Yeah, nah! Last week’s Budget injected the biggest government spend in New Zealand’s history into the economy, but is it enough? Reality is that the pie is only so big, and there is never enough to go around all the needy. NATIONAL MULTI-AWARD WINNERS 2013 - 2019

Come this October, Christchurch will vote in a new mayor. Metropol editor Lynda Papesch catches up with sitting councillor Phil Mauger, about his tilt at the mayoralty.

“I have learnt a lot in my first term as a councillor. One of my strengths is my ability to work collaboratively with people from all sides of the political spectrum.” Looking ahead, Phil believes it is time to “shake the tree and challenge the status quo”, something he has already proven that he’s happy to do. During his first year on council, Phil came under the spotlight for digging a trench in Pages Road to solve a decade-long flooding problem. He was fined for doing the trench work without a resource consent, but was celebrated in the Burwood community for ‘getting stuff done’. He’s now focused on getting more stuff done for the community. “We have the message, loudly and clearly, from residents, that we need to get the basics right as well as continue to make Christchurch the best place to work, live and play,” he says. “The council must adopt a can-do attitude focused on finding solutions to the hold ups and getting the ball rolling. “We must be open to innovative thinking and trying new things – I can do this and I think they are good qualifications for a mayor.” Standing as an independent, he has already garnered support from people from all walks of life – teachers, nurses, farmers, business people, and mums and dads – “who just want to see stuff get done and don’t want more of the same”.

SPENDING THE RATES A key focus for Phil will be spending and managing council money carefully to keep its debt under control and minimise rate increases.

Fixing roads, footpaths, sewers and water mains are on his hit list. “They are our core business, so they need to be repaired, and be maintained going forward. That is what we all pay our rates for.”

Future-proofing Christchurch (city and district) by recognising the impact of climate change and the changing regulations council will need to meet are also on his agenda. “I support the big investment that will be spent over 10 years for climate change and environmental initiatives and I want to see this huge investment spent wisely.”

“Christchurch is becoming a more inclusive city, with people from many cultures calling Christchurch home – that can only be a good thing. We must continue to work closely with mana whenua and iwi too.”

Future challenges include the impact of inflation, the threewaters reform, and the review of local government, he says.

A

keen desire to improve how ratepayers perceive the Christchurch City Council, and also to bring about innovative change are two of the motives driving local businessman Phil Mauger to contest the mayoralty. He’s also doing it in memory of his late father Warner, who passed away at the end of 2020. Warner encouraged Phil to initially stand for council, and before he died, he also suggested Phil “having a crack at the mayoralty”. So he is. No stranger to council – he’s served one term as the elected representative for Burwood – Phil describes himself as a ‘successful businessman with strong community ties and a history of supporting community organisations’. Prior to becoming a councillor, he led Maugers Contracting, a third-generation company specialising in building subdivisions, roads, sewers, drains, and water mains since 1970. Now resigned from the company to focus on his mayoral campaign, he’s a proud family man, married to Chrissy and currently calling Avonhead home. Between them they have five children and eight grandchildren. His background in business is good grounding for the mayoral role, he says, a role which includes being a facilitator and enabler, and ensuring all councillors have their say.


Whipped cream with knives Coming to the Arts Centre’s Great Hall is A Little Night Music, promising to be an evening of theatre that is filled with surprising liaisons and long-simmering passion.

ith a cast that is both loved and familiar to Christchurch audiences, the show is not one to miss. The show is set in a weekend country house in turn of the century Sweden, bringing together a taste of love’s endless possibilities. Hailed as witty and wildly romantic, the story centres on the elegant actress Desirée Armfeldt and the spider’s web of sensuality, intrigue, and desire that surrounds her. At the helm is Christchurch-based Director Louise Glossop and Musical Director Mark W Dorrell. Mark conducted the National Theatre’s production of A Little Night Music in 1995 which starred Dame Judi Dench. He is thrilled to be working with such a wonderful company on this ravishingly beautiful score again “whipped cream with knives” is how the original director Hal Prince once described it.

Sondheim’s most commercially successful song “Send in the Clowns” is performed by the character Desiree who is played by Christchurch’s much-loved singer and actor Ali Harper. The Christchurch cast also includes opera singer Amanda Atlas, Wellington-based actor and singer Jane Keller, Jonathan Densem, and a further 20 or so performers.

Mental health support An innovative, employer-funded, fast response digital platform is delivering quick results for people usually facing long wait times to access mental health support.

I

n the 18 months since it launched, the Ignite Aotearoa platform has helped more than 3000 people to quickly access qualified mental health practitioners, therapists, coaches and mentors across the country. Eighty percent of users have said their wellbeing has improved following a support session. “Instead of someone waiting several months for an appointment with a support provider or to get support through traditional mental health and addiction services, people can use Ignite to book an appointment at a time that suits them and

with a provider they choose, no matter where they live in Aotearoa,” says Ignite Head of Delivery, Gina Nonumalo. Ignite was established following the 2018 Mental Health and Addiction Inquiry that found that current mental health support models were too restrictive, expensive and put intense pressure on the public health system. The World Health Organisation had also predicted that mental illness would be the leading cause of disability and absence in the workplace by 2030, if it wasn’t proactively addressed.

HOW IT WORKS Ignite is currently offering services to workplaces, with employers purchasing subscriptions for their staff to use the platform. Coping with BRAIN FOG Researchers from many leading medical facilities and institutes around the world, including the New Zealand Ministry of Health and Harvard University, have identified brain fog as one of the many Long Covid problems.

rain fog could be as simple as the fact that you can’t think of a specific word you want to use, or you might be uncharacteristically forgetful. Christchurch concussion and migraine specialist Gill Redden is increasingly seeing clients who have developed what is being labelled brain fog. Gill offers a range of services using CranioSacral therapy. Treatment areas include targeting the brain, as well as vertigo. “Using CranioSacral therapy as part of your natural, drug-free Long Covid recovery plan is one piece in the jigsaw puzzle to potentially returning to your preCovid health status,” she says. Using a manual soft touch, Gill helps release restrictions in cranial or other bones so that they can move more freely. She also treats organs, as well as the soft tissues that surround the brain and which

go down the spine to the sacrum. “During Covid, a high fever is often present thus causing the cytokines (which are inflammatory markers), to stay elevated. This indicates the immune system is operating in overdrive as it fights the virus, stressing many parts of the body,” she explains. While there’s no one-size-fits-all treatment that can cure these cognitive difficulties, Gill is providing clients with a unique opportunity to receive a 2.5 hour treatment package for their brain, valued at $340, for a limited time. THE WINTER FAVOURITES Tucking up inside with a hot bowl of tasty soup, gorgeous gooey pasta or mouth-watering pizza is one of the good things in life during cold, wet days. Even better is that many of these winter favourites don’t take long to make, especially with a bit of forethought, and creative pantry shelf stocking. Here are some suggestions from Metropol.

Keep some pizza bases in the freezer so you can whip one up whenever you want. Add all your favourite toppings, and if you have guests they can create their own. Olives, anchovies, salamis and such are popular toppings to have in stock. Make sure you’ve plenty of cheese to top it off. Grated cheese keeps well in the freezer too.

2. PASTA This can be as simple or as complicated as you choose to make it. Fresh pasta is great, but it doesn’t hurt to keep a packet of dried spaghetti, fettucine or macaroni in the pantry. The hard part will be deciding how to dress it. A creamy sauce or a tomato one? Seafood, mushrooms, or a simple pesto? They all taste great.

3. SOUPS Pumpkin soup is a quick and easy choice, especially paired with garlic or herb bread. Now is also the time for thick country-style chowders such as sweet corn, or seafood. Onions, garlic and vegetable stock are pantry staples for soup making, and it doesn’t hurt to have sour cream, cream cheese or full cream on hand either.

Chunky shortbread toffee bars

Method Line a 20 x 28 cm (8 x 11¼ in) rectangular dish with baking paper.

For the Biscuit base, place the ingredients in a large food processor and blend to a fine crumb-like texture. Tip the mixture into the prepared dish and press down firmly to pack evenly. If needed, quickly rinse the food processor bowl and blade.

TOFFEE LAYER

2 cups raw cashews

2 cups pitted medjool dates

1 cup coconut flour 1/2 cup pure maple syrup 6 tablespoons melted coconut oil 2 teaspoons pure vanilla extract

1/3 cup almond butter 1/4 cup pure maple syrup 3 tablespoons coconut oil 3 tablespoons water

2 teaspoons pure vanilla extract Pinch sea salt

For the Toffee layer, place the ingredients in the food processor and blend for at least 60–90 seconds to a smooth paste. You may need to stop the food processor, scrape down the sides, then blend again. Spoon the sticky toffee paste onto the base and spread evenly with a wet spatula or the back of a spoon. Place in the freezer for 1–2 hours to set.

CHOCOLATE LAYER 1/3 cup coconut oil 1/3 cup cacao powder 1/3 cup pure maple syrup

For the Chocolate layer, heat a small saucepan over medium heat. Add all the ingredients and stir until the coconut oil is melted and the ingredients are combined. Remove from the heat. Remove the slice from the freezer and pour over the chocolate layer. Return to the freezer for 1 hour to set. To serve, remove from the dish and slice into bars. Store in a sealed container in either the fridge or freezer.

Change your bedding

In the warmer months, fabrics like linen and cotton are popular, but when winter rolls around, switch up your bedding to warmer fabrics. Opt for materials like fleece or flannel, or heavy cotton for extra warmth. You can also switch out your duvet to a heavier weight, one with a down filling will keep you toasty all night.

Adding a nice throw to the end of your bed not only gives you an extra layer to keep warm under, but it adds a nice cosy feel to the room. Colours completely change the feel of a space. In winter, adding layers of warm neutrals is a great way to bring in warmth when it is chilly and dark outside. Where’s your Mauri Tau? Few resources and a need for whānau connection led to a new learning book, Kei whea a Mauri Tau - Where is Mauri Tau.

T

he book was created to help children recognise, describe and manage emotions such as anxiety, worry, anger, hurt and feelings of missing loved ones. Dr Waikaremoana Waitoki, a clinical psychologist and senior lecturer at the University of Waikato teamed up with clinical psychologists Andre McLachlan from Wintec and Lisa Cherrington to create a therapeutic story for teachers, health practitioners and whānau. Their book draws on Māori oral traditions and pūrākau (stories) woven together with modern practices of stress management and mindfulness. The book encourages tamariki to go on an adventure guided by atua Māori (ancestors/gods) to find Mauri Tau, a magical bird who will help them learn to be calm and settled. “When we went into our first lockdown, there weren’t really any resources for

Industrial interiors are often associated with lofty apartments and gentrified factory buildings that have been repurposed and converted into urban dwellings.

E

lements of this trendy interior style can be made to work in nearly any type of home. Plus, you don’t have to go for a full-on industrial look to still be able to incorporate some of its flair in your home. Leaving unfinished, raw and exposed elements is key for getting the ‘factory’ vibe that’s synonymous with industrial style, so it’s important to show the ‘bones’ and interesting architectural features of your space where possible. But if nothing in your home has that well-worn or patinaed look, there are some easy ways to get a similar vibe using paint, stains and other specialised Resene finishes. Resene FX Faux Rust Effect can work wonders in imparting a genuinely aged look on an unaged surface. Another idea is to use Resene FX Paint Effects medium to create a weathered or limewashed look over newer walls, which can give the impression they’re made of aged plaster or concrete. Choose two similar Resene paint colours – one that’s lighter and one that’s a couple of steps darker – that are similar to the material you are wanting to mimic. For instance, try Resene Triple Concrete and Resene Half Concrete for a concrete effect or Resene Double Blanc and Resene Quarter Blanc to get the effect of aged plaster. Start by painting your walls in

two coats of Resene SpaceCote Low Sheen waterborne enamel tinted to the favourite of your two chosen colours. Once your first colour has dried completely, use a Resene testpot of your second colour to colour a tin of Resene FX Paint Effects medium and apply it to the wall with a large, soft paintbrush in a criss-cross motion. Work in small sections of approximately half a square metre and immediately buff each freshly painted area with a clean, dry rag before it has a chance to dry, which will soften and blend the effect. Adding a vintage touch by including reclaimed and repurposed items is a sure-fire way to enhance your design’s industrial vibe. Check local op shops, and markets and keep your eyes peeled for things like steel bins, timber boxes, old lockers, signs, stools and chairs that can bring an eclectic feel to your space. The colours you choose to decorate your industrial design with are an important part of getting the right effect, too. Grey, brown, silver and black are prevalent in industrial colour schemes. However, primary or vintage reds and yellows – especially yellow ochres and red oxides – such as Resene Fuel Yellow, Resene Hot Toddy or Resene Fahrenheit and greens such as Resene Half Forest Green or Resene Go Ben play their part in the look, too.

A grand opportunity Work is well under way to turn The Grand in central Christchurch into a world-class destination, complete with an artisan French bakery, people-focused food court experience, visitor information centre, iconic restaurants, and bars and one of New Zealand’s largest outdoor plazas.

One such outstanding design from Chaney & Norman Architects is the Ben Ōhau House, sited on 16 hectares in the foothills of the Ben Ōhau Mountain range near Twizel. Set within an open landscape of big skies and big mountains, the house balances a sensitive interaction with its environment while grounding itself firmly within the landscape. “Simplicity of form was the desired aesthetic to create a relaxed informality with easy going functionality for a holiday

lifestyle,” explains Beth Chaney-Walker. “However, intricacy was required for the thermal performance and structural resilience to respond to the extreme climatic conditions of the Mackenzie Basin where the wind is known to get to intense speeds, heavy snowfall is common, and the summer heat is unrelenting,” she adds. THE BUILD Durability, resilience and thermal performance were at the forefront of this robust construction. With wind speeds often exceeding 200km/hour, a collaborative approach with the structural engineers (Engco Ltd) and the product suppliers was necessary

SIPs panels provide structural rigidity to the extreme winds, and their high thermal performance provides a comfortable interior environment year-round. This avoids any moisture-laden air penetrating into the structure which would otherwise cause issues in this environment of temperature extremes. The result is a robust and comfortable home, despite being subject to batterings from the often harsh external environment and conditions.

Help conserve Putaringamotu / Riccarton Bush A remarkable 7.8-hectare remnant Kahikatea forest, situated just 3km from the Christchurch City centre, Pūtaringamotu/Riccarton Bush needs your help.

pen free to the public during daylight hours, the bush includes almost 900 metres of flat, relatively accessible tracks. Home to numerous native birds such as kereru, korimako, pīwakawaka and riroriro, and to many native insects and geckos, it is protected by a predator-proof fence. Significant both ecologically and culturally, it is the largest remnant of alluvial podocarp forest on the lower Canterbury Plains and Banks Peninsula. A key mahinga kai site for Ngai Tūāhuriri, it is also the place of first permanent European settlement in Ōtautahi. Gifted to the people of Christchurch by the Deans family in November 1914, it is run by the Riccarton Bush Trust and its operational staff. The Trust, in conjunction with the Christchurch Foundation, is now raising funds to upgrade and enhance the bush.

The project aims to: • Integrate Ngāi Tūāhuriri narratives, values and associations with the bush through design, art, entrance experience and interpretation • Upgrade the track system and infrastructure • Develop areas to support large group visits • Provide interpretation to educate, engage and encourage participation “This special place, this link to our past, with its unique sights, sounds, smells, culture and history must be protected and conserved for the people, not only of Waitaha Canterbury but all of Aotearoa. Pūtaringamotu/Riccarton Bush is a place of living history, a gift to future generations and it must be protected,” says the Trust.

The “Road to Zero” is already well underway. It has been a couple of years since the Government made the announcement of achieving a “zero” road death toll by 2050. The spearhead of this goal is the country’s speed limits.

W

hile I do agree some technical and off camber rural 100km/h roads with broken up bitumen do need a limit rethink, speed is not the be all and end all that the Government thinks it is. This relentless focus solely on speed has left the powers that be seemingly oblivious to what could make this “road to zero” actually happen. Making Kiwis better drivers. In countries such as Sweden and Finland, you must prove you can master your car in a variety of conditions before you are even considered to be allowed on the roads. Comprehensive driver training is key to giving drivers the knowledge and the ability to not only handle their cars in all conditions, but also know how to react in any situation. Rather than spend millions on television advertisements which focus solely on the speed limit, the Government should also equip Kiwi drivers young and old with skills in order to abide by the law and be road safe.

he fully electric i7 which is based on the seventh-generation 7 Series flagship sedan joins BMW’s rapidly expanding line-up of forward-thinking, zero emissions mobility solutions. The combination of efficient electric drive optimised adaptive recuperation, improved climate control and high energy density for the high-voltage battery with usable capacity of 101.7kWh deliver a range of 590-625km on the WLTP cycle. High speed DC charging with up to 195kW will enable customers to increase the range of their BMW i7 xDrive60 by approximately 170 kilometres in 10 minutes. Development of the new 7 Series is aligned with BMW’s primary focus on C02 reduction, use of green energy and using a high proportion of natural and recycled materials in the production phase. Another feature will be an innovative technology toolkit with new generation sensors, enhanced software stack and a powerful computing platform with clear potential for Level 3 automated driving and parking capability. Prominent interior elements include a subtly backlit control panel in the centre console with a new gear selector, as well as glass applications for selected controls.
