Barbara Sinatra, the fourth wife of singer Frank Sinatra, died on Tuesday at the age of 90, her representative said. John Thoresen, director of the Barbara Sinatra Children’s Center in Rancho Mirage, California, said in a statement that Sinatra died of natural causes, surrounded by her family and friends at her home in the desert city. Born Barbara Blakely, she was a former model and Las Vegas showgirl who mar-

The chairman of the U.S. House Energy and Commerce Committee on Tuesday asked the chief executives of Alphabet Inc., Facebook Inc., Amazon.com Inc., AT&T Inc., Verizon Communications Inc. and other companies to testify at a Sept. 7 hearing on the future of net neutrality rules. The U.S. Federal Communications Commission is considering tossing out 2015 Obama

administration net neutrality rules that reclassified internet service like a public utility. The rules bar providers from blocking, slowing or offering paid prioritization of websites. Many internet providers want Congress to step in and write permanent rules. Other chief executives asked to testify include the heads of Comcast Corp., Netflix Inc. and Charter Communications Inc.

Senate advances on healthcare, with dramatic return by McCain Republicans have found it difficult to fulfill their campaign promises to repeal Obamacare, which enabled 20 million Americans to get insured.

U.S. Senate Republicans narrowly agreed on Tuesday to open debate on a bill to end Obamacare, but the party’s sevenyear effort to roll back Democratic President Barack Obama’s signature healthcare law still faces significant hurdles. The Senate deadlocked 50-50 on moving forward with the healthcare debate, forcing Vice President Mike Pence to cast the tie-breaking vote. Sen. John McCain, who was diagnosed this month with brain cancer and has been recovering from surgery at home in Arizona, made a dramatic return to the U.S. Capitol to cast a crucial vote in favor of proceeding. Senate rules state that both parties, Republicans and Democrats, will each be given 10 hours to debate the legislation and put forth amendments, Time reported. Then, the socalled “vote-a-rama” will begin, during which time senators will vote on the amendments that were proposed during the previous 20 hours. “We’re going to be doing a lot of voting this week, I hope you all eat your Cheerios,” Texas Sen. John Cornyn said, according to the Wall Street Journal. At the end of that process, because some amendments will require 60 votes to pass, which is unlikely in the nearly evenly divided Senate, a “skinny” repeal bill can be expected, the Wall Street Journal added. That bill, which would likely undo some of Obamacare’s requirements but not fully repeal it, would then undergo a round of compromises, called a conference, between House and Senate leaders. Sen. Susan Collins of Maine and Sen. Jack Reed of Rhode Island were caught on a hot mic at the end of a Senate Appropriations subcommittee hearing questioning President Donald Trump’s mental health and slamming his administration’s understanding of the budget process. President Donald Trump’s proposed budget eliminates a slew of grants that help provide welfare assistance for

housing and transportation, which Collins said had her “worried.” “Wherever there was a grant, they just X-ed it out, with no metric, no thinking about it, no nothing. I mean it’s just incredibly irresponsible,” Collins said. Reed called Trump “crazy,” noting it’s not a phrase he throws around lately. “If we don’t get a budget deal, we’re going to be paralyzed with DOD,” Reed says, referring to the Department of Defense. He said without a new spending deal, the defense budget would top out at $549 billion for the

coming fiscal year due to the spending ceiling imposed by the Budget Control Act. Collins said she wasn’t even sure whether Trump even knows the BCA exists. But Collins’ criticisms weren’t reserved just for Trump, she soon turned her attention to an overweight congressman who challenged Collins to a duel Monday when condemning Senate Republicans who are blocking the legislature’s efforts to repeal and replace Obamacare. Collins, a Republican, has been a vocal opponent of the Senate health-

care bills so far, speaking out against its cuts to Medicaid and higher out-of-pocket expenses for customers. Reed told Collins she needn’t worry about Blake Farenthold’s challenge because she “could beat the s— out of him.” “I don’t mean to be unkind, but he is so unattractive, it’s unbelievable,” Collins responded. Before the mic cut out, Collins asked Reed if she had seen the 2009 photos of Farenthold in his pajamas at a Texas fundraiser posing beside a “Playboy bunny.” In a statement Tuesday afternoon, Collins

Staff at the shooting range, located right off Spring Garden near Ninth Street, took my driver’s license and made me fill out the standard Q&A for a gun purchase (like, “Are you pregnant?” — apparently, the womb water serves as a sound amplifier), and I was on my way. A friend and I spent the first hour training with Yuri and our two empty Smith & Wesson guns. These standard police and military guns look almost fake, are light, black and fit my hand well – even with my “long thumbs.” Learning how to hold a gun is important. This makes sure you don’t end up with some nasty kickback bruising and bleeding when the gun shoots. And you always keep your finger off the trigger unless you are ready to shoot. Once we finished training, we put our goggles on, some earmuffs and went into the firing range. There, shell casings were everywhere. The first few gunshots of our neighbors made me jump as it would any civilian who hears a gunshot. But I told my monkey mind that this was why we were here. I always loved shooting games, paintball and BB guns, and this didn’t seem too far off. We started with a smaller gun with a longer barrel, a Ruger Mark II with baby bullets. That first bullet was pretty damn exciting. “You’re a natural,” Yuri encouraged me as I killed the target. “There’s still some central

PA in you yet, blondie!” I was flying high until one of the casings kicked back and pinged me in the neck. Another flew back and burnt me as it seared its way down my arm. Perhaps wearing a summer onesie wasn’t the best idea (hey, I had multiple events that day). Like Pavlov’s dogs, I was now trained to be scared of the flying, burning casings, and I assumed that was not a good mental state for shooting guns. Plus, we were running late for the next adventure. So after two rounds each, we called it quits and were on our way. I still have the burn marks, which will fade eventually, and I am not mad about it. And I have, not surprisingly, fallen in love with shooting. But next time, it will be outside. Perhaps in the country, where my roots run deep and guns are plentiful. Maybe if I’m lucky, my dad will even let me in his gun closet, finally!

Dennis Hof, the owner of seven Nevada brothels including the famous Moonlite Bunny Ranch, has an indecent proposal for former White House press secretary Sean Spicer: Come work for me. Spicer, who resigned his political post amid a flurry of fury from President Donald Trump, hasn’t yet decided to replace his White House Easter Bunny costume with whatever one wears (or doesn’t wear) to the Bunny Ranch. “Me and the Bunny Ranch girls were watching Tucker Carlson on Fox News; he’s a personal friend. He wrote a chapter in my book, and we saw him talking about Sean Spicer,” Hof said. “The girls felt sorry for him. ‘Daddy, reach out and do something for this man. He’s losing his job — he’s getting run out of there, and we want to help him.’” Help comes in the form of a six-figure salary for coming to Nevada two weeks out of the month, meals included, “and of course if you work for the Ranch, then you get a little hip slips and fingertips as a bonus for a good job,” Hof explained. Yes, part of Spicer’s incentive package would include sex with the legal working girls at the Bunny Ranch. But Hof isn’t just being cheeky about Spicer making a bunny hop to the private sector. ty show “Cathouse” airs in 67 countries and in 29 languages, and he produces a show on Cinemax titled “Working Girls in Bed.” But the “outgoing in the media eye” businessman and political hopeful said he’d rather “spend more time with the bunnies and less time doing media.” Hof also needs to free up his time since he plans to run for assemblyman in Nevada’s 36th district in 2018. When asked how Spicer would know he isn’t walking into another volatile situation, Hof said it comes down to ego. “I don’t think I have the ego that Trump has. I let my people do their job,” he explained. “Trump hired this guy to do a job, but he also blasts everything on his Twitter. And so instead of having to announce news, I saw

him as having to defend things that Trump is saying. … With me, I would just let him do his job.” Hof also said he feels he communicates better with his employees than Trump does. And there is no shortage of news, Hof said. “We’re always banning somebody for being a jerk, like Paris Hilton and Michael Vick and Donald Sterling ’cause he’s a racist and the ‘Duck Dynasty’ idiot because he’s he a homophobic moron. … In fact, we banned him from the ranch for life, but we also gave his daughter a Lesbo for Life pass, meaning she can come out and party with the girls. So, we always have something in the news.” A spokesman for the brothel told us that Spicer “surprisingly” has not yet accepted the job offer.

Philly mom speaks out over financial struggles due to student loans

8 million borrowers in the U.S. are in default on a combined $137.4 billion in student loans.

Lakisha Johnson figured all she needed was her 2016 tax refund to get herself and her daughter out of a homeless shelter and in a place of their own. Johnson, a homehealth aide, and 12-yearold Aijiah were forced to move out of their West Philadelphia apartment just before Thanksgiving last year, after the landlord jacked up the rent to $875 from $675. Soon, they were living on a bunk bed in the shelter a few blocks from Aijiah’s school. The girl was petrified that a classmate would see her using the secured entrance of the crowded, noisy shelter. With the $13 an hour

she earns caring for her elderly charges, Johnson planned to stay at the shelter — or with anyone who would let the two sleep on a floor, a couch or a spare mattress — until April. In past years, that’s when she received her federal earned-income-credit tax refund. The check never came. On the phone, an Internal Revenue Service agent told her the Department of Education was “holding back” the $8,220 refund to recoup some of her student loan debt. It would probably do the same next year, the agent told her, to recover the rest of the nearly $17,000 she owed. Johnson was confused. The two student loans she took out in 2006 in hopes of becoming a medical assistant amounted to only $6,625. Whenever she fell behind on her payments, she would be enrolled in

one of the forbearance plans promoted in a continuous stream of emails she received from Navient Corp., the largest loan servicer working under contract for the DOE. An Oct. 4, 2011, email stated: “You may be able to qualify for a deferment or forbearance, which can postpone your loan payments and keep your loan from going into default.” She was learning only now that those plans, while allowing her to stall payments, didn’t stop her debt from ballooning as interest and fees piled up. And she was now in default, prompting the DOE to move to collect. That was only the half of it. Until contacted by Reuters, Johnson didn’t realize that she could have avoided the entire ordeal by enrolling in one of the government’s incomebased repayment plans — an option she said Navient

House approves new Russia sanctions, defying Trump The U.S. House of Representatives voted overwhelmingly on Tuesday to slap new sanctions on Russia, and force President Donald Trump to obtain lawmakers’ permission before easing any sanctions on Moscow, in a rare rebuke of the Republican in the White House. It was unclear how quickly the bill would make its way to the White House for Trump to sign into law or veto. We’re two episodes deep into our seven-episode season of “Game of Thrones.” A while back, I wrote an article called “In Defense of Sansa Stark.” Back then, I had a lot of respect for her character. “Sansa’s passivity and ‘girliness’ may have gotten her into the situation, but it’s also gotten her out. Her ability to adapt has saved her life. She’s taken her ‘weaknesses’ and turned them into strengths. beaten, raped and held prisoner more than once. She was raised to be a soft, delicate princess and she’s been through hell with no preparation. Of course she would resent her “brother” for taking her power away when she just got some in her life. Some of his choices might not have been the best, or at least it would seem that way to anyone who hasn’t seen the white walkers. Sansa also just murdered her husband. Yes, he more than deserved to be eaten by dogs. The thing is, this woman was not trained as a warrior. She had the intestinal fortitude to get it done, but murder has an effect on people. She might not be making good choices after that. Look, it’s clear that even Arya is starting to show signs of what she’s become. She’s not thinking any clearer than Sam is when he decides to cure Ser Jorah despite what the Maesters will do to him for it. So, maybe now I’m done defending her char-

acter. But there is another reason I bring this up. I just wanted to say that it’s notable that we have so many female characters doing more than just sitting around or being attacked this season. We had a war room full of Queens and female leaders of all ages. There are enough female characters of consequence on the show now that one of them making the wrong choices and seeming weak or petty doesn’t stand out. Sansa doesn’t have to represent her entire sex, which often happens when there just aren’t that many. Many of us get angry when one of the few women on a show is weak or stupid because there just aren’t enough of them. I’ve had my issues with the portrayal of women in “Game of Thrones” in the past, but there are finally enough that I can be annoyed with Sansa and let it stand at that. Do not piss off Lyanna Mormont.

For the majority of our interview, Lily Collins plays it straight. She sticks to her talking points. She only shifts ever so slightly in the very plush armchair of the Whitby Hotel in Manhattan, glancing here and there at her publicists from underneath her famously glorious brows. But when I tell her I’m done asking questions, she immediately relaxes. “Awesome! Great! Cool time!â€? she says, genuinely. Her shoulders loosen, and finally, briefly, her innate charm shines through. We talk about style, we talk about tattoos, and just like that, our time is up. Of course, you can’t blame her. The 28-year-old has been hustling hard lately, promoting both “The Last Tycoon,â€? and “To the Bone.â€? The former is yet another take on F. Scott Fitzgerald’s gilded age, in which the “Mirror Mirrorâ€? actress plays the young, tenacious Celia. The latter is a brutally honest look at eating disorders. Collins plays Ellen, a woman struggling with anorexia, who isn’t so far away from herself. See, the British-born Los Angeles native is no stranger to eating disorders — most recent articles about the actress and, yes, daughter of Phil Collins are obligated to mention that she had her own battle with anorexia as a teenager. But she’s determined to make her experience the most teachable moment. “It’s been an incredibly therapeutic experience and process for me, “ she says. “And it’s incredible to see how the fire has sparked. It’s pretty special.â€? Here Collins talks leading by example, body positivity, and being in it to win it. How is your role as Celia on “The Last Tycoonâ€? dierent from

the things you’ve done before? For me, I’d never done anything in the 1930s. There’s just so much going on within the politics of the time that played into how to portray this character. I really enjoyed playing someone that’s a gogetter, that wants to do more than what people think she’s capable of, and [to be able to] do it over the span of so many episodes, there’s more of a depth you get to show. She’s super-determined. Have you taken her ruthless approach and applied it to your own career, at all? Oh, 100 percent! I’ve always wanted to produce, direct, write, all that. And seeing someone younger than me do it, to see what she goes through to get it done, that’s inspiring to me. She’s the young one, but she’s willing to fight to be taken seriously. project. I felt just as strongly about things that [Celia] does in terms of how [her film is made], and that it be taken seriously. And that I am heard. Shifting a bit to your other most recent project. You’ve opened up about your past battle with anorexia in tandem with “To the Bone.” How are you finding balance these days having had to revisit that so much? It’s definitely helped me, verbalizing things that I probably never would have before. I wrote my book [“Unfiltered: No Shame, No Regrets, Just Me.”] and I did this movie so that other people would feel less alone. And I’ve been given that gift back every day. Being able to talk about it is really freeing and hearing other people’s stories is also really freeing,

because I can see it in them and I can feel it. Marti [Noxon, the film’s

director] and I aren’t starting this conversation, we’re amplifying it. So I’m really proud of it. Body positivity often focuses on accepting the body you have, but sometimes it doesn’t acknowledge smaller or skinnier bodies. How do you think people can balance body positivity but still be inclusive? Strong comes in many different forms. I used to view healthy as what perfection looked like, not what healthy felt like. And for me, food as fuel, not punishment was a really strong mentality to switch over to. Because when you fuel yourself, when you fuel your body, you are the most powerful version of yourself. So you can’t judge based on what you see — it’s all about how you feel.

So there Theatre Exile was, minding its own business, interacting with South Philadelphia and its East Passyunk Avenue district audiences, during this, the company’s 20th anniversary season. As South Philly’s only theater complex and resident company, Theater Exile isn’t only part of the neighborhood to put on rousingly original dramas and comedies— Exile extends itself via educational programs at area schools on a regular basis. the next bit of news all the more galling: “The landlord put the building up for sale,� says Joe Canuso, Theatre Exile’s founding artistic director. “I mean, they offered it to us first, as we had another year left on the lease. But we were not in position to raise that kind of money in the short time he gave us. He had a figure in mind that was pretty outrageous, so, we couldn’t do it, even though the Passyunk Avenue Revitalization Corp. (PARC) tried helping us raise money.� Canuso was pleased that PARC, and the neighborhood in general, didn’t want Theatre Exile to disappear. He was heartened to hear the offers to aid with funding to keep Exile on that block. Still, the property’s owner wanted to act quickly

because he had a great, solid offer from a reputable Philly developer. “Long story short, those same developers [Noah Ostroff and Mickey Murray] got the building,� says Canuso of the new owners, who wanted to start development of a 23-unit apartment complex (neither Ostroff nor Murray responded to our request for comment). That the story doesn’t end there is where things get really interesting. Recognizing that Theatre Exile had yet another year on its lease to honor, Canuso and Deborah Block (Theatre Exile’s producing artistic director) negotiated with the new owner-developers. They asked Ostroff/Murray if Theatre Exile broke its lease and left a year early if the developers would be interested in building a theater at that same zoned-commercial

Much negotiation occurred, along with the usual developer’s surveys about how much its designs would change (Exile would be a basement theater with a first-floor lobby/ticket area). The sole sticking point — as in so many negotiations in South Philly — became the parking. According to city ordinance, a property owner can have a building with up to 24 apartments and not have to worry about providing parking. Add a theater or some commercial property, however, and that same developer must provide 13 parking spaces. “Suddenly, they’re saying

that if that is the case, the deal was off,” notes Canuso. “So, for us to get into our former space without the necessary parking, we had to have a variance from the zoning board. Luckily for Theatre Exile, it takes a lot of surveys about the audiences that was perfectly admissible for the board: Most of its attendees don’t drive to Exile; they walk because they live in the neighborhood. Or they bike. Or they take some form of public because the theater is just blocks away from the Broad Street subway. Or people get there via cab and Uber. “So we were given the variance from the zoning board,” says Block, who said the developers and the architect, Landmark Architectural Design, have been terrific. “We’ve worked with Landmark’s Vincent Mancini and Agata Reister, had many interactions with them and they have been incredibly responsive. We’ve seen the designs and it will be a

beautiful building.” For now, Exile’s 20172018 season will be held at the Latvian Society at 531 N 7th St., starting Oct. 12 with “Ideation” by playwright Aaron Loeb, with Jackie Sibbles Drury’s “Really” (January 2018) and Michael Hollinger’s “Sing the Body Electric (April 2018) to follow. After that, if things move as swiftly as the developer would like, Theatre Exile could be back in South Philly within a year. And just in case you were wondering how this went off without too much of a hitch — there is one. “There seems to an appeal started by one person who wants to push the envelope, who wants that parking to be provided by the developer, who won’t do it — so it’s a Catch-22,” says Canuso. “Most of the neighbors didn’t have an issue with Theatre Exile, but rather that the apartment building was going up with 23 units without additional parking,” says Block. “I agree that 23

go back to square one and find another space. “Definitely in South Philly, too. Not just because Deb and I live in the neighborhood, but because our roots are here. We’re very connected to the community, have our outreach program here, where we work with kids at Southern High and Andrew Jackson and we’re the only theater company in South Philly. This will always be Theatre Exile’s home.”

One of the things that makes Spruce Hill is special, says Featherman, is that the “architecture here is great; there are tons of Victorians and older homes with character,

many with updates on the inside.� Along with terrific homes, the neighborhood offers residents lots of amenities particularly near 40th and Walnut — which boasts a Fresh Grocer supermarket and multiplex cinema — and the bustling Baltimore Avenue commercial corridor, which Featherman says “used to be a dividing line, but is now a multi-cultural backbone.� The area’s ethnic diversity not only makes the neighborhood more vibrant, but offers residents a smorgasbord of food choices: Southeast Asian, Mediterranean and African restaurants sit side-by-side. Clark Park is a “microcosm of Spruce Hill,� says Featherman, and exudes “West Philly character that you won’t get anywhere else.� The area’s central public green space is a hub for recreational activities, including a year-round farmers’ market.

But despite a Pro Bowl nod last season, his production seemed to trail off after getting three sacks in his first three games with a total of just 6.5 — a year after collecting 9.5 in 2015. “Last year when [Fletcher Cox] had such a good start, that first month, teams adjusted,” Eagles defensive coordinator Jim Schwartz said. “They started taking him away, and we didn’t win enough one on ones away from him because that other tackle got the one on ones.
