President Emmanuel Macron won a commanding majority in France’s parliamentary election on Sunday, sweeping aside traditional parties and securing a powerful mandate for pro-business reforms. The result, based on official figures and pollster projections, redraws France’s political landscape, humiliating the Socialist and conservative parties that alternated in power

for decades until Macron’s election in May. Three pollsters projected that Macron’s Republic on the Move (LREM) and its Modem allies would win 355 to 365 seats in the 577-seat lower house, fewer than previously forecast. Voter turnout was projected to be a record low at about 42 percent. REUTERS

Milwaukee County Sheriff David Clarke, an AfricanAmerican who became a staunch critic of the Black Lives Matter movement and a supporter of Donald Trump’s presidential campaign, has withdrawn his acceptance for a job as assistant secretary of the Department of Homeland Security, newspapers reported. Clarke notified Secretary of Homeland Security John Kelly of his decision, Craig Peterson,

an adviser to Clarke, said in a statement, according to the Washington Post and other newspapers. “Sheriff Clarke is 100 percent committed to the success of President Trump and believes his skills could be better utilized to promote the president’s agenda in a more aggressive role,” the newspapers quoted Peterson as saying Neither the agency nor Clarke’s office immediately responded to requests for comment. A U.S. warplane shot down a Syrian army jet on Sunday in the southern Raqqa countryside with Washington saying the jet had dropped bombs near U.S. backed forces and Damascus saying the plane was downed while flying a mission against Islamic State militants. A Syrian army statement released on Syrian state television said the plane crashed and the pilot was missing. It

said the incident took place on Sunday afternoon near a village called Rasafah. The “flagrant attack was an attempt to undermine the efforts of the army as the only effective force capable with its allies ... in fighting terrorism across its territory,” the Syrian army said. REUTERS

As the weather warms up in the summer, many have noticed an increased presence of panhandlers throughout the city. It’s an issue city officials have noticed as well, and they have come up with an alternative way to allow Philadelphians to help those in need. And it could also help make a dent in the ongoing opioid crisis that has impacted the lives of so many. The program is the new Text-to-Give campaign that will allow anyone to donate $5 via text message to be used in programs that help the homeless, organizers said. Those who work closest with the city’s homeless population are hopeful that the plan will make an impact on panhandling throughout the city. According to Liz Hersh, director of the city’s Office of Homeless Services, the city has set aside $25,000 in funds and plans to match all donations until they have a total of $50,000. Then, she said in a recent interview, the city will put out an open call to nonprofits in search of innovative ideas to address panhandling and homelessness in the city. “[We want] to try things that we haven’t before or give funding to programs that are working, in order to expand them,” Hersh said. The city has received

about $665 from 133 individuals, with some calling to ask how to donate more, organizers said. Using the phone to donate could seem like an extra step to take when you’re faced with someone on the street asking directly for spare change. According to Marsha Cohen, executive director of the Homeless Advocacy Project — who helped organize this donation effort — the idea is twofold. One, it makes sure the money you donate is used for services that support the homeless. For instance, Cohen said, there’s not only the fear that any money you give directly to a panhandler could be squandered on drugs or alcohol, but often, teams of scam artists collect money under the guise of being needy panhandlers. “A lot of that money doesn’t even go to the people you give it to,” she said. The second benefit of texting in a donation instead of giving cash on the spot, Cohen said, is that individuals who are involved in panhandling might then go to a shelter for food — something they may not have done if they had cash on hand — which allows trained professionals to intervene in that person’s life, something that could be a lifesaver for those caught in the grip of addiction. “If they come in for a meal, we have that chance to confront them and intervene,” she said. “This is a way to address this opioid crisis.” To donate $5 to the Mayor’s Fund for Philadelphia to help the homeless, text the word “Share” to 80077.

Despite mistrial in criminal case, civil lawsuits await Cosby Pending civil claims against Cosby have been filed in two states. Although Bill Cosby’s sexual assault trial ended in a mistrial on Saturday, his legal problems persist as he faces assault and defamation claims in civil lawsuits, where the bar for evidence is lower than in criminal cases. In civil lawsuits in the United States, plaintiffs need only show that the weight of evidence is on their side, meaning they have information to tip the scales above 50 percent in their favor, as opposed to criminal cases in which prosecutors must prove claims beyond a reasonable doubt. At least 10 women have pending civil claims against Cosby in lawsuits filed in California and Massachusetts. Two have brought claims against the 79-yearold entertainer for sexual assault. Others, barred from doing so because their claims were too old, have brought defamation claims against him, saying he smeared their reputations by publicly denying their accusations. The judge in the criminal case against Cosby in Pennsylvania declared a mistrial on Saturday after jurors said they were deadlocked and unable to reach a unanimous verdict on charges that Cosby sexually assaulted Andrea

Constand in 2004. At the time, Constand worked at Cosby’s alma mater, Temple University. David Harris, a professor at the University of Pittsburgh School of Law who specializes in criminal justice, said the hung jury did not mean that a civil jury would clear Cosby of liability. “There may not be enough evidence for a criminal conviction, but that does not rule out a civil verdict,” said Harris. Approximately 60 accusations of sexual assault have been made against Cosby over a number of years, but only Constand’s resulted in criminal charges because the other alleged incidents were too old to prosecute. Cosby has denied all of the accusations. Constand herself sued Cosby in 2005 and settled

for an undisclosed sum. Women bringing civil cases would also likely find it easier to introduce testimony from other accusers to support claims that Cosby engaged in a pattern of assault, said Douglas Wigdor, a plaintiffs’ attorney who represents clients in sexual harassment cases. Little testimony about other accusations against Cosby was allowed in the Pennsylvania trial because of the strict standards for admitting evidence in criminal cases. Prosecutors had sought to have 13 other accusers testify in Constand’s case, but the judge allowed only one, finding that more would unfairly prejudice the jury. Even with the lower standard of evidence in civil cases, Rodney Smolla, dean of Delaware Law School, said that plaintiffs bringing defamation claims faced a significant legal challenge. In addition to proving that Cosby assaulted them, Smolla said, they would have to establish that he said something about them beyond denying the allegations, such as calling them known liars or promiscuous. “The defamation case is this clever way of saying, ‘If I say you raped me, and you say it didn’t happen, then you’re defaming me by calling me a liar,’” he said. “And that, in itself, is a difficult defamation case.” REUTERS

For most Americans, Independence Day is an annual celebration complete with fireworks, barbecues and live music. For the descendants of African slaves in America, however, June 19 — or Juneteenth, as it is commonly known — is the actual triumphant day for celebrating freedom. The passing of the Emancipation Proclamation has been considered the moment that ended slavery in America. Unfortunately, many slaves were still held captive after it went into effect on Jan. 1, 1863. Many southern states, including Texas, refused to honor the executive order. On June 19, 1865 — more than two years later — Union soldiers entered Galveston, Texas, and told many people who thought they were still slaves that they were free. Radio personality Mina SayWhat is an advocate

for Juneteenth celebrations in the City of Brotherly Love. “I think it’s important for people to know that the Johnson House [historic site] is here. It was a part of the Underground Railroad and is now a museum,” she said, adding that the Juneteenth event will offer “great food, face painting for the kids, and we’re here giving out free Aquafina water and free soft drinks, so it’s also great for the community.” Event planner and WURD radio talk show host Jeff Hart cites Philadelphia’s history of being a refugee city as one of the more important reasons for events like Germantown’s annual Juneteenth Celebration at the Johnson House historic site. “The Johnson House first placed that significance on what we today call a ‘refugee city.’ [Philadelphia] was a refugee city as far back as the 1700s and 1800s for our enslaved ancestors,” Hart said. “Juneteenth brings descendants of former slaves together in ways that celebrate our independence while giving us the motivation to continue making strides forward,” he added.

Ship almost foundered after collision, bodies found Multiple U.S. and Japanese investigations are under way on how a ship as large as the container could ram into the warship in clear weather. The bodies of missing sailors were found in flooded compartments of the USS Fitzgerald, which came close to sinking after a collision with a container ship off Japan tore a gash under the warship’s waterline, the U.S. Navy’s 7th Fleet commander said on Sunday. Vice Adm. Joseph P. Aucoin declined to say how many of the seven missing sailors had been recovered, but Japanese media said all had died. “Out of concern for the families and the notification process, I will decline to state how many we have found at this time,â€? Aucoin told a news conference. The search at sea had ended, Aucoin said. The USS Fitzgerald could have foundered, or even sunk, but for the crew’s desperate efforts to save the ship, he said. “The damage was significant. There was a big gash under the water,â€? Aucoin said at Yokosuka naval base, home of the U.S. 7th Fleet, the docked Fitzgerald behind him. â€œA significant portion of the crew was sleepingâ€?

when the destroyer collided with the Philippineflagged container ship, destroying the commander’s cabin, he said. The Fitzgerald is salvageable, he said, but repairs will likely take months. “Hopefully less than a year. You will see the USS Fitzgerald back,â€? Aucoin said. They were transferred to a U.S. naval hospital for identification, it said. The Fitzgerald collided with the merchant vessel more than three times its size some 56 nautical miles southwest of Yokosuka early on Saturday. Three people were medically evacuated to the U.S. Naval Hospital in Yokosuka after the collision, including the ship’s commanding officer, Bryce Benson, who was reported to be in stable condition, the Navy said. The other two were being treated for lacerations and bruises.

Colombians leave floral tributes amid probe into deadly Bogota blast Floral tributes were placed at the Bogota shopping center where three women were killed and nine wounded after an explosive device detonated in a restroom as Colombians flocked to buy gifts ahead of Sunday’s Father’s Day celebrations. When people think of mechanical engineers, they tend to envision a sort of handyman. “They think that you’re also a mechanic, and that you want to fix anything that’s broken— especially cars and computers,” explains mechanical engineer Israr Kabir. But that’s not really what the job entails. While “fixing” is certainly an aspect of the job, these experts are actually responsible for designing and overseeing the manufacturing of products ranging from auto parts to cellphones. They get to research, build and test new devices using some of the most advanced technology. We spoke with

Israr Kabir, business development manager, manufacturing, at the American Society of Mechanical Engineers to find out more about the profession: What does a mechanical engineer do? “Mechanical engineers are the jack-of-alltrades,” says Kabir. Not only do they research, design and build products, they also analyze and test the individual parts. When it comes to building an iPhone, “that means making sure that the phone doesn’t overheat when charged and that the center button survives 1 million pushes,” he explains. “Whether it’s estimating the cost related to a particular design or actually designing and manufacturing a product — a mechanical engineer is involved.” What schooling do you need? Those interested in pursuing the profession need to earn a bachelor’s degree in mechanical engineering, says Kabir. While it’s possible to find a job with an undergraduate degree, those who are looking

to specialize — for example, robotics, nuclear energy, biomedical engineering, or aerospace — may choose to enroll in a masters program.

What’s the typical salary? The median annual salary for mechanical engineers is $84,190, according to the most recent reports by the Bureau of Labor Statistics. The best-paid 10 percent in the profession made more than $131,350, while the lowest-paid 10 percent made $54,420. Finding employment While everyone continues to panic about robots stealing their jobs, mechanical engineers can rest easy. “We’d actually be designing and building that robot, if you think about it,” says Kabir. “Because of the level of thought required — there’s a lot of in-depth thinking from a technical and mathematical standpoint— it’s not really a job that could be easily automated.” Plus, “companies are always looking for mechanical engineers,” he continues. Those entering the field have their pick of industries,

thanks to the variety of businesses that employ mechanical engineers, such as consumer products, energy mining, and even hardware startups. The pros Mechanical engineers have one of the greatest job perks: They get to use their creativity. They also get to witness firsthand some of the cutting-edge technologies being developed, and incorporate them into their design strategy, explains Kabir. “That’s always fun.” The cons The biggest challenge of manufacturing products is the constant pressure to create cheaper parts, says Kabir. The time constraints are also very demanding, he explains. “When a project is assigned or a new design is requested by a customer, the delivery deadlines are usually pretty tight.” And mechanical engineers need to get things right— the first time. “If you don’t do your calculations right or you don’t do your dimensions properly, it’s very hard to just start over,” he says.

Projected as the No. 1 pick throughout the draft process, Markelle Fultz was never really linked to the 76ers because of their draft position at No. 3. Yet, within a matter of 24 hours, Fultz was thrusted into the Sixers’ picture and ultimately found himself working out in front of the team after they all but completed a move up to the No. 1 spot in Thursday’s NBA Draft. With that said, let’s introduce Fultz and some things you may not have known about the newest piece to the Sixers’ puzzle:

He’s familiar with the area

Fultz’s hometown is in Maryland, slightly more than a two hour ride to the city. He’s been in the area multiple times, admitting so after his workout on Saturday. He also was asked about the Sixers hat he conveniently arrived wearing. “I come to Philly a lot,” Fultz said. “Just showing the love for the city. I mean I’m out here, I want to show love.” He also would enjoy playing somewhat close to home where “a lot of my family can come out and just show love. This city has great fans.”

EMBIID, SIMMONS AND FULTZ FORMING HOMEGROWN ‘SUPERTEAM’ OPINION

We are in the age of the superteam. The Celtics (Paul Pierce, Ray Allen, Kevin Garnett), Heat (LeBron James, Chris Bosh, Dwyane Wade), Cavaliers (James, Kyrie Irving, Kevin Love) and Warriors (Kevin Durant, Steph Curry, Klay Thompson, Draymond Green) have redefined the landscape of the NBA and the way championships are won. It’s not enough anymore to have a team built around depth and role players. It’s now seemingly a requirement for a team to have three or more superstars playing together in order to contend. It may not have been

explicitly discussed as the Sixers began their painstaking four-season tank job under Sam Hinkie, but the main goal of the process was to somehow, some way create a superteam in Philadelphia. Joel Embiid has only played 31 games in the NBA. He’s missed two entire seasons and another half due to injury. But his transcendence as a two-way center who can shoot, play in the post and defend made him a legitimate All-Star candidate and rookie of the year front-runner last season. Ben Simmons has missed an entire season as well, also with a foot injury — but the 2016 first overall pick has the makings of a Magic Johnson-like point guard. Markelle Fultz — the presumptive first overall pick in Thursday’s NBA draft — has also been described as a sure All-Star, a

dominant big men in the league — the potential is earth-shattering. And in Robert Covington and Dario Saric, the Sixers appear to have some pretty solid role players on the roster already.

The Sixers’ method of tanking was rewarded mightily as the assets accumulated awarded them the ability to jettison some top draft picks — like Michael Carter-Williams, Nerlens Noel and potentially Jahlil Okafor — and continue to collect young players and draft picks until they hit on three they liked. If the Embiid-SimmonsFultz core pans out, it could have enormous implications for the NBA as a whole, and could spur rule changes if too many other teams attempt to replicate their process. But that’s putting the cart before the horse. The Sixers still have a ton of work to do, and it will fall on Brett Brown to push the right buttons and develop a team that can contend for a playoff spot next season, which is what Philly fans will be expecting after the fireworks this offseason.
