Republican Senate leaders aim to hold a procedural vote as early as Tuesday to take up legislation to repeal or replace Obamacare, but it remained unclear which version of the bill senators would vote on. President Donald Trump and congressional Republicans campaigned on a pledge to roll back former President Barack Obama’s signature healthcare law, the 2010 Affordable Care

The wolves and warriors who aimed to defend the Kosciuszko Bridge from its uncertain death may not be able to save the bridge, but they did take to the nearby streets in a “procession to honor and glorify” the bridge on Saturday. The 78-year-old structure was replaced in April by the first phase of the new Kosciuszko Bridge. The original is set for demolition sometime this summer, and in its defense, Brian Hersey created a cheeky Facebook event that has since gone viral. At first, they aimed to defend the bridge on its scheduled demolition date, July 11, with “swords and wolves” (both of which are illegal in New York, by the way). But with the dismantling of the historic bridge delayed, on Saturday they gathered in its shadow to honor it with a march. The wolf warriors gathered at 37th Street

and Review Avenue, and marched along the base of the First Calvary Cemetery “in an unbroken chain of amazing strength” to Laurel Hill Boulevard. After approaching both bridges, they tried to smash the new bridge with the power of spirit. The bridge defenders “let out a war cry, and unleash a flurry of curses upon the new bridge, so that it may fall into the waters through sadness,” as Hersey described it. Nonetheless, the new Kosciuszko continued standing, and the old bridge will not last. An official demolition date is not set for the bridge, but it won’t be blown up. It will actually be dismantled and lowered onto a barge before being taken to a recycling facility in New Jersey. So realistically, Saturday’s procession was “not a victory march so much as maybe a ‘demonstration of willingness,’” as Hersey told Metro.

The historic bridge’s designers might have been surprised to discover that in 2017, the bridge would find such passionate defenders.

As the investigation into President Trump and Russia broadens, a question has been raised: If crimes are uncovered, could Trump be indicted? The widespread conclusion is no; a sitting president is immune from prosecution. But a decades-old legal memo, written by a conservative, says he can. The memo, recently uncovered by The New York Times, was commissioned by independent counsel Kenneth Starr during the investigation into President Bill Clinton in the ’90s. Starr hired a conservative constitutional law and ethics expert, Ronald Rotunda, to write the memo in spring 1998, after a grand jury concluded there was enough evidence to indict Clinton. “It is proper, constitutional and legal for a federal grand jury to indict a sitting president for serious criminal acts that are not part of, and are contrary to, the president’s official duties,â€? the memo reads. “In this country, no one, even President Clinton, is above the law.â€? Using that argument, the memo also concluded that it was constitutional to try the president even for minor, unimpeachable crimes without waiting for the end of his term, because statutes of limitation for some offenses would run out. Ironically, the example Rotunda gave was the president punching a heckler at a rally.

Ultimately, Starr chose to let impeachment hearings go forward instead of recommending indictment. The Constitution doesn’t specifically say that a sitting president can’t be prosecuted. The courts haven’t ruled on it. But the belief is based on the Constitution’s “structural principles� — a trial would prevent the president from fulfilling the constitutional powers of the executive branch. That would result in a crisis of governance, preventing the government from functioning as it’s intended. But Rotunda argued that the 25th Amendment — a guideline to replace the president in case he becomes incapacitated, which has also been mentioned frequently in ref-

erence to Trump — was intended to prevent the executive branch from being compromised in that way. This is not the only time the memo’s conclusion has been expressed. In 1974, the special counsel on Watergate received a memo from his staff saying it was possible to indict President Richard Nixon. In the Trump/Russia investigation, if special counsel Robert Mueller uncovers enough evidence to indict President Trump and wants to empanel a grand jury, he must follow Justice Department procedures to move forward. One of those specifies the person who could overrule him: Deputy Attorney General Rod Rosenstein, who was appointed by Trump.

There’s a telling exchange in “101 Dalmatians,” the late-1990s Disney TV series. It comes in the episode “Bad to the Bone/ Southern Fried Cruella.” Mooch, the bully dog, is taunting roly-poly Rolly, when one of Rolly’s friends speaks up. Spot: You know what happens to bullies? Mooch: Yeah. They get all the good stuff. I’m not sure if Moochthe-pooch inspired Anthony Scaramucci, the New York hedge-funder and feisty Trump defender whose nickname he shares. Maybe it was the other way around. Either way, Mooch-the-human has definitely landed on familiar territory as the latest pugnacious mouthpiece for President Donald Trump. Right away, let’s get one thing straight. Scaramucci is not the new White House communications director. He may have the title. He may have the briefingroom microphone. But in this tumultuous White House, only one man directs the communications. He uses his thumbs a lot. His initials are DJT. Everyone else, the Mooch included, just arrived from Office Temporaries. Judging by his performance on the Sunday shows, Scaramucci thinks Trump is perfect

and all complaints are mainstream-media narratives or more fake news. And the Mooch has no intention of dwelling in the past. Shrugging that “past views evolved,” he spent the weekend sweeping smoldering stink bombs from his own Twitter account. There, he was praising Mitt Romney for staying out of the “Trump spectacle.” He was declaring his stances “for gay marriage, against the death penalty, and pro-choice,” all verboten to the Trump base. He was announcing Jeb Bush “will make a great president” and “I like Hillary. Have to go with the best athlete. We need to turn this around.” For good measure, the Mooch even fretted about global warming, backed gun control and said of Trump’s biggest promise: “Walls don’t work. Never have, never will.” Things don’t end so well for Mooch or for Rolly in that “Dalmatians” episode. Rolly joins a gang for protection. Mooch isn’t nearly the fighter he pretended to be. And, well, I don’t want to blow the ending for you. But before he makes any plans for the distant future, Moochthe-human might want to go on YouTube and look it up. Crazed critter attacks parkgoers A series of attacks has Health Department officials warning visitors about a possibly rabid squirrel in Prospect Park. AMY RUSSO @MetroNewYork letters@metro.us

An attacker is on the loose in Brooklyn’s Prospect Park. Having already assaulted five victims, it’s clear this furry four-legged rodent is a force to be reckoned with. The Health Department is warning parkgoers to look out for a highly aggressive and potentially rabid squirrel after several injuries were reported last week. While it is rare that squirrels would contract rabies, it is assumed that is the cause for the crazed behavior of the tiny culprit that bit several people from July 18

BODY FOUND Body discovered in Midtown elevator shaft A man was found dead Sunday morning within the elevator shaft of a Hell’s Kitchen high-rise. The victim, a construction worker at 555 Tenth Avenue, was discovered when emergency services responded to a call just after 7 a.m. for what was thought to be a case of cardiac arrest. The 53-year-old man was pronounced dead at the scene and is believed to have fallen. However, the exact cause of death remains

unconfirmed. The body was located between the elevator and the shaft, and it is believed that it was there overnight. The building, named 555Ten, sits next to the Lincoln Tunnel and around the corner from the Javits Center. It still under construction and remains unoccupied, but contains mostly luxury apartments, boasting an overall height spanning 650 feet. ABC7 reported that when builders arrived this morning for work, they were

There is more to the recent approval of $1.95 billion to support construction of the Long Island Rail Road Main Line Third Track by the Albany Metropolitan Transportation Authority Capital Program Review Board. These funds were part of a $3 billion MTA 2015 — 2019 Five Year Capital Program Amendment, which increased the total budget from $29 to $32 billion. Over the past 30 years, estimates for construction of the Main Line Third Track have grown from $600 million to $1.5 billion two years ago and $2 billion today. The final cost could be even higher when completed in four years. Who will pay for any potential change orders and cost overruns? Not Uncle Sam. Here is why. The Main Line Third Track Environmental Impact Statement (EIS) was found to be in compliance with the New York State Environmental Quality Review Act (SEQUA). Gov. Andrew Cuomo, the MTA Board and other project supporters never questioned why the National Environmental Protect Action (NEPA) process was not followed. Without the compliance with NEPA, the MTA forfeits any opportunity to access United States Department of Transportation Federal Transit Administration or Federal Highway Administration funding. Gov. Cuomo, the MTA Board, MTA HQ and LIRR senior leadership had no interest in applying for USDOT FTA capital funding for this project. Was it to avoid federal oversight for the project from the environmental review process through construction? President Donald Trump has proposed a 10-year, trillion-dollar

infrastructure program starting with $200 billion in upcoming federal fiscal year 2018. Sen. Chuck Schumer and Democrats would approve even more. This is one program which Democrats and Republicans, city, suburban and transit advocates might agree upon. Why did they decide to miss out on this and other potential federal funding by not following NEPA? Unfortunately, history has shown that estimated costs for construction usually trend upward as projects advance during final design. Progression of final design refines the detailed scope of work necessary to support construction. The MTA LIRR is using a procurement strategy to hire a design build contractor. They believe that both time and money will be saved by affording the winning bidder responsibility for progression of final design and engineering from 30 percent to 100 percent. Time will tell if this strategy will work. Problems at Penn Station during Amtrak emergency repairs over several months may pale in comparison to challenges facing LIRR riders whose trains travel the Main Line corridor during construction over coming years.

US Cuba tour operators gird for Trump travel crackdown President Donald Trump in June rolled back parts of Barack Obama’s historic opening to Cuba, saying his predecessor negotiated a “terrible and misguided deal.” U.S. tour operators that send Americans to Cuba are banding together to try to limit damage to business from tighter restrictions on travel to the communist-run island expected in September from the Trump administration. The revised approach includes stricter enforcement of a longtime ban on Americans going to Cuba as tourists. Among changes are limiting vis-

its to 12 existing categories of non-tourist travel and a ban on the use of hotels and other facilities owned by Cuba’s military. Cruise ships are permitted, the administration said, but not independent visits by solo travelers and families under the popular peopleto-people travel category which Trump charged was being used to violate the tourist ban. Many Americans took Trump’s message to mean travel to Cuba, except on cruise ships, was again off limits, U.S. tour operators said. It is a misconception they hope to change with a trade group formed in the last month to influence the debate on Cuba and help would-be visitors navigate new rules.

“We need to share information and speak as a united voice on issues that are important to us,” said Cuba Cultural Travel’s Michael Sykes, who founded the group American Tour Operators in Cuba (ATOC) that now counts more than 30 U.S. companies. Trump’s move to roll back Obama policies introduced after the 2014 U.S.-Cuban detente has yet to have a significant impact on the number of U.S. travelers visiting the island, according to a survey of a dozen U.S. tour operators by Reuters. But travel companies fear a hit on future demand from Trump’s combative tone and regulations, with some concerned it could even spook U.S. banks that help them do business

The boys from ‘Dunkirk’ go to war Jack Lowden and Fionn Whitehead were just happy to be in the latest from Christopher Nolan.

Where they come from “Dunkirk” was Whitehead’s first movie. The young English actor’s only previous credit was as the lead on the TV miniseries “HIM,” about a boy who discovers he has telekinetic powers. Lowden is more experienced, if not as much as some of the bigger names in the cast, which include Tom Hardy, Kenneth Branagh and Mark Rylance. An acclaimed stage actor, Lowden also played Nikolai Rostov in last year’s “War and Peace” miniseries, and arrived on the “Dunkirk” set two weeks after playing young Morrissey in the film “England Is Mine.”

War is hell. Making “Dunkirk” wasn’t hell, but it was no walk in the park. The latest from Christopher Nolan is an immersive, intense film about the aftermath of the World War II battle, which ended with 400,000 English soldiers needing to be evacuated from a beach in Northern France. They were surrounded by the German army; home was just across the English Channel. Nolan tries to bottle up that anxiety and fear, and beam it onto an IMAX screen. That required its actors to feel just a little bit of what the soldiers faced 77 years ago.

For Fionn Whitehead — who plays the closest thing “Dunkirk” has to a lead: an anonymous private named Tommy who tries to escape the beach by boat — that meant doing things almost for real, with real boats and real planes and real locations. The hardest part for him was spending so much time in the water. “We were wearing full battle gear, which was

made of wool,” Whitehead recalls. Besides being weighed down by a pack, by the heavy military boots that had nails on the soles, there was the cloth itself. “Wool just soaks up the water quickly.” Meanwhile, Jack Lowden had to get in an old-fashioned plane. The actor plays Collins, an RAF pilot who winds up being shot down, then has to be rescued as his

It was like sitting in a wheelbarrow with an engine and a sheet of metal wrapped around you,” Lowden tells us. And they were noisy. “I don’t know how they spoke to each other. It’s like a washing machine thousands of feet above ground. “It’s certainly not as glamorous as it looks,” he adds. Not that they’re complaining. “It teaches you not to moan about anything,” Lowden says of the experience. “It was just about getting on with it, really,” Whitehead adds. “I was more than happy to be there.” Whitehead is a newbie, and he admits he was starstruck when he first arrived on

set. But he found what Lowden found, too: No celebrity acted like one. The moments they’re in are so raw and real, there’s no need,” Whitehead says. “You should just be able to experience it as they did.”

If you ask any student what they plan to study in college, you’re likely to induce a full-blown panic attack. Considering the array of options, and the fact that many students believe their major is an exact determinant of where they’ll end up, narrowing down on one area is oftentimes the biggest challenge. But it

doesn’t have to be. We spoke with College Board’s director of student communications, Andrew Elwell for some tips on how to pick a major — without the panic.

Get advice Between guidance counselors and academic advisers, students have plenty of people to turn to for career guidance. At the end of the day, “these are professionals who have helped countless students before you navigate the same questions of what they want to study in college,” says Elwell. They probably have ideas for things that you might want to pursue.” Friends and family are also great sources to tap into, he explains. “They know a lot about you, and might have insights that you haven’t even thought of, so just sort of talk to them about your [potential] major and see what they have to say.”

Explore your options The best thing for students to do is test out the waters before they declare, says Elwell. For high school students, that means making it a point to sign up for AP classes. If you’re interested in computer science, take AP computer science principles, says the expert. “You’re going to get a better sense of whether that’s a field that you ultimately want to pursue in college.” College students should also get their feet wet, he explains. Because most schools don’t require them to declare a major until the end of their sophomore year, those first two years are the perfect time to explore new interests. “And you never know. That interesting class description that you saw in the course catalog might turn out to be your college major.”

Do your research The internet is a great place to begin learning about different majors, and College Board’s “Big Future” tool is a smart place to start. Students can plug in keywords to find specific courses that might be helpful for certain majors, and even watch videos from other students who had to navigate the same situation. Perhaps even more helpful, however, is exploring leaders in a career path you’re con-

If New York Knicks fans wanted a little relief from the Carmelo Anthony trade saga, they received it over the weekend when Cleveland Cavaliers All-Star point guard Kyrie Irving informed his team that he wanted to be traded this summer. His destinations of preference? The San Antonio Spurs, Minnesota Timberwolves, Miami

Heat ... and New York Knicks. Forget newly-drafted 18-year-old Frenchman Frank Ntilikina, roll out the red carpet for New York’s best point guard since Walt Frazier in the 25-year-old, 2016 NBAchampion Irving. He put up the best season of his career last year, averaging 25.2 points and 5.8 assists per game; numbers that haven’t been seen in the Knicks’ backcourt in decades. This almost seems too good to be true, honestly. The Knicks have an All-Star of their own, although an aging one, that they want to deal in Anthony and he has said in the past that he’s willing to waive his no-trade clause to go to either the Houston Rockets or Cavaliers. Dysfunctionality has become so commonplace during the New York Mets’ 2017 season that nothing should really come as a surprise anymore. Yoenis Cespedes, who has had a miserable season by his standards thanks to injuries, was the latest to try the patience of those around the organization with comments made to the San Francisco Chronicle prior to the Mets’ series

against the Oakland Athletics:

“I still love the A’s. They were the first team to give me an opportunity to play in the big leagues. I love Oakland all the time... I told (Mets reliever Jerry) Blevins, ‘I don’t know how many years I’m going to play, but I’m going to play the last year of my career with Oakland.’ I don’t know if that’s possible or not, but that’s my goal.� He also went on to say that Athletics manager Bob Melvin has been “the best manager for me so far.�

Nothing like showing confidence in your own team and manager after signing a four-year, $110 million contract over the winter, which has locked Cespedes up in Mets’ pinstripes until he is 35 years old. Cespedes spent the first two-plus seasons of his career with the Athletics after defecting from Cuba. He hit 66 home runs in 365 games with the team before he was dealt to the Boston Red Sox at the trade deadline in 2014. After short stints in Boston and with the Detroit Tigers, Cespedes arrived in New York at the 2015 deadline where his career reached new heights. He answered a 35-home run 2015 campaign that ended with a trip to the World Series with 31 home runs and a second-career All-Star Game appearance.

home runs and 22 RBI. During such a difficult season, it’s concerning to hear him talk about playing for other teams given his importance to the Mets’ immediate future, though he did attempt to backtrack after Friday night’s game

by saying New York was his home and the Mets are his team. Regardless, this is just another embarrassing storyline at the end of the day for an organization that has been humiliated time and time again this season.
