An American university student who was detained for 17 months in North Korea and suffered a serious neurological injury was “brutalized” by the reclusive regime, his father said on Thursday. Despite the “severe” injury, Otto Warmbier, 22, is stable and receiving treatment at the University of Cincinnati Medical Center, center spokeswoman Kelly Martin said at a

news briefing at Warmbier’s high school in Wyoming, Ohio. Doctors are scheduled to provide further details about Warmbier’s condition on Thursday afternoon. President Donald Trump on Friday will tighten rules on Americans traveling to Cuba and significantly restrict U.S. companies from doing business with Cuban enterprises controlled by the military, according to U.S. officials who have seen a draft presidential memorandum. Trump will lay out his new Cuba policy in a speech in Miami that will roll back parts of former President Barack Obama’s

opening to the communist-ruled island after a 2014 diplomatic breakthrough between the two former Cold War foes. Taking a tougher approach against Cuba after promising to do so during the presidential campaign, Trump will make clear that a ban on U.S. tourism to Cuba remains in effect and his administration will beef up enforcement of travel rules under authorized categories, the officials said. Twitter Inc. said it would roll out a series of tweaks to its website and mobile applications from Thursday to further simplify the microblogging service’s interface for its users. The changes include a new circular profile picture, a speech bubble instead of an arrow to reply to tweets and refinements to the fonts. Tweets on the company’s mobile applications would now update instantly along with counts on “retweets,”

likes” and “replies,” the company said. Twitter, which has faced criticism over the complex interface of its service in the past, has been constantly adjusting its platform based on user feedback. Amber Hikes has had many a fire to flame or put out since being named by the mayor’s office as the executive director of the Office of LGBT Affairs in February. Along with happily filling the leadership ranks of the Commission on LGBT Affairs with people of color, Philly’s Hikes — a black queer woman — has tended to take on issues of racism and bigotry in the Gayborhood. “I’d rather be busy than bored, but setting priorities for the most vulnerable marginalized population within the LGBTQ community has been the most important thing on my agenda,” Hikes said. “When we’re talking about discrimination in the LGBT community, it’s not just about black people, but Asian and islander community members as well. That’s a national problem that’s been part of us since this nation was founded. I’m only here three months, but we’re taking steps in the right direction.” One step is working with the Philadelphia Commission of Human Relations, which has just completed sensitivity training with Gayborhood bar owners, focusing on people of all races, for example. Another happy circumstance comes in time for this weekend’s PrideFest and parade, with the city’s Pride flag getting an addition of black and brown stripes atop the traditional six-color rainbow layout. Originally created by Gilbert Baker in 1978 (who passed this March),

the rainbow motif was modified by the graphic designers at Philly’s Tierney Communication. “Tierney came to me, excited about this agency and my new direction for the office … and had already been working on plans for a flag due to their own vision of inclusivity,” Hikes said. Hikes’ reaction when she first saw the flag? “Quite frankly, I teared up. I fell in love with it.” “As an agency, we’re committed and devoted to diversity and inclusion — truly passionate about it,” said Teri Terbec, a creative director with Tierney, who along with the design/advertising firm’s Diane DiCicco, was directly involved in forging the Pride Day flag and working on the “More Color More Pride” campaign with the Mayor’s office. Last fall, before Hikes came to the Office of LGBT Affairs, they and Tierney’s creatives started a dialogue about new images of inclusivity, and the flag seemed like a great start. “When Hikes saw the flag, she said she saw herself,” said Terbec. The new Pride flag is wonderfully symbolic and a solid identification of pursuing and maintaining inclusivity — not a solution, but rather a first step. Some in the LGBTQ community, however, say a flag is not enough and are skeptical and angered by the showiness around the display. “I’ve heard the comments,” said Hikes, who has been an activist since taking her first baby steps. “I don’t understand ‘anger’ as a reaction to a symbol of inclusivity. Does more have to be done? Of course it does. A flag does not solve racism.” A symbol is only as good as the action behind it, something Hikes is appreciative of, hearing from all concerned in the community, LGBTQ or not.

Residents, activists to protest Penn Wynn eviction plan In two weeks, about 60 residents, most of whom are low-income, of the 231-unit Penn Wynn House in West Philadelphia will likely be evicted from the building they now call home in order to make way for a planned $40 million renovation project. Concerned that this could leave many homeless, activists and tenants plan to hold a protest on Friday at noon outside on the Center City offices of Ajay Raju, chief evangelist of Cross Properties Acquisitions — who purchased the 17-story Penn Wynn structure late last year — at the Centre Square Office Complex at 1500 Market St. in the hopes of moving back the eviction date until the fall. After earlier efforts, detailed by WHYY’s Newsworks, were able to push back the original eviction date from June 1 to June 30, protesters are now hoping that they can get this date pushed back to Sept. 1 in order to allow

for more time for current tenants to secure housing. The Philadelphia Tenants Union has joined with the Penn Wynn Tenants Association for the demonstration, and they are also hoping to have tenants’ security deposits returned on the day they are evicted so that those evicted will be able to use those funds toward housing and other needs, instead of having to wait

Residents learned in February that they would be evicted by June. “It’s just inhumane,” said Stephanie Altimari, communications director for the Philadelphia Tenants Union, of the impending evictions. “They are not going to have anywhere to go.” Cross Properties Acquisitions did not immediately respond to a request for comment, but their website claims the planned renovations to the Penn Wynn building will include “a gym, dog park,

social lounge, pool and a 4,000 [square-foot] rooftop deck with uninterrupted views of the Philadelphia skyline.” During an interview this week, Altimari said that the low-income residents — many of whom are disabled — need the additional time to find adequate housing. She said that many are living on a fixed income of less than $800 a month, and they need time to find housing that not only fits their individual budgets but is also handicappedaccessible for those who need it. “This still is not enough time because some of these people are on a fixed income,” she said. In order to highlight the residents’ plight, the Philadelphia Tenants Union has created a video in which they have asked several tenants of the complex to detail their concerns over the impending evictions. “One of my greatest fears is to be homeless again,” said Penn Wynn resident Leon J. Tyer Jr. in the video. “You think that three months, 90 days is enough to move everybody, and it’s not. … There’s too many variables to think that three months is sufficient time for an individual to up his life and move anywhere they can.”

The FBI has released new photos of a Massachusetts man wanted for a 1980 murder. The new photos released Thursday were taken on a cruise that Webb, who would be 85 years old now, and his wife took in 1979, about a year before he allegedly murdered Police Chief Gregory Adams in Saxonburg, Pennsylvania. “We’re asking the public to take a close look at these photographs that we recently acquired and contact us if they have any information about Mr. Webb’s whereabouts,�

said Harold H. Shaw, special agent in charge of the FBI Boston Division, in a statement. “The FBI cannot make the assumption Webb is deceased without verification,â€? he added. “We’re in the final stages of this investigation, and given Mr. Webb’s age, we’re doing everything we can to bring some closure to Chief Adams’ family and the citizens of Saxonburg.â€? Webb was living in New Bedford, Massachusetts, with his wife and stepson when officials say he fatally beat and shot Adams on Dec. 4, 1980. Webb’s white Mercury Cougar, which authorities say was his getaway vehicle, was found in a parking lot in Warwick, Rhode Island, on Dec. 21, 1980. â€œThis suggests that Webb returned to the Providence/southeastern Massachusetts area of New England after the murder,â€? the FBI said.

Blood evidence was found in the car, indicating that Webb was injured in the interaction with Adams, according to officials. Around the time of the murder, Webb, then 49, was a “career criminal� who burglarized jewelry stores. He was wanted on federal charges for burglary in New York before the murder. Officials believe that

he was in Pennsylvania at the time of Adam’s murder to check out another potential burglary target. Webb was known to stay in motels in eastern Pennsylvania, the FBI said, under the alias Stanley Portas, the name of his wife’s dead former husband. Webb is a white male with brown eyes and is 5-foot-9; he was approximately 165 pounds with graying brown hair at the time that he fled. Officials say he may have two tattoos: “DON� on the web of his right hand and “ANN� on his chest. Webb was one of the longest-tenured people to ever appear on the FBI’s 10 Most Wanted Fugitives list, according to the bureau; he was added to the list on May 4, 1981, and removed on March 31, 2007. The FBI is offering a reward of up to $100,000 for any information about Webb’s current whereabouts or the location of his remains.

Bubbles, drums and tears: Chaos outside court as Cosby jury deliberates The scene at the courthouse where jurors are determining Bill Cosby’s fate at his sexual assault trial devolved on Thursday into a carnival atmosphere complete with dramatic confrontations, marching drummers and a bubble machine. The jury told Judge Steven O’Neill that they were deadlocked after more than 30 hours of deliberations, but he ordered them to continue. On the steps of the courthouse, plenty of people had already made up their minds. “It went from being a joke to all of this calamity,” said a man holding a sign that read “Free Mr. Cosby” who would only give his first name, Garvey. “Everything I heard points to him being innocent.” With television

cameras capturing every moment, Lili Bernard, who has accused Cosby of raping her while she was a guest star on his 1980s hit TV series “The Cosby Show,” read a Bible passage aloud to Cosby defenders before tearfully hugging a friend. Jewel Allison, a former model who says Cosby assaulted her in the 1980s, faced off against a woman holding a sign that read “Bill Cosby is innocent” in capital letters. A bipartisan group of state attorneys general announced on Thursday that they are jointly investigating the marketing and sales practices of drug companies that manufacture opioid painkillers at the center of a national addiction epidemic. Attorneys general from states including Massachusetts, Texas, Illinois and Pennsylvania announced the investigation two weeks after Ohio Attorney General Mike DeWine sued five drug manufacturers for misrepresenting the risks of opioids. “We are looking into what role, if any, marketing and related practices might have played in the increasing prescription

A (short) history of women behaving badly

Before you lies a list that should run longer than it does. There ought to be scores upon scores of movies that feature groups of women getting liquored up, getting into trouble, having the time of their lives, all without any pesky men around to steal their spotlight. Instead we get so few that every time we get a “Bridesmaids� or a “Bad Moms,� they wind up described as “‘The Hangover,’ but with girls.� With “Rough Night� — and next month’s “Girls Trip� — we hope there will one day be enough that a list like this runs longer. Here’s a list of the too few films about girls gone wild: MATT PRIGGE COLUMBIA PICTURES

“Smiley Face� (2007)

“The Sweetest Thing� (2002) Cameron Diaz may have dominated the poster for “There’s Something About Mary� but, one hair product-related mishap aside, she didn’t get to join in on the raunch. She made up for that a few years later with a movie where the women (also including Christina Applegate and Selma Blair) are as sex-obsessed as the men. Only problem: It’s not very good, and had it starred men, it would have been seen as a dog. Diaz returned to toilet humor again with “Bad Teacher,� this time solo and with a higher batting average.

“Bridesmaids� (2011) It was supposed to tear down that wall, make Hollywood realize comedies — or any movie in general — about and starring women would make as much money as those starring dudes. And despite grossing nearly $300 million, it didn’t. To execs, it was seen as the old “exception that proved the rule.� It took till last year for Hollywood to realize that they blew it — that had they been giving us movies like “Bad Moms� and “Wonder Woman� and “Hidden Figures� since 2011, they’d probably be even richer.

OK, it’s just one woman behaving badly. But when that woman is the mighty Anna Faris, and when Anna Faris spends the movie superduper-mega-high after accidentally eating an entire plate of pot brownies, that’s enough power for 20 women. Faris stumbles about this candy-colored indie, stoned out of her mind and wreaking untold havoc, including on Marx’s original “Communist Manifesto.� It’s hard to pick peak Anna Faris. Or maybe it isn’t — the answer is “Smiley Face.�

This freak hit from, of all people, Harmony Korine, isn’t exactly a feminist tract; it’s more eye candy for dudes than it is empowering for women. But the tale of Florida-bound college students who turn into masked vigilantes (all thanks to James Franco, natch) still belongs on this list, in part because Korine’s satire is so sarcastic, and so layered that it manages to make fun of both entitled rich girls and its own male-gazey, horndog excesses.

At the time, SoďŹ a Coppola’s dreamy docudrama — about a gang of mostly teenage girls (and one guy) who take to stealing from Hollywood’s rich and famous — was seen as a female response to “Spring Breakers.â€? But it’s really just a SoďŹ a Coppola movie. That is, it not only doesn’t judge its criminals but grooves on the thrill of being young and dumb, when breaking into Paris Hilton’s home and stealing her bras doesn’t seem like the type of thing that puts you in jail.

“Girlhood� (2014)

“Bad Moms� (2016)

The original title of this French import is more like “Girl Gangâ€? — and a more accurate description of what transpires. An African-French teen ďŹ nds herself sucked into the orbit of a group of mean girls. But most of the ďŹ lm is about the joys of loner women ďŹ nding each other. Few scenes are as transcendent as the one in which our heroes blast Rihanna’s “Diamondsâ€? and dance and scream. They wish the song would go on forever, and so may you.

We have our issues with last summer’s big sleeper hit, which doesn’t allow its threesome (Mila Kunis, Kristen Bell and Kathryn Hahn) to cut loose the way the “Hangover� gang got to, despite being written by the guys who actually wrote “The Hangover.� On the other hand: Mila Kunis getting wasted on rotgut whiskey! Kristen Bell standing up to her old-school sexist husband! Kathryn Hahn doing anything! Make a sequel where they really go wild.

Bad comes in many avors, and “All Eyez on Meâ€? is bad in the way that breaks your heart. It’s about a legend whose life story needs telling, made by people who clearly intend to honor him. It hits screens playing to audiences ready to give it love, or at least willing to cut it

Perhaps we’ve been too hard on the “Carsâ€? series. They’re the runt of the Pixar litter — the ones that, for mainstream animation’s most inspired and entertaining wing, seem curiously undercooked, beneath them, more like knock-os by lesser studios. Still,

some slack. It doesn’t take long to realize something — maybe everything — is o. Well, almost everything: Demetrius Shipp Jr. really does look the spitting image of Tupac Shakur. He’s the right 2Pac for the wrong 2Pac movie — the only solid thing in a ďŹ lm that’s cut-rate, disorganized, hopelessly compromised. At ďŹ rst it’s a simple matter of cheapness. It’s not Lifetimecheap, but it’s hard not to wince at the copious stock footage interludes, the repeated use of the same clubs and hotel rooms, the noticeably poor rear projec-

And if you cast ďŹ ve funny women in a drug-soaked farce involving a dead body, it will be funny. Neither of these statements is true. “Rough Nightâ€? rolls into multiplexes with the swagger of a gambler entering a casino convinced they will beat the house. Instead it plays like a rough draft for a comedy, in which everyone showed up assuming they’d kill it then did not. “Rough Nightâ€? is being sold as the latest “‘The Hangover,’ but with girls,â€? though it’s really an all-female “Very Bad Things,â€? a very bad movie from 1998 in which a

wild bachelor party ends with a dead stripper. “Rough Nightâ€? is considerably less unpleasant, perhaps because women tend to be less crappy than men. But it creates its own conceptual problem: Are we supposed to want our heroes (led by Scarlett Johansson’s future bride) to get away with accidentally murdering their own stripper? We wouldn’t bring up ethical concerns if it was funnier. The writing is sloppy and unimaginative, stranding our talented leads in a beach house and giving them little to do but shriek and bicker and light o on anticlimactic misadventures. We take no pleasure in noting that the real MVP of this femaledriven comedy is a dude: Paul W. “47 Meters Down� Director: Johannes Roberts Stars: Mandy Moore, Claire Holt Rating: PG-13 For every “Armageddon,� there is a “Deep Impact�; for every “A Bug’s Life,� an “Antz.� Last summer saw the release of “The Shallows,� a bare-bones survival thriller stranding Blake Lively on an outcropping of rock with a hungry predator in the surrounding surf. Now “47 Meters Down� has emerged as that shark tale’s “A Shark Tale.� But whereas last year’s edition of the Great White vs. Passable Caucasian showdown enlivened Lively’s deadly dilemma with creative camerawork and even pacing, its spiritual successor waters down an already watery premise.

Two major dierences separate the ďŹ lms, IDing “47 Meters Downâ€? as the weaker of the pair. The ďŹ rst is former “Aquamanâ€? star (on “Entourage,â€? at least) Mandy Moore, returning to the waves as a passive, otherwise nondescript 30-something on vacation with her younger sister (Claire Holt) to recuperate from a stinging breakup. You’d be frazzled, too, if an accident with a ramshackle cage-diving outďŹ t had left you locked in a metal box on the ocean oor with a rapidly depleting supply of oxygen, plus a hungry shark. Those are the unenviable circumstances from which our gal Moore must escape — a sort of submerged “127 Hoursâ€? with one toothy variable in the equation. Though this game may be set to a higher diďŹƒculty level, the increased

resourcefulness it demands fails to bolster the drama. It’s impossible to give a slim fraction of a damn about Moore’s ex-boyfriend troubles when she’s got all the chemistry she could ever need with the 20-foot shark angrily hovering above her cage. “47 Meters Downâ€? places a big bet on its claustrophobic, minimal premise, but it’s all a blu; Moore’s doesn’t have the chops to pull o this uniquely demanding role, and director Johannes Roberts fails to provide her with photography that places the audience inside her predicament. As a result, we’re never fully convinced that this tremulous heroine is worth investing in at all. In a movie pitting woman against shark, it’s a bad sign when you ďŹ nd yourself rooting for the shark.

The Flyers are highly likely going to select either Canadian center Nolan Patrick or Swiss center Nico Hischier with the second overall pick on June 23 at the NHL Draft in Chicago. To get a better understand of each player, we asked Russ Cohen, a co-host on “Hockey Prospect Radio� that airs on Siriux/ XM NHL Network Radio and TSN markets, for his expert take.

Why would Patrick be a good ďŹ t for the Flyers? They don’t have a guy like Patrick. If [the Devils, who select No. 1, pass on him and] he were to fall to the Flyers, they would be thrilled. He’s a hard worker, he works hard in the corners, he’s a very smooth skater and he knows how to get to the net. He is 6-foot3, 198 pounds so you know he is going to put on more muscle, and he’s going to be a hard guy to deal with. He’s also good defensively and has a very active stick.
