Shartel (c.1941) Following national trends, Oklahoma City schools wished to develop a junior high school program to better prepare more students for high school eligibility. The School Board tried to pass a bond in 1916, but again the voters balked and it was not until 1919 that a bond could be passed to build three new junior high schools. The first three, opened in 1920 were Classen, Webster, and Capitol Hill, however these quickly became overcrowded and in 1922 Roosevelt and Harding were added.
