New York state Attorney General Eric Schneiderman intends to sue the federal government if Republican lawmakers pass proposed legislation to overhaul the U.S. healthcare system, his office said on Monday. Schneiderman’s office said it has identified “multiple constitutional defects” with the Republican healthcare bills. The U.S. Senate is considering legislation to repeal parts of the

Affordable Care Act, Democratic former President Barack Obama’s signature legislative achievement, commonly known as Obamacare.

Minnesota officials were investigating how an Australian woman who called police for help over the weekend ended up shot and killed by one of the officers who responded in an alley near her house. Minneapolis Mayor Betsy Hodges called for a probe of why officers were not using the body cameras they are equipped with during the incident that led to the death of Justine Damond, from Sydney,

The state Bureau of Criminal Apprehension was investigating the shooting, in keeping with a new policy adopted in 2014, to avoid having the Minneapolis police department investigate itself, said Hodges, who described herself as “heartsick and deeply disturbed” by the shooting. “We don’t want to jeopardize the BCA investigation, or compromise its independence,” the mayor said.

The U.S. Transportation Security Administration said on Monday it had lifted a ban on passengers on Saudi Arabian Airlines carrying large electronics like laptops onboard U.S.-bound flights, the last carrier under the restrictions. In March, U.S. officials imposed restrictions on passengers carrying laptops and other large electronic gear in cabins on nine airlines, most of which were Middle Eastern car-

riers, to address the potential threat of hidden explosives. Last month, U.S. officials announced new security requirements for all airlines rather than an expansion of the laptop ban and have been dropping the restrictions from airlines as they boosted security.

A group representing major technology firms including Alphabet Inc. and Facebook Inc. urged the U.S. Federal Communications Commission on Monday to abandon plans to reverse the landmark 2015 rules barring internet service providers from blocking or slowing consumer access to web content. The Internet Association said in its filing with the FCC that dismantling the net neutrality rules “will create significant uncertainty in the market

and upset the careful balance that has led to the current virtuous circle of innovation in the broadband ecosystem.” The rollback will harm consumers, said the group, which also represents Amazon .com Inc., Microsoft Inc., Netflix Inc., Twitter Inc. and Snap Inc. In May, the FCC voted 2-1 to advance Republican FCC Chairman Ajit Pai’s plan to reverse the former Obama administration’s order reclassifying internet service providers as if they were utilities.

New poll numbers show approval of President Donald Trump might be slipping. Though the 45th president has seen some of the lowest poll numbers of any modern president since he entered the Oval Office in January, Trump’s approval ratings have now hit an all-time low. Just 36 percent of Americans now say they approve of Trump’s performance – the lowest approval rating at the six-month mark of any president since modern polling began about 70 years ago, according to a new Washington Post/ ABC News poll. Trump’s approval rating has continued to erode

over the past six months, and as his administration has failed to deliver on key campaign promises like his border wall, Muslim ban and healthcare repeal, so also goes his Republican base. Seventy percent of people surveyed in the Washington Post/ABC poll see Trump’s behavior as president as “unpresidential.” Just 24 percent described his behavior as “proper and fitting.” Among Republicans, 38 percent say Trump has acted unpresidential since entering the office, and ABC’s polling analyst Gary Langer said dissatisfaction is growing among groups who strongly supported Trump in the 2016 election. Forty-eight percent of evangelical white Protestants and 55 percent of non-college-educated white men agreed that Trump’s behavior falls short of expectations. Trump’s actions both in person and on Twitter

have long been a source of controversy, helping drive his approval ratings into the ground. Trump has claimed the media wants him to stop tweeting because they know it allows him to communicate directly with his base, but the fact is the president’s off-the-cuff and inflammatory Twitter style is driving major web traffic for many news organizations, and it’s his fellow Republican politicians

CHILD HOSPITALIZED Child in critical condition after fall into Schuylkill River A child remains hospitalized Monday after falling into the Schuylkill River over the weekend. According to police, on Saturday at about 11:58 a.m., a 3-year-old child fell o the edge of a dock into the Schuylkill River near St. Joseph’s University’s Boat House, along the 2200 block of Kelly Drive.

After the child fell into the river, police said, the child’s father jumped in and attempted to ďŹ nd him, but was unable to do so. According to several reports, a police marine unit was able to recover the child about 40 minutes later. Law enforcement oďŹƒcials said that the child was taken to the intensive care unit at CHOP where it was last listed as being in critical condition. HAYDEN MITMAN

A new document asserts that no country should manipulate currency exchange to gain an unfair competitive advantage. The United States on Monday outlined a tough negotiating strategy for revising the 1994 North American Free Trade Agreement and for the first time in a U.S. trade deal said it would seek to deter currency manipulation by trading partners. In a much-anticipated document sent to lawmakers ahead of talks expected next month, U.S. Trade Representative Robert Lighthizer said the Trump administration aimed to reduce the U.S. trade deficit by improving access for U.S. goods exported to Canada and Mexico, the two countries in NAFTA besides the United States. The 17-page summary of negotiations for NAFTA offers a glimpse into what a Trump administration trade agenda could look like. Until now, President Donald Trump’s agenda has been shaped by campaign rhetoric and tweets. While Canada and Mexico are not considered currency manipulators, the reference in the list of objectives could set a template for future trade deals such as a pending negotiation to modify a five-yearold U.S.-South Korea free trade deal. South Korea is on a U.S. Treasury monitoring list for possible signs of currency manipulation.

Among the priorities, Lighthizer said the administration would seek to eliminate a trade dispute mechanism that has largely prohibited the United States from pursuing antidumping and anti-subsidy cases against Canadian and Mexican firms. It also plans to eliminate a range of non-tariff barriers to U.S. agricultural exports to Canada and Mexico. These include subsidies and unfair pricing structures. USTR said it would seek to strengthen NAFTA’s rules of origin to ensure that the pact’s benefits do not go to outside countries and to “incentivize� the sourcing of U.S. goods. It offered no details on such incentives and did not specify how much of a product’s components must originate from within North America. The demands that the Trump administration makes in the NAFTA talks could have far-reaching implications for U.S. trade relations across the globe, with China keen to make inroads with Mexico and Canada if the United States is seen to be retreating. Lighthizer said the negotiations would begin no earlier than Aug. 16, 2017. U.S. labor union leaders and Democratic lawmakers weighed in on the issue early, reminding Trump they expect him to keep 2016 election campaign promises to protect American workers in NAFTA talks. They stopped short of demanding termination of the 1994 trade pact with Canada and Mexico. REUTERS

Activists demanding answers about the fatal shooting of a black man last month barged into the Philadelphia managing director’s office on Monday, before later protesting at a meeting of the Police Advisory Commission. Local Black Lives Matter organizer Asa Khalif and activist Isaac Gardner heatedly questioned the city’s managing director, Michael DiBerardinis, about the shooting of David Jones, 30, on June 8, after they and fellow activists entered his office in Center City. But DiBerardinis, whose responsibilities include oversight of some police department activity through his public safety division, declined to comment on any aspect of the investigation into the shooting, which according to a preliminary police report, occurred as Jones was fleeing from Officer Ryan Pownall. “Is it standard police pratice — let’s leave David Jones out for a second — to shoot a suspect when they’re fleeing in the back?” Khalif demanded. DiBerardinis declined to make any assertion about the case and said he had not seen grainy surveillance video of the shooting broadcast by NBC10, but he promised to provide the activists with an update on the case within 48 hours. “I’m not suggesting that your outrage is not warranted,” he told them. “What I’m saying is I do not have the authority or the information ... to comment on the details.” Jones was reportedly riding his motorcycle on June 8 when Pownall,

who was transporting witnesses to the Special Victims Unit, pulled Jones over. A preliminary police report said Jones pulled a gun, then fled before being shot by the officer. A loaded 9mm belonging to Jones was recovered from the scene. But an alleged witness to the shooting, the man who was being transported in Pownall’s car, has come forward to say Jones dropped the gun before he began to flee and was shot. “He did not inform this man he was under arrest,” claimed Terrance A., who declined to identify himself due to personal safety concerns. “He did not ask his name. How did he know if he was licensed to have the gun? That, to me, gives you the right to resist.” Terrance was being transported to Special Victims to report the kidnapping and possible sexual assault of his son in Frankford when Pownall saw Jones driving erratically and went to pull him over. Terrance claimed Pownall shot Jones with his Taser, then pulled a gun and shot him three times. The police department is not commenting on the case, which is reportedly under investigation by Internal Affairs. Terrance said he went to the DA’s office to give a deposition, but did not because he was not allowed to have journalist and activist Chris Norris join him. Now he’s asking for witness protection before speaking to prosecutors. He added that he is “getting nothing out of this,” but is sharing the story out of a desire to do the right thing: “I’m not going to tell a lie. The one thing I can tell you is what I saw,” he said. “If something happened to me, I would want someone to give my family closure.”

I was traveling through Old City the other day. As I passed Independence Hall, I noticed a long line of people snaking around the block that had come to see this historic landmark. When you live and work in Philadelphia, it’s sometimes easy to forget that people travel from all around the world to the city where this nation was born, whether it be to visit the bustling Reading Terminal Market, snap a picture in front of the iconic Rocky statue or see the symbol of our city, the Liberty Bell. Philadelphia has seen growth across the board over the past decade in industries such

as life sciences, information technology and manufacturing. With the rich history that is imbedded in the city’s cobblestone streets and strong presence of museums, restaurants, and activities, it is no surprise that tourism is yet another sector that has seen huge amounts of growth. According to Visit Philadelphia’s 2016 annual report, overnight leisure stays went from 7.3 million in 1997 to 14.7 million in 2016, an over 100 percent increase. Total visitation went from 26.7 million to 42 million, a 58 percent increase, and a total of 42 million people visited the Greater Philadelphia region last year, generating $11 billion in economic impact. All of these numbers translate to a large amount of jobs in tourism in our region: There are 68,000 hospitalityrelated jobs in Philadelphia and 252,000 in the Philadelphia metro area. The city has also hosted global events and gained international titles within the past couple of years, including hosting the World Meeting of Families

and Pope Francis visit in 2015 (which generated an estimated $500 million), hosting the Democratic National Convention in July 2016 (which generated approximately $230.9 million), along with being named the first World Heritage City in the U.S. in 2015. This growth hasn’t gone unnoticed: U.S. News & World Report recently named Philadelphia the second-best place to visit in the U.S. in 2017, and our city has gained similar rankings in recent years such as Lonely Planet’s No. 1 city to visit in 2016 and The New York Times’ No. 3 place to visit in the world in 2015. Greater Philadelphia isn’t just a great place to do business; it is a global destination for people who want to learn more about where our nation began as well as see the innovation that is happening here and where it will take us in the future. Although fluctuating schedules affect mostly lower-paid workers, it is a management strategy that is starting to affect higher paid jobs as well. The text message came as Flavia Cabral walked to a McDonald’s restaurant in Manhattan for her 6 p.m. shift on a May evening. It was from her manager. Business was slow and she was not needed. Cabral said she was not too surprised. Her work hours fluctuate almost weekly. This time, the canceled shift took a $63 bite out of her average $350 gross weekly earnings from two parttime jobs. “Every week you’re guessing how much money you’re going to get and how many days you’re going to work,” said Cabral, 53, who has been employed at McDonald’s for four years.But a measure of relief is coming for Cabral and 65,000 other New York City fast-food workers whose schedules and incomes often change with little or no notice. New York recently became the largest U.S. city

to require fast-food restaurants to schedule workers at least two weeks in advance, or pay them extra for changes. The law, which the restaurant industry vigorously opposed, also requires employers to allow 11-hour breaks between shifts, offer part-time staff additional work before hiring new employees, and pay retail workers to be “on call.” It takes effect late this year. McDonald’s Corp did not respond to a request for comment. Nationwide, the issue of scheduling is becoming a new battleground in the fight to boost living standards for low-paid workers, waged largely by the “Fight for $15” movement. The five-year-old, union-backed initiative has already helped convince many jurisdictions, including New York state, to raise minimum wages. In Oregon, a bill that would set regular scheduling for workers at large food service, hospitality and retail companies is awaiting the governor’s signature. Similar bills are pending in five other states. Not only do fluctuating schedules wreak havoc with tight household budgets, they make it difficult to make ap-

pointments, arrange child care and plan family time, workers point out. The restaurant industry vigorously opposed the New York City law. Combined with higher minimum wages, scheduling requirements will eventually cripple some fast-food outlets, which mostly operate on thin profit margins of 1.5 to 3 percent, it says. With a business model based on offering workers entry-level opportunities, not living wages, fast-food restaurants need flexible scheduling to survive, said industry advocate Louis Meyer, who runs fast-food operations at New Jersey-based Briad Group. “There’s no way you can stay in business,” said Meyer, whose company employs 1,000 workers at about two dozen franchised Wendy’s and TGI Friday’s in New York. “It’s like having a disease. It’s going to get you sooner or later.” Workers at McDonald’s, whose restaurants are mostly franchised, said weekly schedules are usually posted a day or two before they take effect. 10 NEWS DRUG SMUGGLING US officials: Marijuana shipment disguised as spare tires in new cars About $1 million worth of smuggled marijuana was discovered last week in the spare tire compartments of newly assembled Ford Fusion sedans imported into the United States from Mexico, U.S. officials said on Monday. The smuggling was uncovered on Wednesday when workers at a Ford dealer in Kent, Ohio, found the marijuana in

a new Fusion, said Major Dale Kelly of the Portage County Sheriff ’s Office by phone. In all, 15 Mexican-made Ford cars, each packed with marijuana instead of a spare tire, made it to Ohio by rail, the Drug Enforcement Agency said. The sheriff ’s office said that the shipment crossed over the Mexican border in Arizona. None of the cars, each packed with 32 pounds of marijuana, made it to consumers, Balzano said.

The marijuana was likely supposed to be collected at the rail station or in transit, Bob Balzano, resident agent-in-charge of the DEA in Youngstown, Ohio, said by phone. After reaching Ohio by rail, nine of the 15 cars were then taken by truck to auto dealerships in Ohio and one went to a dealer in Pennsylvania, Balzano said. Five other cars never left the rail yard in Lordstown, Ohio. Of the 15 cars, 14 were Ford Fusion sedans and one was a

Lincoln MKZ sedan, Balzano said. The marijuana was tightly packed into crescents, so that when two halves were put together, they created a circular shape like a tire. Ford Motor Co. spokeswoman Kelli Felker said the U.S. automaker was working with the Federal Bureau of Investigation and U.S. Customs. “We have confirmed that this is not happening at our plant or at our internal shipping yards,” she said. This is how President Trump kicked off the White House’s Made in America Week — a promotional push encouraging business for U.S. manufacturers. And he made vague promises about policies to help those companies. “You’re going to see things announced that you won’t even believe for our country and for selling product in our country and making products in our country and things that are great for American jobs,” he said. At first blush, one might think it’s a good notion: The idea is always popular with voters, it completely fits his “America first” theme, and frankly, it’s not about Russia — so there is that. But alas, the best laid plans of mice and moguls … Even before the ballyhoo began, headlines were screaming about Trump enterprises using foreign labor to make products proudly marketed on American shores. The Washington Examiner’s headline called him the “president of hypocrisy,” noting “The Donald J. Trump Collection is made everywhere except in the U.S. His shirts? Made in Bangladesh. His ties? Made in China. And his suits? Made in Mexico. Yes, that Mexico.” And mind you, that is a paper popular with conservatives. The left-leaning websites weren’t half so kind. The first daughter and unpaid adviser to the president, Ivanka, was ripped over her fashion lines being churned out in far-flung places such as China, Vietnam and Bangladesh. — unsuccessfully — to explain it away. We can argue over whether pushing “Made in America” is even a good idea. Plenty of economists say it is not. But I imagine all the criticism will be once again dismissed as fake news by the president’s ardent fans. After all, they’ll ask, why should the Trump empire struggle to make all its products here when the competition is getting cheaper prices across the ocean? FBI warns parents of privacy risks associated with internetconnected toys

TECH Netflix beats subscriber targets, shares jump 11 percent Netflix Inc. crushed Wall Street forecasts by adding 5.2 million new streaming customers in the second quarter and predicted continued momentum as it expands around the world, lifting its stock nearly 11 percent. Shares of the company that pioneered streaming television jumped to $179.16 in after-hours trading, beating their all-time intraday high of $166.87 on June 8. Netflix expects foreign

growth to lead to its first fullyear profit for overseas markets in 2017, the company said in a letter to shareholders. At the end of June, Netflix for the first time recorded more subscribers abroad than in the United States — 52.03 million vs. 51.92 million. The company said a strong slate of content, such as “13 Reasons Why” and the latest season of hit political drama “House of Cards,” helped attract new customers in the second quarter,

which is typically its slowest season of the year. Netflix added 4.14 million non-U.S. subscribers, compared with the average analyst estimate of 2.59 million, according to data from analytics firm FactSet. In the United States, it signed up 1.07 million subscribers, beating analysts’ average estimate of 631,000. Netflix is expecting international subscriber additions of 3.65 million for the current

quarter, compared with analysts’ average estimate of 3.2 million. The guidance assumes much of this momentum will continue, the letter said, though it added that Netflix’s forecasts had been too optimistic at times. Netflix is spending $6 billion a year on content to win new subscribers in a quest to become the dominant movie and TV streaming service around the world even as it faces a slowdown in U.S. customer growth. The FBI on Monday warned parents of privacy and safety risks from children’s toys connected to the internet. In an advisory posted on its website, the Federal Bureau of Investigation said that such toys may contain parts or capabilities such as microphones, cameras, GPS, data storage and speech recognition that may disclose personal information. Normal conversation with a toy or in the surrounding environment may disclose a child’s name, school, likes and dislikes and activities, the FBI said. “I think this is the first time the FBI has issued such warning,” Tod Beardsley, director of research at cyber security firm Rapid7, said in a telephone interview. “A lot of people tend to trust the FBI as a government organization, so it definitely raises awareness of the risk associated with internetconnected toys.” Smart toys and entertainment devices are gaining popularity for

don’t have to be beautiful and you don’t have to be a big corporate sponsor.� Before starting Philly Chit Chat, Dillon honed his skills in New York City, photographing celebrities for his first blog, Confessions of a Paparazzi, which launched in 2006. “I was working as a paralegal in Philadelphia at the time,� he says. “I’d go into work at 7 a.m., finish at 3 p.m. and then travel to New York at night. Summertime. You’re sweating a lot, all over, but there’s one area that gets particularly, shall we say, lush. Sure, people laugh, even commiserate about swamp ass all the time, but why isn’t anyone talking about swamp vagina? Beyond the discomfort of having constantly sweatsaturated lady parts, the excess moisture can also cause a couple issues, namely yeast infections and bacterial vaginosis (BV). While you obviously can’t avoid sweating, there are a few ways to keep your subtropical region in check. We consulted Dr. Taraneh Shirazian, assistant professor in the department of obstetrics and gynecol-

Moisture control “I would probably refrain from exercising in [excessive] heat,” Shirazian says. As you sweat, the moisture that accumulates in and around your vagina “sets off the vaginal pH, so there’s an overgrowth of yeast and bacteria,” she explains. If you’re hooked on staying active no matter the temp, at least be vigilant about changing out of that sweaty underwear as soon as you’re done your workout, Shirazian says. If you commute to work via bike, bring a clean pair of underwear to change into. If you use baby wipes, make sure they’re scent-and- fragrance-free, she notes -- both can also alter pH balance. “Even water on toilet paper would be good,” she says. You also want to be sure the clothing you’re wearing isn’t restrictive, she adds. (Thongs and tight jean shorts are not the best idea.) If you spend a lot of time in pools during the summer, be mindful that the exposure to chlorine could also disrupt things down there. To prevent against that happening,

Shirazian says to make sure you’re not sitting around in a wet swimsuit — a good rule of thumb after swimming in salt or fresh water. Diet Shirazian recommends a daily dose of an overthe-counter probiotic supplement — espe-

Foods that contain probiotics, such as yogurt, kombucha and kimchi are also good to work into your daily diet. Stay away from high-sugar foods, which can cause an overgrowth of yeast. Menstruation Wearing tampons for too many hours can cause bacteria to grow. “Anything that you’re placing internally during your menstrual cycle, change it frequently, every few hours,” she says. That also goes for reusable menstrual devices such as a Diva Cup. What about sex? Because it’s hotter outside, bacteria breed more, causing any bacterial infection you have, like a urinary tract infection (UTI), to likely be worse in the summer, Shirazian explains, although you’re not more likely to get a UTI now than any other time of year. One of the main causes of a UTI is bacteria from the vagina, penis, or anus getting trapped in the urethra during sex. “Sex is a year-round thing, but maybe it’s happening more in the summer, I don’t know,” she jokes. Using a condom can lower your chances by preventing the exchange of sperm and vaginal bacteria, she explains. (Peeing after sex is another good move, as it helps clear out the urinary tract.) You should always practice good hygiene with any sex toys that you use, as well, and be even more vigilant during the summer months. “Anything that you put inside you that has the ability to grow bacteria, can affect the pH,” she explains. Make sure you’re cleaning your sex toys with soap and water after each use.

Just when you think professional fighting can’t sink any lower, here comes Floyd Mayweather and Conor McGregor with the scam of the century. To consider this travesty of a mockery of a sham an actual sporting event is to insult everyone who ever laced up gloves. Mayweather, a once-

great boxer and alwaysawful human being, will pad his record to 50-0 by outpointing a mixed martial arts performer who has never fought outside the rules of the Octagon. Vegas posted odds of 7/1 for Mayweather, and people who know the sport far better than I say that’s a sucker’s bet. Ah, but this really isn’t about an actual competitive fight. As three cross-continental spectacles showed last week, this is about sinking beneath the dignity of Chris Christie to motivate people to spend $99.99. So Mayweather and McGregor snorted and screamed, slashing with racism and homophobia and every other hateful invective that fighting considers gamesmanship. Other sports would suspend participants for such ugliness. But here, tugging on your crotch is considered strategy.

standards. I remember the undignified way Ali taunted Joe Frazier by waving a toy

gorilla. And I’ve seen Mike Tyson threaten to eat the children of opponents. But this lowrent peep show is

10,000 feet beneath even those tawdry episodes. No one is guiltier for boxing’s demise than the 40-year-old Mayweather. He has made a career of avoiding credible opponents until they’re using a walker. He hasn’t knocked anyone out since 2011. His behavior makes Tyson seem like the pope. He hasn’t fought in two years and may only be doing this because the IRS recently hit him with a $29 million tax lien. This will be a 12-round boxing match, with 10-ounce gloves. McGregor’s best hope is to catch Mayweather with a surprise punch early. He’s more aggressive than anyone Mayweather has fought in years, and he’s a lefty, which is always tricky. There’s no way he has

the stamina to win late rounds when Mayweather is likely just to flash jabs and win a decision by 1,000 paper cuts. As I said, Floyd wouldn’t have taken this fight unless he knew he would win. That’s how he’s run his career. The once-sweet science has nothing left worth selling. There hasn’t been a pay-perview fight that lived up to its hype since — I don’t know, Mike Tyson bit off Evander Holyfield’s ear? Most sports fans can’t tell you the current heavyweight champ (trick question: There are four separate no-names recognized by different governing bodies). So the sport has to lean on its sleazy little brother, MMA, for hype. Mayweather and McGregor are the carnies, ready to take your crumbled bills to show you the lurid sights behind the tent curtain. Trust me, there’s nothing there worth seeing.

It’s just about that time for fantasy football team owners to pick their draft position for upcoming drafts in August and September. Which leads to an eternal burning question — how much does draft order matter? The gut instinct for a fantasy owner is to want the No. 1 pick. This would provide the most control. Many leagues allow participants to pick their draft order based on the previous year’s standings, while others automatically assign draft position based on a variety of factors. It might not be the best strategy to aspire for the highest possible draft slot — it can be a little more nuanced. Here are some things to consider when weighing where one should want to draft:
