.

wonder if it’s really that important to catch Game 3 of the Celtics-Knicks first round series next week live and in person at TD Garden when you could just watch it on TV at your home instead ‌ away from a place where another tragedy could hit.

My cynical radar made quite a bit of noise again early in the evening on Monday when I read the headline, “Former Red Sox closer Papelbon’s thoughts are with Boston.�

Why would this guy, who bolted the Red Sox after their tumultuous September of 2011, care about us? He’s in Philly now. He willingly left Boston. In Boston, he’s considered a fraud.

But then I read that as Papelbon and Phillies teammate Cliff Lee were watching coverage of the Marathon bombings on a TV in the team clubhouse, Papelbon was immediately spooked by the fact that he used to live “right above� where the second bomb went off.

Sure, Papelbon is a multi-millionaire. And yeah, he plays a child’s game as his occupation.

But Monday, he was as human as it gets. He was frightened. He was playing that horrible game of “what-ifs� and “whys,� just like you and me.

ESPN’s Marc Stein reported yesterday that Collins will have a “new relationship with the 76ers” going forward and the role will likely be that of a “special consultant.” Philly is 33-48 this season under Collins, and it was reported by multiple outlets earlier this week that he would be stepping down as head coach.

Collins is under contract as head coach of the team through next season and is owed $4.5 million.

How did the Sixers become a franchise with little hope and a disillusioned fan base that’s annually wallowing in mediocrity? In the NBA, a few wrong turns can leave you lost for a decade. Here are the three mind-numbing decisions that have crippled the organization.

Sign forward Elton Brand to five-year, $79.7 million contract The July 2008 signing of Brand was widely lauded as a coup for the Sixers because they “stole” him away from the Clippers at the last minute.

But in reality, it was the first domino that allowed Los Angeles to ascend to their current standing. Giving $80 million to a 29-year-old player who was one year removed from an Achilles tendon tear is just inexcus-

able.

Brand was a shell of himself right from jump street for the Sixers, showing completely sapped athletic ability. He averaged a pitiful 13.2 points per game over four seasons in Philly and was paid to leave prior to the 2012-13 campaign via the amnesty clause. How did the medical staff sign off on damaged goods?
