This award is handed out each year by the GCNKAA president to the person of their choice in recognition of their service to the Greater Cincinnati Northern Kentucky Apartment Association. Is it me or was January 75 days long? As if the long month wasn’t enough, I just read a news story that said there were 21 days of gray skies in January! Bring on February! Before we usher out the first month of the year, I do want to say a heartfelt thank you to everyone who joined us for the Officers Installation Dinner a few weeks ago. Congratulations to Mr. Justin Seger, who was awarded the President’s Award by Tonya Petersen as her last ofMelissa Joy ficial act as President, for his numerous Village Green Mgmt. contributions to the Greater Cincinnati Northern Kentuckuy Apartment Association (GCNKAA). Justin serves as Vice President of the Executive Committee, President of Apartment Association Outreach (AAO), and Co-Chair of the Legislative Committee. Justin couldn’t be more deserving of this acknowledgement and award and we are so proud to serve alongside him. Now that February is here, I’m especially excited because it is time for my very favorite GCNKAA event: The State of the Industry presented by CBRE. Kyle Carpenter Thursday General Session Speaker While serving as a Marine rifleman in Afghanistan at age 20, on the morning of November 21st, 2010, Lance Corporal Kyle Carpenter’s squad was attacked by Taliban forces. During the attack, a live grenade landed between Kyle and a fellow Marine. In a courageous act to save his fellow Marine, Kyle threw himself on the grenade. Kyle’s injuries were severe – he was unconscious for five weeks and spent over two and a half years recovering at Walter Reed National Military Medical Center in Bethesda, Maryland.
He had lost his right eye, most of his lower jaw and teeth, and his right arm was broken in 30 places. He went through roughly 40 surgeries during his recovery. During this grueling recovery process, Kyle’s spirit remained strong. He set several post-recovery goals for himself: run a marathon, earn a college degree, backpack through Europe, and go skydiving. After nearly three years of recovery, Kyle was released from the hospital at age 24 and has since been able to accomplish every post-recovery goal and many more. And on June 19, 2014, Kyle was awarded the Medal of Honor by President Obama for his self-sacrificing act of valor. Kyle is the youngest living recipient of the Medal of Honor, our country’s highest military honor. In 2019, Kyle published his autobiography, You are Worth It: Building A Life Worth Fighting For. It not only tells the story of the events leading up to November 20, 2010 and the recovery period which followed, but it is also a story of rebirth and overcoming adversity, of how Kyle battled back from the gravest challenge to forge a life of joyful purpose. In the words of General Jim Mattis “Kyle Carpenter’s memoir of gallantry beyond the call of duty provides a vivid reminder that grit and valor remain American hallmarks.” He is also host of “The Kyle Carpenter Podcast” in which he shares the stories of people who inspire him, expanding perspectives through meaningful conversations on leadership, adversity, and finding a joyful purpose in life. Mark Wahlberg Friday General Session Speaker Mark Wahlberg earned both Academy Award® and Golden Globe® nominations for his standout work in the family boxing film, The Fighter, and Martin Scorsese’s acclaimed drama, The Departed. He has played diverse characters for visionary filmmakers such as David O. Russell, Tim Burton, and Paul Thomas Anderson. His breakout role in Boogie Nights established Wahlberg as one of Hollywood’s most sought-after talents. ADMISSION NON-EXHIBITOR ADMISSION POLICY
It has been determined that in order for the significant investment in booth space or sponsorships to be of the highest value and integrity to the exhibitors and sponsors, that Associate Members, their employees and staff, who are not otherwise exhibiting at the Trade Show or a sponsor of the Trade Show, shall not be permitted on the Trade Show floor at any time during the Trade Show. This policy does not apply to any attendance for any Primary or Honorary member of the GCNKAA. The Associate Council requests that exhibiting vendors, GCKNAA Members and staff who witness persons employed by any company who is not a GCNKAA Member, or an Associate Member who is not a sponsor or exhibitor with a proper exhibitor or sponsor name tag, to report such actions to the GCNKAA admission table at the entrance to the Trade Show floor. Any violation of this policy, will result in an invoice to the non-exhibiting, non-sponsoring Associate Member equal to the fee of one (1) 8 x 10 booth submitted to the offending Associate Member Organization. The offending individual or company shall also be banned from all future GCNKAA activities, meeting, or other events, until said invoice is paid in full to the GCNKAA and posted. This policy, in fairness to all, is extended to all Primary Members, such that the Primary Members are specifically requested not to violate this policy by bringing as guests of the Primary Member any person employed by a non-exhibiting/non-sponsoring Associate Member or any other business without the express written approval of the Associate Council.

By registering for and/or attending the event I give to GCNKAA unlimited permission to use my name, likeness, image, statements and other information I may give to GCNKAA, whether through registration, at the event, or otherwise, that may be necessary for GCNKAA to make use of its rights in the photographs, video, and other recordings. Most event facilities hold a liquor license that does not allow for outside alcohol to be brought into the facility or onto the grounds of the event venue. Outside alcohol brought in by members, guests, and event attendees is a direct violation of State liquor law and is cause for immediate expulsion from the event with no refund and could jeopardize your association membership as it would be a violation of the ethics clause.

GREATER CINCINNATI NORTHERN KENTUCKY APARTMENT ASSOCIATION EXHIBIT RULES & REGULATIONS 1. AGREEMENT By signing the Exhibit Space Application and Contract, the Exhibitor agrees to abide by these Rules and Regulations and all amendments thereto and the decisions of Show Management. For purposes of this Agreement, the terms “GCNKAA” shall mean the Greater Cincinnati Northern Kentucky Apartment Association, “exhibit hall” shall mean the Sharonville Convention Center, and “Exhibitor” shall mean any company, firm or person who has applied for or been allocated any space at the Exhibit Hall. 2. UNDESIRABLE ACTIVITIES The Exhibitor agrees that his exhibit shall be admitted into the Show and shall remain solely on strict compliance with all the rules herein described. GCNKAA reserves the right to reject, eject or prohibit any exhibit in whole or in part, or any Exhibitor with or without giving cause. GCNKAA’s liability for rejection without giving cause shall be limited to a refund to the Exhibitor of the amount of rental unearned at the time of ejection. However, if an exhibit or Exhibitor is ejected for violation of these rules or any other stated reason (with cause), no return of rental shall be made. Exhibitor shall not exhibit any merchandise other than that specified in the application. 3. BOOTH ASSIGNMENTS Booth selection by Exhibitor is available on a first-come, first serve basis and there is no first right of refusal. GCNKAA’s confirmation of requested booth space is final and shall constitute an acceptance of the Exhibitor’s offer to occupy space. Confirmation will be made only after receipt of the Exhibitor Agreement and the appropriate booth fees. After confirmation, space location may not be changed, transferred, or canceled except upon written request and with the subsequent written approval of GCNKAA. Not withstanding the above, GCNKAA reserves the right to change location assignments at any time, as it may, in its sole discretion, deem necessary. 4. SPACE RENTAL Exhibitor fee includes a 8’x 10’ exhibit space, materials to define exhibit space (pipe & drape), a two-line sign showing Exhibitor’s company name and booth number, one 6’ table with skirting, two chairs and wifi access. No signs or advertising devices shall be displayed outside the exhibit space other than those furnished by GCNKAA. Booth displays not to exceed nine (9) feet in height across the back. No backdrops or booths higher than five (5) feet in height are permitted along the sides of the booth. Booth displays cannot block neighboring booths. Electric, carpet, additional table and chairs, and landlines are available at Exhibitor cost through separate contracted vendor. 5. USE OF DISPLAY SPACE A. Restrictions on Space Rental: Exhibitor may not sub-let, sub-divide or assign his space nor any part thereof, nor purchase multiple booths for the purpose of subletting or assigning to third parties, nor permit in his booth non-exhibiting companies’ representatives without the express written permission of GCNKAA. Only companies or individuals that have contracted directly with GCNKAA shall be allowed on the show floor as an Exhibitor. Failure to comply with this provision shall be sufficient cause for GCNKAA to require the immediate removal of the exhibit and/or the offending Exhibitor at the expense of the Exhibitor. Failure to comply may also result in forfeiture of all further rights to exhibit at future shows sponsored by GCNKAA together with all fees paid. GCNKAA may lease any space so forfeited to another Exhibitor and retain all revenues collected. B. Exhibitor shall design and maintain the general theme and tenor of show. 6. INSTALLATION AND REMOVAL GCNKAA reserves the right to fix the time for the installation of the booth prior to the show opening and for its removal after the conclusion of the show. Installation of all exhibits must be fully completed at least 30 minutes prior to the opening of the Show. Failure to adhere to this requirement could restrict Exhibitor’s entry into any future shows produced by GCNKAA. Any space not claimed by 3:30 p.m. on Wednesday, March 27, 2024, may be resold or reassigned without refund. All exhibits and booth materials must be removed by 9 p.m. on Wednesday, March 27, 2024. 7. EARLY REMOVAL OF EXHIBITS NOT ALLOWED No exhibit shall be packed, removed or dismantled prior to the closing of the Show without written permission from GCNKAA. If the Exhibitor acts in breach of this provision, it shall pay as compensation for the distraction to the Exhibition’s appearance, an amount equal to one-half of the total space charge for the Exhibitor’s allocated area, in addition to all sums otherwise due under this Agreement. 8. EXHIBITOR APPOINTED CONTRACTORS (EAC) Any exhibitor using an EAC agrees to notify GCNKAA of such appointment and agrees to indemnify and hold harmless GCNKAA, the exhibit facility, and their respective officers, directors, staffs, employees, and agents and all official contractors from any and all liability or losses for any act, complaint, damage, or loss to any other Exhibitor, the exhibit hall, the property of any contractor or any consequential damages arising out of any such act of loss from the time the independent EAC first arrives at the hall until the final move-out is complete. The Exhibitor further agrees that GCNKAA may prohibit the EAC from working in the hall if the EAC does not fully comply with all rules and regulations set forth for them at this event. Any Exhibitor using an EAC agrees to advise its EAC of all rules and regulations. 9. PROHIBITED ACTIVITIES A. All demonstrations, sales activities, and distribution of circulars and promotional material must be confined to limits of the Exhibitor’s booth. B. Exchange of money or consummating the sales of goods or services on the exhibit floor is prohibited. Orders may be taken for future delivery only. C. Exhibits which include the operation of musical instruments, radios, sound motion picture equipment, public address systems, or any noise-making machines must be operated so that the noise resulting from there will not annoy or disturb adjacent Exhibitors or their patrons. Exhibitor represents and warrants
that no musical work protected by copyright will be staged, produced or, otherwise, performed via either “live” or “mechanical” means, or by or on behalf of Exhibitor, unless Exhibitor has previously obtained written permission from the copyright owner’s designee (e.g., ASCAP, BMI, or SESAC) for such use. D. Exhibitors are prohibited from displaying any devises or objects in the booth that exceed the height of the back wall (9 ft.) without prior written approval from GCNKAA and the exhibit hall. No backdrops or booths higher than five (5) feet in height are permitted along the sides of the booth. Booth displays cannot block neighboring booths. E. The use of inflatables (or ‘bounce houses’) is restricted without approval from GCNKAA, Sharonville Convention Center, and/or neighboring exhibitors. F. Exhibitors are not allowed to conduct any activities that could be considered an illegal lottery under Ohio law. G. Electrical equipment that is not UL approved may not be used in the exhibit hall. No wiring, installation or spotlights or other electrical work shall be done except by the electrical contractor authorized by GCNKAA or exhibit hall. H. Approval for distribution of food items must be obtained by the Sharonville Convention Center prior to the event. I. Sharonville Convention Center prohibits the use of glitter, confetti guns, fireworks and helium balloons inside their facility. J. Live animals (except service animals) and firearms are prohibited inside SCC. 10. CANCELLATION BY EXHIBITOR The Exhibitor specifically recognizes and acknowledges that GCNKAA will sustain losses if the Exhibitor cancels its exhibit space after it has been assigned and confirmed by the GCNKAA. Due to the difficulty of determining said losses, the Exhibitor agrees to pay the following amounts as liquidated damages, and not as a penalty, all cancellations must be received in writing. Booth cancellations received after September 1, 2023, and prior to February 27, 2024, will be issued a refund minus a $100 administrative fee. Booth cancellations after February 27, 2024, will forfeit all booth fees and will be responsible for full booth payment. Upon cancellation by the Exhibitor, GCNKAA has the right to resell the space and retain all revenue collected. 11. CANCELLATION OR POSTPONEMENT OF SHOW In the event that any unforeseen occurrence shall render the fulfillment of this Agreement impossible by GCNKAA, the parties shall mutually amend or terminate the agreement at GCNKAA’s option. The Exhibitor hereby waives any claim against GCNKAA for damages or compensation. GCNKAA may return a portion of the amount paid for space after deduction of any amounts necessary to cover expenses incurred in connection with the show. Such expenses include, but are not limited to all expenses incurred by GCNKAA as a result of contracts with third parties for services or products incidental to the show, and all overhead expenses attributable to the production of the show. No monies will be returned should the dates or location of the show be changed by GCNKAA, but Exhibitor will be assigned space that the Exhibitor agrees to use under these same rules and regulations. GCNKAA shall not be liable in the event the show is interrupted, canceled, moved or dates changed except as provided herein. 12. ERRORS AND OMISSIONS GCNKAA assumes no responsibility or liability for any of the services performed or materials delivered by official show contractors or other suppliers to the show, their personnel, or their agents. 13. LIABILITY AND INSURANCE A. All property of the Exhibitor remains under its custody and control in transit to and from exhibit facility, during installation and removal, and while it is within the confines of the exhibit facility. Neither GCNKAA, the service contractors, the management of the Sharonville Convention Center nor any of the officers, staff members, or directors of any of the same are responsible for the safety of the property of Exhibitors from theft, damage by fire, accident, vandalism or other causes. The Exhibitor expressly waives and releases any claim or demand he may have against any of them by reason of any damage to or loss of any property of the Exhibitor. B. Exhibitor understands that neither GCNKAA nor any sponsor carries business interruption and property damage insurance coverage for loss or damage of Exhibitor’s property. The Exhibitor agrees to obtain adequate insurance during the dates of the trade show, including move-in and move-out days, and shall be prepared to furnish a certificate of insurance to GCNKAA. 15. ENFORCEMENT OF REGULATIONS GCNKAA has full power to interpret and enforce all regulations of the show and the power to make amendments and/or further regulations, orally or in writing, that are considered necessary for the proper conduct of the show. Such decisions shall be binding on Exhibitors. All Exhibitors agree to be bound by terms of GCNKAA’s agreement with the facility in which the show is held. 16. CONFLICTING MEETING AND SOCIAL EVENTS In the interest of the entire Show, the Exhibitor agrees not to extend invitations, call meetings, or otherwise encourage absence of members, Exhibitors, or invited guests from the educational sessions or exhibit hall during the official hours of the sessions or show. Hospitality suites may not be reserved without prior approval of Show Management. 17. WAIVER Waiver by either party of any term or condition or breach shall not constitute a waiver of any other term or condition or breach of this agreement. The rights of GCNKAA shall not be deemed waived as specifically stated in writing and signed by an authorized representative of GCNKAA. 18. SEVERABILITY In the event any provision of this Agreement is held invalid or unenforceable then neither the remaining provisions of this Agreement nor other applications of the provisions involved shall be affected thereby.

Electric Connections Rates quoted for electrical connections cover only the bringing of service to the booth in the most convenient manner and do not include any special wiring. All wiring and electrical work on exhibitor’s display will be charged on a time and material basis. All equipment must be properly tagged and wired with complete information as to type of current, voltage, phase cycle, horsepower, etc. It is the exhibitor’s responsibility to avoid overloading circuits. All connections will conform to the National Electrical Code, City Code and Building Regulations. Electrical power for lights and displays will be turned on one hour prior to show opening and turned off at show closing. If power is required before or after these times, special arrangements must be made with the SCC Maintenance Engineer.

CINCINNATI MAYOR PUREVAL PROPOSES MAJOR CHANGES TO CITY’S ZONING, HOUSING LAWS By Pat Crowley, Vice President of Governmental Affairs Cincinnati Mayor Aftab Pureval and members of city council have introduced sweeping changes to the city’s zoning laws and regulations with a goal to increase housing in the city. The Connected Communities website includes details, maps of impacted neighborhoods and the ability to provide input. The city plans a series of community meetings to gather additional input prior to Pat Crowley enacting changes, which is likely to take place in the spring. “We are losing many Cincinnatians who can’t afford to stay here,” Mayor Pureval said in introducing the Connected Communities plan. “Cincinnati is a great place to call home, but a difficult place to find housing. The goal isn’t just to build more housing, but to house more people.” Details of the proposed plan include: • Allow the development of more row houses in targeted communities. • Allow property owners to build or renovate existing structures to have two, three or four apartment units in some areas. • Removing some density restrictions now in the zoning code within neighborhood business districts. • Eliminates some residential parking requirements. • A new 10 unit or less residential building would require no new parking while larger, new residential buildings would require a half-space per unit.

Our longstanding relationship with Childhood Food Solutions is one of the many impactful partnerships we have in the community. I encourage as many people as Justin Seger possible to sign up for future volunteer opportunities. Currently, we have dates scheduled for February 21, April 17 and May 22. This month, members of our board of directors will be meeting with and touring Freestore Foodbank for a look behind the scenes at their new facility and a partnership review. Recently, an article in

2024 APARTMENT HOUSING OUTLOOK By Paula Munger
The year 2023 was one of ups and downs for the U.S. economy. By most measures, and certainly official ones, the U.S. did not slide into a recession. Growth slowed then accelerated, the labor market cooled but stayed hot, inflationary pressures eased but stayed elevated. High interest rates were just about the only facet of the economy that were consistent after the Fed stopped their tightening process in July 2023. Inflation and high interest rates, particularly for those looking to buy a home, put a damper on sentiment. Both consumer and business sentiment remained at levels very indicative of recessionary periods, although consumers kept spending thanks largely to wage growth, drawing down savings and credit card usage. Another dynamic at play in consumers’ persistent spending was revealed in the Fed’s recently published triennial Survey of Consumer Finance, which found that family finances broadly increased from 2019-2022, particularly as it relates to net worth. Third quarter GDP was the highest it’s been in two years at 4.9%, with consumer spending contributing 2.7 percentage points. A potentially troubling sign was the complete lack of business investment as a contributor to GDP growth. Businesses also remained sour on the economy, with the National Federation of Independent Business recording the 22nd consecutive month that the Small Business Optimism Index was below long-term norms.
Quality of labor came out on top as the single-most important problem in the October survey, beating inflation by one point. ECONOMIC FORECASTS Job openings remained high, with 1.5 jobs available per unemployed person. Quit rates were actually back to pre-pandemic levels, a signal that employees aren’t quite confident in their ability to land a better job. Initial claims for unemployment have been ticking up for the past few weeks but remain at levels largely consistent with economic growth.

The labor market has been steadily cooling throughout 2023, with just 150,000 jobs added in October. The unemployment rate is at its highest level in nearly two years at 3.9%. The overall labor force participation rate has yet to return to pre-2020 levels, but the good news is that the rate for the prime age workforce (ages 2554) has now surpassed those levels. Forecasts for the unemployment rate range from an uptick of 30 basis points in 2024 to 100 basis points. Most analysts expect unemployment to stay flat in 2025 with the exception of Fannie Mae, which is forecasting a significant increase. Fannie Mae is also the only organization included in the chart above that is forecasting negative GDP growth in 2024. The others are still grim, all below the long-term growth potential of 2.0%, as higher-forlonger interest rates wreak havoc on the economy. On the plus side, most forecasters have reduced risks for recession, instead calling for slow growth at best or a very brief downturn at worst. All forecasts expect an average inflation rate below 3.0% next year before settling near the Fed’s long-term target of 2.0% in 2025.
The for-sale housing market has also been erratic, with only a brief easing in prices before reverting to steady increases. The trough for the median price of an existing home came in January 2023 at $361,200, not seasonally adjusted, according to the National Association of Realtors (NAR). Prices then rose each month through June and almost reached 2022 highs before taking a dip once again. Still, as of October 2023, median prices for an existing home were up 2.8% year-over-year. Coupled with high mortgage rates, homeownership remained out of reach for many in 2023. After peaking at a 6.6-million-unit annual rate in early 2021 and staying elevated for a full year, existing home sales continued to trend downward, falling below 4.0 million in September. New home sales have also come off peaks, but are in line with 2019 levels, averaging 684,000 annually this year. With mortgage rates likely at peak, NAR is forecasting new home sales to increase by 19% next year while existing home sales accelerate by 13%. Starts for both single-family and multifamily units have started to come in, as expected, given 2021 and 2022’s feverish pace. Forecasts for single-family starts range from a 4.5% decline to 10.6% growth next year, generally following the trajectory of other economic indicators. With new apartments at multi-decade highs, leading to saturation in some markets, it is no surprise that starts are forecasted to fall in 2024 ranging between 12.8% (Moody’s Analytics) to 28.4% (MBA). 2024 HOUSING STARTS FORECAST Apartment data from the private sector also varies widely, with CoStar showing 2023 as the peak year for new apartment con-

struction during this cycle while RealPage and Yardi expect even more units to be delivered in 2024 before scaling back in 2025. There is no doubt deliveries are on the verge of slowing, based on what we know about permits and starts from the Census Bureau. Year-to-date, average permits were down 20% from the same period a year ago while starts were down 12%. On a three-month moving average, starts have been declining for seven months, and with starts to completions averaging 17 months for properties with 5 or more units, we could start seeing completions decline in Q3 2024. As for 2023, they are up 26% and are set to finish the year at the highest level in 35 years.
The lower range of forecasts calls for occupancy rates to drop by 40 basis points in 2024, while the higher range shows a 30-basis point increase, followed by a slight increase in 2025 – all at relatively healthy levels. After a below average performance in 2023, rent growth is forecast at 2.5% - 3.7% in 2024 with somewhat stronger growth in 2025. OCCUPANCY FORECASTS

Next year poses challenges for the economy with more risks weighted to the downside, some of which are already in place. Pandemic-era safety nets have all but disappeared, repayment on student loans has begun and credit availability will remain tight, all of which can adversely affect spending by already-gloomy consumers. The banking sector is still reeling from the crisis earlier this year. The debt ceiling, impacts from the growing federal deficit and potential government shutdowns will continue to threaten economic stability. Finally, the war in the Middle East may be drawn out, possibly derailing the global economy. Although inflation is moderating and Treasury rates seem to be stabilizing, the high interest rate environment will weigh on the apartment sector. Even without a recession, the labor market is expected to weaken and wage growth will continue to contract, resulting in moderate demand that won’t be able to keep up with new supply. Rent concessions and rent cuts will need to be employed in those markets that see their occupancy rates slipping, faced with the double whammy of increased supply amid muted demand. Expenses and operating efficiencies will continue to pose challenges while regulations that will stymie the industry’s growth loom large. Moody’s Analytics is forecasting rate cuts to begin in Q2 2024, ending the year at about 4.75 and approaching 3.75 by the end of 2025, which should provide some relief on the financing and capital fronts. Barring a deep recession, rental housing is expected to experience slow, steady growth in 2024, buoyed by its relative affordability compared to the for-sale housing market and a resilient, if diluted, labor market. Fraudsters are more sophisticated than ever—staying up to date on compliance can help limit exposure. It would be much simpler if fraud fell into a singular bucket. For instance, if fake paystubs were the only nefarious items property teams regularly encountered, things would be much easier to manage. Unfortunately, multifamily associates also grapple with altered social security cards, inflated bank statements, synthetic IDs, fake employment records, and more frequently than ever, fake assistance animal documentation. All have the capability to negatively impact the bottom line, but according to panelists at the 2023 Apartmentalize session “Catch Me If You Can . . . And I Bet You Can’t,” properties are now better equipped to combat the various types of fraud. “Of the more than 3 million financial documents that we’ve scanned over the past few years, we’ve discovered that one in eight is fake,” says Daniel Berlind, CEO of Snappt. “And fake financial documents are responsible for 25% of evictions. When you consider that the average eviction cost is about $7,500, it’s a huge issue.” An estimated 10 million fraudulent documents are submitted to the apartment industry annually, which equates to approxi-
mately 1,200 per hour. Berlind noted that advancements on Adobe make editing documents easier than ever before, which is why many altered documents appear genuine at first look. “Fraud is potentially responsible for rising rents, because it effects the bottom line,” says Pat Patterson, Director of Multifamily for PetScreening. “All costs incurred by a community factor into where the rates have to be set.” What can the industry do to combat it? Berlind recommends the “fight fire with fire” approach, imploring operators to counter with technology. While emerging tech platforms that concentrate on ID verification, income verification, rental-payment history, assistance animal verification and employment verification might not short-circuit all fraud attempts, they’ll limit a significant portion. Not all fraud is directly geared toward misrepresentation of identity or financial standing, however. It has extended to assistance animal requests, in which applicants often aim to pass off their pet as a service animal or emotional support animal (ESA). While there are many valid assistance animal requests, the illegitimate requests are an effort to circumvent the system. These applicants are aiming to escape pet fees and rent or work around a community’s restricted list. “We’ll see the same doctor letters over and over on these re-

quests, which indicates that people are getting their information online rather than directly from their medical provider,” says Stephanie Thornberg, Vice President of Avenue5 Residential. “It’s something we’re going to have to address as it becomes more and more popular.” Thornberg recommends that operators closely study the HUD guidelines on assistance animals so that teams are well-versed on the questions they can ask and the additional nuances. Operators can also consider removing verification tasks from onsite teams by partnering with a service that can effectively handle them, she said. And whether handling onsite or outsourcing, teams should always treat the requests as valid until proven otherwise. “Always start from a place of ‘yes’ with accommodation animal requests,” Thornberg says. “It will save you a fair housing complaint, which can be something of a time suck and is so unnecessary.” Because of what it offers, the apartment sector will always be ripe for fraud attempts. That’s not even considering potential employee fraud, such as embezzlement, timecard manipulation or collusion with suppliers. But the industry is blessed with increasingly sophisticated resources to fight fire with fire and must continue to stop bad actors in their tracks.
