Host of ceremony is Ronda Puryear, 2023 Chairman of the Board for the National Apartment Association. Ms. Puryear has nearly 30 years of real estate experience in property management, marketing and development, and as President of Residential Management for Management Services Corporation in Charlottesville, she oversees the operation of more than 4,000 rental housing units throughout Virginia and North Carolina.
In addition, Puryear has been involved with the National Apartment Association (NAA) for more than 10 years, having served as a Region I Vice President, a member of the Governance Committee and Chair of both
the Student Housing and Conference Committees. Ms. Puryear also served as the 2020 President of the National Apartment Association Education Institute (NAAEI). She was recently installed as the 2023 NAA Chairman of the Board during the Assembly of Delegates held in Virginia in November 2022.

Happy New Year to all our GCNKAA Members! And welcome to 2023! What an exciting 2022 we had for our association and members. We located new venues due to your outstanding participation and topped attendance for multiple events throughout the year. We faced concerns of continually selling out admissions to our key events – thank you to our membership! You make GCNKAA one of the best affiliates.

I am excited to share that we are now representing more than 112,000 apartment homes in Greater Cincinnati and Northern Kentucky. Wow! In addition, we have been well-represented at the national level in 2022 and continuing into 2023. Don Brunner with BRG Apartments represented our industry as the National Apartment Association’s Chairman of the Board. His leadership was exemplary and has brought our market extensive knowledge from a national perspective. In addition Jeff March, also with BRG Apartments, chaired the NAA Legislative Committee and worked diligently to promote positive legislative efforts for multifamily housing. Melissa Joy with Village Green Management also brought home vast knowledge in completing the NAA Leadership Lyceum program while Nicole Wiley with BRG Apartments soared as the DE&I

Looking to 2023, Abbie Huffman with CIG Communities was voted to lead Region III as Vice President and representing all our region and GCNKAA! I am amazed at the NAA involvement by our members. When it comes to serving on NAA committees, the GCNKAA is well represented. Advocate, Apartmentalize, and Assembly of Delegates attendance ascended in 2022 so let’s reach higher for 2023!
Looking ahead for this year, you can expect great things from the GCNKAA! We are focusing on how best to serve our members by offering enhanced education courses, focusing on specific markets of our industry, and exploring how to offer the best services possible. I cannot go without mentioning the fantastic networking opportunities that we will continue to enhance to serve you! Now into January, we will have the Officers Installation Dinner on Tuesday, January 10 at the Summit Hotel beginning at 5:30 pm. In addition, the State of the Industry Dinner Meeting will be Tuesday, February 21 at 5:30 pm at The Oasis Conference Center. ISSUES TO WATCH IN 2023

The Greater Cincinnati Northern Kentucky Apartment Association (GCNKAA) will be tracking several issues related to multi-family housing in 2023. Following is a quick rundown of some of those issues.
TENANTS’ BILL OF RIGHTS
This heading deals with housing & legal issues within the Governmental structure.
tax breaks for the developers of housing geared toward workers in growing communities such as Boone County near The Cincinnati/ Northern Kentucky International Airport and in Central Kentucky where automakers are building massive Electric Vehicle battery plants.
KENTUCKY TAX ISSUES
Early this year Cincinnati City Council is expected to unveil a Tenants Bill of Rights ordinance that could include provisions regarding rent control, source of income and eviction-related issues. GCNKAA has provided input and will meet with council members regarding any concerns or potential changes when the ordinance is introduced.

MAYOR’S PUSH FOR MULTI-FAMILY HOUSING
Mayor Pureval used his November 15 State of the City Address to call for the development of more multifamily housing in the city. The first-term mayor pledged to push for major reform to the city’s zoning codes and policies to include more multifamily housing, townhomes and rowhomes near commerce centers and transit corridors.
SECTION 8 REFORM
Earlier this year, Mayor Pureval convened a meeting of housing advocates and providers regarding suggestions for attracting more owners of multi-family communities into the Section 8 program. GCNKAA was included in the meeting, and told the mayor that complex regulations along with the difficulty in scheduling inspections discourage participation. GCNKAA is providing additional information to the mayor’s office at his request.
ATTAINABLE/WORKFORCE HOUSING IN KY
The Kentucky General Assembly has opened its 2023 legislative session. GCNKAA is pushing for a bill that will offer
GCNKAA will be working with the Apartment Association of Kentucky (AAK) on trying to convince lawmakers to make changes to sales tax legislation that was passed last year. The bill has several provisions related to multi-family housing, including mandating owners charge and collect sales tax for parking.
YIMBY
When the GCNKAA traveled to Washington last March to meet with members of Congress, we lobbied for passage of the Yes in My Back Yard (YIMBY) Act. The bill did not pass, but Congress did include $85 million for a new, first-of-its-kind competitive grant program based on the YIMBY Act that will reward state, local, and regional jurisdictions that have made progress in improving inclusionary zoning practices, land use policies, and housing infrastructure to increase the supply of affordable housing. Some specific examples include increasing density, reducing minimum lot sizes, creating transit-oriented development zones, or streamlining or shortening permitting processes, among others.
Additionally, the bill directs HUD to issue best practices for local, state, and regional agencies to improve such opportunities.
OPTIMIZATION SOFTWARE
GCNKAA is monitoring an initiative launched by U.S. Sen. Sherrod Brown of Ohio regarding price optimization software. Sen. Brown - who chairs the Senate Committee on Banking, Housing and Urban Affairs - is urging the Federal Trade Commission (FTC) to review the use of price optimization software to set rental prices. He has raised concerns that the software “is allowing for anticompetitive and potentially unlawful collusion among competitors at the expense of consumers.”

As the new Congress settles into Capitol Hill, the time has come to introduce members to the rental housing industry. Advocate –NAA’s annual advocacy conference – is the prime opportunity to meet with your representatives by joining rental housing suppliers, property managers, owners and operators in Washington D.C. on March 28-29, 2023.
It is more important than ever to communicate the rental housing industry’s policy stances and priorities to our representatives in Congress following years of pandemic-fueled challenges and political polarization. Sharing the unique operational needs of rental housing is critical, and there is no better way to educate federal lawmakers than in-person in the halls of Congress.
Advocate is the opportunity to make that a reality by coming together with a family of over 92,000 members and 141 affiliates. Help us lay a new cornerstone on which we can build even more successes for the rental housing industry.

GCNKAA 2023 TRADE SHOW BOOTHS NOW ON SALE!
The Greater Cincinnati Northern Kentucky Apartment Association’s 2023 Trade Show is scheduled for TUESDAY, March 14 at Sharonville Convention Center. Due to your feedback, we are keeping the good ideas and adding more to the 2023 show. Here are the top reasons you won’t want to miss out! But act soon! The price rate of $800 per booth expires on Tuesday, February 14! After that, the price increases to $900 per booth!
1. The Invitation Only VIP Preview Hour. Building on the success from 2022, we will personally invite key decision makers at each owner and property management company that is a member of the Greater Cincinnati Northern Kentucky Apartment Association. This personal invitation allows each of them to attend a private preview of the trade show from 4 pm to 5 pm. This offers you more personal time to meet and greet potential new customers as well as conduct business with current customers without the interruption from other attendees of the trade show.
2. New Floorplan. Minor changes have been made again to the floorplan to encourage better foot traffic as well as accommodate more booths. This year the booths remain 8’ x 10’. All booths include pipe and drape, one table, two chairs, booth sign and wi-fi. Premier booths are an additional fee. Other booths are reserved for VIP Sponsors. Electric, carpet and additional tables and chairs can be ordered separately through Sharonville Convention Center or Academy Rentals.
3. Expanded Educational Opportunities. By creating more education seminars that accommodate more students, we can guarantee a larger attendance of property managers, leasing agents and maintenance technicians when the trade show opens. At the end of these seminars, seminar attendees will flow onto the trade show floor where you have the opportunity to talk with each and every one.
4. More Sponsorship Opportunities. By creating new sponsorship levels, we enable you to get more bang for your sponsorship buck. Whether through signage, verbal recognition or company listing on gcnkaa.org and in the Apartment Advantage, we will find a way for you to get involved whether you have one employee or one thousand. We have also added several more benefits to the VIP Sponsorship including premier booth space. Watch for more information to follow regarding sponsorship opportunities. Sponsorships range from $300 for a logo or food sponsorship to $1000 for VIP Sponsorship.

Review the available booth space, complete your contract with your top three selections, and return back to michele@gcnkaa.org. You may also reserve your space online here.

• Booths went on sale in August 2022
• Booth price includes table, 2 chairs, pipe and drapes, booth marker. Carpet, electric, additional tables and chairs can be ordered separately through Sharonville Convention Center and Academy Rentals for an additional cost. All orders for carpet, electric, additional tables and chairs need to be placed directly through Sharonville Convention Center or Academy Rentals and NOT through GCNKAA. • Booths are sold on a first come first serve basis. We currently have 96 booths available. We generally sell out early so be sure to call the office as soon as possible.
• Each booth is 8’ deep x 10’wide.
• Booths are currently $800 each. Others booths are reserved for VIP Sponsors. After February 14, booth price increases to $900 each.
BOOTH SELECTION PROCESS
1. Click here for the latest floorplan of the 2023 trade show booths as well as the contract. Please note that – as changes happen on a daily basis – this version of the floorplan may not be completely up-to-date.
2. Look at the floorplan and decide which booth you would like, then simply either:
• Visit www.gcnkaa.org and go to the event calendar to reserve your booth online. Available booths will be listed on the registration page. Log in, complete your selection and submit your request immediately.
• OR fill out the booth contract, complete with your first three (3) booth choices and fax back to 513 407-7868. Michele will follow up with you to let you know which booth is available.
BOOTH RESERVATIONS AND PAYMENTS
• After you have selected your booth with the Apartment Association, you must either forward GCNKAA a signed contract or remit full payment to reserve that booth.
• We will hold all booths for 14 days without signed contract or payment.
• You may pay for your booth with check or credit card or call the office for an invoice.
• We cannot hold a booth longer than 14 days without contract or payment. After those 14 days, if we do not receive a contract or full payment, GCNKAA will contact you for payment or contract. If no response, GCNKAA may release the booth you selected.
• Full payment of all booths must be received by February 14, 2023.

EXHIBIT RULES & REGULATIONS
1. AGREEMENT
By signing the Exhibit Space Application and Contract, the Exhibitor agrees to abide by these Rules and Regulations and all amendments thereto and the decisions of Show Management. For purposes of this Agreement, the terms “GCNKAA” shall mean the Greater Cincinnati Northern Kentucky Apartment Association, “exhibit hall” shall mean the Sharonville Convention Center, and “Exhibitor” shall mean any company, firm or person who has applied for or been allocated any space at the Exhibit Hall.
2. UNDESIRABLE ACTIVITIES
The Exhibitor agrees that his exhibit shall be admitted into the Show and shall remain solely on strict compliance with all the rules herein described. GCNKAA reserves the right to reject, eject or prohibit any exhibit in whole or in part, or any Exhibitor with or without giving cause. GCNKAA’s liability for rejection without giving cause shall be limited to a refund to the Exhibitor of the amount of rental unearned at the time of ejection. However, if an exhibit or Exhibitor is ejected for violation of these rules or any other stated reason (with cause), no return of rental shall be made. Exhibitor shall not exhibit any merchandise other than that specified in the application.
3. BOOTH ASSIGNMENTS
Booth selection by Exhibitor is available on a first-come, first serve basis and there is no first right of refusal. GCNKAA’s confirmation of requested booth space is final and shall constitute an acceptance of the Exhibitor’s offer to occupy space. Confirmation will be made only after receipt of the Exhibitor Agreement and the appropriate booth fees. After confirmation, space location may not be changed, transferred, or canceled except upon written request and with the subsequent written approval of GCNKAA. Not withstanding the above, GCNKAA reserves the right to change location assignments at any time, as it may, in its sole discretion, deem necessary.
4. SPACE RENTAL
Exhibitor fee includes a 8’x 10’ exhibit space, materials to define exhibit space (pipe & drape), a two-line sign showing Exhibitor’s company name and booth number, one 6’ table with skirting, two chairs and wifi access. No signs or advertising devices shall be displayed outside the exhibit space other than those furnished by GCNKAA. Booth displays not to exceed nine (9) feet in height across the back. No backdrops or booths higher than five (5) feet in height are permitted along the sides of the booth. Booth displays cannot block neighboring booths. Electric, carpet, additional table and chairs, and landlines are available at Exhibitor cost through separate contracted vendor.
5. USE OF DISPLAY SPACE
A. Restrictions on Space Rental: Exhibitor may not sub-let, sub-divide or assign his space nor any part thereof, nor purchase multiple booths for the purpose of subletting or assigning to third parties, nor permit in his booth non-exhibiting companies’ representatives without the express written permission of GCNKAA. Only companies or individuals that have contracted directly with GCNKAA shall be allowed on the show floor as an Exhibitor. Failure to comply with this provision shall be sufficient cause for GCNKAA to require the immediate removal of the exhibit and/or the offending Exhibitor at the expense of the Exhibitor. Failure to comply may also result in forfeiture of all further rights to exhibit at future shows sponsored by GCNKAA together with all fees paid. GCNKAA may lease any space so forfeited to another Exhibitor and retain all revenues collected.
B. Exhibitor shall design and maintain the general theme and tenor of show.
6. INSTALLATION AND REMOVAL
GCNKAA reserves the right to fix the time for the installation of the booth prior to the show opening and for its removal after the conclusion of the show. Installation of all exhibits must be fully completed at least 30 minutes prior to the opening of the Show. Failure to adhere to this requirement could restrict Exhibitor’s entry into any future shows produced by GCNKAA. Any space not claimed by 3:30 p.m. on Tuesday, March 14, 2023, may be resold or reassigned without refund. All exhibits and booth materials must be removed by 9 p.m. on Tuesday, March 14, 2023.
7. EARLY REMOVAL OF EXHIBITS NOT ALLOWED
No exhibit shall be packed, removed or dismantled prior to the closing of the Show without written permission from GCNKAA. If the Exhibitor acts in breach of this provision, it shall pay as compensation for the distraction to the Exhibition’s appearance, an amount equal to one-half of the total space charge for the Exhibitor’s allocated area, in addition to all sums otherwise due under this Agreement.
8. EXHIBITOR APPOINTED CONTRACTORS (EAC)
Any exhibitor using an EAC agrees to notify GCNKAA of such appointment and agrees to indemnify and hold harmless GCNKAA, the exhibit facility, and their respective officers, directors, staffs, employees, and agents and all official contractors from any and all liability or losses for any act, complaint, damage, or loss to any other Exhibitor, the exhibit hall, the property of any contractor or any consequential damages arising out of any such act of loss from the time the independent EAC first arrives at the hall until the final move-out is complete. The Exhibitor further agrees that GCNKAA may prohibit the EAC from working in the hall if the EAC does not fully comply with all rules and regulations set forth for them at this event. Any Exhibitor using an EAC agrees to advise its EAC of all rules and regulations.
9. PROHIBITED ACTIVITIES
A. All demonstrations, sales activities, and distribution of circulars and promotional material must be confined to limits of the Exhibitor’s booth.
B. Exchange of money or consummating the sales of goods or services on the exhibit floor is prohibited. Orders may be taken for future delivery only
C. Exhibits which include the operation of musical instruments, radios, sound motion picture equipment, public address systems, or any noise-making machines must be operated so that the noise resulting from there will not annoy or disturb adjacent Exhibitors or their patrons. Exhibitor represents and warrants that no musical work protected by copyright will be staged, produced or, other-
wise, performed via either “live” or “mechanical” means, or by or on behalf of Exhibitor, unless Exhibitor has previously obtained written permission from the copyright owner’s designee (e.g., ASCAP, BMI, or SESAC) for such use.
D. Exhibitors are prohibited from displaying any devises or objects in the booth that exceed the height of the back wall (9 ft.) without prior written approval from GCNKAA and the exhibit hall. No backdrops or booths higher than five (5) feet in height are permitted along the sides of the booth. Booth displays cannot block neighboring booths.
E. The use of inflatables (or ‘bounce houses’) is restricted without approval from GCNKAA, Sharonville Convention Center, and/or neighboring exhibitors.
F. Exhibitors are not allowed to conduct any activities that could be considered an illegal lottery under Ohio law.
G. Electrical equipment that is not UL approved may not be used in the exhibit hall. No wiring, installation or spotlights or other electrical work shall be done except by the electrical contractor authorized by GCNKAA or exhibit hall.
H. Approval for distribution of food items must be obtained by the Sharonville Convention Center prior to the event.
I. Sharonville Convention Center prohibits the use of glitter, confetti guns, fireworks and helium balloons inside their facility.
J. Live animals (except service animals) and firearms are prohibited inside SCC.
10. CANCELLATION BY EXHIBITOR
The Exhibitor specifically recognizes and acknowledges that GCNKAA will sustain losses if the Exhibitor cancels its exhibit space after it has been assigned and confirmed by the GCNKAA. Due to the difficulty of determining said losses, the Exhibitor agrees to pay the following amounts as liquidated damages, and not as a penalty, all cancellations must be received in writing. Booth cancellations received after November 1, 2022, and prior to February 14, 2023, will be issued a refund minus a $100 administrative fee. Booth cancellations after February 14, 2023, will forfeit all booth fees and will be responsible for full booth payment. Upon cancellation by the Exhibitor, GCNKAA has the right to resell the space and retain all revenue collected.
11. CANCELLATION OR POSTPONEMENT OF SHOW
In the event that any unforeseen occurrence shall render the fulfillment of this Agreement impossible by GCNKAA, the parties shall mutually amend or terminate the agreement at GCNKAA’s option. The Exhibitor hereby waives any claim against GCNKAA for damages or compensation. GCNKAA may return a portion of the amount paid for space after deduction of any amounts necessary to cover expenses incurred in connection with the show. Such expenses include, but are not limited to all expenses incurred by GCNKAA as a result of contracts with third parties for services or products incidental to the show, and all overhead expenses attributable to the production of the show. No monies will be returned should the dates or location of the show be changed by GCNKAA, but Exhibitor will be assigned space that the Exhibitor agrees to use under these same rules and regulations. GCNKAA shall not be liable in the event the show is interrupted, canceled, moved or dates changed except as provided herein.
12. ERRORS AND OMISSIONS
GCNKAA assumes no responsibility or liability for any of the services performed or materials delivered by official show contractors or other suppliers to the show, their personnel, or their agents.
13. LIABILITY AND INSURANCE
A. All property of the Exhibitor remains under its custody and control in transit to and from exhibit facility, during installation and removal, and while it is within the confines of the exhibit facility. Neither GCNKAA, the service contractors, the management of the Sharonville Convention Center nor any of the officers, staff members, or directors of any of the same are responsible for the safety of the property of Exhibitors from theft, damage by fire, accident, vandalism or other causes. The Exhibitor expressly waives and releases any claim or demand he may have against any of them by reason of any damage to or loss of any property of the Exhibitor.
B. Exhibitor understands that neither GCNKAA nor any sponsor carries business interruption and property damage insurance coverage for loss or damage of Exhibitor’s property. The Exhibitor agrees to obtain adequate insurance during the dates of the trade show, including move-in and move-out days, and shall be prepared to furnish a certificate of insurance to GCNKAA.
15. ENFORCEMENT OF REGULATIONS
GCNKAA has full power to interpret and enforce all regulations of the show and the power to make amendments and/or further regulations, orally or in writing, that are considered necessary for the proper conduct of the show. Such decisions shall be binding on Exhibitors. All Exhibitors agree to be bound by terms of GCNKAA’s agreement with the facility in which the show is held.
16. CONFLICTING MEETING AND SOCIAL EVENTS
In the interest of the entire Show, the Exhibitor agrees not to extend invitations, call meetings, or otherwise encourage absence of members, Exhibitors, or invited guests from the educational sessions or exhibit hall during the official hours of the sessions or show. Hospitality suites may not be reserved without prior approval of Show Management.
17. WAIVER
Waiver by either party of any term or condition or breach shall not constitute a waiver of any other term or condition or breach of this agreement. The rights of GCNKAA shall not be deemed waived as specifically stated in writing and signed by an authorized representative of GCNKAA.
18. SEVERABILITY
In the event any provision of this Agreement is held invalid or unenforceable then neither the remaining provisions of this Agreement nor other applications of the provisions involved shall be affected thereby.

Reserve your booth and submit your complete booth contract to the Greater Cincinnati Northern Kentucky Apartment Association. You can fax this information to 513 407-7868 or email directly to michele@gcnkaa.org. Upon receipt at the GCNKAA offices, a confirmation email will be sent to the trade show representative listed upon contract. Booth price of $800 includes one table, two chairs, pipe and drapes and booth sign ONLY. The price will increase to $900 per booth after February 14, 2023.

CMHA OPENS WAIT LIST FOR HOUSING CHOICE VOUCHER PROGRAM JANUARY 9-12
After more than three years, CMHA is excited to announce the opening of the wait list for our Housing Choice Voucher Program January 9-12, 2023. When CMHA opened the wait list in September 2019, over 14,000 pre-applications were submitted in four (4) days. With over 20% of Hamilton County residents currently living below the poverty line, we are anticipating equal, if not a greater number of submissions this year.
The support we received from the community during the 2019 wait list opening was instrumental to our success. As such, we are once again reaching out to your organization for in-kind gifts of support. This support can come in many forms; simply spreading the “word,” by posting announcements at your facility, assisting those who cannot apply on their own or providing potential applicants with access to a designated computer(s) at your facility. CMHA wants to ensure everyone residing in the Hamilton County area that can benefit from our assistance is able to apply for it. Through partnerships with agencies like yours, we hope to reach everyone who is in need of housing assistance.
WHAT IS THE HCV PROGRAM AND HOW DOES IT WORK?
The HCV program, previously known as Section 8, is the federal government’s major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.
The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family’s choice where the owner agrees to rent under the program. This unit may include the family’s present residence. Rental units must meet minimum standards of health and safety, as determined by the Public Housing Authority (PHA).
A housing subsidy is paid directly to the landlord by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. The PHA calculates the maximum amount of housing assistance allowable. The maximum housing assistance is generally the lesser of the payment standard minus 30% of the family’s monthly adjusted income or the gross rent for the unit minus 30% of monthly adjusted income. WHEN WILL THE CMHA HCV PROGRAM WAIT LIST BE OPEN?
The HCV wait list opens at 8:00 am on January 9, 2023 and closes at 11:59 pm on January 12, 2023.
IF I SUBMIT A PRE-APPLICATION, DOES THAT MEAN I AM ON THE WAITING LIST TO RECEIVE A VOUCHER?
No, submitting a pre-application through the website allows you to be in the pool for the lottery. CMHA will utilize a lottery system to randomly accept a limited number of applications from
those submitted during the opening of the wait list since the demand for housing assistance often exceeds the limited resources available to HUD and CMHA.
HOW DO I APPLY FOR THE HCV PROGRAM WITH CMHA?
You must apply for the HCV Program on-line. The website address will be published soon. CMHA will also make a link available through our website. You will need to create or must have an email address to make an application. You will also need to have your basic household information, such as social security numbers and birth dates, of all family members who will reside in your household.
WHY IS THE WEB ADDRESS FOR ON LINE APPLICATIONS NOT POSTED?
The link to the on-line application will be activated only during the opening period from 8 am on January 9, 2023 to 11:59pm on January 12, 2023. The link will be published at a later date. You will not be able to download the form since CMHA is using a web based program to gather information. No paper applications will be accepted. You must apply on-line.
WHAT INFORMATION DO I NEED TO GATHER TO COMPLETE THE PRE-APPLICATION?
You will need a valid email address to register an account with the software provider in order to apply. You will also need the social security numbers and birth dates of all family members who will reside in your household. You should also have a good estimate of your total household annual gross income. You will need a mailing address or P.O. Box to receive mail. You can also supply, if you would like, the name address and phone number for emergency contact persons. Please have a pen and paper to record your confirmation number that you will receive when you apply.
WHAT ARE THE INCOME QUALIFICATIONS FOR THE HCV PROGRAM?
The Federal Income Limits currently determine income eligibility for participation in the HCV program. Income limits are published annually by HUD. The most recent income limits can be found at https://www.huduser.gov/portal/datasets/il/ il2016/2016summary.odn. These income limits do not affect your ability to submit the pre-application. A family’s eligibility will be established upon completion of the full application when their name is drawn from the wait list.
DO I HAVE TO BE A HAMILTON COUNTY RESIDENT TO APPLY FOR THE HCV PROGRAM?
No. If neither, the head, spouse, or co-head had a legal residence in CMHA’s jurisdiction at the date of their initial application for assistance, the family may not be permitted to exercise portability upon initial issuance of a voucher. The voucher will have to be utilized in Hamilton County for the initial lease term of 12 months.

Welcome to 2023! Here’s to 12 new chapters, 365 new pages, a new beginning, and hopefully a prosperous and joyful year. I would be remiss if I didn’t take a moment to acknowledge the unprecedented event at the Bengals vs. Bills game the other night, and to not offer a moment of prayer for Damar Hamlin and his recovery. All of us love our city and the Cincinnati Bengals and this was a devastating event for all. Please keep Damar, his family, teammates and friends in our heart and prayers.
Our entire board is extremely proud of our collective efforts, contributing more than $239,000 back into our community to help thousands of our citizens with rent assistance as well as food pantry donations.
We are also aware that the needs have not diminished, and that the Apartment Association Outreach, Inc. (AAO) will continue to rise to the challenge and provide vital financial support to our community partners as much as possible. We are well positioned to accomplish this, as we finished an incredibly successful fundraising year thanks to the incredible generosity of our Champions Program; as well as, our fundraising events exceeding participation for every single one. Our balance sheet is strong, and we look forward to continuing to help those in need.
Sincere thanks to Tonya Petersen, Gerry Johnson, their dedicated committee, and our very own Michele Klusman for their herculean efforts hosting our largest Holiday Cheers Event. Smart home technology is revolutionizing how renters live and how operators conduct business. While each smart home solution has its own intrinsic benefits, operators are seeing exponential returns when they implement a select trio of products together.
Smart locks, thermostats and leak detection sensors complement the functionality of one another to a degree that amplifies the individual value of each. Working together, they optimize self-service touring functionality, improve HVAC and energy conservation, and enhance overall asset protection.
During the 2022 Apartmentalize session, “A Smart Home Trilogy to Optimize Operations and Teams,” industry experts discussed the ways those three smart home technologies have empowered teams, maintained occupancy and built ROI.
“When you bring that all together, this is the new standard that you’re seeing in the industry,” said SmartRent Chief Operating Officer Demetrios Barnes. “What we’re learning is that in some markets, this is a requirement. If you’re not there yet, it’s time. It’s not just about the rent lift anymore; it’s all of that additional savings.”
From a value proposition standpoint, all three smart home products stand solidly on their own.
In addition to sheer convenience for residents, smart locks are tremendous time savers for property teams. Instead of physically providing access to guests, vendors, maintenance teams and residents who forgot their key codes, associates can remotely provide access. Smart access control systems also enable operators to customize self-guided touring experiences by granting prospects temporary access to certain areas of the community.
Smart thermostats enable residents and management teams alike to optimize energy consumption. Operators can program thermostat settings on vacant homes for optimal energy use and create temporary settings during scheduled tours to preferred climate conditions. They can do the same for offices, common areas and amenity spaces during off hours to create a more efficient overall community.
Leak detection technologies generate alerts at the first sign of water intrusion, limiting or preventing costly repairs. Considering the average water leak costs $1,800 just for repairs – not factoring in the cost of resident displacement and temporary relocation, rent loss or concessions – the cost prevention capabilities of leak detection systems are tremendous.
While the term “smart home” indicates an ability to work independently, it is the collective potential of fully integrated locks, thermostats and leak detection that is changing multifamily. Smart home solutions must fully integrate with one another and property management systems, but they also must play nicely with associates and residents.
Bevan White, Director of Marketing for RAM Partners, said his company requires full access to their tech partners’ support teams during initial implementation.
“We have our partners walk us through how to talk about the product with residents and how to best show residents how to use it,” White said.

MAPPING THE WAY TO A BETTER APARTMENT SEARCH

To meet the demands of prospective residents, the apartment industry is raising the bar for apartment search with visual, personalized experiences.
Modern consumer behaviors are shaped by rapid advancements in online purchasing and the desire for instant gratification. Online shoppers are one click away from finding exactly what they want, researching, evaluating and purchasing faster than ever before. Searching for an apartment – an experience that’s been largely unchanged for more than a decade—is finally beginning to keep pace. But is it fast enough?
On one side of the transaction, renters are hungry for specific content, flexible touring options and transparency across channels. Meanwhile, operators are strategically determined to compress the leasing and touring process through self-serve touring options and centralized leasing scenarios. This tension is pushing multifamily inevitably to self-selection and optimized buying.
Selecting an apartment is an extremely personal decision, also a predominantly visual one. Personalized experiences raise the bar on customer expectations. Today’s renters want to see realistic pictures and experience virtual tours not only of the community, but for the specific apartment they’ll be living in.
“The world has moved to a much more visual medium,” said Mike Gomes, Chief Experience Officer at Cortland, which owns and manages more than 75,000 apartment homes. “An apartment search is a digital overlay to the physical experience. The primary experience – a living experience—occurs within is a physical
location. Multifamily needs to create a digital companion that complements physical needs.”
To meet these demands, apartment websites and internet listing services (ILS) are stepping up and transforming how content is delivered. The decades-old, floor plan-based website experience is giving way to unit-level search and myriad interactive experiences including photos, videos and interactive maps that provide context and specificity around individual apartments. Scarcity is driving the market and technology is providing new methods to take advantage of integration and self-conversion.
CONTEXT IS KING
Marketing similar apartments isn’t cutting it for modern renters – they want to select their own home, whether it’s on a community website or an ILS. The industry is working with a much more discerning audience than ever before, and customers look at housing as a service and location as an amenity. People want choices and to understand where the apartments are located within the context of the community.
“We should strive to create memorable opportunities for customers as part of their apartment shopping experience,” Gomes said. “There are times when interacting digitally allows customers to better understand the living experience and get answers to questions without having to engage in the physical space.”

which apartments are available relative to community amenities. These same maps used on a property website are now available as a feature on the listing pages of an ILS, providing a seamless renting experience as users cross channels on their journey. Going from ILS to website to a growing number of self-touring platforms using the same maps, consumers can now truly visualize their experience, similar to shopping experiences in the hospitality, entertainment and single-family home industries.
“A recent Apartments.com survey reported 82% of renters said seeing the location of their apartment on the property was extremely or very important to their search,” says Engrain’s CEO Brent Steiner. “This data shows a fundamental shift in renter preference. This supports similar data users have shared in website surveys and use cases.”
According to Apartments.com, engagement on listings that included the maps is noticeably higher than pages without a map, and leads are more specific, tied to an individual unit. Listings have always included photos and floor plans of apartments in the search; what’s been missing is location and context. Operators understand the significance of including features like maps in their ILS listing so residents can have a better understanding of where their new apartment home will be located within the community.
“Modern consumers are searching differently today, and they want to have a narrowed down list of homes that fit exactly what they’re looking for,” said Jaclyn Hosking, Senior Marketing Manager at Bozzuto, which manages more than 78,000 units. “We’ve been taking our marketing efforts one step further in the search process by putting essential visuals, like photos, videos, interactive community maps and unit-level information at the very beginning of the search and creating more of a personalized experience. It provides a more in-depth understanding of specific homes, floor-plan types and ideal locations.”
According to Google Analytics data from Bozzuto, its community websites utilizing third-party mapping technology receive 3.4 times more pageviews on mobile than static floor plans. Customers are also spending 13.5 times more time on a desktop looking at these maps than traditional floor plans on the community website.
Maps are the consistent thread that stitches the different parts of a complex self-service leasing machine together, providing a natural visual canvas for operators to present engaging interactive
content in real estate context. Renters are able to make better decisions and arrive at a faster decision.
“Nearly 40% of our residents move to a Cortland community from outside the market they’re in,” Gomes said. “They have to make decisions using as many online resources as possible. We need to help customers gain the confidence to make those decisions and provide helpful tools to nudge customers down the path.”
IF CONTEXT IS KING, PERSONALIZATION IS QUEEN
Personalization isn’t arbitrary – the entire modern-day online experience is defined by custom curated content. According to the “State of Personalization Report” from consumer data platform Twilio Segment, more than half of surveyed consumers said personalization improves the buying experience, and 60% said they would become repeat buyers after a personalized experience.
Marketing teams across all industries are allocating more money to personalized content for customers. A new home is arguably the most personal, big-ticket purchase a person makes. The initial apartment search on a community website or ILS is critical not only to attracting new residents, but also to maintaining long-term residents.
“When creating a resident-centric experience, you have to look at all the ways customers interact and engage, and also all the ways they may want to,” Gomes said. “Understanding those opportunities is critical to creating better experiences with more transparency, self-service, delight and joy. Part of that is identifying how and where in the apartment search customers are getting frustrated, and then communicating a richer experience where they can see and better understand the living environment.”
Platforms like Google Maps have revolutionized the level of personalization available in a search experience. Through keywords, filtering and location awareness users are able to identify hyper specific options, both when and where they need them. Seeing apartment inventory filtered to homes that meet your specific criteria on a property map provides a similar, curated search outcome.
While the industry will continue to evolve, visual and personal experiences have become the new gold standard for consumers. These elements are powering customer decisions and catering to modern consumer trends. Without integrating visual content and personalized experiences, operators will lose an advantage in a highly competitive industry.

2022 HOUSING TRENDS

National and regional trends in 2022 focus on rent growth, supply-demand, among other factors.
While rent growth cooled during 2022, it’s still slightly above what was seen prior to the pandemic. This is one trend reviewed by Apartment List in its 2022 Rental Rewind. The analysis tracked three national trends, three regional trends and three outlooks for 2023.
Rent growth, as of November 2022, increased 4.7% year to date. Rents jumped 17.6% in 2021, while rent growth was at 2.4% in 2019 and 3.5% in 2018. Other national trends were focused on vacancy and household formations. An increase in supply saw an uptick in vacancy in 2022. “These increases in supply are attributable to slowing household formation, combined with more new apartment inventory hitting the market as multifamily construction pipelines have begun to recover from pandemic-related disruptions,” according to the report.
Regionally, the Midwest saw large rent growth, taking over the increases seen in the Sun Belt during 2021. Sun Belt cities such as Phoenix and Las Vegas, which witnessed rent growth at more than 25% in 2021, had rents decline in 2022. Meanwhile, Midwest markets like Cincinnati and Indianapolis had rent growth over the 2022 national average—well ahead of some Sun Belt cities. The move to the suburbs continued as well in 2022. “In other words, the further you move from the urban core, the faster the rent growth,” according to the report.
Looking forward, Apartment List reviewed the remote-work environment and its effects on renting. “In a recent survey, 44 percent of workers with full or hybrid remote flexibility told us that they’re planning to move in the upcoming year, compared to just 28 percent of on-site workers.”
RENTS SEE LARGEST DECLINE IN 7 YEARS

Rents have dropped at their fastest monthly pace in at least seven years, according to a new Zillow report.
Asking rents are down 0.4% from October to November, resulting in the largest monthly decline in the seven-year history of Zillow’s Observed Rent Index. While November is historically the slowest month recorded in the index, declines had not reached 0.1% during this time of the year prepandemic.
Asking rents hit $2,008, which is 8.4% higher than a year ago. Rent growth cooling has been caused by higher rental costs and inflation as well as the lack of new household formations, according to Zillow.
A decline in rents has been witnessed in more expensive rental markets home to technology hubs such as Raleigh, N.C., Austin, Texas, and San Francisco. San Jose, Calif., has the highest rent at $3,283, with San Francisco ($3,138), New York City ($3,130) and San Diego ($3,056) as the other markets with rents over $3,000.
