Iran launched naval drills at the mouth of the Gulf and the Indian Ocean on Sunday, a naval commander said, as tensions with the U.S. escalated after President Donald Trump put Tehran “on notice”. President Donald Trump’s first budget proposal will spare big social welfare programs such as Social Security and Medicare from any cuts, Treasury Secretary Steven Mnuchin said in an interview broadcast on Sunday. Mnuchin said Trump would also use a major policy speech to a joint session of Congress on Tuesday night to preview some elements of his sweeping plans to cut taxes for the middle class,

Philadelphia’s third Vision Zero Conference is happening on Wednesday and it’s set to be the most diverse set of speakers and organizations the city has seen make the case, and talk best practices, for safer streets. Organized by the Bicycle Coalition of Greater Philadelphia — an early proponent of Vision Zero in Philly — there’s a range of organizations that have come together this year to promote the idea that our city should record zero traffic-related deaths and serious injuries. For those unaware, Vision Zero is the Swedish-born policy that advocates engineering, education and enforcement options that can be put into place to bring an area’s or municipality’s (or, you know, country’s) traffic deaths down to zero. It sounds utopian. Because it is. But it’s also attainable. Many cities and countries that have instituted Vision Zero policies (from New York City to the Netherlands) have seen dramatic decreases in traffic deaths. New York City had fewer traffic deaths last year than ever before. If the U.S. had instituted Vision Zero when the Netherlands did in the late 1990s, we could have avoided 20,000 traffic deaths per year, as noted in a recent report by professor Peter Furth of Northeastern University in Boston.
Philly’s commitment
The policy has been seen as somewhat unachievable and a bit wonky until recent years. The Bicycle Coalition and our partners actually put together a mayoral debate in 2015 in which all the candidates made a commitment to Vision Zero if elected. And Mayor Kenney signed an executive order in late 2016, creating the city’s first-ever Vision Zero Task Force, which is currently constructing the city’s policy. Philadelphia’s Vision Zero 2017 Conference is being led by organizations like the Bicycle Coalition, AAA, Uber, AARP, SEPTA, Jefferson University and many others to discuss how to create roadways that respect all human dignity. Those in attendance will hear from panelists, experts and advocates about how they can work to make their communities safer for everyone. “People of all ages deserve to be safe on the streets, whether walking, bicycling or driving. Focusing on transportation issues is one way we’re working to make Philadelphia a more livable community,” noted AARP Pennsylvania State Director Bill Johnston-Walsh in a recent news release. Vision Zero assumes that people make mistakes — a correct assumption. Every day, someone’s eyes are taken off the road to check a text message, change the radio station, get someone’s attention or a range of other distractions. When that happens, it’s up to us as a society to make sure the conditions in which that happens do not result in anyone’s death. More and more people are understanding that, and Wednesday’s conference will show how we can put it all into action. Tickets are still available at Visionzero2017 .org. DESECRATION Dozens of graves vandalized at Philly Jewish cemetery Nearly 100 headstones were overturned, damaged or broken at the Mount Carmel Cemetery, a Jewish burial place, in Northeast Philadelphia. A North Jersey man visiting his father’s grave made the grim discovery Sunday morning, and Philadelphia police were later dispatched to the cemetery, at Frankford and Cheltenham avenues, around 9:30 a.m. for reports of vandalism, according
to multiple reports. Aaron Mallin, the man who discovered the acts of vandalism and contacted police, told 6ABC that he hopes it wasn’t an antiSemitic attack, but instead “just some drunk kids.� But the apparent vandalism comes less than a week after more than 150 headstones were damaged at a Jewish cemetery in St. Louis on Feb. 21. The following day, the New York City headquarters for the Anti-Defamation League

Philadelphia’s new tax on sweetened drinks is still bubbling with opposition. City officials said on Thursday that the Department of Revenue collected at least $5.7 million from the soda tax in January, well above the $2.3 million that was forecast by a city financial report. Metro reported on the $2.3 million January projection in an article on Wednesday, with some wholesalers and store owners who oppose the tax saying they may have to lay off workers to compensate for lost profits. The tax, which began on Jan. 1, is the first of its kind in a major American city. It was expected to bring in $91 million a year, or about $7.6 million a month. Proceeds will help finance universal pre-kindergarten programs and the rehabilitation of city recreation centers, parks and libraries. “That the first month’s beverage tax revenues are so high is reason to believe the goal for the year will be met,� said Marc Stier, director of the Pennsylvania Budget and Policy Center. The group is a nonpartisan, statewide policy research project. Stier called the figures for January “very good news.� The $5.7 million the
city actually collected from the tax in January should increase because not all payments have been processed, according to the Department of Revenue. Additionally, “it is anticipated that some distributors and dealers may be slow to register, file and pay,� the department said in a statement. To ensure compliance, city investigators and auditors will be sent to various dealer and distributor locations. Department of Revenue Commissioner Frank Breslin said that the move is not “about punishing businesses.� “It’s about helping make sure everyone is doing what they are required to do so everyone can avoid penalties,� he said. Ultimately, he added, “we can fuel bigger and better things for the people of Philadelphia.� Revenue from the tax may also rise in the coming months when retailers who may have stocked up on sweetened drinks before the tax kicked in have to restock, the city said. Local retailers and wholesalers, meanwhile, are still crying foul. They claim the tax will lead to diminished sales and could force them to lay off hundreds of workers. “Regardless of how much money the administration says it collected in the first month of this tax, the pain Philadelphia families and businesses are feeling is very real,� according to a statement from Ax the Bev Tax Coalition, created by the Pennsylvania Food Merchants Association. Lawyers for U.S. Army Sergeant Bowe Bergdahl said on Sunday they will ask an Army appeals court to dismiss charges against him in the belief that President Donald Trump’s repeatedly calling him a “traitor” during the election campaign make it impossible for him to get a fair trial. Treason charges against Russian cyberexperts linked to seven-year-old accusations Treason charges brought in December against two Russian state security officers and a cybersecurity expert in Moscow relate to allegations made by a Russian businessman seven years ago, according to the businessman and a source connected with the investigation. They said the arrests concern allegations that the suspects passed secrets to U.S. firm Verisign and other unidentified American companies, which in turn shared them with U.S. intelligence agencies. Ruslan Stoyanov, head of the computer incidents investigation team at Russian cybersecurity firm Kaspersky Lab, was arrested and charged with treason in December along
with two officers of Russia’s Federal Security Service (FSB), since identified as Sergei Mikhailov and Dmitry Dokuchayev. Authorities have given no public explanation for the arrests, which, as Reuters has previously reported, caused a chill in cooperation between Russians and U.S. researchers in the cyber crime-fighting field. The source connected to the investigation said the arrests were a result of accusations first made in 2010 by Pavel Vrublevsky, a Russian businessman and founder of ChronoPay, an online payments company. Vrublevsky told Reuters he had also learned that the arrests were a response to his allegations: that Stoyanov and Mikhailov had passed secrets on to American firms. A representative for
Stoyanov’s defense team declined to comment for this article. Reuters was unable to locate representatives for Mikhailov or Dokuchayev. Verisign denies that it received information that was secret. The firm’s iDefense unit compiled dossiers on cyber crime for clients including private firms and government agencies that include U.S. intelligence services, but it says its research did not contain classified information. Bernie Sanders: Democrats must overhaul party, attack big business Democrats are struggling to recover from an electoral rout in November in which they lost not only the White House, but both chambers of the U.S. Congress. Republicans won the governor’s office in 33 states, up from 31, and increased their dominance in state legislatures.
Former U.S. Democratic presidential candidate Bernie Sanders on Sunday urged a major overhaul of his party, calling for more aggressive efforts to court workingclass voters and fight big businesses from Wall Street to the pharmaceutical sector.
Sanders, who spoke a day after Democrats chose Tom Perez, a veteran of former President Barack Obama’s administration, as their new party chairman, said it was also crucial for progressives to do more to mobilize grassroots supporters to take on Republican President Donald Trump. “We need a total transformation,” the 75-year-old U.S. senator from Vermont said on CNN’s “State of the Union.” The unexpectedly strong challenge from Sanders, a Democratic socialist, to Hillary Clinton in the 2016 Democratic presidential primary laid bare the fissures within the party. Transgender teen wrestler wins Texas state championship Mack Beggsâ&#x20AC;&#x2122; win came days after the Trump administration revoked landmark guidance to public schools letting transgender students use the bathrooms of their choice, reversing a signature initiative of Barack Obama. Mack Beggs, a 17-year-old high school wrestler who is transitioning from female to male, took home gold in the 110-weight class of the Texas girls state championship after the state refused to allow the student to compete against boys. Beggs, his family and many of his opponents wanted him to wrestle against male wrestlers, but state sport regulations require athletes to compete according to their birth gender. Some of the wrestlerâ&#x20AC;&#x2122;s opponents have said Beggs had an unfair advantage among girls because of the testosterone he is taking as a part of his gender transition. Man charged in New Orleans Mardi Gras parade crash A 25-year-old man accused of plowing a pickup truck into a crowd of spectators at a Mardi Gras parade in New Orleans was arrested and charged with injuring 28 people in a crash that brought chaos to the cityâ&#x20AC;&#x2122;s signature celebration, authorities said on Sunday. New Orleans police booked Neilson Rizzuto after taking him into custody in â&#x20AC;&#x153;a highly intoxicated stateâ&#x20AC;? immediately after the accident on Saturday evening, the department said. Rizzuto was charged with two charges of vehicular negligence injuring in the first degree, hit-and-run driving and the reckless operation of a motor vehicle, according to a statement. Rizzuto was traveling along the side of the street open to traffic along the parade route in the Mid-City neighborhood of New Orleans when it struck three other vehicles, including a dump truck. It then veered onto the median where a crowd of people stood watching the procession, police said. Five people were being treated at hospital trauma centers and an investigation is ongoing, police said. Police immediately
apprehended the driver, who according to eyewitnesses interviewed by Fox television affiliate WVEU-TV appeared disheveled, glassy-eyed and under the influence of drugs or alcohol. In a statement, Mayor Mitch Landrieu referred to the suspect as a â&#x20AC;&#x153;drunk driver.â&#x20AC;? Video footage from the scene showed pandemonium immediately following the incident, but the Krewe of Endymion parade, the largest and most popular of numer-
ous Mardi Gras season parades in New Orleans, continued with little or no interruption. Of the 28 people injured, 21 were taken to local hospitals, including one police officer. Seven others who were hurt declined transport, Police Chief Michael Harrison told a news conference. Local media reports said 12 people were initially listed as critically injured. Harrison said police believed the motorist who was arrested was â&#x20AC;&#x153;highly intoxicatedâ&#x20AC;? and was being questioned at the police departmentâ&#x20AC;&#x2122;s drunken-driving office. The Oscars go high instead of low Host Jimmy Kimmel led the pack in using the stage to rage against our fearless leader, but most of the winners stayed positive. MATT PRIGGE
Justin Timberlake eases us in The 2017 Academy Awards are the biggest powder keg since the ceremony in 2003, held mere days after the start of the Iraq War. So it kicked off light. It kicked off with Justin Timberlake strutting through the theater, singing his song from “Trolls.” He did more than make sure we never had to think about “Trolls” again. He helped us brace for an avalanche of (albeit welcome) anti-Trump speeches and jokes, plus the possibility that Mahershala Ali would somehow not win the Best Supporting Actor Oscar. (Fifteen minutes later, he did, so phew.)
Opening with Timberlake also meant a bit less of Jimmy Kimmel — also a generous move. Our host was quick to make a Trump yuk, referencing the night’s audiences in other parts of the globe, including “the 225 countries that now hate us.” He asked Meryl Streep if she was wearing Ivanka. He ordered The New York Times and other news outlets to leave. He did thank our president, in a way: “Remember
last year when they said the Oscars were racist?” He didn’t spend all his time on the orange one. He razzed Mel Gibson, he fake-razzed Matt Damon. We say his best joke was the one that got a delayed reaction. Speaking of the bummers in the Best Picture slot, he quipped, “The only happy ending of the nominees was the one in the middle of ‘Moonlight.’” Not bad.

The Best Documentary winner speaks to our times, too Honestly, the tightest Oscar race this year wasn’t one of the acting categories. It was which of the five bracing, timely documentary features would win that award. Would it be “13th,” Ava DuVernay’s chronicle of institutional racism in America? There was “I Am Not Your Negro,” which reminded us how much James Baldwin says about race today. “Fire at Sea,” concerns refugees.

“Life, Animated,” meanwhile, is “only” about autism. But voters flipped for “O.J.: Made in America,”

Director Ezra Edelman connected his brilliant film to today’s own rash of racially motivated police shootings, saying that the film belonged to the victims as well as to Ron and Nicole.
Fourteen Oscars ago, in 2003, Michael Moore was criticized for using his “Bowling for Columbine” win to attack Dubya. Cut to 2017 and it’s almost a letdown when winners don’t take on the sitting president. In fact, most of them went high, not low, speaking about the importance of diversity and inclusivity, nudgenudging about the grim times we live in. “Moonlight”’s Mahershala Ali, the first winner of the night, held back, using his win for Best Supporting Actor to thank everyone, tear

up a bit and announce that his wife gave birth just four days prior. When Viola Davis took
the stage an hour later, winning Best Supporting Actress for “Fences,” she gave one of her expected awesome speeches, talking about how art “exhumes and exhaults” ignored or forgotten voices. “I became an artist — and thank God I did — because we are the only profession that celebrates what it’s like to live a life.” The Trump disses would surely come, but the first wave of speakers led by positivity, offering an America that celebrates inclusivity by example, not mere lecturing.

LAURIE DAVIS Thereâ&#x20AC;&#x2122;s nothing worse than going on an amazing date â&#x20AC;Ś only to get ghosted. It can send you into a spiral. You may think, â&#x20AC;&#x153;Could I have misread her signals that much?â&#x20AC;? Or, â&#x20AC;&#x153;He said he wanted to go out again, so why isnâ&#x20AC;&#x2122;t he asking me out?â&#x20AC;? The feeling is similar even if the person does respond to you â&#x20AC;&#x201D; and says â&#x20AC;&#x153;no.â&#x20AC;? On one hand it gives you certainty â&#x20AC;&#x201D; your date did reply even if it wasnâ&#x20AC;&#x2122;t the outcome you were hoping for â&#x20AC;&#x201D; but youâ&#x20AC;&#x2122;re not sure why they arenâ&#x20AC;&#x2122;t interested any more. Whether the person ghosted or said no, you feel rejected. In these scenarios, I notice that my clients

It can feel like something is wrong with you. But, what if the problem wasnâ&#x20AC;&#x2122;t you at all? you’ve had. It’s something I’ve been eager to do, to play a role like this. It’s a tragic role. Natalka has all the highs, from meeting the love of her life and getting married, to all the horrible lows, including things like rape and her family being murdered. It’s heart-wrenching. To ride that wave of emotions was a brilliant challenge. It’s important to both know about the Holodomor — which was suppressed and not widely known till the 1990s — but also to see what it’s like for people who are helpless in the face of atrocity. They are such helpless characters. What’s fascinating is that when people feel they’re in a hopeless situation, an inner strength comes out of you that you didn’t necessarily knew you had. There’s a real collective sense of prevailing through horrendous
FILM times. Those connections you have with family and loves are hard to break. That’s the beautiful thing about us as humans. These kinds of things are still happening today, and too often we turn our heads and ignore it. You think things like this happens so any years ago. But your grandparents were alive then, your ancestors went through horrendous times.

It’s incredibly sad because we think of things like this as a separate time, that it happened then and now we’re all fine. You have to put yourselves in their shoes and think, “Would I be so brave? Would I be able to stand up in that moment of desperation and save my family?” That’s what my character does.
On the lighter side of ... You do play a lot of desperate characters. But you seem to be doing some lighter fare now as well. “The Last Five Years” is quite comedic, really. I’ve done a lot of misery, and it’s nice to have your friends and family go, “You’re funny! You’re not crying or dying! That’s fun!” It’s great to have fun on stage as opposed to dying. The great thing about “The Last Five Years” is it travels backwards. So at the beginning they were like, “Oh, she’s heartbroken again, here we go.” Then all of a sudden I’m happy. [Laughs]

Katharine McPhee stars as Paige Dineen, their office manager, who helps them understand everyday people a little better. We chat with McPhee about what to expect from Season 3, the showâ&#x20AC;&#x2122;s success and the future of her singing career. Whatâ&#x20AC;&#x2122;s new in third season of â&#x20AC;&#x153;Scorpionâ&#x20AC;?? The team will continue to go through the same situations but there will be more romance. If there is someone in the audience betting on the relationship between Toby and Happy, I can say that a lot more will be revealed this season. I think the writers are getting better, and the characters individually are going to have more fun. We have not finished filming the entire season â&#x20AC;&#x201D; we have five episodes to go. What I can say is that the relationship between Paige and Walter is going to go through some very complicated moments. Why do you think â&#x20AC;&#x153;Scorpionâ&#x20AC;? is successful? A number of factors. I think the audience connects to the admiration that is felt towards
people who are smarter than us. And to see their human side and how they struggle with the same things that we all struggle with day to day. People love to see this group of social misfits who are super good at what they do but often collide with ordinary society â&#x20AC;&#x201D; yet they find a family amongst themselves. How satisďŹ ed are you with the evolution of your character in this season? This year writers are giving me much more material to play with. Iâ&#x20AC;&#x2122;m getting to know more about Paigeâ&#x20AC;&#x2122;s past, her motivations and where she comes from. For example, we will learn

more about her mother, because she will arrive to the show and that will clear up many questions about her personality. This season Paige is very stressed and frustrated by her situation and has to learn to work
Itâ&#x20AC;&#x2122;s been 11 years since â&#x20AC;&#x153;American Idol.â&#x20AC;? Whatâ&#x20AC;&#x2122;s your perspective on your career and the industry? I am very grateful for the way my career has been taking very different paths. Iâ&#x20AC;&#x2122;ve always had the opportunity to do various things and thatâ&#x20AC;&#x2122;s what keeps me in love with what I do. These 11 years were interesting. I did my first show (musical drama television series â&#x20AC;&#x153;Smashâ&#x20AC;?) that lasted only two years, but I was able to sing, dance and act and I played a sweet and innocent character. Now Iâ&#x20AC;&#x2122;m playing a single mother who has to be strong. This is a show about procedures, but itâ&#x20AC;&#x2122;s a lot of fun. Iâ&#x20AC;&#x2122;ve been able to try some comedy and drama. Shows like â&#x20AC;&#x153;Scorpionâ&#x20AC;? are ignored by critics, but they are successful. And Iâ&#x20AC;&#x2122;m very lucky to be able to do all this. Have you ever met anyone in real life who could be part of â&#x20AC;&#x153;Scorpionâ&#x20AC;?? The pilot was based on real life of Walter Oâ&#x20AC;&#x2122;Brien and from there, writers have developed fictional stories inspired by him. He sometimes visits the set and is always working on crazy things. I think itâ&#x20AC;&#x2122;s the closest Iâ&#x20AC;&#x2122;ve been to that kind of work in real life. Is there any other genre that you would like to explore as an actress? Yes, Iâ&#x20AC;&#x2122;d love to do a romantic comedy. It is a genre that is being done less and less, like the ones Julia Roberts used to do. Among my favorite movies are â&#x20AC;&#x153;The Father of the Bride,â&#x20AC;? â&#x20AC;&#x153;Pretty Woman,â&#x20AC;? â&#x20AC;&#x153;Love Actually,â&#x20AC;? I hope those kinds of films come back, because I would love to play a character like that. The next episode of â&#x20AC;&#x153;Scorpionâ&#x20AC;? airs tonight on CBS at 10 p.m. EST.

A new approach to learning is turning the traditional education model on its head. â&#x20AC;&#x153;Design thinkingâ&#x20AC;? lets students tackle a problem they want to solve by first identifying real human issues, like chronic pain and bullying in schools. They then research and develop a wide range of possible solutions, which they take into the field to test with real people. The process has been trending among educators. â&#x20AC;&#x153;We put the power in the hands of the students,â&#x20AC;? says Sarah Stein Greenberg, executive director of Stanford Universityâ&#x20AC;&#x2122;s d.school of design. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re the ones that actually navigate the ambiguity of uncovering what those needs might be, and then figuring out how they can be satisfied.â&#x20AC;?
While the standard educational approach typically rewards students for coming up with the â&#x20AC;&#x153;right answer,â&#x20AC;? and quickly, the design thinking method values the process over the end product. In other words, students need to be comfortable with failure, and ready to continuously generate and test out new ideas. She gives the example of a group of students at Stanford who used the design thinking method to address the issue of clubfoot in developing countries. Their task: to come up with a brace that children could wear after surgery that would be affordable and of high-quality. The students began by traveling to Brazil and observing clinicians working in hospitals, and staying with families of children who had the condition. When they returned, they went straight to the drawing board: brainstorming and prototyping possible solutions. The end product which they designed â&#x20AC;&#x201D; an injection molded brace â&#x20AC;&#x201D; is now being tested all over the world. And that was just one example of the method-
ology being rolled out, says Stein Greenberg. As educators seek to learn more about design thinking and how they can incorporate its principles into their classrooms, there have been a variety of conference sessions and certificate programs that have emerged to accommodate demand. When executed properly, â&#x20AC;&#x153;Design thinking teaches students the value of empathy for others, collaboration with team members, and the many intricacies of creative problem solving,â&#x20AC;? says Stein Greenberg. It also prepares them to tackle the problems of a world that is growing increasingly complex. â&#x20AC;&#x153;Our school system is still trapped in an old paradigm where the model of learning is fairly rigid, with a very strong adherence to a testing based culture,â&#x20AC;? she explains. â&#x20AC;&#x153;We want to see students be more prepared for navigating ambiguous problems, and the kinds of tools that we use within design are a way to potentially come up with very powerful and innovative solutions for the future.â&#x20AC;?

Flyers general manager Ron Hextall announced on Friday night, the day before the Flyers lost to the Penguins, 4-2, in the Stadium Series game at Heinz Field, that he would not be a buyer at this Wednesdayâ&#x20AC;&#x2122;s trade deadline. What he didnâ&#x20AC;&#x2122;t say, or at least admit, was that the Flyers would be sellers. Make no mistake, though, a giant â&#x20AC;&#x153;For Saleâ&#x20AC;? sign will no doubt be planted in front of the
Wells Fargo Center this week. The team is trending in the wrong direction. Villanova closes Pavilion (for now) with emotion, heartfelt memories After their win against Creighton, the Wildcats are looking for revenge in the Big East tournament. JON MARKS @MetroPhilly

It was like a Main Line version of “La La Land.” Moments after Villanova’s Josh Hart had put a cap on a phenomenal senior season by throwing down a dunk, then draining a longer-than-hehad-any-business-taking-it 3-pointer to both finish off pesky Creighton, 7963, and at the same time finish off the soon-tobe-remodeled Pavilion, the love-in began. The only thing missing was the crowd breaking into song on their way out the
doors. Hart and fellow seniors Kris Jenkins and Darryl Reynolds, the latter who’s missed the last five games with a rib injury, climbed atop a table behind the basket near the student section and started waving goodbye. That prompted even louder cheers than the ones which rang throughout the old building all day. It had begun when the three seniors marched through those same stands with their parents to center court, then continued throughout a game in which the Blue Jays hung tough with Jay Wright’s weary 28-3 team until the last few minutes. It was time to celebrate, even though a regular-season finale at Georgetown still remains, followed by the Big East Tournament, and
then their defense of the NCAA crown. Hart, Jenkins and Reynolds stood on that tabletop, basking in the glory, thanking their fans, who in turn showered affection on them. And when they hoisted that championship trophy one last time for all to see — the one made possible by Jenkins’ buzzer-beater in Houston last April — the place was never louder. Or, as Wright would say later after everybody had come back to earth: “This building when no one’s in it is the ugliest place. But when you put Villanova people in here on game night I think it’s the best building in the country. “ “It was definitely emotional,” said Hart, the likely first-team AllAmerica and a strong candidate for Player of

We know this is a journey and we’ve just got to be dialed in on attention to detail. I never really thought about that [never losing two straight] and we’re never gonna talk it about now.
