ISD struggles to enforce No More Than Four housing law Housing. College students enduring inspections to ensure no more than four students are living together in the same space. April marks the end of winter and the beginning of rental season in Boston. The arduous task of quick visits to apartments of all shapes, sizes and prices is an exhausting and stressful experience for first-timers and seasoned veterans alike. Student renters are in an even more unenviable position of finding the right apartment without exceeding the zoning requirement known as No More Than Four. ISD workers visit the address on the master list to check on possible code violations like missing or broken smoke/carbon detectors in the daytime, when students are in classes. They are allowed to enter the common space, but cannot walk into the units if no one is home. Inspectors leave letters for the students stating when they will return if they suspect that there are over four undergrads or if there are visible code violations. The citations go directly to the landlords, not to the renters. The 2008 city ordinance reflects the bureaucratic dance officials began in an effort to maintain and improve housing

Child abuse

Bridgewater day care director arraigned The former director of a Bridgewater day care center was arraigned Thursday for failing to report child abuse allegations at her center, prosecutors said. Judith Ritacco, 53, of Boylston, faces charges of endangering a child, failure to report allegations of child abuse and two counts of witness intimidation.

Prosecutors said Thursday that Ritacco failed to report alleged child abuse at Bridgewater State University child care center after a number of teachers there reported their concerns about a worker, Kyle Loughlin. He is currently facing two counts of rape of a child and three counts of aggravated indecent assault and battery on a child under 14. He was charged three weeks after the concerns were first brought to Ritacco’s attention. METRO

It also requires universities to create a master list of off-campus student addresses throughout the city. The master list contains roughly 25,000 addresses from 29 colleges and universities.

The ages of the students and the schools they attend do not impact the reach of the ordinance, however, part-time students and graduate students are clear of penalty. Former City Councilor Mike Ross voted for the ordinance, hoping to combat the increasing number of “pseudo-dorms” where large numbers of students cram into a three-bedroom in a triple-decker house. “As a realtor, if a place isn’t to code, we won’t deal with those landlords in general,” Venture Real Estate Managing Partner Sean McConarty said. “That said, the problem is the law is enforced by inspectional services. If the building is not up to code to begin with, why are we adding laws to punish tenants for renting an affordable place?” McConarty said that the details of the living situation make for frustrating hurdles. “Four full-time students and one part time student is not a violation,” McConarty said. “It doesn’t make sense in so many ways.” At the same time, schoolowned properties are not taken into consideration. Any number of students can live in an apartment that would otherwise be considered unsanitary or unsafe if it were privately owned. Should the inspectors find that more than four undergrads live in an apartment, they serve the landlord with a violation and give them 30 days to rectify the violation or head to housing court. In limbo. Wahlberg’s pardon request over his assault conviction on hold Actor Mark Wahlberg’s pardon request remains on the back burner. “His petition is pending,” said Charlene Bonner, chair of the parole board, which handles pardon recommendations Pardons are forgiveness of an offense. Wahlberg, who grew up in Dorchester, is one of 300 people who have a pending application for a

pardon or commutation. He submitted his request to the parole board in November, asking them to wipe away an assault and battery and drug possession conviction. Governor’s Councilor Jen Caissie quipped that she had heard Wahlberg’s Funky Bunch song “Good Vibrations” on the way into the meeting, prompting her to ask the question. SHNS

Baker backs Tsarnaev execution Gov. Charlie Baker reiterated that the death penalty would be appropriate for the Boston Marathon bomber convicted by a jury on Wednesday of all charges. A jury returned a verdict declaring Dzhokhar Tsarnaev, who planted two bombs along the marathon route

Judge tosses cameraman from ex-NFL star’s murder trial The judge in former New England Patriots star Aaron Hernandez’s murder trial on Thursday barred a local television cameraman from the trial after he drove a truck that followed a bus full of jurors, saying the incident could have led to a mistrial. The jury is in its third day of deliberations on whether Hernandez, 25, is guilty of murdering an associate, in the first of two mur-

der trials he faces this year. After the jury in Fall River, Massachusetts, determines whether he killed semiprofessional football player Odin Lloyd, he will face a trial in Boston on charges of fatally shooting two Cape Verdean men outside a nightclub in 2012. Bristol County Superior Court Judge Susan Garsh said two of the 15 jurors reported they had been followed by a truck from WHDH television and summoned the cameraman who had driven the truck, Robert Cusanelli, to court. The cameraman said he had made no effort to interact with any of the jurors. “I know that’s forbidden,” Cusanelli said. Forecasters predict below-average hurricane season

The Atlantic Ocean will see a “well below average” number of hurricanes this season due to cooler Caribbean waters and a strong El Nino effect, forecasters with Colorado State University predicted. The university’s Tropical Meteorology Project calls for seven named storms this year, with three reaching hurricane status, including one major hurricane with winds upward of 111 mph, CSU researchers estimate in their annual report. Man gets probation for infant son’s death in hot car

A Connecticut man who pleaded guilty to criminally negligent homicide after his 15-month-old son died when he was left unattended in the man’s car on a hot July day was sentenced to nonsupervised probation on Thursday. Kyle Seitz, 37, of Ridgefield, Connecticut, was sentenced to two years conditional discharge, on the condition he is not arrested again on any other charge and goes to courtordered counseling. “Mr. Seitz has endured a sufficient level of suffering,” said Superior Court Judge Kevin Russo said.

Samsung expects record shipments for its new Galaxy S6 smartphones and said it will struggle to meet demand for the curved-edged version due to production constraints, adding to hopes for a turnaround in mobile sales. The S6 models are widely expected to sell briskly following a string of positive reviews, boosting prospects for an earnings recovery in 2015. Liquid metal paves way for shape-shifting robots of science-fiction The shape-shifting and self-propulsion abilities of a liquid metal alloy discovered by scientists at China’s Tsinghua University has captured the imaginations of scientists and science-fiction fans across the world. Professor Liu Jing and his team have created what they believe could prove the first step toward developing a robot similar to the infamous T-1000 shape-shifting, liquid metal assassin from the “Terminator” movies. The device is made from a drop of metal alloy consisting mostly of gallium, which is a liquid at just under 30 degrees Celsius. Last year they discovered that an applied electrical current causes the gallium alloy to drastically alter its shape. REUTERS

No sanctions or no deal: Iran Negotations. The United States insists the lifting of sanctions will be a gradual process. Iranian Supreme Leader Ayatollah Ali Khamenei on Thursday demanded that all sanctions on Iran be lifted at the same time as any final agreement with world powers on curbing Tehran’s nuclear program is concluded. Khamenei, the Islamic Republic’s most powerful figure and who also has the last say on all state matters, was making his first comments on the interim deal reached last week in the Swiss city of Lausanne. He repeated his faith in President Hassan Rouhani’s negotiating team. But in remarks apparently meant to keep hardline loyalists on side, he warned about the “devilish” intentions of the United States. “I neither support nor oppose the deal. I was running on a wooded trail amid rocks and roots this week when a gremlin yanked my foot. I pitched forward, grabbed the air, and braced for a knee-scraping, wristbreaking fall. My toes dug in, my legs churned, and miraculously I wobbled upright. I came to a safe stop with my heart thundering. Then I went on running. This is what runners do: We keep going despite fatigue, calamity and fear of what might come next. And we are doing it in unprecedented numbers. We do not have to live afraid.” I know it’s a little thing, but it meant something to millions coast to coast: runners who will take to the roads, tracks and trails again this weekend in glorious freedom, while the marathon bomber — guilty on all 30 counts — will never run free again.

For me, sometimes I go, “How long can he keep this up?” Does anyone really believe that it’s set in stone, that once you’ve decided to love someone, you’re going to have to keep doing it? Because he hasn’t been getting a lot the other way.

This season is changing the dynamic of the show, and when we get to Episode 10, it will have significantly changed in quite a few ways.

I’ve heard the hardest part of filming can be keeping a straight face? Tywin died and there’s a scene where he’s lying in state. Knowing Charles Dance, who is a joker and has extremely dry, British wit, it was very difficult to stand just looking at him. The breakout performance of last season’s “Game of Thrones” was definitely Sophie Turner, whose Sansa Stark got to turn the tables after enduring four years of torment by the Lannisters. Far from being a puppet at the hands of the master manipulator Littlefinger, she proved that she could hold her own when it came to scheming — the best strategy for surviving in Westeros. But what will she do with the chance to finally avenge her family? We asked Turner to tell us as much as she could without losing her head about Season 5, which premieres this Sunday at 9 p.m. on HBO.

People are so excited to see what’s next for Sansa. In Season 5, we’re seeing the plan that Littlefinger has in store for Sansa, which is interesting. She’s very powerful — her and Littlefinger, it’s more that they’re like a duo rather than her taking control over him. He has the brains, and so does she, but she can really manipulate him to get what she wants. But she needs him as much as he needs her.

Did her time in King’s Landing change Sansa? Definitely — watching Cersei, Margaery and Tyrion, how they work and how they get what they want: To do the right thing, they have to do the wrong thing first.

The show has its risque moments. Will that be part of Sansa’s story? With Sansa, I’ve always found

spoil anything — I want them to gradually realize how stupid they’ve been.

“Lost River” is the first effort by a new writer and director named Ryan Gosling. Maybe you’ve heard of him. He’s Canadian or something. We sat down with Gosling to discuss why the story of a young man and his mother (Iain De Caestecker and Christina Hendricks) trying to survive in the economic wasteland of Detroit spoke to him so strongly.

it’s not. It took everything I had just to direct this film. I can’t imagine being in it as well. This was all that I could do.

I had written something when I was in my early 20s about child soldiers, and it was because I had gone to Uganda and Sudan, and I had an experience that I wanted to elaborate on. I tried for a while to get that film made, and I just couldn’t. I just wasn’t in a place in my career where I could make that happen. Then, you know, life happened and I was in more films. And then suddenly I went to Detroit, and I had a similar feeling where I just felt a real connection to the place and had an experience there that I wanted to share and elaborate on. Sometimes you have an experience where it’s, “If I don’t write this, no one will.”

Landyn [Stewart, the toddler who plays Hendricks’ other son] is American, too! And he’s Marlon Brando reincarnated. [Laughs] For the most part, I’d worked with everybody before, and I just wanted to work with my friends on this film. And, most of them, I had seen a side of them that I hadn’t gotten to see in their work, and so I wanted to write for that.

Aside from Christina Hendricks and your partner, Eva Mendes, you’ve got a Brit, a Scot, an Irishwoman and an Australian What was it about this playing Detroit story that made it right residents. What do you for your directorial have against American debut? actors?

When you were putting this project together, was there pressure to star in it yourself? It was definitely suggested that I be in the film, yeah. But my hat’s off to guys who are acting and directing in their own films. They’re making it look easy, and

The drowned towns motif is such a striking visual. I grew up next to a river where I had found a road leading into it, and that’s how I learned that they had sunken a bunch of towns to make this river. It’s a totally surreal, true thing that happens, and it’s very bizarre. I was going for a more literal version of what I had seen, which was a road going down into the water, but it was such a low-budget movie that we couldn’t afford to go where there was one, and we couldn’t afford to make one. And we just thought, “F— it, maybe lampposts will suggest it.”

At the Grand Guignol, they would put on these horror shows, murder theater, where they would kill people on stage. It was fake but very realistic, and it gave birth to horror films. At that time, for whatever reason, there was this real macabre entertainment scene and fascination with death.

RED SOX OVERSPENT ON RICK PORCELLO, OH WELL To get what you want, or to keep what you have, sometimes you need to overpay. That’s what the Red Sox did in order to prevent 26-year-old Rick Porcello from leaving town after just one season. Before Porcello could even throw a regular-season pitch with the Red Sox, he signed a four-year, $82.5 million extension. Add that to the one-year, $12.5 million deal he received this winter, let’s just call the entire thing a five-year, $95 million deal — which comes out to $19 million per season. Let’s also call it what it is. It’s the Red Sox overpaying here. I was saying that before his sixth-inning slider to Jeff Francoeur on Wednesday night that led to a three-run home run and an eventual Phillies win. But to be fair, six innings of three-run ball is sort of what I expect from Porcello, more often than not. This is his seventh MLB season as a starting pitcher. His career ERA is 4.30 while averaging 26 starts per year in each of his first six seasons. And he’s 0-2 with a 4.41 ERA in eight postseason appearances (two starts) on some pretty good Tigers teams. So while he picked up a loss in his Red Sox debut, his performance was about what I

expected to see. Decent movement on a 90 mph sinking fastball, a nice little curveball at 76, and a couple mistakes that you hope the other team doesn’t make him pay for. Well, Francoeur made Porcello pay for a hanging slider on Wednesday night. But all of that doesn’t mean the Red Sox made a mistake in giving Porcello such a large contract.

Did they overpay him? Yes. But giving too much money to a 26-year-old pitcher who’s still improving? That’s fine — as long as the years make sense. And for the Red Sox, seeing the deal end while Porcello is 30 years old is the perfect length. When it comes to the Red Sox, in a league with no salary cap, you’re never

going to hear me complain about them spending money. As long as it doesn’t prevent them from making other moves to improve the team down the road. And I don’t envision that happening. Now, had they given him this deal while he’s 29 to 30 years old, instead of paying him during his prime ages of 26 to 30, that’s a different

story. But let’s deal with the facts here: Porcello has plenty of upside. And $19 million a year over the next five years to a 26-year-old isn’t going to force John Henry to cut jobs on Yawkey Way. Sometimes you need to overpay to get what you want. I’m just glad they chose to overpay Porcello while he’s in his prime.

Celtics on verge of getting to be picky As we head into the final weekend of the NBA’s regular season, there’s still plenty at stake for the Boston Celtics. But make no mistake about it: They are in a good position. Unlike the “other” team they share the TD Garden with, the Celtics have overachieved this season and turned what most thought would be another lottery-bound season into an exciting, fun run toward playoff contention. With four games remaining, the 36-42 Celtics currently hold the seventh seed in the Eastern Conference, edging the samerecord Nets through a head-tohead tiebreaker. The Pacers and Heat are both within one game of the Celtics and Nets. The Celtics also hold the tie-

breaker over the Pacers, but the Heat hold it over the Celtics. To sum that up, the Celtics will make the playoffs over the Nets or Pacers if those teams end up with the same record after 82 games. The Heat would make it over the Celtics if those two teams had the same record. One thing we now know for sure: the 8 seed will play the Atlanta Hawks, and the 7 seed will play the Cleveland Cavaliers. The Cavs locked up the 2 seed on Wednesday night, which is actually a good thing for the Celtics’ chances. Boston plays Cleveland twice over the next three days, a home-and-home series that means a lot for the Celtics, but not much for the Cavs anymore. In fact, LeBron James hinted after Wednesday’s game that he might sit out the games against Boston to rest up for the play-

offs. That would be huge. The C’s then have two more games left, against the Raptors at home and the Bucks on the road. There’s no telling which seed the C’s will end up with — if

they even end up with one at all. But here’s a question we never thought we’d be asking ourselves: Which playoff seed should they want? The case for/against Atlanta: This has been the best team in

the East pretty much all season. They ripped off a staggering 19 wins in a row at one point. While they had four All-Stars this year, they don’t have a superstar. In that sense, they’re kind of like the Celtics 2.0. Brad Stevens and Jared Sullinger have called the Hawks a “machine,” and that sums them up. But Boston beat them, 89-88, in mid-February and may match up better against them. The case for/against Cleveland: And just like that, the Celtics-Cavaliers rivalry is back! Well, not quite — but LeBron James will always have a thing going against Boston based on the past, and it will undoubtedly be re-fueled in a playoff matchup. But the Cavs have the star factor: James, Kyrie Irving and Kevin Love. It may just be too much for these Celtics to handle. JAMES TOSCANO

Amid the No. 2 hoopla, the two teams actually played a game that late September day at Fenway and the Yankees were victorious, 9-5. With the win, New York took the 2014 season series, 12-7. The rivalry is back on Friday, with the Yanks hosting the Sox (7 p.m., NESN). Nathan Eovaldi and Wade Miley will make their respective team debuts in the first 2015 meeting between the two clubs.
