Paid sick leave bill passes city council Healthy debate. The bill would start off covering companies with more than 20 employees. The New York City Council passed legislation Wednesday that will require thousands of businesses to provide paid sick days to workers in the city. Companies with 20 or more employees will be required to offer five paid sick days beginning on April 1, 2014. On Oct. 1, 2015, the coverage will expand to include companies that have 15 or more workers. The next year start date gives businesses extra time to recover before absorbing the extra costs. An estimated one million workers in New York City will benefit from the legislation. Another 300,000 workers will receive unpaid sick leave under the new legislation. Enforcement will be complaint driven, according to the speaker’s office, and handled by the Department of Consumer Affairs. The maximum fine will be $2,500. Under the bill, companies that have fewer than 15 employees will be forced to offer unpaid days off to sick workers.

Critics of the measure say that many business owners cannot afford to offer
paid sick days, and that businesses and employees should be left to work out sick-leave arrangements on their own. “We have a good, strong and sensible piece of legislation that recognizes the needs of everyday New Yorkers and the realities that our struggling small businesses face,” City Council Speaker Christine Quinn said when she first outlined the bill on March 29. Quinn had originally blocked a vote on the paid sick leave bill for three years, arguing that it would hurt the city’s economy. She drew criticism from her fellow mayoral contenders, her colleagues in the City Council and activists, including feminist Gloria Steinem. Advocates have been pushing for a bill that would apply to businesses with five or more employees. Despite some of the limits of the bill, the legislation is viewed as a pivotal step in a national push for paid sick days. Mayor Michael Bloomberg, who said earlier this year that the bill would “stifle job creation,” is expected to veto the measure, but the Council, which passed it 45-3, will likely have enough votes to override the veto.

Back from duty. Injured Queens vet gets ‘Heroes’ award When Captain James Van Thach was in his 30s, he was getting ready for two years as a soldier in Iraq. When he came home, he was a disabled veteran. “I felt like a shell of myself,” Van Thach told Metro of his return after being injured two times in Iraq.
The Queens native is working toward recovery with Liz, a mixed service dog, and helping others do the same. Both will be honored Thursday night at the Hearts and Heroes Gala in Manhattan. He will be honored for his work with service dogs and injured vets. ALISON BOWEN

Report. Transgender discrimination costs New York millions Discrimination against transgender people is costing New York millions, according to a new report. The study, by the UCLA’s Williams Institute, says housing and employment discrimination cost millions of dollars as people lean on public assistance instead. According to the study, workplace discrimination could cost the state $7 million each year. “It shocks the conscience that nearly 24,000 New Yorkers can be fired from their jobs or be evicted from their homes merely because of their gender identity or expression,” state Sen. Brad Hoylman said. The group said that people report losing their jobs because of bias, which means lost wages, lost health insurance and housing instability. ALISON BOWEN

Island with a vote yesterday. In support of the twomillion square foot campus, the city will sponsor a one-year summer ferry service pilot program and designate an NYPD force to ensure the safety of the students, said Councilwoman Jessica Lappin,
whose district includes Roosevelt Island. The campus is a joint collaboration between Cornell University and Technion Institute of Technology in Israel.

Every summer a horde of music loving New Yorkers look forward to the mostly free Celebrate Brooklyn! Festival. The concert series held annually in Prospect Park’s bandshell highlights a variety of artists to please the taste of all music lovers. This year, Celebrate Brooklyn! is showcase a series of acts that might have people remembering their
high school years including the Barenaked Ladies, Ben Folds Five and Guster on July 30. This is one of the shows that will require a ticket. For those nostalgic of the early 2000s, Shaggy, of “It Wasn’t Me” fame, will perform on Aug. 9. The New York subway system is dirty — with human skin. From 2007 to 2008, biologists from the University of Colorado analyzed air samples that were taken from several New York City subway platforms and found that about 15 percent of the matter that they analyzed consisted of skin. Most of the skin came from heels and heads of riders, but 12 percent of the skin came from other areas such as belly buttons, ear canals, armpits and rear ends. The study found that there was little difference between the air from stations such as Grand Central and City Hall to the air that was breathed outside in Union Square Park. The only exception was the increased fungi in the stations, which the study attributed to wood rot fungi on the wooden subway tracks.
A Columbia University football player has been charged with aggravated harassment as a hate crime after he allegedly threatened another student with racial slurs, NBC News reports. Chad Washington, 19, allegedly followed a 19-year-old Asian student early Sunday, called him ethnic slurs and pushed him against a wall. The victim told police that he was walking with two female friends when Washington and his friends began heckling the women, according to NBC News. When the victim tried to defend his friends, Washington started calling him slurs and following him. According to the Columbia University Athletics Department’s website, Washington is a junior and defensive lineman from Oakland, Calif. Columbia released the

The parents of a teenager shot and killed by police earlier this year are expected to file a notice of claim Wednesday, informing the city that they intend to file a wrongfuldeath lawsuit that alleges that cops used excessive force in the shooting that killed their son, The Daily News reports. Family lawyer Kenneth Montgomery says he can prove that police officers left 16-year-old Kimani Gray to die in East Flatbush on March 9. Ariel Castro was charged yesterday with kidnapping and raping three women who were rescued from his house on Monday after nearly a decade in captivity. Castro’s two brothers Pedro and Onil, originally arrested in the case, were not charged, said Cleveland city prosecutor Victor Perez at a news conference. The charges came as police revealed that the women, who were rescued on Monday after one of them, Amanda Berry, fled with the help of a neighbor, had not
seen any previous chances to escape in nearly 10 years of captivity. “The only opportunity, after interviewing the young ladies, to escape was the other day when Amanda escaped,” Cleveland Deputy Police Chief Ed Tomba said at the same news conference. “They don’t believe that they’ve been outside that home for the last 10 years,” he said. “They were not in one room, but they did know each other and they did know [the others were] there,” he added. The shot fired from Cody Wilson’s Liberator has sparked a wider battle, following the U.S. student’s successful test of the first 3D-printed firearm Sunday, with fears that homemade guns could flood the market. One said it’s as “boring as sitting through eighth-
period English” and another went as far as calling it “overwrought, asinine, exaggerated and boring ... about as romantic as a pet rock.” Even The New Yorker didn’t let it down easy, saying that Luhrmann is “less a filmmaker than a music video director with endless

How did you identify with a psychopathic character like Driver? I guess I saw him as a tortured soul. He’s a psychopath, and sometimes psychopaths are aware of their condition but can’t do anything about it. The man is basically in love. It’s a twisted love story, one of love and ownership — two emotions that I can relate to as a non-psychopathic human being.
Should we be rooting for your character? That element is the reason I was drawn to the script, because this character essentially becomes an antihero. He might be gratuitously murdering people left, right and center, but all of the people he chooses to murder aren’t the nicest of people. The director and I wanted to challenge the audience’s moral and ethical compass to see if they would start liking him.

scary or not. I found out that it made me laugh continuously. The darker the scene, the harder I laughed. I’m not sure what that says about me. Driver is vulnerable during an early sex scene, but he’s more menacing walking nude to the house where his victims are holed up. Can you talk about how sex and nudity and violence are presented by him? The nudity that my character displays [walking] in the film as opposed to the nudity you see in the sex scene are juxtaposed and represent the two different people that he is — which is a very common trait in a psychopath. Skin and the body both play important roles in this film, and I think Ryuhei [Kitamura, the director] uses them brilliantly. Standing naked covered head-to-toe in synthetic blood in a forest in Louisiana at 2 a.m. was a very liberating experience.

Two jingle writers start up a band Techno. Capital Cities make music that’s “fun and upbeat and joyous.” It was instant creative chemistry when Sebu Simonian and Ryan Merchant met through Craigslist a few years ago — which is fortunate, because Merchant was the only one who responded to Simonian’s post. “He was looking for a producer to help him with his solo project,” Simonian says. “He sent me some samples of his songs, which were really good. When we got together, we collaborated immediately.” The pair spent a couple of years penning jingles for TV commercials, but they always had other projects floating around, too. “We
collaborated on all kinds of stuff and putting together ideas,” says Simonian. “We realized all that repertoire was prime material to start a band.” So they did just that, starting the band Capital Cities in 2010 and putting out an EP the following summer. Their debut album, “In a Tidal Wave of Mystery,” comes out June 11. As for describing their style, Simonian says Michael Jackson, Pink Floyd and The Beatles are among their influences. You could call it alternative-pop, or techno, or alternativedance with a blend of upbeat, catchy tunes — or something else altogether. The indefinable quality is “somewhat intentional.” “It doesn’t matter to me what we’re categorized,” Simonian says. “Ryan and I try to make good music.
Overall, we definitely like to make it dance-y — electronic, in-your-face, fun and upbeat and joyous — but we do try to venture into the dark side sometimes with experimental sound. Sometimes the lyrics take turns, and we try to balance it out with depth and more edgy and dark moments.”

What makes Prandial special? I love the decor, and I have a beautiful state-ofthe-art kitchen. I came to the United States from France in 1997, and we wanted to take traditional French techniques and apply them to traditional American cuisine. I love French food, but I needed a new challenge, and I couldn’t hope for a better opportunity and space. You specialize in fusion dishes. How did this come about?

Is there a meal you have been meaning to try? I’d like to go to French Laundry, Chef Thomas Keller’s restaurant in California. He also has Per Se in New York. I have his cookbook, and I’m very inspired by him. He was born and raised in the U.S., but lived for years in France and is very knowledgeable about ingredients worldwide.
France native Pierre Rougey is the chef at the helm of Prandial Restaurant, a roomy spot in Chelsea that specializes in American standards injected with a certain French chic. After nine years in NYC, Rougey has acquired a following for his creative fusion dishes and reinvigorating staples with an unexpected French sensibility.

Different parts of the world have different types of ingredients. In France, there were always different ingredients available that make cuisine different from one region to another. So I guess you could call it fusion, but I have been combining different regional ingredients all my life. In New York, there are so many ways to

get different ingredients — for example, I have a mushroom supplier from the West Coast. So there are many opportunities to combine new things. What is your favorite item at Prandial? I love the pork belly. I love the flavor. It comes with a beet salad made with beets that we pickled four months ago.
Favorite dessert? I really like an apple tart. They’re simple, and I have memories of them from when I was 13 or 14 years old. We used to eat them after soccer practice. To me, there’s nothing better.

Ah, the orgasm. To many, it is necessary for everyday living and easy to achieve. But for countless others it is elusive. Many of my female patients are frustrated that they can’t achieve an orgasm when they are with their partners. They’ve read how-to sex manuals, taken herbal concoctions — some have even gotten their hands on Viagra to try to get things moving. Usually they come in after several visits to medical professionals to see the nonmedical factors that contribute to their inability to get there. I start with a simple question: Can you bring yourself to orgasm? If the answer is “yes,” it means they are physically capable and that the issue is about how they think about sex. See this issue as an opportunity to improve and know yourself rather than as a problem. Take the opportunity to expand your sexual horizons and learn what works. Doc needs surgery Phillies starter Roy Halladay has been searching for an answer to his early season struggles. He may have finally found it. Halladay met with Dr. Lewis Yocum yesterday and will undergo right shoulder surgery to remove a bone spur. The two-time Cy Young winner has no timetable for return, though manager Charlie Manuel said he hoped it wouldn’t be for the season.

Karl earns top coach The Nuggets’ postseason didn’t go as planned, but head coach George Karl was named NBA’s Coach of the Year yesterday for a remarkable regular season performance. Karl led the Nuggets to the No. 3 seed and a 57-25 record.

Lundqvist honored as Vezina finalist Henrik Lundqvist was the one constant for the Rangers in this most inconsistent of seasons. Lundqvist was rewarded yesterday for a remarkable year by being named one of the three finalists for the Vezina Trophy. Columbus’ Sergei Bobrovsky and San Jose’s Antti Niemi are the other finalists. Lundqvist is a Vezina finalist for the fifth time in his career. He finished third in 2006, 2007 and 2008, and won the award for the first time last year. “It means a lot. I am really proud to be in that category,” Lundqvist said before Game 4 of the team’s series against the Capitals. “It’s been an interesting year — a different year, a shorter season. [It’s been a] tight schedule [and] things maybe didn’t go our way all the time. When you have to work really hard to get back in the race and to finally get in, it’s just a big reward. Defenseman Andrew MacDonald reportedly suffered a broken hand in Game 4 and will be out for the remainder of the postseason. The Knicks bounced back in a big way Tuesday night, but must now suffer the scheduling quirk of having to wait until Saturday night to play Game 3. But despite the unreasonable waiting time, a few good things can come from the wait. Point guard Raymond Felton tweaked an ankle toward the end of the third quarter of the blowout win in Game 2, and did not return, so the extra rest will do him well. The Knicks had a scheduled day off from practice yesterday, but Felton said he will “definitely” be ready for Game 3. Another benefit of the gap between games is that Amar’e Stoudemire will get the chance to continue to test his knee and see if he’ll be ready for his first appearance of the postseason. Stoudemire’s knee held up during a 3-on-3 fullcourt session earlier in the week and another workout during Tuesday morning’s shootaround. “He didn’t have any setbacks after going 3-on3, and after [yesterday’s
