A MESSAGE FROM THE PRESIDENT By Tonya Petersen, President Hello GCNKAA Membership! I hope everyone had a safe Memorial Day weekend. What a time to reflect on the bravery and sacrifice so many of our fellow citizens have made for our freedom. May the memory of each fallen soldier carry on and comfort overflow for their families! I cannot believe we are at the halfway mark of the year already. What an exciting start to 2022. IN-PERSON events, Tonya Petersen Miller Valentine Group that could say it all…..yet, we have had exceptional events and welcomed new initiatives into the Association to improve membership services and enhance the experience for those that serve! Our most recent events - the Business Exchange and the Day at the Races - reflected change from years prior and both were phenomenal! It was wonderful to see all of our members network, laugh and enjoy time together. In addition, May hosted outstanding education through the Certificate for Apartment Maintenance Technicians (CAMT) and EPA 608 Certification that served our membership and offered great knowledge in managing multifamily housing.
The start of the year brought a Strategic Planning meeting for all the chairs of our committees. In May, our Board of Directors and staff participated in a DISC assessment to align our passions and skills to allow for increased understanding within the GCNKAA Board. Along with sunshine and smiles, June now brings a Thank You event for our Diamond and Champion sponsors at The Summit Hotel; a NextGen Breakfast focusing on Technology How-to’s on June 7; our annual Summer Golf outing on June 9; and finally NAA’s Apartmentalize in San Diego from June 21 through 25. I hope to see many of our Cincinnati members at our local and national events! Be sure to visit gcnkaa.org for our current calendar and registration. I’m excited June’s Attitude for Gratitude goes out to Mark Arnold with Royal Finish! Mark is a pillar in the GCNKAA community. His membership spans well over 25 years with consistent involvement at many levels of the Association. Mark is the current Associate Council 1st Vice President and Royal Finish was - and has been - the first Diamond sponsor since inception! I have to say, Mark’s smile is infectious, and his work ethic is impeccable. It is often as I attend committee meetings, Mark is there volunteering his time to make our Association strong! Wednesday, July 13, 2022 9:00 AM - 10:00 AM Register here for Zoom Class Human Trafficking Awareness Training Ohio ranks fourth in the nation of reported human trafficking cases. With very little discrepancy between rural and urban areas. Ohio had 450 documented cases of human trafficking in 2019 and the Ohio Task Force states 3,000 Ohio children are at risk and 1,000 of these will likely end up in the sex trades. The multifamily housing industry is a susceptible channel of which these activities can take place. The Salvation Army raises awareness of the injustices of human trafficking by partnering with local coalitions. Through prevention activities and work to reduce demand for forced labor and commercial sex, they prevent future crimes. They also help rescue and restore current victims by improving the identification and prosecution of local traffickers. In this course (geared toward the multifamily industry) you will learn a variety of info. You’ll get a brief overview of how
human trafficking is defined and the laws that pertain to human trafficking. The course will also show you what it looks like and how to spot the signs. Finally you’ll learn what to do to stop it, free resources that are out there for survivors, as well as systems/ practices that you can put in place to prevent it from happening. GCNKAA TRACKING RENT CONTROL, ELECTRIC VEHICLE ISSUES By Pat Crowley, Vice President of Governmental Affairs The Greater Cincinnati/Northern Kentucky Apartment Association (GCNKAA) is tracking two major issues - proposed rent controls and the installation of Electric Vehicle (EV) charging stations - that would significantly impact the region’s multi-family industry. RENT CONTROL In Columbus, a group called The Pat Crowley Columbus Coalition on Rent Control has introduced a ballot initiative to Columbus City Council that would cap the price of all residential rental units at a property’s January 1, 2020, fair market value. The initiative, if enacted by voters, would also create a new agency - the Department of Fair Housing - to enforce rent control measures. In addition, the initiative caps annual rent increases at CPI plus 2 percent. The coalition would have to collect about 5,200 valid signa-
tures of Columbus residents to place the initiative on the ballot. GCNKAA is monitoring the situation in Columbus in the event the movement takes hold in Cincinnati. You can read more details about the Columbus initiative here. EV CHARGING STATIONS GCNKAA is also monitoring so called “Right to Charge” laws that are being introduced and enacted in other states. The laws are mandating multi-family housing operators to install EV charging stations as long as a resident is willing to paying the installation costs. California and Colorado have already enacted Right to Charge laws; legislation is pending in Connecticut. So far, Right to Charge laws have not been introduced in either the Ohio or Kentucky legislatures. However, both states have formed commissions that are broadly studying EV policy, regulations and the installation of charging stations along public highways.

I hope the saying April showers brings May flowers is accurate, because I believe we can all agree we are over the rain! I, for one, am looking forward to being able to enjoy the rest of spring and kick off summer with less gray days, more sunshine, and enjoy the activities this season brings. It’s wonderful to be able to share that we were finally able to host our first in-person senior event since the beginning of the pandemic at Knowlton Place, an Episcopal Retirement Megan Lawhon Services senior community, on April 20, 2022. What a joy this was considering the elderly community suffered so much during the height of COVID challenges, as well as, were reduced to drop off items and zero in-person gatherings, as a result of the risk of exposure. Games were played, food was shared, and we are grateful for the opportunity to spend time with these wonderful individuals and hopefully brighten their day. Our next senior event is scheduled for June 17 at Cornerstone Crossing. More details to come soon! Year-to-date, our Apartment Association Outreach (AAO) Board has approved $43,000 in Rent Assistance payments and $30,000 to our Food Pantry partners! We are exceptionally proud to contribute to those in need and be able to partner with these organizations that work tirelessly to help others. We are so fortunate to be able to partner with more than twenty food pantries throughout the tri-state area and help our community members in need. Add chlorine to the list of apartment maintenance products that has seen its price soar in the past year. Just in time for summer, prices for pool chemicals (specifically chlorine tablets) are approximately 50% higher than they were one to two years ago. “If the cost of chlorine has not gone up again yet, it should soon,” experienced apartment maintenance professional and trainer, Mark Cukro, President, Plus One, says. A major fire at the BioLab chemical plant in Louisiana about a year ago has created a chlorine tablet shortage, he says. “However, the new factory is supposed to be bigger, have a higher capacity and is scheduled to open this spring or summer,” Cukro says. BioLab President Jon Viner said in published reports, “We are actively working to rebuild our plant – a $170 million investment slated to be completed in spring 2022 – and it will operate at 30 percent greater production capacity.”
ALTERNATIVE WATER TREATMENTS There are alternatives to chlorine tablets such as liquid chlorine, salt chlorine generators and there is also new technology in the pool industry that may assist in reducing the consumption of chlorine, Cukro says. One new technology is the Clear Comfort AOP system, which uses Hydroxyl-based advanced oxidation (AOP) created natural-

PROPER DOSING GOES A LONG WAY Cukro recommends that pool operators increase their focus on chlorine consumption and dosing the pool correctly. “In other words, don’t overtreat the water,” he says. “Make sure the chemicals are in the ideal ranges, the circulation is working properly and filtration is functioning at its optimal levels. An effective way to stay on top of the readings is to test the water more frequently – three times a day – using a high-quality test kit. A little extra attention can go a long way with reducing chemical consumptions.” One such example Cukro says is the Taylor Test kit - Taylor K2005 Swimming Pool Chlorine Bromine Alkalinity Hardness pH DP Test Kit, priced from $55 to $80. He says that if apartment communities can “keep chlorine and Ph levels stable, hold contaminants as low as possible and make sure that mechanical systems are functioning properly, it should make a noticeable difference. And be sure to maintain the correct levels of stabilizer, too.” Always take into consideration the difference between liquid chlorine, granular chlorine and chlorine tablets. For example, one gallon of sodium hypochlorite/ liquid bleach is approximately equivalent to one 16-ounce tablet or two 8-ounce tablets. “Taking care of a swimming pool and maintaining it is a balancing act,” Cukro says. “When all areas are taken care of properly, you can significantly reduce the amount of chemical consumption. “When everything is in the correct ranges and all of the equipment is operating correctly, it’s much easier to predict what you will need so you can purchase and store chemicals accordingly and prevent unnecessary usage of chlorine, repairs and expenditures.”

The practice of screening residents has been part of the apartment landscape for decades. But as tech continues to create previously unattainable efficiencies, it has become increasingly clear that many traditional screening methods are in major need of a refresh. Application fraud is on the rise, and fraudsters are becoming more adept at circumventing the system. Most savvy apartment operators already have moved on from requiring onsite associates to manually verify a prospective resident’s income and employment history, which in itself helps to combat fraud. “In the past, we could receive a credit report from a bureau, but our teams always had to perform a manual ID verification, paystub verification and employment verification,” says Amy Weissberger, Senior Vice President of Corporate Strategy at Morgan Properties. “Many of those pieces are becoming more automated as technology evolves. Some self-service triggers during the application process are where screening tools have really improved to help us to deter fraudulent applicants.” By increasing the sophistication of screening methods, operators are mitigating risk, providing better experiences for prospects and reducing the strain on hardworking associates. As a look ahead to the 2022 Apartmentalize session, “To the Next Level: Upping Your Resident Screening Game,” here are some of the ways screening innovations are helping multifamily teams and how they could continue to evolve.
OPTIMIZED VERIFICATION METHODS—BUT ID FIRST Synthetic ID—in which someone uses pieces of real and fabricated information to create an identity—is on the rise. Well aware of this trend and other potential identity scams, Morgan Properties makes automated ID verification the first step of the application process. This requires prospects to take a selfie-style photo from several different angles, and Morgan’s screening solution uses facial recognition software to match the photos to the prospect’s actual ID. “We’re aiming to combat fraud from the get-go,” says Weissberger, who will be one of the panelists in the “Upping Your Resident Screening Game” session. She notes that Morgan Properties deters identity fraud at the beginning of the leasing application and then deters income fraud later on as part of the screening process. “What we’re trying to do is deter someone from even starting the application if they’re not who they say they are.” AUTOMATED INCOME VERIFICATION If an applicant clears the ID hurdle, Morgan Properties next concentrates on income verification. Approximately 30% to 40% of the time, the company’s income verification software automatically verifies the prospect’s employment, Weissberger says. In other instances, it will require the future residents to verify their pay stubs or bank statements before finalizing the results within the screening application.

Morgan Properties also uses its screening software to develop different algorithms for risk scores and thresholds based on property types and market needs. But before it even gets to the deeper reaches of the application process, prospects must do their part to verify ID, employment or bank account information. “This process helps put the responsibility of verification on the applicant to go through the qualifying process, as opposed to the site team trying to chase down pay stubs, copies of IDs and other needed documentation,” Weissberger says. “It results in the applicant moving through the process in more of a self-service fashion.” An optimized system fosters more consistent screening procedures, Weissberger says, as each applicant is evaluated based on the same parameters, and approval or denial of documentation is not subjective. It also ensures compliance with mandates such as Fair Housing. For well-intentioned prospects, the optimized system helps move the application process along more quickly and provides more rapid answers. While the apartment industry is no stranger to brisk spells of demand, the current housing demand combined with lack of new housing supply is leading to an exceptional volume of applications. While the high demand is good, it challenges property teams to effectively evaluate the influx of applications and determine potentially suitable residents. Advanced screening measures become even more valuable when several applicants look very similar on paper. Automated income verification is among the tools that can help a community determine the best-qualified prospects among large pools of comparable applicants. “In the past, the income verification process required associates to do a lot of work and make a lot of phone calls,” says Chris Ramos, Director of Product Management for Experian, and moderator of the Apartmentalize screening session. “Automated verification eliminates manual steps, results in a more accurate screening process and reduces friction for all involved,” Ramos adds.” POSITIVE RENTAL HISTORY REPORTING AMONG FUTURE TRENDS Another screening measure immensely valuable to rentalhousing operators is a prospect’s rental payment history. “When you think about the most predictive indicator of an applicant, it’s someone’s rent payment history,” Ramos says. “But for the most part, that information hasn’t always been incorporated into the lease application. Using it is a powerful way to create a more comprehensive and more informative screening process.” While rental payment history can provide further clarity for operators, it can be utilized for more than uncovering potentially delinquent renters. Renters who pay on time and in full often don’t receive credit for it as they would for making a monthly mortgage payment. This has prompted some forward-thinking operators to report positive payment histories to credit bureaus. By sharing these histories with screening databases and credit bureaus, property managers are helping the industry in multiple ways: They’re making it easier for communities to identify qual-
ity renters during the screening process, and they’re also improving the financial well-being of residents by building their credit histories. “We really haven’t seen a lot of companies in our industry offer this type of incentive to residents until recently,” Weissberger says. “It benefits us because they are paying rent on time, and it benefits residents because they are improving and building their credit. Down the line, if they want to purchase a home, it should help with their ability to get approved for a mortgage loan.” THE FUTURE OF RENTAL APPLICATION SCREENING Looking ahead, Ramos believes apartment screening could evolve much like the modern mortgage evaluation process, in which automation will extract advanced data points to help make a qualifying determination. “Decision-making will become more complex, as it was very binary in the past based on a credit threshold,” Ramos says. “Now you’re seeing other data like renter risk scores and payment histories that can offset that credit score. Maybe a renter doesn’t have a lengthy credit history, but they have more than enough income or possess assets that can help bolster their rental application.” But while screening is growing more comprehensive, modern solutions are making the process more efficient for operators and residents, Ramos adds. “We have truly entered an era in which technology is reducing friction, doing away with manual processes and ensuring Fair Housing compliance,” he says. “At the same time, it’s giving operators a more holistic and accurate view of applicants than ever before.” Paul Willis is a Content Manager for LinnellTaylor Marketing. STEPPING INTO THE NEW NORMAL
By ergio Chidichimo, Senior Vice President of Operations for Birchstone Residential In the not-so-distant past, flashy amenities were a primary way to catch the eye of discerning renters. The more the amenity exuded the ambience of a relaxing, resort-like experience, the better. While rooftop decks, hotel-inspired swimming pools and posh courtyards still hold value, they no longer serve as tiebreaking factors to renters—at least not as prominently. The workfrom-home boom has given residents more of a practical approach when seeking amenities, and co-working spaces, private workstations, reliable Wi-Fi and conference rooms are often more important than a panoramic rooftop view. Likewise, similar in-home features can be equally important for the modern renter. Anything that enhances remote work, such as built-in nooks for a mini home office, Zoom-worthy communication spaces, noise-reduced homes and prime connectivity all qualify. The work-from-home trend was already underway before the pandemic, when 20% of employees worked at home most or all of the time, according to data from Pew Research. While the percentage peaked at 71% during the height of the pandemic, nearly half of Americans continue to work from home for at least part of the workweek. According to Owl Labs, remote work has increased 91% over the last decade and 44% in the past five years. To keep pace, the rental housing industry has to adjust accordingly. Given that so many professionals are residing in rental housing, the remote-work capability at communities has to increase. GROWING PROMINENCE Residents’ focus on relevant community amenities, lightningspeed internet packages, common areas with connectivity and spaces that foster collaboration—such as WeWork stations and conference rooms—has become even more prominent in 2022. These are investments that most operators weren’t making a few years back and even fewer were incorporating them into the development process. While many of these items now qualify as must-haves for some renters, a handful of not-so-apparent amenities can greatly improve the experience of a work-from-home resident and make a rental community much more enticing to them. Because the apartment sector also is home to many families—and many of the parents work remotely—children often need something to occupy their time during the workday. Working parents are unable to monitor their children as well as they would during their free-time hours, of course, which has prompted some communities to incorporate designated activity spaces for kids. Additionally, outdoor working spaces are becoming a key attraction for remote workers at communities in locations where the climate (or season) allows. As such, some properties have modified social gathering areas into more work-centric spaces. These spaces also can serve as a respite for remote workers who might spend the day inside but want to momentarily relax near nature trails, lakes and whatever additional attractions border the community. While the work-from-home boom has altered the blueprints

of rental communities in the predevelopment process, the challenge is different for existing communities. Operators that acquire existing assets are wise to incorporate work-from-home elements into their value-add processes, even if it’s as simple as refreshing apartment interiors to be a little more worker-friendly. PROMOTING A NEW RESIDENT EXPERIENCE The rising number of individuals working from home has also increased the sense of community at many properties. Buildings that had been barren during the day are now bustling with a fair sample size of work-from-home residents. As such, it’s highly recommended for onsite teams to dedicate even more focus to the resident experience. This includes the adoption of tech tools that can help operators more efficiently communicate with residents and give them the option to receive notifications on their preferred medium. Likewise, marketing teams would be savvy to incorporate more information about the community’s work-from-home capabilities into their outreach. With homes now occupied more than ever by remote workers, features such as pool views, proximity to the fitness center or having a home adjacent to the courtyard may become more attractive to residents and could potentially drive premiums. Outreach efforts can also tout services adopted by the community that can help aid the at-home workday. For example, communities can partner with local pet-walking agencies, offer onsite dry cleaning, provide housekeeping services or anything else that can aid a busy remote worker. This can even include improved fitness centers now that many residents will be more conscious of their health while largely remaining at home. Onsite teams previously focused almost exclusively on leasing because many residents were offsite during the weekday hours, but the focus has changed. They now must adjust and dedicate a significant portion of the workday toward enhancing the resident experience. That objective can begin early in the operations process, as some operators are now training leasing agents to be even more engaging and customer-centric. Those professionalism-boosting training efforts can expand to the maintenance team, as these associates now more frequently interact with residents during the workweek. Creating a healthy morale among increasingly at-home residents is something that can permeate through the building and aid in resident-retention efforts. Although the propensity to work from home has cooled since the height of the pandemic, the trend is here to stay in the apartment world. Companies across the globe are continuing to offer remote work as a perk to attract and retain employees, as the percentage of U.S. companies that disallow remote work of any kind has dropped to a mere 44%, according to the Owl Labs study. Operators that embrace the boom, incorporate work-fromhome spaces, add relevant services to aid remote workers—and are very intentional in their marketing efforts to highlight these qualities—are one step ahead of the curve. And thankfully, unlike other temporary trends in the past, they don’t have to worry about this one being a passing fad.
