The United States’ first tax overhaul in decades may not pass Congress until well into 2017, House of Representatives Speaker Paul Ryan said on Wednesday, in a sign the timetable for the legislation has been pushed back. Revamping the U.S. tax code has become a new legislative test for President Donald Trump after a Republican push to repeal former President Barack Obama’s signature

Venezuelan security forces fired tear gas as demonstrators staged what they billed as the “mother of all marches” against President Nicolas Maduro on Wednesday, and a student caught up in a clash died after being shot in the head. Opposition supporters protested in Caracas and other cities, denouncing Maduro for eroding democracy and plunging the economy into chaos. Crowds
swelled to hundreds of thousands, including Maduro supporters who held a counter-demonstration in the capital at the urging of the president. Bose Corp. spies on its wireless headphone customers by using an app that tracks the music, podcasts and other audio they listen to, and violates their privacy rights by selling the information without permission, a lawsuit charged. The complaint filed by Kyle Zak in federal court in Chicago seeks an injunction to stop Bose’s “wholesale disregard”

Amazon.com Inc.’s chief technology officer is working toward a day when people can control almost any piece of software with their voice. The company on Wednesday rolled out the technology powering Alexa, its voice assistant that competes with Apple Inc.’s Siri, to developers so they can build chat features into their own apps, CTO Werner Vogels said in an interview. The service, Amazon
Lex, was in a preview phase since late 2016. The move underscores how Amazon is racing to be the top player in voice-controlled computing, after losing out in mobile to Apple and Alphabet Inc.’s Google. Vogels said that Amazon’s headway in processing how humans write and speak would make conversational assistants or “chatbots” more helpful than the clunky tools they’ve been in the past. REUTERS

The high holiday of potheads is upon us. But as pot-smokers celebrate 4/20, the very real push for legal marijuana in Pennsylvania is still an uphill battle. Medical marijuana is legal in Pennsylvania and inching its way toward reaching the public. But licenses for grow operations and vendors still have not been awarded. Marijuana activist N.A. Poe says the rules governing medical marijuana in Pennsylvania are too
restrictive. They require a registry of doctors and patients and wonâ&#x20AC;&#x2122;t provide plant-form cannabis to patients. â&#x20AC;&#x153;All these corporate cannabis conglomerates are coming and have no knowledge of the culture, and I feel like thatâ&#x20AC;&#x2122;s going to end up falling flat on its face,â&#x20AC;? Poe said. â&#x20AC;&#x153;These limited cannabis bills have become a new form of prohibition, and thatâ&#x20AC;&#x2122;s alarming.â&#x20AC;? Poe said he hopes medical marijuana becomes legal in Pennsylvania to help the patients who donâ&#x20AC;&#x2122;t otherwise have access. He also hopes statewide decriminalization bills recently introduced in Harrisburg by state Reps. Ed Gainey and Barry Jozwiak are signs of progress.

Aaron Hernandez’s suicide will have some dramatic legal ramifications — experts say the former NFL star’s murder conviction for the 2013 killing of Odin Lloyd will be vacated. Hernandez was found guilty of murdering Lloyd in 2015 and sentenced to life in prison. In Massachusetts, convictions of this kind are automatically appealed before the state’s highest court, but because Hernandez died before that appeal could go through, a littleknown legal loophole will get him off postmortem. “Whenever someone dies during an appeal of their criminal case, the conviction is eventually vacated. The reason for that is, the way the law looks at it, you had an appeal going for you and for all they know, the appeal could have found you innocent,” said Peter Elikann, a Boston criminal-defense lawyer. The “technicality,” as Elikann puts it, is called the Abatement Doctrine and allows prisoners to quite literally die to get away with murder. If a convicted murderer suffers an untimely death or commits suicide, as in Hernandez’s case, prior to exhausting their appeals, the conviction is automatically vacated. Hernandez isn’t the first high-profile murderer to have a conviction tossed due to the Abate-
ment Doctrine. John Salvi, who was convicted of killing two abortion-clinic workers and wounding five others during a shooting spree in Brookline in 1994, had his convictions vacated after killing himself in prison two years later. The Rev. John Geoghan, a Catholic priest convicted on child molestation charges and known as a key figure in the clergy sex-abuse scandal that mired the Boston Archdiocese, also had his convictions vacated after he was beaten to death in his cell in 2003 at the same Massachusetts maximum-security prison where Hernandez died Wednesday. But Elikann said the vacating of convictions isn’t looked upon as innocence. “Even though the conviction is vacated, it’s not really looked at as vindication — it’s a very narrow legal loophole,” he said. That doesn’t mean it won’t create problems for the family of Hernandez’s victim, Odin Lloyd, said David White, former president of the Massachusetts Bar Association. Lloyd’s family has filed a wrongful-death suit against Hernandez, and typically when there is a guilty verdict, a plaintiff can use that as evidence in a civil case — called collateral estoppel. Because the former Patriots player’s conviction will be vacated, the family will have to once again prove Hernandez was responsible for Lloyd’s death. “Now that the conviction will be vacated, the family of Odin Lloyd has lost their collateral-estoppel claim and they will have to start from scratch to prove he is guilty,” White said.

Survivalist convicted of murdering state trooper Eric Frein faces the death penalty. A jury convicted survivalist Eric Frein on Wednesday of murdering a state trooper in a 2014 sniper attack that triggered a massive manhunt. Frein, 33, of Canadensis, Pennsylvania, faces the death penalty for first-degree murder of a law-enforcement officer. The same jury that convicted him after four hours of deliberations will reconvene on Thursday to hear evidence in the penalty phase of trial at Pike County Courthouse. “A terrorist with murder in his heart, a plan in his mind and a rifle in his hand, who slithered through the woods,” was how Frein was described by Pike County District Attorney Ray Tonkin in his closing argument. Frein, who listened impassively, is a survivalist, a person skilled in outdoor living who aims to survive a catastrophe or dramatic event such as nuclear war or revolution. Frein ambushed state police during a shift change at the Blooming Grove barracks in 2014, killing Corporal Bryon Dickson II, 38, Tonkin said. Frein then waited to pick off anyone who tried to help Dickson, Tonkin said. Trooper Alex Douglass, 34, was shot and critically wounded as he rushed to Dickson’s side. The jury found Frein
guilty of Dickson’s murder, the attempted murder of Douglass, and other charges including terrorism. Among the evidence the jury weighed was a letter that prosecutors said showed he harbored anti-government views and the shooting was aimed at sparking a “revolution.” “Passing through the crucible of another revolution can get us back the liberties we once had,” said the letter, which prosecutors said Frein wrote to his parents while on the run. Evidence also included a notebook that prosecutors said Frein kept in which he detailed the night of the ambush. “Got a shot and took it,” Tonkin said, reading from the book. He added, “Some of the most chilling words you will ever hear.” Defense lawyer Michael Weinstein did not call any witnesses and in a 10-minute closing argument told jurors what happened that night was a “tragedy of monumental proportions.” After the shooting, Frein eluded a 48-day manhunt through the dense forests of the Pocono Mountains, about 100 miles north of Philadelphia. The $11 million manhunt, which landed him on the FBI’s most wanted list and put the community on edge for weeks, ended when he was captured outside an abandoned airplane hangar near Tannersville. Saturday’s worldwide March for Science rallies will coincide with Earth Day, and that’s no coincidence. Organizers formed the March for Science political movement to counter President Donald Trump’s efforts to undo many environmental and climate regulations. The scientific community has increasingly found itself under fire, organizers say. So this year, instead of simply marking a day to celebrate the Earth, they will use the April 22 event to mix politics with activism.
The March for Science will take place in Washington and in more than 500 locations across the globe, including Boston, New York and Philadelphia. The goal, organizers say, is a nonpartisan effort to shape new policies concerning science and education. In Boston, an academic and research hub, that sentiment has garnered strong support. “We join together to urge policy, educational, and community leaders to put science at the forefront when making decisions,” said Ashley Ciulla, a co-chairwoman of Boston’s Science March. Ciulla conducts research at Harvard Medical School and MIT’s Koch Institute for Integrative Cancer. “Boston is known as an innovative city where science and scientific
research are paramount, and the enthusiasm and response to the March for Science have been inspiring.” On the March for Science homepage, there is a sense of urgency behind the message: “In the face of an alarming trend toward discrediting scientific consensus and restricting scientific discovery, we might ask instead: can we afford not to speak out in its defense?” Still, some critics have urged against speaking out, believing that science “must be free of bias. It must be free of

political passion,” as Joe Funderburk, an entomologist at the University of Florida, told The New ISTOCK York Times. But Michèle Lamont, a Harvard University professor and the president of the American Sociological Association, said the only opposition she’s
personally heard is from scientists who want the event to be more political. The ASA is a partner of Washington’s March for Science, and Lamont said she reached out to all the heads of university sociology departments around the county, urging them to participate. The Boston area has the largest concentration of academic institutions in the country, and many of them “depend on federal dollars for a good part of their activities and research,” she
said. “So the concern here is very high.” As of Wednesday, more than 75,000 people on Facebook have said they planned to attend or were interested in attending Saturday’s event in Boston. The Philadelphia March for Science starts at 10 a.m. at the south side of City Hall. According to its Facebook event page, 4,600 people said they will attend. The march will start at City Hall, and end at Penn’s Landing Great Plaza.

TRUMP’S 20/20 VISION All right, Democrats, calm down. Have a seat. Smoke ’em if you’ve got ’em. I’ll grant that these might be giddy times on your side of the aisle, but Donald Trump is not on the run yet. As much as you may be elated by news of your candidate in Georgia almost walking off with a win in that special election this week — theoretically repudiating the Trump surge; as much as you may be watching the president’s plunging approval rating like election porn; as much as you may have cheered the calamitous collapse of his attempt to repeal Obamacare … you should hold off on the champagne. Because if you think this president will be cowed by such minor matters, you are sadly mistaken. Indeed, there he was just days ago boasting to a cheering crowd, “No administration has accomplished more in the first 90 days!” That’s not true, of course, but he has seated a new, conservative justice on the Supreme

Court. He has conclusively tanked the Trans-Pacific Trade Partnership. He’s issued executive orders affecting a wide range of government agencies — a little now and maybe a lot later. And most importantly: He is letting the adults take a little stronger hand in his administration, shoving the ideologues (cough, cough — Steve Bannon) into the corner. That could foreshadow a considerably more stable, sane, and conventional presidency.
Certainly, President Trump still has a boatload of big issues. His tendency toward screamingly false statements remains a serious problem. His saber-rattling with Syria and North Korea could be dangerous. And the grumbling of many of the very voters who elected him should not be taken lightly. Still, history suggests Donald Trump will remain president for the next four years despite Democratic hopes to the contrary. I know, I know, Dems — you still can’t believe this has happened. But word to wise: You need to get over that. Because in my experience, when politicos wallow too long in bitterness, outrage, and self-pity over the last election, all they do is waste time they should be using to brace for the next one. And in case you don’t know it, President Trump has already launched a robust effort — raising money, recruiting campaign experts, rallying allies — to win again in 2020.

The man falls
to the ground, unconscious. Lest you be charmed by that incident, know that mere moments later, he ran into a second Vietnamese man and punched him in the eye. That man, Johnny Trinh, later told the Daily Mail that he forgives Wahlberg for his racially motivated transgression. Wahlberg, for his part, asked for a pardon for the incident (acknowledging it would be helpful as he continues to grow his restaurant business), but later expressed regret for seeking said pardon. Lots of ups and downs with this one. So, yeah! This is a horrible, horrible idea that shouldnâ&#x20AC;&#x2122;t have gotten past the pitch room, like, at all. Should we call it a tragic irony that his burger chain is now serving a dish that is Vietnameseinspired? Or is it merely an ignorant-ass oversight? Iâ&#x20AC;&#x2122;m thinking the latter, no? Caitlyn Jenner is answering all the questions nobody ever asked about her sex life in a memoir, “The Secrets of My Life.” The 67-year-old specifically would like to talk about the adequate sexual relations she shared with ex-wife Kris Jenner. “We fall in love quickly, we marry after seven months,” she writes, according to Page Six. “Since — let’s not kid ourselves — everyone wants to know, Kris and I have good and frequent sex at the beginning.” Good and frequent doesn’t really sound like something one brags about, but OK. If you’re dying to know all there is to know about marijuana, “Weediquette” on Viceland explores it from every possible angle. From talks with “potrepreneurs” to parents getting ahold of medical marijuana to treat their child’s cancer, to people who’ve served lengthy prison sentences for marijuana possession, the documentary series is well-researched, intelligent and human. Its host, Krishna Andavolu, reveals that the show started out as a web series on Vice.com and bloomed into a TV show after a conversation with Viceland’s co-president, Spike Jonze. “I was telling him about how in the web series, I went to Uruguay to interview the president because they legalized

and, consequently, more open-minded. “Now they’re like, ‘It is a totally appropriate medicine in some circumstances and should be researched more. No one
should go to jail for it,’” Andavolu notes. “If you can convince my IndianAmerican parents that pot might not be a bad thing, I think you can convince a lot of people.” So what can we expect from Season 3? One of the episodes investigates the distribution of marijuana from a legal market to an illegal market. “In places like California, it’s totally legal and production is sky-high there, but as a result, more pot is flowing into the black market and being shipped across country to [places like] New York. We follow a shipment of illegal weed from California to New York,” he says. “It’s an all-American road trip, just with 45 pounds of pot in the car.” Just for the record, Andavolu isn’t actually in the vehicle for the trip. “Legal wouldn’t allow me to do that,” he says. Season 3 of “Weediquette” premieres on April 19 on Viceland at 10 p.m.

We’ve seen their needs, we’ve targeted players and we’ve won a coin toss, now one week away, let’s spend an article mixing up the perfect draft cocktail for the Birds.
Step 1: Teams go quarterback crazy The more quarterbacks that come off the board before the Eagles walk up to the podium, the better. The reasons for that are twofold: most obviously, the Eagles are hardly in the market for a quarterback a season removed from drafting Carson Wentz second overall. And look, even if you believe in drafting the best player available firmly enough that you’d take another quarterback, we have a second reason for you: Outside of Deshaun Watson, no signal callers in this class have a college résumé that reads like a top-10 draft pick. That means the more NFL teams that talk themselves into loving a quarterback in the top half of the first round, the further the true top-10 talent slides down the draft board.
Though probably unlikely, the Eagles would love to find a way to pick up Ohio State’s Marshon Lattimore.
And yes, that means the Browns’ recent flirtations with Mitchell Trubisky are great news, especially considering Cleveland has two selections (courtesy of the Wentz trade) above No. 14. The Browns, 49ers, Jets and Cardinals are all realistic landing spots for a quarterback ahead of the Eagles’ pick, and even the Bears could consider one.
Step 2: Trade up, not down Jamal Adams, Leonard Fournette, Reuben Foster, Derek Barnett, Corey Davis, Mike Williams:

that’s a list of players (among others) the Eagles have hosted for predraft private workouts. It’s also a list of players off the board before the Eagles pick in just about every mock draft. Adams and Fournette in particular are often listed going in the first five picks. With only 30 of these visits allowed, why are the Eagles expending such capital on players unlikely to reach them? They plan to trade up. It’s true, they could also just be doing their due diligence on the best players that might fall to them at 14 under the “as many quarterbacks draft-

ed as possible” scenario discussed above. But take a look at the recent track record the Eagles have experienced when targeting a specific player and trading up to draft them versus when they’ve let the chips fall as they may. Start with last season, when the Eagles traded up twice to select Carson Wentz, the quarterback they believed in. So far, they’ve been rewarded with a rookie season above expectations and a trade (for Bradford) that allowed them to recoup the most valuable asset they gave up for Wentz. and the Eagles cluelessly traded backward and wound up with Marcus Smith. In 2012, the Eagles moved up three spots to draft Fletcher Cox, and it cost them just fourth and sixth round picks.
Step 3: Corners falling into the Eagles’ lap We don’t mean the Seahawks deciding to send Richard Sherman their way for a seventh-round pick, though that’d be nice. Cornerback has long been the most touted position in this draft,
but circumstances have conspired such that it doesn’t look like one will be the best player available at the Eagles’ first round pick. Lattimore has tested his way to being the consensus best corner and a top 10 pick. Sidney Jones has torn his Achilles and fallen out of first round consideration. Teez Tabor turned in a terrible combine and pro day that left teams with serious concerns about his long speed. The group behind Lattimore is shaping into a pack of perhaps as many as 10 corners with second half of Round 1 to Round 2 grades that 10 different analysts could rank 10 different ways. It’s a likely setup for a run on corners at some point, and that could help or hurt the Eagles depending on when it happens. It’s very easy to picture six or seven corners going off the board almost in a row, and unless someone the Eagles love happens to slip through, having this happen in the seven picks before the Eagles take the stage in the second round, this could be disastrous and they must be ready to act to prevent it. Tabor, Jones and others slipping out of the first round may mean the Eagles can pick up a star late. Or it may cause such a run on the position that it leaves them empty handed. This article is all about imagining the former.

For the fourth straight season, the players not currently playing in the major leagues are more interesting than the ones playing in South Philly for the Phillies. This isn’t to say that Odubel Herrera, Maikel Franco, Aaron Nola and others aren’t interesting. There are a bevy of important building blocks for future success currently in red pinstripes, but it is clear the Phillies are still a little ways from contending for an NL East crown or World Series. Here’s a look at the top performing prospects — and a few off to a slow start — through the season’s first two weeks:
Who’s hot? Jorge Alfaro, C, Lehigh Valley After an injury-shortened but breakout season in the minors last year, the Phillies catcher of the future is playing impressive baseball in Triple-A to start 2017, hitting .350
with a double, triple and homer in 10 games. Mickey Moniak, OF, Lakewood Philadelphia’s first pick from a year ago is in the South Atlantic League hitting .288 through 14 games as he continues to show he deserves a fast track to the majors. The all-around offensive future star is filling the stat sheet with four steals, 11 RBIs and five extra-base hits so far.
