A blaze engulfed a 24-story housing block in central London on Wednesday, trapping residents as they slept and killing at least 12 people in an inferno that the fire brigade said was unprecedented in its scale and speed. More than 200 firefighters, backed up by 40 fire engines, fought for hours to try to control the blaze, London’s deadliest for a generation. The Grenfell Tower apartment

block was home to about 600 people. A local residents’ group said it had predicted such a catastrophe on their low-rent housing estate that overlooks affluent parts of the Kensington area of the capital, and London Mayor Sadiq Khan said there were questions to answer.

Six current and former Michigan and Flint officials were criminally charged on Wednesday for their roles in the city’s water crisis that was linked to an outbreak of Legionnaires’ disease that caused at least 12 deaths, the state’s attorney general said. Five of the officials, including Michigan Health and Human Services Director Nick Lyon, were charged with involuntary manslaughter stemming from

their roles in handling the crisis, Michigan Attorney General Bill Schuette said in a statement. Involuntary manslaughter is a felony that carries a sentence of up to 15 years in prison. Lyon, 49, was also charged with one count of misconduct in office. The felony charge carries a sentence of up to five years in prison. REUTERS

Members of Black Lives Matter and other groups sued the city of Chicago on Wednesday, seeking to force federal court oversight of reforms to the police Department, which has been accused of using excessive force against minorities. The lawsuit, filed by civil rights attorneys in the U.S. District Court of Northern Illinois, came after Mayor Rahm Emanuel backed off a pledge to let a federal judge oversee reforms. The lawsuit

asks the court to intervene to ensure reforms will halt what it described as the ongoing use of excessive force, physical harassment and targeting of minority youth and a reliance on overly aggressive tactics by Chicago police. “Chicago has proven time and time again that it is incapable of ending its own regime of terror, brutality and discriminatory policing,” the lawsuit said. “Absent federal court supervision, nothing will improve.” REUTERS

The suspect who opened fire on Republican lawmakers as they played baseball on Wednesday raged against President Donald Trump on social media and idolized Bernie Sanders, whom he saw as the only politician who understood the working class. Authorities identified the gunman as James Hodgkinson, a 66-year-old home inspector from the St. Louis suburb of Belleville, Illinois. He died from injuries sustained in the shootout with Capitol Hill police who were at the scene in Alexandria, Virginia. Majority Whip Steve Scalise, the No. 3 Republican in the U.S. House of Representatives, was shot in the hip and was receiving care at MedStar Washington Hospital Center, his office said. Scalise remained in critical condition, according to the hospital. James Hodgkinson is believed by investigators to have been a person “of strong views,� a senior U.S. official said. The Belleville NewsDemocrat newspaper posted a photograph of Hodgkinson protesting outside a post office there in 2012, wearing sunglasses and holding a homemade placard that read “Tax the Rich.� Hodgkinson was a member of many antiRepublican groups on Facebook including “The Road to Hell Is Paved With Republicans,� “Terminate The Republican Party,� and “Donald Trump is not my President,� his profile showed before it was taken down. Trump, a Republican, won the presidential elec-

tion in November. Republicans also control both chambers of Congress. “Trump is a Traitor. Trump Has Destroyed Our Democracy. It’s Time to Destroy Trump & Co.� Hodgkinson wrote in a March 22 post. His profile picture was a U.S. flag with the slogan: “Democratic Socialism explained in 3 words: ‘We the People.’� Hodgkinson went to Washington several weeks ago to protest against Trump’s election, his brother told The New York Times. The former mayor of Alexandria, Bill Euille, said he talked with the suspect at the local YMCA most mornings for more than a month, and even tried to help find Hodgkinson a job, the Washington Post said. Stephen Brennwald, an Alexandria attorney, also saw Hodgkinson at the YMCA wearing long pants rather than gym attire, and said he often seemed to be staring into space. “It’s just very freaky to think that this guy who was just sitting in there for weeks, not really doing anything, actually turned out to shoot at people,� Brennwald told Reuters. Hodgkinson’s Facebook profile featured a cover photo of Sanders, a senator from Vermont who ran unsuccessfully to be the Democratic Party’s presidential candidate last year. Sanders, an independent who ran as a progressive populist, said the suspect had “apparently volunteered� on his campaign. In a statement, Sanders condemned the shooting as a “despicable act.�

MIT students help 9-year-old with cerebral palsy with a ‘hacked’ walker The students started the project through ATHack, an MIT event to create assistive technologies for those with disabilities. KRISTIN TOUSSAINT

Lilly is an energetic 9-yearold, but she can’t run around with her friends the way she wants to. She uses a walker because of her cerebral palsy, and it doesn’t move well over cracks in the sidewalk or different terrains like playground mulch, sand and gravel, said her mother, Alison Premo. To help Lilly, a group of Massachusetts Institute of Technology students is “hacking” her walker and, in the process, learning about the importance of inclusion when it comes to mechanical engineering and design. The collaboration started when Premo learned about an event at MIT called ATHack (Assistive Technology Hack) through an email newsletter for those with disabilities. “ATHack caught my eye,” she said. “For Lilly, her primary challenge is physical access. She has cerebral palsy, and it affects all the muscles in her body. … I thought, ‘If anybody can solve some of these problems, it’s the kids at MIT.’” ATHack is an annual event that pairs MIT students with a person in the community who has a disability and needs some sort of assistive technology, explained Jaya Narian, a master’s student at MIT and co-founder of ATHack. The “hackathon” is one day in which students work in teams to brainstorm, design and build a prototype exactly to the person’s needs. “The real goal of the hackathon is to promote innovation and interest in assistive technology,” Narian said. “One of the things we’re always interested in is how to apply what we’re learning as engineers to projects that have a real impact on the

quality of people’s lives.” For Lilly, that meant equipping her walker to go over different terrain. Though the hackathon is over (it occurred in February), the students are still working on Lilly’s modified walker because they wanted to give her more than the prototype they created for the event. “We saw the need that Lilly had, and she was really fun and lively, and the walker she has just wasn’t good enough,” said Stephanie Proule, a first-year graduate student studying mechanical engineering, and one of the MIT students on “Team Lilly.” “We really wanted to give her a walker she could use in real life, not just a prototype that she might use in the future,” she said. So even though they’ve had other classes and finals to finish, the students are still working on a walker for Lilly, an act that Premo said was touching. “It’s the idea that … no matter how small the act feels — and it really can sound cheesy — but people can make a difference,” Premo said. The fact that these students wanted to be involved in creating assistive technology was important to Premo. “No matter the career path these students take, whether it’s in product design or not, they now have more awareness about how to accommodate those with disabilities,” she said. “[There are] mass-produced solutions, but every disability is so unique, they don’t fit into those kind of boxes,” she said. “Something like this — you get to specify exact requirements, get to meet in person, get something that’s really tailored — that is very special.”

Officials amping up security for this year’s Sail Boston Local, state and federal officials have collaborated to make sure the event is as safe as possible for the public. KRISTIN TOUSSAINT

With about two million people expected to flock to the Boston Harbor this weekend for the arrival of the tall ships, officials are heightening security in the Boston area. Sail Boston, which kicks off Saturday at 9 a.m. with a parade of the Tall Ships and extends until Thursday, June 22, has been deemed one of the highest security risk events in the country this year, according to the Boston Globe — more so than the Boston Marathon and the city’s July Fourth celebrations, equivalent instead to that of the Super Bowl. “We want everyone to have fun, but we also

want everyone to be cautious and vigilant,” Mayor Marty Walsh said in a press conference Wednesday concerning safety precautions. “I know today in news there’s a lot of concern about the shooting that happened to the congressman and staff, the fire in England, all different things going on in the world,” he said. “We want people to know that if you see something out of ordinary in the next couple of days, grab a public safety official. We’d rather be safe than sorry.” Boston Police Commissioner William Evans said that there will be heightened security at

viewpoints along the waterfront and the nearby neighborhoods, but also assured the public that there are no known threats to the event. “What we really want to stress is that there are no threats to this,” he said. “We’ve been working hard on this plan just to make it a great day.” Evans said that the event will most impact the communities in South Boston, the downtown area, Charlestown and East Boston. erate. Don’t bring large backpacks, coolers. Don’t bring things that might slow down the process of moving into a particular area,” he said. Evans also warned that there will be heavy-machinery vehicles blocking the entrance to the waterfront, but again that does not signify a threat. It’s a new tactic, he said, to make sure the route is shut down so trucks don’t have access to the public.

The heightened security will not detract from police presence in other neighborhoods and throughout the rest of the city, Evans said. Officials made multiple references to the 2013 Boston Marathon bombings and assured that local, state and federal officials have been collaborating to prepare for this event. “Preparations for [Sail Boston] began a long time ago,” said Gov. Charlie

In his suicide note, 18-year-old Conrad Roy III told Michelle Carter, the now 20-year-old on trial for involuntary manslaughter, that he loved her and appreciated her “effort and kindness” toward him. Prosecutors say that Carter, then 17, persuaded her boyfriend Roy to commit suicide even though he had expressed doubts. Roy was found dead in his truck, which was parked in a Fairhaven parking lot, of carbon monoxide poisoning on July 13, 2014. Roy’s suicide notes — one to Carter and one to his father — were presented in Bristol County Juvenile Court on Tuesday, the final day of Carter’s trial. “I can’t take the

pain,” Roy wrote to his father, according to the Boston Globe. “I did this to be finally happy. … I don’t feel like I be-

Bill overhauling legal pot law would more than double tax rate on sale of marijuana The House leaders are proposing to raise the tax from what was approved by voters in the ballot law. STATE HOUSE NEWS SERVICE

A key House committee that for months has been vetting the marijuana legalization ballot law will propose to more than double the tax rate on the sale of pot in Massachusetts from what was approved by voters in 2016, according to copy of the bill. The Marijuana Policy Committee will meet at noon Wednesday to vote on the marijuana bill expected to go before the full House on Thursday. The bill, a copy of which was obtained by the State House News Service, calls for a total tax rate of 28 percent on marijuana sales, up from the 12 percent prescribed by the ballot law. The tax rate include the state’s 6.25 percent sales tax, a 16.75 percent excise tax on pot and a 5 percent tax would be returned to the city or town where the

pot was sold. The bill would also put oversight of medical marijuana, currently under the purview of the Department of Public Health, with the new five-member Cannabis Control Commission, whose members would be appointed by the treasurer, governor and attorney general. The tax portion of bill appears to have gone through some revisions in recent days as House leadership vetted the final proposal before its release. Multiple sources told the News Service earlier in the day that the initial tax provisions in a draft of the bill would have capped the rate at 18.75 percent. The bill also creates a new Cannabis Revenue Fund to be seeded with revenues generated by the nonlocal taxes on marijuana sales. After pay-

ing for the operation of a new five-member Cannabis Control Commission, the bill calls for at least $10 million in pot sale proceeds to be used for

substance abuse and treatment programs. As previously reported by the News Service, the bill would also would allow the governing body in

a city or town — the board of selectmen or city council — to approve a ban of retail marijuana sales rather than require a communitywide referendum,

as is required under the ballot law. The Cannabis Control Commission would also be empowered to restrict certain types of advertising and marketing of marijuana and associated products. Yes on 4, the organization behind the 2016 ballot campaign, criticized the House bill Tuesday evening. “The House proposal in no way improves the measure passed by voters. It weakens it and it insults voters in the process. Its irrational tax increase will give drug dealers the ability to undercut the legal market, and its removal of ban authority from local voters will give a handful of selectmen the ability to overrule the opinion of their own constituents,� the group said in a statement.

Harvard University President Drew Faust, the first woman to serve in that post in the elite Ivy League school’s 380-year history, plans to step down from her role at the end of the next academic year, she said on Wednesday. Faust, a historian, has run Harvard since 2007. Her leadership helped guide the world’s richest university through the turbulent 2008 financial crisis, when Harvard’s endowment tumbled 22 percent in four months, and also through controversies relating to race and sex assault. “It has been a privilege beyond words to work with all of you to lead Harvard,” Faust, 69, said in an e-mail to staff. She listed a series of challenges the school faces now, including eroding federal

funding for research and “advancing the work of inclusion and belonging that enables every member of our community to

thrive.” Faust, whose academic work focuses on the U.S. Civil War and the southeastern United States, said

she would step down on June 30, 2018, leaving the school a little more than a year to name her successor. She is expected to

remain on the faculty. She sharply raised the amount of financial aid the school offers students to $539 million last year from $339 million in 2007. Harvard said that move has sharply raised the number of students from low- and middle-income families who enroll. Faust also started a capital drive that has raised some $8 billion thus far for the school based in Cambridge, Massachusetts, just outside Boston. Last year, Harvard replaced the academic shield of its law school to remove the 18th Century crest of a slave-owning family that helped endow the school, and also took steps to honor slaves who worked at the campus in the 1700s.

Like most major U.S. universities, Harvard has grappled with how to handle sexual assault and harassment on campus, creating an office in 2014 to investigate campus sex crimes. During Faust’s tenure as president, Harvard also received the two largest gifts in its history, a $350 million 2014 donation from the Morningside Foundation given to the Harvard School of Public Health, eclipsed the following year by a $400 million gift from hedge fund investor John Paulson. Faust also saw the return to campus of the Reserve Officer Training Corps program, aimed at educating officers headed to the U.S. military. The ROTC had not been at Harvard since the Vietnam War.

I don’t know what makes a person get a gun and go shoot people they don’t know. I’ve covered many of these crimes over decades in the news business. I’ve seen the patterns over and over again. healthcare policy. Of course we settle nothing.

And when the violence cuts along social lines — when victims are targeted for their religion, race or political views — we ask if something much bigger is involved. Are we helping spur these shooters to action with the anger of our own words against “others�? Is the bitterness of our public discourse creating a jumping off platform for lone militants in the same sense that an angry mob of many makes it easier for one person to throw a brick? Like I said at the start, I don’t know. But I suspect when a desperate person is growing steadily more hell-bent on one of these dreadful attacks, hearing the rest of us shouting probably doesn’t help.

CATHERINE PERLOFF Boston’s ports will once again make a splash onto the world stage this weekend. From June 17-22, Sail Boston will draw 55 vessels from around the world and thousands of visitors to the city’s waterfront. Here’s everything you need to know before the tall ships sail into town.

What is Sail Boston? The six-day festivity is a celebration of Boston’s maritime past and present. The signature event is the Grand Parade of Sail on June 17, in which the tall ships will spend the day sailing from Broad Sound to the main channel of Boston Harbor to Charlestown. This isn’t something you can catch every year, as the last parade was in 2000 and there hasn’t been a Sail Boston event since 2007. Moreover, Sail Boston is part of a larger global event, the Rendez-Vous 2017 Tall Ships Regatta. In honor of the 150th

anniversary of the founding of the Canadian Confederation, ships will be racing through six international ports throughout the summer in the United Kingdom, Portugal, Bermuda, America, Canada and France. Boston is the only U.S. location to see the all-star fleet of tall ships.

Obviously it’s cool, but why have city leaders invested so much money into the nautical spectacle? For one, with all the tourism and media attention, Sail Boston is expected to have a $120 million economic impact on the city, according to event spokesperson Robin Reibel. Moreover, Reibel says that Sail Boston organizers hope to cement the city’s reputation as a maritime destination. “People, particularly in Boston, have a fascination with the sea and maritime history,” she says. “This is very much part of the fabric of who we are as a city.”

As the decorated chef and owner behind the popular Cambridge barbecue spot The Smoke Shop, Husbands has spent years honing his craft with a smoker, and it shows with his fall-off-the-bone ribs and other mouthwatering meals. “Barbecue is a passion. Even on a bad day, it’s still real good,” says Husbands, who recently released his new cookbook, “Pitmaster: Recipes, Techniques, and Barbecue Wisdom.” Since the summer weather has finally arrived, we hit up the 48-year-old barbecue king

Get the right equipment While you don’t need to break the bank, having the right equipment is integral to a great barbecue experience. Smoke and fire According to Husbands, the key to amazing barbecue is knowing how to manage a fire. “We don’t care about your sauces and we don’t care about your marinades and we don’t care about your rubs,� he says. “Can you hold a fire, a consistent fire, for the amount of time? Brisket is 12 to 14 hours. That’s your biggest challenge.� Consistent heat is key as spikes in temperatures can cause bitter flavors and aromas. Husbands says that novices tend to set their temperatures to 180 degrees, which is way too low and makes grilling take forever. Instead, he prefers 250-275 degrees. Since the Bay State chef puts an emphasis on smoke, wood plays an integral role in the barbecue process as well. While he’s fine with people splurging on Texas mesquite wood,

“Every time you open up that door, it really lets out the heat.� Lifting up the top of the grill creates a vacuum of air, causing uneven temperature spikes, which is why he recommends getting quick read thermometers.

Take it to the next level If you really want to become a pitmaster, the only way to achieve that goal is through great Husbands says chicken is an easy meat to cook for barbecue novices.

Husbands likes to use local hardwoods such as cherry or oak, as well as hardwood charcoal. However, the key is to use chunks of wood instead of chips, as the later burns too fast. Husbands claims that the smoking process only has an

impact for the first few hours. “It creates this wonderful, wonderful flavor for the first three to four hours,� he says. “After that it doesn’t matter because the bark is formed, and you’re not going to get a lot of smoke penetration.�

Don’t commit this barbecue sin The biggest barbecue no-no, in Husbands mind, is constantly peeking at the food to see if it’s done. “The one we like to say is if you’re looking, you ain’t cooking,� he says.

Don’t forget the sides Meat isn’t the only thing on the menu. When it comes to sides, Husbands says pit beans with barbecue sauce is a classic and can easily be cooked inside a smoker. The decorated chef also suggests adding in a few greens. “What’s coming up right now is asparagus locally,� Husbands says “I’m a big fan of asparagus. I don’t even blanche it. I just cut off the ends, a little bit of olive oil, a little bit of salt and pepper, grill it, throw some lemon juice on it. To me, that’s pretty cool.� He’s also been fooling around with grilling lettuce. Husbands likes to quickly “kiss them on the grill� to avoid wilting and adds a dash of vinaigrette.

They are expected to draft Washington guard Markelle Fultz but there is a chance a mystery team could overwhelm Danny Ainge with an offer between now and then. Kevin Durant should come to Boston. I say that knowing it probably won’t happen. The champagne has yet to dry in Golden State. His Warriors are NBA Champions. And right now, it’s looking like a dynasty in the making. But with the Finals over, and the offseason beginning, it’s time for the rest of us to look ahead to next year and beyond. Here in Boston, names like Gordon Hayward and Blake Griffin will dominate the headlines and rumor mill, both before and after the Celtics most likely draft Markelle Fultz with the No. 1 overall pick in next week’s draft. That doesn’t mean a guy can’t dream. Durant in green is just that, a figment of my imagination. It’s a thought that is now quickly dismissed in these parts, and for good reason: Golden State is destined to be the NBA’s next great dynasty. Still, as I sit here with my GM cap on, I can’t stop thinking about how

Durant-to-Boston makes too much sense. The C’s were a finalist to land him in free agency last summer. They even brought Tom Brady with them to meet Durant during their sales pitch in the Hamptons. Durant said Brady’s presence at that meeting almost forced him to choose Boston over Golden State. Instead, he signed a two-year contract with the Warriors, with a player option on the second year. It would make sense to opt-out this summer, but all signs point to him re-signing with Golden State on a long-term deal. Still, before he officially commits to Golden State for more than one year, don’t tell me Durant doesn’t see the elephant in the room: his legacy. Durant’s move to the team he couldn’t beat will forever be criticized. Each title he wins with the Warriors will be accompanied by an asterisk. Averaging 28 points per game in the playoffs and 35 points per game in the Finals gets him some type of respect, but there’s no denying what he did when he left Oklahoma City for Golden State. That brings me back to the Celtics. The last time the C’s were trying to

land Durant, they were a 48-win team that finished as the No. 5 seed in the East and lost to the Atlanta Hawks in the first round. They had just signed Al Horford, and Isaiah Thomas was outside of the top 10 in NBA scoring with 22 points per game. One year later, the Celtics are a 53-win team that finished as the No. 1 seed in the East, only to lose to the Cleveland Cavaliers in the conference finals. Horford proved to be more than just a valuable piece in the playoffs, and Thomas finished the year third in the NBA in scoring with 29 points per game while establishing himself as a max player. Durant is 28. By the time Fultz develops into the dominant point guard he’s projected to be, Durant will still be in his prime — maybe even at his best. The Celtics also still have plenty of assets to make some type of big trade that includes a few players and the 2018 Brooklyn pick. He should come to Boston. Let LeBron James leave Cleveland after next year and play in Los Angeles. Own the East for the rest of your career. Win back your much-deserved respect from the basketball world. And in the process, become a legend. If Durant wants to win championships and save his legacy, he should come to Boston.
