President Donald Trump is set to sign an order to greatly reduce the role climate change plays in decision making across the U.S. government, Bloomberg reported, citing a person familiar with the administration’s plan. The order, which could be signed this week, aims to reverse former Democratic President Barack Obama’s broad approach for addressing climate change, the report said. The directive will urge

the U.S. Environmental Protection Agency to undo the Clean Power Plan, the Bloomberg report said. The Clean Power Plan is Obama’s centerpiece initiative to combat climate change, requiring states to slash emissions of carbon dioxide, but it was never implemented due to legal challenges launched by several Republican states. Senators grilled the Navy and the Marine Corps’ top leaders amid a growing scandal involving a private Facebook group and its surreptitious distribution of explicit images of women in the armed forces — often with obscene, misogynist commentary. Space Exploration Technologies, or SpaceX, on Tuesday delayed the launch of a rocket set to carry a commercial communications satellite into orbit, because of high winds at its Florida launch site. Wind gusts of up to 25 mph at NASA’s Kennedy Space Center in Florida forced SpaceX to scrub the launch of the Falcon 9 rocket that was to have put into orbit EchoStar XXIII, a commercial

communications satellite for EchoStar Corporation, the privately owned company said on social network Twitter. “Standing down due to high winds; working toward next available launch opportunity,” the company messaged moments after the launch window opened. REUTERS

A blizzard swept through the Northeast on Tuesday, grounding thousands of flights, canceling classes and pummeling those who ventured out onto snowbound streets. In New York City, however, the streets were fairly quiet, as Stella brought pounding wind, sleet and just enough snow — 7.2 inches in Central Park — to justify a day off of school. The historic blizzard that meteorologists portended would bring 1 to 2 feet of snow was downgraded early Tuesday morning as rain diminished snow totals and the worst of the storm veered northwest. Areas in the Bronx and Queens saw the most snow in the city, with just over 8 inches by early evening. Mayor Bill de Blasio announced that school would resume Wednesday but that parking regulations would remain suspended, adding that he discourages driving and urged people to avoid the slick side-

walks. Wind speeds averaged 20 mph throughout the day with gusts reported at 35 and 50 mph. Above-ground MTA train service was

Amid Winter Storm Stella, upper Manhattan eatery delivers in extreme weather The usually bustling Pick and Eat on West 177th Street in upper Manhattan was quiet on Tuesday morning, aside from the patter of sleet hitting its windows. With snow on the ground, and strong wind gusts blowing any of it in the air in a horizontal direction, there weren’t many customers brave enough to go outside. New York City had essentially called a snow day. But an empty store didn’t mean Pick and Eat didn’t have any customers. “On a day like this, our Seamless orders can double,” manager Jennifer Sopkobski said. She has two deliverymen on

ter what,” she said. The cafe and lunch spot is a staple in the neighborhood, serving fresh juices, cappuccino, salads, pastas and Spanish house specialties with comfortable seating and free Wi-Fi. “We never close. You never know what the storm can bring —

sometimes it’s a lot of customers. Last year it was crazy in here during a snowstorm,” she said. But because most of the roads in Washington Heights were not yet cleared of the wintry mix of snow and slush as of 10 a.m., Sopkobski had few people to greet her. She was cheerful as ever, despite the fact that Winter Storm Stella was making itself heard. Her attitude appears to have rubbed off on her employees. One of her deliverymen came out of the cold with a smile. “It’s not so bad out there,” said the man, who would only give his first name, Jose. “I like it because I don’t see it every day. Governors in New York, New Jersey, Pennsylvania and Virginia had earlier declared states of emergency. Above-ground parts of New York City’s subway service were suspended, and Metro-North commuter service to the suburbs shut down at noon. Train services to Boston and Albany were

also suspended. “Mother Nature is an unpredictable lady sometimes,” Gov. Andrew Cuomo, said at a news conference. “She was unpredictable today.” While the city got less snow than expected, areas upstate were already buried in more than was forecast, he said, and up to 30 inches was still expected in central parts of the state. Still, life was disrupted for many in the city, although children and dogs found even a few inches of snow sufficient for play. “It’s a ghost town,” Ali Naji, 33, said as he sat listening to Mexican pop music amid the emptiness of his usually bustling convenience store in Brooklyn’s Fort Greene neighborhood. In Brooklyn’s Bedford-Stuyvesant neighborhood, Octavia Chavez-Richmond emerged from a subway station in the early afternoon after traveling from Providence, Rhode Island. The young actress came to the city to star in a low-budget movie. “Filming is tomorrow so they didn’t officially tell me whether it’s still happening,” she said, “so I just came anyway and we’ll see.”

This will be the first time Pornhub has plowed snow in these cities, but the site is considering expanding snow removal services. “It’s another way we are giving back to our fans, because after all, they are the most important to us,” Price said. The free plowing is an extension of the site’s philanthropic efforts, a spokesman said. Pornhub partners with charitable organizations to raise funds and also has a scholarship fund. Paul McCartney should wait to get back Beatles songs, not sue, Sony/ATV says Michael Jackson bought hundreds of Lennon-McCartney song rights in 1985.

Sony/ATV Music Publishing is arguing in federal court that Paul McCartney should wait a little longer rather than continue his lawsuit to reclaim ownership of hundreds of the Beatles’ songs. In a filing this week with the U.S. District Court in Manhattan, a lawyer for Sony/ATV said the publisher has never challenged the validity of McCartney’s notices to terminate its copyrights of the songs, starting in October 2018. As a result, McCartney’s Jan. 18 lawsuit “impermissibly seeks an advisory opinion on a hypothetical claim”

and should be dismissed for the time being, the lawyer, Donald Zakarin, wrote. Lawyers for McCartney had no immediate comment on Tuesday. The rock legend, 74, was outbid by Michael Jackson in 1985 for the rights to songs credited to McCartney and John Lennon such as “I Want to Hold Your Hand,” “Yesterday” and “Hey Jude.” These rights were rolled a decade later into Sony/ATV’s possession. Jackson’s estate sold its stake in that venture to Sony for $750 million last year. McCartney sued after a British court rejected similar claims against Sony/ATV’s Gloucester Place Music unit by Duran Duran, saying the pop group’s contracts were governed by English law and barred members from reclaim-

ing their songs. Zakarin said McCartney’s claims are also governed by English

law, and that he should wait for Duran Duran to finish its appeal rather than engage in “forum

shopping” in the United States. “A dismissal without prejudice now would

spare this court the need to issue a decision that may be unnecessary pending the outcome of Gloucester while assuring that, if and when a claim is ever ripe, U.K. law will have been settled,” Zakarin wrote. Revisions to U.S. copyright law in 1976 let authors reclaim song rights after certain periods of time elapsed. McCartney wants the court to declare he would not breach any contract by exercising termination rights. His case could affect other artists who signed contracts outside the United States. U.S. District Judge Edgardo Ramos is scheduled to consider Zakarin’s letter at an April 5 conference, ahead of an expected formal motion to dismiss McCartney’s lawsuit. REUTERS

OF JUSTICE US gives Florida nightclub shooting victims nearly $8.5 million The victims of a mass shooting at a Florida nightclub in June 2016 will receive nearly $8.5 million for emotional and financial support for victims’ families, those wounded in the attack and responders, the U.S. Department of Justice said on Tuesday. In a statement, the department’s Office for Victims of Crime (OVC) said the funds would be granted on Wednes-

day and distributed by officials in Florida, where 49 people were killed at a gay nightclub in Orlando in the deadliest mass shooting in modern U.S. history. Shooter Omar Mateen was killed in a shootout with police after he took hostages during a three-hour standoff inside the Pulse nightclub. ISIS Mosul commander killed, government forces battle for bridge

Iraqi government forces killed the Islamic State commander of Mosul’s Old City on Tuesday as the battle for the militants’ last stronghold in Iraq focused on a bridge crossing the Tigris river. As fighting intensified on Tuesday after the previous day’s heavy rains, civilians streamed out of western neighborhoods recaptured by the government, cold and hungry but relieved to be free of the militants’ grip. IS snipers were slowing the advance of Interior Ministry Rapid Response units on the Iron Bridge linking western and eastern Mosul but the elite forces were still inching forward, officers said. Government forces also pushed into areas of western Mosul, Islamic State’s last redoubt in the city that has been the de facto capital of their self-declared caliphate. Federal police killed the military commander of the Old City, Abu Abdul Rahman al-Ansary, during operations to clear Bab al-Tob district, a federal police officer said. With many IS leaders having already retreated from Mosul, Ansary’s death comes as blow to the militants as they defend their shrinking area of control street-by-street and house-by-house.

Capturing the Iron Bridge would mean Iraqi forces hold three of the five bridges in Mosul that span the Tigris, all of which have been damaged by the militants and U.S.-led air strikes. The southernmost two have already been retaken. Near the Mosul Museum, Iraq forces used armored vehicles and tanks to attack snipers pinning down troops clearing areas around the bridge. An airstrike targeting one Islamic State position hit a building, engulfing nearby troops in smoke and dust. Since starting the offensive in October, Iraqi forces with U.S.-led coalition support have retaken eastern Mosul and about 30 percent of the west from the militants, who are outnumbered but fiercely defending their last stronghold in Iraq. For much of Tuesday, the troops were within 330 feet of the bridge. “It’s very key for our forces to secure the riverside and prevent Daesh militants from turning around our advancing forces,” a Rapid Response spokesman said in the morning, using an Arab acronym for Islamic State. Small Mexican company wants to light Trump’s border wall Among the hundreds of companies expressing interest in helping to build U.S. President Donald Trump’s southern border wall, one four-member concern stands out: It is from Mexico. Ecovelocity, based in the central city of Puebla, is betting it can provide cheap industrial LED lights for the project, which has sparked the ire of Mexicans. Theodore Atalla, Ecovelocity’s owner, is an Egyptian native of Greek heritage who has made Mexico his home for most of the past two decades. He said his firm looked to undercut competition by providing lighting it imports mostly from China.

“It would only be on the Mexican side because I don’t think we would be allowed to work on the other side,” Atalla said in an interview. “They said they only wanted American products.” Trump has vowed to start work quickly on the barrier along the nearly 2,000-mile U.S.-Mexico border to prevent illegal immigrants and drugs from crossing to the north. He has repeatedly said Mexico will pay for it, something the Mexican government has flatly said it will not do. Parts of the border are already divided by high fences, and a huge part of the boundary runs along the Rio Grande

New York attorney general: Tillerson used email alias at Exxon to talk climate Secretary of State Rex Tillerson, the former chairman and chief executive of Exxon Mobil Corp., used an alias email address while at the oil company to send and receive information related to climate change and other matters, according to New York Attorney General Eric Schneiderman. The attorney general’s office said in a letter on Monday that it found Tillerson had used an alias email address under the pseudonym “Wayne Trackerâ€? from at least 2008 through 2015. Wayne is Tillerson’s middle name. The letter was sent to a New York state judge overseeing Schneiderman’s investigation into whether Exxon misled shareholders and the public about climate change.

Vienna, Austria’s grand capital on the Danube River, has topped consulting firm Mercer’s list of cities offering the highest quality of life for the eighth year in a row, while Baghdad is again considered the worst place to live. The survey of 231 cities helps companies and organizations determine compensation and hardship allowances for international staff. It uses dozens of criteria such as political stability, health care, education, crime, recreation and transport. Global centers London, Paris, Tokyo and New York City did not even make the top 30,

lagging behind most big German, Scandinavian, Canadian, New Zealand and Australian cities. Singapore was the highest ranked Asian city at 25, while 29thplaced San Francisco was the United States’ highest entry. Top of the list in Africa was South Africa’s Durban at 87. Vienna’s 1.8 million inhabitants benefit from the city’s cafe culture and museums, theaters and operas. Rents and public transport costs in the city, whose architecture is marked by its past as the center of the Hapsburg empire, are cheap compared with other western capitals. Switzerland’s Zurich,

New Zealand’s Auckland, Germany’s Munich and Canada’s Vancouver followed Vienna in the top five of most pleasant cities to live in. Baghdad was again ranked lowest in the world. Waves of sectarian violence have swept through the Iraqi capital since the U.S.-led invasion in 2003. Six years into Syria’s bloody war, Damascus was ranked seventh from bottom, with Bangui in the Central African Republic, Yemeni capital Sanaa, Haiti’s Port-au-Prince, Sudan’s Khartoum and Chad’s N’Djamena filling out the end of the list. “Girls” is inching toward the finish line, making this a good time to venture back to Lena Dunham’s initial triumph. Arriving at the tail end of the “mumblecore” not-quite movement, her 2010 movie stuck out from the pack by being a) tightly written and b) handsomely filmed. And of course, there’s Dunham’s signature voice, too. Aura, her “Tiny Furniture” hero, is a

similar-but-different creation than Hannah Horvath — an aimless postgraduate who holes up in the swank Manhattan digs of her mother (Laurie Simmons). Jemima Kirke, Alex Karpovsky and bad sex are already present and accounted for, as is Dunham’s worldview, in which she both celebrates and brutally deconstructs the life of the young, neurotic and privileged.

Because the internet is terrible, there aren’t a lot of Bill Paxton movies to watch in the wake of his out-of-nowhere death. One of our finest character actors racked up an epic list of moviestealing credits over the years, only five of which presently live on Netflix. Of those, we recommend “Nightcrawler” and “Frailty,” the latter one of a mere two films he helmed himself (apart from the dubiously titled Shia LaBeouf golf movie “The Greatest Game

Ever Played”). In his “Night of the Hunter”-esque spooker, the actor plays a father who one day announces that God has granted him the ability to see people possessed by demons — a claim doubted by at least one of his tweenage sons. As he goes about killing possible innocents, Paxton walks the line between charismatic and dangerous. The movies just lost one of their least-predictable performers, and this is one of his finest turns.

Jim Broadbent on that time he won an Oscar The acclaimed actor and “Bridget Jones� dad talks about his new drama “The Sense of an Ending� and not feeling like he’s gotten much wiser with age. MATT PRIGGE @mattprigge

Jim Broadbent’s memories of winning an Oscar are a little fuzzy. It was 2002, and the acclaimed English actor won Best Supporting Actor for “Iris,� in which he played the older version of writer John Bayley opposite Judi Dench, as novelist Iris Murdoch. Then again, who needs a memory? After all, there’s video of it, right there on YouTube. “I’ve never watched that,� Broadbent says, chuckling. “I think I’d probably be embarrassed to see it again. Quite a lot of that has to do with how I forgot to thank two of the producers during my acceptance speech. I don’t like to remind myself of that.� Broadbent is a man of m a n y faces. He can be over-thetop, as in “Moulin Rouge!� He can be lovable, as the dad of the “Bridget Jones� films. GETTY

And he can be gritty; he’s made four theatrical features with the legendary Mike Leigh. (That includes “TopsyTurvy,� our favorite of his turns.) The real Broadbent, though, is shy, quiet, modest almost to a fault. His sentences trail off, and they’re filled with nervous chuckles. When you get him going, though, he can be philosophical and insightful, and very honest about life and about himself. You get

the sense that he takes a diversity of roles to explore how everyone else lives. So it goes with “The Sense of an Ending,� a too-rare film with Broadbent at the center. He plays Tony Webster, a retired divorcee who flashes back to his youth when he learns about the passing of an old acquaintance. He starts to reflect on a life of regrets, of failures, some of them romantic, all while chatting with (and sometimes bothering) his ex-wife (Harriet Walker) and an old flame (Charlotte Rampling). Based on the novel by Julian Barnes, it deals a hero who hasn’t gained much confidence with age. “He’s actually not really grown-up,� Broadbent says. “A lot of us older people who like to

think we’re mature and grown-up and know what we’re about, I think we’re still anxious and vulnerable and as arrogant and flawed as when we were 20. We just get better at disguising it, really. We become better at editing our life and behaving, supposedly, properly. But we’re still as complicated as we were when we were students, in many ways.� That’s a feeling some of us suspect is true even as early as in our 30s. “I’m constantly astonished that I’m 67 years old and approaching 70. I think I’m just starting to think maybe somewhere down the line I’ll get the hang of things. You never feel you’ve gotten there, that you’ve achieved any sort of wisdom.� “Sorry to lay that on you,� he adds, chuckling again.

Every year, millions of college basketball fans pick their brackets, act timidly when choosing a 14, 13 or 12 seed to advance, and then kick themselves when they watch it happen (or half watch it happen while pretending to work on the best Thursday and Friday in all of sports). This year there is the potential for upset specials up and down the four regions, and below we’ll break down the five most likely. Pick them if you dare.

see it coming. In No. 5 Virginia’s case, the writing is on the wall. UNCW has a prolific offense while the Cavaliers rely on a stout defense. But Virginia is young and their defense can falter, as it did toward the end of the season. The 22-10 Cavs lost six of eight, then won four in a row, but then fell to Notre Dame by 15 points in the ACC Tournament. The Irish play very similarly to the Seahawks. Ranking 27th in RPI, 29-5 UNCW is better than a 12, and could do some real damage.

No. 14 Florida Gulf Coast over No. 3 Florida State One of the most exciting upsets in college hoops history was when No. 15 Florida Gulf Coast, in one of its first seasons ever as a Division I team, shocked No. 2 Georgetown in 2013. The program has since become a powerhouse in the Atlantic Sun and have won 19 of their last 21 games heading into the tournament. They won the regular season and tournament crown and have their eyes set on upsetting in-state rivals the Seminoles. FGCU (267) scores nearly all of its points inside the arc and shoots over 57 percent on 2-pointers. Florida State (25-8) faltered in its

conference tournament, dropping in the ACC finals to Notre Dame. This could be Cinderella part two if Florida Gulf Coast converts a high volume of high-percentage shots.

No. 12 Middle Tennessee over No. 5 Minnesota The Gophers showed some big weaknesses in the Big 10 Tournament as they were picked apart by eventual champions Michigan. They barely average six more points than their opponents and have been OK, not great, against ranked teams. Only four times since 1985 has at least one No. 12 seed failed to defeat a five-seed in a single tournament and Middle Tennessee, ranked with the 35th best RPI in the nation could be the best bet for one of these such upsets. MTSU went 30-4 this season and beat Vanderbilt by 23 points. According to fivethirthyeight.com they have a 48 percent chance of winning, among the best for any underdog.

No. 11 Xavier over No. 6 Maryland These two teams are incredibly evenly matched, as Xavier sports an RPI rank of 36 while Maryland is 34th.

The Musketeers are big and can rebound as good as any team in the nation. Despite going just 9-9 in the Big East, they played a difficult schedule and have a favorable matchup in the first round. Maryland relies on guard play, particularly that of leading scorer Melo Tremble. Battling in the below-average Big 10, Maryland has lost six of its last 10 games, a trend it will fight hard to buck when things tip off Thursday.

No. 11 Rhode Island over No. 6 Creighton The A-10 has historically had a good track record in the first round of the NCAA Tournament, and the Rhodies appear best suited to be the conferences representative in the Round of 32. No. 11 seeds in the tourney are just 13-15 since 2010. Both Creighton and Rhode Island (24-9) made deep conference tournament runs and are playing some of their best ball. Each has RPI and BPI numbers inside the top 35, with Rhode Island boasting a 3-1 record against AP top 25 squads. They are also 10-2 in their last 12, in comparison to the Blue Jays (25-9) who are 6-6 in that span.
