What’s Up Doc? FBI raids of union boss may mark turning point for IBEW Local 98
Y
ou have to give it to Johnny Doc; he knows how to host an FBI raid. There stood the head of the powerful electricians’ union, IBEW Local 98, in his canvas slippers, khaki shorts, untucked white dress shirt and an old-school 76ers hat, serving donuts and iced tea to members of the press as his house was being raided by the feds. His attitude matched his outfit, telling reporters, “Nothing has changed in my house except maybe for the tomato plants in the backyard.” His media flack, Frank Keel, rounded out Doc’s allusion with this: “…the search of John’s home is puzzling, since nothing in it or about it has changed since the last time the FBI searched it a decade ago. There will be no further comment on this situation at this time, pending further developments.” While it may be true that in the past decade nothing has changed in Doc’s house, much has changed on city council as well as in the inner sanctum of the union headquarters on Spring Garden Street. It is those changes that may tell us more about what was going on at his South Philly home beyond his tomato plants. In his 2014 seminal analysis of the rise of Johnny Doc and Local 98, the Philadelphia Inquirer’s Bob Warner wrote: “A relatively small Philadelphia union has become the biggest independent source of campaign money in the state.
Local 98 of the International Brotherhood of Electrical Workers has poured $25.6 million into political races since 2000, an Inquirer analysis of campaign records found - more than statewide powerhouses such as the trial lawyers, teachers’ unions, or Marcellus Shale gas drillers.” “Now, what Dougherty recently called ‘the Local 98 political machine’ is going fulltilt. Its money and manpower have helped elect mayors, City Council members, county commissioners, and congressmen, state legislators, governors, and 58 judges, including Dougherty’s brother - and five of the seven justices of the state Supreme Court. The union’s political action committee has contributed more than $5.5 million to current officeholders in Pennsylvania, New Jersey, Delaware, and the federal government - from the courthouse to the White House.” “Though other unions outnumber the local’s 3,800 members, none approach its $25.6 million in campaign spending since 2000, after the state’s records were computerized. As a close observer of Pennsylvania politics, G. Terry Madonna, said, it has become ‘a major force to be reckoned with.’ ‘We’re talking about an extra-powerful union that has tentacles throughout the city in a whole variety of political contexts,’ said Madonna, a political scientist at Franklin and Marshall College. ‘And that influence is not just expressed in the normal way through giv-

They have alternate PACs and other ways to reach the electorate for the candidates they want, through ward leaders and so-called consultants that roam around to deliver their influence.’’’ Johnny Doc’s meteoric rise has created the political career of business agent Bobby Henon, who now holds the titles of ward leader and city councilman. There are scores of municipal and common pleas court judges who wear their robes because of his largesse. Just last year, Johnny played his two biggest cards: single-handedly bankrolling his brother Kevin’s successful bid for a seat on the state supreme court, and using political action committees to operate outside severe city political contribution limits to launch over $1 million in proKenney television ads.
So, it came as no surprise that on the day Johnny Doc’s house was raided by the FBI, Bobby Henon’s City Hall and district offices were also raided. Likewise, it was no surprise that news helicopters were circling over IBEW headquarters as it was being raided; and no surprise that leaks coming from the feds hint that the raids have something to do with Kenney’s race for mayor. As we’ve said, nobody does FBI raids like Johnny Doc who told reporters gathered outside his house, “Maybe I win too much. I’ve been doing this for 25 years … I’ve had many, many subpoenas and many, many visits. I’m not making rookie mistakes.” Maybe it’s not that Johnny doesn’t make rookie mistakes anymore; maybe he just started to play in a league that got too big for him. AUG. 21-28, 2016

Or when he told a crowd of 500 people at Plymouth Whitemarsh to stand for the anthem even though he was told minutes before there was no performance or tape that day. “I simply forgot,” he laughed. “At least that time, I didn’t sing. I just yelled, ‘play ball!’” But people love him so much that they don’t care. Especially, in inner city Philadelphia where he has worked games for over seven years, often without making a dime at first. Now Schwartz is sought out — in some cases fought over — and paid accordingly for his services. “Jake is good people,” said Danny Jackson, the coach at MC & S, who is also a pastor. “He has come to my church and supported me outside of basketball. Jake cares about each and every one of these kids. And they love him. He gets on the mic and gives each of them a huge shouting introduction and makes them feel special.” When Mike Morak was looking to expand his brand at the Rumph Classic in 2012, he brought on Schwartz. As Morak’s event grew, so did Schwartz’ lore. “Jake definitely has his shaky moments, but I couldn’t be more proud of him. He’s become a huge part of this event. If I couldn’t rely on him to give a top performance with my event, he wouldn’t be on the mic. He did a great job for me for this summer.” Another amazing part of the Schwartz lore is his transportation issues in the past. Schwartz got his license to drive less than two years ago and has been self-reliant since. For the previous seven years however,

“The Voice” got to games regardless of rain, sleet, snow, and got there by foot, bus, carpool, train, or any means necessary. He was not shy for asking for rides. “I get up at 6:30 every day and try to find a way to do a current job, prepare for a game I’m about to work, or find a new person or event to work for,” he said. “But before that, I got up an hour earlier, or I always left for events three or four hours earlier, because I wasn’t driving because of my disability. If I had to take three buses and walk a half mile to get to Northeast High, or Imhotep Charter, or wherever; so be it. I will never miss a game.” In addition to announcing games, Schwartz started his own YouTube channel and uploads interviewing sessions with top basketball names. Every Big Five coach has participated, as have NBA players past and present. Schwartz said he played mopup time at Upper Dublin in 2001 and 2002. But that wasn’t leading to anything. “I am a 5-foot 8-inch white, Jewish kid from the suburbs. My chances of making it to the NBA are zilch. So I did what any kid in my situation would do, I found a way to work in sports on my own. So many people said I couldn’t be in sports because I have a learning disorder and ADD but there is nothing that is going to stop me from making it to the NBA. I feel so happy when I walk into a gym and people start yelling ‘Voice, Voice.’ I feel love [from] people for my efforts, and I love working for these kids and coaches and athletic directors and event organizers as well.”
Marking History Pennsylvania Slave Trade marker is latest in historian’s effort to recall Black presence, perseverance by Sheila Simmons

ven on this day, the dedication ceremony for a hard-earned historic marker near the Philadelphia site that served as a port in the slave trade, one marker is not enough for Charles Blockson. Before a crowd gathered near the Seaport Museum on Aug. 5, the 82-year-old historian, collector and author rattles off the locations of other slavetrade sites, as well as a forgotten burial ground, then challenges, “What are we gonna do about that? This is important!” Blockson’s latest success at marking important locations in Black history is located near Front and High Streets. The dark blue marker topped by the Pennsylvania state seal reads: “African people, first enslaved by the Dutch and Swedes, survived the brutal voyage from Africa to the Caribbean islands and the Americas, debarking on the Delaware River waterfront as early as 1639.” It states that even William Penn, other Quakers, and Philadelphia merchants “purchased and enslaved Africans.” Slavery grew as an institution, but the marker makes the point that “these courageous people persevered and performed integral roles in building Pennsylvania and the nation.” People wanting to dismiss the notion that Philadelphia played a fundamental role in the slave trade should probably avoid any engagement with Blockson. He once told the Philadelphia Inquirer, “Philadelphia insured more sailing vessels dealing in slavery than any other port besides Boston. They were damn well involved.” On this day, before elected officials, community activists and others, he offered, “It is a great honor to be here today, to honor the victims of a cruel fate.” The Pennsylvania Slave Trade marker brings to

nearly two dozen, the number of state markers that have resulted from a collaborative project between Blockson and the Information Technology and Society Research group of Temple University. Other markers can be found outside of the former residences of notable individuals such as singer Billie Holiday and poet Phillis Wheatley, as well as marking the sites of institutions like the Church of the Advocate, Standard Theatre, Citizens & Southern Bank and Sigma Sound Studios (birthplace of “The Sound of Philadelphia”). It’s all the result of a long-remembered comment from a former teacher of Blockson – which he’s shared often – who told him as a child that Blacks didn’t have a history. Their role was to serve white people. But Blockson has been collecting and marking Black history ever since. His extensive international travels he collected a trove of rare African, African American and African Caribbean publications, as well as prints, photographs, manuscripts, music, letters and more. Donated to Temple University, they’re now housed in its Charles L. Blockson Afro-American Collection. During the marker ceremony, a member of the Haitian Professionals of Philadelphia, presented Blockson with an award and offered, “We thank you. We thank you for being a voice to the fact that the lives of black, brown people matter. And their legacy matters.”

Girl Scouts of Eastern PA are S’more Winners by HughE Dillon
Earlier this month Girl Scouts of the Eastern Seaboard held their annual S’mores Competition at the Hyatt Regency Chesapeake Bay Resort in Cambridge, MD. Participating in the competition were the Girl Scouts of Eastern Pennsylvania, Girl Scouts of Chesapeake Bay, Girl Scouts of Central Maryland, and Girl Scouts of the Nation’s Capital. The day started off with excitement as the teams raced against each other to cover 24-foot tables with thousands of freshly assembled s’mores, then dashed to the finish line to take first place. The Girl Scouts of Eastern Pennsylvania came out on top. A gratifying win, considering last year’s disappointing last place finish. All of the councils received $1,000 donations from the Hyatt Regency Chesapeake Bay.

The Voice is Booming in Philadelphia No challenge is too big to overcome for this enterprising announcer By Jeremy Treatman
J
ake “The Voice” Schwartz didn’t know what to do. The inexperienced public address announcer was belting out introductions at a Harriton High School girls’ field hockey game in 2009, when all of a sudden he was alerted that there was no national anthem to play over the lead speaker and no one to perform it live. “So, I just asked everyone to stand up, take off their hats, and I started to sing the anthem on the mic,” he said. “Thank god, I remembered all the words.” Observers said it was not a bad or offensive performance, like Roseanne Barr’s rendition at a 1990 San Diego Padres game, but Schwartz knew immediately he had overstepped his bounds. “It was a mistake but it was a funny mistake. I looked around and people were laughing. [Former Eagles president] Joe Banner got a chuckle out of it. He had a kid playing. I know [athletic director] Tom Ferguson wasn’t happy with me but he also had a laugh about it.” If one didn’t know Schwartz then, they probably do now, especially if you are a basketball fan in Delaware Valley, New York, New Jersey, or Maryland. The 31-year-old self-proclaimed “The Voice” has become one of the foremost basketball public address announcers in the country. By his estimation, he has shook 25,000 hands and worked 500 games in the last several years. He has worked high school and college games, AAU tournaments, team camps, and all-star games. Schwartz, an Upper Dublin and Temple graduate, landed one of his biggest gigs with this year’s Daniel Rumph Classic at La Salle University, August 5-8. On the final night, NBA star James Harden joined the game along with local NBA players such as Maalik Wayns, Markieff Morris and Marcus Morris. Allen Iverson and Joel Embiid made appearances. In front of 4,000 fans, Schwartz introduced

them all. “Easily the greatest moment in my life,” he said. “But as excited as I was, I made sure I treated James Harden the same way I treated all the high school players I have worked with and introduced at games over the years.” If this doesn’t seem like a big deal, think again. Schwartz was born with an acute version of attention deficit disorder and was rejected for every job pursuit from 20062008. Game organizers considered him to immature and dangerous to be on the microphone. His condition can be a tough one to overlook for an employer, especially in the vital positions that he had coveted, in arenas all over the city. “You never knew what could come out of his mouth,” one prominent potential hirer said back in 2009. “It would be a gamble to have him come on the mic and not follow instructions or start rambling or screaming. I look at him now and I say, wow, that kid really turned it around. He’s amazing. He’s one of the five best public address announcers I have ever heard.” Schwartz’s booming voice and unbridled enthusiasm for his jobs have made him well known and beloved among basketball circles, especially among city basketball people. “The Voice is everywhere,” said AAU team Philly Pride president Amauro Austin. “College coaches, high school coaches, scouting directors go to a little Math Civics and Sciences game on a Tuesday afternoon, a Catholic game that night and then a college game the next day, and the first person you see when you walk in the gym is Jake. The kid is literally everywhere. I have shaken that guy’s hand so many times, I couldn’t even tell you how many.” So how did a kid with a dream and a major learning disability earn the trust of pretty much every basketball event organizer in the Mid-Atlantic region? Schwartz does
public address for Scholastic Play-by-Play Classics, Roselle Catholic, St. Anthony, Big Apple Classic in New York City, AAU events in Maryland, Prime Time Shootout, Gwynedd Mercy College, the Philadelphia Public League and Rumph, just for starters. Schwartz is so busy now; he has had to turn down offers to work because of prior commitments. “I have said that since I [was] 15 years old, I am going to do everything I can until I make it to the NBA, and I won’t stop until I get there.” Schwartz, incidentally was beat out by Matt Cord and hundreds of others four years ago for the 76ers’ public address job. He didn’t sleep for three days afterward because of the disappointment. “I think what happened is that I started to use my learning disability to my advantage,” Schwartz said. “My mom told me when I was young that my motor skills were not normal and I always felt different from others. But over time, I started gaining confidence in the classroom and in public … I could work and connect with people better and pursue the dream I have had since I was fifteen: to be a public address announcer or television announcer for the NBA. The condition I have actually helps me focus. I started to focus in on just the job itself. I concentrate on learning how to annunciate and accentuate names and words. I just couldn’t do that when I was in high school. I know
when I started announcing games for high schools in the city and the Scholastic Playby-Play Classics, I just couldn’t stop talking and yelling at first. I was just too excited and [all over the place.] Now, the focus is there. I really can concentrate on the job itself and not hone in on everything else that is happening around me.” He still makes mistakes.
