Underfunded programs could go up in smoke Strapped. Only Wayne County, Mich., pays its DA’s Office less per violent incident than Philadelphia.

If the District Attorney’s Office receives the budget currently proposed by

Mayor Michael Nutter’s administration, incarceration alternatives like the Small Amounts of Marijuana program may soon go up in smoke, District Attorney Seth Williams testified yesterday before City Council.

“Already I’ve directed my assistants to prepare for the end of the SAM program,” he said. “As of July 1, all cases will have to be

diverted to trial rooms.”

In fact, the budget for Philadelphia’s chief prosecutor has flatlined, not even keeping up with the rate of inflation and failing to account for salary increases awarded to police and probation officers.

“This is not how the mayor has treated other criminal justice agencies,” Williams said, running through a laundry

list of agencies that have received budget increases, including the police department, prisons and even the Office of Innovation and Technology, whose budget has ballooned by nearly 150 percent since 2008. “So this is not about a lack of money,” Williams said. “In years past, maybe it was.

Now it is about values.”

Williams said his office

has been key in pioneering money-saving tech reforms like electronic discovery filing. “But we, ourselves, may not be able to operate the system because our computers are out of warranty and the software is from the 1990s.”

Nutter wants Philly to host 2024 Games Mayor Michael A. Nutter sent a letter to the United States Olympic Committee (USOC) confirming the city’s commitment to working with the USOC to bid on the 2024 Olympic Games.

The city also expressed its interest in the possibility of becoming the U.S. candidate dity and, ultimately, the host city.

“The Philadelphia region has enthusiastically embraced the prospect of bidding on and hosting a future Olympic Games, and we look forward with great anticipation to the opportunity to work with the USOC on this project,” Nutter said in a release.

Underage. Former Miss Delaware Teen USA gets probation The former Miss Delaware Teen USA who resigned her crown after a sex video featuring a woman resembling her surfaced online earlier this year received a year of probation in Maryland court for underage alcohol possession, according to reports.

Melissa King, 19, was

charged in August with alcohol possession after a bottle of liquor was found in a vehicle she was driving, reports say.

She received her sentence Monday in the Worcester County District Court.

A SEPTA worker was shocked and burned while working atop a train at a station in New Jersey overnight, according to reports.

The incident happened at the West Trenton train station, in Ewing, Mercer County, at around 12:30 a.m., reports say.

The man, identified by reports as a 49-yearold Elkins Park, Pa., resident, was in serious condition at Saint Barnabas Medical Center in Livingston, N.J., yesterday.

It took a rescue crew about an hour to get to the victim due to high voltage. METRO

Powers used the home, at the corner at 50th and Market streets, as a canvas for one of 33 artworks that were strung together to form a love story.

The complete saga is unveiled as the other artworks, splashed on homes stretching from 45th to 63rd streets along the El route, are revealed one by one. It was completed on Valentine’s Day 2010.

The building, which features a gutted groundlevel retail space and three apartment units, encompasses 1,348 square feet.

Real estate agent Faith Boose said there are no guidelines for an owner to maintain or even keep the artwork. And she said that to this point, the art hasn’t been the main feature.

“The price is the major selling point at this time,” Boose said.

Federal prosecutors charged badly wounded Boston Marathon bombing suspect Dzhokhar Tsarnaev in his hospital bed yesterday with using a weapon of mass destruction, a charge that could result in the death penalty, officials said.

“Although our investi-

gation is ongoing, today’s charges bring a successful end to a tragic week for the city of Boston, and for our country,” U.S. Attorney General Eric Holder said in a statement.

Tsarnaev, 19, was also charged with malicious destruction of property resulting in death.

Tsarnaev, an ethnic Chechen college student suspected of carrying out the attacks with his older brother, was unable to speak after he was captured with throat injuries sustained during shootouts with police.

The fact that he was

charged indicated the previously sedated defendant was communicative because the magistrate judge would have to be satisfied he was aware of the proceedings.

Police previously declined to comment on media reports he was communicating with authorities in writing.

“There have been widely published reports that he is [communicating silently]. I wouldn’t dispute that, but I don’t have any specific information on that myself,” Boston Police Commissioner Ed Davis told CNN. REUTERS

How did you connect with the “people” your book references?

I was living and teaching in Venezuela in 20062007, and my students were political organizers from across Venezuela who had come to study in Caracas. They provided intimate access to people that others might not be able to interview: radical organizers from across the country, former guerrillas, militia members and leaders of a variety of social movements that contributed to Hugo

Chavez’s rise to power.

Chavez is a polarizing figure in Latin America.

What did you make of that?

Chavez was certainly a polarizing person, but social change rarely comes without polarization. In some senses it was this very question that drew me to study Venezuela: political science and other academic scholarship on the subject in the United States is dreadful, tending to simply echo common misconceptions

or impose a vision of U.S.-style democracy on Venezuela.

What did you discover on the ground in your research about Chavez?

What I found in practice was not a strongman, but an increasingly conscious and mobilized population ripe with social movements.

Chavez played a major role in pushing this development forward.

His absence will certainly be felt.

Do you believe that

relations between the U.S. and Venezuela will improve under Nicolas Maduro, who assumed the presidency this month?

Despite claiming to want improved relations with Venezuela, the Obama administration has refused to take the first step toward a thaw: recognizing Maduro. You cannot improve relations with a leader that you fail to even recognize.

That Philly sound has seeped into all kinds of contemporary music, and Poyser has had a major role in it. He’s produced or played on records for everyone from Adele to Common and he’s an integral part of The Roots’ sound on “Late Night with Jimmy Fallon.”

“It’s very rare to find a band on the road that doesn’t have a musician from the Philly area,” Poyser says. “I’m proud to be a part of that.”

Poyser’s “friends” for the “Sittin’ In” session include ace drummer Steve McKie, along with whoever else is in town for the night.

These days, Poyser doesn’t get to spend as much time in the city. His gig with The Roots on “Fallon,” along with producing and playing, keeps him in the 212. Yet, he’s excited about moving to the 11:30 p.m. slot of NBC’s “The Tonight Show” when Fallon

Wear your heart on your T-shirt sleeve Style and substance. “Boston Love” T-shirts are a fashionable way to show you care.

After the attack on the Boston Marathon last Monday, people across the nation were left with questions.

How can we help? How can we begin to ease the pain caused by an event that we still do not — and may never — understand?

This drove to help mobilize business and individuals alike to set up foundations and donate what they could. One such business is Ctrl Alt Design, a Bos-

ton-based creative agency that specializes in graphic design. Robert McElaney — Ctrl Alt Design’s creative director — designed an image that became the logo for their line of “Boston Love” T-shirts, sold on Ctrla.lt/design for a limited time only.

The screen-printed tees feature a simple yet evocative image of a large red heart, the top arcs of which form Boston’s skyline.

All proceeds of the shirts’ sales go directly to One Fund Boston, a nonprofit organization set up by Massachusetts Governor Deval Patrick and Boston Mayor Tom Menino to benefit those most affected by the attack.

“When the tragedy

struck, witnessing all the pain and confusion, I felt compelled to create something to convey not only strength, but also compassion, something to bring people together,” said McElaney.

As of 5 p.m. on Sunday, they’d sold 267 shirts, raising roughly $2,400. It’s an impressive figure that speaks to the power of community in Boston, considering they’d begun selling the shirts on their site just two days earlier. The response has been so positive that they’ve extended the campaign through May 1. “We had a lot of people asking to make sure they had the option through the week, until they get paid,” McElaney said. “Which

somewhat blows my mind.

[Living] paycheck to paycheck and still wanting to give? ... Boston is awesome.”

This positive response reflects the anthem the city has adopted: Boston Strong. “I moved to Boston roughly 15 years ago.

I’ve been lucky enough to meet a wide range of friends and acquaintanc-

es,” said McElaney. “Over time, some have moved out of state, some out of the country. When a tragedy like this strikes, they all have responded with care, strength and support.

That’s what Boston Strong means to me.”

Your popcorn craving just got more fun Cooking. This recipe for popcorn balls is so easy, even kids can do it.

Coat a large heat-proof bowl with butter, vegetable oil or cooking spray and place popcorn in the bowl. Place sugar, corn syrup, water, vinegar and salt in a medium saucepan and stir to combine. Place over high heat, stirring until sugar is dissolved, about 2 minutes. Bring to a boil and cook until mixture registers 260°F on a candy/fat thermometer, about 5 to 7 minutes.

Talking to kids about terrorism One week after the Boston Marathon bombings, the healing is only just beginning for many families dealing with the less tangible injuries of psychological trauma. Metro asked Dr. Kate Roberts, a Massachusetts-based child psychologist and parenting coach at Kate Roberts & Associates, how parents should handle psychological injuries following such terrifying ordeals.

“Children directly affected will have symptoms of acute trauma reaction — things like not being able to stop thinking about the event,” she says. “Their mind jumps back on images even if they’re playing or busy doing something.

“Engage the child in counseling — the earintrusive thoughts. Noises and the unexpected can be especially startling.”

Parents might share similar symptoms, which can also include sadness and mood changes. But for children, traumatic events are a very new experience: “There’s a depersonalization,” says Dr. Roberts.

“Their world is shaken and

Parents are often eager to see improvement in their child’s behavior and emphasize positive signals, while ignoring negative ones. “In due time more normal activity will ensue,” Dr. Roberts says, “but initially there’s not a lot of

Camp can brush away the ‘mental cobwebs’

Summer. Education camps help keep kids sharp for the coming school year.

Even for those ultra-curious kids who love soaking up knowledge, sitting in the classroom can be a chore.

This summer, enroll your kids in camp programs designed to take education away from the blackboard — and make it fun. “Camps can provide the opportunity to learn new skills and knowledge, or to help maintain and strengthen the skills and knowledge [children] already have,� says Rhonda Geyer, director of noncredit programs at Temple University. Many educational camps, like Temple’s Summer Education Camp programs at the Ambler campus, are organized into a series of one-week sessions so campers can sample a variety of topics — both those they’ve already had some exposure to and others that will let them explore something new. “You want to find topics that will be fun, interesting and educational,� Geyer says. Camp is not summer school, though, so “the program should also pro-

vide recreation and other downtime, so kids can have some fun.�

She adds: “It is summertime, after all.�

At Temple, programs range from creative courses in drawing, cartooning and writing to computerbased technical challenges.

Some combine both, like website design and robotics. Kids who prefer being outdoors can learn geocaching or study wildlife.

Students who need a boost maintaining or strengthening basic skills in math or reading and writing also have access to camps that emphasize fun. Temple offers the Jumpstart! series, which helps kids through individual and group activities. It’s structured with the Pennsylvania System of School Assessment in mind. “Practicing learning skills in a camp-like environment can be fun and also help students return to school without the ‘mental cobwebs’ that sometimes collect over the summer,�

Geyer says. “Hopefully they will have a new positive perspective concerning their own skill strengths, abilities and interests.�

Re: “Don’t frack New York” (Metro, April 19-21) Mark Ruffalo, actor and activist, who was born in Wisconsin and lives Los Angeles, has undertaken to save New York from the horrors of hydrologic fracturing. He recites a litany of ecological disasters which it supposedly causes without citing any evidence. He then invokes some so-called experts to advocate largescale development of alternative energy sources without explaining how they would work. The trouble is, they won’t work. His so called experts may have mastered the intricacies of political correctness, but they do not understand Ohm’s Law.

Let the future be a surprise Re: “Welcome to the future” (Metro, Earth Day edition, April 22) Although it’s fun to try to predict the future, no one can. When I was a child in the 1950s, the future for me was jet packs, flying cars and, as in every future prediction, robot servants.

Well, we all know how that turned out. Thirty years ago we didn’t have cell phones or the Internet, but no one was predicting them then, either. Why try to predict it?

CATALDI: COLLINS TARNISHED HIS LEGACY FOREVER The voice of Philly sports

Doug Collins did something unprecedented in his final few months as coach of the Sixers. He rendered his status as a Philadelphia sports hero obsolete. Never again will he be the gritty overachiever who cared so much about winning.

Now and forever, he will be the man whose raging ego ruined his legacy.

After a week of shameless public lies about his

intentions, Collins finally stepped down in one final flurry of self-serving bravado. He prefaced his tribute to himself by saying he had been plotting with his bosses a dignified goodbye, making his nauseating exit yet another spectacular failure in this disgraceful season.

In fact, it is impossible to imagine a less dignified send-off than the one he gave himself. If there were any remaining doubts about his total disconnection from the fans (remember, last month he advised them to pray for Andrew Bynum), they disappeared during his final news conference.

At one point, he had the audacity to blubber about his loving relationship with the fans, after stonewalling their questions for months.

We have learned — from him, no less — that he decided to leave last Christmas.

His final words to the city included a detailed recitation of his rĂŠsumĂŠ, conveniently omitting the fact that he was actually a loser here with a 110-120 record. He also emphasized his amazing kinship with his players, none of

whom he thought highly enough of to confide in his plans to leave. And he actually said he was “always a winner, never a champion.�

Always a winner?

Was he a winner when he publicly attacked his players for “not breaking a sweat� after one awful loss? Was he a winner when he berated reporter after reporter for asking valid questions about the Bynum disaster? Is he a winner now, with his team in far worse shape than when he got here?

Collins thinks he can bamboozle the fans with bluster about his playing days here, about his commitment to the job and his love for Philadelphia.

If he actually did love our city, he wouldn’t have spent the final months here insulting the fans with his public tantrums.

It is impossible for a sports hero in Philly to lose that designation.

Allen Iverson is a national embarrassment, but he still receives standing ovations every time he returns. Lenny Dykstra is in prison, and fans still speak fondly of him.

Collins managed to soil his legacy in a way even those two pathetic cases didn’t. In the end, he didn’t respect the fans.

Ultimately, he cared only about himself. He left with no class and with no dignity.

McClain arrested again New Ravens linebacker Rolando McClain continued to add to his rap sheet yesterday. The 23-year-old was arrested for disorderly conduct and resisting arrest.

McClain was arrested in January for having tinted windows and then lying to police about his identity. More seriously, he was convicted of four misdemeanors last May for his involvement in a shooting. Those were later dismissed.

As the Phillies continue to flounder below .500, a fascinating debate is emerging about whom to blame more for their failures: GM Ruben Amaro Jr. or manager Charlie Manuel. The correct answer is Manuel — by a wide margin.

Now, I understand Manuel won the World Series here in 2008, while Amaro was just a frontoffice assistant, so the folksy skipper still holds the support of a majority of the fans. Philadelphia never stops loving a champion. Just ask the 1973-75 Flyers.

But Manuel is the bigger problem, as he proved again with some abominable strategy last week. On successive nights late in tie games, Manuel placed the team’s fate in the hands of relievers Jeremy Horst and Phillippe Aumont.

In both cases, the better choices — Mike Adams and Jonathan Papelbon, among others — sat in the bullpen until it was too late.

Manuel’s explanations for these obvious mistakes were totally illogical. He said he was “getting concerned� about how much Adams

Papelbon is used only in save situations, then he entered a game two nights later with the Phillies one run behind

Amaro did his job. He provided Manuel with two of the best late-inning relievers in baseball, but Adams and Papelbon can fill their roles only if the manager uses them.

Manuel should have been fired a year ago, after his 102-win team lost in the first round of the playoffs because of strategic blunders.

If you really want to blame Amaro, rip him because he hasn’t had the courage to get rid of his beloved — and overrated — manager.

NFL expects Eagles to stink There was no press release, but the NFL made a bold statement about the 2013 Eagles: They stink.

This appraisal was hidden in the new schedule, which has jarred the Birds back to their Not-ReadyFor-Prime-Time days before Andy Reid. In the first season under Chip Kelly, the Eagles are slated to play only two night games.

What the NFL is saying is obvious. The debut of Kelly and his new brand of football is worthy of attention; hence, the Monday night opener.

Unintentionally, the NFL appears to have done Kelly a huge favor. Facing a still-gimpy Robert Griffin III in the opener is a gift, followed by winnable games against the Chargers and Chiefs. Is it ridiculous to think the Birds could be 3-0 on Sept.

22? Can you imagine how much that start will help Kelly’s players to believe in the new system?

Here’s my first prediction of the Chip Kelly era: The Eagles will not stink in 2013.

McInerney named MLS Player of Week MLS. The Union forward takes home Week 8 honors after scoring two more goals in Sunday’s win.

Union forward Jack McInerney has been named Major League Soccer Player of the Week.

McInerney scored twice in the first half of the Union’s 3-2 victory over DC United on Sunday. The 20-year-old has scored in three straight games and leads MLS with six goals. McInerney is the youngest player to hold the outright goals lead in league history. He also leads the league in game-winning goals with three on the year.

The Union (3-2-1, 11 points) face the New England Revolution on Saturday (7:30 p.m.) at Gillette Stadium outside Boston.

The MLS Player of the Week award is voted on by the North American Soccer Reporters.
