APPEALS COURT UPHOLDS TRUMP DENOUNCES SUSPENSION OF BAN NUCLEAR TREATY

A U.S. federal appeals court on Thursday unanimously upheld a temporary suspension of President Donald Trump’s order that restricted travel from seven Muslim-majority countries. The 9th U.S. Circuit Court of Appeals

In his first call as president with Russian leader Vladimir Putin, Donald Trump denounced a treaty that caps U.S. and Russian deployment of nuclear warheads as a bad deal for the United States, according to two U.S. officials and one former U.S. official with knowledge of the call. When Putin raised the possibility of extending the 2010 treaty, known as New START, Trump paused to ask his

Senior White House adviser Kellyanne Conway drew sharp criticism and complaints on Thursday over the ethics of using her position to promote the clothing line of President Donald Trump’s daughter Ivanka, one day after Trump attacked a retailer for dropping it. Federal ethics rules prohibit executive branch employees from using their positions to endorse products or for the private gain

Philadelphia declared a snow emergency and closed schools Thursday for what turned out to be just a few inches of snow that fell on Philadelphia. “The inches didn’t materialize, unfortunately or fortunately, depending on how you look at it,”Philadelphia Office of Emergency Management Executive Director Samantha Phillips said Thursday afternoon. “We didn’t overreact. We prepare and respond based on the forecast that’s provided to us.” About 2 inches of snow fell in Center City, with 3 to 4 inches in other parts of Philly. That was significantly lower than previous forecasts by the National Weather Service. Six to 8 inches was forecast on Wednesday night, with 5 to 6 still expected as of 5 a.m. Thursday. New York City, which did close its public schools Thursday, got up to 14 inches of snow in places. Boston also shut down the schools for the day, and snow totals there reached up to 18 inches in places. Municipal offices in Philly remained open

Approximately 410 pieces of equipment and 800 employees worked on snow operations, and nearly 8,000 tons of salt was used, according to the city. Crews began salting
streets at 6 a.m. Thursday, and plowing at 9 a.m. That response may have lessened the impact of the storm, officials said. The Streets Department said 75 percent of all primary and secondary streets and 30 percent of residential streets were serviced by noon. “City operations were very smooth this morning,” the city said in a statement Thursday on the snow response. “There was lower than normal call volume at both Police 911 and Fire Communications Center and no major incidents.” A wind advisory remained in effect in the region and motorists were advised to look out for black ice after the storm.

The longest civil trial in Philadelphia Court of Common Pleas history ended this week with the largest settlement in state history being awarded to the victims of the 2013 Salvation Army building collapse in Center City. The $227 million settlement for victims of the June 5, 2013, building collapse at 22nd and Market streets was announced Wednesday after a jury found all defendants in a civil trial responsible for the collapse, which killed seven and severely injured a dozen more. â&#x20AC;&#x153;They were crushed to death in a Third-World style disaster that made international news,â&#x20AC;? is how the collapse has been described by former City Treasurer Nancy Winkler, whose 24-yearold daughter, Anne Bryan, was among those killed in the disaster. Basciano, who had ordered the demolition of a former sandwich shop next to the thrift store, are expected to pay the bulk of the settlement funds â&#x20AC;&#x201D; $200 million from Salvation Army, the rest from Basciano, according to the Inquirer. Also found responsible
for the collapse were architect Plato Marinakos, demolition contractor Griffin Campbell, who was sentenced to 15 to 30 years for involuntary manslaughter, and backhoe operator Sean Benschop, who received 7½ to 15 years for pleading guilty to the same
charges. The collapse occurred when a free-standing wall from the adjacent demolition site fell onto the Salvation Army, with staff and customers inside. The settlement funds will be divided among the victims and their families. Mariya Plekan, who survived the collapse but who had the bottom half of her body severed, is â&#x20AC;&#x153;almost certain to receive the largest portion of the settlement,â&#x20AC;? the Inquirer reported. Plekan, a Ukrainian immigrant who was 52 when she was trapped under the rubble for 13 hours, is expected to require medical care for the remainder of her life. Trump had said the order was vital for national safety and criticized Robart, the Seattle judge, for suspending it. A federal appellate court on Thursday unanimously upheld a temporary suspension of President Donald Trump’s order that restricted travel from seven Muslim-majority countries. The 9th Circuit Court of Appeals ruling came in a challenge to Trump’s order filed by the states of Washington and Minnesota. The White House had no immediate comment about the ruling or whether an appeal will be made to the Supreme Court. Trump’s Jan. 27 executive order barred entry for citizens from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for 90 days and imposed a 120day halt on all refugees, except refugees from Syria who are barred in-
definitely. District Judge James Robart suspended Trump’s order last Friday. The ruling from the 9th Circuit, which follows a hearing on the case on Tuesday, does not resolve the lawsuit, but relates instead to whether Trump’s order should be suspended while litigation proceeds. Two members of threejudge panel that ruled were appointed by former Democratic Presidents Jimmy Carter and Barack Obama, and one was appointed by former President George W. Bush. Either side could decide to appeal directly to the Supreme Court. Critics have called Trump’s ban discriminatory against Muslims and have questioned its value as a security measure. National security veter-
ans, major technology companies and law enforcement officials from more than a dozen states backed a legal effort against the ban. Ultimately the courts will have to address questions about the extent of the president’s power on matters of immigration and national security. The appeals court panel subjected Trump’s order to intense scrutiny during Tuesday’s oral argument. During the oral argument, the judges asked a government lawyer whether the Trump administration’s national security argument was backed by evidence that people from the seven countries posed a danger. Judge Richard Clifton posed equally tough questions for an attorney representing Minnesota and Washington. Clifton asked if Robart’s suspen-
sion of Trump’s policy was “overboard.” Clifton is an appointee of former President George W. Bush, a Republican like Trump. August Flentje, representing the Trump administration as special counsel for the Justice Department, told the panel on Tuesday that “Congress has expressly authorized the president to suspend entry of categories of aliens” for national security reasons. “That’s what the president did here,” he said. When the 9th Circuit asked Flentje what evidence the executive order had used to connect the seven countries affected by the order with terrorism in the United States, Flentje said the “proceedings have been moving very fast,” without giving
specific examples. He said both Congress and the previous administration of Democrat Barack Obama had determined that those seven countries posed the greatest risk of terrorism and had in the past put stricter visa requirements on them. Noah Purcell, solicitor general for the state of Washington, began his argument urging the court to serve “as a check on executive abuses.” Curbing entry to the United States as a national security measure was a central premise of Trump’s 2016 presidential campaign, originally proposed as a temporary ban on all Muslims. He has voiced frustration at the legal challenge to his order. Presidents have in the past claimed sweeping powers to fight terrorism, but individuals, states and civil rights groups challenging the ban said his administration had offered no evidence it answered a threat. Things women want, according to ‘Fifty Shades Darker’
Whip out those whips and chains. This weekend marks the premiere of “Fifty Shades Darker,” the second film in a trilogy on track to inadvertently become one of the best comedies of our modern times (it is accidentally very hilarious). It’s a movie about a whole lot of things: possession, obsession, douchebag bosses and, for some reason, Rita Ora. “Fifty Shades Darker” doesn’t tell much of a story, but it does drop a world of knowledge on you. What I’m saying is, you could learn a lot from this film. Before, I thought I knew what women wanted, as I considered myself a woman with wants, hopes and desires. But I was wrong. “Fifty Shades Darker” taught me anew. Read on to see what a strong, progressive, educated woman is apparently looking for.

would say this was a bigger betrayal: this was the love of Hannah’s life and her best friend. I actually had a hard time with the idea of the story. I resisted. [But] it just always felt like it was going that way. You have these two people [Adam and Jessa] who are so explosive and so impulsive. Apatow: And the actors [Jemima Kirke, Adam Driver], they have such electricity. The privileged brats we started with are nearing 30; have they changed? Konner: They’re still fairly selfish, but I do think they’re getting less narcissistic and more grown up. It’s very incremental; there’s no version of “Girls” where it ends with them all with their shit together. That’s just not our show. Apatow: That’s what the last season is about: How much do they evolve? Do you actually like any of them? Konner: I love them all, and I actually felt

Any favorite episodes? Apatow: I like the Beach House episode [Season 3, Episode 7] where they really have it out. Andrew Rannells and Danny Strong were so funny. Konner: Plus, just doing a dance sequence was really fun. [Laughs] What do you hope viewers will take away from the show? Apatow: I hope it inspires people to want to write. For women to run their own shows and be directors. I see my daughters and how inspired they are by Lena and Jenni. Konner: Lena and I had a meeting once with a writer and she said, “Since I started watching ‘Girls’ I’m comfortable enough to have sex on top.” [Laughs] And that actually really moved me. Apatow: Wait, women get on top? [Laughs] Konner: I’m not sure I want that to be the legacy, but I do think Lena has been so amazing for body positivity. I feel really, really proud of that.

Kelly Doty of â&#x20AC;&#x2DC;Ink Mastersâ&#x20AC;&#x2122; to draw attention at Tattoo Arts Convention Kelly Doty, one of the finalists in last seasonâ&#x20AC;&#x2122;s â&#x20AC;&#x153;Ink Masters,â&#x20AC;? has seen her life rapidly changing the past year. An artist since middle school, sheâ&#x20AC;&#x2122;ll be soon celebrating one year of owning her tattoo shop in Salem, Massachusetts, and this weekend, you can find her at Phillyâ&#x20AC;&#x2122;s 19th annual Tattoo Arts Convention. Along the way, Dotyâ&#x20AC;&#x2122;s learned that when women come together, their power is even more significant and pronounced. One of the remarkable things about the most recent season of â&#x20AC;&#x153;Ink Mastersâ&#x20AC;? was the predominantly female slate of tattoo artists. Male contestants had long dominated the show, but Season 8 saw Doty competing alongside the likes of Nikki Simpson, Philadelphia native Gia Rose and winner Ryan Ashley Malarkey (all of whom will be in attendance at the convention as well). Malarkeyâ&#x20AC;&#x2122;s victory was historic, as she was

Over the last three seasons, visiting jerseys popped up everywhere in the Wells Fargo Center. LeBron. Durant. Westbrook. Curry. Finally, after 47 wins and a whole lot of suffering, Sixers jerseys began to appear this season — most notably, Joel Embiid and Ben Simmons. If the Sixers are going to take the next step, this duo will be the ones carrying the franchise. Embiid sat out his seventh straight game — a 111-103 loss to the San Antonio Spurs — and Simmons continues to miss action as he recovers from a fracture in his foot. The Sixers fell to 18-34
after the Spurs’ loss, their fifth in a row. Barring a miraculous finish, they’re not going to the playoffs. At some point, however, it’s imperative for the franchise to feature Embiid and Simmons together. It will provide another glimpse of hope. It will provide the fans with at look at what potentially lies ahead. It’s necessary, too. Yes, the Sixers have a better chance to improve their draft position in the lottery. A sampling of the Embiid-Simmons duo is a must. When healthy, Embiid has been a major force while performing at an All-Star level, even if he wasn’t picked. “There’s no conspiracy theory going on,” Sixers coach Brett Brown said of Embiid’s bone bruise. “I believe we’re going to see him not too far away. … It’s not 110 percent

Conventional logic and recent history suggest that Philly focus on the draft for their secondary, and spend whatever free agent cash they can muster on a wide receiver â&#x20AC;&#x201D; a position theyâ&#x20AC;&#x2122;ve had relative success with on the free agent market. There are a number of very attractive names in free agency, but there are two specific things Philly is looking for in their next ace wideout (to pair with Jordan Matthews, who is clearly a No. 2). They need a downfieldthreat who is affordable. Hereâ&#x20AC;&#x2122;s a look at six wideouts weâ&#x20AC;&#x2122;ve pinpointed of interest to the Eagles this offseason, when the free agent signing period begins in March: 1. Alshon JeďŹ&#x20AC;ery (2016: 821 yards, 15.8 yards per catch, 2 TD) Jeffery is the biggest name, and would have the biggest impact on the Eagles. He is just 26 years old and, if healthy, heâ&#x20AC;&#x2122;s a Pro Bowl-caliber wideout who can give Carson Wentz a talented 6-foot-3 target. Spotrac estimates his open mar-

Pierre Garcon (2016: 1,041 yards, 13.2 yards per catch, 3 TD) It is highly doubtful that Washington will be able to re-sign both Jackson and Garcon â&#x20AC;&#x201D; as the team has other concerns with its free agent cash. If Garcon is the player left available, the 30-year-old would fetch near the $8 million mark in free agency.

Terrelle Pryor (2016: 1,007 yards, 13.1 yards per catch, 4 TD) The Browns have cash and very little to lose by bringing Pryor back, who earned just over $1.6 million during a breakout year in 2016. The 27-year-old will be looking for a considerable raise next year, upwards of $8 million per season. EVAN MACY

Owls open 2017 on road vs. Notre Dame The Temple football team looks to keep its momentum going after back-toback bowl appearances and program best seasons as they release the slate of games for their 2017 campaign. The Owls will open the season on Sept. 2 at Notre Dame on ESPN, looking for their firstever win against the Irish. ND was nearly upset two seasons ago when they visited the Linc (on a weekend when ESPNâ&#x20AC;&#x2122;s â&#x20AC;&#x153;College Gamedayâ&#x20AC;? was in town) and many players from that loss remain â&#x20AC;&#x201D; looking for revenge. New head coach Geoff Collins wasnâ&#x20AC;&#x2122;t with the Owls then, but is excited for his teamâ&#x20AC;&#x2122;s national exposure. Temple will play at least four games on national television in 2017. â&#x20AC;&#x153;What a great time to be an Owl,â&#x20AC;? said Collins. â&#x20AC;&#x153;Whether on the road and on national television, or at Lincoln Financial Field against some of the best in college football, Temple is now recognized as a top
