Lawyers for the Boston Marathon bomber on Monday wrapped up their case to spare Dzhokhar Tsarnaev’s life with testimony from a Roman Catholic nun and death-penalty opponent who said Tsarnaev told her “no one deserves to suffer” as his victims had. The same jury that last month found Tsarnaev, 21, guilty of killing three people and wounding 264 others in the April 15, 2013, attack, later this week will begin deliberating whether to sentence him to death by lethal injection or to life in prison without possi-
bility of release. Since testimony began in Boston federal court in early March, the jury has heard from about 150 witnesses, including parents who lost children in the attack, first responders who attended to victims who had lost limbs, and Tsarnaev’s Russian relatives who remembered him as a loving young boy. But the closest they came to hearing from Tsarnaev himself was Monday’s testimony from Sister Helen Prejean, 76, who described meeting him five times over the past year at the request of defense lawyers. Prejean, whose story inspired the 1993 book and 1995 film “Dead Man Walking,” said she believed Tsarnaev was remorseful. “He said it emphatically. He said no one deserves to suffer like they did,” said Prejean, the public face of the New

Orleans-based Ministry Against the Death Penalty and a Nobel Peace Prize nominee. “I had every reason to think that he was taking it in and that he was genuinely sorry for what he did.” The defense rested its case after her testimony. During the trial’s sentencing phase, prosecutors sought to depict Tsarnaev, an ethnic
Chechen, as an adherent of al Qaeda’s militant Islamic ideology who mounted the attack “to punish America” for U.S. military campaigns in Muslim lands. Defense attorneys contended he was a willing but secondary player in a scheme driven by his 26-year-old brother. Tamerlan Tsarnaev died on April 19, 2013, following a gunfight with police that ended when Dzhokhar inadvertently ran him over with a stolen vehicle as he sped away from the scene. Hours earlier, the pair had shot a university police officer to death as they prepared to flee Boston. Tsarnaev sat quietly through his trial, showing little sign of emotion until last week, when he briefly dabbed at his eyes as his 64-year-old aunt broke down in tears on the witness stand. By closing with Prejean, de-
fense attorneys ended the case with Tsarnaev’s words without giving prosecutors a chance to cross-examine him, said Robert Bloom, a professor at Boston College Law School. “I think it was a good decision. From everything we can see, he doesn’t emote very much, especially in the courtroom,” Bloom said. “Through Prejean, they were able to show him talking, show him caring. I thought that was really quite powerful.” It also spared Tsarnaev from being tripped up during an aggressive cross-examination by prosecutors. While prosecutors asked Prejean about her opposition to the death penalty, they stopped short of questioning her honesty, possibly due to her clerical status, Bloom said. “It’s very difficult to impeach a nun of long standing,” Bloom said. Brawl. Cops step up presence after Mother’s Day melee on beach

State and Revere police will step up their patrols of Revere Beach following a massive brawl that broke out there on Mother’s Day evening. The increase begins this Friday and will continue on all warm weekend nights until Memorial Day, when officers will be on patrol every weekend throughout the summer. Nine suspects were arrested
following a chaotic slugfest with more than 100 people involved. State police said five females and four males were arrested, all of whom are juveniles. Cornelius Jackson, 24, of Dorchester was arraigned in Chelsea District Court on trespassing, disorderly conduct, resisting arrest, furnishing a false name and interfering
with the arrest of a juvenile. When Jackson was arrested, he allegedly resisted and tried to kick out the window of a state police cruiser. While being booked, police said he gave a fake name and date of birth. Reports indicate that over 300 people gathered around the fight, making police intervention a difficult task. Officers from Everett, Chelsea,
T Police, Boston, and Winthrop responded for crowd control. “We will undertake a comprehensive and coordinated effort with our law enforcement partners to ensure that anyone who wants to use the beach peacefully this summer can do so without fear of unruly groups and criminal activity,” said State Police Major Arthur Sugrue. At hearing, Gov. Baker praises track workers, calls for MBTA reform Transportation. The governor is still doing damage control after a messy winter on the T. Presenting his MBTA reform plan to the Democrat-controlled Transportation Committee and an audience that included multiple union members, Gov. Charlie Baker on Monday made clear what he doesn’t want to do. “I do not want to privatize the T. I do not want to slash services,” Baker said, testifying about his plan to install a fiscal and management control board and free the transit agency from procedures required before state services can be privatized. has given way to proposals for reform of the T’s management and finances, including a reform package filed by the governor. Baker said he hopes to supplement the T with privatized service, and Transportation Secretary Stephanie Pollack suggested areas that would be difficult or impossible under the current privatization requirements. Pollack said she wouldn’t be able to convert the new late-
night weekend train and bus service to smaller, private buses, and said there are questions about whether the T could contract for fare agents on the commuter rail. State officials emphasized that the reforms they want would change management of the T. The governor praised the workers — which included prisoners and National Guard troops — who cleared snow from tracks this winter. “There’s no question that people busted their humps,” Baker said. Baker, a Republican who won election promising to bring a “weed wacker” approach to state government, said he had counted on securing a fiscal and management control board when he appointed five new members to vacant seats on the MassDOT Board of Directors last week. Peace Corps: Make a Difference Overseas
Three families are suing the Commonwealth of Massachusetts to obtain information surrounding allegations of child rape and sexual abuse at a day care center at Bridgewater State University. Attorneys Carmen Durso and Kathy Jo Cook filed the suit in Suffolk Superior Court on Monday morning, seeking information on what happened to four children in the day care program, when the events took place, who knew about them, what was done about it and what they failed to do to protect the children, whose ages range from 2 to 5 years old. The lawsuit does not seek any monetary damages. “Nothing is more devastating to a parent than to find out that their child is the victim of sexual abuse,” Durso said. “The next worst thing is learning slowly over a period of time that your children’s care providers might have prevented or diminished the

harm.” Kyle Loughlin, a 21-year-old BSU student from Wrentham, was charged with two counts of child rape and three counts of aggravated indecent assault and battery on a child under 14. He allegedly carried out the attacks while he worked at the Bridgewater State Children’s Center. The director of the center, Judith Ritacco, was fired for failing to report suspicions.
Durso said that BSU has been illusive in handing over facts and information regarding this scandal. Last month, The Brockton Enterprise filed a request for public records and was told that it would cost them $60,000. Parents who have scheduled private meetings with administrators have had their meetings canceled and attempts to obtain basic information have reportedly been unsuccessful. A mother of two of the victims, who spoke on the condition of anonymity, said her suspicions were piqued after she noticed concerning symptoms in her children. “We want to know what happened, who was involved in withholding information and simply what days Kyle
was working,” she said. “Being unable to get any answers and conflicting information only adds to our duress. Our children cannot communicate to us what happened because they do not understand.” The outcome of Monday’s lawsuit will determine whether or not more action will be taken in pursuit of monetary damages. “We’re not talking about some little day care down the corner, we’re talking about the second-largest public university in Massachusetts and a very important organization in the commonwealth,” Durso said. Slayings of police oďŹƒcers climbed 89 percent in 2014: FBI report
The number of U.S. law enforcement oďŹƒcers killed in the line of duty last year nearly doubled from 2013, the Federal Bureau of Investigation said in a report on Monday. The FBI said of 51 oďŹƒcers slain in 2014, 46 were shot, four were killed by vehicles, and one was beaten to death. Twenty-seven oďŹƒcers were killed in 2013, the lowest number during a 35-year period. Another 44 oďŹƒcers were accidentally killed in the line of duty last year, most in automobile accidents. Others were killed in motorcycle accidents, accidental shootings, by drowning, blunt force trauma and smoke inhalation. Forty-nine were accidentally killed in 2013, the FBI said. The report was released days after the burial of a New York City police oďŹƒcer who was shot dead while on duty. Two oďŹƒcers were killed over the weekend in Mississippi. In 2014,

An average of 64 law enforcement oďŹƒcers per year were intentionally killed on duty between 1980 and 2014, according to the FBI.
most of the oďŹƒcers died as the result of criminal acts committed in southern states, where 17 oďŹƒcers were killed, and western states, where 14 were killed. States in the Midwest and Northeast accounted for eight slayings each and Puerto Rico had four, the report said. There is heightened awareness in the United States of police deaths in the line of duty and incidents in which civilians have died during and after encounters with police. There is intense controversy over the use of deadly force by U.S. law enforcement oďŹƒcers. Last week, the U.S. Justice Department said it was investigating the Baltimore Police Department’s use of force after a 25-yearold man died after being injured in police custody.
Ex-NFL star Aaron Hernandez charged in 2013 shooting of witness
Tornadoes kill at least four, destroy homes
Former New England Patriots player Aaron Hernandez, who was convicted last month of murdering an acquaintance in 2013, was charged on Monday with the nonfatal shooting of a man believed to be a witness to another murder of which Hernandez is accused. Prosecutors in Boston on Monday charged Hernandez with violating witness intimidation laws for shooting a man in the face in February 2013 after the man made a remark about a 2012 double shooting, according to the Suolk County prosecutor’s oďŹƒce.
Emergency crews were cleaning up on Monday from tornadoes that killed at least four people and injured 50 others in Texas and Arkansas. They were part of a twister series to hit central states overnight, attening buildings and snapping power lines. A husband and wife were killed in their mobile home in Van, Texas, about 70 miles southeast of Dallas, a town of about 2,500 people where dozens of homes were destroyed. Near the west Arkansas town of Nashville, a baby girl about 18 months old was pulled from the wreckage of a mobile home where her parents died in a tornado there.

Chicago oďŹƒcer faces civil trial over shooting of black teen
Complaints among U.S. air travelers soared more than 55 percent in March from a year earlier, mainly due to ight problems, a federal government report said. The report by the U.S. Transportation Department recorded 1,733 complaints about U.S. airlines, travel agents and tour operators for the month, which reects the most recent data available. The March total was up more than 27 percent from February. More than one-third of the complaints about U.S. airlines stemmed from ight problems, including cancellations, delays and missed connections.
A civil trial opened on Monday in a lawsuit against the city of Chicago and a police oďŹƒcer for the alleged use of unjustiďŹ ed force in the 2011 fatal shooting of an 18-year-old black man. OďŹƒcers Noel Morgan and Tracy Adler were trying to arrest Parise Mercer after a July shooting outside a restaurant. Authorities said Mercer ran and pointed a gun at them. Both oďŹƒcers ďŹ red, and Mercer was struck by one bullet in the back and died. A prosecutor determined the shooting to be justiďŹ ed.

Let the celebrity drought-shaming begin!
In case you haven’t heard, there’s a drought going on in California. Like, a really, really bad one — so bad that some experts predict the state’s reservoirs have less than a year’s worth of drinking water left in them. Well, either a bunch of A-listers didn’t get the memo, or they just don’t care. Photographer John Chapple recently cruised some posh neighborhoods via helicopter for visual confirmation of how the rich and famous are apparently more concerned with lawn maintenance than the fragile state of their state. Jennifer Lopez’s home is a close second. Of course, there are measures in place to combat wasting water and boost conservation, but the maximum allowable fine is $100, which is less than these folks are likely paying their gardeners to begin with.

POWER ISN’T ALL FUN AND GAMES FOR JON SNOW AND DAENERYS Various characters fought against the status quo in “Kill the Boy,” a thematically meaty episode of “Game of Thrones.”
‘Thrones’ on the Web
Episode MVPs Too often on “Game of Thrones,” those in power are the ones who least deserve it. Lately, some upstanding characters have come into power, but they’re learning that good intentions aren’t enough. Take Daenerys Targaryen — she’s still trying to quell the sectarian violence that’s tearing apart Meereen. it means offending many Night’s Watchmen who have been fighting wildlings all their lives. In the long run, making peace will benefit both groups, but Jon’s trying to change things from within a system built to resist change. On “Game of Thrones,” doing the right thing isn’t as important as doing the savvy thing, a lesson these characters are failing to grasp.

No more nuclear energy
Thank cops for doing their job
Nuclear power is unsafe and is a disaster waiting to happen. The plants must be closed immediately. The workers must be given new jobs at the same pay and benefits in a green industry. We must use only renewable sources. We could provide millions of jobs in clean green energy, thus helping the economy and our people and saving the earth at the same time. Countries that go green do very well. Let us not be shortsighted. No excuses and rationalizations. Instead, let us think of the seventh generation, so that we can save this beautiful planet. Re: ‘Oil leaked into river after fire at nuclear reactor in New York’ (Metro, May 11) I was deeply saddened to hear about yet another nuclear power accident. How can the company say no harm was done when oil is spilling into the water, hurting the river and all the wildlife that lives there? We have seen so many disasters, including Three Mile Island, Chernobyl and Fukushima, the worst natural disaster in history that is spreading radiation everywhere.
Re: ‘Changes needed to trust police again’ (Metro, May 11) I have an idea — how about saying “thank you” to every policeman and fireman you see for risking their lives every day to protect yours? Three police officers were murdered in the last week doing their job. Flashback! 9/11 attack: The police and firemen were running into those burning buildings to save lives while you were running out. How quickly we forget. The police are the only people
that keep you and your family safe from anarchy and massive chaos. This country would look like a “Mad Max” movie if it wasn’t for law enforcement. The police and the people they protect are not perfect. I have trust and faith in the police. I hope I never need them, but it is certainly comforting knowing they are a phone call away. NBA Playoffs
Cavs drama continues LeBron James hit the game-winning shot in Game 4 of the Cavs - Bulls series Sunday, but after the game he said that he rejected the final play called by head coach David Blatt, which had James inbounding the ball. Blatt was already under fire for trying to call a timeout when his team did not have any remaining at the end of Game 4. Blatt defended himself Monday, telling ESPN: “A basketball coach makes 150 to 200 critical decisions during the course of a game, something that I think is paralleled only by a fighter pilot.”

‘Ridiculous discipline’
NFL. The league laid the hammer down on Tom Brady and the Patriots on Monday.
“Sheriff Goodell” is back. Less than a year after NFL commissioner Roger Goodell’s own job security was being questioned because of seemingly mild punishments being dished out to players who were involved in domestic violence incidents, Goodell penalized arguably the face of the NFL with one of the stiffest penalties in league history. Patriots quarterback Tom Brady will be suspended, without pay, for the first four games of the 2015 season (a quarter of the year). The baseball equivalent would be a whopping 40.5 games. The punishment stems from the release of the Wells Report last week, which stated that it was “more probable than not” that Brady had knowledge that Patriots employees Jim McNally and John Jastremski were deflating footballs to a level lower than is approved by the NFL. The Patriots as an organization were drilled as well, as they were fined $1 million and will forfeit a 2016 first round draft pick and a fourth round pick in 2017. Brady’s agent, Don Yee, did not hesitate is saying that Brady’s camp will appeal the suspension, coming out with a harsh rebuttal a little over an hour after Monday’s news broke. “The discipline is ridiculous and has no legitimate basis,” Yee said in a statement obtained by ESPN’s Adam Schefter. “In my opinion, this outcome was predetermined; there was no fairness in the

Wells investigation whatsoever. There is no evidence that Tom directed footballs be set at pressures below the allowable limits. In fact, the evidence shows Tom clearly emphasized that footballs be set at pressures within the rules. Tom also cooperated with the investigation and answered ev-
ery question presented to him. The Wells Report presents significant evidence, however, that the NFL lacks standards or protocols with respect to its handling of footballs prior to games; this is not the fault of Tom or the Patriots. The report also presents significant evidence the NFL participated
with the Colts in some type of pre-AFC Championship Game planning regarding the footballs. This fact may raise serious questions about the integrity of the games we view on Sundays. We will appeal, and if the hearing officer is completely independent and neutral, I am very confident the Wells Report will be exposed as an incredibly frail exercise in fact-finding and logic. The NFL has a well-documented history of making poor disciplinary decisions that often are overturned
when truly independent and neutral judges or arbitrators preside, and a former federal judge has found the commissioner has abused his discretion in the past, so this outcome does not surprise me. Sadly, today’s decision diminishes the NFL as it tells its fans, players and coaches that the games on the field don’t count as much as the games played on Park Avenue.” MATT BURKE @Burke_Metro sports@metro.us
NFL. Patriots add depth at tight end, but also cut cornerback Arrington The Patriots made a couple of roster moves Monday, agreeing to terms with former Redskins tight end Fred Davis, and releasing cornerback Kyle Arrington. Davis comes to the Pats with some baggage, having been suspended for a second violation of the league’s substance abuse policy. Reports say that Davis’ first violation was for marijuana use and his second was for taking a supplement that contained a banned

substance. Davis’ best season came in 2009 with Washington as he caught 48 balls for 509 yards and six touchdowns. Arrington’s release comes as something of a surprise considering the Pats were already thin at cornerback. Arrington had played at least 14 games per season with the Pats each year, dating back to 2010. It is possible that Arrington could return to the Pats, though Arrington said goodbye to fans on Instagram. MATT BURKE

NBA Mock Draft | by Leigh Klein No. 1
No. 2
Jahlil Okafor
No. 8
No. 6
No. 10
Karl-Anthony Towns
Justise Winslow
D’Angelo Russell
Frank Kaminsky
Willie Cauley-Stein
Towns would provide a post scorer to fit nicely into Phil Jackson’s triangle offense. Towns also has some face-up game and could play out of the high post.
Winslow can play without the ball in his hands and contribute. The Duke product is a lock-down defender, is good in transition and shoots the 3 with accuracy.
Russell steps in at point guard for the Kings, but should he struggle out of the gate, he could slide over to his more natural position as shooting guard.
Kaminsky was on full display in this year’s NCAA tournament and boosted his stock. In Detroit he could fit in as a stretch four should the Pistons let Greg Monroe walk.
Miami could play Chris Bosh at small forward on offense and at power forward on defense with Cauley-Stein.
No. 3
The Timberwolves have already invested heavily at center, so they now address the power forward position. *Draft order based on current standings. The NBA draft lottery is May 19.
No. 4
No. 7
No. 5
No. 9
Emmanuel Mudiay
Kristaps Porzingis
Mario Hezonja
Stanley Johnson
Mudiay is a dynamic point guard who could excel as the future of the Sixers. Current Sixers guard Robert Covington could be a nice sidekick for Mudiay.
Porzingis plays in the Spanish pro league for FC Barcelona. Porzingis is incredibly skilled, a good athlete and shoots the ball incredibly well. All this at just 19 years old.
It will be hard for Denver for pass up on the opportunity to take a guy who was considered Europe’s best prospect two years ago. Denver also needs a coach.
Johnson excels in transition and in slashing to the basket but isn’t confident enough from the perimeter. The Hornets need shooting, but Johnson is supremely talented.
