A Message From Marc H. Morial, President and CEO of the National Urban League
Dear Friends, As we gather this week for the 2015 National Urban League Conference in South Florida, the nation is experiencing what may be the most intense focus in decades on economic inequality, educational equity and racial justice. The
National Urban League’s “Save Our Cities: Education, Jobs & Justice” conference features sessions and activities built around the Urban League Movement’s agenda to address the challenges of unemployment, educational inequity, and social injustice with FREE activities to empower the entire family! In addition to exciting exhibits in our expo hall, the Conference features free screenings for the entire family and useful tips and demonstrations in the Health & Wellness Zone, part of the N.U.L. Experience Expo. Other highlights include a free College Fair, Career and Networking Fair and a one-day Small Business Matters Entrepreneurship Conference – with a chance at $10,000 in prizes. Dozens of programming experts will develop a social justice application during the TechConnect Hack-a-thon. Occupying a singular echelon in America’s cultural and political discourse the National Urban League Conference is the nation’s largest civil
rights and social justice conference, attracting thousands of the nation’s most influential community leaders, top policy-makers, academicians, business leaders and artists for three days of dynamic dialogue, intellectual exchange and community service. We look forward to you joining us for an empowering time! Sincerely, Marc H. Morial President and CEO National Urban League

Welcome to Broward County! Our community is excited and grateful for the opportunity to host the 2015 National Urban League Conference Save Our Cities: Education, Jobs & Justice in the beautiful City of Greater Fort Lauderdale. We know our visitors will enjoy the sun, fun and beauty of South Florida, as well as the hospitality, generosity and friendliness of our residents. Bringing the National Urban League Conference to Broward County means so much to our community. For us at the Urban League of Broward County, it represents all of our hard work in the past 40 years in transforming the lives of individuals and families by giving them opportunities to pull themselves out of all the hardships associated with poverty. We’ve earned a national reputation for creating a fair shot at success for thousands of people by providing access to lifechanging employment and education opportunities and quality housing and health care services.
In all, our programs impact thousands of families every year. We can do even better. We recently launched our “Breaking the Cycle” of poverty campaign to raise funds, increase volunteerism, and create more awareness of the social and economic needs facing Broward County. Our goal is to reach many more people through services and programs every year.
Attracting the Conference to Broward County is also a culmination of our work in building partnerships. Dozens of public and private partners across our region, including the Urban League of Broward County, are working together to address juvenile arrests, foreclosure, infant mortality, and so many other crippling factors that have held back so many people. We believe we are a model for our nation. The Board of Broward County Commissioners, City of Fort Lauderdale, Greater Fort Lauderdale Convention & Visitors Bureau, and TD Bank – these are among our many partners and sponsors who have enabled us to do so much locally, and have now given our community the opportunity to participate in the National Urban League conference. It’s a big year for us at Urban League of Broward County. In addition to hosting the Conference, we’re celebrating our 40th anniversary of serving our community. That’s 40
years of providing the unemployed or underemployed access to job readiness skills and good jobs; giving our young people access to educational opportunities; offering families services to buy homes, stay in their homes or qualify for rentals; and getting children and adults access to vital health care resources. At the National Urban League Conference, all of our great work will be on display. Attendees will see that Broward County is a diverse and vibrant cross-section of cultures where people from all backgrounds work together to address our toughest challenges. Enjoy the Conference!

State of Black America ®
By Marc H. Morial, President & CEO, National Urban League Few times in a nation’s history is the conscience of its citizens shocked and awakened across racial, economic, generational and even ideological lines. These are the times when the collective consciousness of a people also unapologetically screams that it’s time for change—and that it must start today. That time is now. 2014 was indeed a catalytic year that was propelled by cataclysmic circumstances—little accountability for law enforcement responsible for killing unarmed Black men, teenagers and children; a continual assault on voting rights; widening economic inequality gaps; and an increasingly partisan education debate far more rooted in political agendas than in putting our children first. The theme of the 2015 State of Black America “Save Our Cities: Education, Jobs + Justice” conveys the urgency of focus around each of these areas and their interconnectedness in our ongoing quest for full equality in America. So, what is the state of Black America in 2015? In short, on many fronts, Black America remains in crisis—and we see justice challenged at every turn. The world watched as nonindictments of the police officers responsible for the deaths of unarmed Black males including Eric Garner, Michael Brown and John Crawford signaled that police accountability
for taking Black lives was reaching a modern-day low—and that the widespread and dangerous mistrust between law enforcement and too many communities of color in America was reaching a new high… Justice was also challenged in 2014 with an assault on voting rights following the Supreme Court’s 2013 decision in the Shelby County case… In the aftermath, we’ve seen states across the nation move aggressively to enact new voter suppression laws aimed at making registration and voting more difficult for people of color…Organizations like ours will continue to fight to protect democracy via the protection of our voting rights and pushing Congress to move the bipartisan Voting Rights Amendment Act of 2014 forward, but the battle is not ours alone. Individually and collectively, we must take the first step in ensuring our voices are heard by ensuring our votes are cast in every election. Justice also continues to be challenged on the jobs and economic front. The start of 2015 saw the most sustained period of job creation this century. However, the dark cloud inside this silver lining is that too many people are still being left behind. Black unemployment is twice that of white unemployment. Wages are stagnant. Many people who are working are simply not earning what they need or should earn to make ends meet. Whether one calls it income inequality, upward social mobility, decline of the middle class, eliminating poverty among working people or something different, it is one of the great challenges facing postrecession America… We don’t have all of the answers, but we know the power of action— and we have a model that works. Through the National Urban League’s 50-city, $100 million Jobs Rebuild America initiative and our steadfast commitment to workforce development, we have made it our business to train and prepare people for good jobs that pay good wages. We have put more than 160,000 people to work during my tenure here alone. We have also fought victoriously for the passage of bipartisan jobs bills like the Workforce Innovation and
Opportunity Act (WIOA), which is allowing millions of unemployed and underemployed workers and urban youth of color to receive the job and skills training, as well as support services, they need to chart a path to a better future… Lastly, justice has been challenged regarding education—undoubtedly one of the most pressing civil rights issues of our time. Disparities remain in both the K–12 and higher education system. Sixty years after the landmark ruling in Brown v. Board of Education ended segregation in America’s public schools, separate and unequal is still a pervasive reality… Black and Brown students are less likely to share classrooms with white students. We also see separate and unequal levels of expectations and resources in our schools that continue to break down along economic, and thus largely color, lines. The Organization for Economic Cooperation and Development (OECD) found that the U.S. is one of few advanced countries where more educational resources are provided to schools with richer students than to those serving poor children. More must be done to ensure that all districts are held to high standards, that those standards are consistent across the country, and that schools, teachers and students in all schools
and neighborhoods have the necessary resources to succeed. In 2014, via the National Urban League’s 360-degree Put Our Children 1st television, radio, digital and social media platform, the Urban League Movement took an aggressive public posture in support of higher education standards (widely referred to as Common Core State Standards) and improved accountability combined with equitable resources and implementation…(To learn more about the campaign, visit www. putourchildren1st.org.) In 2015, our stake in the ground around education continues to deepen…For the first time in the history of the State of Black America report, in addition to the National Equality Index™ and Metro Equality Index Rankings, we have included a 50-State Education Equality Index and ranking of Black– White and Hispanic–White equality in educational achievement… We are a nation that has to confront today’s challenges with a clear understanding of our past. This is our work, and we will succeed because we are resilient—buoyed by our victories of yesterday, our progress of today and our hopes for tomorrow. The time is now, and as long as justice is challenged on any front, we will keep pushing on every front.

Clinton, Bush, Among Presidential Candidates to Take Part in National Urban League Conference
Candidates for the 2016 U.S. Presidential Election will participate in the National Urban League Conference, including former Secretary of State Hillary Clinton, former Florida Gov. Jeb Bush, Senator Bernie Sanders, former Maryland Gov. Martin O’Malley, and retired neurosurgeon Ben Carson. The candidates will share their visions for saving our cities on Friday, July 31, during a session entitled “Off
To The Races: The 2016 Presidential Candidates’ Plenary.” “As we convene in Florida to deliberate solutions to the economic and social challenges our cities are facing, it’s vital that those contending for the highest office in the land be part of that conversation,” National Urban League President and CEO Marc H. Morial said. The candidates’ plenary will take place on the second full day of the
Conference themed “Save Our Cities: Education, Jobs + Justice.” “Our focus was inspired by a year that saw little accountability for law enforcement responsible for killing unarmed Black men, teenagers and children; a continual assault on voting rights; widening economic inequality gaps; and an increasingly partisan education debate far more rooted in political agendas than in putting our children first,” Morial said. The four-day event at the Greater Ft. Lauderdale/Broward County Convention Center features empowering sessions and workshops presented by political, business, and entertainment leaders and influencers on topics including education, business, the economy, health, and justice. The N.U.L. Experience Expo Hall includes exhibits, entertainment, a Volunteer Zone, Health Zone, and chances to win exciting prizes.
The Conference also will present a Career & Networking Fair, a One-Day Entrepreneurship Summit and a Young Professionals Summit. The National Urban League is a historic civil rights organization dedicated to economic empowerment in order to elevate the standard of living in historically underserved urban communities. Founded in 1910 and headquartered in New York City, the National Urban League spearheads the efforts of its local affiliates through the development of programs, public policy research and advocacy. Today, the National Urban League has 95 affiliates serving 300 communities, in 35 states and the District of Columbia, providing direct services that impact and improve the lives of more than 2 million people nationwide.

40 Years of Breaking the Cycle of Poverty in Broward By Germaine Smith-Baugh, Ed.D., President and CEO of Urban League of Broward County Forty years ago, unemployment in Broward County was at an all-time high -just over 17 percent. There were only two black firefighters and five black policemen on the force in Fort Lauderdale. The overwhelming majority of our county’s black residents worked as unskilled laborers in low-paying service and maintenance jobs. This needed to change. And so, Margaret Roach pushed for the creation of the Urban League of Broward County. Her vision: improve employment, housing and education for local AfricanAmericans so they could achieve economic equality. Today, our Urban League has taken that vision to new heights. We’ve become a champion in the fight for equality, justice and prosperity for all. We’ve improved the lives of countless families by providing access to lifechanging employment and education opportunities and quality housing and health care services. Our successes in Broward County and beyond will be on display at the 2015 National Urban League Conference at the Broward County Convention Center on July 29 to August 1. There, we plan to expand our reach to fulfill our mission’s promise by:
•
•
•
Providing access to quality and affordable health care solutions for hundreds of families through our Latch On event and health screenings.
Our 40th anniversary this year is a community celebration as we have worked with so many partners and advocates to become a leading provider of services for children, families, seniors, veterans and young professionals in Broward County. Our “Breaking the Cycle” of poverty programs are reaching more than 7,000 people every year, helping them improve economic stability and uplifting our community. Just look at what we have accomplished over the years: • Helped 20,000 youth in the past decade enter school ready to learn, graduate, and be prepared for college and careers. • Assisted 2,000 families since 2010 in our workforce development program connect to living wage jobs. • Helped 200 families since 2010 become new homeowners and saved $4.5 million in mortgage payments through loan modification and home foreclosure expenses. • Assisted 6,000 pregnant women since 2010 receive health care education and services.
Making hundreds of Broward County children ready for college, work and life through the Youth Leadership Summit on the campus of Nova Southeastern University. Helping thousands of Broward County residents gain access to jobs with a living wage and good benefits through a Career Fair.
These efforts have attracted national attention -- culminating with the Urban League of Broward County playing host to the 2015 National Urban League Conference. But it’s not just national advocates who have taken notice of our work. Local families also have praised our staff and volunteers for making a big difference in their lives.

For 19-year-old Antonio Mitchell, the Urban League of Broward County’s Asset Building Leads to Excellence (ABLE) program (designed to increase positive decision-making in middle school students) sent him in a new direction.
“The first thing I did through the program was take advice from the people around me: get a skill and a job. I obtained a forklift certification and soon got myself a job. After this, I spoke to others in the program about my job success and they were really impressed. Some asked me to be their mentor. Me, a mentor? Yes. I was changing for the better.”

Shalania Civil, also part of the ABLE program, shared a similar experience.
“The ABLE program is a wonderful program that I love because it inspires kids to not give up on life, no matter what the situation or circumstance is. The staff became a part of my family. When my real family was not there, the Urban League was. I learned that when people owed me nothing, I could appreciate people a lot more. I also learned to appreciate myself as well. That’s what it takes to be successful in life.” Over the years, the Urban League of Broward County has been involved in many of our area’s most important milestones related to social and economic changes. Those included:
•
1978: Participating in the landmark
•
•
•
federal housing discrimination study, “Salt and Pepper Teams,” which showed that three of four blacks had been discriminated against when looking for housing. 1996: Launching the 33311 Community Development Initiative which was intended to improve conditions in the mostly depressed, unincorporated area in the Sistunk corridor, known at one point as one of the nation’s worst areas for children to grow up. 2000: Creating the countywide Achievement Matters Campaign, an educational accountability initiative focused on increasing the graduation rates among students. 2012: Opening the Community Empowerment Center as our new headquarters in Fort Lauderdale, providing more space for programming and community meetings.
While there have been many triumphs over poverty, Broward County still has a long way to go. There are many people looking for decent jobs, affordable housing, a chance at college, and better medical care. We’ll be working, along with our partners, on creating more opportunities for success for the people of Broward County, as we have done for the past 40 and as we aim to do for the next 40. Today, we are immensely proud and honored to have held the torch – by standing on the shoulders of giants like Margaret Roach.
